Sandra Bland: Suicide or Homicide? By Mary L. Datcher Senior Staff Writer

When a parent loses a child, it’s described as the deepest numbness that encompasses their being. It’s often brought on with a freight load of mixed emotions—guilt, anger, sadness, bitterness —grief. It doesn’t matter if you are the parent of a small child or an adult—the role rarely changes. This grief increases when a child is murdered or their passing is untimely, caused by a tragic situation. On July 13th, 2015, Geneva Reed-Veal was notified of the worst news that a parent could possibly receive when her daughter, Sandra Bland, was found dead in the Waller County jail cell in Texas. The story has been reported. So let’s recap. The 28-year old Naperville woman was pulled over for a routine traffic stop by Texas state trooper, Brian T. Encinia. She was in route to the local Walmart to shop for groceries. He cited her for changing lanes without using her turning signal. What was to be a warning, immediately escalated with the junior officer demanding that Bland put out her cigarette and to exit her vehicle. As shown on the video cam, Bland and the officer go back and forth with Sandra informing the officer of her rights. However, what was captured by a bystander was Officer Encinia and another officer pushing Bland to the ground as they handcuffed her. The audio reveals Sandra swearing at the officers after they knocked her head to the ground. When she told them of her epileptic seizures, Officer Encinia angrily replies, ‘Good.’ Since her July 10th arrest on a third-degree felony charge of an assault on a public servant, there has been video footage released by the Waller County Jail officials, which contest allegations that she was murdered instead of the reported suicide on the morning of July 13th. The moment that her alleged suicide was announced to the media and fact that she died in custody of a Texas county jail—it didn’t make sense. To the African American community, this was an unfortunate and constant reoccurrence of another Black person dying while in custody. Assumptions of foul play immediately lit up social media and brought serious questions to the surface what really happened to Sandra Bland? With a plethora of questions surrounding this case, a wrongful-death lawsuit has been filed in the State of Texas, Houston Federal District Court, by Sandra Bland’s family. The lawsuit named the Texas Department of Public Safety, Texas state trooper, Brian T. Encinia and two guards at the Waller County Jail, and claims Trooper Encinia had false reasons for the initial arrest. In addition, jailers failed to check on Bland when she refused meals and was uncontrollably crying. Since the autopsy was released by the Harris County Institute of Forensic Sciences, its findings coincidence with the injuries related to death by hanging. The autopsy was

Doyle, the Assistant Medical Examiner on July 22. There is some dissenting information when reading the autopsy, which has raised some eyebrows regarding the accounts, which lead up to Bland’s death. According to the autopsy report, on July 13, 2015 Sandra Annette Bland was pronounced dead at 9:06am in the Waller County Jail in cell 95, where she was found hanged. What was received with the body was a paper bag labeled “Trash Bag Used as ligature on 7-13-15 at 12:14 pm. Waller County Jail took into possession, a transparent plastic bag tied into a ligature, which is described as EVIDENCE OF INJURY. On the Waller County Jail time stamped video, jailer Cynthia Whidden, (in a dark blue uniform) is seen going back to check on Bland’s cell and immediately walks towards another jailer indicating that something is wrong. You see several officers approach Bland’s cell discovering her body. In the custody death report, both jailers and deputies (tan uniformed officers) enter her cell. One holds Sandra’s body up while the other removes the ligature from around her neck then lays her on the floor to perform CPR. After, deputies attempted to revive Bland, EMS are brought in but she is pronounced dead at 9:06am, which begs the question, why was the ligature put back on Bland’s neck and left there for three hours before sending her to the Houston medical examiner’s office? The possibility of tampering with the crime scene is being questioned. There was no move-

ment in the hallway for 90 minutes based on the motion detected video camera inside the county jail. This has created some major doubt regarding the original report and Austin, TX resident, David Fisher is an unofficial crusader, seeking to have all of these questions answered—honestly. He’s known as the “Butt-inski”. Neither an attorney or licensed private investigator, but over the last 15 years he has carved a niche as a consultant on many cases to review corruption of county medical examiners. His nose for fraud and injustices within the Texas law enforcement system has allowed him entry into working with attorneys, county insiders and other investigators. He believes the Houston medical examiner’s autopsy report can be disputed by the Bland family based on the unexplained accounts which were released by the Waller County Jail. “This becomes a problem in the autopsy report. There’s a notation that strongly suggests that the ligature was replaced around Sandra Bland’s neck after she was pronounced dead and left on her neck for 3 hours,” Fisher said. “That would be a bomb. That is tampering and that is a third degree felony. This was intended for one purpose only – to make sure there was a mark on her neck; and further suggests that there wasn’t a mark on her neck when she was found.” See Sandra Bland, Page 15

Son of Chicago’s Last Black Mayor Takes Helm of Chicago Black Caucus Maze Jackson Defender Political Editor Chicago Aldermanic Black Caucus Chairman and 6th Ward Alderman Roderick “Rod” Sawyer was born to do this job, literally. As the oldest son of Chicago’s second and last Black Mayor, Eugene Sawyer, Alderman Rod Sawyer learned Chicago politics through the lens of the Harold Washington political era. As the third and youngest son of Alderman turned Mayor Sawyer, Rod knew at an early age that he would eventually become a politician.

“I caught the bug,” Sawyer recalls. “I was intrigued by politics at an early age. I liked how he got treated for helping everyone. People looked out for him, made sure we were okay. It was a constant feeling of community.” Sawyer attended the prestigious all-Black, non-religious private school Howalton Day School growing up. He went on to St. Ignatius for high school, DePaul for undergrad, and completed his law degree at Chicago Kent College of Law. All the while Sawyer stayed involved in

politics with his father, one of Harold Washington’s top allies. “When Harold ran,” Sawyer reminisces, “Dad was the first elected official to be with him.” And it had paid off. Ald. Eugene Sawyer was Washington’s President Pro-Tem and Chairman of the Committee on Rules. But it was during the young Sawyer’s first year of law school that Black politics in Chicago changed forever. “We were sitting in a bar when the news that Harold was on his way to the hospital came on. I ran to a pay phone, called Dad and he told me to come to City Hall. When I got there he and the people in the room were crying. Harold had passed,” Sawyer recounts. “My dad just wanted to fill out the rest of Harold’s term, to finish the work they began.” While things did not end well for the elder Sawyer, Rod Sawyer recounts the 15 months Mayor Eugene Sawyer were great times for Black people. “He was the original person to ask ‘What’s in it for the Black people?’ and he meant it.” Sawyer contends that the Black community got more out of his father’s 15-months tenure than they ever have since. Sawyer also proudly points to the fact that during his father’s term, Wrigley Field got lights, the City Council passed the Human Rights ordinance, and signed an unprecedented four-year agreement with police and fire departments. But Eugene Sawyer always had Black on his mind. “Blacks were at the top of my dad’s list. We led the city in business, contracts, employment, bond trading and debt service,” Sawyer says wistfully. It is that level of Black participation in city business that led Sawyer to pursue the position of alderman and eventually Chairman of the Chicago Aldermanic Black Caucus. In 2011, Sawyer fulfilled his lifelong calling to become an alderman. While he was a practicing attorney, Sawyer stayed in the community he grew up in and always remained active, working with local business owners and community groups. But when the opportunity to run presented itself, Sawyer seized it and ran for Alderman. He ran a simple campaign, promising to “clean up, fix the streets, keep the lights on, and expand the business corridors. I had grown up in this business, so I knew the job.” But getting to know Mayor Emanuel was a completely different story. “We did not really talk during my first four years. I just got his number this year,” Sawyer laughs. “But I knew how to get my stuff done. I knew

Gov. Bruce Rauner recently signed into law my legislation creating a summer internship program for wards of the state that are aging out of foster care. The intent is to open a door for these at-risk children by offering the opportunity to learn employment skills as they head into adulthood on their own. This legislation was approved with bipartisan support, and I applaud the governor for recognizing the need and making this pilot project a state law. These kinds of programs help combat violence, improve lives and uplift struggling communities. They make a difference. Unfortunately, the governor’s signature comes as summer is almost over, meaning opportunities and futures may have already been lost. The legislation was sent to his desk almost two months ago. I hope his support for this law is a turnaround from his previous efforts to eliminate funding for summer youth employment and slashing support for organizations that offer opportunities to our children when they’re not in school. The lives of our at-risk children have been politicized too often. Compassion and competitiveness begin with giving the next generation the tools to lift themselves out of poverty. Back off Serena!

I’m fed up with White America . . . I was thinking about our sister Serena and how white folk, white media, white men have always attacked her physique as they have Michelle Obama. They have spoken and printed that Serena looks like a man, is built like a man but they have actually printed that Michelle Obama is a man and have provided alleged scientific proof. Do you hear me? So what does that say Obama is? Can’t go there now, because I’m discussing Serena who is pushing through this U.S. Open to take home No. 4 of 4 Grand Slams this year. She is constantly brought under the scrutiny of white men who apparently are intimidated by her prowess. They relentlessly pounce on her, describing her in negative terms, insulting her appearance, comparing her natural grunts and moans while playing as animalistic etc. Yet they clap and applaud Kim Kardashian’s every move, who basically for all intensive purposes bought a body to imitate the natural body Serena and a majority of Black women inherit at birth. It’s just so disrespectful to hold high someone because they have a fake purchased body, did a sex tape to launch interest in her and now takes exhibitionist selfies-short of light porn, all day. Meanwhile a profound athlete whose body is sculpted out of the rigorous workouts and commitment to her sport is ridiculed and taunted as looking manly. The worse insult came when they graced the 65 year-old Caitlin Jenner on the cover as an old newly transgendered woman and referred to the airbushed image on Vanity Fair’s cover as that of a beautiful woman and in the same week re-

ferred to Serena as unattractive and masculine. To add insult to injury, we have to look at the endless stream of racist commentary from the sportscasters, of whom Mary Carillo, Chris Evert, and Darren Cahill have been the main offenders. If they’d relinquished their egos and racism long enough to be honest athletes then they will admit that the Williams Sisters are game changers. They have transformed the game of women’s tennis. Venus and Serena have brought power and speed to bear in ways that used to be limited to and only associated with the men’s game. The sisters have upped the physical aptitude requirements for champions with their power serves, speed, and willingness to chase down and make impossible shots. Is that a bad thing? All the nasty innuendos and cyber bullying is grounded in racism. We know that it’s racist, elitist and sexist. If they were men they would be held high and be given some sort of acknowledgment. If the Williams were white (women) they’d be hailed as the Amazons of the 21st Century, if they had not come from Compton they’d be accepted. Instead they get Russian tennis chief Shamil Tarpischev who was rightly fined for rudely referring to the bodies of Venus and Serena as “the Williams brothers” and declaring, “It’s frightening when you look at them.” I can think of some white women who look pretty scary but who says that publicly in the very public positions these people hold? White people do, because they are very comfortable with talking about and criticizing Blacks or any other marginalized people without consequences. Have you really listened to the statements that Donald Trump has made about, women, and Hispanics? Three years ago Darren Cahill was asked about how Venus and Serena had changed the game, his response can be easily dissected as elitist, and racist—his response, “They have opened the doors to people from all walks of life.” As for the female commentators, you’d think there’d be some camaraderie there but no instead Mary Carillo and Chris Evert have perhaps been the worst with Carillo exhibiting a love hate position on Serena. According to Carillo in the Williams’ early years, their winning game was attributed to their powerful bodies never intelligence or skill and accused of “lacking strategy,” “not thinking about their shots,”

and relying on their “natural athleticism.” You have to pay attention always to the subtlety of racism because we have become so accustomed to it that we let these people get away with it. We allow them to tell us that we’re playing the race card. When there is nothing further from the truth. We are fighting for our right to be fully self-expressed as we express ourselves. So dig, when the sisters came to the court winning, their success was credited once again to “natural athletic ability.” The refusal to recognize or attribute their wins to growth, maturity and strategy was either pure jealousy, or racist and or both. The Williams Sisters were represented as hyper-masculine, unattractive women overpowering dainty white female tennis players, although there are more than a few who are hardly dainty. These descriptions about Black bodies as “naturally athletic,” “more powerful,” “more wild,” “less thoughtful,” and “less strategic” and Black female bodies as “(un)naturally strong, invulnerable, and unattractive” are not new. It’s such a fundamental key to Western ideology of white racial superiority that they perpetuate generation after generation. How do you critique an alpha female athlete? I could go on and on about the many disrespectful and or verbal abuse targeted at and endured by Venus and Serena Williams but for the record, this must stop. I know that you recognize this unacceptable and

outrageous display of racism. Listen given their accomplishments, where are their endorsements? And in particular Serena’s? She’s a bad sistah, and because she’s built tough, she pushes through and pass it all disrupting the well-bred tennis spaces with her height, dark skin, powerful body and colorful audacious attire, her refusal to be other than herself and conform to the white way of managing emotion by her willingness to show it. So what about John McEnroe whose anger outbursts are legendary and yet he was not ridiculed or held under the same scrutiny. When she did a victory dance after a win against Maria Sharapova in 2012, America media accused Serena of doing the Crip Walk failing to provide basic facts that would have alleviated concerns over the dance being gang related. The Crip Walk originally had gang ties. However, it hasn’t been relegated to gangs since it got nicknamed “the C-walk” and became a mainstream phenomena years ago. It was so mainstream that even Justin Timberlake did it at a 2007 show at the Staples Center. I am rooting for her and look forward to her 4 out of 4 Grand Slam this year. Conclusion . . .to the haters, leave Serena alone! Back off and respect her! And finally, we have to be there for all our people. We have to stand up in their behalf when they’re disrespected, abused or treated unfairly. We have to be there before they’re shot down by police or anyone else. Our lives do matter.

Film Review: The Black Panthers: Vanguard of the Revolution

By Dwight Brown NNPA Film Critic It was a sign of the times for Black life in the ‘60s. Police brutality. Poor housing. Few job opportunities. Little chance for higher education. The response to the oppression in the South was demonstrations, sit-ins and peaceful civil disobedience. The response that bubbled to the surface in Oakland, Calif. was sheer anger and defiance. As Stokely Carmichael put it, “You tell all the white people in Mississippi that the scared ‘N-Words’ are all dead.” And so the evolution of the Black Panther Party began. Spreading from northern California to metropolitan areas across the nation, a movement was born. Something in the swagger of the Panthers, the high-self esteem, intelligence and physical appearance (berets, leather jackets and sunglasses) attracted young disenfranchised African Americans. It’s taken 40 years for the story of their grassroots social revolution to be told in a feature-length documentary. At the helm is veteran non-fiction filmmaker Stanley Nelson (Jonestown: The Life and Death of Peoples Temple). He and his crew are well up to the task of sharing this bit of history. Jamal Joseph, former Black Panther, sets the stage: “You didn’t walk down the street with the same sense of safety as a white person. Police beat you up and put a gun at your head on a daily basis.” Elaine Brown a female ex-Panther concurs: “We couldn’t unsee what we saw.” Party founder Huey P. Newton explains the use of the panther as a symbol: “We used the Black Panther as our symbol because the nature of a panther doesn’t strike anyone. When he’s assailed, he’ll back up first. The difference between the Oakland crusaders for racial equality and their counterparts in the South was sheer audacity. These men/ women openly carried guns. In fact, they went en mass to Sacramento to stop a law that would forbid people to carry weapons. That show of force garnered media attention and put the Panthers on everyone’s radar. It also marked a beginning of them using the media to their best advantage as they sought to break down a capitalist system, which in their eyes harbored racial and economic inequality. Ex-panthers, like Kathleen Cleaver, who are now senior citizens, narrate the proceedings adding background and personal anecdotes to visions of iconic Panthers like Newton (the visionary), Bobby Seale (the personality) and Eldridge Cleaver (the intellectual). The trio went through a metamorphosis, camaraderie to mistrust, rivals to enemies. A barrage of interviews with police, FBI informants, journalists, historians, Latino and White supporters and plenty of detractors gives a full perspective on how that party, it’s leaders, members and goals where perceived. Archival footage, TV appearances, photos, newspaper headlines, terse discussions, inspiring or inflammatory speeches from podiums at huge demonstrations… few stones are left unturned. In 1h 53m, what parades before your eyes is an historical montage that starts out like an old-school educational documentary, then adds on layers of facts, figures, recollections and shocking revelations that make you question how anyone lived through those times without being politically or socially involved. The most eerie and unsettling subplot is the insidious, evil and dastardly machinations of the FBI, under the direction of J. Edgar Hoover.

Encouraging local police to assassinate Panther members, planting informants in the party whose duplicity lead to murders, sending letters implying infidelities to spouses of party members, manipulating the relationships between Newton and Cleaver so they were at each other’s throats. There was little they would not do to thwart any gains towards racial equality, which they saw as a threat to the government. If only half of the FBI dealings in this film are true, it makes you rethink the assassinations of Malcolm, JFK, RFK and MLK. Hoover’s program “Counterintelligence Program Black Nationalist-Hate Groups” was right from the devil’s playbook. Several key moments standout: 1.) Panther members starting a breakfast program for kids, meals for the poor and free health clinics. 2.) Little Bobby Hutton following Cleaver’s misguided call for an armed war on cops after MLK’s death, and meeting his own. 3.) 21 NYC Panthers are charged with terrorist activities and jailed for years. 4.) Fred Hampton, Deputy Chairman of Illinois Black Panther Party, gives a profound speech in Chicago with the verve of a born leader, “You can jail revolutionaries, but you can’t jail a revolution.” 5.) Liaisons with the Latino group the Young Lords and the Young Patriots, white boys from Appalachia, are noted. Whittling down what must have been countless hours of possibilities into a coherent film was done by director/producer/writer Stanley Nelson and editor Algernon Tunsil. The pacing starts off slow, and seems to build as the dramatic moments of the Panther’s existence materialize. Then, like a decades old drama, that energy splinters and flickers out. The music (Tom Phillips) and sound (JT Takagi) are perfect effects. There are plenty of incidences of the Panther’s being under attack, none on view of the Panthers attacking. Surely a loosely organized national group like this, who didn’t vet members, some of whom had prison records, made more mistakes than are accounted for in this film. There is only a brief bit about the sexist dynamics between the women and men that drove some female members out of the group. This aspect needed more explanation. There is no mention of Panther member George Jackson, who was shot to death in San Quentin Prison during an attempted escape. Cleaver’s arrest for rape is not divulged. Bobby Seale, who is still alive, is not interviewed. Why? Sometimes you

don’t feel like you’re getting a “warts and all” accounting. Stick with this movie. It has a lot to say, a lot to reveal and is pertinent to today’s testy police/civilian race relations. For four decades, possibly in a very imperfect way, some determined people sought to change the course of American history. Some lofty goals, such as dismantling capitalism, were not achieved. Some ideals, are now part of the fabric of

the country, like breakfast programs for inner city kids. There is no change without unrest. There is no change without a combined effort. For outsiders who viewed the group as anti-white racists, they are wrong. Bobby Seale said: “We don’t hate anyone because of their color. We hate oppression,” Bobby Seale. Rosenwald: The Silent Partner of the Pre-Civil Rights Movement By Mary L. Datcher Chicago Defender Senior Writer The wonderful world of philanthropy has taken on a new wave of contributors giving back to causes that they believe in today. The achievement of wealth may be an aspirational attribute for those seeking the ‘American’ dream in creating a better standard of living but the give takes a much higher calling. The Jewish terms tzedakah (charity) and tikkun olam (repairing the world) are the base for Julius Rosenwald, a Chicago self-made millionaire at the turn of the 19th Century. Rosenwald came from humble beginnings, as the son of Jewish immigrants, he never finished high school. His rise to becoming the President of Sears, the largest catalog retailer in the U.S. at the time and the country’s leading philanthropist. His influence and contributions are documented in a newly released documentary, Rosenwald produced by Aviva Kempner. The film is historic account of the Rosenwald’s contributions to Black and Jewish communities around the country as well as holding his role as a silent partner for the Pre-Civil Rights movement. Rosenwald’s grandson, Peter Asciloi wrote a book Julius Rosenwald: The Man Who Built Sears, Roebuck and Advanced the Cause of Black Education in the American South (Philanthropic and Nonprofit Studies), released in 2006 chronicling his grandfather’s life. A former professor at the University of Chicago, Asciloi had no clue that the his grandfather had practically helped build and modernized Chicago. With the film release of Rosenwald, it’s a side of Julius Rosenwald that is rarely seen throughout his life’s work. Many of the buildings including the Wabash YMCA, Museum of Science and Industry, the Carter G. Woodson Library and the University of Chicago’s Rosenwald Hall still stands today—unbeknownst to most Chicagoans. The Michigan Boulevard Garden Apartments (The Rosenwald) on 47th and Michigan Ave was built by Rosenwald in 1929 where famous residents included Nat King Cole, Gwendolyn Brooks and Quincy Jones. “He was a pretty modest man. He didn’t like to leave his name on things. Although, he founded the Museum of Science Industry here in Chicago, he insisted that his name be taken off the building. The trustee wanted to call it the Rosenwald Museum. He thought about it and then he said no,” Ascioli said. “He wanted other people to help fund it. He felt if his name was on it, people would say, ‘Well, Rosenwald put all of that money into so we don’t have to give anything to it.’ So he decided it wasn’t a good thing.” Rosenwald assisted many African American intellectuals and artists of his day so that they could pursue their scholarship and art. They included: Marian Anderson, James Baldwin, the father and uncle of civil rights leader Julian Bond, Ralph Bunche, W. E. B. DuBois, Katherine Dunham, Ralph Ellison, John Hope Franklin, Langston Hughes, Zora Neale Hurston,

Gordon Parks, Jacob Lawrence and Augusta Savage along with Woody Guthrie. Although, he was instrumental in supporting some of our most artistic trailblazers, he also was the innovator of ‘match’ funding back then. “He gave what we called ‘g’ money--matching money. It had to be matched by state and local government funds and by the Black community. This was during the height

of the Jim Crow South when the Klu Klux Klan was heavy. That’s also in the film,” Ascioli explained. When other wealthy businessmen such as John Rockefeller and Dale S. Carnegie was contributing large amounts of donations to institutions sporting their sir names, Rosenwald felt it was his mission to contribute to causes that he believed in. He has helped build over 5,300 school houses throughout the

United States including down South. Although, many schools were burned down by the racial hatred that resonated through Southern towns, Rosenwald continued to contribute funds for rebuilding. How come the current generation is unaware of Julius Rosenwald’s impact today? Asocili said, “He established a foundation but he insisted that it goes out of existence within 25 years after his death. It happened sooner in 1948. The foundation doesn’t exist anymore.” Rosenwald was the Bill Gates of his time and when he died in 1932, the story was front page news on all of the newspapers with a special radio broadcast of the memorial service. “The Rockefellers and the Carnegies believed that their foundations should last forever. He didn’t believe that. He was opposed to life long foundations, that is the idea that the foundation would last forever—he felt traditions change. Each generation should spend monies on the causes that it believes in,” Ascoli feels today’s next wave of billionaire influencers are impacted by his grandfather’s philosophy. “Bill and Melinda Gates announced several years ago that they would go out of existence within 50 years of the death of the last trustee. This is the formula very similar to what my grandfather had in place.” Ascoli reconnected to his roots when he attended the University of Chicago in the early 1960’s and later came back in 1979. Since then, he’s resided in Hyde Park and loves the diversity. It wasn’t until 1993 when he started to do research for his book that he discovered he didn’t know much about Rosenwald. He was introduced to filmmaker Aviva Kempner through a cousin who kept papers, photographs and other Rosenwald memorabilia. Kempner went to hear the late Julian Bond speak at an event in Martha’s Vineyard and didn’t realize the talk was mainly centered around Julian Rosenwald’s contribution to Black and Jewish relations. Ascoli worked with Kempner in the beginning of the film production. In addition to Rosenwald’s collaboration with the Black community, he was appointed on the Governor’s Commission along with Chicago Defender founder, Robert Abbott to bring racial conformity as a result of the terrible Race Riots of 1919. This past weekend, the film debuted at the Landmark Century Centre and Renaissance Place Theaters for an independent short run. Ascioli recommends that people make a point to see this film because of it’s historical importance and how revelant it is to today’s philanthropic culture. “The Dot.com millionaires that live here in Chicago are giving money to causes that really believe in and they are really are involved with—like my grandfather. He wasn’t a ‘hands-off’ philanthropist. The reason he wanted the foundation to end,” Ascioli adds, “I think there’s something truly important in that. He also felt people should give to the things that interest them while they are alive.”

Medical Cannibis Comes to Chatham Robert T. Starks Defender Contributing Writer

After investing in his company in 2013, Les Hollis, CEO of Illinois Grown Medicine (IGM), planned to open a dispensary in Chatham. However, he has run into vocal opposition from some Chatham residents. Hollis and his group are planning to build their dispensary at 1111 East 87th Street in the heart

of the Chatham business district. When residents became aware of this plan, they contacted 8th Ward Alderman Michelle Harris, who represents Chatham, and expressed their opposition to the Zoning Board. Thus, at the Chicago Zoning Board of Appeals (ZBA) meeting on Aug. 21, about 70 residents came to share their concerns about opening the dispensary at that location. Alderman Harris said she stands with her constituents.

Opponents held signs and chanted, “We don’t want it!” during the ZBA hearing. While vocal opponents like Robert Douglas and Debra Delaney were very clear in their objections, Hollis had some equally vocal supporters led by Melinda Kelly, executive director of the Chatham Business Association (CBA) and activist resident Don Bransford. In her testimony to the Zoning Board, Kelly stated that the CBA supports the “economic development opportunities afforded by the State of Illinois Medical Cannabis Pilot Program Act, which would allow for the growing and dispensing of medical cannabis in Illinois. As a result of this state legislation, Harborside IGM was awarded one of the 21 cultivation licenses and one of 60—only thirteen in Chicago—dispensary licenses in a state with some of toughest medical marijuana laws in the country. The Illinois Medical Marijuana Pilot Program is a state run program that did not require the approval vote

of City Council or local legislation. However, state legislation imposes on the City Council’s Zoning Board of Appeals (ZBA) to ensure that all licensees adhere to strict dispensary rules.” “The State of Illinois has put in place some of the most stringent safety rules surrounding a dispensary in the country,” Bransford said. “I feel confident that these rules and regulations will assure that this location and the operators of this dispensary will be safe and sound in Chatham and contribute to the further economic development of this community.” “IGM, the only minority-owned, African American, locally based company licensed for both cultivation and a dispensary is a CBA member. African-American business members have a significant impact on our communities because they create and sustain employment opportunities for our communities, thus, combating crime and poverty while encouraging literacy, education and entrepreneurship on a local level,” Kelly said. Bransford added that in addition to giving access to needed healing medicines to the sick, the dispen-

sary will be a business asset to the community. “We will not have to worry about criminals hanging out around this location because it is not a dispensary of recreational cannabis, but a medical dispensary that will require a doctor’s prescription,” Bransford said. All supporters spoke highly of Mr. Hollis and his business acumen. Hollis earned a bachelor’s degree at Cornell University and a MBA from Columbia University, where he was a Robert Toigo Foundation Fellow and served as vice president of the Student Body. Lester E. Hollis is a successful investment banker, private equity investor and entrepreneur. He is a founder and managing partner of Quaestus, an investment firm. Prior to Quaestus, he served as CEO of Bivium Capital Partners, LLC, and a firm he co-founded in 2002. While at Bivium he carried the company to assets of more than $1.3 billion. Hollis says that his dispensary will bring more than 24 jobs to the community. He denied rumors that he or his businesses were under federal investigation and maintained his dispensary would not violate any laws regarding closeness to schools or daycare facilities. It is has been reported that Hollis said the medical dispensary in Chatham “is absolutely a critical service. It would be a shame for the only area to not have a [dispensary] is on the South Side.” The final decision by the Zoning Board will be made during the Nov. 20 hearing at the request of all of the parties. In the meantime, IGM, Alderman Harris, and CBA will continue the dialogue and IGM will implement a comprehensive community outreach strategy in hopes of opening that the dispensary will open in early 2016. www.chicagodefender.com

Sandra Bland from Page 2 From the time that the Waller County Jail deputies were told by Bland that she had epileptic seizures, there was negligence in checking in on her, which is required. The Texas Commission on Jail Standards has revoked Waller County Jail’s certification. This is the third time the facility has been warned about this violation. Waller County Jail officials are also at fault for not meeting state standards or mental health training. In late July, an independent committee on the Bland case was formed by Waller County District Attorney, Elton Mathis. There are two African American lawyers assigned to investigate how the case has been handled by all involved including the Waller County Jail officials, Texas Rangers and the Harris County medical examiner’s office. Both Darrell Jordan, a Houston attorney and Lewis White from the Sugar Land area along with two other attorneys have the power to subpoena witnesses. They have been sent key documents and speculations by Fisher’s independent investigation, which includes investigating the Waller County Jail breakfast order, which may be critical in the case. It is routine to order inmate’s meals one day in advance. “The sheriff goes through some detail pointing out that on the table beside her bed are sandwiches wrapped in cellophane and points out that this was her dinner that she didn’t eat from Sunday night.

He adds, “If she didn’t eat her breakfast, then the container wasn’t open, it should have been on the table with the sandwiches or on her bed. The video is good enough to count the number of boxes on that cart.” On the video, it shows a male officer serving inmates breakfast at 6:34am but it’s indicated that Bland refuses her meal. The video is also not clear that there is any actual exchange between the two without audio. Another observation in review of the cell 95 was the odd oversized trash-can. During the media tour of Bland’s cell, the photo clearly shows a brown paper bag in which an untouched sandwich is still inside along with a styrofoam cup, an opened book laying on the bed along with an unused transparent trash bag hanging off the side of the black trash can. The sheriff informed the media that the janitorial service had come into the cell to replace the trash bag. Fisher said this is a major amateur move, “The sheriff said the janitor came in to replace the bag, so you better tell the media before you present it; that the cell was the crime scene and has not been altered. If the janitorial services came in, why is the cell not cleaned up? Why are there day old sandwiches still on her nightstand?,” he ponders. According to the account of events—this is purely speculation. But, it raises grave concerns and the Waller County District Attorney’s office is taking each inquiry quite serious. The most incriminating evidence may be the trash bag used as a ‘hanging’ tool to allegedly percipitate Bland’s

death. Apparently, Bland double tied the trash bag to create the ligature hanging it from the 2 inch bar supporting the privacy partition separating the toilet area within the cell. The Boy Scout signature style knot would require the skills of someone who has the ability to tie a sturdy and strong knot. According to the Custodial Death Report, Waller County Jail officials contacted Texas Ranger Ellison who arrived at 10:37am for a briefing, then entered Bland’s cell at 10:39am. At 10:45am Justice of the Peace, Judge Karisch was notified, arriving at Waller County Jail at 11:39am. The Texas Rangers is a unit of the Department of Public Safety and currently working with the F.B.I. but Fisher has his misgivings of the elite group’s fairness in this investigation. Based on his experience working on the Rodney Reed case, an African American inmate on death row charged with the Capitol murder of Stacey Stite he has reason for his doubts. Fisher alleges the Texas Rangers are behind framing Reed and should be investigated regarding the mysterious self-inflicted death of a detective that was close to bringing forth evidence to implement Officer Jimmy Fennell. The detective was the former roommate of the unidentified Ranger. Furthermore, the medical examiner’s assessment of marijuana found in Bland’s system may allegedly be connected to calming down a major seizure, according to Fisher’s account. His speculation leads to the possibility that the slamming of Bland’s head to the ground by Officer

FRONT PAGE JUMP Encinia may have cause Bland to later have an epileptic seizure inducing a coma. “They may have attempted treatment of her off the books without notifying a doctor. Since it was up for such a big debate, it’s implied that marijuana can reduce a seizure,” Fisher said. It is a far fetched measure but one that Fisher doesn’t put past the Waller County Jail officials to save face in an incredibly disastrous situation. According to David Fisher, he’s shared his conclusions with the independent committee, the president of the Houston NAACP Chapter and has made several attempts to contact the Bland family attorney, Cannon Lambert without success. As it stands, the media coverage continues and speculations are being sorted through. The hope that there is ‘fair’ and ‘due’ process for justice is the ultimate goal for everyone involved. But I’m going to keep speaking for my baby. All of you mothers in here know what I’m talking about. Today, over a month later—we still don’t have what we asked for,” Sandra Bland’s mother said. “This has got to stop. I’m not going to be silent—I’m going to continue to talk.”

Moms among us will understand the challenge I could never manage to repeat, which accounts for the fact that my son recounts elementary school breakfast memories as all beginning in the passenger side of the car. I’ve adapted Mom’s egg sandwich with a thin layer of fresh avocado and an oven bacon preparation I highly recommend as a shortcut. to participate in Fresh Fruit and Vegetable Program $5.23 million awarded for the 2015-16 school year By Tatiana Walk-Morris Interim Managing Editor

Now that the school year is upon us, Illinois children will have greater access to healthy food. Students across the state will have access to free fruits and vegetables this school year through a federal program that aims to make these food groups part of students’ daily diet for life. More than 200 schools are participating in the federally funded Fresh Fruit and Vegetable Program (FFVP) in school year 2015-16. The U.S. Department of Agriculture (USDA) program earmarks funds to states, which then distribute the money to schools already participating in the USDA’s National School Lunch Program. The goal is to provide free fresh fruits and vegetables to students outside of regular school meals. The program targets elementary schools with the highest eligibility in the free and reduced-price categories within the National School Lunch Program. Illinois received $5.23 million to distribute through this school year. This is the seventh year the Illinois State Board of Education has administered the program. “We are thrilled to offer this program again for Illinois schools,” said State Superintendent of Education Tony Smith, Ph.D. “Many studies support the connection between proper nutrition and education. These healthy snacks can help fuel the brain and also teach kids smart choices.”

In the last seven school years, Illinois has seen FFVP funds increase steadily from $2.21 million in 2009-10 to this year’s $5.23 million. ISBE approved 212 participating schools, with an estimated total enrollment of 102,000 students, for the new school year. Each school will be reimbursed on a monthly basis for allowable expenses up to the school’s total awarded amount. Schools and districts participating in the Fresh Fruit and Vegetable Program during the 2015-2016 school year include those from Cairo, Springfield, Chicago, East St. Louis, Jacksonville and more. Participating schools in Chicago include Ellington Elementary School, Dewey Elementary Academy of Fine Arts and Howe Elementary School. FFVP provides all students in participating schools access to a variety of free fresh fruits and vegetables at least twice a week. It allows schools to make available the additional produce anytime during the regular school day, except during breakfast and lunch. For example, some schools select a fruit or vegetable of the day to entice students to try produce they might otherwise not have access to. Worksheets and fact sheets can accompany produce to teach students about the nutritious fruits and vegetables they are consuming and link them to the school’s curriculum.

Extra-Credit Egg Sandwich 6 slices bacon, halved 3 hamburger buns, brioche buns or English Muffins or 3 tablespoons unsalted butter, softened 5 eggs 1 tablespoon milk or heavy cream 1 teaspoon Creole or soul seasoning, see note Freshly ground pepper to taste 1 ripe avocado Heat oven to 400 degrees. Place bacon on a wire rack (such as the one used to cool cakes) placed over a foil lined baking sheet. Roast until crisp, about 15 to 16 minutes. While the bacon in roasting, whisk together the eggs, Creole seasoning and fresh pepper. Heat 2 tablespoons of the butter in a heavy skillet over medium-high heat. Add the beaten eggs just before the butter begins to sizzle. Lower the heat to medium. Add the eggs and scramble with a wooden spoon or spatula with a movement best described as lifting thickening eggs from the bottom and stirring until egg mixture thickens to desired consistency; remove eggs from skillet with a spatula; set aside. Cut the avocado in half, twisting to separate. Tightly wrap the half with the remaining pit and refrigerate to use later in the day for guacamole or other use. Scoop the flesh out of the avocado half with a tablespoon; transfer to a small bowl. Mash with a fork to a buttery consistency; set aside. Divide scrambled eggs evenly among each of the three bottom buns. Top eggs with bacon slices. Spread mashed avocado lightly over the top half of each bun. Place the top bun over bacon and gently press down. Serve egg sandwiches with fresh fruit. Makes three servings. www.chicagodefender.com
