I. EDUCATION-BASEDACTIVITYPROGRAMS
TheNationalFederationofStateHighSchoolAssociationsandtheOklahomaSecondarySchoolActivitiesAssociationrecognizethe numerous potential benefits of participation by students in education-based activities. While education-based activities may differ betweenthestakeholdergroups,allshouldbecenteredonoptimizingthestudent’sscholasticactivityexperience. Studentswillchange, developandexpandabilitiesovertime;coaches,administratorsandparentsshouldnotonlybecognizantofthefluidprocess,butalso fosterasafe,positiveenvironmentinwhichdevelopmentcanoccur. Education-basedactivitiesmustalwaysbeviewedasanevolving andunpredictablepath.
TheNFHSandtheOSSAArecognizetheinfluentialroleplayedbycoachesanddirectorsinallactivities,andthereforeemphasisshould beplacedonthoseindividualstoinstillandreinforcefundamentalsandbestpractices,notonlytominimizeriskbutalsotopromotean environmentinwhichastudenthastheopportunitytoreachhisorherfullpotential. Thecommongoalforallthestakeholdersinvolved witheducation-basedactivitiesshouldbetomaketheexperienceenjoyableandrewardingfortheall.
WhileourpositionisnotintendedtosquelchdreamsofachievingacollegescholarshiporprofessionalorOlympicglory,wedoplace emphasis on the student’s entire scholastic activity experience with the goals of enhancing participation, reducing injury risk, and optimizing performance and success (however defined) during the student’s high school career. The ultimate goal; Producing an individual who is competent, confident, connected to his or her peer group and community, and of high character. This essential principleisatthecoreofthescholasticactivityexperienceandisfundamentaltothemissionoftheOSSAAandNFHS.
DIVERSITY,EQUITYANDINCLUSION(DEI)
Promoting education and the understanding of groups that have social and cultural differences is an integral part of education-based activities. Every student participating in activities at an OSSAA member school is entitled to participate in a safeschool environment thatisfreefrombias. Anyformofbias(includingdemeaningcomments,racial,ethnic,orhomophobicslurs)basedonsocialorcultural differenceswillnotbetoleratedineducation-basedactivities.
A. EDUCATIONALOPPORTUNITIES
All OSSAA member schools, shall provide opportunities for educating and promoting the understanding of social and cultural differences on an annual basis. Opportunities can include intentional dialogue between groups and/or individuals, group and/or individualon-linecourses,speakersandconferences.
TheOSSAAStaffandBoardofDirectorswillmakeresourcesavailabletomemberschoolsforthepurposeofpromotingdiversity, equityandinclusioneducation.
1. TheOSSAAStaffandBoardofDirectorswillparticipateindiversity,equityandinclusiontrainingannually.
2. Eachschoolyear,eachactivityisrequiredtoengagetherespectiveparticipantsindiversity,equityandinclusiontraining.
B. OSSAABOARDSUB-COMMITTEE
A sub-committee (DEI Committee) of the Board of Directors, will engage annually with school administration, students and coaches/directors for the purpose of reviewing the DEI Policy and to explore educational opportunities available to create a betterunderstandingofsocialandculturaldifferences.
C. OFFICIALS
All contest officials shall be required toview the Implicit Bias course annually. The course is available at NFHSLearn.com. Othereducationalresourceswillalsobemadeavailableincludingintentionaldialogue,speakers,workshopsandconferences.
D. PUBLICADDRESSANNOUNCERSANDBROADCASTCREWS
Any person or persons making public address announcements at a regular season or post season contest; and any person associated in any manner with a broadcast crew, including but not limited to regular season or post season contests being streamed,televisedorbroadcastovertheradiomustprovideinwritingtheyhavecompletedaneducationalopportunityinthe formofon-lineclasses,speakerledworkshopsorconferencespriortobeingapartofanyOSSAAactivity.
SPORTSMANSHIPRESPONSIBILITIES
EnsuringgoodsportsmanshipatOSSAAmemberschoolsrequirestheresponsibilitiesofdifferentgroupsbecoordinatedandcarriedout ateachcontestinvolvingsecondarylevelstudents.
1. School Administration: Theresponsibilityforfanbehaviorresideswiththeparticipatingschooladministrationsfrom eachparticipatingschool(combinedwiththehostsitesecurityinneutralsitecontests). Schooladministrationmust provideadequatesupervisionatthevenue. Negativebehaviortargetingparticipantsorofficialsmustnotbetolerated. Removalofnon-compliantfansshallbemanagedbytheadministrativeteam.Areportdetailingthecircumstancesmust besenttotheOSSAAanytimeafanisremovedfromacontest.
2. Coaches: Headcoachesmustcommunicateexpectationsforfan/parent,andplayerbehavior. Communicationsshould include consequences for unruly fan/parent or player behavior and be shared with each player and the player’s parent/guardian.
3. Officials: Officialsshall,uponarrivalatthecontest,meetwithon-siteadministrationtoensurelinesofcommunication areopenandofficialsknowwheretofindschooladministrationshouldaproblemariseoutsidetheplayingarea. Under nocircumstancesshouldanofficialdirectlyremoveapersonoutsidetheplayingareafromthevenue. Theadministrative teamordesigneewillberesponsibleforremovalofanyfan.
4. Participants: Participantsexperiencinginappropriatebehaviorfromotherparticipantsand/ornon-participantsduring thecontestmustcommunicatethoseissuesdirectlytotheircoachingstafftoensureidentifiableissuesareaddressedby theadministrativeteams.
II. SUMMERTIMEDEADPERIOD
ThedeadperiodwilloccurduringtheweekinJulythatincludesthe4thofJulyeachyear.Thedeadperiodwillbenine(9)daysin lengthandbegintheweekendprecedingthe4thofJulyandtheweekendfollowingthe4thofJuly.
Secondary-levelstudentsenrolledorpre-enrolledatamemberschoolmaynotuseanymemberschool’sathleticfacilitiesduring thedeadperiodinconnectionwithanyathleticactivitygovernedbytheOSSAA.Memberschoolcoaches,assistantcoachesand sponsorsmaynothaveanycontactwithsecondary-levelenrolledorpre-enrolledstudentsinthatmemberschoolinanyathletic activitygovernedbytheOSSAAforthepurposeofcoaching,training,orinstructing.
Summertimepolicies,includingbeginningandendofseasonrestrictions,canbefoundinOSSAABoardPolicyXIinthe Administrator’sHandbook.
Violationsofthesummertimedeadperiodpolicywillresultinthecoachorsponsorbeingsuspendedfromthefirsthalfofthe regularseasoninthatathleticactivity.Schoolpersonnelnotdesignatedasacoachorsponsorinviolationofthesummertime deadperiodpolicywillresultintheheadcoachbeingsuspendedfromthefirsthalfoftheregularseasoninthatactivity.
SUMMERTIMEDEADPERIODQUESTIONSANDANSWERS
1. HowdoIknowwhenthedeadperiodbeginsandendseachyear?

III. SWIMMINGREGULATIONS
A. CLASSIFICATIONS
Swimmingwillbedividedintotwoclassifications:
Class6A—32largestparticipatingschools
Class5A—allremainingparticipatingschools

B. LENGTHOFSEASON:
1. Organizedpracticeforswimming,maybeginnoearlierthanOctober1.
Organized practice is defined as school or anticipated school personnel directly or indirectly giving individual or teaminstructionconcerningthefundamentalsofaparticularsport.
FromthecloseoftheseasonforswimmingtothestartdateofOctober1,noorganizedpracticeinthatsportmay take place.However,while schoolisin session,certified schoolcoachingpersonnelforthatsportarepermitted toprovideinstructioninthatsportinaphysicaleducationclassduringtheregularschoolday.Ifamemberschool does not schedule a physical education class during the regular school day, then an additional period may be scheduled immediately after the close of the regular school day, not to exceed one hour for the purpose of conducting a physical education class, and instruction in a particular sport may be provided by certified school coachingpersonneltostudentsduringthatadditionalone-hourperiod.
Timespenttransportingstudentparticipantstoanoff-sitefacilityorfromoneschoolsitetoanotherforthepurpose of providing instruction in a particular sport during a physical education class or during the one-hour period immediately following the school day shall not be counted toward the time allowed for off-season instruction. Thepracticeperiodshallbeginimmediatelyuponthearrivaloftheathletes
2. Meets may begin on November 1. In addition to the Activities Association sponsored Championship tournament series, teams and/or individuals shall be limited to not more than the number of match games and tournaments as establishedbytheOSSAABoardofDirectors.
3. Teams and/or individuals shall be limited to not more than 12 dates of competition, excluding the state and conferencechampionships.
C. RULEENFORCEMENT:
1. Violationofcontestlimits(teamsand/orindividuals)
Generally,ifthecontest,meetentry,ortournamentlimitsforaparticularactivityhavebeenexceeded,byeither aschoolteamorbyindividualparticipantsfromaschool,thefollowingsanctionswillbeapplied:
a. Thecontest(s)exceedingthelimitationswillbeforfeited.
b. Theheadcoachinthatactivityshallbesuspendedfromcoachinginanyregularseasoncontests,atthesame level, in the same activity, for the remainder of the current regular season and any championship play-off eventsforthatschoolyear.
c. The head coach in that activity may be suspended from coaching any regular season contests, at the same level,inthesameactivity,inthesubsequentseasonforthatactivity.
d. Theschoolwillnotbeallowedtohostanyplay-offcontestsinthatactivityduringtheschoolyearinwhich theviolationoccurred.
e. Theprogramwillbeplacedonwarningforaperiodofoneyear.
D. ENTERINGYOURSCHEDULEONOSSAARANKINGS.COM
1. FORNEWCOACHESATASCHOOL: TheAthleticDirectoratyourschoolwillsetyouupasaSwimmingCoach for your school. You will then be sent the login information for the ranking website. The URL for the ranking program iswww.ossaarankings.com. Ifyouarenotnewtotheschool,yourloginfromthepreviousyearwillstill work. Youare required toputyourscheduleontherankingssitepriortotheseasonbeginning.
2. Each Coach is responsible to enter the schedule for both the boys and girls swim teams on the OSSAARankings website. SchedulesshouldbeenterednolaterthanNovember1.
3. Swimcoachesarenotrequiredtoentermeetresultsintherankingsite,howevereachhostofameetisrequiredto submit meet results within 10 days of the completion of the meet. Results can be sent via email to acassell@ossaa.com, or faxed to the OSSAA. All results will be posted to the Swim page of OSSAA.com. Any coachfailingtoreporttheresultsofaMeettheirschoolhostedwithin10daysofthecompletionoftheMeetcould besanctioned. Therewillnotbeanyweek-to-weekrankingsinswimming.

5. The24besttimesswuminindividualeventsandthetop16timesinrelaysattheRegionalMeetswilladvancetothe StateChampionshipmeet.
6. TheRegionalMeetwillbeswumtwoweekspriortotheStateMeetunlessadelayoftheregionalmeetoccursdueto weatheroranyothercircumstance. SiteswillbechosenbytheOSSAA.
7. Regionalassignmentswillbemadewithgeographyconsideredastheprimaryfactor,howeversometeamsmaytravel totheoppositesideofthestate,althoughstrengthmaybeconsideredtobalancethecompetition. Regionalassignments willbereleasedJanuary19,2024.
8. Multi-highdistrictswithonlyonecoachandmultipleschoolscompetingwillattendaRegionaltogether. Howevermulti-highschoolsmaybesenttotheoppositesideofthestateforaregionalcompetition.
9. Thetop8finishersateachregionalwillbeawardedmedals.
10. Regionalplaqueswillbegiventothetopscoringteamforboysandgirlsineachclassificationateachregional.

The OSSAA Play-Off pass is the only pass that will admit the cardholder to a play-off event. A driver’s license must be presentedwithallPlay-Offpasses.
L.DISQUALIFICATIONREPORTSFROMOFFICIALSANDNOTHONORINGAPROTEST
Wheneveragameorcontestofficialhasejectedordisqualifiedacontestantfromanathleticcontest,theofficialmustsubmita writtenreporttotheAssociation’sofficewithintwenty-fourhoursaftertheendofthecontest. Thewrittenreportmuststatethe reasonfortheejectionordisqualification.
OSSAAwillnotconsiderrequeststooverturnthedeterminationsofgame/contestofficialsininterpretingorenforcingrulesat games or contests. In agreeing to participate in a game or contest, a member school, and the individual participants and the coachesorsponsorsrepresentingthatmemberschool,accepttheriskthatgame/contestofficialsmaymakeerrorsininterpreting orenforcingrulesatgamesorcontests. Anyerrorsbygame/contestofficialsshouldberaisedwiththoseofficials,inarespectful manner,andinaccordancewiththerulesestablishedforthatactivity. Thedecisionsofthegame/contestofficialsareaccepted asfinal.
AnexceptiontothisPolicyisallowedwhen,inthecaseofanejectionofaparticipantfromacontest,thegame/contestofficial misidentifiestheindividualwhoshouldhavebeenejected. Therequesttoreviewthemisidentifiedplayermustbesubmittedto theOSSAAinwriting. havebeenejected. TherequesttoreviewthemisidentifiedplayermustbesubmittedtotheOSSAAin writing.
M.COACHES'ETHICSANDPROFESSIONALSTANDARDS:
1. Exemplifythehighestmoralcharacter,behaviorandleadership.

3. Abidebytherulesofthegameinletterandinspirit,regardlessoftheconsequences.

5. Demonstrateamasteryofandcontinuinginterestincoachingprinciplesandtechniquesthroughprofessionalimprovement.
6. Encourageandrespectallathletesandtheirvalues.
7. Displaymodestyinvictoryandgraciousnessindefeat.
8. Promoteethicalrelationsamongcoaches.
9. Fulfillresponsibilitiestoprovideemergencyhealthproceduresandensureanenvironmentfreeofobvioussafetyhazards.
10. Encouragethehigheststandardsofconductandscholasticachievementamongallathletes.
11. Seektoinculcategoodhealthhabits,includingtheestablishmentofsoundtrainingrules.
12. Strivetodevelopineachathletethequalitiesofleadership,initiativeandgoodjudgment.
13. Achieveathoroughunderstandingandacceptanceoftherulesofthegameandthestandardsofeligibility.
IV. COACHES
Any time a coach who does not hold a valid Oklahoma teaching certificate (lay or volunteer coach) is ejected from a contest for unsportsmanlikeconduct,includingbutnotlimitedtoarguingacall,languageorgesturesdirectedtowardagameofficial,heorshe will be required to complete the NFHS Teaching andModeling Behavior course within seven (7) days of theejection,the course can be found at NFHSLearn.com. Additionally, personnel not holding a valid Oklahoma teaching certificate must meet with a representative of the OSSAA prior to being reinstated to coach the school team. A school administrator will also be required to attendthemeeting.
V. NOISEMAKERS
Forindooractivities: Anytypeofdevicethatplaysmusic,sounds,orvoices,andnoisemakersofanykindsuchasairhorns,cow bells,etc.willnotbeallowedtofunction/operate. Thiswillalsoapplytopre-game/contestandpost-gamecontestactivities. This ruleappliestobothregularandpost-seasongames/contest.
Foroutdooractivities: Noisemakersareallowedatoutdooractivitiesunlesstheyinterruptthenormalgame/contestprocedure ofannouncers,bands,cheersquads,drillteamsoranyothergame/contestrelatedactivities. Thegameofficialshavethe authoritytostoptheuseofanynoisemakersordisruptionsthatinterruptthenormalgame/contestprocedures.Thisruleapplies tobothregularandpost-seasongamesorcontests.
VI. PUBLICCRITICISMOFCONTESTOFFICIALSANDSCHOOLREPRESENTATIVES
Any school representative who publicly criticizes a contest official, and any contest official who publicly criticizes a school representative in connectionwith a contest, meet,or tournament is subject to sanctions. The member school represented byan individualwhopubliclycriticizesacontestofficialmayalsobesubjecttosanctionsiftheschoolfailstotakeappropriateaction in response to the school representative’s public criticism of the contest official. The sanctions could include warning or suspension.
Publiccriticismincludes,butnotlimitedto,commentsmadetothemediaorduringabroadcastevent,andcommentsmadeina publicforum.
VII. HOSTINGAREGIONALMEET
A. Timescheduleswillbesetbythehostsite. Considerationfortravelwillbeallowedinsettingthewarm-uptimes.
B. AllentrieswillbesenttotheregionalsitemanagerfromtheOSSAA.
C. Warm-upschedulesshouldbesenttoeachparticipatingschoolbythecloseofbusinessWednesdaypriortotheregional meet.
D. Plaquesandmedalswillbesenttothehostsite.
E. Regionalsitesmustproviderelaycards. RelaycardsareavailableuponrequestfromtheOSSAA.
F. Lockerroomsshouldbemadeavailableforathletesuse.
G. Clippingandshavingisprohibitedatanysite.
H. Thereshallbenodeckaccesstoanyoneotherthancoaches,athletes,timers,andofficials.
VIII. STATECHAMPIONSHIPMEETTIMESCHEDULE
A. RegionalWarm-Up scheduleswillbe setbythehostsite and the OSSAAand posted towww.ossaa.com aweekpriorto theRegionalMeet.
B. TheStateMeetWarm-UpschedulewillbesetbytheOSSAAandpostedtowww.ossaa.compriortotheStateMeet.
XI. EMERGENCYACTIONPLAN
AnytimeamemberschoolishostingaplannedactivityataschoolfacilitytheremustbeanEmergencyActionPlaninplace.The planmustbesharedwithanyvisitingschool. AnEmergencyActionPlan,orEAP,isaformalwrittenplan,developedbythehost site,thatidentifiespotentialemergencyconditionsattheeventsiteandprescribestheprocedurestobefollowed to minimizeor preventlossoflifeandproperty.
Hazingincidentshavenoplaceintheactivityprogramsofourmemberschools.TheOSSAAencourageseachmemberschool todevelopprocedurestoinformtheirstudentsthatthistypeofbehaviorisnotacceptableandshouldnotbetolerated.
Anyformoftauntingwhichisintendedordesignedtoanger,bait,embarrass,ridicule,ordemeanothersissubjecttopenalty.
OFFSEASONTRY-OUTS
Onlystudentsingrades8-11attendingschoolinthedistrictforwhichthetry-outisheldmaybepermittedtoparticipateinatryout. Try-outsshouldonlybeconductedforthepurposeoftheselectionofaschoolteamandmaynotbeusedforpracticetime. Each dayof thetry-outmaybe upto2 hoursinlength. Nooff-season try-outwillbeallowed formore thanthreedays,andall sessionsofthetry-outmustconcludeby9p.m.Arecordofalltry-outsshouldbekeptonfileatthememberschooldetailingthe dates, times, and grade level of all participants in the tryout. The OSSAA reserves the right to request these records from a memberschool.Exception: Spiritmayconductaclinicofnomorethan4days,eachdayofthetry-outclinicmaybeuptotwo hoursinlength. Allstudentsparticipatinginthetryoutmustbeattendingschoolinthedistrictforwhichthetry-outisbeingheld.

XVII. ACADEMICACHIEVEMENTAWARD
SCHOLASTICAWARDforHIGHSCHOOLS-TheOSSAAwillrecognizeswimteamsthatexcelinacademicachievement. The academic GPA will be based on a 4 point system and computed to the nearest one-thousandth percentile: A=4.000; B=3.000;C-2.000;D=1.000.Ifyouhaveaweightedgradingsystemitmustbeconvertedtoa4pointsystemincomputing theteamGPA.

a. AcademicAchievementCertificateSwimteamswithover-allGPAof3.25(basedon4pointgradingsystemandcomputedtothenearestonethousandth percentile)andrankinupper1/3oftheirclassificationtoqualify.
b. DistinguishedAcademicPlaques(4)-Swimteamswithover-allGPAof3.5to4.0(basedon4pointgradingsystem andcomputedtothenearestone-thousandthpercentile)andrankinthetopfiveoftheirclassificationtoqualify.
c. StateChampion-HighestGPAforagirl’steamandHighestGPAforaboy’steam.
2. Qualifications: Must have a minimum of 10 participants all of which competed in the Regional Meet, on the team to qualify, (managers/trainers not included as participants). All participants in the regional meet must be listed on the AcademicAchievementform. TheGPAwillbebasedonthefirstsemestergradesoftheparticipantsofthecurrentschool year.

4. AwardPresentations:
The Academic State Championship trophy will be presented to the winning team at the State Championship event on Friday.
