The Executive Secretariat Informs Announcement of the XXIV Essay Contest CIAT/ AEAT/IEF In the framework of the Technical Cooperation Agreement signed between CIAT, the State Agency of Tax Administration and the Institute of Fiscal Studies, these last two entities attached to the Secretary of State for the Treasury of the Ministry of Finance and Public Administrations of the Kingdom of Spain, announce the XXIV Essay Contest CIAT/AEAT/IEF. This contest is held every two (2) years with a view to promoting the scientific activity among tax administrations officials of CIAT member countries. The Tax Administrations Inform Argentina - AFIP established parameters to make soccer transfers transparent The Federal Administration of public revenue implemented a new regulation to make transparent the operations carried out in Argentine football. Among the main points, for tax purposes, the federative and economic rights of players will remain exclusively in the clubs. “The purpose of the legislation is to completely reverse the current situation in soccer, where clubs are subject to businessmen and representatives. ”We want the clubs to be the big players,” assured the federal administrator, Ricardo Echegaray, and he added that the regulations aim at “cleaning up” the football market avoiding tax evasion. Bolivarian Republic of Venezuela - SENIAT collects Bs.192.3 billion in 2012 and exceeds its budget target by 23 per cent As part of the strengthening of the Customs and Taxation Socialist System, the national customs and tax Superintendent Jose David Cabello Rondon announced that the SENIAT managed a global collection of 192.3 billion bolivars by the end of December, which represents a compliance of 123 percent of the goal set in 156.3 billion bolivars, by the Ministry of Popular power of planning and finance for the 2012 fiscal year.

The Customs and Tax Authority stressed that thanks to the management achieved by the National Integrated Service of Customs and tax Administration (SENIAT), it is appropriate to inform the country in the first days of the new year that the objectives set in terms of collection for last year, recorded a supra compliance of 23 percent, which means additional revenue to the National Treasury for 36 billion bolivars. Bolivia - The SIN collected Bs 37.459,5 million in 2012, 24% more than in 2011 As a result of the good performance of the national economy, increase in the register of taxpayers, tax administrative efficiency, application of technological tools and generation of tax awareness, the National Revenue Service (SIN) closed 2012 with a total collection of 37.459,5 million bolivianos, amount which represents 24 per cent more than in 2011. The Executive Chairman of the SIN, Roberto Ugarte Q., emphasized that we have achieved a new milestone for the tax administration, since it concluded a positive management both at the institutional and operational tasks, which allows a greater efficiency in the following phases. Dominican Republic - Internal revenue achieved an annual growth of 20.6% in tax collection The General Directorate of internal revenue increased tax collection in 2012 compared to the previous year in a 20.6%, with an absolute growth of RD$ 42,406.6 million more than in 2011 and reaching a total of RD$ 248,474.9 million, equivalent to a 98.1% of the goal estimated in the national budget for the year just ended. The 2012 collection report prepared by the Department of economic studies of the DGII also addresses the behavior of tax revenue in December with the effects of the tax reform. Nicaragua - Tax reform Law No. 822, “Concertation Tax Act” was published on December 17, which repeals law No. 453 “Tax equity Act and its reforms”. This way, a comprehensive change in the Nicaraguan tax system is performed. Among the main reformed aspects the DUAL tax system is adopted with the following income categories: Labor, economic activity, Capital gains and Capital losses; regulations are introduced for the transfer pricing treatment, limitation to indebtedness and activities with tax havens; “definitive” and ‘to account’ adjustments are made to the income tax bases and aliquots; tax benefits to different sectors and goods are better structured - through establishment of lists and specific deadlines ; and tend to equate effective rates to the rates of Central American countries. Paraguay - Tax administration collection increased 11.8% in 2012 In December 2012, the collection of the State Sub-secretary of Taxation (SET) was 443.600 million guaraníes, registering an increase of 11% with respect to the collection from this institution in December 2011, which was 399.572 million. The SET accumulated collection from January to December 2012 totaled g. 7,062 trillion, showing an increase of around 11.8 per cent with respect to the collection from that institution in the same period of the year 2011, which was G. 6,318 billion. Spain and United States sign the agreement to avoid double taxation and tax evasion The agreement will encourage American companies to invest in Spain and Spanish companies in the North American country. The Minister of Finance and Public Administration, Cristóbal Montoro, and the US Ambassador in Spain, Alan D. Solomont, have signed today at the Ministry headquarters, the Protocol amending the Convention between the Kingdom of Spain and the United States of America to avoid double taxation and prevent tax evasion. The text, which must now be ratified by the respective parliaments, has been negotiated for more than two years.
