Golf Victoria is the parent body for golf in Victoria. Originally commencing in 1902 as the Victorian Golf Association, Golf Victoria was formed following an amalgamation with Women’s Golf Victoria in November 2010. Women’s Golf Victoria (formerly the Victorian Ladies Golf Union) commenced in 1906. Golf Victoria is a Company limited by guarantee and is administered through an elected Board and appointed Committees of honorary Officials and supported by a full-time offi ce and professional Secretariat. The organisation’s Vision is to promote golf as the game for life with its Mission to serve
our members whilst growing participation and passion for the sport. Golf Victoria commenced operations as of November 21st, 2010 with an interim Board appointed to administer the organisation until the election of the Board took place in May 2011.

2013 was the second full year of operation of Golf Victoria under the auspices of the current Board and management and it continued on from the sound platform established since amalgamation in November 2010. CEO Simon Brookhouse successfully led the organisation in conjunction with a passionate and enthusiastic team of staff. The Board, Committee members and staff remain committed to the delivery of the organisation’s Strategic Plan, particularly the growth of the game into the future. During 2013 we have continued with the successful sub-committee structure: • Finance, Risk and Audit • Match • Rules and Amateur Status • Course Rating and Handicapping • High Performance • Junior • Member Services These committees are integral to GV’s governance and are linked to the Strategic Plan by the committee charters in place. The original Strategic Plan developed in 2011 will be reviewed and updated in the early part of 2014 to ensure that Golf Victoria is addressing key golf issues both organisationally and from an industry perspective. However in broad terms, our focus continues to revolve around the six key strategic pillars: • Participation • Communication & Awareness • Talented Player / Elite Pathways • Financial Sustainability • Organisational Excellence and • Member Service and Support

Upholding our core values of integrity, inclusivity, transparency, respect and consultation provides Golf Victoria with the appropriate platform for strong associations
with all those involved with the golfing industry. A key Board decision was to undertake a Governance and Structural Review. From the review undertaken by Sport Business Partners, 22 key recommendations were provided and endorsed by the Board. We are pleased to say that as at the end of this year, 16 of the recommendations have been completed with the remaining six in progress. During the year our organisation has further consolidated itself within the national golfing framework. Our relationships with stakeholders such as Golf Australia, PGA, Golf Managers Victoria (GMV), Victorian Golf Course Superintendents Association and other state bodies continue to strengthen as a result of the good work by Simon and the staff in conjunction with the Board. Once again in 2013, we witnessed some superb golfing achievements which are highlighted in detail within this Annual report. Congratulations are extended to all respective State Champions and players who represented our State at senior and junior level. We continue to develop fine quality golfers and are very proud of the commitment these golfers provide to Victorian golf. 2013 also saw the relocation of the Men’s and Women’s Victorian Open to regional Victoria at 13th Beach on the Bellarine Peninsula. With appreciated support from the State Government; City of Greater Geelong and a number of local sponsors, the Championship was an outstanding success with large galleries and significant media coverage including a highlights program aired on Channel Nine. The Victorian Open is now gathering great momentum. In addition to providing a pinnacle State golf event for men and
women, it also provides a very clear example of all that is good about men and women participating in golf together. It is particularly encouraging to now see other major amateur and club events follow a similar path with men and women simultaneously competing for major titles. Without the ongoing and appreciated commitment and contribution of our tireless volunteers, the success of all of our events would not be possible. The professionalism and efficiency of our volunteers is a major reason for our events being held in such high regard. I thank all of you and I look forward to seeing you on the courses over the next year. To all the staff of Golf Victoria I would also like to express my gratitude for your efforts. The professionalism you exhibit is second to none. Thank you all, it is a pleasure working with you. To my fellow board members I acknowledge your contribution to the governance of this organisation and for your willingness to spend many hours attending events throughout the State to ensure that the Board is seen to be inclusive of all stakeholders by interacting with a variety of golfers, club and district officials to explain the strategic direction of the organisation and to obtain valuable feedback in relation its performance. The Board, Committee members and staff of Golf Victoria look forward to working with you in 2014 and beyond and we are certain that with our best efforts Golf Victoria will prosper well into the future.

membership report PARTICIPATION Total male membership numbers for 2013 were 87284 representing an increase of 1464 (1.7%) over the previous year. Total female membership numbers for 2013 were 24623 which represented a marginal increase from 2012.
DISTRICT ASSOCIATIONS & CLUBS The number of affiliated clubs within Victoria increased in 2013 to 406 clubs due predominantly to the growth of social golf clubs affiliating with the Victorian Golf League. Marjorie Stevenson Former Women’s Golf Victoria President, Marjorie Stevenson, passed away in November 2013 aged 81 years. Marjorie was very active in golf having served as past President of the Women’s Golf Victoria from 1992 – 1995 following earlier involvement as both a Board member and delegate. With a passion for the Rules of Golf, Marjorie was an early member of the State Level Rules Program in the mid 1990’s and served as a referee in Women’s & Men’s State events from that time. She was also a member of Woodlands Golf Club.
Beverly Clarke Beverly Clarke was a major contributor to the Victorian Women’s
Golf League having served as past President. A strong advocate of the amalgamation of the Women’s & Men’s League entities, Beverly also served as Vice President of the Victorian Golf League from its formation in February 2012. Beverly was also an inaugural member of the Golf Victoria Consultative Committee and Member Services Committee and held memberships of Dorset and Ringwood Golf Clubs. A valued volunteer administrator of women’s golf, Beverly sadly lost her long battle with cancer in July 2013. VOLUNTEER OF THE YEAR AWARDS Golf Victoria continued the Volunteer of the Year Awards in 2013 to recognise the contributions made to Victorian Golf by men and women on an annual basis. The majority of Victoria’s golf clubs, District Associations and Leagues are significantly assisted by volunteers who contribute their time, knowledge and talent in a variety of ways. Many volunteers have provided outstanding service over long periods of time and the Volunteer of the Year Awards provides an opportunity to recognise

the “unsung heroes” of Victorian golf who have made a significant contribution to golf at club, District or State level. Following the close of nominations, a Golf Victoria selection panel assessed all submissions and determined finalists (as required) and an eventual winner for the following categories:
Melbourne Metropolitan Area: Individual Women’s or Group Award Nominees Jan Jelleff (Victoria): Key involvement in the club’s junior girls development program including establishing a pathway from beginner activities to accomplished player. Additional involvement in club administration and representative club teams. Faye Pickett (Yarrambat): Actively involved with club administration and multiple Committee roles since 1989 including maintenance of club records and data archives. Kaye Unwin (Ringwood Ladies): Key contributor to the club’s women’s development program which has seen significant increases in participation and membership at the club. Melbourne Metropolitan Area: Metropolitan Clubhouse.

Individual Men’s or Group Award Nominees Bruce Harding (Heidelberg): Contributor at club level for 40 years including active involvement in clubhouse redevelopment project and junior golf initiatives. State level golf involvement for 15 years particularly in the areas of junior development; rules of golf and team management. Ken Gubbins (Kew): Respected and longstanding club member of Kew who became a life member in 2003 for his contribution to golf at both club and State level. State level golf involvement for 20 years particularly in the areas of junior development and rules of golf. Noel Martir (Kooringal): Been involved with the club’s junior development program for the past 10 years including managing club Colts Team. Worked with local ethnic communities to stimulate participation and membership at the club. Peter Ross (Ringwood): Involved with Ringwood as Committee member for 21 years; Victorian Golf League since 1988 including Amalgamation Committee from 2011 and event administration with both the
Victorian PGA and Golf Victoria.
Country Victoria: Individual Women’s or Group Award Nominees Glenda Clarke (Warrnambool): Actively involved in club adult development & membership initiatives and tournament administration. Bev Stone (Mildura): Worked tirelessly for club in capacity of handicapper; event administration and member support. Judy & Norm Emerson (Barwon Heads): Long-time supporters of Victorian golf, particularly in coordinating volunteer services at major golf events throughout Victoria including the Victorian Open at 13th Beach. Dianne McCartin (Wentworth): Voluntarily assisted club with all administrative tasks for over 15 years including member support; bar services and catering. Country Victoria: Individual Men’s or Group Award Howard McClelland (Kerang): Involved with golf at club and District level for over 40 years in the areas of event administration; junior development; course rating;

Peter Penning (Curlewis): Served on Committee for eight years and played major role in club’s water reclamation plant and related infrastructure; re-writing the club constitution; development of multiple club policies and guidelines and general club administration. Kevin Steart & John Porter (Clunes): Served on Club Committee and assisted in aspects of club life including membership initiatives; course maintenance; representative team coordination; handicapping and event administration. The winners were Jan Jellef (Women’s City); Bruce Harding (Men’s City) Howard McClelland (Men’s Country) & Glenda Clarke (Women’s Country).
The 2013 inductees into the Victorian Golf Hall of Fame were: Brian Twite OAM Brian has been a PGA Member since 1955 after coming to Australia from England; Brian was the Head Professional at the Metropolitan Golf Club in Melbourne until 1994 but still remains active at the club as a Life Member. Brian was recently awarded an OAM for his services to golf and the development work he did at the junior level via his Cadet and Junior Golf Scholarship programs both locally and in regional areas.
Ossie Pickworth Ossie is one of Australia’s most successful golfers winning every major Australian event. He still remains the only golfer to win three Australian Open championships in
succession from 1946 to 1948. Ossie also had success at the Victorian PGA Championships taking home four titles in 1954, 1955, 1956 and 1957. He also won three Australian PGA Championships in 1947, 1953 and 1955.
David Graham From humble beginnings David scaled the heights and is the only Australian to win two major championships in the United States. David won 35 titles in Australia, Asia, Japan, South America, South Africa and Europe, as well as the 1979 US PGA and the 1981 US Open.
Joan Fisher Joan was a Life Member of the Metropolitan Golf Club, three times Australian Amateur Champion, twice Australian Foursomes Champion, eight times Victorian Amateur Champion, seven times State Foursomes Champion and eight times Champion of Champions. She represented Australia and Victoria on numerous occasions and was Non-Playing Captain of Australia’s World Championship Winning Team in 1966.

2013 VICTORIAN GOLF HALL OF FAME The Victorian Golf Hall of Fame is a further initiative introduced by Golf Victoria, the PGA, Golf Management Victoria and the Victorian Golf Course Superintendents Association. Introduced in 2011 and modeled on the Australian Sport Hall of Fame, the criteria is intentionally broad to recognise outstanding individuals that have a made a contribution to Victorian golf in any of the following areas:

Eveline McKenzie Eveline McKenzie was a member of the Geelong Golf Club and won the first three Victorian Women’s Amateur Championships played from 1894 – 1896 and again in 1898.

Mick Ryan Mick started his golfing life as a caddie at Victoria Golf Club’s original course on the Yarra River at Fisherman’s Bend where he won two Victorian Amateur Championships. Mick was a member of Kingston Heath Golf Club where he was Club Champion, twelve times. In 1932 he won the Australian Open and also won the Victorian Foursomes title four times.
Susie Tolhurst Susie won the Victorian Ladies Amateur Championship fi ve times between 1919 and 1936, and was the Australian Amateur Champion in 1930 and 1931. She was also Champion of Champions four times between 1929 and 1934, and twice winner of the Australian ladies’ foursomes’ competition. She represented Victoria 30 times in interstate matches and in 1935 was Australia’s No. 1 against the British touring team.
Kevin Hartley Kevin won the Victorian Amateur in 1969 on Royal Melbourne’s West Course. A member of four Eisenhower Cup teams, he is best known for his phenomenal scoring. Between 1960, when records were first kept, and 1977
he won the Ivo Whitton Trophy for his scoring average twelve times.
Eleanor (Nellie) Gatehouse Eleanor won three Australian Championships, five Victorian titles, was the first Royal Melbourne women’s champion in 1906 and winner of that title ten times over a period of 30 years. She was also a foundation member of the Australian Ladies Golf Union, widely recognised for her skill at the conference table. She won her first national championship in 1909 and winning the same championship in 1925 and 1929 and was runner up in 1920 and 1923. Her Victorian championships came in 1907, 1909, 1910, 1923 and 1927. She played for the Victorian team in 1922 and from 1924 to 1930.
Harry Williams Harry won the Victorian Amateur Championship in 1931, 1934, 1935, 1936 and 1939, and the Australian Amateur for the second time in 1937. When the renowned left-hander won the Victorian Amateur as a 16-yearold in 1931 and the national title a few weeks later in Sydney he was heralded in the press. This attention was helped along by the fact that New South Wales had a 16-year-old state champion in Jim Ferrier and their rivalry was a bright spot for sports fans in the wake of the Great Depression.
Gladys Hay Gladys was one of the outstanding personalities in the development of women’s golf in Australia and a founder of the Australian Ladies’
Golf Union (ALGU). She won the Victorian Amateur Championship in 1914, 1920 and 1921, and was national champion in 1922. The trophy was approved by the ALGU and the “Gladys Hay Memorial Cup” goes each year to the winner of the interstate team competition.
Hon Michael Scott Michael has the distinction of winning the first ever Australian Open in 1904 and again in 1907 but his achievements were not restricted to this part of the world. While is Australia, Michael won four Australian Amateurs, five Victorian Amateurs, the Riversdale Cup and scores of other events, including four club championships in a row at Royal Melbourne from 1907. The crowning glory of his remarkable career was winning the British Amateur in 1933, a couple of weeks short of his 55th birthday.
Margaret Masters Margie made headlines after winning the national championships of four countries, New Zealand in 1956, South Africa in 1957, Australia in 1958 and Canada in 1964. She played in ten Victorian teams as an amateur and represented Australia nine times between 1954 and 1959. She also won the Victorian Championship five times, 1957, 1959, 1961, 1962 and 1963, and shared the 1958 Australian Foursomes Championship with Joan Fletcher.

administration report GENERAL MEETINGS
Direct liaison with country golf delegates was achieved through the conduct of the Country Conference attended by representatives from Men’s and Women’s Districts and Women’s District delegates during March in Melbourne. GOVERNANCE & STRUCTURAL REVIEW Sport Business Partners (SBP) was appointed by Golf Victoria to conduct a high-level Governance and Structural review of the sport in Victoria in consultation with the Board, Management, and a Working Group including key stakeholders. The broad purpose of the review was to undertake a formative and developmental process aimed at strengthening the Governance and Structure of the sport and assisting the delivery of the business and programs of golf in the state of Victoria. Most importantly, the review was also to assist the sport move towards a more efficient working model that enables the game to grow and prosper. The Board adopted the report including 22 recommendations to streamline the structure and operation of the organisation. A series of Melbourne and Regional Forums were held in mid-2013 to provide clubs and Districts with the opportunity to discuss the outcomes of the review. BOARD; CONSULTATIVE COMMITTEE & SUB-COMMITTEES The Golf Victoria Board met on six occasions during 2013 with a
feature reports and scores from all State level events played within Victoria as well as serve as a major communication source with Victorian Clubs, Districts and golfers on a range of sport specific matters. In 2013, the website attracted 426,500 sessions.
The Board was supported by seven Committees and two Sub-Groups (as listed on page 1) which handled operational matters delegated to them by the Board and provided input into Golf Victoria policy and planning.
FINANCE
GOLF VICTORIA STAFF 17 full-time staff and 5 part-time permanent staff were employed by Golf Victoria during 2013, working from the Notting Hill premises. The office, which opens on weekdays during business hours, handles the events and business of the organisation and deals with club, District, League and public enquiries on all aspects of golf. A four-person MyGolf Development Team was also maintained in 2013 to assist clubs with junior golf recruiting and development. MAGAZINE 2013 represented the 54th year for the publication of the Golf Victoria Magazine as a communications vehicle for the organisation. The magazine remains as a high quality, low-cost service to record Victorian golf events and history and to air issues of importance to the health of the game and clubs. Six full color editions were published in 2013.Thanks are recorded to Brian Meldrum (Editor), Susan Shields (Manager), Ray Kelsall (Advertising) and the team of skilled journalists and photographers who contributed to its ongoing success and service to the Victorian Golf community. WEBSITE The Golf Victoria website www.golfvic.org.au continued to
Golf Victoria recorded a deficit of $47,332 for 2013 compared with a deficit of $125,893 in 2012. The Detailed Profit and Loss on page 30 of this report outlines the areas of movement from 2012 to 2013. US MASTERS Adam Scott from Queensland created history in April 2013, becoming the first Australian to win the US Masters in Augusta, Georgia. Scott won on the secondextra hole of a sudden-death play-off against Argentina’s Angel Cabrera after both players had tied on 72-hole totals of 279 (nineunder-par). Victoria’s Marc Leishman, playing in the same group as Scott during the final round, returned a four round total of five-under 283 to be tied for fourth with World No. 1, Tiger Woods. AUSTRALIAN OPENS; AUSTRALIAN MASTERS & WORLD CUP The Men’s Australian Open was played at The Royal Sydney Golf Club during November with the event attracting an outstanding field with Ireland’s Rory McIlroy winning his first National title. The 24-year-old fired a final round 66 for a four round total of 270 (18-under-par) to win by one-stroke from Queensland’s Adam Scott.
During November, the composite course at the Royal Melbourne Golf Club played host to both the 2013 Talisker (Australian) Masters and World Cup in consecutive weeks. Queensland’s Adam Scott won the Australian Masters by two-strokes over Matt Kuchar from the United States with a 72hole total of 270 (14-under-par). The following week, Scott partnered fellow Queenslander Jason Day to win the World Cup with an aggregate score of 17-under-par 551. The pair finished 10-strokes clear of the United States team of Matt Kuchar and Kevin Streelman. Day also took the leading individual honours with a 72-hole total of 10-under 274 to win by two-strokes from Denmark’s Thomas Bjorn. The Women’s Australian Open was played at the Royal Canberra Golf Club during mid-February with Jiyai Shin from Korea winning her inaugural National title. Shin closed with a final round of 72 for a total of 274 (18-underpar) to outlast Taiwan’s Yani Tseng by two-strokes. MEN’S & WOMEN’S VICTORIAN OPENS With appreciated support from the State Government and the City of Greater Geelong, the 2013 Men’s and Women’s Victorian Opens were simultaneously played over 72-holes at the 13th Beach Golf Links from Thursday 21 to Sunday 24 February. The prize money was identical with $150,000 on offer for each respective title. The opening two rounds of the Women’s Victorian Open were held on the Creek course while the opening two rounds of the Men’s Championship were played on the Beach course. The final two rounds were then played in conjunction on the Beach course over the weekend of February 23 - 24 including alternate groups of men and women players. The Men’s Championship was won by New South Wales professional Matthew Giles with a four round total of 275 (13-under-par). Joint runners-up were former Victorian Colts representative Ryan Lynch
and amateur, Nathan Holman from the Woodlands Golf Club on 276 The Women’s Championship was won by Creswick’s Stacey Keating who produced a stellar performance in carding an 18-under par total of 278. 26-yearold Keating won by two-strokes from England’s Hannah Burke and Kristie Smith from Western Australia on 280. MAJOR EVENTS Zach Murray from the Commonwealth & Wodonga Golf Clubs won the 2013 Men’s Victorian Amateur Championship defeating Metropolitan’s Todd Sinnott one-up.
Murray, at 16 years of age, becomes the second youngest champion in men’s history whilst Oh became the first back-to-back women’s winner since Natalie Parkinson in 1997-98. All match play rounds of the 2013 Men’s & Women’s Victorian Amateur Championships were played concurrently at the Commonwealth & Kingston Heath Golf Clubs culminating with the 36-hole finals on Wednesday 18 December. The stroke qualifying rounds of the Men’s & Women’s Victorian
21-year-old Andrew Schonewille from the Yarra Yarra Golf Club took out the Men’s Port Phillip Amateur with a four round total of 280 to win by one-stroke from Commonwealth’s Lucas Herbert. Su-Hyun Oh was victorious in the Women’s Port Phillip Amateur with a four round total of 278 while Minjee Lee was runner-up on 280. During January, the Men’s and Women’s Australian Amateur Championships were simultaneously staged in Melbourne at the Commonwealth Golf Club. The 36-hole finals saw Queensland’s Cameron Smith win the Men’s Championship in defeating Victorian Geoff Drakeford from Commonwealth 3 & 2 while Western Australia’s Minjee Lee won the Women’s Championship by defeating Jenny Lee from South Australia 6 & 5. FURTHER COMPETITION HIGHLIGHTS DURING 2013 - During October, the 14th Australian Masters Games were hosted within the City of Greater
Geelong. Golf was one of over 60 participating sports with 215 men and women aged 30 and over playing on three separate days of competition. Special thanks are extended to the Barwon Heads, Lonsdale, 13th Beach, Curlewis, Portarlington and Clifton Springs Golf Clubs for hosting and the Geelong and South Western District Ladies Districts for assisting with the conduct of the events. - Following an approach from the State Department of Health, Golf Victoria undertook a coordinating role in the Victorian Seniors Festival golf competition played from October to November. 1100 senior men and women golfers participated in one of 21 separate events with 88 progressing to the State Final held at the Novotel Forest Resort Creswick on November 14. - The 2013 Men’s Senior Amateur Championship of Victoria was held at the Rosebud Country Club in October for the fourth consecutive year. The Championship was won by Buninyong’s Chris Tatt a 54hole total of 218. The 63-year-old former Victorian State player won by three-strokes from Bendigo’s Ian Frost. - The Victorian Women’s Veteran’s Championship was won by Horsham’s Jenny McRae with a 2&1 victory over Heather Gellatly from Huntingdale in the 18-hole final played at the Horsham Golf Club. The 2013 Women’s Victorian Amateur was won by seventeenyear-old Su-Hyun Oh from Metropolitan Golf Club for the second year in succession by defeating Western Australian teenager Minjee Lee 3 & 2.
Amateur Championships were also incorporated within the Port Phillip Amateur Championship played over 72-holes at the Kingston Heath and Commonwealth Golf Clubs from Friday 13 - Sunday 15 December. - The Victorian Mid-Amateur Championship, for men & women aged between 30-54, was played over 36-holes at the Sandhurst Club & Southern Golf Club in mid-January. Kingston Heath’s Daniel Ong won the men’s title with a score of 145 while Lisa Holmquest from Sandhurst took out the women’s title with a score of 157. - The 2013 Victorian Women’s Par Three Championship returned to the Kyabram Parklands Golf Club in June. Catherine Odgers from Wodonga won the event with a 36-hole total of 124 by four-strokes from Metropolitan’s Michelle Hui and Jessica Pickwick from Kilmore. - The Victorian Men’s Par Three Championship was also played at the Kyabram Parkland over the June long weekend. Barham’s Andrew Kane won the 54-hole event with a total of 173 from a full field of 90 players competing for the title. - The Victorian Four Ball Championship again proved to be the most popular Golf Victoria
event for club level golfers. Close to 700 pairs of men and women entered the Four Ball event again in 2013. - The 36-hole final for 100 qualifying pairs was held at the Rosebud Country Club and The National Golf Club in late March. Mansfield pair Patricia Stiles and Jenny Foster took out the Women’s Section while Woodlands Michael Meneghini and Michael O’Donnell from Commercial Albury won the Men’s Section. - Kingswood junior Bianca Ling won the 2013 Women’s Champion of Champions title played at Patterson River during November. Ling defeated Victoria’s Kono Matsumuto 1up in the 36-hole final. SENIORS GOLF The Victorian Senior Golf Program continues to evolve to provide a well structured and organised series of events across the State. A total of 26 events were conducted across Victoria in 2013 with 688 players participating with Michael Jackson from the Yarra Yarra Golf 2013 Victorian Junior Girls Masters Winner Montana Strauss and 2013 Victorian Junior Boys Masters Winner DJ Loypur.

In 2013, the Victorian Senior Handicap Trophy was renamed the Paul Lulofs Trophy in memory of Paul’s strong contribution to the development of the program since 2005. Paul passed away in April after a battle with cancer in melanoma. In addition to providing competition and social network opportunity for senior players, senior golf events contribute financially to host clubs and bring significant tourism and economic benefit to their local and regional economies. JUNIOR GOLF - In January, DJ Loypur from The Heritage won the Victorian Junior Boys Masters by twostrokes with a total of 217. Long Island’s Montana Strauss took out the Victorian Junior Girls Masters with a score of 225. Due to extreme heat, the event was reduced to 54-holes. - The format for the Victorian Boys & Girls Championships was changed in 2013 to a 72-hole stroke play event and hosted by
the Yarra Yarra and Northern Golf Clubs. Frazer Droop from Commonwealth and Yarrawonga won the Victorian Junior Boys title with a 72-hole total of 277 (11-under-par).

- The Girls Champion was Kono Matsumoto from Victoria who fired a career best round of 71 (two-under par) on the final day to finish on 294 (two-over par) for the tournament. - Levi Sclater and Ashni Solanki took out the 2013 Stuart Appleby Junior Golf Rookie Series Final and Rookie of the Year honours. Other winners in the final included Ashish Sudarsanan in the Boys Under 15 section and Nasya Sohail in the Girls Under 15 section, with runners up Thomas Farmakis and Keeley Marx in the Under 11 sections
In the District Teams Competition, the Ballarat District won the Shield Competition for the second time in three years. The Plate was won by Sunraysia while the Bowl was taken out by the East Gippsland District. The Victorian Country Team defeated the South Australian Country Team 13.5 matches to 2.5 in the 23rd annual match played at the Portland Golf Club in early November. Victorian was represented by Craig Boucher - Midlands (Captain); Levi Burns - Horsham; Tom Cowie Trafalgar; Simon Goggin - Hamilton; Kyle Michel - Shepparton; Andrew Schonewille - Rosebud; Ben Campbell - Edenhope and Graham Rentsch - Hamilton. The team was managed by Mark Bamford and John Snowden.

Bianca Ling from 13th Beach took out the Championship by defeating Kilmore’s Jessica Pickwick 4&3 in the 18-hole final. The Women’s Country Teams event was played in Melbourne during late August. South Western won the Division 1 title; Mornington Peninsula took out Division 2 while Northern were successful in Division 3. The Victorian Women’s Sand Greens Championship was held at the Elmore Golf Club with Helen Pascoe from Buninyong taking the title with a 36-hole total of 166 by four-strokes Martina Whelan of the Grampians. Edward Carracher followed in his father’s footsteps with victory at the 2013 Men’s Victorian Sand Greens Championship played at Beechworth Golf Club in early July. Carracher returned a two round total of 134 to win by three-strokes from Parklands’ James Brown. Carracher’s father, Lance won the title in 1988. The Men’s Victorian Country Teams Championship was played at the Nhill Golf Club in early October with 29 teams from across the State participating. - The Murray River Junior Masters was played in December at the Cobram- Barooga and Tocumwal Golf Clubs. The Boys Champion was Brett Coletta from Sandhurst who stormed home with rounds of 67 and 68 over the final 36 holes. Brett returned a tournament record score of 281 (seven-under par). A new tournament low round of 65 was returned on the last day by David Micheluzzi from Cranbourne.

GOLF VICTORIA PENNANT Yarra Yarra Golf Club won backto-back Men’s Division 1 titles by defeating Southern four and a half matches to two and a half in the final played over the West course at the Royal Melbourne Golf Club. Other Divisional winners were Cheltenham (Division 2); Long Island (Div 3); Rossdale (Div 4); Patterson River (Div 5) and Churchill Park (Division 6). Commonwealth took out the Division 1 Colts Final for the second successive year by defeating Yarra Yarra three matches to two. An ongoing highlight of the Pennant year was the joint staging of Men’s and Women’s finals at the same venues. Large galleries attended all four venues, particularly at Royal Melbourne where Metropolitan were successful in taking out
Division 1 of Women’s Pennant with a fi ve match to two victory over Heidelberg. 2013 was the fourth year in which Women’s Pennant was played on Sunday’s, with 37 clubs competing across five Divisions. Other Divisional winners were Huntingdale (Division 2); Spring Valley (Division 3); Medway (Division 4) and Box Hill (Division 5). STATE TEAMS The Victorian Men’s State Team finished fourth to Queensland at the 2013 Australian Interstate Teams Matches held at the Tasmania Golf Club during May. The Victorian Institute of Sport Golf Program has played a pivotal role in developing Victoria’s leading players since its introduction in 1990. Each year graduates from the program and current scholarship holders feature prominently in pinnacle amateur competitions and world professional golf tournaments.
During 2013, a total of $225, 274 was provided by the Victorian Golf Foundation in grants to clubs and District Associations and for support to state-level golf development programs. The majority of this funding is directed towards junior golf development and women’s participation initiatives.
VIS Golf Program graduates have achieved an outstanding record of tournament wins including in excess of fifty victories on the US PGA Tour, European PGA and Australasian PGA tours plus other victories in major events in South Africa, Japan and Asia.
Since the commencement of its annual funding and grants program in 1995, the VGF has injected a total of over $3.5 million towards keeping Victorian golf and golf clubs healthy.
This record stands as testament to the contribution made to junior development and high performance by Victoria’s golf clubs, District Associations, Golf Victoria and the world recognised quality of the VIS program and the ongoing level of excellence in its coaching, sports science and life skill contributions. Congratulations and thanks are extended to Martin Joyce (Head Coach), Darren Cole (Assistant Coach) and the team of VIS sports science professionals and support staff who have worked so successfully with our talented emerging players.
MYGOLF JUNIOR DEVELOPMENT PROJECT
The MyGolf National Skills Challenge continued to grow the game throughout Victoria. The project again received financial support via a Victorian State Government grant that contributed to a team of four Development Officers actively visiting all parts of the State.
Support with equipment has been again provided through a valued “Titleist” partnership with the Acushnet company.
Since this initiative commenced in 2009 until the end of 2013, the program has now engaged 145 MyGolf centres and 2252 MyGolfers including 1750 boys and 502 girls. During 2013, 301 boys and 84 girls were recruited into Victorian MyGolf programs. Golf Victoria’s aim for 2014 is to increase the annual recruitment number to over 600.
Thanks are also extended to all golf clubs which assisted the program by making their courses available for training sessions.
For many clubs this program is breathing new life into their activities, not only with increased junior activity but also with
renewed enthusiasm from older members. Regional “Skills Challenges” were conducted for juniors as part of the project with the leading players invited to the Skills Challenge Final conducted in conjunction with the Victorian Open Championship. VICTORIAN PRIMARY SCHOOLS GOLF
The Logical Staffing Victorian Primary Schools Golf event entered its 14th year in 2013 with the participatory competition attracting a record 2792 primary school students throughout the State. Thirty-two percent of all participants were female students. Over 48 local qualifying events, 11 regional finals and a State Final hosted at Kooringal Golf Club during December were required to allow for the growth of the event from 1305 participants in 2012. In 2014 Golf Victoria will be aiming to have 4000 primary school students participate in this great event. Thanks are once again extended to Logical Staffing Solutions for its ongoing sponsorship and support of this important event and all host venues. SCHOOL SPORT VICTORIA PARTNERSHIP AGREEMENT
During 2013, Golf Victoria and School Sport Victoria (SSV) signed a partnership agreement to formalise the longstanding relationship between the two bodies. Key elements of the agreement include: • Ongoing financial & clothing support for the Victorian
Secondary and Primary School teams provided by the Victorian Golf Foundation. • Direct conduct of the Victorian Primary Schools Golf event on behalf of SSV – including annual coordination of 60 host venues for the event. • Supporting the annual Victorian School Teams Championship at the Metropolitan Golf Club as Victorian Secondary School Team selection trial event. SSV will use its state championship as the other stage of the selection process.

The Give Golf a Go (GGAG) Program introduced over 700 women to golf in 2013 through a number of initiatives conducted in 33 clubs around Victoria. Clubs which conducted GGAG all reported increases in membership. A major focus was in encouraging a greater number of regional clubs involved with women’s golf development activities. In addition over 100 women involved with Social Golf Network were engaged as on-course mentors for women progressing out of GGAG programs.
Golf Victoria also reviewed and documented its Adult Development Pathway in 2013 as follows: 2013 MyGolf National Skills Challenge.
Steps 1 & 2 of the Give Golf a Go Program are aimed at introducing the game and consolidating skill development while Steps 3 & 4 then aim to create links from clinics and skill acquisition to course and introduction to modified membership categories. A further highlight in 2013 was working with regional clubs which did not have golf professionals. Community Coaching Courses were conducted to enable clubs in remote areas to have the skills and confidence to facilitate the Level 1 Give Golf a Go program with members coordinating various activities.
EVERYONE WINS Golf Victoria has received funding from the Victorian Health Promotion Foundation over the period of 2011-2014 to increase female participation in all aspects of golf and to ensure golf is a welcoming, inclusive and accessible sport for all. Highlights in 2013 have been: • Ongoing commitment to the growth of women’s golf in the Golf Victoria Strategic Plan. • Golf Victoria collaborated with PGA to development a Female Coaching Module, which was embedded in the 2nd year trainee’s curriculum as of 2014. • The 2013 Anglesea Girls Golf Camp, first year that all service providers were female. • Government Liaison Manager employed.
Golf Victoria revised its former Women’s Golf Network (WGN) to become the Social Golf Network (SGN) in 2013 to provide an inclusive development program for men and women. The SGN program caters for players progressing from beginner level through development programs conducted at clubs and driving ranges to regularly playing golf to ultimately joining clubs. Over twenty events were carried out during the year including a major Open Golf Days held at Sandhurst and Yarra Bend.

The Club Level Rules Accreditation Program again attracted strong participation with workshops/ exams held in both Metropolitan and Country Areas throughout 2013.

In addition, 9 Club Level accredited referees progressed their rules knowledge and successfully completed the State Level Accreditation Program held during the year. At the conclusion of 2013, there were 174 State Level and 1487 Club Accredited persons at 243 clubs within Victoria. In addition to the Accreditation Courses: • Over 40 rules education nights were conducted at clubs throughout Victoria. • Rules & Amateur Status enquiries from around Victoria and were answered by the Golf Victoria office and Rules Committee members. HANDICAPPING & COURSE RATING The Golf Victoria Handicapping and Course Rating Committee and the large number of volunteer course raters across the State continued with course rating throughout 2013 in preparation for the introduction of the final components of the revised Golf Australia Handicap System in early 2014 including the use of Slope Course Ratings across the nation.
Capital City to outline all key aspects to State bodies and metropolitan club representatives. Throughout August, Golf Victoria conducted 32 handicap seminars statewide presenting to over 1,000 club representatives. 95 % of Victorian clubs attended these seminars thus enabling them time to prepare for the introduction of the final stage of the new Golf Australia Handicap System Particular attention was given to the following components that were to be introduced in January 2014: • DSR (Daily Scratch Rating) • Slope Rating • SHA (Stableford Handicap Adjustment) • Handicapping of conforming Social Scores. • Handicapping of Four-ball scores • Changes to 9 hole regulations Golf Victoria’s Handicapping and Course Rating Committee continued to liaise with and answer course rating and handicapping queries from member clubs, the Victorian Golf League, Country District Associations and clubs and be responsible for authorising completed USGA Course Ratings. STATE GOVERNMENT OF VICTORIA – SUPPORT
Additional updating/training course rating seminars were staged during the year while Committee representatives visited Victorian regional locations to both assist with the conduct of ratings and provide developmental support and training for raters.

The directors have determined that this special purpose financial report should be prepared in accordance with the accounting policies described in Note 1 to the financial statements. SIGNIFICANT CHANGES IN STATE OF AFFAIRS No significant changes in the state of affairs of the company occurred during the financial year. PRINCIPAL ACTIVITY The principal activity of the company during the financial year was promotion, administration and control of the game of golf in Victoria. No significant change in the nature of these activities occurred during the year. SCOPE We have audited the financial report, being a special purpose financial report of Golf Victoria for the financial year ended 31 December 2013 comprising the Directors’ Declaration, Statement of Financial Performance, Statement of Financial Position, Statement of Cash Flows and notes to the financial statements. The following specific accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this report: (a) Inventories: Inventories are measured at the lower of cost and net realisable value. Costs are assigned on a first-in firstout basis and include direct materials, direct labour and an appropriate proportion of variable and fixed overhead expenses. (b) Property, Plant and Equipment: Each class of property plant and equipment is carried at cost or fair value less, where applicable, any accumulated depreciation. Property - Freehold land and buildings are measured on the fair value basis being the amount which an asset could be exchanged between knowledgeable willing parties in an arm’s length transaction. Plant and equipment - Plant and equipment is measured on the cost basis. Depreciation - All assets, excluding freehold land and buildings, are depreciated on a straight line basis over their useful lives to the company. (c) Investments: Non-current investments are measured on the cost basis. The carrying amount of investments is reviewed annually by directors’ to ensure it is not in excess of the recoverable amount of these investments. The recoverable amount is assessed from the quoted market value for shares in listed companies or the underlying net assets for other non-listed corporations. The expected net cash flows from investments have not been discounted to their present value in determining the recoverable amounts. (d) Employee Benefits: Provision is made for the company’s liability for employee benefits arising from services rendered by employees to balance date. Employee benefits expected to be settled within one year together with benefits arising from wages and salaries, annual leave and sick leave which will be settled after one year, have been measured at the amounts expected to be paid when the liability is settled plus related on-costs. Other employee benefits payable later than one year have been measured at the present value of the estimated future cash outflows to be made for those benefits. Contributions are made by the company to an employee superannuation fund and are charged as expenses when incurred. (e) Cash: For the purposes of the Statement of Cash Flows, cash includes cash on hand and at call deposits with banks or financial institutions, investments in money market instruments maturing within less than two months and net of bank overdrafts. (f) Revenue: Interest revenue is recognised on a proportional basis taking into account the interest rates applicable to the financial assets. Dividend revenue is recognised when the right to receive a dividend has been established. Dividends received from associates and joint venture entities are accounted for in accordance with the equity method of accounting. Other revenue is recognised when the right to receive the revenue has been established. All revenue is stated net of the amount of goods and services tax (GST).

(g) Goods and Services Tax (GST): Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of
expense. Receivables and payables in the Statement of Financial Position are shown inclusive of GST. (h) Programs, Competitions and Grants: Income and expenditure relating to programs, competitions and grants are matched and brought to account at the time the program or competition is conducted. Unspent grant monies are held in Membership and Other Fees received in Advance. (i) Financial Instruments: Financial assets and liabilities are recognized when Golf Victoria becomes a party to the contractual provisions of the instrument. For financial assets, this is equivalent to the date that Golf Victoria commits itself to either purchase or sell the asset. Financial instruments are initially measured at fair value plus transaction costs. Where the instrument is not classified “at fair value through profit or loss” transaction costs have been expensed immediately. Financial instruments are subsequently measured at either fair value, amortized using the effective interest rate method or cost. Fair value represents the amount for which an asset could be exchanged or a libility settled, between knowledgable, willing parties. Where available, quoted prices in an active market are used to determine fair value. In other circumstances other valuation techniques are adopted. The objective is to build and maintain a Victorian Open Reserve Fund to provide capital and investment income at a sufficient level to insure against the loss of the leading tournament sponsor in any year.

Costs are assigned on a fi rst-in fi rst-out basis and include direct materials, direct labour and an appropriate proportion of variable and fi xed overhead expenses.
(d) Cash: Cash includes cash on hand and at banks including at call deposits with banks. (e) Trust Liabilities and Right of Indemnity: The company acts as trustee of a trust and liabilities have been incurred on behalf of that trust in the company’s capacity as corporate trustee. Liabilities incurred on behalf of the trust are not recognised in the fi nancial statements when it is not probable that the company will have to meet any of those trust liabilities from its own resources. When it is probable that the company will have to meet some trust liabilities a liability for the Defi ciency in Trust Right of Indemnity is brought to account. Details of the trusts liabilities, the offsetting right of indemnity, and any defi ciency in the right of indemnity are disclosed by way of note to the fi nancial statements. During 2013 funds were provided to assist the following: Golf club membership promotions; school club linkage programs for juniors; community come and try clinics; District Association junior clinics and tournaments; Go Go Golf promotions in schools; Junior camps, golf in promary and secondary schools; scholarships to assist professional development of golf club managers and course superintendents; golf promotion resource materials; and support for regional sports academies. Under this program the opportunity exists for any person or group interested in golf to m ake single or ongoing donations to assist in further building the Foundation’s capital fund. NOTE 3: VICTORIAN GOLF FOUNDATION (ESTABLISHMENT AND PURPOSE) The Victorian Golf Foundation (VGF) was established in 1987. Following an initial period of capital building, the Foundation Trustees in 1995 commenced making annual allocations and grants to support golf development programs and projects conducted bythe State Organizations, District Golf Associations, affiliated golf clubs and allied organizations. The process of annual allocations and grants is ongoing and opportunity is provided each year for interested clubs and organizations to apply for funding support.
