The members of the Executive Council’s Financial Affairs Advisory Subcommittee met on January 19 to 21 at the CIAT headquarters. The Subcommittee is formed by Mr. Marty Lybbert, Manager of the Underground Economy Section, High Risk Compliance Strategy Division of the Revenue Canada Agency; Mr. Abelardo García Badilla, General Administrator of Resources and Services, of the Tax Administration Service of Mexico; Ms. Irene Carrizo, Plans and Programs Coordinator of the General Directorate of Revenues of the Ministry of Economy and Finance of Panama (replacing Mr. Luis Cucalon, General Director of Revenues); and Mr. David Peguero, Finance Manager of the General Directorate of Internal Taxes of the Dominican Republic.

The Subcommittee met to analyze, evaluate and make recommendations on: The Executive Secretariat’s draft Annual Operational Plan and Budget for 20112012, to be considered by the Executive Council and subsequently by the General Assembly; The annual execution of the Budget and financial statements for 2010-2011; The audited financial statements through June 30, 2010.

The Subcommittee periodically prepares reports and recommendations addressed to the CIAT Executive Council, in support of the Council’s financial supervisory responsibilities.

CIAT Official Participates in ITD and OECD Tax and Development Task Force Meetings CIAT is a public international organization which groups the tax administrations of 38 countries, (29 Amarican countries, 6 European countries, 2 African countries and one Asian country), for the purpose of providing an integral service for the modernization of those administrations, by promoting their evolution, social acceptance and consolidation through the exchange of knowledge, experiences and the rendering of specialized technical assistance.

During the week of January 10th the CIAT Director of Assistance and International Cooperation, Socorro Velazquez, participated in several meetings in Washington, D.C. The primary events were the International Tax Dialogue and the OECD Tax and Development Task Force Sub Group on Taxation, State-building and AID meetings.

Both events were of significant importance as it relates to the recent G20 directive on supporting the development of more effective tax systems, in particular those of developing nations. The participants at the meetings were representatives from several major international tax/fiscal organizations, which offered the opportunity to learn the strategies to be pursued in accomplishing the G20 agenda and how we will all collaborate on this initiative.

Issues addressed ranged from a study to determine the appropriate aid modality to a donor mapping survey in order to determine what activities are already in process. An initial strategy report will be available by the end of March 2011.

On the occasion of the “XXIII Fiscal Policy Regional Seminar “ organized by ECLAC, the authorities of CIAT and ECLAC signed on January 18, 2011 a “Cooperation Agreement for the Coordination and Execution of Statistics, Studies, and Training Events and Activities”.

Alicia Bárcena, Executive Secretary of ECLAC and Márcio Verdi, CIAT Executive Secretary, publicly expressed their interest in implementing the aforementioned agreement as soon as possible, for which purpose they will draft an “Annual Collaboration Plan” stating the commitments of both parties each year.

The agreement will have an initial 3-year duration.

CIAT headed toward Carbon Neutrality On January 13 and 14, the CIAT Executive Secretariat was visited by the representative of Total Environmental Solutions (SAMBITO-Spanish acronym), Eng. Isabel Sandoval, Manager of Sustainable Agriculture to assist this institution in becoming carbon neutral.

A working group has been established for carrying out this that will consist of the following phases: • Phase 1 Undertake inventory of greenhouse gases • Phase 2 Establish reduction goals, with measurement indicators • Phase 3 Implementation of project for the reduction and compensations of emitters • Phase 4 Validation and verification of the process • Phase 5 Obtaining neutral carbon certification

The Tax Administrations Inform Argentina – Tax Collection Increased over 35% and reached Historical Record The Secretary of Treasury, Juan Carlos Pezoa, and Federal Administrator of Public Revenue, Ricardo Echegaray, announced that December’s collection reached 38 billion, 155.6 million Pesos, this is a 35.5% increase compared to the same month in 2009.

AFIP’s Chief also highlighted the annual target with a record collection of $ 409,899.6 million in 2010 with an inter-annual increase of 34.4%.

El Salvador –Minister of Treasury Agrees with Pure Drawback The Ministry of Treasury, Carlos Caceres, with the General Directors of Customs, Carlos Cativo and the General Director of Internal Revenue, Carmen Pineda, met on Tuesday 18 January, with congressmen from the Ad Hoc Commission of the Legislative Assembly, to discuss the Law for the Promotion of Production, which would be the substitutes of the incentive or return of the 6 percent that exporters had, also known as Drawback, which was eliminated last December.

During his presentation the Minister of Treasury spoke about the pure Drawback request, and called for legislators to speed-up the approval of this new tax for exporters.

Paraguay - Paraguay’s SET Faces Actions to Find Solution to Cement Problem The Ministry of Treasury, through the Sub-Secretariat of the Taxation State (SET, in Spanish) faces various actions to cooperate in seeking a solution to the cement problem and mainly, collaborate in controlling the sales of this product, through the Directorate of Examination of the Tax Administration and the Jeroviaha Unit.

Geronimo Bellassai, Vice Minister of Taxation explained that the objective is to prevent speculation, therefore, not only are examinations carried out to apply taxation sanctions, but it is also analyzing the application of a set of other measures such as the measures coming from the Consumer Defense and INC, which may determine suspending the sale to individuals carrying out speculation practices.

Peru - SUNAT Approves Provisions for 2010 Income Tax Returns SUNAT established provisions and forms for individual and corporate income tax filers registered under the General Regime for the filing of the Annual Income Tax Return for 2010 through the Internet.

Superintendent Resolution N° 336 /2010 establishes a expiration timetable for the filing of the Annual Return, pursuant to the last digit of the Master Taxpayer File (RUC, in Spanish), which shall be from 25 March to 7 April.

Peru - In 2010 SUNAT refunded over US$ 340 million in duty drawback In 2010, la SUNAT served over 20 thousand applications from the export section for Duty Drawback, meaning an over 30% increase if compared to last year.

The positive evolution is due to the fact that management processes and tools have been improved so that the applications filed are served faster and within the term foreseen. An exporter can request the drawback virtually or physically at SUNAT’s offices.
