Rules Meeting 2023-2024 Golf Rules Meetings State Rules meetings are mandatory for head coaches and must be completed by March 1. Failure to comply will result in the suspension of the head coach from all interscholastic competition until the coach is in compliance. Rules meeting this year will be at the OCA coaches clinic on Tuesday, July 25th at 9:00 AM. If you are unable to attend in person, a rules meeting will be conducted via ZOOM on January 13, 2024 at 10:00 a.m. The meeting will be recorded and posted on the Golf page of OSSAA.com on or before January 20, 2024.

EDUCATION-BASED ACTIVITY PROGRAMS The National Federation of State High School Associations and the Oklahoma Secondary School Activities Association recognize the numerous potential benefits of participation by students in education-based activities. While education-based activities may differ between the stakeholder groups, all should be centered on optimizing the student’s scholastic activity experience. Students will change, develop and expand abilities over time; coaches, administrators, and parents should not only be cognizant of the fluid process but also foster a safe, positive environment in which development can occur. Education-based activities must always be viewed as an evolving and unpredictable path. The NFHS and the OSSAA recognize the influential role played by coaches and directors in all activities, and therefore emphasis should be placed on those individuals to instill and reinforce fundamentals and best practices, not only to minimize risk but also to promote an environment in which a student has the opportunity to reach his or her full potential. The common goal for all the stakeholders involved with education-based activities should be to make the experience enjoyable and rewarding for them all. While our position is not intended to squelch dreams of achieving a college scholarship or professional or Olympic glory, we do place emphasis on the student’s entire scholastic activity experience with the goals of enhancing participation, reducing injury risk, and optimizing performance and success (however defined) during the student’s high school career. The ultimate goal; Producing an individual who is competent, confident, connected to his or her peer group and community, and of high character. This essential principle is at the core of the scholastic activity experience and is fundamental to the mission of the OSSAA and NFHS.

I.

INTRODUCTION A. Purpose 1. The boys and girls golf manual has been prepared to provide information to coaches and tournament directors and to promote greater consistency in high school golf tournaments throughout the state of Oklahoma. 2. The regulations in the manual shall be considered as official interpretation unless the schools are notified of a change by the OSSAA Board of Directors. B. Coaches Responsibilities To instruct student-athletes as to the OSSAA rules and golf regulations. C. Rules Meetings Every head golf coach is required to attend a golf rules meeting sponsored by the OSSAA.

II.

SEASON INFORMATION FOR 2023-2024 A. Tournament Host Request can be found on the OSSAA website (www.ossaa.com). Must be received in the OSSAA office no later than October 27, 2023. B. Golf advisory committee meeting to assign tournament sites – October 31, 2023 at 1:00 p.m. If a site is available prior to October 31st, 2023, the OSSAA and the golf advisory committee may consult to confirm a site early.

Organized practice for Golf, may begin no earlier than December 1st. Organized practice is defined as school or anticipated school personnel directly or indirectly giving individual or team instruction concerning the fundamentals of a particular sport. From the close of the season for Golf to the start date of December 1st, no organized practice in that sport may take place. However, certified school coaching personnel for that sport are permitted to provide instruction in that sport in a physical education class during the regular school day. If a member school does not schedule a physical education class during the regular school day, then an additional period may be scheduled immediately after the close of the regular school day, not to exceed one hour for the purpose of conducting a physical education class, and instruction in a particular sport may be provided by certified school coaching personnel to students during that additional one-hour period. Time spent transporting student participants to an off-site facility or from one school site to another for the purpose of providing instruction in a particular sport during a physical education class or during the one hour period immediately following the school day shall not be counted toward the time allowed for off-season instruction. The practice period shall begin immediately upon the arrival of the athletes. Golf season opens (date of the first contest) - March 1, 2024 Teams and/or individuals are limited to not more than: 1. Nine (9) regular season contests. No more than two contests weekly may require loss of instructional time and no more than seven total loss of instructional days. 2. Six (6) regular season contests for junior high. No more than 4 with loss of instruction time. 3. A 9th-grade student may not participate in more than a total of 9 regular season contests if he/she is participating on both the junior high and high school team. 4. A nine (9) hole event that requires no loss of school time shall not be counted against the maximum number of contests allowed for junior high and high school. Golf coaches ratings have been updated on www.ossaarankings.com. Girls and Boys Entry Forms must be entered online at www.ossaarankings.com. Online entries must be received by March 26, 2024, for all classes. A team’s line-up can be changed, right up to the day of the tournament. Assignments will be released on April 5, 2024, for Classes 2A - 3A and April 12, 2024, for Classes 4A - 6A. Girls and Boys Academic Achievement Award can be found on the OSSAA website (www.ossaa.com). Entry Form The golf entry form must be entered at www.ossaarankings.com by March 26, 2024, for all classes. A team’s line-up can be changed, right up to the day of the tournament. C. Entry Fees 1. It is not necessary to send an entry fee with the entry form as your school should have included the golf fee in the total service fee paid in October. 2. If the entry fee was not included in the total service fee, please send the entry fee ($40.00 per participant) to the OSSAA office before March 26, 2024, for all classes. D. Weekly Eligibility A student’s current scholastic eligibility status would not change if an OSSAA playoff contest was delayed into the next week due to inclement weather or other extreme circumstances. E. Team Members 1. A team may have five members but not less than four members. When five members are playing on a team, the best four scores per eighteen holes will be used. 2. Schools with fewer than four players shall compete for the individual championship only. F. Tournament Qualifiers 1. Qualifying Tournament - (Classes 3A & 2A Boys and 3A & 2A Girls) a) Teams and individuals will be assigned to qualifying tournaments based on geography, strength balance, and an equitable number of participants for each tournament when feasible. b) The following participants will advance to the regional tournament from the qualifying tournament: (1) The top six teams and teams tied for sixth place according to score will qualify for the regional tournament. Example: Team 1 finishes first - Team 2 finishes second - Team 5, 6, and 7 tie for sixth. Answer: Team 1, 2, 3, 4, 5, 6 and 7 qualify from the tournament. If a school qualifies for the regional or state as a team, but unable to compete as a team, team members will be permitted to play as individuals. (2) The best six individuals and those individuals tied for sixth place according to the score, who are not on teams that have qualified will qualify for the regional tournament. Example: Player 1, 2, 3, 4, 5, 6 all tie for first place of which none are on a team that has qualified. Answer: 1, 2, 3, 4, 5, 6 are the six individual qualifiers from the tournament. 2. Regional Tournament a) When there are 4 regionals the top three teams and teams tied for third place according to score will qualify for the state tournament. Individual qualifiers will consist of the top four medalists (regardless of whether they are on a qualifying team) as well as the next three individuals and those tied for third, who are not on a qualifying team. If a school qualifies for the regional or state as a team, but unable to compete as a team, team members will be permitted to play as individuals. b) When there are 2 regionals the top six teams and teams tied for sixth place according to score will qualify for the state tournament. Individual qualifiers will consist of the top four medalists (regardless of whether they are on a qualifying team) as well as the next six individuals and those tied for sixth, who are not on a qualifying team. G. Violation of Contest Limits (teams and/or individuals) Generally, if the contest, meet, or tournament limits for a particular activity have been exceeded, by either a school team or by individual participants from a school, the following sanctions will be applied: a) The head coach in that activity shall be suspended from coaching in any regular season contests, at the same level, in the same activity, for the remainder of the current regular season and any championship playoff events for that school year. b) The head coach in the activity shall be suspended from coaching any regular season contests, at the same level, in the same activity, for one-half of the regular season the next school year. c) The school will not be allowed to host any playoff contests in that activity during the school year in which the violation occurred. d) The program will be placed on warning for a period of one year. H. Off-Season Tryouts a) Only students in grades 8-11 attending school in the district for which the try-out is held may be permitted to participate in a try-out. Try-outs should only be conducted for the purpose of the selection of a school team and may not be used for

Golf practice time. Each day of the try-out may be up to 2 hours in length. No off-season try-out will be allowed for more than three days, and all sessions of the try-out must conclude by 9 p.m. A record of all try-outs should be kept on file at the member school detailing the dates, times and grade level of all participants in the tryout. The OSSAA reserves the right to request these records from a member school. Exception: Cheerleading may conduct a clinic of no more than 4 days, each day of the try-out clinic may be up to two hours in length. All students participating in the tryout must be attending school in the district for which the try-out is being held.

Awards 1. Regional Tournament a) Medals will be awarded to first, second, third, and fourth place individuals and a trophy will be awarded to first place teams. b) In case of a tie, a sudden-death playoff will determine who shall receive the award. 2. State Tournament a) The tournament medalist will be awarded a plaque and a medal. b) Medals will be awarded to the top ten individual winners. c) Medals will be awarded to members of the teams winning first, second, and third places. d) A championship and runner-up trophy will be awarded to the first and second place teams. e) In case of a tie for individual or team honors, a sudden death playoff will determine who receives the award. f) Coaches achievement plaques will be awarded to the coach of the team champion and runner-up.

Qualifying Tournament Format 1. Boys (3A-2A) a) A minimum number of 32 teams in each division must be participating or the qualifier will be cancelled, and all athletes will automatically progress to regional play. b) When feasible, an approximately equal number of teams and individuals will be assigned to qualifying tournaments based on both geography and team competitive balance. A team or individual must have played in a minimum of (2) 18 or 36 hole tournaments in order to compete in a qualifier tournament. c) Qualifying tournament format: Four (4) 18-hole tournaments beginning at 9:00 a.m. There will be a coaches meeting at 8:30 a.m. d) The tournament director shall determine the pairings format (threesomes or foursomes). e) The tournament director shall determine whether to use a double tee start (#1 tee or #10) or may also opt to use a shotgun start. f) The state tournament format is recommended in determining pairings. g) Individual participants shall be paired by the qualifying tournament director. h) Final judgment of qualifying pairings shall be the responsibility of the qualifying tournament director. Once pairings are completed, the tournament director should email the OSSAA, and all schools/coaches with either a team or individual(s) in the tournament. i) Qualifying tournament results are to be emailed to the OSSAA, local newspapers and media outlets by noon the next day by the qualifying tournament director, giving the order of finish of qualifiers for the regional tournament. 2. 2023-2024 Suspension and Resumption of Play – In the event play is suspended in a scheduled qualifying tournament (18 holes) due to severe weather or other course conditions, a player should mark his/her ball if possible and proceed to the disginated evacuation area immediately. Resumption of play will be the decision of the tournament director in coordination with course management. A coaches meeting should be held as soon as possible after a suspension in order to communicate to coaches the plans for resumption of play. Weather and course management permitting, every effort should be made to complete the scheduled number of holes to qualify as an official tournament on the date scheduled. In the event play cannot be resumed and the schedule number of holes not completed, the following procedures shall be followed: a. Coaches shall collect scorecards from their players and give to the tournament director. b. A minimum of the same 9 holes must be completed by all participants to determine teams and individuals advancing to the regional. c. If less than the same 9 holes has been completed by all participants, all scores and penalties will be voided. d. If weather or course conditions will not allow continued play after the suspension on the date scheduled, and the minimum number of holes completed has not been reached, the tournament director shall contact the OSSAA Director of Golf to arrive at a scheduled makeup date. Suspension and Resumption of Play – In the event a regional tournament cannot be completed on the day scheduled due to hail, storm, lightning, or tornado, a winner will be determined if the boys and girls have played a minimum of the same nine holes. If play is suspended, a player should mark his/her ball and play should be resumed under the direction of the tournament manager. Weather and course management permitting, every effort should be made to get in the required number of holes to qualify as an official tournament. If weather and/or course management will not allow continued play after the suspension, then the golf course management or tournament director shall contact the OSSAA Director of Golf to arrive at a scheduled make update. State Tournament Format 1. Boys (All classes) a) Will consist of a 54-hole, two-day tournament. Thirty-six holes will be played the first day and 18 holes the second day. b) The first day of the tournament #1 and #10 tees may be used for starting. c) The second day, tee times will be determined by the tournament director. d) There will be a coaches meeting at 7:30 a.m. e) The tournament will begin at 8:00 a.m. f) Due to weather or other unforeseen problems the OSSAA may adjust tournament format. g) No substitutes may be made in team personnel after the tournament has started. Substitutions may be made between the regional and state tournaments. h) The tournament director must email kdouglas@ossaa.com state results to the OSSAA the morning after the finals. 2. Girls (All classes) a) Will consist of a 36-hole, two-day tournament. Eighteen holes will be played each day. b) The first day of the tournament #1 and #10 tee boxes may be used for starting. 3.

The second day, tee times will be determined by the tournament director. There will be a coaches meeting at 8:30 a.m. The tournament will begin at 9:00 a.m. Due to weather or other unforeseen problems the OSSAA may adjust tournament format. No substitutes may be made in team personnel after the tournament has started. Substitutions may be made between the regional and state tournaments. h) Tournament directors must email kdouglas@ossaa.com state results to the OSSAA the morning after the finals. 3. Suspension and Resumption of Play – Day (1) and day (2) of the tournament a) In the event play is suspended, the players are to immediately mark their position and leave the course under the plan of the tournament committee. b) When play is resumed, the players are to return to their marked positions and proceed. c) In the (pre-tournament) coaches meeting, all coaches will be informed in advance of the tournament how many holes the course management will allow being played on the second day. d) Tournament format if 36 holes are allowed to be played on the second day of the State Tournament (1) If less than 18 holes are played by all participants on day one of the tournament, all scores and penalties will be void. (2) If eighteen holes or more are played by all participants on day one of the tournament, then all scores will count and play will resume on the second day from the point of interruption. (3) If play is halted on the first day, the tournament manager will call a coaches meeting to inform coaches the format for day two. Starting time on day two will be set and all scorecards will be picked up from day one. (4) If the second 18-hole round of day one was not completed, it must be finished before the final 18 hole round scheduled for day two can be started. (5) The Head Professional will determine the format for the second day round. The options being tee off on holes 1 and 10 or a shotgun start. Teams and individuals will be set by first and second round scores for the final round. All participants need to conclude day two by 7:15 p.m. to allow for scores to be posted and playoffs. (6) The first day canceled entirely – The format will be a 36-hole morning 8:00 a.m. and afternoon 1:30 p.m. shotgun. Round one pairings will be set by golf manual first-day format. Round two pairings will be set by round one scores. The Head Professional will determine hole assignments for both rounds. e) Tournament format if 36 holes are not allowed to be played on the second day of the State Tournament (1) If less than 9 holes are played by all participants, on day one of the tournament, all scores and penalties will be void. (2) If nine holes or more are played by all participants on day one of the tournament, then all scores will count and play will resume on the second day from the point of interruption. (3) No format will allow more than 36 holes in one day. Note: playoffs for team or individual titles will be allowed time permitting. In the event a playoff is not possible, co-champions will be declared. (4) If day one and day two are rained out, the OSSAA and course management will determine how to proceed. (5) If all participants complete 18 holes on day 1, and the next round is suspended, those 18 holes will count toward the 2-day tournament score. 4. Live Scoring The State Tournament manager will assign one player in each group to be designated as the live scorer for that group. This individual will be allowed to use his/her cell phone to put in the scores after each hole or at least every three holes. This individual may be changed after each round. No other player in the group may use their phone and the scorer may only use their phone for the purpose of live scoring.

The order of play for a given team on the second day may be changed once and only involving one position. (Example – switch #1 bag and #2 bag or switch #4 bag and #5 bag but not both). A change of more than one position in the line-up will result in a two-stroke penalty per player involved in switching line-up positions for the round being played. The penalty will be assessed against the team score.

GOLF TOURNAMENT RULES OF PLAY Local Rules and Terms of the Competition The Rules of Golf as approved by the United States Golf Association and R&A Rules Limited govern play. These Local Rules and Terms of the Competition are in effect at all OSSAA sanctioned golf events. See applicable Notice to Players or Supplementary Rules for modifications or additions to these Local Rules and Terms of the Competition. Complete text of the Rules and Local Rules may be found in the Official Guide to the Rules of Golf, effective January 2024. **Unless otherwise noted, the penalty for breach of a Local Rule is the general penalty.** A.

Method of Play All events will be either match play or stroke play competitions. In stroke play competitions, a player’s score will be capped at a maximum number of strokes set at 9. B. Out of Bounds Defined by the line between the course-sided points of white stakes and fence post at ground level. A ball that crosses a road defined as out of bounds and comes to rest beyond that road is out of bounds, even though it may rest on another part of the course. C. Obstructions Anything artificial except for integral objects and boundary objects. D. Penalty Areas Penalty areas are defined as either yellow or red and this affects the player’s relief options (see Rule 17.1d). When a penalty area is defined on only one side, it extends to infinity. When area is connected to out-of-bounds edge, the penalty area extends to and coincides with the out of bounds. E. Ground Under Repair Defined by white lines. French drains are ground under repair. F. Relief From Seams of Cut Turf If a player’s ball lies in or touches a seam of cut turf or a seam interferes with the player’s area of intended swing, the player may take relief for a ball in the General Area under Rule 16.1b and for a ball on the Putting Green the player may take relief under Rule 16.1d, however, interference does not exist if the seam only interferes with the player’s stance. G. White-Lined Area Tying into Artificially Surfaced Road and Paths White-lined areas tying into an obstruction are treated as a single abnormal course condition (See Rule 16.1). H. Wood Chips Wood chips around bases of trees are loose impediments. I. Integral Objects Include cables, rods, wires, and wrappings when closely attached to trees, artificial walls and pilings when located in penalty areas or bunkers. An exposed bunker liner may be treated as ground under repair, but interference does not exist if the liner interferes only with the player’s stance. J. Ball Deflected by Power Line If it is known or virtually certain a player’s ball hit a power line or pole supporting a power line during play, the player must replay the stroke by playing the original ball or another ball from the spot where the stroke was made (see Rule 14.6). If the player replays the stroke but does so from a wrong place, they get the general penalty under Rule 14.7. If the player does not replay the stroke, they get the general penalty and the stroke counts, but the player has not played from the wrong place. K. Penalties in Maximum Score All penalties that apply in stroke play apply in Maximum Score, except that a player who breaches any of these four Rules is not disqualified but gets the maximum score for the hole where the breach happened: (1) Failure to hole out (Rule 3.3c); (2) Failure to correct mistake of playing outside the teeing area when starting a hole (Rule 6.1b); (3) Failure to correct playing a wrong ball (Rule 6.3c); (4); Failure to correct playing from a wrong place when there is a serious breach (Rule 14.7b). L. Stopping Play; Resuming Play-Rule 5.7 Model Local Rule J-1 is in effect as follows: a. Immediate Suspension (Dangerous situation): One prolonged note of the air horn. b. Normal suspension (Non-Dangerous situation): Three short notes of the air horn. c. Resume Play: Two short notes of the air horn. Note: During an immediate suspension for a dangerous situation, all practice areas are closed until the Committee has declared them open. Players who disregard such closing are subject to disciplinary action. M. Practice Prior to and after a round in stroke play, a player may practice on the designated practice area. Rule 5.2b coverage in stroke play is modified in this way: A player may not practice on the competition course before or between rounds. Penalty for breach of Rule, (see Rule 5.2) N. Use of Caddie Prohibited A player must NOT have a caddie during the round. (Model Local Rule H-1.1).

Transportation During a round, a player must not ride on any form of motorized transportation except as authorized or later approved by the Committee. P. Time of Starting A player is treated as being at their starting point when they are within the designated area of their starting tee. This does not apply to a shotgun start event. Q. Returning Scorecard A player’s scorecard is treated as being returned to the Committee when they leave the designated scoring area. In the absence of a designated scoring area the team cards are treated as returned when the designated coach returns them to the Committee. R. Missing Player or Marker Certification: (Local Rule L-1) “Rule 3.3b(2) is modified in this way: If a player returns a scorecard without the hole scores being certified by the player, the marker or both, the player gets the general penalty (two penalty strokes). The penalty applies to the last hole of the player’s around.” S. Advice Giver 1. Rule 24.4a is modified as follows; A team may name two Advice Givers whom players on the team may ask for advice and receive advice from during the round. The team must identify each advice giver to the Committee before any player on the team begins their round. In Rule 10.2b certain restrictions concerning Advice and Other Help apply to the Advice Giver(s). Any advice giver must be employed by the school district. **Request must be made to the OSSAA if anyone other than the head coach would be given the pass.** 2. Violation of Rule a) 1st offense - 2 stroke penalty on player b) 2nd offense - disqualification of player involved c) 3rd offense - disqualification of team T. Pace of Play In the absence of Rules Officials and in order to complete round(s) in a timely manner, players should be ready to play when it is their turn and they are encouraged to play “Ready Golf” in a safe and responsible manner. If Rules Officials are available onsite a Pace of Play policy should be instituted. U. Player Uncertain as to the Correct Procedures (in stroke play only) If a player is uncertain as to his or her rights during the play of a hole, the player may play two balls, however, the player MUST decide to play two balls when the uncertain situation arises and before making a stroke. Before making a stroke the SHOULD choose the ball to count if the Rules permit and announce the choice to their marker or another player. If a choice is not made in time, the first ball played is the chosen ball by default. The facts MUST be reported to the Committee even if the score with both balls is the same. Failure to do so will result in Disqualification (see Rule 20.1c). V. Result of the Competition The competition is final when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee. VI.

OSSAA GOLF A. General Regulations 1. Championships shall be conducted according to the Rules of Golf with certain modifications as noted by OSSAA regulations. OSSAA modifications shall supersede USGA rules/Rules of Golf where applicable. 2. A tournament director is to be named for each qualifying, regional, and state tournament. The tournament director should name a Games Committee for each qualifying, regional, and state tournament. The tournament director will appoint the committee prior to the event and notify the OSSAA and participating schools as to who is on the committee. The committee will consist of three coaches and a course professional at the golf course hosting event. 3. Coaches must be present at the tournament site. 4. Each school may name two advice givers whom players on the team may ask for or receive advice from during the round. Each team or individual must identify the advice giver(s) to the Games Committee before players on the team or an individual asks for or receives advice from the advice giver(s). The advice giver(s) must be designated by their school to perform coaching duties, wear a Coach Badge (if provided), and be school employees. a) Advice giver(s) must not interfere with pace of play and rights of other players. b) Coaches may advise players in putting but cannot go on the green. 5. Coaches are not permitted to play on the course at the tournaments. 6. Coaches shall not make decisions for their own team or any other team or individual on the course unless he/she is designated as an official by the tournament director. 7. Participants may not use caddies or motorized pull/golf carts during the championship rounds. Non-motorized push/pull carts may be used by a participant at a regional qualifier, regional or state tournament. It is up to the school to secure the nonmotorized push/pull cart. Any exception to this rule must be granted in writing by the OSSAA. (The OSSAA will apply the standards of the American with Disabilities Act to determine if conditions exist to allow the use of a motorized golf cart.) 8. For playoff tournament play a limit of nine strokes on a hole shall be used. Ball must be picked up after nine strokes to maintain pace of play and may be declared at any time. The nine-stroke rule is solely used to speed up play and shall not be used to avoid disqualification. 9. Scoring System A. Every player is to keep the score of every player in the group. Failure to comply could result in disqualification for that

Golf round. All scores are to be declared and recorded at the end of each hole before starting the next hole or in the case of the last hole of a stipulated round, before signing the official card. C. Any correction must be done before starting the next hole or the signing of the card if the correction is on the last hole of a stipulated round. 10. Players will not be allowed the use of electronic communication devices during competition. (This rule was amended on January 10th, 2024 with the Board of Directors vote to implement the I Wannamaker digital scoring app. Athletes will be allowed to use cell phones while on the course). Range Finders or GPS devices to find out distance ONLY will be allowed in all OSSAA sanctioned tournaments. 11. In qualifying, regional and championship play, boys and girls shall participate on separate teams. 12. Substitutions – Substitutions for player(s) competing on a team would be permitted at the coach’s discretion. Coaches may substitute a player at least 10 minutes prior to that team member’s starting time for the first round. The coach must notify the Games Committee prior to the starting time of the player being substituted. Substitutions are not allowed after the start of the first round. 13. Appropriate golf attire is required at all times. Appropriate dress may be determined by the local course regulations. T-shirts, tank shirts, cutoffs, and short shorts will not be permitted. Soft spikes or tennis shoes are required. 14. Players shall be advised that any conduct that would discredit the team or school will not be permitted. (i.e., profanity, club throwing, acts of defacing the golf course, bullying, intimidation, etc.). a) First Violation – warning b) Second Violation – disqualification c) The use of tobacco by student-athletes is prohibited during the competition. Any student-athlete who uses tobacco during the competition shall be disqualified for the remainder of the competition. 15. Gallery Guidelines 1. Parents, fans, and friends are welcome. 2. Coaches are allowed to communicate and coach their players at all times, provided they do not go onto the green, hold up play or interfere with the other players in the group. Coaches should never communicate with other teams/team members in a negative manner. 3. All other gallery members are advised to stay on the cart trails and not communicate with the players except at the end of 9 and 18 holes. The gallery is advised to remain a reasonable distance (30-40 yards) behind all players in the group and are urged to use proper golf etiquette and not move or talk while any member of the group hits a shot or putt. The OSSAA suggests that players be informed that they have the right to stop play if they think lightning threatens them, even though the committee may not have specifically authorized it by signal. 17. It is required at the playoff tournaments and recommended at all other sanctioned events, every player keeps the score of all players in the group and all scores will be declared and recorded at the end of each hole. At the completion of the designated round, all players are to sit together with a tournament official to go over all cards. One of the cards will be chosen by the official to be the official scorecard to be signed by all contestants. It is the responsibility of each player to correct any scoring error at the end of each hole. 18. The following format shall be used in breaking team ties. Ties shall be broken during a sudden-death playoff counting the low four scores. If there are two or more teams involved in a playoff, the shotgun format listed below will be used. The games committee will determine the sequence of holes. Also, the team playoff will be conducted first if any players involved would also be in a playoff in the case of a tie for individuals advancing. Sudden-Death Playoff Procedures: Teams will draw for position. For a two-team playoff, the winner of the draw shall have the option of the A or B positions set forth below. For a playoff involving more than two teams, the teams shall assume the drawn letter position (A, B, C, etc.) set forth below. The format for a playoff of five or more teams shall be consistent with the foregoing format as determined by the games committee. Playoff order: In the event there are individual playoffs and team playoffs, all team playoffs will be played first followed by individual playoffs. Warm-up before playoff: all contestants will be allowed a reasonable amount of warm-up time before a playoff begins. The ball that is hit off the tee box will remain in play until the ball is holed out or the hole completed unless lost or damaged. It is recommended the ball be played down according to (USGA Rules). However, the site manager (tournament director) may decide the ball be played up within one grip-length everywhere except hazards no closer to the hole. The ball may be lifted, cleaned, and placed within 1 grip-length of its original position – not closer to the hole. The ball is in play once it is placed on the course. The ball may be lifted only once. Procedure: The Original position of the ball must be marked prior to lifting the ball. The ball must be lifted by hand (not with the club). Once the ball has been replaced, the marker may be removed. A player may not move his/her ball from off the putting surface onto the putting surface. Nor may they move their ball while on the putting surface. All students who are entered must be eligible by the Oklahoma Secondary School Activities Association Rules and Regulations. The Golf Advisory Committee will meet in the OSSAA office October 31 2023, at 1:00 p.m. for the purpose of recommending site selections for the playoff tournaments for the 2024 season, to the OSSAA staff. A student is not eligible to participate in any golf tournament in which he or she has used their knowledge or skill for financial gain. Neither can they be a part of a team in which their score counts in competing for money or other monetary compensation. (Allowable travel, meals, and lodging expenses may be acceptable) A student may receive trophies, medals, and plaques as awards in tournaments. RANKING PROGRAM The OSSAA has an online ranking program for use by school administrators, coaches, and the public. The program is accessible at the OSSAA website, (www.ossaa.com). For the sports of Football, Fall Baseball, Spring Baseball, Basketball, Fast-Pitch Softball, Slow-Pitch Softball, Volleyball, Soccer, and Wrestling (all match scores and team results of invitational tournaments), and Golf (team score), it is mandatory that results from each regular season contest be entered into the ranking program within 24 hours of the conclusion of the contest throughout the season. Once any athletic activity, with the exception of Cross Country, Swimming, Track and Field, and Tennis, enter the play-offs series for that activity, those results must also be entered within 24 hours of the conclusion of a playoff contest. Any coach failing to report the score within 24 hours of the conclusion of a contest will initially be notified in writing of his or her failure to comply by OSSAA staff. A copy of the correspondence will be sent to the coach’s school administrator as well. The second incident of failure to report will result in the coach being placed on warning for a period of one year. A third, and each subsequent failure to report will result in the suspension of the coach for the next contest. EMERGENCY ACTION PLAN Any time a member school is hosting a planned activity at a school facility there must be an Emergency Action Plan in place. The plan must be shared with any visiting school. An Emergency Action Plan, or EAP, is a formal written plan, developed by the host site, that identifies potential emergency conditions at the event site and prescribes the procedures to be followed to minimize or prevent loss of life and property.

What to do in case of lightning: If you are called off the course, have evacuation procedures to be followed. Awards: Open immediately upon receipt to check for breakage. Call the OSSAA office if there are any problems. Name and phone numbers of local restaurants and hotels, if necessary. Review Rules By the pro or tournament director five or ten minutes before the start of the meet--all pertinent rules should be discussed with the contestants and an opportunity to be given for questions to be asked. One of the calculated risks coaches must accept is that he/she, his/her players, or the officials may make mistakes during the course of the game or contest. The Board of Directors has established a policy of not honoring a protest based upon a rule situation, nor a situation which involves judgment on the part of the game official. C. Rules Committee 1. A school administrator will also be required to attend the meeting. XI.

PUBLIC CRITICISM Any school representative who publicly criticizes a contest official, or members of the OSSAA Staff or Board of Directors and any contest official who publicly criticizes a school representative, or members of the OSSAA Staff or Board of Directors in connection with a contest, meet, or tournament is subject to sanctions. The member school represented by an individual who publicly criticizes a contest official may also be subject to sanctions if the school fails to take appropriate action in response to the school representative’s public criticism of the contest official. The sanctions could include warning or suspension. Public criticism includes, but is not limited to, comments made to the media or during a broadcasted event, and comments made in a public forum.

XII.

NOT HONORING A PROTEST (BOARD POLICY XLVIII) A. OSSAA will not consider requests to overturn the determinations of game/contest officials in interpreting or enforcing rules at games or contests. In agreeing to participate in a game or contest, a member school, and the individual participants and the coaches or sponsors representing that member school, accept the risk that game/contest officials may make errors in interpreting or enforcing rules at games or contest. Any errors by game/contest officials should be raised with those officials, in a respectful manner, and in accordance with the rules established for that particular activity. The decisions of the game/contest officials are accepted as final. An exception to this policy may be granted if in the case of an ejection of a participant from a contest, the game/contest official misidentifies the individual who should have been ejected. The request to review the misidentified player must be submitted to the OSSAA in writing.

XIII.

CONDUCT OF STUDENTS 1. Please refer to Rule 4 in OSSAA Rules and Regulations Handbook located in the principal or athletic director's office concerning the conduct and fighting rule. 2. It is mandatory all head coaches remind his/her team that fighting during the post-game hand shaking ceremonies or conducting themselves in an unsportsmanlike manner after the game will be severely penalized. The head coach and team will be subject to additional suspension penalties beyond the normal penalties imposed on fighting and unsportsmanlike acts that occur during the contest. Injuries have occurred because of fans climbing over walls and fences, being trampled, or partaking in dog-pile celebrations, etc. At the conclusion of a contest. Therefore, school administrators should be aware that if their student body and fans come onto the playing area after a contest, penalties may be imposed.

XIV.

VIOLATIONS OF CONSTITUTION, RULES, REGULATIONS OR OSSAA POLICIES 1. When a violation of OSSAA’s Constitution, Rules, Regulations, or Policies has been determined to have occurred, the Executive Director is authorized to impose sanctions or remedies, which may include suspending a coach or other school personnel from coaching and/or activity program management responsibilities, or imposing limits or conditions on those coaching and/or activity

XV.

HAZING Hazing incidents have no place in the activity programs of our member schools. The OSSAA encourages each member school to develop procedures to inform their students that this type of behavior is not acceptable and should not be tolerated.

XVI.

TAUNTING Any form of taunting which is intended or designed to anger, bait, embarrass, ridicule, or demean others is subject to penalty.

XVII.

SUMMERTIME DEAD PERIOD

The dead period will occur during the week in July that includes the 4th of July each year. The dead period will be nine (9) days in length and begin the weekend preceding the 4th of July and the weekend following the 4th of July. Secondary-level students enrolled or pre-enrolled at a member school may not use any member school’s athletic facilities during the dead period in connection with any athletic activity governed by the OSSAA. Member school coaches, assistant coaches and sponsors may not have any contact with secondary-level enrolled or pre-enrolled students in that member school in any athletic activity governed by the OSSAA for the purpose of coaching, training, or instructing. Summertime policies, including beginning and end of season restrictions, can be found in OSSAA Board Policy XI in the Administrator’s Handbook. Violations of the summertime dead period policy will result in the coach or sponsor being suspended from the first half of the regular season in that athletic activity. School personnel not designated as a coach or sponsor in violation of the summertime dead period policy will result in the head coach being suspended from the first half of the regular season in that activity. Answer: No, school athletic facilities may not be used by enrolled or pre-enrolled students during the dead period in connection with any athletic activity governed by the OSSAA.

5.

Can a member school coach use member school facilities to train, coach or instruct secondary-level students during the Dead Period? Answer: No, the policy prohibits the use of member school facilities during the Dead Period for the purpose of coaching, teaching, training, or instructing. Field maintenance is not prohibited by the policy.

6.

Does the Summertime Dead Period Policy prohibit participation in a National level tournament during the dead period? Answer: No, the coach and any enrolled or pre-enrolled students who have qualified earlier in the summer for a national level tournament may participate in that tournament.
