INVITE 1 - TAIWAN STRAIT ATLAS: MANUAL FOR A SMART REGION (TSA) BOOK

CHORA would like to cordially invite you to participate in a trans-regional exclusive book titled, Taiwan Strait Atlas – Manual for a Smart Region (TSA), a vision for the world’s first low-carbon ‘Smart Region’. The book is the compendium of an 8-year on-going research project; Taiwan Strait Smart Region (TSSR). The book is not a commercial venture, it is the result of years of independent research and hard work to achieve a common goal; to make a lasting contribution to how we will design and live in cities in the future. It is also an urgent necessity; the combination of knowledge, research and process has never been thought and placed together before, a first ambitious alliance between governments, commercial enterprises and the community on a open regional platform. The current target stands at €140,000. It is needed to complete the final research, copy editing, finalisation of graphics, translation, editing, and the publishing of three versions in English, Simplified Mandarin Chinese and Traditional Mandarin Chinese and general travel expenses for the book launch in the Taiwan Strait. Your donation is especially crucial to kick-start the publishing process, a unique cross-strait book launch and stakeholders gala dinner. CHORA is eager to proceed with these plans to enable your further participation in the book and also to meet with stakeholders of various industries with Smart-City interests. CHORA would like to fund the final stages from key corporations who will most benefit from this book and the audience it will reach. Independence and autonomy has always been key to the project, with most of the work produced by volunteers without compromising on the quality of research, design, publishing and extent of distribution.

CHORA is an architecture, urbanism and research cloud that was established in 1993 by Prof. Bunschoten. They operate as a cloud of research, teaching and practice clusters in London, Berlin and China. CHORA has a long-term commitment to developing new methods for architectural design and urban planning that help mitigate and adapt to the challenges of climate change. Prof. Bunschoten is also a partner of the New Energy Science and Technology Industry Advancement Association of FuJian Province, an alliance of industrial partners with the common goal of creating innovative pilot projects that bring positive change to the cities and people in the Taiwan Strait region.

CHORA has become a specialist in combining urban design and energy planning, and has initiated innovative methods to coordinate ranges of energy efficient and renewable energy technology in cities and regions. Developed by dozens of volunteers including architects, planners, scientists and designers on three continents. The TSSR Manual is a comprehensive book and tool for a sustainable future. The approved and field-tested methodology of the Urban Gallery is used throughout the manual to demonstrate the possibilities of creating new Smart City Project within dynamic planning.

The technological and digital age in which we live in, results in many innovations and products that have the potential to reduce our impact on the planet (carbon footprint), and also to improve our lives. These range in scale and use, from a new kind of motion sensor, to innovations in large scale infrastructure and renewable energies. Transforming into new models for social development. The challenge lies in integrating these technologies into our cities in meaningful ways, and nudging the cultural change necessary to do so. A city that can do this successfully is what we define as a Smart City. China is the fastest growing market in the field of Smart Cities. The Chinese government have announced 103 cities and city districts designated to become Smart City pilots within 2014. The program is expected to trigger a potential market of more than 30 billion yuan ($4.8 billion).

XIAMEN CITY ENERGY MASTERPLAN Comissioned by the Xiamen City Government Location: Xiamen, Fujian, China Scale: City district Stage: Submitted Proposal Partners: Green Action Timescale:2009 Xiamen City Energy Masterplan was commissioned to Chora by the city of Xiamen in 2010. A long term overall energy masterplan for the city, outlining each stage of work and short, medium and long term goals. Infrastructure, energy sources and building program would all be under redevelopment, bringing a new form of economy to the city. Integrating the 5 points, CHORA drew up a long term overall energy masterplan for the city 1. Research and analysis of the context in Xiamen, including the states of the various building typologies and infrastructure. 2. Derive pilot sites for energy efficiency and renewable energy projects according to districts or project categories. 3. Study of local and international energy efficiency and renewable energy technology, including the production, manufacturing, fabrication of the technologies. This is essential to be in consideration in the overall masterplan. 4. Case studies of such technologies in other countries, as well as the relevant regulations and policies. 5. Understand the economic operation for energy efficiency and renewable energy technology. These include investors, financial partnership, and international funding options. TAICHUNG LOW CARBON MASTERPLAN Comissioned by the Department of Urban Development, Taichung City Government Location: Scale: Stage: Partners:

Taichung, Taiwan City district Submitted Proposal Dept. of Architecture, Taichung University SCS Architects Associates Timescale:2009 CHORA is commissioned jointly with TungHai University to create a study for the reduction of CO2 emissions and energy management for the City of Taichung in the context of Climate Change. This masterplan overlay a detailed strategy for implementing efficient and renewable energy pilot projects onto the existing and potential development, using a holistic planning approach to propose an Energy Incubator. A review of the city’s current situation, case studies, and proposals for pilot projects at six specific sites, as well as key issues and action plans for implementation will be included in the final report to be presented on 7th August 2009. A further presentation of this pioneering masterplan proposal could potentially take place at the INTA conference October 2009 organised by Taichung’s Department of Urban Development.

Taichung is undergoing massive changes. Constant population influx, new project in both old and new areas of the city, and a formidable list of urban renewal projects underway at the Old City Centre, Dado Mountain and the Old Airport, as well as Government’s vision and funding to develop the city into a marine logistic hub. In order to maintain its competitiveness in the Global economy marathon, as well as sustaining the high living standard enjoyed by its residents, a concise overall urban strategy for management of energy and urban development is crucial. The overall Strategic Energy Masterplan takes into account the next 10 years of development in the city of Taichung. It derives a plan where carbon emission reduction of the city could be in line with Government’s aim of 40% by 2020, and 80% reduction by 2050.

WHY? Taichung City has been awarded as being one of the ten best Intelligent Cities1, and Xiamen has been designated one of eight special Low Carbon Cities2. Models for a task force and management of Smart City and Low Carbon Planning could be undertaken jointly and selected projects can be developed simultaneously and used to compare performance and monitoring issues. Taiwan Strait Atlas - Manual for a Smart Region (TSA) is necessary to realise the vision for a low-carbon smart region around the Taiwan Strait. This research and proposals of projects is aimed towards developing an overall plan to meet internationally agreed targets and create the necessary managerial structure. Taiwan Strait Atlas - Manual for a Smart Region (TSA) exists as: PART 1. TAIWAN STRAIT ATLAS PART 2. MANUAL FOR A SMART REGION Both are needed and integral to the vision and demonstrates a new way to plan a large region for the world. The aim is to integrate cultural change with low-carbon design, enable intelligent city planning and innovative new technologies.

WHY? The Taiwan Strait is a complex geopolitical region at the heart of the Pacific Rim and a shallow sea between Taiwan and Mainland China. This makes mapping the Taiwan Strait, as an emergent urban region, new and unique. CHORA and partners has acknowledge and used as a spatial design incubator to demonstrate possibilities of smart, low-carbon urban and rural planning on a large scale ‘Smart Region’ In 2006, the Taiwan Strait Smart Region (TSSR) project was initiated. Joost Grootens, a prominent book designer in the Netherlands specialises in research information design will be spearheading the finalisation for the TSA book in November 2013. Co-Editors, Prof. Liu Shunren, from the Department of Architecture, National Cheng Kung University in Taiwan, Prof. Wang Shaosen,Dean of The School of Architecture and Civil Engineering at Xiamen University, in Xiamen and Mr. Liu Yuyang, Director of Atelier Liu Yuyang Architects (ALYA) in Shanghai. They form the TSSR Taskforce and have collaborated closely over these past 8-years of research across departments, disciplines and borders. Which makes the book an exciting document for more discoveries and bolder decisions to be taken urgently in the region and beyond.

STUDIO JOOST GROOTENS 1 - TAIWAN STRAIT ATLAS: MANUAL FOR A SMART REGION (TSA) BOOK Joost Grootens studied architectural design at Gerrit Rietveld Academy in Amsterdam. As a graphic designer he is self-taught. His studio designs books in the fields of architecture, urban space and art, specializing on atlases, designing both the maps and the books themselves. Among his clients are 010 Publishers, Nai Publishers, Lars Müller Publishers, Phaidon Press, Vanabbe Museum and Boijmans Van Beuningen Museum. Grootens has won numerous prizes for his designs. Among them the ‘Goldene Letter’ and two Gold Medals in the Best Book Design from all over the World competition in Leipzig. In 2009 he was awarded the Netherlands’ most prestigious design award, the Rotterdam Design Prize. A monograph about his work titled ‘I swear I use no art at all’ was published by 010 Publishers in 2010. Grootens is Head of the research programme Information Design at Design Academy Eindhoven’s Master course. He has also lectured and conducted workshops at various institutions in Asia, Europe and North America. Joost Grootens is a member of AGI (Alliance Graphique Internationale). HOW? Over the last 20 years, CHORA and Raoul Bunschoten have developed an alternative methodology for architectural and urban design, called the ‘Urban Gallery’. The Atlas maps the existing conditions in the region surround the Taiwan Strait. PART 2. MANUAL FOR A SMART REGION The second part is a Design Manual for how to deal existing and new activities within the region. We can think of the Manual as a cookbook for Smart Cities. Each spread in the Manual describes a recipe for a single pilot project or a combination of pilot projects. The ingredients of the project(s) are displayed in the Urban Gallery found on the left page of the book. The pilot project(s) and methods (refer to page 23 for description Pilot Project spread samples) Frames are drawn around key territories, each one forming a spread in the manual. Each frame is dealt with according to the CHORA methodology; The Urban Gallery. The methodology brings together existing infrastructure, local stakeholders, government targets and low carbon technologies to form a strategy for each frame. Each frame is played like a game, using the cards from the Urban Gallery. As a spatial design incubator, the methodology ‘Urban Gallery’ allows stakeholders and communities to recreate and rethink new possibilities and cross-exchange ideas and while generating reactions from probable outcomes. This urgent document reveals hundreds of interconnected pilot projects and technologies that together demonstrate the backbone for Smart Cities and Smart Regions. City planners, governments and developers can use this cookbook to formulate Smart City Projects in cities all over the world quickly and decisively.

The Taiwan Strait Smart Region (TSSR) Project is the creation of an urban design space in which components of a low carbon society are realised in the form of pilot projects. This design space is a test-bed or incubator for smart city development, the latest concept that envisions cities to take the lead in tackling the challenge of Climate Change and its radical economic, social, cultural and ultimately political consequences. Participate in the concept for the Taiwan Strait Smart Region (TSSR), one of the world’s first Smart Regions to be developed in a geopolitically exciting but challenging region, the Taiwan Strait. The immediate product is the publication of the book called the ‘Taiwan Strait Atlas, a Manual for a Smart Region’ (TSSR). Although the book will be the medium through which the TSSR concept is explained. Taiwan Strait Atlas, a Manual for a Smart Region (TSA) book versions according to the geographic region involves: 1. Simplified Mandarin Chinese 2. Traditional Mandarin Chinese 3. English The development of both concept and book have been eight years in the making, and voluntary contribution from urban designers, architects, graphic designers etc.

The TSSR project was born in 2006, when Professor Raoul Bunschoten, Liu Yuyang and Joost Grootens travelled to Xiamen and Taichung to hold dual workshops with the Xiamen University and the University of Taichung. They were met in Xiamen by Professor Wang Shaosen, and in Taichung by Professor Liu Shunren, together with students of each university. This was the moment that the maps in the Taiwan Strait Atlas were first drawn, and the concepts for the overall TSSR project sketched out.

XIANG’AN SMART CITY DISTRICT Location: Xiamen, Fujian, China Scale: City district Description: Urban planning project for a smart city district in Xiang’an district Stage: Planning consultancy stage - further contract under negotiation Partners: Xiamen University New Energy Science and Technology Industry Advancement Association of FuJian Timescale: 1-3 years CHORA, together with Xiamen University and NESTIAAF, are currently in talks with the Chief Planner of Xiamen about creating a Smart City District in Xiang’an District in the north of Xiamen. The city already has plans for expansion in Xiang’an, surrounding the construction of a new airport on Dadeng Island. Our proposal is to use the planned construction as an opportunity to put Xiamen at the forefront of Chinese urban expansion, setting an example for others to follow; a real pilot project for Smart Cities.

The new Xiang'an campus of Xiamen University is currently under construction, about 70% completed. The President of Xiamen University has asked CHORA to propose an extra layer to the campus that will bring it to the cutting edge of design, technology and scientific advancement. Our proposal is to create a microcosm of a Smart City by introducing a series of follies in the form of research pavilions and experimentation labs that inhabit the landscape of the university. The follies will be monitored and controlled by a central control building, and tied together with a light mobility system. Together, the components represent the ingredients of a smart city, but operating on a smaller scale.

PROF. BUNSCHOTEN + CHORA 2 - CHORA Prof. Raoul Bunschoten is the founder and Director of CHORA (1993) and has published several books including Urban Flotsam (2001) and Metaspaces (1998). Currently, Prof. Raoul is working on the book TAIWAN STRAIT ATLAS - Manual for a Smart Region (TSA), in relation to TAIWAN STRAIT SMART REGION (TSSR) research initiative under CHORA city and energy [or city&energy] at the Institute for Sustainable Planning and Urban Design, TU Berlin.

CHORA’s work is underlined through lectures in the past 20 years, like the Common Ground debate at the Venice Biennale 2012, Mediacity - conference on Media and Cities 2011, Xiamen Energy Efficiency and Renewable Energy EXPO 2009. The work of CHORA has been shown and published internationally, e.g. Chengdu Biennale 2011, RIBA London Architecture Open 2011. Arch+ Post Oil City 2010, Ecological Urbanism 2009. CHORA’s partnerships are based in London, Berlin and Beijing with non-profit organisations and companies. The project “Berlin Tempelhof - Airlift into the future” won the 1st prize in the internationally open competition for new concepts of the urban reprogramming of former Airport Berlin Tempelhof. 2009.

PROF. BUNSCHOTEN + SMART CITY 2 - CHORA§ Prof. Raoul Bunschoten is Professor of Sustainable Urban Planning and Urban Design at the TU Berlin, Senior Lecturer and Professor at the London Metropolitan University where he researches and teaches urban curation and low-carbon masterplanning. Since 1983 he has lectured at numerous Universities such as the Architectural Association London and the Berlage Institute Rotterdam.

He is a specialist in Smart City planning and is involved in a range of Smart City and low carbon developments in China, both with academic and central government partners, as well as with local authorities. He is also a member of the International Outreach Committee responsible for China activities, a project within Climate KIC Sustainability City Platform (Horizon 2020 EU Commission initiative). He is the co-founder of an Urban Lab for Smart City research at the TU Berlin. Special research areas at the TU are the creation of the BrainBox, an interactive urban performance space for the study of complex dynamics in urbanism, especially Smart City development, and the Urban Gallery, an interactive planning support tool for Intelligent City Systems.

DOMUS INTERVIEW 2 - CHORA CHORA is featured in the latest issue of DOMUS, within the special edition ‘DOMUS Green’. There is an interview with Professor Raoul Bunschoten, in which he talks about the problems that are currently facing humanity and how Smart City thinking can help us find the answers. He describes some CHORA projects that illustrate this point, including our work with the city of Zhalantun in Inner Mongolia Province, Mainland China. The interview finishes with a discussion about literary references and advice to current architecture and urban design students. domus Interview with Raoul Bunschoten - August 2013 Tell us something about your projects and how you approach the sustainability matter/topic Sustainability is a theme that begins to concern a lot of people, and when put in the wider context of a global, mostly urban, population having to survive Climate Change the term Smart City has become common. This ter bridges the realm of the internet and its fashionable social network gadgets such as the Smart Phones, and the awareness of a the need for a new, collective intelligence without which no solutions for the slowing down of the Greenhouse effect and rising global temperatures will be found. We are engaged in several Smart City projects, one of them is in a medium sized city called Zhalantun, situated in Inner Mongolia, north east China, where the chief party secretary has temporarily halted a large masterplan in order to see if alternatives can be found that are ‘Green’, relate more to the local landscape, organic food industry, and identity of the Inner Mongolian region that has some political autonomy. In close cooperation with the local authorities and Jiaotong University in Beijing we are working on a rural-urban smart prototype, something between a village and a small suburban entity. In addition to that we are working on the publication of a Manual for the Taiwan Strait Smart Region, a combination of an atlas and low carbon urban cookbook, a Smart City District in Xiamen, a city in the Taiwan Strait Region, and on some of the cities on the official list of 90 Smart Cities designated by the Chinese Government. These projects result from a cooperation between the TU Berlin, where I am professor of Sustainable Urban Planning and Design, and the CHORA Cloud, based in London, Berlin, and Beijing. At the TU Berlin I have established an institute aimed at Smart City research and am cofounder of a Smart City laboratory, together with Prof Pahl-Weber. What your most effective instruments towards ecology and sustainability are The most important instrument is the design or adaptation of cities in such a way that they meet nationally and internationally agreed targets of Greenhouse gas reductions, and the slowing down of rising global temperatures. This needs a kind of new cultural and political intelligence simplified through the term Smart City. Practically speaking this means the increased integration of infrastructures related to energy and GHG emissions, and in a fusion of systems that lead to the potential of energy neutral, or energy positive cities. Special tools in this process are Incubators, developing city districts or spaces into living laboratories, the development of the BrainBox, an interactive urban laboratory to model city behaviour, and the Urban Gallery, a planning support tool linking Incubator and BrainBox. Point out some successful references projects on sustainability The Hamburg IBA (International Building Exhibition) has initiated several successful prototype projects; the Energy Centre of the Nottingham University Ningbo, China, branch is a beautiful example of laboratory and iconic architecture built by an Italian firm; Vienna, Copenhagen, Amsterdam all work on Smart City projects, either on district scale or through city-wide infrastructural development. These and other cities compete for the title of ‘most successful Smart City’, but there are several rating systems and therefore there are different winners. Many other cities are developing Smart City Districts, with the cities of Innsbruck and Bozen/Bolzano recently winning large EU grants for demonstration projects and Smart or Low Carbon masterplans. Literary references you would suggest Since the Smart City really is a project for a new kind of Cosmopolis, part global network and part local habitat, part Utopia and part Informal Slum, any literature on Cosmology is useful, including Dante; to understand the relationship of humanity with the earth and the universe, then for a beautiful story about the relationship between human ambition and the necessary pacts with the Devil read Goethe Faust 2; read anything by John Hejduk, the most important 20th Century Architect/Poet; Cedric Price, Architect/Cybernetician; a recent Arch + issue called Post Oil City; the book Ecological Urbanism, edited by Mohsen Mostafavi, Dean of Architecture of Harvard University, published by Lars Mueller, and there is a host of books on Energy Landscapes.

Suggestions for a young professional starting now In Vasari’s Lives you will find somewhere the epigram: ‘an architect has to think well before he begins his work’. This seems obvious but is even more true in the age where building are responsible for over 40% of GreenHouse Gas emissions, and cities and their mobility, industry, general lifestyles are responsible for practically all of the emissions that cause Climate Change. Apart from that Vasari could not foresee something else: the gender in this profession is changing. Most urban programmes at universities contain a majority of women. And the thinking Vasari refers to, the ‘Smartness’, requires boldness, creativity, thinking global and local at the same time and thinking in narratives and through intuition. But do not be afraid to work with engineers, new technologies, scientists, numbers, and, last but not least, think through team work. This kind of complexity is not new. Palladio worked on buildings that were effectively farms, and yet he gave their spaces harmony through musical proportions that refer to a cosmic order. The Twentieth Century architectural historian Rudolf Wittkower stated that in the Renaissance ‘the proportions in architecture have to embrace and express the cosmic order..”, just like we have to relate to the earth and its dynamics through Climate Change. Palladio is even more specific, although he may call dynamic complexity, or Smartness in contemporary urban language, Beauty. He says in his I Quattro Libri: ‘Beauty will result from the beautiful form and from the correspondence of the whole to the parts, of the parts between each other, and of these again to the whole; so that each structure may appear an entire and complete body, wherein each component agrees with the other and all components are necessary for the accomplishment of the building’.
