he last 12 months have been an interesting time for the temporary structure market. Just last month I walked on-site at Goodwood Festival of Speed to be greeted by a long line of bulging structures – a brief glimpse at the avenues of temporary structures and Chinese hats clearly demonstrated that budgets are returning within the automotive sector. This is such an encouraging sign for the economy, as the event is a great showcase of creativity and scale. It’s also encouraging to see so many new structures entering the events arena – De Boer, Berry Marquees, Silver Stage and Showplace are all currently developing new kit that will offer organisers an even greater choice. And so with this in mind, Stand Out has with MUTA developed this guide. Over the last two years, we have had such a great response to the guide that we are proud to bring you this resource once again. It’s an open and honest reference, brimming with the latest news, standards and industry updates, and there are contacts galore if you’re looking for a new structure. A message from the MUTA president
O
n behalf of MUTA, I welcome the opportunity to support Stand Out’s definitive guide to suppliers of temporary structures and related services for events for a third year. This has been a busy year for the events industry, with celebrations around the Queen’s Diamond Jubilee and the Olympic and Paralympic Games taking over London and other parts of the country adding to the regular events our members serve year in and year out. While the extra business opportunities for many of our members are indeed welcome, our sector of the industry along with small and medium-sized enterprises more widely are still facing barriers to growth from the ongoing credit squeeze, which remains as suffocating as ever. Even if the outlook is positive, businesses are still struggling to borrow the money they require to invest in extra equipment and stock. When our industry is not being buffeted by the economic storm raging in the Euro-zone, it has to contend with weather of a more literal nature! So far this year floods and high winds have affected many shows and events around the country, creating safety challenges for our members to deal with and reinforcing the need for the industry best practice contained within our MUTA code of practice and our StructureSafe site safety training. We have made several revisions in the latest version of our code of practice – Safe Use and Operation of Temporary Demountable Fabric Structures –which also includes a renewed statement of support from the Health and Safety Executive. In addition, we have published special guidance documents for Saddlespan and air-supported structures. Further information about our current guidance can be found on page 11. We have also gained recognition by the Olympic Delivery Authority (ODA) and London Olympic Games Organising Committee (LOCOG) for our health and safety training course, StructureSafe, which gives site crew members understanding of health and safety principles and competence in safety practices. It is encouraging that our sector-specific qualification is gaining acceptance at the highest level alongside the longer-established CSCS and Safety Passport. The inspection regime we operate through the MUTAmarq accreditation scheme enables us to track changes in the compliance levels of our members. The safety performance of our members improved between 2010 and 2011, with the average score rising from 92 per cent to 94 per cent. We are continuing to focus on the rigour of our inspections to help our members improve further and drive average scores yet higher. We continue to raise awareness of safety standards for the fabric structure and inflatable play industries among local authorities, venues and event safety professionals. In the spring, we held seminars in Edinburgh, the West Midlands, the North

West and the South West, where people with an interest in event safety could hear from our members about what to be aware of and what to ask of suppliers at their own events. These sessions were useful for everyone involved and we will be organising similar seminars in autumn this year in other parts of the country so that everyone can benefit. MUTA represents the whole supply chain for the temporary fabric structures industry, from suppliers of textiles and fittings, to manufacturers and hirers. Many of our members also provide related products including insurance, furniture, flooring and other temporary infrastructure. Our members are reputable businesses that meet the highest industry standards, and those that hire marquees and other fabric structures are accredited through our health and safety accreditation scheme, MUTAmarq. hrough its two safety accreditation schemes, MUTAmarq and PIPA, MUTA gives users of marquees, temporary structures and inflatable play equipment assurance that they are using reputable hirers. MUTAmarq-accredited contractors subscribe to MUTA’s code of practice – Safe Use and Operation of Temporary Demountable Fabric Structures – and are subject to inspection on an annual basis. The PIPA scheme lets customers know that bouncy castles and other equipment they hire have passed annual tests and meet industry best practice. Neptunus
The association MUTA proudly represents all facets of the industrial and technical textile industry, from production, through to conversion, manufacture and use. To reflect this, it has a number of special interest groups, covering fields as diverse as coatings, reusable healthcare products, inflatable play and fabric structure hire. Although the modern textile industry bears little resemblance to the one that formed the association in 1919 as the Made Up Textiles Association, today’s MUTA still stands for the ideals forged in those early days — standards, technical excellence, attention to detail and accreditation. Central to MUTA’s commitment to excellence and safety are two accreditation schemes for industries where our members interact with the public: MUTAmarq and PIPA.
MUTAmarq MUTAmarq is an inspection and accreditation scheme that recognises the duty that fabric structure contractors have to ensure that members of the public can have complete confidence in the safety of products and services supplied by them. Those contractors accredited under MUTAmarq are subject to periodic, random inspections to ensure not only the safety of finished installations, but also the safety of the crews during

erection and dismantling. In this way, the scheme goes beyond helping just accredited members, because it also aids their clients by ensuring that all parties understand and are able to fulfil their responsibilities. The scheme is based on the best practice document Safe Use and Operation of Temporary Demountable Fabric Structures, which provides guidance to users of tents, marquees and other ancillary equipment for the benefit of contractors and their customers. The guidance applies to all fabric-covered structures (including aluminium frame marquees, pole tents, tension structures and tipis) that are intended for public assembly, a place of work or like purposes. The code of practice is recognised as best practice by the Health and Safety Executive (HSE). Ancillary equipment supplied with a marquee or structure including flooring, furniture, interior linings, heating and lighting is also covered. Camping tents do not come under MUTAmarq; MUTA has developed best practice guidelines for air-supported structures and saddlespan structures with suppliers and operators of the more unusual structures. The scheme covers elements of public safety such as: • Structural stability of installations • Capacity, fire precautions and evacuation • Internal fittings and furniture • Lighting • Check and handover, including what the client needs to know for safe operation It also covers site safety and provides checks for: • Competency of crew supervisors and machinery operators • PPE and First Aid • Suitability and maintenance of tools and equipment • Safe working practices

The guidance encourages client/contractor co-operation in the location and management of dangers posed by underground/ overhead services, the provision of welfare facilities for crews and the identification and minimisation of risks. The MUTAmarq code has been enhanced greatly in recent years and is now the industry standard best practice. Advantages for customers of using MUTAmarq contractors include: • Confidence in contractor’s health and safety record • Informed advice on safety matters • Informed advice on layout and capacity • MUTAmarq’s own Health & Safety Compliance Officer to advise on specific site and public safety issues • Confidence given by best practice procedures Some of the advantages for contractors of MUTAmarq accreditation include: • Advice on health and safety practices • Independent inspection of crews’ performance • Pre-approval for tenders • Potential for reduced insurance premiums through inspection reports • Listing on HSE-recognised directory of accredited contractors MUTAmarq contractors also benefit from the training opportunities that MUTA provides. StructureSafe is a one-day health and safety course aimed at erection crew members – candidates learn the basics of on-site health and safety that can be applied to their work, and if successful they receive a certificate to demonstrate their competence that is recognised within the wider events industry. MUTA is also the only assessment centre for the national Level 3 Diploma (formerly NVQ) in Temporary Structures, which is an official qualification for foremen. MUTA maintains
PIPA is a national scheme to improve safety in inflatable play. It is recognised as the means by which end users can purchase or hire an inflatable in the knowledge that it has been tested, inspected and passed by a qualified independent third party. The PIPA scheme was created by all the industry trade bodies and is administered by MUTA. It requires bouncy castles and inflatable slides to be inspected to a recognised standard prior to sale and on an annual basis thereafter to ensure they conform and are safe to use – effectively an “MOT” for bouncy castles. The scheme is designed to cover inflatables sold and hired for commercial use rather than those sold as toys through retail outlets – these are governed by separate legislation. The standard used for PIPA inspections was adopted by the BSI under the reference BS EN 14960:2006. Importantly, PIPA has the full backing of the Health and Safety Executive (HSE), which has been consulted at every stage of the scheme’s development and which has embraced it as best practice and a means of eradicating poorly designed or badly worn equipment that can increase the risk of injury to users. Depending on its design, an inflatable could be subject to as many as 41 separate checks, all of which are carried out by a qualified inspector registered with the Register of Play Inspectors International (RPII). Once an inflatable has been passed, a unique numbered tag is affixed to the inflatable so that an end user can tell that its design conforms to the recognised standard. That unique number is logged into a central database at www. pipa.org.uk, which allows anybody within the supply chain to check the current test status of any given inflatable 24 hours a day, seven days a week and to see when it is due for annual test. In addition a certificate is issued with each test, both on the initial and on the subsequent annual inspections. The scheme was launched in September 2004 and more than 8,000 inflatables have been inspected and tagged since then. Over 30 inspection bodies, situated around the country, are registered to inspect inflatables under the PIPA scheme, ensuring excellent coverage throughout the UK. With inflatable play becoming increasingly popular in a wide range of applications, from summer fetes and pub play areas to large scale outdoor events and a whole host of other leisurebased activities, safety has to be a central focus, particularly given that the majority of users are children. The PIPA scheme provides a fundamental basis for a safety agenda, identifying those inflatables that do not meet safety standards and providing a recognised mark for those that do. It identifies those manufacturers and operators that take safety seriously and, in doing so, provides the mechanism through which rogue traders can be marginalised.

Freely available for download from www.muta.org.uk, the Safe Use and Operation of Temporary Demountable Fabric Structures has been revised and is the latest guidance from MUTA
O
ne new item in the code of practice that could affect many contractors and event organisers is confirmation that users of marquees and other fabric structures are not required to meet construction regulations. Although marquees and similar structures are exempt from the Construction Design and Management (CDM) Regulations 2007, they could still face enforcement as temporary structures at entertainment events are included in the scope of the regulations. The Health and Safety Executive (HSE) has now agreed that CDM Regulations are not a useful regulatory framework for the entertainments industry and will now only require event organisers and contractors using temporary demountable structures to comply with the Health and Safety at Work Act and its subsidiary regulations.

This policy is outlined in Safe Use and Operation of Temporary Demountable Fabric Structures, the code of industry best practice published by MUTA, the trade association representing manufacturers, suppliers and hirers of temporary fabric structures. MUTA, which operates the MUTAmarq safety accreditation scheme, urges all temporary structures contractors and event organisers to download the latest document from the MUTA website. Changes to the previous version include: • A new statement of support from the HSE • Confirmation of CDM requirements • Clarification of anchorage guidance • Recommendation of a wind monitoring plan • Clarification of responsibility for locating underground services

Silver Stage’s flagship structure was deployed in London’s Hyde Park for three of the city’s biggest musical events in 2012, including Hard Rock Calling. The company’s S5 triad was used as both an indoor stage and VIP hospitality area, and its Portico End Wall, an additional feature only available through Silver Stage, complemented the installation. Anatomy of a super structure Discover how the Amazing Tent Company supplied a large temporary structure for 3,500 guests

n June The Amazing Tent Company was contracted to provide a large temporary structure for a corporate event in the grounds of Cardiff Castle. The brief was to create a contemporary and memorable space for 3,500 guests that would incorporate a concert stage, dance floor, bar and seating areas. Erecting the structure in the grounds of an archaeological and historical site presented a raft of challenges. Access to the site was over a wooden bridge, which spanned the castle’s moat, and through a small gateway – the space available was restricted by the geographical nature of the site. Such site restrictions meant that The Amazing Tent Company could not stake more than 6cms into the ground. This coupled with a bad weather warning made for a more challenging build, yet The Amazing Tent Company team was prepared for every eventuality. The client required a cost effective solution that was small enough to transfer on-site yet was substantial in size to fulfil the brief. The Amazing Tent Company specified a S5000 Saddlespan – a modular unit that offered the flexibility required for such a sensitive site and large event. In total, seven modules were combined and linked to accommodate more than 3,000 guests – the modules could be supported without damaging the castle’s grounds and the structure was perfect for high winds and rain should the weather turn unfavourable. Each S5000 module weighs only 440 kilogrammes, and when disassembled fits easily onto a small flatbed lorry. Hence, crossing the drawbridge to access the castle was not a problem. High-sided banking, the castle and areas which had to remain open to the public meant that the team and crew only had a limited amount of space work in. However, the modular nature of the Saddlespan S5000 worked in the Gloucestershire-based company’s favour. The S5000 modules can be arranged in a variety of ways; as a single unit, two together (Duospan), a group of three (Trispan) and so on. In Cardiff, The Amazing Tent Company attached a
Quadspan to a Trispan in order to achieve the client’s desired design within the space constraints. This can be seen in the photograph in the bottom right hand corner of this page. The Amazing Tent Company utilised 150 tonnes of ballast to safely support the structure, as no stakes were allowed. The ballast ensured that the extensive structure could withstand winds up to 50mph. The final demand of the Cardiff brief was that the tent be cost effective. The modular nature of the S5000 again came into its own with only the specified number of modules required to comprise the final design – no more and no less.
