Former basketball standout, Xavier prospect indicted in rape case Cameron Knight

A former Covington Catholic High School basketball standout who once had a scholarship offer from Xavier University was indicted on rape and sodomy charges Thursday, Jan. 31. Jacob Walter, 18, of Burlington, was arrested on Dec. 11. Walter, son of Bengals great Joe Walter, also had a protective order issued against him. An 18-year-old female had reported the rape a few days pri- Jacob or to Walter’s arrest, Walter according to the Boone County Sheriff ’s Office. The victim stated she was fearful of Walter, “due to his size, strength and aggressiveness” and told Walter that she did not want to have sex with him due to her not feeling well that day, Boone County officials said in a news release. Authorities say on two occasions, Walter sodomized the victim while holding her down and pulling her hair, which resulted in physical injury. They say he dismissed the victim by laughing at her and telling her she would be fine. “The victim told a family member about the sexual assaults and the family member was able to get Walter to leave the residence,” authorities said. The victim sustained contusions to her right arm, contusions to her right breast and a laceration on her chest. Walter has been held at the Boone County Detention Center on a $250,000 since his arrest. Court records indicate that Walter was charged as a juvenile in May with domestic violence, but the charge was dismissed and the documents in the case were ordered to be sealed. Walter graduated from CovCath in the spring of 2018. He was offered a scholarship to play basketball at Xavier, but is not on the roster. In August, the school confirmed Walter was not on the roster. Xavier’s previously confirmed that Walter is not under scholarship. A family member previously told The Enquirer they expected Jacob Walter to be back with the program in January. NEWS BRIEFS BOONE COUNTY Man charged in battery thefts Boone County Sheriff ’s detectives said they arrested and charged a Bromley man for his involvement in a series of battery thefts from George’s Truck Center in Florence. Harold A. Deck, 49, of Bromley was arrested and charged with three counts of Theft by UnDeck lawful Taking – Contents from a Vehicle Under $10,000. The charge is a Class D felony. Police said Deck became a person of interest shortly after the crimes were reported. Police said they found Deck during a traffic stop and asked him to come to the Boone County Sheriff ’s Office to be interviewed about the reported battery thefts.He agreed and police said he provided a full confession on Jan. 29 to detectives. Police said he confessed that he had stolen a total of 33 truck batteries from George’s Truck Center, 9000 Empire Connector Dr. over the course of three days. Deck was also charged with a probation violation warrant stemming from a 2015 case.

COVINGTON FOP giving $500 scholarship Covington’s police union wants to give $500 to a Covington high school senior who is headed to college. To earn the Covington FOP Lodge 1 Fallen Oﬃcer Scholarship, seniors have to ﬁll out the an application and write an essay answering “What does living in Covington mean to me?” The application is available at bit.ly/COVscholar19. The essay should be 400 to 700 words long and must be original and previously unpublished. The FOP is using the scholarship “to

23-plus tons of trash cans coming Covington is replacing public trash receptacles on street corners this year. The bid calls for about 235 receptacles and the city has set aside $200,000 for the purchase from a federal grant. Collectively, the containers will hold almost 10,000 gallons of trash and they weigh 200 pounds each. The Covington Commission voted 5-0 Jan. 29 to accept the bid of Wausau Tile for $850 per receptacle, the lowest of four bids the city received. Staﬀ will negotiate a contract with the company and bring that agreement back to the commission for approval. Neighborhood Services Director Ken Smith said the city hopes to receive and install the new receptacles in early spring. They will replace most of the 267 existing concrete receptacles on street corners downtown and in neighborhood business districts. Many of the current receptacles lack lids and are deteriorated, Smith said. They're also too heavy to move without special equipment. The new receptacles are made of metal and have an aluminum lid, a polyethylene liner, and a security cable attaching them to the ground. They are similar to the 134 black metal cans the city currently has and also match the Downtown Streetscape and Public Realm Design standards being developed. Smith said the City will look to reuse some of the concrete receptacles where appropriate.

The two men found dead in Petersburg last weekend died of hypothermia, according to the Boone County Medical Examiner. Boone County Sheriff ’s deputies were dispatched to the 4900 block of Garrison Creek Road on Saturday after family members found Obie Fugate, 72, and Roy Fugate, 67, dead outside their house. Family members arrived at the property to drop off firewood and found the men's truck broken down and stuck in the mud in the long gravel driveway. The truck was found about .6 of a mile from the Fugate’s residence. "The family member moved the truck and continued to drive up the gravel drive to find Obie Fugate lying deceased in the middle of the driveway. Obie Fugate was located approximately .3 of a mile from his residence. The family member continued to the residence where Roy Fugate was found deceased on his front porch," deputies said.

Deputies located a McDonald’s bag lying next to Obie Fugate with a receipt dated Jan. 29. It is believed Jan. 29 was the last date any family member had contact with Obie and Roy Fugate, deputies said. The preliminary autopsy report from the medical examiner’s office found that the cause of death for both men is hypothermia. The office is still awaiting toxicology results before finalizing its report.

to the Boone County Sheriff 's Office. Zhiming Bowser, 54, and Maohua Li, 60, were charged with promoting prostitution, the sheriff 's office said in a release. The sheriff 's office, FBI and U.S. Immigration and Customs Enforcement executed a search warrant at LuLu Massage, at 2606 Burlington Pike, after an anonymous complaint was received by authorities. After "validating the complaint," the sheriff 's office said, the search warrant was executed and Bowser and Li were arrested. The investigation is ongoing.

Roll up something sweet for Valentine’s Day Rita’s Kitchen Rita Heikenfeld

Good thing I’m short and have a good amount of “padding.” I had just gathered eggs and a wheelbarrow full of wood for the stove. This was when the temperature was in single digits. Well, I hit a patch of ice on the way back to the house. Down I went. The basket of eggs fell out of the wheelbarrow, along with some of the wood. No worries, I was ﬁne but was startled to see how quickly broken eggs could freeze. I eventually got everything back in order and was glad that enough eggs were saved to make a jelly roll for Valentine’s Day. Check out my abouteating.com site for step-by-step photos.

Classic jelly roll Thought making a jelly roll was too tricky? Not so if you follow my step-by-step instructions. This is sometimes called a sponge roll. Ingredients 1 cup all purpose flour 1 teaspoon baking powder ⁄4teaspoon salt

3 large eggs 1 cup granulated sugar ⁄3 cup water

2 teaspoons vanilla Confectioners’ sugar 1 generous cup or so favorite jam, jelly or preserves Instructions Preheat oven to 375. Preparing pan: Spray a jelly roll pan, approx. 15”x10 “x1”, and place a piece of parchment paper on top. Spray parchment paper.

Blend flour, baking powder and salt. Set aside. Beat eggs until thick and lemon colored. This is important and will take a few minutes. Beat in granulated sugar gradually. Blend in water and vanilla. Slowly mix in dry ingredients just until batter is smooth. Pour into pan. Bake 10-12 minutes - cake is done when it will spring back lightly when pressed in center. Don’t over bake or cake will be hard to roll.

Finishing up: Spread with thin layer of jam. Roll again. Trim edges. (Those are for you!). Place seam side down on platter. Sprinkle with confectioners’ sugar. It’s even better the next day, after the jam has soaked into the cake a bit.

While cake is baking, sprinkle a towel with confectioners’ sugar.

“Oh no, my cake cracked!” It happens once in a while and means cake was over baked or was rolled too tightly. Not to worry, as long as you can roll it up. Confectioners’ sugar is a great culinary band aid - just add more to cover the cracks.

When cake is done, loosen edges and immediately turn upside down on towel. Remove paper. While cake is still hot, roll up on the long side into towel, using towel to nudge the cake along. (This initial rolling helps “shape” the roll). Don’t roll up too tightly as this could cause it to crack. Let cool 8-10 minutes. Unroll.

Brushing with liqueurs: Feel free to brush your cake with your favorite liqueur before spreading on the jam. Coordinate flavors and you’re good to go.

HIGHLAND HEIGHTS - In unison and to the beat ... "Dream big to be a young tycoon, Keep dreaming you'll meet your goal soon. If you create a plan there's nothing you can't do, Dream big to be a young tycoon." Students from Wheatley Elementary in Louisville had Northern Kentucky University bustin' a move with their hiphop tune "Econ Beats" in spring of 2017. They were visiting the university for a ceremony culminating their participation in the pilot Danny Dollar Academy. Curriculum for the Academy focused on students in grades three through five. It was developed at NKU's Center for Economic Education (CEE). The four-week program begins with students reading Ty Jackson's “Danny Dollar Millionaire Extraordinaire” in their classrooms. The book, published in 2011, tells the story of Danny Dollar, an 11-year-old with a plan. Danny is out to become a millionaire and conquer the world. Unfortunately, the neighborhood bullies have other plans for Danny, like public humiliation. But when the last person in the world he'd ever expected enters his life, something happens he never couldn't have imagined. Along the way in this fun story, Danny teaches kids about finance, banking, investing and entrepreneurship. "A friend of mine had been reading the book to her child and thought I should know about it, " said Center for Economic Education director Abdullah Al-Bahrani. "I checked it out and was so impressed by the inclusiveness, diversity and educational value of the book." In 2016, Al-Bahrani reached out to Jackson to develop a financial literacy program, ultimately bringing Danny Dollar Academy to life.

Lesson plans created by CEE and the Federal Reserve of Cleveland connect the concepts in the book to state education standards.

“The Academy is successful because we merge reading literacy with entrepreneurship, personal ﬁnance and economic education curriculum,” Al-Bah-

rani said. “Students are encouraged to create their own businesses, and this real-life application helps make the project memorable.” Third-graders from Robert D. Johnson Elementary in Fort Thomas sold tumblers for their creative project, raising $200 for Campbell County Animal Shelter. The tumblers were marketed through student-made commercials that ran during the school’s morning announcements. Johnson Elementary teacher Aimee Shadwell believes her students benefitted from Danny Dollar Academy. “Students were able to have a real voice in their learning and see how their actions can have a positive impact on the broader community,” she said. In 2017-18, Danny Dollar Academy reached 912 students from 13 school districts in four states. This year, they are on track to reach 1,300 students throughout the country thanks to the partnership with the Federal Reserve Bank of Cleveland. “This is the gateway to a bigger, brighter and grander outreach of the program,” author Jackson said. “I am through the stratosphere excited about the potential of what this partnership means for the future of Danny Dollar Academy.” The Federal Reserve Bank of Cleveland supports economic self-empowerment, community engagement and a better understanding of its role through partnerships and programs. The partnership with NKU runs from January to April 2019 and will expand the program to serve 300 fourth- and fifth-graders in Cincinnati and Cleveland. "Economic and financial literacy is so important for young people," Al-Bahrani said. "It's important to learn about this as soon as possible so that as adults they can properly evaluate information and make the best decisions for themselves."

Back in October, the United Nations issued a report authored by 91 scientists from 40 countries, who analyzed more than 6,000 studies conducted over the past three years. The report said if greenhouse gases continue to rise at current levels the planet could warm by 2.7 degrees Fahrenheit over pre-industrial levels by 2040. The result would be longer and hotter summer heat waves, more frequent droughts and hurricanes, the likes of Harvey and Florence, more forest ﬁres and displaced ocean currents. If warming were to hit 3.6 degrees, twice as many crops from the tropics would perish as compared to a 2.7 degree hotter world, and the number of people aﬀected by water scarcity would double. America’s bread basket will migrate northward and we’d be importing our Vermont Maple syrup from Quebec. Add to that, toxic air caused by carbon-based power plants and auto emissions. In November, the World Health Organization reported that nearly two billion children breathe air so polluted it puts their health at risk. Certain legislators continue to ignore what is obvious to those with science as their livelihood. “I’m not buying it” they say. Others who claim to have high levels of intelligence tell us they

are “not necessarily such believers.” If you’re on the fence regarding climate change, this may help: either you believe in science, or you don’t. If you wear glasses or contacts, you believe in lens theory and the bending of light. If you rub sunscreen on your kids before they head out to play, you believe in the thermonuclear reactions on the surface of the sun and the potential for skin damage due to ultraviolet radiation. If you’ve recently had a glass of wine or a beer, you believe in the chemical reactions of fermentation. If you prepare pasta by boiling water, you believe in the Second Law of Thermodynamics. If you drive a car, own a cell phone, travel by air, turn on the bathroom ceiling fan, or accidentally drop a hammer on your big toe, you believe in science. It’s all science. One cannot selectively believe in science, just as one cannot choose which rules of the road to follow and which to ignore. Science is an all-ornothing proposition, and it shouldn’t take a meteor to the head to convince anyone. Look, we’ve only got one planet. Earth is Plan A. There is no Plan B. The time of year when gifts of chocolate, flowers and possibly jewelry, may be given to those we love is close at hand. A recent Tufts University Health and Nutrition Letter shared important information about the “health halo” surrounding chocolate. They remind us to “eat chocolate for joy, not for health benefits.” A “health halo” has been attached to many foods. Because a food has one specific quality or nutrient that is good for health, individuals often presume the foods’ overall nutritional quality is excellent or, that all forms of the food are healthy. Cocoa beans are known to have many phytochemicals. There are plant compounds that have biological, healthy-promoting effects in humans. However, different products made from cocoa beans have varying levels of these healthy phytochemicals. More phytochemicals are found in dark chocolate and cocoa powder and less in milk chocolate and chocolate treats like cake, cookies and ice cream. However, that doesn’t mean that dark chocolate and cocoa powder are without other nutritional compounds that may be of concern for some. As an example, chocolate contains caffeine. There are some individuals who are sensitive to caffeine. Additionally, not everyone absorbs nutrients in the same way. Some will absorb the flavanols in foods more readily than others. In the world of chocolate, cocoa powder is the most undiluted source of flavanols available. Dutch processing substantially reduces the flavanol content of cocoa powder and chocolate.

Dark chocolate might contain 50 to 90 percent of the cocoa solids that are rich in flavanols. White chocolate does not contain any cocoa solids and therefore has none of the beneficial flavanols associated with cocoa. Many studies have been conducted on the health benefits of cocoa and chocolate. Evaluation of the research done shows many inconstancies and outcomes. Media reports often tout the health benefits discovered in one study, or in studies with only small numbers. UNION – Ryle has a deep history of accomplished wrestlers. The best of the best are pictured prominently in the gymnasium for everyone to see. Senior Shay Horton is rising up the list of greats as he approaches the end of his final season with the Raiders. Horton is tied for seventh in school history with 181 wins and has a chance to become the fourth Raider to reach 200. “It means a lot,” Horton said Jan. 16. “Hopefully I can go up on the wall with the rest of the greats. Wrestling with everybody is great. They’re like a family to me.” Ryle has had 15 individual state champions, none since 2015. TJ Ruschell, who won one state title and four regional championships, is safely in first place all-time with 219 wins. Horton is one of several current Raiders having big years. He is 39-5, and is ranked second in the state at 120. He finished fourth at 113 last year. Cole Thomas is ranked first at 106. He is 35-1 this season and finished third at 106 last year. Noah Duke, a freshman, is fourth at 170. He is 35-5 this year. Among other leading winners are Cody Foster, Rusty Craddock and Stephen Watkins. “We’re a great team,” Horton said. “We’re young. We only got three seniors. We’ll grow continually over the years. It’s great. I love being out there helping them get better and they’re improving me too.” Horton would love to add to Ryle’s roll of state champions but is taking that process day by day. “I’m moving forward,” Horton said. “I’m taking it day by day, working hard. Scott ﬁnished second in the small school tournament at Union County, who is the favorite to win the overall KHSAA championship next month.

Scott lost 74-5 to the powerful Braves, with Brenden Pye the only match winner. Pye was 3-0 in the tournament. Mulitiple Eagles went 2-0 or 3-0 in the tourney before running into Union County. NKY Chamber of Commerce Legislative ‘Day in Frankfort’ slated for March 5 On Tuesday, March 5, 2019 the Northern Kentucky Chamber of Commerce (NKY Chamber) will host “Day in Frankfort,” an annual event that brings constituents and elected officials together at the Capitol Annex (701 Capitol Ave., Frankfort, KY 40601) in Frankfort to discuss legislative priorities. The daylong event will begin with light breakfast at the NKY Chamber offices, with bus departure at 8:15 a.m. Over the course of the day attendees will have the opportunity to meet with legislative leadership and members of the Northern Kentucky Legislative Caucus to advocate for issues critical to economic development and business growth in Northern Kentucky. vided services to nearly 300 households in 2018, with most of them getting help from its free pantry. The organization also furnished casework services, and operated a payee program and thrift store, oﬀering free clothing and housewares to people especially in need. Under Be Concerned’s stewardship, UM customers should see little change in those programs, said Be Concerned Executive Director Andy Brunsman. “Our expectation is to provide the same quality of service at the Erlanger site as United Ministries did the past 35 years,” Brunsman said. “We are happy to carry on this tradition.” United Ministries started in 1983 and moved into its current site on Graves Avenue in Erlanger in 1998. Its pantry addressed a critical need, particularly for the 55 percent of its client household located in Boone County, an area that has traditionally been short of food resources. Leaders of the two organizations have been in talks for almost a year. Be Concerned got involved after UM leaders saw the opportunity “to serve more people in more places with more of the things they need,” said Becky Ewing, who’s been UM director the last 12 years. Be Concerned, which started as a Christmas program in 1968, has operated one of the largest food assistance programs in the region since its pantry opened in 1987. In 2018, its free pantry and Senior Food Delivery programs helped nearly 1,500 distinct families encompassing 2,955 residents of Kenton, Campbell and Boone counties. Andrew Brunsman

Boone County hosting Kelly Elementary ‘Heroes Don’t Wear Capes; They Wear Dog Tags’ Memorial Wall Boone County will host the “Heroes Don’t Wear Capes. They Wear Dog Tags” Memorial Wall at the Boone County Administration Building in Burlington. Teachers Glenda Raney and Tammy Pidgeon and their Kelly Elementary students created a Memorial Wall to honor the local service members who have given their lives serving their country since 9/11 in the War on Terror. These service members are from Boone, Kenton, Campbell, and Grant counties. Fifth grade students interviewed the families, wrote biographies, and requested pictures of these heroes. This Memorial was unveiled to the Gold Star families in April 2018 at the Hometown Hero Day at Kelly Elementary. Since then, it has been displayed in
