Who Voted in November 2010? Impact of the Equality Alliance Civic Engagement Program The Equality Alliance conducted a five-week Civic Engagement Program (CEP) leading up to the November 2010 election. Focusing on new and occasional voters, especially voters of color, in the Mid-City and Southeast neighborhoods of San Diego, our team of twenty canvassers contacted more than thirteen thousand (13,000) voters over the phone and at the door. Using peer-to-peer engagement (neighbor-to-neighbor outreach) we were able to significantly increase the turnout of these unlikely voters.
