Industrial new orders down by 3.4% in euro area Down by 2.2% in EU27 In January 2009 compared with December 2008, the euro area1 (EA16) industrial new orders index2 fell by 3.4%. In December 20083 the index decreased by 8.0%. In the EU271 new orders declined by 2.2% in January 2009, after dropping by 6.8% in December 20083. Excluding ships, railway & aerospace equipment4, for which changes tend to be more volatile, industrial new orders fell by 3.3% in the euro area and by 3.8% in the EU27. In January 2009 compared with January 2008, industrial new orders decreased by 34.1% in the euro area and by 30.7% in the EU27. Total industry excluding ships, railway & aerospace equipment4 dropped by 34.1% in the euro area and by 32.4% in the EU27. These estimates are released by Eurostat, the Statistical Office of the European Communities.
From January 2009 onwards, data for industrial new orders are published according to a new classification. At the same time, indices are calculated and presented with 2005 as a new base year. See annex for more details.

Monthly changes In January 2009 compared with December 2008, new orders for intermediate goods fell by 0.5% in the euro area and by 1.0% in the EU27. Durable consumer goods decreased by 1.1% and 0.6% respectively. Non-durable consumer goods dropped by 2.3% in the euro area and by 1.1% in the EU27. Capital goods declined by 4.4% and 2.1% respectively. Among the Member States for which data are available, total manufacturing working on orders rose in seven and fell in eleven. The highest increases were registered in Ireland (+16.6%), Hungary (+6.5%) and Denmark (+6.2%). The largest decreases were recorded in Romania (-14.8%), Lithuania (-12.7%) and Germany (-7.6%).
Annual changes In January 2009 compared with January 2008, new orders for non-durable consumer goods fell by 10.6% in the euro area and by 8.1% in the EU27. Durable consumer goods dropped by 25.7% and 25.2% respectively. Intermediate goods decreased by 33.3% in the euro area and by 31.8% in the EU27. Capital goods declined by 39.7% and 34.4% respectively. Total manufacturing working on orders fell in all Member States for which data are available, except Ireland (+7.2%). The largest falls were registered in Slovakia and Finland (both -38.4%), Germany (-37.7%) and Lithuania (-36.4%). 1. The euro area (EA15) consisted of 15 Member States up to 31 December 2008: Belgium, Germany, Ireland, Greece, Spain, France, Italy, Cyprus, Luxembourg, Malta, the Netherlands, Austria, Portugal, Slovenia and Finland. From 1 January 2009 the euro area (EA16) also includes Slovakia. The EU27 includes Belgium (BE), Bulgaria (BG), the Czech Republic (CZ), Denmark (DK), Germany (DE), Estonia (EE), Ireland (IE), Greece (EL), Spain (ES), France (FR), Italy (IT), Cyprus (CY), Latvia (LV), Lithuania (LT), Luxembourg (LU), Hungary (HU), Malta (MT), the Netherlands (NL), Austria (AT), Poland (PL), Portugal (PT), Romania (RO), Slovenia (SI), Slovakia (SK), Finland (FI), Sweden (SE) and the United Kingdom (UK). As part of Eurostat's guidelines for the dissemination of data when the EU or euro area is enlarged, the aggregate data series commented on refer to the official composition of the euro area in the most recent month for which data are available. Thus News Releases with data for months up to December 2008 commented on EA15 series, while Releases with data for January 2009 onwards comment on EA16 series. 2. The new orders index measures the value of future deliveries of products and services (which are directly linked to these products) to be provided by a producer to a third party on the domestic and non-domestic market. The total manufacturing aggregate includes only those NACE levels required by the STS Regulation to be supplied by the Member States (NACE C13, C14, C17, C20, C21, C24 to C30) and is referred to as “total manufacturing working on orders�. The euro area and EU aggregates do not include Member States for which no data is available. The seasonally adjusted euro area and EU series are calculated by aggregating the unadjusted series from individual Member States and performing an adjustment for seasonal effects on these series. Therefore the seasonally adjusted figures for the European aggregates are based directly on the unadjusted series coming from the Member States and not on an aggregation of the seasonally adjusted indices from the Member States. The euro area and EU seasonally adjusted growth rates might differ from the weighted growth rates of the individual Member States. This procedure also implies that the aggregation of the overall figures is not based on the published details. 3. Data of previous months have been revised compared to those issued in the News Release 24/2009 of 24 February 2009. The figures for December 2008 were -5.3% in the EA16 and -6.4% in the EU27 for the monthly changes, and -22.4% in the EA16 and -23.3% in the EU27 for the annual changes. 4. New orders for heavy transport equipment (NACE C30, which includes ships, railway and aerospace equipment) tend to be very volatile with a limited immediate impact on production. The aggregate "Manufacturing working on orders excluding heavy transport equipment " is less erratic. The share of heavy transport equipment in total manufacturing working on orders is 2.9% for the euro area and 3.0% for the EU. 5. When shown as confidential in the table, data for Cyprus and Malta are included in the European aggregates. They are not published at the national level and are therefore still confidential. 6. Data for Ireland are working day adjusted figures. 7. For Ireland, data in the new classification has been estimated by Eurostat on the basis of data supplied using the old classification. Eurostat has also estimated series in the new classification for those Member States who have not yet supplied data for January 2009. It should be noted that, according to Council Regulation (EC) No 1165/98, Member States which account for less than 3% of the EU total have 15 extra days to provide data.

Annex: New activity classification and base year introduced in Short-term business statistics In order to improve the quality of Short-term business statistics (STS), and starting with the publication of data for the reference month January 2009, STS indicators are being published by Eurostat using a new classification (NACE rev. 2) and with a new base year (2005 = 100). The five STS indicators regularly covered by Eurostat News Releases are: industrial new orders, retail trade turnover, industrial producer prices, industrial production and production in construction. Data for January 2009 have been published progressively through March 2009. For industrial new orders, the switch to NACE rev 2 brings about a change in the breakdown of total manufacturing working on orders. Total manufacturing working on orders is now broken down into main industrial groupings (MIGs): intermediate goods, capital goods, durable consumer goods and non-durable consumer goods. This breakdown is similar to that used for industrial production and industrial producer prices, but, due to the limited scope of the industrial new orders, the new order MIGs comprise only part of their counterparts in industrial production and industrial producer prices. Furthermore, there is no MIG Energy for new orders as none of the industries forming that specific MIG falls under the scope of manufacturing working on orders. Information on the share of the new order MIGs in the standard MIGs (with full industry coverage) can be found in the last table in the annex. Simultaneously with the change in the classification, the base year for the indices has been updated from 2000 to 2005 in order to reflect a more recent economic structure.
