Health officials issue mosquito warning Robert Freeman The Progress

A Canada goose shares the beach at Cultus Lake. The birds – or what they leave behind – are causing increasing health concern. JENNA HAUCK/ PROGRESS
Cleaning up after the geese a vexing problem Jennifer Feinberg The Progress Beaches covered in geese feces has become a dirty little problem local municipalities are scrambling to clean up. Cultus Lake Park Board is now considering a range of solutions, said board chair Sacha Peter. “The board is being forced to look at this now because the Canada goose population has increased dramatically at Cultus for whatever reason,” he said. It could have environmental consequences for the Cultus Lake area, a recreational jewel that attracts more than two million people a year from across the Lower Mainland.
"We went to JC for our new TV. The service was fantastic and they really knew the products. It was awesome. Great place, great people!" $1.25
“
Our big concern iis that h iit may gravitate from an annoyance into a health issue ~ Sacha Peter
”
Park board staff have started t t d researching everything from equipment with raking action or a vacuum, to a structure that imitates reeds to discourage roosting. The vexing topic has recently attracted several letters to the editor from Progress readers put off by the soiled public beaches.
“Our bi big concern is that it may “O gravitate from an annoyance into a health issue,” said Peter. “Dealing with poop always means bacteria, which can get into the water.” Some beaches in the Okanagan have even been forced to close because of it. “With so much flat ground they love to hang around the beaches at
Cultus and it means dealing with a large amount of fecal matter,” said the park board chair. One of the troublesome aspects is visitors or residents who actually feed the wild geese, making them human-habituated. “That’s part of why they stick around,” said Peter. But any solution has to be weighed with a cost-benefit analysis, he underlined. When Harrison Hot Springs Mayor Ken Becotte took the call from The Progress reporter, he had just been talking with a fellow council member about the goose feces situation at Harrison Lake beach. The mass of mosquitoes feeding on us to date in the Fraser Valley are not the kind that carry the West Nile virus. But the two kinds that may carry the virus have been found in recent sampling, and the B.C. Centre For Disease Control is advising Fraser Valley residents to start taking precautions against mosquito bites. “None of the mosquitoes have tested positive for the virus,” Dr. Bonnie Henry told The Progress in a telephone interview Thursday. “But because we are starting to see an increase in the type that may carry the virus ... we’re warning people to think about mosquito bites and to take precautions.” Those precautions include using insect repellent, especially in the mornings and evenings when mosquitoes are most active, draining all sources of standing water around homes, and wearing light-colored, long-sleeved clothing when out of doors.

Ministry to return Hope couple’s children Robert Freeman The Progress Paul and Zabeth Baynes say their four children, three of whom were apprehended by the B.C. Children’s ministry nearly four years ago,are being returned next month. The three children, apprehended by the ministry in September, 2007, are being returned Aug. 25, and a baby apprehended at birth in February, 2011 is being returned Aug. 2. “We’re ecstatic,” Zabeth Baynes told The Progress in a telephone interview Monday. Baynes and her husband Paul were living in Hope
when their three children were apprehended by the ministry because authorities believed the youngest child had injuries that suggested “shaken-baby” syndrome. But in March this year, a provincial court judge ruled that shaking was not the cause of the little girl’s brain injuries. The Baynes maintained the child was injured after an older brother, a toddler at the time, tripped and fell on top of her. When the child was later taken to hospital after a change in feeding habits was noticed, doctors suspected a “shaken-baby” case and reported it to the ministry.
“ ”
I can’t believe it’s over ~ Zabeth Baynes The Baynes’ troubles bl with ith the ministry seemed to escalate after they went public with their story, and their long court battle with the ministry for the return of their children began. In March this year, Judge Thomas Crabtree found that the little girl’s “unexplained injuries” justified the minis-
ttry’s ’ concern for the safety of all the children. But he also ruled that the family is the “preferred environment” for the children, and he gave the family six months to satisfy the ministry’s safety concerns. “Children are entitled to be protected from abuse and neglect, and this must be the

have extended overnight visits with the couple, “to assist in a smooth transition for them,” Zabeth said. The ministry refused to comment on the Baynes case, for privacy reasons. But a ministry spokesman said in an email that removal of a child from their parents is “always a last resort.” “If supports cannot be put in place to make the home safe for the child, we would remove the child with a goal of returning the child to their home as soon as it is safe to do so,” the spokesman said.
over-riding concern of the court,” Crabtree said, in his reasons for judgment. Zabeth Baynes told The Progress she believes a “positive” report by a psychologist finally led to the ministry’s decision to return the children. “The psychologist report turned out positive and determined our children should be returned as there was no support for a (continuing custody order) as there was no risk,” she said. “It’s surreal,” she said, about the long-awaited return of her children. “I can’t believe it’s over.” Until the children are officially returned, they will

Chilliwack man ‘plays chicken’ with train Robert Freeman The Progress
He was also suspended from driving for 90 days, and the truck, which was wedged under the front engine of the train, was eventually towed away. An eyewitness picked up the two men after they fled the scene, and returned them to police. “This incident consumed significant resources,” RCMP Cpl. Tammy Hollingsworth said in a news release, including police dog services, emergency health services, the local fire department, CPR officials and general duty police officers. Hollingsworth said the “foolish stunt ... disturbed the trains from transporting goods, which is extremely costly to the CPR for having to shut down and repair the tracks.” An investigation by the Agassiz RCMP continues, and further charges may be laid.
New CCS director ‘an excellent fit’ for Chilliwack
A 21-year-old Chilliwack man did not drive a truck headlong into an oncoming CPR train as first reported to RCMP officials, but was rather driving away from the train on the railroad tracks at the time of the crash. The unidentified Chilliwack man, and his 23-year-old passenger from Agassiz, were not injured as they jumped from the truck seconds before the train caught up with them near the Wells Road train crossing in Agassiz early Sunday morning. Police said alcohol was a factor in the 2:30 a.m. collision. The Chilliwack man, a new driver, was issued a ticket for failing to remain at the scene of an accident, failure to obey a traffic control device, and driving contrary to restrictions.
Chilliwack Community Services has a new executive director, a “jeanswearing kind of guy” who is “passionate about non-profit work,” says Alex McAulay, CCS board president. “After an extensive search and review of over 100 candidates, the board of directors ... is delighted to announce that James Challman will arrive Aug. 15 from Alberta to lead the society in the role of executive director,” McAulay said in a statement. “We are fortunate to have found someone with so much experience and someone who shares our values and fits our organization so well,” he

said. Challman is replacing Dale Cuthbertson, who announced his retirement in March after 12 years as executive director. McAulay said Challman started his career in a “frontline” position at the Skills Society in Edmonton, Alberta, working with adults with disabilities. After several years on the frontline, Challman then moved into a program manager position, and then moved again into an executive director role with the Blue Heron Support Services, providing support to individuals with a variety of disabilities.
rfreeman@theprogress.com twitter.com/paperboy2
During his tenure there, the organization grew to a staff of over 150 with a $5-million budget,” McAulay said. Challman has a Bachelor of Science degree with a specialization in psychology from the University of Alberta, and is expecting to complete his Master of Arts in leadership from Royal Roads University this fall. “He brings a lot of experience and proven leadership in the areas of contract negotiation, strategic planning, and accreditation standards development,” McAulay said. Les sees border barriers easing this fall Robert Freeman
Fairy Tale Night
The Progress A move to “re-integrate” border security between Canada and the U.S. to ease trade and cross-border traffic may be seen by this fall, says Chilliwack MLA John Les, who led a B.C. delegation to the Pacific Northwest Economic Region summit July 19-22. Les said it might be a

“little too much wishful thinking” that a return to the days when no passport was needed to cross the border, but he would not be surprised to see pilot projects to ease trade barriers. He said there is “momentum” gathering among top-level bureaucrats to move in that direction since a joint directive by Prime Minister Stephen Harper and U.S.
President Barak Obama was issued Feb. 4 “to find ways to deal with security in a much more integrated way.” “The directive has energized the entire bureaucracy,” Les said. “Very high level bureaucrats are to report at the end of September, and at that point I expect to see the establishment of some pilot projects.” And the PNWER organization will be

The treaty signed in 1964 to produce electricity and control flooding has a 60-year life span that ends in 2024. Les said he’s no expert on the treaty issues, but said it’s clear that “major interests on both sides of the border are at stake.” “It’s in everybody’s best interests that it’s eventually signed in 2024,” he said. PNWER was started in 1991 to facilitate economic development in the Pacific Northwest, and to look for ways to break down economic barriers, particularly border-related barriers. “There’s no argument that since 9/11 (the date of the 2001 terrorist attack on New York City) the Canada/U.S. border has remarkably thickened,” Les said. “We have to stop and ask ourselves if that was a very intelligent reaction,” he said, given the “detrimental effect” the new security measures have had on economic growth on both sides of the border. He said an agreement between B.C., Alberta and Saskatchewan has “knocked over inter-provincial trade barriers,” and the same could be done in principle with barriers to trade with Washington, Oregon and other U.S. states. In addition to those jurisdictions, PNWER

New mosquitoes prompt West Nile warning sions, be fatal. The Fraser Health Authority collects dead crows for testing because they often die first as a result of WN virus infection. Early detection allows health officials to implement plans to minimize human health risk. “Residents play a big role in West Nile surveillance,” said Glenn
Embree, the FHA’s manager of health protection programs. “Without public participation, early detection of WN virus is difficult,” he said. “We urge Fraser residents to report dead crows to the Fraser Health’s West Nile Virus TollFree reporting line, 1-888-968-5463.” Concerned citizens

As the mosquito population increases, so does the population of the two species that may carry the virus, the Culex tarsalis, which lives in waterfilled ditches and along rivers, and the Culex pipiens, which lives in catch basins and under houses. “The ones we have been seeing in large numbers in the Fraser Valley are the Culex tarsalis,” Dr. Henry said in an email to The Progress. “We have also seen some Culex pipiens in the traps set by Fraser Health, but the numbers of Culex tarsalis in the traps are what prompted the warning today to take precautions to prevent bites,” she said. The FVRD has an on-going program to eradicate mosquitoes found in area flood waters, and in municipal catch basins throughout the region. So far, the region expects to spend an estimated $260,000 on mosquito control, about $100,000 more than budgeted,
due to the prolonged high water level of the Fraser River, which has increased mosquito breeding grounds. No human cases of WN virus infection have been reported to date in the Fraser Valley. But in September, 2009 a horse in the Langley area was infected, suggesting the virus had made its way here from the south Okanagan where it made its first appearance in B.C. three weeks earlier. It’s believed the virus had migrated from Washington State, traveling up the Columbia River to the Okanagan, where two confirmed cases in humans were reported in August, 2009. Health officials said most people infected by the virus will not show any symptoms. About 20 per cent will show flu-like symptoms such as fever, headache, body aches, nausea, rash, swollen glands and sensitivity to light. Only about one-in-150 will experience serious illness due to nervous system complications that can, on rare occa-

R AESIDE
If that yellow envelope still sits in your to-do pile, now is the time for action. If you have tossed the offering from the provincial government in the recycling bin, you might want to fish it out. The deadline to mail in your HST ballot quickly approaches. August 5 is the last day Elections BC will receive envelopes which means if you want to take part in this important decision, today is the day to mark your X. There is only word to truly describe the HST mess: unfortunate. It’s unfortunate the Liberals so badly bungled rolling it out. It’s unfortunate the NDP has spearheaded a tax revolt without real alternatives. It’s unfortunate the political landscape of this province has been dominated by this discussion while much more pressing issues get neglected. Despite the political upheaval over this little acronym, it would be even more unfortunate if the province is forced back to the old tax system with a yes vote. The Liberals are guilty of misleading voters on the HST. The manner in which the Liberals got us to this point will not be forgotten come general election time. If that’s the time voters decide to make a change, so be it. Just as alarming as the Liberals’ path to this referendum is the NDP strategy. The electoral gamesmanship on display over the last year has been all-time. The party has taken every opportunity to trace back almost all issues to the low-hanging fruit of tax revolt, all the while providing very little in the way of solutions. Firing up the masses over increased taxation is easy, sound policy is hard. The best weather vane of this referendum is the Green Party of BC — a party looking to be more pragmatic than political. Last month party delegates debated the HST at their AGM. A distinct majority, including party leader Jane Sterk and prominent local Greens, voted in favour of keeping the HST. One main reason is that the HST is a true consumption tax. Those who make more money will spend more money and in turn pay more tax. If that yellow envelope still sits unopened, now is your chance to weigh in. Yes or no, your time will not be wasted and you can take comfort knowing you had your say. ~ Black Press

Raising a stink about incineration proposal Putting a waste-to-energy (WTE) incineration plant in Metro Vancouver to burn garbage is a really bad idea. Last week, Environment Minister Terry Lake announced the approval of a solid waste management plan to minimize garbage, maximize recycling and impose conditions to protect the environment. “Metro Vancouver now has the ability to pursue a mix of options for managing waste, provided they balance the interests of surrounding communities that share their airshed,” said Lake. “I’m confident this plan will reduce the amount of garbage generated in the region and provide strong environmental protection.” Really? “This solid waste management plan will help us preserve non-renewable resources, save energy, generate revenue, protect the environment and reduce greenhouse gases,” said Metro

Vancouver board chair Lois Jackson. Funny how these people toss out the ‘environmental protection’ phrase without a wit of thought to the impact of their actions on folks living in the Fraser Valley corridor. The waste management plan includes the option to build an incineration plant to burn garbage which, by Margaret whatever technoEVANS logical means, will result in emissions of pollutants and potential health issues. That alone dictates that this airshed cannot tolerate one more source of particulates. Over a number of years, many health studies have shown higher rates of adult and childhood cancer and birth defects around municipal waste incinerators and additional data suggest that the
range of illnesses may be much wider. According the British Society for Ecological Medicine’s report The Health Effect of Waste Incinerators, these plants are a major source of fine particulates, toxic metals and more than 200 organic chemicals including carcinogens, mutagens, and hormone disrupters. Fine particulates are produced in the combustion process. Fly ash is light, readily windborne and represents a considerable health hazard, being associated with increases in asthma and cardiopulmonary diseases. Since the nature of waste constantly changes, so will the chemical composition of emissions shifting health threats over time to imprint a diverse range of physical and mental conditions. Lake’s comment about a shared airshed is pretty naive. We breathe ever ything Vancouver exhales. Given our prevailing
westerly winds and geographic funnelling of the valley created by the local mountains, the airshed in the Central and Upper Fraser Valley contains more pollutants than the marine-influenced air over Vancouver and surrounding municipalities. You only have to climb Mount Cheam on a hot day and look west to see the thick orange haze spread out at your feet. “Our airshed is flooded with pollutants,” said Mayor Sharon Gaetz who is strongly opposed to any incineration proposal. “While 13 per cent of pollutants comes out of Chilliwack and 14 per cent is generated by the regional district, 57 per cent comes from Metro Vancouver and (more) comes up from the States. You cannot add another source of pollutants to this area. Our airshed is one of the most fragile in the world.” This is a mess that is going to get worse both environmen-

tally and politically. Both MLAs John Les and John van Dongen have spoken out publicaly against the incineration idea. Attorney General Barry Penner was the flag bearer against SE2 just a few years ago. What was Lake thinking? This is terrible timing given a looming provincial election. “I was obviously deeply disappointed in Terry Lake’s decision,” said Les, Parliamentar y Secretar y to the Premier. “I understand how my constituents feel about this. It’s been several months now since Lake became environment minister and I told him if he thought he could take this further he would face some heavy weather from the Fraser Valley.” He’s dead right there. People have a short fuse for bureaucratic decisions that could shortchange their health. Lake has some fast re-thinking to do.

Blame it on the B.C. Liberals I am writing to address the Adrian Raeside editorial cartoon you ran last week, which implied that ICBC hands out financial bonuses to its workers freely and without cause. ICBC employees have worked exceptionally hard and have been a key part of growing
ICBC to the profitable corporation it is today. Unfortunately for employees and drivers, the BC Liberal government clawed back ICBC’s profits into general revenue: $990 million total. Meanwhile, ICBC has increased compensation for body shops, physical therapists, and lawyers.
What bonuses the average ICBC workers do receive are comparatively small. And now BC drivers are being told to expect rate hikes when they should be receiving rebates. Drivers have a right to be angry with the way the Liberal government has skimmed the profits that should have gone
into rebates. A public auto insurance system is the best way to go, but before it can reach its full potential to serve British Columbians the government needs to stop taking ICBC’s money. Jeff Gillies COPE Union Local 378 Vice-President, ICBC

I was dismayed to hear that Environment Minister Terry Lake has given approval for Metro Vancouver to pursue a waste management plan that includes waste-to-energy incineration. It’s easy to see how polluted the air in the Fraser Valley already is, all you have to do is look at the mountains on a sunny day. Some days you can’t even see them. Cultus Park Board corrects its lease formulas Jennifer Feinberg The Progress Cultus Lake Park Board officials admitted their lease rate calculations were wrong recently, and have now uploaded a corrected version. The park board uploaded a background document to its website in early 2011 explaining how lease rates were calculated. Leaseholders had reported a desire for more detailed info about how the rates were established in survey last fall, and the backgrounder was the park board’s official response. But when it was pointed out the formulas were incorrect, staff corrected the information, and reposted the document. “This did not affect leaseholder billing and
everyone was billed using the correct version of the formulas, said Sacha Peter, chairman of the Cultus Lake Park Board. This comes on the heels of improvements to the financial record keeping after the 2009 audit pointed out some incorrect cash handling procedures. “That was a time when we had quite a bit of turnover of staff, he said. “The current manager of finances did a great job of identifying the weaknesses and has done a good job of rectifying them. The 2010 audit by KPMG was “clean, Peter said, except for tweaks made to the accounting system for Sunnyside Campground revenues. Chilliwack ‘motormouth’ takes international auction title Win earns a berth at 2012 World Livestock Auctioneer Championship Robert Freeman The Progress Winning the title of international champion of livestock auctioneers at the Calgary Stampede earlier this month was a sweet moment for former Chilliwack resident Rod Burnett. “One of my teachers told me I’d never amount to anything and end up in jail,” Burnett proudly told a Progress reporter. But Burnett, who’s now an auctioneer at Valley Auction Ltd. near Armstrong, B.C., joins a select group of six Canadians who have won the international title. He collects $5,500 in cash, prizes, a handtooled Stampede championship buckle, and an automatic berth at the 2012 World Livestock Auctioneer Championship at Hilmar, California. And a chance to rub it in the face of that Chilliwack teacher, of course. Burnett won the July 16 competition - widely acknowledged to be the second-most prestigious auctioneers’ showdown in the world - from the coveted 10th position in the sale order, after a random draw. “That’s the position you want,” Burnett said. “You can monitor what everybody else has done, then pick up the torch and see what you can do to close it out.” The 10 finalists were judged on their rhythm, clarity, voice control and intonation, plus their appearance, mannerisms, deportment, repartee and timing, not to mention their livestock knowledge and ability to spot bids and conduct a sale. Burnett comes by his “motormouth” skills honestly, his father being an auctioneer for 42 years and his uncle for 45 years. “It’s kind of a family tradition,” he said. However, after leaving Chilliwack in 1995, Burnett sold cars and heavy equipment for 15 years before being convinced by his current employers - Peter and Don Raffan - to turn his attention to auctioning bovines in 2008. “They moved me over and gave me a shot,” he said. “You’re 15 years selling equipment, and then you’re selling something with horns. We all think we can do it, but you’ve got to prove it to yourself.” “Within six months, I picked it up and started rolling with it ... and here we are,” he said. rfreeman@theprogress.com twitter.com/paperboy2
Workers started building scaffolding at Kilby last week, in preparation for an emergency restoration project. Kilby will remain open throughout the process. JESSICA PETERS/ BLACK PRESS
Emergency funding saves Kilby site Jessica Peters Black Press For years, the caretakers of Kilby Historic Site have been watching the 105-year-old treasure deteriorate. The paint was peeling off the exterior. The roof was failing to do its job. Even one of the porches was clinging to life. The disrepair was becoming more and more dangerous. The general store building, as it stands today, probably wouldn’t weather another winter. “It was getting very bad, so we rattled some chains,” said Bev Kennedy, a member of the Fraser Heritage Society, which manages the day-to-day operations of the Harrison Mills site. Grants large enough to renovate have been few and far between since the provincial government’s “devolution” of B.C.’s historical sites. In the early 2000s, the province went from being the operator of the sites, to offering long-term management agreements to whoever was able to look after them. Money for repairs was deferred indefinitely. Kennedy and the rest of the FHS didn’t want to see Kilby disappear, so they kept at it. The FHS board began planning a massive, local fundraising project. Kennedy also wrote a 12-page report, complete with startling photographs of the failing building, and submitted them to the government. It was a long shot. “Maintenance to these sites
has been deferred,” Kennedy said. “But we kept knocking on doors.” Her report got the attention of Mark Brown, manager of Historic Places and Stewardship within the Heritage Branch of the Ministry of Forests, Lands and Natural Resource Operations. He oversees the stewardship of all 11 historical sites. “We recognized the situation had become problematic (at Kilby),” he said. “Things have deteriorated to the point that it needs to be addressed,” he said. “Obviously the government has had some significant funding challenges and trying to save money where we can. But we can’t defer altogether.” So, the ministry found emergency funding to help save Kilby. And last week, crews with Tekton Project Management moved in and started building the scaffolding for a restoration project that could total $250,000. Restorations to the general store building will include a new roof, retrofitted windows, new paint and more. Like most restorations of older buildings, they won’t know the complete list of jobs, or the complete price, until they start taking things apart. For now, the government has earmarked about $200,000 for the project. Mel Jorgensen, also a part of the FHS, says it could be at least $30,000 more in the end. It’s been at least 15 years since the building saw anything other than “patchwork paint
jobs,” said Jo-Anne Leon, manager of the site. The project will be closely watched by the FHS. When any work is done to a heritage site, there is a strict rule book outlining what can and cannot be done, titled Adhering to Standards and Guidelines for the Conservation of Historic Places in Canada, issued by Parks Canada. Kennedy keeps her copy close at hand. “It’s our bible for a conservation project,” she said, working to make sure the Tekton (hired by the province) and the subcontractors Tekton hires keep with the code. If not, the site could lose its heritage status. “You replace like with like materials,” Kennedy says, unless there is a way to retrofit without being noticeable to the public. That means, in short, that a cedar shingled roof must be replaced with a cedar shingled roof. A wooden framed window must be replaced with a wooden framed window. Tekton’s assistant supervisor for the project, Phil Finlayson, has been working specifically on heritage sites for the past five years. Kilby’s grounds manager will be learning about proper restoration while the project carries on throughout the summer, and they’ve also hired a handful of local workers for certain jobs. But the most exciting part of the restoration is the conservation of the building, and being able to document it for future generations. Kilby will remain open
throughout the two-month restoration process, and staff will “interpret” the work for visitors. As the construction workers learn how Kilby was built, they’ll be passing on that information to the FHS. This means that visitors can look forward to not only learning how life was lived in the early 1900s, but also how the building came to shape. Leon and others will be photographing the entire process, as it will be an important piece of history down the road. “We want to leave a great legacy,” Kennedy said, by showing others the restoration. “We’re extremely excited,” she said. “I’ve been here 25 years and I was distraught at the shape of the building and could happen to it. It needs to be treated with the dignity and respect that you would give an elder, because that’s what it is. Once it’s gone, it’s gone, and that’s a point of fact.” Brown reiterated that feeling this week. “It’s a very important heritage site,” he said. “I’m only happy that the Ministry of Forests was able to rob some money from other areas (to complete this project).” There are more than 270 buildings and structures on the province’s provincially owned historic sites. Brown says the Ministry already has or is in the process of funding emergency and life safety improvements to five other sites, with Kilby site being the largest of the projects.

offerings, from horticulture or livestock, to agri-business, and on-farm food safety and security. Chilliwack Kiwanis are launching a dog show for mutts, or mixed breeds, which should be entertaining. The 4-H barns will be packed and the smell of fresh popcorn and cotton candy will be wafting through the air. Take a walk through Atchelitz
Threshermen’s Heritage Village, and you might think you’ve taken a trip back in time, with practical demonstrations of skills from yesteryear like blacksmithing or threshing, and even a tractor parade. Wonderfully creative offerings of crafters and artists await the curious in Building 1, which will be packed with home and garden displays from photography, to recycled art, and hobbies.

The ‘Wack is two days away from being “cultured.” Agri-cultured, that is. The Chilliwack Fair runs Aug. 4-6 at Heritage Park with all the most-loved elements, from the thrill of a horse show, to top-rated rodeo, cute animals and famous little doughnuts. The weekend long event offers a snapshot of today’s modern agriculture, while drawing strength from its rich and proud history in the region, explains event coordinator Nancy Spratt. “There’s just so much going on,” she says. The official name of the 139-year-old event has been shortened to simply “Chilliwack Fair” this year. But the “exhibition” aspect of the event has been maintained, with a splendid slate of 4-H open livestock classes, horse show and gymkhana. Although there’s a new name and a new logo brand, the heart of the event is being kept as it has always been — purposely. “We didn’t want to mess with it, or restructure just make a few key changes.” As always there will be scads of cute kids with lamb, rabbits, cows and more, but also a thoughtful showcase of 4-H culture and other ag-related displays. University of the Fraser Valley Agriculture officials will be setting up a large installation at the fair. They’ll be unfurling educational
Peruse the garden produce, floral arrangements, home baking and preserves. There’s intricate needlework, crocheting and quilting offerings, and many hobby classes. Many will feature live demonstrations to get folks involved, Spratt says. “Browse through the Lifestyles lanes for a wide variety of new products and services,” she says. “For fun-seekers there’s the colourful midway, exciting rodeo and live music performance stage.” The focus is always on the fun to be had by families, and kids of all ages will enjoy the Country Kids Adventure building. They’ll have a ball in the petting zoo, baby chicks display, or gold panning with Yukon Dan. “We support young and developing artists and endeavour to include music students, dance groups and school groups on our entertainment program,” she says. Hawk Radio and Tractorgrease are presenting the live music stage on Friday and Saturday nights, and from noon to 5, it’s family-oriented entertainment on stage. The fair always means chances for local youth to be exhibitors, volunteer to help with production, or attend just for the sheer fun of it. For the history buffs, it’s interesting to note that in 1873, the non-profit Chilliwack and District Agricultural Society incorporated and began producing the Chilliwack Exhibition and Fair. The fair has run ever since in Chilliwack and is the second-oldest in B.C. to do so.

Speakers take to the podium for 4-H B.C. championship
■ A GRICULTURAL C ELEBRATION
Topic related to agriculture given 45 minutes prior to presenting Katie Bartel The Progress The topic for this year’s 4-H public speaking provincial finals is top secret. Pat Tonn, manager of youth development with the B.C. Ministry of Agriculture, a partner of the B.C. Provincial 4-H Council, knows but she was not taking any chances. “I can’t tell you in case it leaks out,” she said to the enquiring reporter. “These kids have no idea what the topic is.” But come Saturday the vault will be opened and the topic on the table. Nine competitors from 4-H clubs all over B.C. will be competing in the provincial 4-H communications finals at the Chilliwack Fair. The competitors, between the ages of 14 and 20, are the top-tiered public speakers in 4-H clubs across B.C., beating out their cohorts in club,
district and regional competitions. But what exactly does public speaking have to do with 4-H, a youth-development organization largely based on agriculture. “Public speaking is part of the youth development and leadership building component of the program,” said Tonn. “If they’re able to tell people about agriculture or about the project they’re raising, then they’re gaining their own expertise and are also able to teach others.” Speakers are given a topic related to agriculture awareness 45 minutes prior to presenting. The topic is common to all speakers, and they must use knowledge gained previously through the program in delivering their one- to fourminute impromptu speech. It’s a great opportunity for speakers to think on their feet and to show off their public speaking skills, said Tonn. It’s
also a great spectator’s event as well. “The people watching, they’re going to gain information they may not have known prior,” said Tonn. “It’s just like going to a cooking show and watching a chef. You’re watching something that’s interesting and good to know.” The public speaking competition runs from 10 a.m. to 4 p.m. on Saturday. The Communications Final also includes how-to demonstrations performed by teams of two. The eight- to 10-minute tutorials use public speaking and organizational skills as well as props. Teams are judged on workmanship, presentation and overall impression. The top three from both competitions will be recognized at a 4-H banquet on Saturday night at the University of the Fraser Valley.
The weekend long Chilliwack Fair offers a snapshot of today’s modern agriculture, while drawing strength from its rich and proud history in the region, explains event coordinator Nancy Spratt.

Progress Eric
Welsh 604.702.5572 • sports@theprogress.com
Finding football and freedom in Canada Eric J. Welsh, The Progress Football is organized chaos. Every play during a game is meticulously mapped out by the coaches. Twelve players on offence and 12 on defence are trained to function as one, carrying out assigned tasks with a singular goal. Offence. Move the ball. Defence. Stop the ball. When all goes as planned, the game has a certain poetic grace to it. From a distance you can imagine it as a chess game on grass, pieces moving with elegant fluidity. But always, lurking just below the surface is the chaos. On every play there are collisions, with clashing players creating G forces that would rival an automobile accident. With bodies flying from sideline to sideline at high velocity, keeping your head on a swivel isn’t just a suggestion. It’s a necessity, lest you lose it. Football is chaos. Buomkouth Samuel is OK with chaos. You want real chaos? Try Ethiopia from 1974 to 1991, home to a civil war that left anywhere from 230,000 to 1.4 million (depending on who you believe) dead. Ethiopians killing Ethiopians and Rome’s bread basket left a barren, desolate and famine-ravaged wasteland. This is what Buomkouth was born into. This is what his parents wisely fled from when they moved their family to Kenya, following thousands of their countrymen to the Hagadera refugee camp. You want real chaos? Try being there. Try living in a place
From Ethiopia to Chilliwack with stops in between, Huskers rookie Buomkouth Samuel has experienced the freedom of Canada and the suffering of Africa, experiencing far more than most 21 year olds. JENNA HAUCK/ PROGRESS
where you have to worry about hyenas dragging off the livestock, and maybe the children. “Sometimes, the goats would make a hole that nobody noticed, and the hyenas would come through,” Buomkouth said. “They would come around 12 o’clock, and parents made sure every kid went to sleep before that.” The Kenyan government of the day allowed Ethiopians to live within its borders, but otherwise didn’t do much to help. Families received food (grains, oil, beans and vegetables) that was meant to last six months. With careful rationing, it could last three. The family could have breakfast and dinner, but lunch was a foreign concept and hunger was constant. “We all shared breakfast and then it was
eight hours till we got home,” Buomkouth said. “But in the camp we had a lot of family, kind of tribes, and we shared a lot. That’s the only reason why a lot of people were able to last six months until the next food. If you didn’t have anybody, you were going to suffer.” Buomkouth and his family were fortunate in that, from time to time, they could escape from Hagadera. Financial aid from family friends and hard work by his parents allowed them to rent a house or apartment in Nairobi so the children could go to school. “I’ve never asked them how they did it, but my parents somehow were able to manage saving money and stuff like that,” Buomkouth said. “I knew the way to make them proud was to go to school and learn something, because they wanted our lives to
be different.” Education was a blessing, but it carried a cost beyond the monetary. “We’d all wake up at 7 a.m. and walk to school, and if you don’t make it on time, you’d get beat,” he recalled. “Girls had to go on their knees with their hands out. Guys have to lay flat and get whooped on the bum. If you were late even one minute, you were getting beat.” Many days, kids had valid reasons for being late. Every time they stepped away from the safety of home, they faced danger. “Anywhere we went, we went, we would be in trouble if we didn’t go with our parents or an older cousin that they really trusted,” he said. “If you walked by yourself you had to watch every direction, behind you and in front of you, sides. Someone might chuck a rock at you or
something.” If it wasn’t thieves, it was other kids, resentful of anyone with enough money to attend school. “Some people were mad if you went to school. They thought, ‘He’s all rich now because he’s going to school,’” Buomkouth said. “Some kids would jump you and your parents would never see you again. They’d kill you or take you somewhere and make you their slave.” In a lawless country run by a corrupt and ineffective government, there were dozens of ways to die on a 30 minute walk to school. “Everyone’s driving 140 (kilometres per hour) on the road, and if someone’s trying to cross they will not stop, because time is money,” Buomkouth said. “And if someone gets run over, no one cares. Maybe 10 cars will pass and run the same person over.
Maybe later a family person will come along later. One time I walked on the road and whoa, I never heard the end of it.” Had Buomkouth and his family remained in Kenya, it seemed only a matter of time until tragedy would befall them. And so, as a new decade dawned the family made their second major move. Their name was randomly drawn from a government database — an emigration lottery of sorts — and they were given the opportunity to leave and go anywhere in the United States or Canada. Early in 2000, knowing barely any English, Buomkouth found himself on an airplane bound for Toronto’s Pearson International Airport His mom, Nyalew Kuek, bundled the kids up in far more clothing than they wanted
to wear and listened patiently as they complained. “We were wearing so much stuff, we could barely breathe,” Buomkouth recalled. “But some of the people told us if we didn’t wear it, our ears would fall off.” The airplane landed safely and the family was hustled onto a bus that would take them to immigrant housing. It was cold, and as 10-year-old Buomkouth gawked out the window he saw snow. “And I ask my mom, ‘What’s that?’ She says it’s snow and it’s really cold, but I thought she was lying,” Buomkouth said. “I looked again and said, ‘Mom. Why is there sugar everywhere? It’s free sugar in Canada!” Catch part two of this two part series in the Aug. 4 Chilliwack Progress sports section.

Sports Kayaking The Chilliwack Centre of Excellence is running beginner kayak lessons Aug. 20-21 on Cultus Lake. From 1 to 3 p.m. each day, paddlers with zero kayaking experience will learn basic safety and boat control in a fun and safe environment. At the end of the lessons, paddlers will be prepared for all club events held on flatwater, and for beginner river lessons held later in the summer. All equipment is provided. Paddlers should dress for the weather. CCE recommends a wetsuit if possible. The club has some to lend, but cannot guarantee availability or fit. If a wetsuit is not possible, CCE recommends snug clothing with no cotton. Spandex, fleece or polypropylene are best as a base layer with a wind breaker or rain jacket on top. Water shoes are also encouraged.

Selecting seats for season tickets Pat Quinn will be a special guest at the first ever Season Ticket Seat Selection and Sale event, being hosted by the Chilliwack Chiefs. On Aug. 6 at 9 a.m., fans who’ve purchased season tickets for the new junior A team are invited to Prospera Centre to select their seats. From 10:30 a.m. to
noon, more season tickets will be on sale and one fan will win their season ticket for free. Quinn, ex-player, coach and general manager of the National Hockey League’s Vancouver Canucks, will be on site from 10 to 11 a.m. Chiefs head coach Harvey Smyl is bringing new assistant coaches
Doug Ast and Brandon Fleenor to the event. Both are ex-Chiefs. Parents can enjoy free popcorn, sodas and coffee. Party games and contests will be set up for the kids. Get more info on the Chiefs online at www.chilliwackchiefs. net, email info@chilliwackchiefs.net or call

Old look for new logo Chilliwack’s junior A Chiefs revealed the logo they will wear in their return to the BCHL, and it has an oddly familiar look to it. The identifying marks bear a striking resemblance to those of the former Chiefs organization. The mock Indian head-dress has been retained and looks as it did six years ago. But the updated logo has an entirely new colour scheme, replacing black, yellow and white with crimson, red, gold and white. “We and the team owners put a lot of thought into the design in an attempt to recapture the spirit of the former Chiefs club while clearly marking the
arrival of a new generation of BCHL hockey in Chilliwack,” said Chiefs president Glen Ringdal in a Thursday afternoon news release. “These
are colors that have previously been associated with such teams as the Washington Redskins (National Football League) and the
University of Denver (Pioneers), and they closely mimic the colors of the seats in Prospera Centre.” The lettered portion of the logo also has a new font. “We believe our new team uniforms bearing the logo, which will be unveiled at the team’s first regular season game on Saturday, Sept. 24, will be very well received by our fans,” Ringdal said. “The logo and colors will be easily adaptable to Chiefs’ merchandise and apparel.” The club received help in the design from Chilliwack creative consultant Dan Mansell of Basecamp Creative. ✞ Obituaries RADKE Reinhard Earl
SWETLIKOFF Robert (Bob)
1931-2011 It is with an eminent feeling of loss that we announce the passing of Jack. He passed from his earthly life, ASHDOWN surrounded by love, at his home in Chilliwack. Jack passed from the loving arms of his wife Donna, into the arms of his loving Father. His battle with his health started years ago. He showed us all what a true warrior he was right up to his last breath. He defied the odds, he did the work, he had the will to pull himself from the edge many times and come back with a fresh “to do list” in his hand. Jack spent his life engaging himself in the lives of everyone he met. His heart and home have nurtured many and he was always a willing doer in the many charities and organizations that he lent his talents to over the years. Jack was predeceased by his parents. He is survived by his wife of 35 years, Donna; his big brother, Bud; twin sister, Jill; his children, Brian, Cheryl and Jodine; his grandchildren, Kimberley, Rebeccah, Shayla, Kristina, Zach, Lucas and Fay. Jack also had many good friends, extended family members and friends who consider themselves family. A service of remembrance of Jack’s life will be held on Saturday, August 6, 2011 at 1:30 pm at the Chilliwack United Church, 45835 Spadina Ave, Chilliwack. Viewing to be held prior to the service. At his request, his body will be laid to rest at Vedder View Gardens. This will be followed by a celebration of Jack’s life. In lieu of flowers, please consider a donation in Jack’s memory to the Heart and Stroke Foundation or the Canadian Wheelchair Foundation, PO Box 75038, White Rock, BC V4B 5L3
Nov. 13, 1919 - July 27, 2011 It is with great love and sadness that the family announces the passing of Reinhard Earl RADKE Radke on July 27, 2011. Reinhard was born November 13, 1919 in Lamont, Alberta. Reinhard served in the armed forces during WWII and went over seas during this time. It was in the armed forces that he got his cook’s papers. After being in the armed forces he returned to Bruderheim, Alberta to farm. In 1968, Reinhard moved the family from Alberta to Chilliwack, BC. Here he worked for the Chilliwack army base as a cook in the mens’ mess. Reinhard also worked for Charles Wood catering and the Chilliwack school board. Reinhard is predeceased by his first wife, Florence Radke and four children, Carol Harack, Keith Radke, Wayne Radke and Joyce Carpenter. Reinhard is survived by his second wife, Barbara Radke; his children, Brian Radke (Bonnie), Shirley Warren (Dale), Harvey Radke (Vivian), Darvin Radke (Toni), Debbie Moore (Phil); 18 grandchildren and 15 great grandchildren; 3 stepchildren and their families. A celebration of life was held on Tuesday, August 2, 2011 at 10am at Henderson’s Funeral Home. In remembrance donations may be made to the Canadian Cancer Society or a charity of your choice.
