The Occupational Match Maker
of Kershaw County
By LILIAN TURNERGGrady Catoe stands in the reception area of his business wearing an impressively crisp white shirt, buttoned almost to the neck, and navy slacks. He stands a little off to the side as a cluster of office staff look at something on the computer screen and talk energetically. Watching him for a moment, the words “reserved but observant” spring to mind.
I’ve come to talk to him about his business, Allstaff Employment. It doesn’t take long to figure out this ain’t your grandma’s staffing agency. Catoe is not interested in just cycling through a bunch of temporary workers to offer to local businesses to turn a profit for himself.
This company, which he purchased in January of 2021, means so much more to him than that.
He guides me to a room where he has a table and chairs set up. A carefully compiled set of documents providing an overview of his agency are placed in front of me. He has a notebook where he has written his own talking points. (I add “professional, organized and thorough” to my mental list.)
The first thing he explains is what sets his company apart from other staffing agencies.
“We have two customers,” he begins, “the manufacturing customer seeking workers and the employee who comes to us looking to be placed. Uniting these two people is like matchmaking.”
He adds, “Our goal is to get people to work for 90 days and then get them hired on full-time.” He explains that then they can get medical and dental insurance, life insurance, and a 401k. Not to mention a higher salary.
Won’t filling all those positions make his business redundant? He doesn’t think so. He believes there is enough turnover to keep him in business for a long time. “It’s not easy to get a good fit. If we get a good person in the full-time job, the company will come back to us to find other people, and we become an extension to their HR department.”
The forward-thinking Catoe has a vision statement that posits a ten-year plan for growing his business to 10 small locations within South Carolina. After just 18 months of owning his first business, he made another acquisition by purchasing a competitor’s business in Lugoff. A whiteboard in his office, covered with a brain dump of ideas, bears witness to his planning. Eight more to go. (“Strategic” and “ambitious” are added to my mental whiteboard.)
Catoe finds it ironic that he now owns a staffing agency. He just didn’t see it coming. After earning a chemical engineering degree from the University of South Carolina followed by an MBA from the University of North Carolina, Catoe catapulted from a position as a customer service engineer to running three business units and being part of the senior management team in the first 15 years. “I’m a complete introvert. I am uncomfortable getting in front of people and going out and meeting people,” he says.
He wanted to come back home to Kershaw County and, his mother was interested in selling her staffing agency. A golden opportunity but he jokingly admits his mother is a tough negotiator.
To make it even harder, these were the days of COVID and people weren’t beating down the door trying to find work.
So, he adopted the time-tested strategy of going out into the community to find the people. Catoe got out of the office. “I went into the community to learn the people who were there, to learn the different business owners, to find out who was running the United Way, to find out who was running Food for the Soul, to find out who was running Access Kershaw.” It was tough for an introvert, but he says he forced himself to do it. He started building his network day by day.
Now he says, “I’ve met a bunch of really good people in the area, and it’s become one of the most rewarding parts of my job.”Catoe has his fingers in many pies, all of his own making. He currently owns and manages four limited liability companies: Allstaff Employment, Allstaff, Skills Employment, and Allstaff Occupational Health.
He's hands-on with his business, but he gives his team a lot of credit for the success of Allstaff. “I’m on the frontline if there are any issues with customers. If we hit any roadblocks with my recruiters that prevents them from getting people placed. Checking in with the finance team. I make sure things run smoothly.” He stops and waves his hand, dismissively, “I tell you all that but, to be honest, I’m more of a cheerleader. My team is the real reason for my success. We have the best recruiters who love and enjoy their jobs. My team would tell you how rewarding it is when you get it right. I could walk away for several weeks and they could handle it.

They’re good and I rely on them. So, yeah, I’m really a cheerleader.” (“Modest” goes on the list.)
Based on his experiences, Catoe created a mission statement that is at the heart of his business philosophy, “We will be active in the community to find people with a desire to work and place them in full-time positions to enrich their lives and become self-sufficient.” He walks that walk every day.
In line with that mission, he has set himself an even bigger goal, but one which he knows will take time and support from other agencies to accomplish, and that is to impact the poverty line of Kershaw County.
Ah. So now we’re getting to the heart of things. The raison d’etre. The guts.
What has truly surprised Catoe about this shift from corporate America to small-town America is the feeling of accomplishment he gets when someone who really wants a job, gets a temporary job which then turns into a full-time job. “It’s so exciting to see them come in and they’re overjoyed, bouncing off the walls and thanking the team for recruiting them.”
He starts to tell me a few of the stories about people who have come to Allstaff and whom he and his staff have been able to help. First, there is Shane who was in a dead-end job and was only just making ends meet. The Allstaff team was able to set him up with a company for 90 days. In that time period, they promoted him twice, raised his salary twice and then took him on full-time with benefits.
Another client, Stacey, who had been
struggling to find any kind of work much less permanent employment, came into the office one morning at the end of her trial period. Catoe heard yelling and screaming and thought a fight had broken out. He soon discovered his staff had informed Stacey she had been hired into a full-time position, and she was the one making the joyful ruckus.
Then there was David, a man who had spent 13 years in prison and had little hope of finding a good job, and who confessed his criminal past to Allstaff. Allstaff worked hard to find an employer who would take on a man with a checkered past and give him a chance. Ninety days later, that company hired David full-time.
But the story that makes Catoe a little tearyeyed, is the tale of Damion. This gentleman was working hard during his trial period but came to Allstaff one day and said he needed two days off—not a good look on your trial period. Come to find out, Damion had been homeless and living in his car. He needed the two days to move into a new apartment he’d been able to rent with the money he was making at his new job. He got his two days off and was hired fulltime.
(I add “role model for other business leaders” to my list and put it away.)
Call him a matchmaker. Call him an introvert. Call him a cheerleader. At the end of the day, just know Grady Catoe and his team are astute but compassionate, committed to this community and to making Kershaw County a better place to live for all of us.

Keeping Kershaw County Connected
By LILIAN TURNERTThere are those in the community who are paying millions of dollars to make sure Kershaw County stays connected. There are those who are working to bring fiber optics technology to your front door. And there are those who are making sure first responders have access to reliable communication networks.
And who might “those” be? None other than AT&T, Inc. They’re an American multinational telecommunications company that has a long history in South Carolina. Just ask Amanda Taylor.
Taylor is the Regional Director of External Affairs for AT&T South Carolina. “AT&T is all about connections. Whether that is person to person or connecting to a business, information or entertainment, our goal is to deliver that connection where and when you need it. We’ve been serving South Carolina for more than 140 years and we’re proud of that heritage, across the state and here in Kershaw County.”
AT&T, Where People Come To Invent The Future
So what is AT&T doing in Kershaw County today?
“In the past 3 years, we have invested 10 million dollars in Kershaw County in our wireline and wireless networks. We completed a total of twenty-three network upgrade projects that bring faster and more reliable connections to our customers. That includes 3 new wireless sites. One of those was an addition in Camden, on U.S. 601 in Boykin. Not only do these towers improve connections for our everyday customers, but they also improve connections for first responders who are FirstNet customers.”
Taylor points out that, “South Carolina leaders, both state and local, have done a great job creating a public policy environment that welcomes private investment.”
There are three types of connections that AT&T offers to their customers: wireless (think your cell phone), wired (think your high-speed internet), and FirstNet (think a new AT&T network exclusively for first responders).
“What we’re investing in and building out is fiber optics,” Taylor says. “Investing in fiber optics future-proofs
a community, meeting customer needs today while laying the foundation for even faster speeds in the future.”
The Coolest Technology Around
Although it’s been around since the 1970s, fiber optics is a pretty cool technology. In 1988 the first fiber optic cables were laid down in the ocean to connect the U.S. to Europe. Today the sea floor is strewn with a whole network of these cables that circle the globe.
It’s complicated stuff, but in simplest terms, it allows you to transmit information in the form of light rather than electricity. The fiber optics are super thin, about the width of a human hair, and they are bundled together to form a cable. Then super-fast pulses of light travel through the cables to transmit data. Using fiber optics allows AT&T to offer symmetrical speeds of 5 gigabytes to their customers, meaning the upload bandwidth and the download bandwidth are the same. AT&T Fiber delivers the fastest internet of any of the major providers.
“Most recently we lit up the Cool Springs neighborhood,” Taylor explains (in telecommunications parlance “lit” means to install fiber optic cables), “areas near Emmanual Baptist church, near Cornerstone Church of God, and in the West Haven community and in Lugoff. We have brand-new fiber deployment in those areas, and with these speeds, customers in those areas will get applications--video conferencing, telehealth, gaming, virtual learning--like they’ve never experienced before! It’s an exciting thing to be able to tell people you’re going to get 5 gigs of symmetrical speed.”

Everybody Can Play
AT&T is also addressing the need for accessibility and affordability in Kershaw County.
“Part of our two-billion-dollar commitment from 2021-23 is helping bridge the digital divide. Our children are digital natives,” Taylor says.
But that holds true only if those children have access to the wonder of the internet. If Covid taught us anything, it taught us that school children need access to the internet at home. Now it’s not just for times when they can’t be in the classroom but also for accessing the myriad of educational resources integrated into the school’s curriculum and available only online.
AT&T is working to level the digital playing
field for everyone in the community through Access from AT&T and the Federal Communications Commission’s Affordable Connectivity Program. Eligible limited-income households can combine the programs to take advantage of free internet.
The One and Only
And Taylor is proud of all these connections, but the link that really excites her is FirstNet. “My father was former law enforcement, so this third area of connectivity is pretty near and dear to my heart.”
After witnessing the communication difficulties in the 9/11 terrorist attacks, the 9/11 Commission recommended creating a nationwide public safety network for communication. As a result, Congress
created the First Responder Network Authority (FRNA). This agency then partnered with AT&T to create a nationwide platform dedicated to public safety communications.
“We believe it’s the most important wireless network in the country,” Taylor continues, “It’s the only communications platform that is specifically designed for public safety, and it’s based on direct feedback from first responders about what they need,” says Taylor. “So, it’s for every first responder in the country, whether it’s your career or you’re a volunteer; whether you work in the city, state, tribal, federal, urban, or rural areas. It’s also for the people who work to support the first responders: think of nurses, physicians, education personnel, think of utility companies who go in and clear downed power lines or clear gas leaks.
All of those are a part of our emergency response and qualify for FirstNet. “
FirstNet is unique. FirstNet ready smartphones are provided for first responder agencies. Those phones have dedicated access to Band 14 spectrum so first responders can have it when and where they need it. The network provides 24-hours a day priority and preemption connectivity so emergency personnel can always get through to save lives and help communities when it’s needed most. And that makes Taylor truly happy.
“AT&T is a good community partner and is proud to be a part of this community,” Taylor says. “We know a connected community continues to grow, and our commitment to serving the community has not changed – and will not change.”

Merri Seigler Clerk to Council, Kershaw County Administration
For over 15 years, Merri Seigler has served as The Clerk to Council for Kershaw County. She is the quiet soul seated next to the seven members of Council who has written, in cursive, the minutes of every Council meeting before her. As part of administration, she plays a vital role to the organization to include handling the matters of Council, the ever growing amounts of Freedom of Information Requests, and the daily operations of Administration. Outside of her role, she has always handled herself with grace and professionalism – treating every person that has come into her office with respect and dignity. Her presence to staff is necessary and will be missed the day she decides to enjoy retirement.
She is the heartbeat of Kershaw County Government.
Billie McLeodRegister of Deeds, Kershaw County Register of Deeds
Since 18 years of age, Billie McLeod has served as a member of Kershaw County Government. She has worked as Deputy Clerk for The Clerk of Court and then has been appointed Register of Deeds for the past 20 years.
A wealth of knowledge, McLeod is known in the community for her ability to help customers, train and lead her amazing team, and provide efficient ways for the public to search for records. Her most recent accomplishment was completed in 2022 when all of Kershaw County’s deeds, dating back to 1781, became online and available to the public digitally.
Kershaw County is blessed to have Billie McLeod.
Ginny Ray Deputy/Associate Judge, Kershaw County Probate Court
For over 30 years, Ginny Ray has served The Probate Court of Kershaw County. Ray started as an Estate Clerk, then Clerk of Probate Court, and now Deputy/Associate Judge.
Ray makes sure that the appropriate court documents have been filed and notifications have been made to set hearings, gets the courtroom ready for trial, records the hearings, takes notes for the Probate Judge, handles scheduling and rescheduling of The Probate Court hearings regarding estate and trust litigation, involuntary commitments as well as appointments of guardians and conservators. Ray also handles the filings of annual reports of guardians and conservators and manages those cases. She is also the frontline supervisor when the Probate Judge is not available.
Her knowledge of protocol, procedures, and administration of all aspects of The Probate Court is invaluable.
Rob KeaslerDirector, Kershaw County Maintenance Department
When you think of a true unsung hero, Rob Keasler is it. Keasler started his career at Kershaw County 16 years ago as a Building Inspector for Planning & Zoning, then Risk Manager, and now has taken on the role as Director of Maintenance for the past 12 years. His discipline and leadership strengths have equipped his team to provide safe Kershaw County facilities across our great community. During COVID-19, Keasler and his department played a vital role in the County’s ability to remain open to the public when other organizations where closed. He goes above and beyond his job every single day helping colleagues and other departments both with matters that are a part of his department’s scope of work and outside of it.
Jeff Burgess Director, Kershaw County Economic Development
A new face to Kershaw County Government, Jeff Burgess has taken economic development by storm for our community. His career knowledge and expertise in the field of economic development has brought Kershaw County great success in the past 2 years with the announcements of Prestage Farms and STL as well as the expansion of Denkai America and WeylChem US. Burgess has also worked directly with GE Appliances on their reopening of their Kershaw County facility from producing refrigerators to now water heaters and with INVISTA on their facility transformation of carpet fibers to high-tech nylon polymers.
As these announcements tend to pick up local, state, and national media coverage, Burgess chooses to remain behind the scenes making sure the engines are running full speed and operations are running normally.
Burgess’ ability to engage, work, and create positive working relationships with not only prospective and existing industries, but with everyone is a talent not everyone is born with that plays a big role in the economic success of our community.
Tabitha Sanders CDL Roll-Off Driver, Kershaw County Solid Waste
Slightly new to Kershaw County Government, Tabitha Sanders started her career part time in 2016 within Solid Waste working the scales at the landfill. Shortly after joining the organization, Sanders expressed interest in being full time and learning more of the operations within Solid Waste. Under the guidance and leadership of Solid Waste Director Jeff Cannon, Sanders learned how to operate a backhoe and excavator. But that wasn’t all. Her desire to learn and grow within the organization was evident by her drive to know more. She then became a heavy equipment operator with the ability to handle a bulldozer and compactor. Sanders also received her CDL and operates one of the roll-off trucks that pick-up and drop-off big containers at convenience centers.
Known as the “Swiss Army Knife,” Sanders bright future in Kershaw County Government is just getting started. She is a shining example of what success looks like when you put your mind and drive behind something you want to accomplish.
Deloris Leonard Summary Court Accountant, Kershaw County Summary Court
Over 30 years, Deloris Leonard continues to be a true asset to The Kershaw County Summary Court. Serving previously as an assistant judge, Leonard’s current role as a Summary Court Accountant, involves so many functions including logging in daily work from The Kershaw County Detention Center, review/correct NCIC validation reports, complete month end reports to County Treasurer, balance daily cash reports, checking account, and credit cards as well as handles the overall month end balances for Traffic and Criminal cases along with Civil accounts. Leonard also completes year end audit reports for Court Administration, reports quarterly DUI reports to 5th Circuit Solicitor, runs monthly SLED reports, studies and review applicable orders and updates from Court Administration, and so much more.
Leonard is the overall troubleshooter in Summary Court and a vital part of the dayto-day operations. Her knowledge and skills are bountiful and is a shining example of professionalism.
Loree Stokes
Events and Finance Manager, Kershaw County Chamber
While Chamber Executive Director, Amy Kinard is out visiting members, attending meetings and celebrating businesses, Loree Stokes manages phone calls, finances and everything in between. “I couldn’t do this job without Loree,” Kinard says. “She takes care of our members, and keeps me on track. She is dedicated to her work but doesn’t like to be in the spotlight.” Loree’s official title is Manager of Finance and Special Events but she doesn’t just stick to those two areas. Loree can organize and clean out the Chamber’s storage unit one day, and then the next day be back in the office paying bills, stuffing envelopes for membership mailings, and contacting vendors for supplies.
One example of Loree’s dedication was early in 2022. Amy was sick and couldn’t attend the Chamber’s Annual Gala, the first in 3 years. Loree, with the support of Board President Kathryn Lane, set up and executed a great event. Kinard continues, “When you have a staff of only 2, each individual needs to step up and make things happen. Loree does that every day for the Chamber and doesn’t ask for or expect any recognition. She just gets things done and I am so thankful to have her on my team.”

TThe Kershaw County School District (KCSD) is a countywide school system, accredited by Cognia (formerly AdvancED) and the South Carolina Department of Education. Dr. Harrison Goodwin, was named as the Superintendent for the KCSD in May 2022. Prior to coming to Kershaw County, Goodwin served as superintendent of Chesterfield County Schools for 10 years, as assistant superintendent and principal in Spartanburg One, as well as an assistant principal and teacher in Greenwood School District 52. Dr. Goodwin brings a sense of desire and passion to work collaboratively with staff, students, and the community to ensure schools are focusing on the district’s top priority of student achievement and academic success for all students. CCTC continues commitment to trained, ready workforce
The CCTC Kershaw County Campus, located at the intersection of Interstate 20 and Highway 521, originally opened in 2010 as an extension of the Kershaw County Downtown Campus. An expansion took place in 2016 that included the construction of the Fred R. Sheheen Center for Excellence which allowed CCTC to offer all courses necessary to earn an Associate of Arts or Associate of Science degree entirely at the Kershaw County Campus. In addition, the college added welding, mechatronics and engineering design technology programs to its Kershaw campus.
Today, Central Carolina continues its commitment to a trained and ready workforce in Kershaw county by offering more than 20 programs partially or completely online. Dual enrolled students also have the ability to take classes at the Woolard Technology Center, located adjacent to CCTC, and receive college credit from CCTC before they earn their high school diploma. By offering these dual enrolled programs, the college creates a seamless pipeline from secondary to higher education, often at no cost to the student. These industrial programs also work with employers in the Kershaw area to provide employment opportunities to CCTC students as internships during their educational journey or as jobs once they graduate.
The Dean of Industrial and Engineering Technology, Bert Hancock, is proud of the college’s healthy partnerships with local businesses and companies in Kershaw County. “Partners like MANCOR, General Electric, NUCOR, Safe Rack, White Engineering Services, International Paper, Caterpillar, Ferrous Engineering, Palmetto State Armory, Continental Tire, INVISTA, Suominen, and Hengst supply multiple work opportunities to our students,” Hancock said. “This provides a solid path to employment after graduation.”
Another area CCTC prides itself on is its workforce development. The college partners with many Kershaw businesses and organizations, offering customized training to new or experienced employees. The college recently partnered with MUSC Health Kershaw Medical Center to offer a Certified Nursing Assistant (CNA) apprenticeship program. Students train through CCTC and get hired by MUSC Health Kershaw Medical Center. By offering collaborative partnerships like this one, students gain a competitive edge in obtaining a certificate or job, and CCTC continues to be a top two-year institution of higher learning in the state of South Carolina.
