Climate Springfield's climate has few extremes and is characteristic of the north central region of the U.S. Rainfall is rather evenly distributed throughout the year. This, with moderate temperatures, helps to make the Mad River Valley a rich agricultural region. Extreme temperatures are usually short in duration.

Precipitation: The average total precipitation is about 43 inches per year. Snowfall: Cold, polar air, flowing across the Great Lakes, causes much cloudiness during the winter and is accompanied by frequent snow flurries adding little to the total snowfall.

Each year's frost free period extends about 6 months. The last spring freeze is usually recorded in mid-April. The first fall frost is recorded in late October with some instances of late November recordings.

Extremes: Temperatures of zero or below will be experienced in about four years out of five, while 100 degrees or higher will be recorded in about one year out of 20. Extreme temperatures are usually of short duration.

Economy Business Insider 2013 magazine reports that Springfield, Ohio has more tech jobs per capita than any other U.S. city. Site Selection magazine has ranked the Springfield Metro Area second in the nation when it comes to new or expanded economic development projects for metros of its size, moving up three spots from last year. In June 2013, it was announced that the Ohio/Indiana Unmanned Aerial Systems Center & Test Complex will be housed in Springfield. The Clark County civilian labor force is 70,000. In the five-county area, the civilian labor force is 490,000. There are 5,000 businesses in Clark County. Businesses invested $28.5 million in 2012 creating 772 and retaining 727 jobs. Clark County commercial investment the second quarter of 2013 was $4,055,500. There are 300 manufacturers in Clark County. Main industrial categories are transportation equipment, machinery, electrical equipment, fabricated metals, printing and publishing, primary metals, instruments, leather, stone-clay-glass and plastics. Springfield Regional Medical Center, a $230 million facility located downtown, opened November 2011. The $16 million Ohio Valley Surgical Hospital also located in downtown Springfield, is a 24-bed, short-stay surgical hospital and opened in 2009. As of 2012 there were 1,026 Clark Countians employed at Wright -Patterson Air Force Base. WPAFB’s annual economic impact is $5 billion with 27,000 total employees and 30,000 indirect jobs, making it Ohio’s largest single-site employer. The Ohio Air National Guard facility at Springfield Beckley Municipal Airport employs 972 people. Under the management of the City of Springfield, the airport’s more than 1,300 acres will be transformed within the next few years. The guard base has new facilities including the air traffic control tower, main operations center, fire station and civil engineering offices. Compared to any other base in the United States, it has some of the most high tech facilities in the country. Phase II of AirPark Ohio, an industrial park adjacent to the Ohio Air National Guard on U.S. 68, has begun. A portion of the land will be utilized to facilitate the realignment of Ohio 794 to make way for the new armed forces center. The $25 million facility will be used by the Army National Guard and reserves and the realigned road will go around the facility. New T-hangars are being built at a different location on airport grounds. Springfield/Clark County is famous as an antiques mecca. The local estimated annual economic impact is $103 million, with 194,000 combined sq. ft. of space dedicated to collectibles at three antique malls in addition to other antique stores. It is estimated that 200,000 people pass through the Heart of Ohio’s doors each year, including collectors from Japan and China.

There are 740 farms on 184,957 acres with Clark County ranked 3rd in the state for nursery, greenhouse, floriculture and sod and ranked 4th in cattle/calves. Clark County has two mega-dairy farms and the largest cattle farm east of the Mississippi River. Clark County leads the state in the number of farms preserved through the Ohio Agricultural Easement Purchase Program. There are 17 food processing and distributing companies in Clark County. Ohio ranks fourth among the 50 states in valueadded food processing production. The reason most commonly cited for Ohio’s leading position in food processing is the state’s strategic location between the grain belt and the populous Eastern markets. Nextedge Applied Research & Technology Park is adjacent to I-70 east of Springfield located on 204 acres zoned for research and development as well as data processing. Mills Morgan, LexisNexis/Reed Elsevier Technology Services, Qbase, AVETeC, and SAIC were the first companies to locate in Nextedge. ODOT has chosen office space in the park. The UAS (Unmanned Aerial Systems Center & Test Complex) has located their facility in Nextedge. The center will oversee all aspects of their operations, from flight testing to modeling, simulations and data gathering and analysis. The Springfield area has several active industrial parks, including the PrimeOhio Corporate Park with 400 acres, Commerce Circle with 60 acres, Springfield Industrial Park with 80 acres, KTK Industrial Park with 40 acres, the Champion City Business Park with 58 acres. Industrial parks with available land include the 211-acre PrimeOhio II Industrial Park, the 190-acre Airpark Ohio, the 77acre Wenco Center, the 40-acre Honey Creek Industrial Park, and the 18-acre Tremont City Industrial Park. The East National Road Corridor is under huge growth with a new Wal-Mart Super Center, banks, restaurants, and condos. The Bechtle Avenue area continues to grow. History Springfield, a medium-size community and governmental seat of Clark County, is located in the southwest corner of Ohio. The surrounding terrain is relatively flat accentuated by rolling hills. Prehistoric mound builders were probably the first residents of Clark County. Traces of their structures can still be found in nearby Enon where the second largest conical mound, the Knob Prairie Mound, can be found. John Toland, born in 1750, came to America with the British Army during the Revolutionary War, then deserted and joined the American forces. Toland’s funeral was the first military funeral held in Clark County and he is buried in the Columbia Street Cemetery. George Rogers Clark, for whom the county is named, led a band of Kentuckians including Simon Kenton into this territory and defeated the Shawnee Indians at the Battle of Piqua on August 8, 1780. One member of the tribe was a 12year-old boy named Tecumseh who later became a famous Shawnee leader dedicated to fighting whites. Born in Clark County, he was emissary to all Indians of the Northwestern and Southwestern territories. A member of the Clark Expedition, John Paul, returned to the area and built his home in 1790. He is believed to be the first white settler to locate in what became Clark County. The first crop harvested in the county was corn, in 1797 by David Lowry, who transported it to New Orleans by flatboat. The Treaty of Greenville in 1795 between the Indians and General Anthony Wayne, in which the Indians agreed to stop hostile acts toward settlers, generally opened this area for settlement. Indian hostility in Ohio ended with General William Henry Harrison's victory at Tippecanoe in 1811. It began the opening of the Northwest Territory. One of the county's early settlers was James Demint, who erected a cabin at the confluence of Mad River and Lagonda (Buck) Creek in 1799. It was on his land that a plat of the city was made in 1801 by surveyor, James Dougherty. The same year, Griffith Foos built the first tavern, which became a famous stagecoach stop. In 1804, the first post office was recorded for Springfield. Simon Kenton built a gristmill and distillery where later the old International Harvester (Navistar) plant was built. This plant has now been demolished and the International Truck & Engine Corporation is located on Rt. 72 north (Urbana Road). The 412 square miles that became Clark County were mapped out of parts of Champaign, Greene and Madison counties in 1817. The first meeting of the Clark County Commission was held on April 25, 1818. The 1820 census showed a total population of 9,535. By 1827, the tiny

frontier hamlet was granted a city charter by the State of Ohio in 1850. "Springfield" was named by Simon Kenton's wife for its many springs and abundant waters. The Old National Road was completed through Springfield in 1839 and the railroads of the 1840s provided profitable business to the area. At the turn of the century, 54 passenger trains arrived daily in Springfield. Agriculture and then industry flourished. By the beginning of the Civil War, the two had joined forces to help Springfield become one of the world's leading manufacturers of agricultural equipment. Navistar (International Truck and Engine Corporation) previously International Harvester Company, is noteworthy in this regard. The manufacturer of farm machinery became the leading local industry and, the second largest in the world, after a native, William Whitely, invented the combined selfraking reaper and mower in 1856. This machine was an improvement over any known farm machinery and was in great demand after the Civil War. Another native, James Leffel, invented the first practical water turbine in 1862 and began manufacturing it in his Springfield foundry. In the 1880s, P. P. Mast began publishing "Farm and Fireside." Although used initially to advertise his farm machinery, it soon became a leading periodical and was the basis for the Crowell-Collier Publishing Company. In the 1890s, school teacher and superintendent, A. B. Graham, began supervising agricultural extension clubs for boys and girls. In 1902, he organized the clubs on a national basis, the beginning of the 4-H Club movement. In 1845, Wittenberg University was established by the English Lutheran Synod of Ohio and has grown to be a leading educational, cultural and intellectual force in Springfield and the Midwest. Other notable historical facts: Clark County manufactured ten different automobiles during the 1900s; two beers, Red Head and Blue Head; two Ohio governors were Clark County natives, Asa Bushnell and James Rhodes; famous entertainers call Clark County home, Lillian Gish, Jonathan Winters and John Legend. In 1983, Newsweek magazine chose Springfield for its 50th Anniversary issue that dealt with the "Most Typical City in the U.S. - Springfield, Ohio." The Clark County of today is very different from the one created in 1817. The population has grown from 9,533 to 137,206 in the 196 years since the county was established. 2013

Taxes REAL ESTATE - The base tax in Ohio is the Real Estate tax, levied and collected locally from property owners. Rates vary within the county from taxing district to district and are subject to a reduction factor to offset the impact of inflation and reappraisals. The levies include county, city and school obligations. The first 10% of residential and agricultural real property and an additional 2.5% on owner occupied homestead property are paid by the state. A further reduction is available to senior citizens 65 and over or permanently and totally disabled on the first $25,000 of appraised value effective July 1, 2007. Assessments are made by the County Auditor. In Springfield and Clark County, the real estate taxable value is 35% of the market value except for certain agricultural land. Assessments are placed upon the tax duplicate by the County Auditor. PERSONAL PROPERTY - Tangible personal property taxation was phased out as of December 31, 2008. Ohio reimburses all political subdivisions for revenues from tax levies lost due to the phase out of tangible personal property through 2018. STATE INCOME - The State of Ohio imposes a graduated personal income tax with rates of .743% to 7.5% on the Federal adjusted gross income after allowing an exemption of $1,150 per dependent plus or minus Ohio adjustments from Schedule A of Ohio returns and a $20 tax credit per dependent. There is a provision for the Tax Commissioner to enter into reciprocity agreements with other states in regard to taxes on the income of nonresidents. No credits provided for Ohio Municipal income tax. CORPORATION FRANCHISE TAX- The Corporate tax rate is the greater of 4 mills on the net worth of the corporation or 5.1% on the first $50,000 of the net income plus 8.5% on net income over $50,000, or minimum tax of $50.00.

CITY INCOME - The City of Springfield has a flat rate 2.49% income tax on net profits of businesses and on compensation of individuals who work, or live, in the city. There are no deductions or exemptions. Residents working outside of Springfield still pay 2% City of Springfield tax, but receive credit for 50% of the taxes paid to the other district. (City in which he/she works). For business with a branch or part of its operations in the city, the taxable profit is determined from the firm's records or from the City's allocation formula. The City personal income tax is withheld by employers. Income from interest, dividends and capital gains is not taxed. Residents of Springfield working outside of Springfield, residents' businesses, and nonresidents' businesses doing business in Springfield must file an estimate of income and pay quarterly. STATE SALES - Beginning July 1, 2005 the Ohio Sales Tax is 5.50% on the sale price of tangible personal property sold at retail, including rentals, some services and lodging. Major exemptions: food purchased for human consumption off the premises where sold; newspapers and magazine subscriptions sent by second class mail; motor fuel; sales of artificial and natural gas, electricity and water delivered through pipes, wires and conduits; prescription drugs; property used directly in manufacturing, mining or agriculture; value of trade-ins on new motor vehicles; sales where the purpose of the consumer is to use or consume the things transferred in making retail sales and consisting of newspaper inserts, coupons, flyers, gift certificates or other advertising material which prices and describes tangible personal property offered for retail sale; sales to direct marketing vendors of preliminary materials such as photographs, artwork, typesetting that will be used in printing advertising material, and of equipment such as telephones, computers, etc., and similar tangible personal property primarily used to accept orders for direct marketing retail sales.
