The CIAT Executive Secretary, Mr. Márcio F. Verdi, participated in the Conference held at the International Monetary Fund headquarters in Washington, D.C., on April 17-19, 2011, whose aim was to bring together leading policy makers and academics, business and civil society to improve decisions and advice by learning from successes and failures of the past, and from the most recent academic advances.

During the Conference meetings were held of the Working Group to support the guidelines originating from the G20. The participants in the meetings were representatives from the World Bank, IMF, UNO, OECD, ATAF, Embassy of France in the United States and CIAT, who on this occasion worked on the Group report to be submitted at the next G20 meeting in Paris.

Also, the CIAT Executive Secretariat made a presentation on the work in “Benchmarking” which it is carrying out jointly with the IMF and IDB.

OECD/CIAT Seminar on Tax Information Exchange was Successfully Concluded The OECD/CIAT “Seminar on Tax Information Exchange” was held on April 11-15, 2011 at the OECD’s Multilateral Tax Center in Mexico.

The instructors were Mrs. Martine Milliet (OECD), Mr. Gonzalo Arias (CIAT), Mrs. Joanne O´Neil (Canada Revenue Agency), Mrs. Aida Ceballos (AEAT of Spain), Mrs. Calafia Franco (SAT of Mexico) and Mr. Stefano Gesuelli (Guardia di Finanza of Italy). The participants represented the tax administrations of Barbados, Colombia, Chile, El Salvador, Ecuador, Guatemala, Kenya, Mexico, Morocco, Paraguay, Trinidad and Tobago and Uruguay.

The activity covered legal, procedural and operational aspects to be taken into account for the effective exchange of tax information between States, from the perspective of the OECD, CIAT and the experiences of the tax administrations represented in the panel of experts. Also comments were made on the experiences, results and recommendations regarding the peer reviews carried out within the sphere of the OECD’s “Global Forum on Transparency and Exchange of Information”.

Announcement of the fifth edition of the CIAT – AEAT – IEF Research Scholarship According to the resolution from April 5, 2011(published April 19 in Spain B.O.E) the jury, after the evaluation of the entries submitted, decided to award the 5th edition of the Research Scholarship sponsored by AEAT and IEF of Spain and CIAT to Mr. Daniel Irwin Yacolca Estares, official from the Peruvian Revenue Agency (Superintendencia Nacional Tributaria SUNAT in Spanish).

Mr. Yacolca submitted a complete and comprisable research project dealing with the topic “Towards a Green Tax Reform in Latin America” (Hacia una Reforma Fiscal Verde en Latinoamerica in Spanish) the research to be performed by Mr. Yacolca will be subsequently published by CIAT (there is a period of 18 months).

The Tax Administrations Inform Brazil - The Secretariat of Federal Revenues of Brazil (RFB) participated in the Consolidation of MERCOSUR The Southern Common Market (Mercosur –Spanish acronym) commemorates its 20th anniversary in 2011. Created by the Asuncion Treaty, its objective is to establish a common market for the free circulation of goods, services and capitals.

The economic block formed by Brazil, Argentina, Paraguay and Uruguay, increased ten times the volume of trade between the countries, while exports increased three times more than exports to the rest of the world RFB actively participated in the structuring and consolidation that allowed the establishment of the Common External Rate – (CER).

Colombia - In 2011, DIAN of Colombia will Intensify Inspections of Software Legality This year, the Directorate of National Taxes and Customs (DIAN – Spanish acronym) will intensify random inspections that have been carried out since 2009 for detecting any type illegal software.

Thus, if some illegality is detected in the verification of the software used by individuals and corporations, DIAN will directly notify the Attorney General’s Office, which will, in turn, undertake the corresponding measures.

Chile -Ministry of Finance of Chile urges SMEs to adopt tax system which favors them This system exempts up to $54 million Pesos of earnings reinvested, while likewise reducing Monthly Provisional Payments (MPP) to 0.25% of monthly sales.

The Minister of Finance, Felipe Larraín, urged hundreds of thousands of small and medium Chilean entrepreneurs to join the tax system provided in article 14 quater of the Income Law, and thus benefit from a First Category tax exemption for $54 million Pesos in earnings to be reinvested and likewise with a fixed rate of 0.25% of Monthly Provisional Payments.

Honduras - The Purpose of Income Tax Law Reforms in Honduras is to Combat Tax Evasion With the reform of article 22 of the Income Tax Law the Government expects to collect an additional 500 Million Lempiras.

The purpose of this reform is to combat tax evasion through the addition of paragraph c, which applies another formula for calculating this tax, provided in Decree-Law 25 of December 20, 1963.

The decree was discussed and approved in the third and only debate, following motion presented by Congressman Antonio Leva Bulnes, who obtained 80 votes in favor, 34 against, three abstentions and three who did not vote.

CIAT and ICEFI consolidated strategic alliance On April 12, Messrs. Mynor Cabrera and Jonathan Menkos, Senior Economists from the Central American Institute of Fiscal Studies (ICEFI Spanish acronym) met at the CIAT Executive Secretariat headquarters with the CIAT Executive Secretary and the Coordinators of the Tax Studies and International Cooperation areas to develop the annual cooperation program between both organizations, following the Agreement signed by both parties last April 7, in Quito, Ecuador on the occasion of the 45th CIAT General Assembly. The cooperation program is focused on coordinating agendas in areas of common interest; combining resources and skills whenever appropriate, achieving synergies as a result of joint activities; reciprocally using their global networks for obtaining advantages and mutual benefits; improving coordination of related activities and sharing knowledge and ideas.

Kenya -KRA Attains ISO 9001: 2008 Certification Kenya Revenue Authority (KRA) was on 31st March 2011 awarded the ISO 9001:2008 certification system standard for the scope ‘assessment and collection of revenue for the administration and enforcement of the laws relating to revenue and for connected purposes.’ The ISO 9001:2008 certificate was presented to the Commissioner General Mr. M.G. Waweru by Mr. Ndolo Kioko the Certification Manager SGS Kenya in a colourful ceremony held at the KRA headquarters, Times Tower, Nairobi.

Training Register now for the Tax Ethics Course, 1st ed.

Officials from the tax administration and the public in general are invited to participate in the Tax Ethics Course, 1st Edition.

The Tax Ethics Course begins on June 13, 2011 and registrations are now open. The objective of the course is to develop the capabilities, for elaborating proposals, tools and standards that may facilitate the promotion of public ethics, which initially requires understanding the basic criteria and principles that regulate it.
