Defender Senior Staff Writer After the night of December 12, 2012, Percy Coleman and his family would never look at life the same. On that night, the latest Chicago Police Department video release shows six police officers entering the jail cell of Phillip Coleman – Percy’s son – and repeatedly tasering, choking and dragging him until he is unconscious. Phillip died a short time later. Though the release of the video has drudged up deep emotional wounds for the Coleman family over the past week, Percy Coleman still found the fortitude to recount the circumstances surrounding his son’s death to the Chicago Defender in an in-depth conversation. On that cold winter night in 2012 in the West Pullman community, the husband and father of three arrived at his home only to be met by several Chicago police squads and paramedic vehicles blocking his street. Little did he know that his youngest son, 38-year-old Phillip, was the focal point of the disturbance. Phillip had suffered a mental breakdown and his mother called the police to report that her son attacked her, forcing her to seek safety at a neighbor’s house. All of this was not yet known to Percy Coleman, who has spent almost 40 years in law enforcement as a parole commander for the Illinois Department of Corrections and a former police chief. Percy Coleman recalled: “There were two police cars and one ambulance blocking the street, so I had to go around to get to my house. As I’m going through the alley, I get to a real dark part, the last turn before you go back into the light. I could hear somebody shouting something. “Being in law enforcement, I went as far as I could without thinking somebody might be in trouble – I just didn’t want to stop in the dark, where I had trouble seeing. So I got out of the car and looked back and heard, ‘Dad, Daddy!’ It was my son. He was bopping up and down the alley – a little skip, a little run. I’m thinking, ‘Why is he out here without a coat on?’ It was cold.” The father knew something was wrong, that something was off. The man who was staring back at him looked like his son, but his behavior was different. He was bleeding from his hands and from his mouth and continued to spit out blood. Mr. Coleman says he asked his son what was the matter and that Phillip went to hug him and kiss him on the cheek, but immediately stepped back and said, “You’re not my Dad. Who are you?” He then paused and said, “You’re the devil,” the father recalled. Coleman said his son continued on about the devil and other incoherent things that he couldn’t understand, and then, without any warning, his son hit him so hard that it knocked his glasses off. Not understanding clearly what was going with his son, Coleman proceeded to his car to regain his composure, and locked the doors. “He came over to the car and as I was pulling off, he kicked the side window and it shattered,” Percy Coleman continued. “I didn’t know what was going on. I drove back towards the ambulance and the police cars. I told the ambulance driver that I needed some help.

Phillip Coleman’s Father: Release the Full Video “‘I think my son is losing his mind,’” Coleman remembers saying, adding that the paramedic responded they weren’t there to treat his son; they were there to treat the woman who was hurt. At the time, Coleman didn’t know the woman was his wife, Phillip’s mother. That night was the last time they both would see their youngest son alive.
Whirlwind Of Confusion
With the help of a neighbor, Phillip was restrained by his father in order to prevent police officers from using deadly force. In his erratic behavior, Phillip was making sounds like an airplane, with his arms spread out in a flying position. He stopped in the middle of their street and with his hands on his hips, stared at everyone. “He said, ‘Now what are you going to do, shoot me?’” his father recalls. Immediately, Percy Coleman turned around and saw police officers drawing their guns and pointing them at his son. Holding up his hands, he yelled, “Wait, wait! You can’t shoot him!”
Coleman said, “A Black female officer replied, ‘I’m going to shoot him if he doesn’t follow my orders.’ I asked her, ‘Who are you going to shoot if he doesn’t understand what you’re saying? He’s clearly out of his mind.’” After pleading with a higher ranking police officer on the scene to have his son taken to Jackson Park Hospital instead of the local police station due to his mental behavior, Coleman was denied and was told that his son had spat on the female officer. They eventually got Phillip into a squad vehicle and he was driven to the 111th Street police zstation at Calumet District. In the meantime, Percy Coleman checked on his wife. “The first thing out of her mouth was, ‘How is Phillip?’” said Mr. Coleman. “She didn’t want to press charges.” For the next 16 hours, Percy Coleman maintained that he was in a whirlwind of disarray, confusion and inconvenience caused by the police. “I received no courtesy,” Coleman said. “I’m a 34th Ward committeeman. I used to go over there to help them with their community piece,” he said of the 111th Street police station. See Coleman, Page 07

The word “reform” is defined by Dictionary. com as “improvement or amendment of what is wrong, corrupt, unsatisfactory, i.e., social reform.” Another definition is “an improvement or change for the better, especially as a result of correction of legal or political abuses or malpractices.” The major question facing the Black community and the protesters since the Laquan McDonald murder tape release is, will “reform” be enough by itself, or is there a consensus to fight for change that goes beyond “reform.” Historically, Chicago has been through many civic, social and governmental “reforms” since its incorporation in 1837; however, political corruption and institutional racism have continued. Some critics would argue that these two evils have become even more pervasive because they have never been disentangled. In fact, political corruption that is enabled by a one-party dominant political system in Chicago and Cook County serves as the canopy under which systematic racism survives and is perpetuated. Because of the Democratic Party’s domination in the city and the county, policy, governmental arrangements and government officials both elected and appointed are controlled by the party bosses. These party bosses work at the consent of the business and financial giants on LaSalle Street. This business-political arrangement justifies its claims of non-racism by the fact that it has under its banner the largest number of Black elected and appointed government officials of any big city and county in the nation. Yet, systematic racist practices at every level continue to plague Black people. Racial economic, social and political inequalities abound. The execution of Laquan McDonald is simply the tip of the iceberg. Police abuse and the execution of Blacks are simply policemen’s understanding of their roles as centurions to keep Blacks in their place. The ardent protesters and their supporters, especially the younger

Real Change Beyond “Reform” ones, understand this connection and it strengthens their determination to push the system beyond mere “reform.” In Chicago, reform becomes the front for the maintenance of the status quo. Reform yields new faces and new titles while preserving the system of corruption, inequality, and racism. This is why protesters turned a deaf ear to Rahm’s speech, which included a personal apology and “reform” measures. They firmly believe that even if Rahm was sincere in stating his case, none of his reforms will address the systemic changes needed. When asked their reaction to the mayor’s speech and the next step, demonstrators assembled at City Hall and one activist, J. R. Fleming, declared, “We are here to see justice for Laquan, we aren’t going anywhere!” These protesters have vowed to keep the demonstrations going until they have seen changes that go beyond reform.
Calls For A Complete Change Retired policewoman and former head of the Afro-American Patrolmen League, Pat Hill, says that mere “reform” is not enough.

“We need a complete change in the police department and in the city administration,” Hill maintains. “Clearly, if we are going to see real change beyond reform, we must keep the pressure on City Hall and the entire administration, including the City Council.
“In Chicago, “reform” yields new faces and new titles while preserving the system of corruption, inequality, and racism.” “We must always remember the teachings of Dr. John Henrik Clarke, who said that the powerful have never and will never teach the powerless how to gain power. We have to take it!” Angie Drobnic Holan, editor of PolitiFact, a political fact-checking website, wrote the headline in a story for the New York Times this past Sun-
day that said, “All Politicians Lie. Some Lie More Than Others.” The reaction of many demonstrators and Black voters is that Mayor Emanuel was deceitful, if not lying, in his speech last week. On Thursday after the speech, I encountered a middle-class Black woman at the entry of the Hyde Park Treasure Island grocery store. She picked up a copy of the Chicago Sun-Times that had a photo of Rahm on the cover, turned to me and said, “He looks like he is crying – faker, faker, I am glad that we caught him in his lies!” Clearly, a large proportion of Black voters have dismissed Rahm’s declaration that he did not see the Laquan McDonald execution video until it became public, and that he did not conspire to delay its release until after his primary election.
A List Of Demands Trust and confidence in the mayor and his administration have severely diminished. Polls taken after the speech underscore this reality. All of these factors necessitate change that exceeds reform. Therefore, the Black community has issued the following demands:
• The Department of Justice investigation of the Chicago Police Department and its practices must expand to include Mayor Emanuel and his office, the Corporation Counsel’s office, and the role of the Cook County State’s Attorney. • Appoint an independent prosecutor for the Jason Van Dyke murder case of Laquan McDonald and all of the remaining cases. • Immediately release all the videos that involve the killing of Blacks by Chicago policemen. • Answer the question of why Chicago police can turn off the sound on their car camcorders and their body cams without consequence. • Have the Department of Labor investigate the Fraternal Order of Police’s labor contract to determine its constitutionality. • The Department of Justice must investigate the municipal and county court systems to determine the constitutionality of the manner in which judges are assigned to cases involving police misconduct and killings of Blacks, and the manner in which Blacks are often excluded from juries. • The Department of Justice must investigate the constitutionality of financial settlements of cases involving the killing of Blacks by police to circumvent court trials. It is important that the state legislature pass the mayoral recall legislation recently presented by Reps. LaShawn Ford and Mary Flowers; that State’s Attorney Anita Alvarez either resigns or is defeated in the primary election on March 15, 2016; and that Mayor Emanuel either resigns or carries out some of the reforms that he has announced. These moves in and of themselves are not enough to change the reality of blatant and rampant racism in what is often referred to as “Crook County” and “Chi-Raq.” But “reform” has never eradicated systematic institutional racism in this country and it never will. “Reform” can be symbolically compared to Play-Doh, which is formed and re-formed and re-shaped in hundreds of different images and forms, yet remains the same material. Black Chicago is calling for revolutionary social and structural change in the governmental institutions in this city, county and state…not just more of the same with different faces.

Our Past Has Led To Our Present Growing up Black in America is certainly interesting, especially going to school learning history and noting that you are conspicuously absent throughout, except for the role of slave. Slavery is usually described as an amoral, but cheap labor system. That description, however, leaves out all the gore and horrific details of the physical, emotional and psychological abuse that has led to the continuous terror attacks upon Blacks that are not recorded in traditional American history books. The Civil War is held in high regard because it announced America’s return to sanity with the abolishment of slavery. After that, rare sprinkles of Blacks show up throughout the history books, but even then, their contribution is reduced. The total disregard for Black life and unashamed racist acts against Blacks and the impact upon them are barely discussed and dismissed as having
any real significance in relations to the current state of African-American affairs. The Black experience is treated as a series of events rather than a pathology endured. This is of significant importance. To understand what exactly it is that we are dealing with today demands a look at the impact of slavery upon us at every level. Generations and generations of The Race have survived seeking to advance and transform our circumstances. To do so, education is held high. First, because it was denied to slaves and therefore recognized as an asset of extreme value. There was a reason slave masters forbade Blacks from learning to read and write, the same as there was in forbidding Blacks to vote. It is necessary to recognize and make the connection. Education included possessing a skill. Second, education took into account land ownership, thus the importance of the 40 acres that were promised to freed slaves, yet never awarded. Third, education represented freedom. Education/knowledge, skills and land are the foundations of a strong nation and the longer Blacks lived in the new world, the more they understood the value of each.
The Total Control Of Slavery There is a tendency to think of slavery as an economically backward and inefficient institution. Not true. It is a misconception to think that slave labor was mostly unskilled work lacking the use of intellect. The cultivation of cotton, tobacco, rice and sugar required careful, painstaking effort and knowledge to yield bountiful crops. On larger plantations, masters relied on slave carpenters, bricklayers, blacksmiths, wheelwrights, tanners, tailors, butchers, masons, cabinetmakers, metal workers, and silversmiths. By 1850, there were 1.2 million slaves living in the South, where they
worked in textile mills, iron works, tobacco factories, laundries and shipyards. Other slaves labored as lumberjacks, as deckhands on riverboats, and in sawmills, gristmills, and quarries. Many slaves were engaged in the construction of roads and railroads. So there was nothing backward about it except the inhumane treatment of those who slaved, as the young, old, healthy, and physically impaired, and children as young as three or four, were forced to work 15 to 16 hours days. In fact, sugar and cotton plantations were the most innovative economic units of their time in terms of labor management and organization. They foreshadowed the assembly line and the factory system in their reliance on close supervision and division of tasks.
Between the ages of seven and 12, Black children were forced into intensive fieldwork. Older or physically handicapped slaves were put to work in cloth houses, spinning cotton, weaving cloth, and making clothes. The point is, every slave was used to serve the master’s needs. And since there was no direct economic benefit to the slaves to work hard, slave masters combined harsh penalties with some positive reinforcements. Chains and shackles were widely used to control runaways. Whipping was a key part of plantation discipline. Still, physical pain alone was not enough to elicit hard work. So some masters gave slaves small garden plots and permitted them to sell their produce, etc. Tricks were given, but there were no treats, no matter how it looked.

Disruption Of The Family Slave marriages and family ties were not recognized by American law. Any owner was free to sell husbands from wives, parents from children, and brothers from sisters. Many slaveholders had numerous plantations and frequently shifted slaves, purposely splitting families in the process. The most conservative estimates indicate that at least 10 to 20 percent of slave marriages were destroyed by sale. The sale of children from parents was even more common. As a result of the sale or death of a father or mother, over a third of all slave children grew up in households from which one or both parents were absent. And if you don’t think that this

has affected The Race, you’d best think again. All this is said to address the lack of knowledge in context to why we are the way we are now. It’s complex. And there’s so much more. It’s necessary to realize that when we look at what’s going on now and when our children ask, why? The Generation Xer’s really thought that it was all about money, that race played no role, no part in the game of life. And yet today on December 16, 2015, we find ourselves faced with the question of why we see so many cases of White police officers killing unarmed Black men and getting away with it. Why? The answers are in the protest banners of truth, “Black Lives Matter.” If it’s necessary to say it, then apparently to some, Black lives do not matter.
Terrorized From Then Until Now One of the primary reasons the Civil War was fought was over the slavery issue. The South remained a predominantly agrarian economy while the North became an industrialized economy. Different cultures and political beliefs evolved and developed. This led to political and ethical differences. Though President Abe Lincoln is credited with freeing the slaves with the signing of his Emancipation Proclamation, this was possible thanks to the writings, demonstrations and work of many abolitionists. Frederick Douglass, a Black man, was perhaps the most recognized abolitionist of the antebellum period. In meetings Douglass had with Lincoln, he made it
clear to the President that, “as long as the South had slaves, the North would have a problem because (the South) had free labor and therefore greater wealth.” Let’s be clear that the emancipation of slaves was not done for Lincoln’s love of people or his great sense of humanity; rather it was for the economic success of a united States of America. Had Lincoln really wanted to make a change, he would have corrected the Constitution where it read that each slave was counted as 3/5th of a man. He would have changed it to each Black is a fully measured man. To tie this directly to now – Blacks were an immensely skilled group of people whether they were formally educated or not; literate or not they had valuable skills before and following the Civil War. Blacks were not lazy, as the myths indicate. They worked hard and thirsted for knowledge. Black men are not monsters. Blacks were denied equal opportunities. They were terrorized from the moment they were transported by ship to America as slaves until today as the terror continues in 2016. Blacks live in constant fear of their lives. You want to really know why the Black police have not spoken up? They know that out of their uniform they can be victimized just like the next Black man, and they have been. Ask any Black man what runs through his mind when pulled over by the police on a dark night. Ask Black youths why the police kill people that look like them. Living under terror is oppressive, suppressive and emotionally and psychologically damaging to a people. The Race has lived under such since 1619 in America and though much has changed in appearance, much has remained the same. But know this, we have accomplished much given the circumstances from which we have come. Our circumstances are comparable to any American mass shootings or bombings that cause post-traumatic stress and call for immediate response from clergy, therapists, councilors, psychologists etc., Those one-time instances are hardly as traumatic as forever being Black in America. To be told all your life that when you complain of racism you are “playing the race card,” is the worst offense. It denies your reality. I was told that he was sleeping and they didn’t want to wake him up.” He said front desk personnel informed him that a state’s attorney prosecutor would arrive. After speaking with a detective and an unsuccessful attempt by the detective to convince the commander to transfer Phillip Coleman to receive medical help, Mr. Coleman was instructed to appear in bond court the following afternoon at 26th and California. He eagerly arrived at the courthouse that next afternoon prepared to take care of his son and get him the proper medical attention. But his son’s name was never called because Phillip never made the trip.

They didn’t tell me he was dead until 7 p.m. that evening.” His voice trembled strong with anger. “They strung me along throughout this process. I’m not letting Roseland Hospital get away with this, either.” According to the hospital, Phillip Coleman died from a bad reaction from a sedative given to him upon his arrival. The Coleman family disputes these claims. Almost three years after Phillip’s death, public pressure from the dashcam video release of Laquan McDonald’s murder by Chicago police forced the department to release snippets of Phillip Coleman’s incarceration.
At The Hospital
While Percy Coleman was being told by a Cook County sheriff’s officer that his son was not on the list of detainees, his son was being transported to Roseland Hospital. After receiving a phone call from his oldest son’s best friend, Mr. Coleman rushed back to the 111th Street police station to be told by the front desk that he could find his son at Roseland. Coleman recalled the scene when he arrived at the hospital: “When I got there, they said Philip allegedly had been fighting the police officers and the hospital staff. They said they had him in a room – working on him. I didn’t know what ‘working’ on him meant. I could hear the respirator,” Coleman said. After insisting on seeing his son, the hospital staff allowed him to see Phillip, who was breathing with the help of a respirator. He was told they had to clean him up – ice him down. Later, he was told they were getting rid of the taser marks and bruises on his body. Coleman said, “He had been tasered approximately 25 times and they beat him with batons. By this time, it was approximately 3 p.m.” As he signed paperwork to allow the medical staff to give his son the proper care he thought they were administering, Mr. Coleman saw a peculiar scene. “This one nurse kept sending an aide to ask a doctor if she could do this procedure or administer that medication. The aide kept coming back and forth on what she could do or could not do. By this time, it was 4 p.m.,” Coleman says. Having been there a while, Coleman originally stepped out to get something to eat, but sensing something, he turned back around into the hospital. He was told that Phillip was going through a “code blue,” requiring the medical team to perform resuscitative efforts due to the patient going into cardiac arrest. But the staff resisted his efforts to see his son, Coleman says. Eventually, he was led to a private room. “They all come in looking sad,” he remembers. “I’ve been through this before – not for my family, but for www.chicagodefender.com
“The Chicago Police Department will never change themselves internally. They can’t. They’re not going to give up that kind of power.” “I saw the tape when the public first saw it that night on television,” Coleman said. “My lawyer had some form of the tape, but none of us had viewed it. I never sat down and looked at it. It was the short part when they brought Phillip into the station under the sheet.” Coleman insisted that his son was fully clothed when he was put into the squad car, but in the video, only his boxer shorts and one sock was shown. “I’m on 127th Street and from my house to the jail (on 111th Street), what happened to his clothes?” Coleman wondered. “They did something to him before he got into that building. I want the entire video. They didn’t tell us they were releasing it. I want folks to be outraged at how we’ve been treated.” The family has been approached to settle, but Mr. Coleman has turned down any attempts of not going to trial. “I could’ve took some money,” he said. “But if they are so smart, then let’s go to court because I think I have something to tell.”

Percy Coleman is a graduate of Chicago State University, where he earned a law enforcement degree. He served as Chief of Police for the south suburban townships of Robbins and Ford Heights and eventually became the Commander of Police for the Chicago
Housing Authority (CHA). He’s a veteran of countless situations in his time in law enforcement – gang wars, domestic disputes, and he’s crossed paths with some of the most dangerous elements as a law enforcement officer. Coleman says he doesn’t see the same dedication to service and commitment from some police officers today and claims that working with key leaders in the CHA in the 1980s and ’90’s made a difference in improving community policing. “That was the best training that I’ve had,” Coleman said. “We did real community policing with the residents. After 50 years, CHA was no longer the most troubled public housing in the United States. We got them off of that list because of our police prowess. “We got them off because we had to work with the residents. We have to mention people like Dr. Carol Adams and Gil Walker, who handled positive sports programs such as the Midnight Basketball league and 16-inch softball games. Some may think that’s not important, but (those activities) kept folks out of trouble.” As we sat there going over what happened according to Mr. Coleman’s recollection of that fateful December night three years ago, the photos on the walls of his office told the story of a man who takes pride in his children, community and public service. A photo of Phillip Coleman stands out on his wall. Mr. Coleman spoke of HOSPICE, a program his son led that included other educators and ministers who traveled to Africa a few years ago. Phillip earned his graduate degree in political science and later his MBA in public health from the University of Illinois at Chicago, and he built an extended network of friends beyond the United States. “He had over a 1,000 preachers in the U.S. working with him, including Rev. Jeremiah Wright and Rev. Jesse Jackson,” Percy Coleman said of his son. “This young man wasn’t a thug. He wasn’t a gang member. He didn’t sling drugs. “He was caught up in the system, the night he had his breakdown,” his father mused. “The system was beginning to wear him down. I didn’t see it. I didn’t take time to look at his pain.” Coleman said that his son, recently divorced, had returned home to help with the family business while maintaining his job. He was under tremendous pressure, according to his father.

They came to my house a couple of weeks after my son’s death and interviewed me and my wife, but they never interviewed the police officers.” He said he didn’t find that out until deposition hearings when his attorney asked IPRA representatives about it. With the Black community in an uproar over the latest findings of po-
lice misconduct and cover-up, this all comes as no surprise to the Coleman family. Their world has been rocked and the demand for the resignations of both Cook County State’s Attorney Anita Alvarez and Mayor Rahm Emanuel will not bring their son back. “Just marching can’t be the only plan that we have – shutting down streets,” Coleman insists. “It’s got to be something more than this. I want to see a civilian overview board for the Chicago Police Department because they will never change themselves internally. They can’t. They’re not going to give up that kind of power.”

LOCAL NEWS Ken Hare Defender Staff Writer The Chicago Defender in a three-part series is examining Illinois’ Concealed Carry Act, its implications and effects since its inception, and how it impacts the Black community. In particular, we will look at the rollout of the law from start to finish and bring you fresh insights and the latest developments on the issue. Looking at both sides of the debate, the pro-gun and anti-gun proponents, we’ll talk to the legislators who crafted the law and the single-parent householders and grandparents who currently own a firearm or are thinking about owning one in light of today’s societal changes. No matter what side of the debate you fall on, one thing is clear; this is a topic that touches everyone’s life whether you own a gun or not. In the past, the Black community has not taken a deeper look to begin to understand the dynamics surrounding this topic and how it fits into the overall protection and destruction of our community. The history of Illinois’ concealed-carry law is a long and drawn out convolution that eventually paved the way and set the stage for where we are today.
To begin with, up to 2012, throughout most of the continental United States, the Second Amendment, which protects the right to bear arms, was recognized by every state except Illinois. It wasn’t until Mary Shepard, a White down-state Illinois resident, sued Attorney General Lisa Madigan over that right that things began to change. What prompted the suit was Shepard, a then 69-year-old church treasurer and Leona Mount, her 76-year-old co-worker, both being savagely beaten and left for dead in a 2009 attack by Willis Bates, a six-foot-three, 245-pound White man. Shepard, with the assistance of the Second Amendment Foundation, filed suit in 2011 in U.S. District Court seeking an injunction barring Lisa Madigan from enforcing the sections of the Illinois state statutes that prohibit public-carry of a loaded, functional firearm. The suit was dismissed by Judge William D. Stiehl on March 30, 2012. In his findings, the judge noted that previous cases, along with Shepard’s, “failed to address the specific assertion of the plaintiffs that the right to keep and bear arms outside one’s own home is a ‘core’ protection of the Second Amendment.” Shepard and the Second Amendment Foundation immediately appealed to the

Looking at Concealed-Carry In Illinois: Part One Of A Series
Seventh Circuit Court of Appeals. Oral arguments were heard on June 8, 2012 and a verdict was reached on December 11, 2012. In a 2-to-1 decision, the Appellate Court not only reversed the District Court’s decision and ordered the District Court to find Illinois’ ban on concealed-carry to be unconstitutional, but it also ordered a permanent injunction against such a ban and gave the state legislature 180 days to craft a new law. Meanwhile, in the City of Chicago, Otis McDonald, a 76-year-old retiree who lived in Morgan Park since 1971, had been the victim of five burglaries to his home and garage, according to media reports. A devoted huntsman, Mr. McDonald legally owned rifles, but viewed them as cumbersome to protect the home; he preferred a handgun for that task for safety and convenience. The City of Chicago had a law requiring all firearms to be registered, but had refused any registrations starting in 1982, when a ban on handguns went into effect across the city. McDonald, along with three other plaintiffs, filed suit in the District Court against the City of Chicago and Oak Park to repeal that ban on June 26, 2008. When the District Court ruled against him, he appealed and that appeal was denied by the Illinois Appellate Court on June 2, 2009.
So McDonald appealed again, to the U.S. Supreme Court this time, where his case was heard and decided in his favor on June 28, 2010. Thus, Chicago’s long-standing ban on handgun ownership was struck down and residents could begin to legally own firearms in Chicago. Rep. Brandon Phelps, a downstate Democrat, introduced House Bill 997 on January 29, 2013 in response to the Appellate Court’s ruling in Shepard’s case. Under the proposal, applicants must be 21 years old and hold a Firearm Owners Identification (FOID) card. They would be required to undergo four hours of training on topics including: “basic principles of marksmanship, care and cleaning of handguns, and laws relating to the justifiable use of force.” They would also have to pass a live-fire exercise with a certified instructor. A database of applicant information would be accessible to law enforcement officials. Statistical information about licenses applied for by demographic, such as race, age, gender or geographic location, would be available to the public. However, information about specific applicants would be exempt from the Freedom of Information Act. (Next week: Looking at implications and effects of the law.)

Movie Review: CREED Dwight Brown NNPA News Wire Film Critic “Why would you pick a fighter’s life if you didn’t have to,” asks the old, retired ex-boxer Rocky Balboa (Sylvester Stallone). He would know. The life, it ain’t easy. Yet as he stares into the eyes of Apollo Creed’s son Adonis (Michael B. Jordan), somewhere inside he knows the answer. His reservations and the young man’s unbridled fighting spirit are the push-and-pull that drive this surprisingly compelling film that’s a descendant of Rocky, the highest grossing film of 1976 and winner of an Oscar for Best Picture. Forty years later, a pugilist’s story is still a draw. Sylvester Stallone has written six Rocky films. The difference with this chapter is that the idea, story and script is the brainchild of the very bright and innovative writer/director Ryan Coogler, who won a bevy of awards for his directing debut of Fruitvale Station. The creation of the character Adonis “Creed” Johnson came from a very organic place for Coogler. He’d watched the entire series with his dad. His co-screenwriter Aaron Covington had a similar experience. Together they tapped into the old school formula and gave it a fresh urban twist. They’ve hatched a tale of hope filled with vibrant people, an engaging storyline and dialogue that feels real and understated. As an orphaned kid, Adonis Johnson (Alex Henderson) gets busted for fistfights in a Los Angeles juvenile detention center almost daily. One day a mysterious woman, Mary Anne Creed (Phylicia Rashad), comes to visit. He has no idea who she is. He’s shocked when he finds out she was the wife of his father Apollo Creed, and that Adonis was the result of an affair the former boxing champ had with a younger woman. Adonis goes home with Mary Anne. He lives a privileged life in L.A., growing into a young man with opportunities and promotions aplenty at an office job. Yet, something doesn’t feel right. Against his surrogate mom’s wishes, Adonis heads to Philadelphia. He looks up a friend of his father’s, the slightly washed up ex-world heavyweight champion Rocky Balboa. Rocky has retired; he owns a restaurant. Adonis implores the ex-champ to train him in the sport of boxing. Balboa declines. Adonis wears him down. Meanwhile Adonis has moved into an apartment. He clashes with his noisy downstairs neighbor Bianca (Tessa Thompson, Dear White People), a singer. After a testy introduction, discord turns into infatuation, friendship and a romance. Though he’d done some unsanctioned boxing in Tijuana, Mexico, Adonis has more ambition than technique and experience. Regardless, it isn’t long before he has his first legit fight. He wins and is outed as Creed’s son. That notoriety brings him the chance to fight an unbeaten British boxer, “Pretty” Ricky Conlan (former three-time ABA Heavyweight Champion Anthony Bellew), who is looking for an easy fight and a

big payday. It will be a highly visible match in Liverpool, England. Is the novice ready for the big time? When the movie opens, there is nothing out of the ordinary, just very everyday stuff. That isn’t by accident. Coogler prefers stark realism to theatrics. That technique is what left audiences weeping during the final credits of Fruitvale Station. It takes time for Adonis to find his way, to sort out the anger he feels as an illegitimate son, to forge a relationship with Bianca and Rocky, who become his extended family. He is vexed by the privileges of his birthright. When Mary Anne tells him, “You are your father’s son,” he shudders, later confessing, “I’m afraid of taking on the name and losing.” Bianca steers him to his destiny, “You are Apollo Creed’s son. Use the name, it’s yours.” Adonis struggles. The elder Rocky faces health issues. Bianca has her own challenges. They are misfits. Imperfect people. You stayed glued to their personal dramas. That’s the mark of intuitive screenwriting. As you get more and more involved with the characters, the charm of this movie sneaks up on you like a left hook. Coogler knows how to get great performances out of Jordan. Jordan, an accomplished young actor, knows how to give the director every emotion he seeks. Fear. Anger. Sadness. Joy. You never question Adonis’ feelings. They are authentic. Plus Jordan has chiseled his body into a cut, muscular physique. He looks like an explosive boxer. Tessa Thompson as Bianca, the angel who pulls Adonis through to the other side, is vibrant, urban, hip and sweet. Conversely, Anthony Bellew as the flippant Conlan is as beastly as Mike Tyson just before he bit off Evander Holyfield’s ear. The big surprise is that Sylvester Stallone gives the most compelling and truthful performance of his career. Nothing over the top. Nothing unbelievable. Rocky has lost a couple of steps; his energy is low. He’s a senior citizen trying to get by, living vaguely off the past. No wife. Few friends. No glory. He’s wrinkled. His hair is gray. He has given in to old age. This is a marked departure from the eternally young-looking Stallone you see on the red carpet, a diehard who looks like he’s chasing his youth. Now, he’s stripped down and raw, like Mickey Rourke was as Randy “The Ram” Robinson in The Wrestler. Stallone deserves an Oscar nomination for Best Supporting Actor. Ditto Jordan for Best Actor. Credit director of photography Maryse Alberti (The Wrestler), production designer Hannah Beachler, and costume designers Emma Potter and Antoinette Messam for making the visuals look simple and blue collar. Editors Michael P. Shawver and Claudia Castello cut the fat and leave the lean. When you step into the theater to watch this boxing movie, don’t look for Rocky. Yes, you’ll see and feel remnants of that spirit. But Creed is its own story. Its own franchise. It’s the rebellious son that wandered out on its own. It’s been nearly six years since Cook County Board President Toni Preckwinkle took over the Executive Chief seat of the largest county in the Midwest and the third largest in the United States. Having previously served for nearly 20 years as the 4th Ward Alderman and Committeewoman, she
is the second most powerful public official in the City of Chicago – only a slim margin behind Mayor Rahm Emanuel. Her diligence, discipline and hardcore work ethics have created a new culture for doing business within the county. In her 2009 election for Cook County Board President, Preckwinkle ran a non-stop campaign focusing on the penny surcharge tax increase proposed and passed by former President Todd Stroger. The unpopular move immediately reminded Cook County taxpayers of the woes of another tax increase.

Preckwinkle won the Board President seat, becoming the second African-American woman to hold the position (behind Bobbie Steele, who was appointed for four months after then-President John Stroger suffered a stroke) and the first female public official elected to the office. According to the Civic Federation, Preckwinkle was met with a $285 million budget deficit, a health system on life support, and a broken criminal justice system that was considered one of the worse in the country. She rolled back Stroger’s one-penny tax increase to many taxpayers’ satisfaction, but it’s been a small band-aid for a bigger budget wound. Now, the county’s fiscal year 2015 forecast is for a $168.9 million budget deficit. The former history teacher went into action executing one of the biggest overhauls in Cook County history. It involved job layoffs, consolidating positions, instituting mandatory employee furloughs and streamlining an ongoing history of patronage hiring.

One of her biggest challenges has been the county’s criminal justice system, where close to 89 percent of African-American and Hispanic inmates occupy Cook County jails. “The jails in this country are at the intersection of ‘racism’ and ‘poverty’. They are full of Black and Brown and poor people,” Preckwinkle, not one to mince words, told the Chicago Defender
“There is a profound racism that continues to plague us. This means that our jails are filled with people of color.” She began to make aggressive moves in bringing this to the forefront of her administration. “We worked with the actors in the criminal justice arena from March 2011 to August 2013. Everybody agreed that we had too many people accused of nonviolent crimes awaiting the disposition of cases in jail – everybody agreed to this,” Preckwinkle said. “Yet, in August of 2013, we were still at 10,000 people in jail despite that commitment from everyone.” The lack of movement prompted Preckwinkle to write to the Supreme Court requesting assistance with the dysfunctional system in place. Preckwinkle admitted, “The court was not happy with me, but two months later, they brought all the
actors to the table to talk about what’s happening in our criminal justice system. We’ve been meeting on a regular basis since November 2013. “That’s two years now. The jail population is now down to 8,200 on a daily basis and that is because fewer people accused of non-violent crimes are in our jail. That’s about an 18 percent reduction and we’re working together with all of the actors in the criminal justice arena to try to get support from the MacArthur Foundation. We’re part of their initiative.” (Cook County is in the running out of 20 communities applying to receive up to $2 million for up to two years from MacArthur in helping to reduce the number of people in the jails.)

Preckwinkle doesn’t make any bones over her disappointment in working with Cook County State’s Attorney Anita Alvarez, noting that it has become a difficult task working with Alvarez’s office to put in place criminal justice reform initiatives. “Regarding policing in the City of Chicago in our neighborhoods, there is a profound racism that continues to plague us. This means that our jails are filled with people of color,” Preckwinkle said. “In our efforts to try to reform the criminal justice system, we’ve had to fight the State’s Attorney’s Office all along. Usually, I talk about it in kind of a macro sense. We live in a country that has five percent of the world’s population, but 25 percent of the people in jail or prison in the entire world.”

At a press conference of African-American community leaders and public officials including the Black Aldermanic Caucus, Preckwinkle publicly endorsed her former chief of staff, Kim Foxx, in the Cook County State’s Attorney race against Alvarez in the March 2016 primary. “Kim has an intimate knowledge of the State’s Attorney’s Office, having served there for 12 years and then four years before that in the Public Guardian’s office,” Preckwinkle said. “As a result of her experience in the State Attorney’s office, we focused on the juvenile justice initiative around adult transfers – transferring juveniles out of the juvenile justice system into the adult system. That legislation we passed goes into effect in January. It’s due to (Kim’s) knowledge and insight that we’re able to be successful at that.”
I mprovement In Healthcare
In addition to criminal justice, the state of healthcare in the county is of crucial importance to Preckwinkle.
“Cook County taxpayers contributed $121 million to the healthcare system to cover the costs of the operations. When I entered office in 2010, over $400 million was being paid to the healthcare system,” Preckwinkle says. “That has substantially declined due to efficiencies in our healthcare system and the influx of federal dollars through the Affordable Care Act program.” She noted that for the first time in the county’s history, in 2014, the healthcare system served more insured people than uninsured people. “We have 170,000 people in our Cook County Care program. We ramped it up, and as a result, the composition of our patient population in our hospital and clinics changed,” Preckwinkle explained. “Prior to 2014, about 70 percent were uninsured and 30 percent were insured. Now it’s 70 percent insured and 30 percent uninsured. So it’s flipped because people have access to the Medicaid expansion program.”

Although she enters 2016 with a new county budget passed, the challenges of what’s going on in Springfield, a $6.5 billion unfunded pension, and decades of budget mismanagement from previous administrations have pegged Preckwinkle as the “cleaner” – she identifies the problem, assassinates the target, and cleans up without a trace. “The city is in terrible financial shape because there was unwillingness to address the tough financial issues over
decades. The same is true of the state. Those of us in executive offices now have to make these really difficult decisions. This is the result of long-standing unwillingness, denial, inattention and inactivity,” Preckwinkle says. “I’m grateful for the members of the Board of Commissioners that recognize this difficult task. Now, we’re just playing catch up. We had to increase the sales tax because that was the only way we were going to get the resources to address our pension crisis. As a steward for county government, I have to meet our obligations and sometimes you have to make difficult decisions.” Preckwinkle has a long-standing relationship within the Hyde Park/Kenwood community and often has been criticized for giving preferential treatment to constituents and businesses that have supported her throughout the years. She has also had her alliance with the Black community questioned. Although a great deal of votes have come from this area, Preckwinkle believes that working with the communities outside the Hyde Park community in her
former ward is the primary reason for her success in public service. “I spent most of my 19 years as alderman working to rebuild communities outside of Hyde Park and Kenwood. I came to Chicago when I was 18; I was elected when I was 43,” she says. “I worked very hard to rebuild those neighborhoods, so when you’re alderman, you’re sort of like a mayor of a small town. Stay Slim During The Holidays Eleana Elan Defender Contributing Writer Listen,we’re already in it— the holiday season, but you can still manage your diet. Let’s examine how your favorite foods can actually help you lose.
Diets Don’t Have to Be So Strict
Forbidding certain foods can backfire. The concept to apply, is to eat what you like in moderation. Don’t deny yourself because in a moment of weakness you will most likely not only eat what you’ve been denying yourself but are likely to over indulge and or binge. If you crave chocolate then eat it but do so moderately. Portions are critical. The real key to weight loss is to watch portions and choose quality, nutrient-rich foods.
Bread
Slim-Down Effect Bread contains carbohydrates, which boost brain chemicals that curb overeating. But choose your bread carefully. You want whole grains because they’re naturally low in fat and cholesterol free; contain 10% to 15% protein, and offer loads of healthy fiber, resistant starch, minerals, vitamins, antioxidants, phytochemicals, and often, phytoesterogrens (plant estrogens). Whole grains provide so many health benefits, including protection from heart disease, stroke, diabetes, obesity, and some cancers. Bread is an excellent source of carbs, which your brain needs to produce serotonin, a neurotransmitter that promotes feelings of comfort and satisfaction.
Pasta
Slim-Down Effect A high fluid content keeps you satisfied longer. Cooked pasta and rice are about 70% water–and eating fluid-rich foods keeps you fuller longer, compared with dry foods, according to research from the British Nutrition Foundation. Like bread, the carbs in pasta boost serotonin to help curb overeating. The proper portion of pasta is ½ cup cooked, or about the size of an ice-cream scoop. Choose whole grain varieties for filling fiber, and add grilled chicken and lots of veggies to bulk up your dish even more.
Potatoes
Slim-Down Effect Form resistant starch, a fiber that burns fat. These veggies may be one of our most misunderstood foods. Fried or doused in sour cream, they’re not going to help you lose weight. But when boiled or baked, a potato’s starch absorbs water and swells. Once chilled, portions of the starch crystallize into a form that resists digestion–resistant starch. Unlike other types of fiber, resistant starch gets fermented in the large intestine, creating fatty acids that may block the body’s ability to burn carbohydrates. In their place, you burn fat. A healthy potato serving is about the size of a fist.
Peanut Butter
Slim-Down Effect Rich in healthy fats that help banish belly flab. Studies show that diets high in mono-unsaturated fatty acids (abundant in peanut butter and nuts) prevent accumulation of fat around the midsection, boost calorie burn, and promote weight loss. In fact, women who eat one serving of nuts or peanut butter 2 or more times a week gain fewer pounds than women who rarely eat them. One reason: A snack that includes peanut butter helps you stay full for up to 2 ½ hours, compared with 30 minutes for a carb-only snack. (Carbohydrates satisfy a craving, while nuts keep you feeling full.) Peanut butter and nuts are high in calories, so stick with a 2-tablespoon portion–about the size of a golf ball.
Cheese
Slim-Down Effect Great source of calcium, which burns calories and fat. At about 100 calories and 5 g of fat per ounce, cheese usually tops the no-no list, but its calcium improves your ability to burn calories and fat, according to a recent research review. Not getting enough of this mineral may trigger the release of calcitriol, a hormone that causes the body to store fat. Scientists found that people on a reduced-calorie diet who included an extra 300 to 400 mg of calcium a day lost significantly more weight than those who ate the same number of calories but with less calcium. Eating calcium-rich foods is more effective than taking calcium supplements–and cheese has about 200 mg per ounce. Stick to 2-ounce portions, and stay away from cream cheeses.
Dark Chocolate
Slim-Down Effect Satisfies a common craving to prevent bingeing. Up to 97% of women experience cravings, and chocolate is the most common and “intensely” craved food, according to a recent study. Having an occasional small serving of a favorite treat is better than depriving yourself, which may lead to a binge. Dark varieties are more satisfying than milk chocolate leaving you with desiring less. Be mindful of the portion when you eat. Slowly savoring one or two squares of a high-quality dark chocolate bar will satisfy a craving more than wolfing down M&M’s in front of the TV.
Fruit
Slim-Down Effect Soothes a sweet tooth naturally for few calories (water melon, which is mostly water is wonderful; it satisfies the sweet tooth, makes you feel full and has few calories). Research published in the journal Obesity Reviews looked at 16 different studies and found overwhelmingly that eating fruit is associated with weighing less. In one study from Brazil, women who added three small apples to their regular meals and snacks lost 2 pounds in 10 weeks without dieting. Although fruit does contain the natural sugar fructose, it doesn’t raise blood sugar levels like table sugar does; plus, it’s high in water and filling fiber and low in calories. Aim to have three servings of fresh fruit daily– but skip the high-calorie juice. Great picks (with average calories per cup): fresh melon (50), grapes (60), berries (70), and citrus fruits (75).

I’m not complaining. I’m grateful for the etiquette lessons, the memories shared about her experiences with history-makers and the words of advice from my paternal grandmother. When this stern, elegant lady passed away at the end of the 1970s, she had recently been honored as Spelman College’s oldest living graduate. Still, sorting through the memories from a lifetime of family occasions, there’s just one moment that stands out to this granddaughter as a door open to glimpse her softer side. It’s a holiday memory that came back to me recently. After the oven timer sounded to tell me the first batch of cupcakes were finished,

I turned toward the counter filled with cakes, cookies and candy I’ve baked to share with neighbors and friends. Placing the hot pan on the only empty wire rack, I suddenly remembered Gran next to her magnificent mahogany dining room table filled to capacity with holiday gifts to which she described as her thank you to “those less fortunate” in her life. Did I mention she was smiling? Thanks, Gran, for another good lesson. Food gifts have a way of bringing out the best in people.
Orange Glazed Poppy Cupcakes 3 cups flour 1 ½ teaspoons baking powder ½ teaspoon salt 2 ¾ cups sugar 1 cup vegetable oil 3 eggs 1 teaspoon each: vanilla extract, almond extract, butter flavoring 3 tablespoons poppy seeds 1 cup milk 1/2 cup heavy cream Glaze: 1 1/2 cups confectioners’ sugar 2 tablespoons orange juice ¼ teaspoon vanilla extract
Heat oven to 350 degrees. Combing flour, baking powder and salt; set aside. Beat together sugar, oil, eggs, extracts and butter flavoring with a mixer on low speed. Add flour mixture and milk to egg mixture, mixing after each addition, beginning and ending with flour. Stir in poppy seeds. Use a scoop to fill paper-lined cupcake pans (full size) three-fourths full. Bake until an inserted tester comes out almost clean, about 25 to 30 minutes. Cool on wire racks as the remaining cupcakes bake. Makes 36 cupcakes.
To make the thick orange glaze, spoon the sugar in a medium bowl; drizzle orange juice into the sugar to reach desired consistency. (Fine tune the consistency of the glaze by stirring in juice by the drops or sugar by the tablespoon.) Stir in almond extract. Spread on cupcakes with the back of a spoon or a spatula. Serve with very thin fresh orange slices, if desired. Makes 36 cupcakes. Milwaukee Ave. Keewa will be joined onstage by Wade Elkins (Blue Man Group); her mother, jazz musician Shanta Nurullah (AACM); and a trio of musicians. Keewa Nurullah is what old school entertainers refer to as a triple threat. She, acts, dances, sings and does stand up comedy. OOOPs that’s four talents to mention, and she’s so much more. Keewa says, “My work is a throwback from what all the Black entertainment greats used to do—what they had to do, like Sammy Davis Jr., Harry Belafonte, Diahann Carroll, Ethel Waters, Lena Horne, Ertha Kitt etc., But the material is a contemporary mix of new and old school yet the comedy is all today.” A professional actress she can be seen in the original casts of Disney’s On the Record and Monty Python’s Spamalot Las Vegas and Drury Lane’s Camelot and she’s lead vocalist with the David Rothstein Orchestra. Mechell Daniel Boynes was born on April 29, 1939 to Samuel and Bessie Boynes. He was the youngest of three children, born and raised in Chicago, IL. Mechell attended DuSable High School and graduated with honors from Olive-Harvey College with an Associate of Arts degree in Education. He pursued his advance education at Chicago State University receiving a Bachelor’s degree in Corrections with a minor in Psychology and Master Degrees in Counseling and Early Childhood Education.

As a young man, Mechell worked for the Chicago Transit Authority as a train conductor. In 1965, he joined the Chicago Police Department working as a Patrol Officer and later a Youth Officer until his retirement in 1995. While working for the Chicago Police Department, he was involved in the African American Police League. After retirement he continued to be involved with the retired police officers through Brothers and Sisters Banded Together and The Guardians Police Organization. The spectrum of his additional professional experience includes Chicago Public Schools, the City Colleges of Chicago and the Christian Community Health Center.

Mechell was baptized at an early age at Ebenezer Baptist Church and was active in a variety of youth ministries. He joined Trinity United Church of Christ in 1992. He participated in an array of ministries and activities that impacted the community and improved the lives of others. His passion to be a catalyst of change in the community also transcended to his work with his beloved fraternity, Kappa Alpha Psi Fraternity, Incorporated.
