Shrout denied parole, faces 10 more years

Clay Shrout was told he will stay in prison Monday after Kentucky’s parole board reached its decision. The board also declared he must wait 10 more years before he is eligible for parole again. After a two-member panel from the board spoke to Shrout last Wednesday, the members deferred the decision to the full parole Shrout board. In Kentucky, when the two-member panel can’t reach a unifi ed decision, all nine members of the board must meet and vote. Shrout, 42, has been in jail his entire adult life. In 1994 when he was 17, he gunned down his mother, father and two sisters in their Boone County home. He then took the murder weapon to Ryle High School and took a classroom full of students hostage. This was Shrout’s fi rst attempt at parole. Recently, he told the parole board members the “origin” of the crime was sexual abuse he suff ered at the hands of his mother as a young child, something he never mentioned at the time of the killings. The hearing was the fi rst time Shrout had even been asked to speak publicly about the crimes. He said he was sorry for what he did, and that he was drinking, taking LSD and fi ghting with his parents regularly prior to the murders. Parole board member Lee VanHoose asked: “Do you think you deserve to be paroled?” “I don’t think I deserve to be alive. I don’t mean that in a weird suicidal way. I hate what happened and I hate the way my life has turned out. It started out bad and it got worse, and I made it worse,” he said. “I don’t like the word ‘deserve’ because I still don’t feel OK about what I’ve done.” He said he was not a threat to the public and had a plan to move to Tennessee if he was released. The parole board deliberations Monday morning were private.

WALTON – At 6-foot-4, Jerome Kunkel has played center for the Assumption Academy basketball team this year. But as his senior season closed this month, he instead stepped into the heart of a legal struggle over religious freedom, public health and chickenpox. “I’m not against all vaccines in general. I’m just against the ones with aborted fetal cells,” Kunkel, 18, said Thursday, Feb. 21. “I feel that is wrong. It violates my conscience.” Kunkel is barred until early next month from attending his small private Catholic school in Walton, 20 miles south of Cincinnati, because the Northern Kentucky Health Department found that 32 students of Assumption Academy had chickenpox. The outbreak was so serious that the department ruled last week that until the worst had passed, no student could go to school without vaccination or medical proof of immunity. The order forced Assumption Academy to close for three days. Classes resumed Wednesday. The health order meant Kunkel, a straight-A student who has not had chickenpox, couldn’t go to school or fi nish his basketball season. On the same day the order came down, Kunkel went to court in Boone County, suing the health department, the state Cabinet for Health and Family Services and public health offi cials for violating his constitutionally protected freedom of religion. The suit also said the public-health agencies aim “to pressure, punish and coerce non-vaccinated persons in the particular parish, which holds the sincerely held reli-

The four oldest children got the chickenpox vaccine before the parents knew how it was made. When one child reacted badly to the inoculation, "that's when I started looking into it," Bill Kunkel said. Chickenpox vaccine and abortion: A link from the 1960s brings new protest and lawsuit USA TODAY NETWORK
A fresh complication in the national debate about childhood vaccinations arose recently at a Roman Catholic school in Northern Kentucky, focusing on two legal abortions from half a century ago. The only vaccine for chickenpox is made in cells replicated from the lungs of a fetus aborted in London in 1966. The only vaccine for the childhood illness rubella is made from replicated cells from the lungs of a fetus aborted in Sweden in 1962. Chickenpox is raging through Assumption Academy in the Boone County city of Walton. Since early February, more than 30 students, or 13 percent of the student body, have developed the highly contagious illness. Offi cials with Northern Kentucky Health Department ordered school events canceled until the outbreak is brought under control. On March 14, the department took the next step of ordering all unvaccinated Assumption students to stay home.

cludes the Latin Mass and opposition to abortion in any instance. Thursday’s interview took place at the home of Bill Kunkel’s brother Bernie, an adviser on the staff of Kentucky’s Republican Gov. Matt Bevin. Last Tuesday, Bevin revealed to a Bowling Green radio station that he chose not to vaccinate his nine children against chickenpox but instead exposed them to a sick neighbor child. Pediatricians and infectious-disease doctors advise against “chickenpox parties” as dangerous because it’s impossible to predict how chickenpox will affect a person. The Kunkel lawsuit may present a complication for Bevin. His administration now must defend his Cabinet for Health and Family Services, which assisted the Northern Kentucky Health Department in the Assumption Academy outbreak. Assumption Academy offi cials would
Later that day, student Jerome Kunkel, 18, sued, saying public health offi cials violated his freedom of religion. He opposes the vaccine “due to its being derived from aborted fetal cells.” Journalist Meredith Wadman, author of “The Vaccine Race: Science, Politics and the Human Cost of Defeating Disease,” said the cells used to create the chickenpox vaccine are the products of key advances in medical science in the mid-20th century. “Cells are little miniature vaccine factories,” she said. To develop a vaccine for polio in the 1950s, researchers slaughtered tens of thousands of monkeys for kidney cells. But kidneys, the body’s blood-cleaning organs, are relatively dirty environments. Later research found a previously undetected virus in the monkey kidney cells that triggered tumor growth. Wadman said a Philadelphia biologist named Leonard Hayfl ick then wondered “where’s the clean environment where we could avoid the problems of the monkey kidney cells?
not say how many students attend the school. But the health department said the 32 children with chickenpox represented 13 percent of the population, which would mean about 246 students. A hearing on the Kunkel lawsuit is scheduled for April 1 in Boone County Circuit Court. Covington lawyer Jeff rey C. Mando, representing the Northern Kentucky Health Department, said that given the constitutional issues raised, he is consulting with commonwealth lawyers about moving the case into federal court. Mando said the health department properly used its authority. “The suggestion that the health department was acting in retaliation to the plaintiff ’s religious beliefs is just not accurate,” Mando said. “The only reason that the health department took the action that it did was to prevent an outbreak in Northern Kentucky and to protect public health. That’s our goal. That’s our objective. That’s what we were attempting to do.” Chickenpox is highly contagious, spreading by touch or by inhaling skin cells sloughed from the telltale itchy rash. 1962 abortion now are called WI-38 line human diploid lung fi broblasts and have been replicated hundreds of thousands of times. The pharmaceutical giant Merck used the WI-38 line to produce a vaccine for rubella. Later, to make today’s chickenpox vaccine, the company used cells from a fetus legally aborted in England in 1966. That line is called MRC-5, for the Medical Research Council in England. The chickenpox vaccine has been widely available since 1995, and research has shown the death rate of the illness, as well as its related ailment shingles, has dropped 94 percent. Other vaccines are made in the WI-38 and MRC-5 cell lines. The hepatitis A vaccine is made in the MRC-5 cells, and a vaccine that protects members of the U.S. military from a common respiratory infection called adenovirus is made using the WI-38 cells. pox can kill in rare cases, especially infants or pregnant women. A vaccine manufactured by the pharma giant Merck came on the market in 1995, and research has shown more than 90 percent of American children have received the vaccination. The vaccine was developed using laboratory-replicated cells from a fetus legally aborted in 1966. The Vatican ruled in 2017 that Catholics can receive the vaccine "in clear conscience" that they are not complicit with abortion. That guidance is not enough for Jerome Kunkel. “It doesn’t matter to me if it was back
in the 1960s,” he said. "If they’re still using aborted fetal cells, I won’t get the vaccine. The Fifth Commandment says thou shalt not kill. Abortion goes directly against that.” Kunkel is also a coach of the baseball team at Assumption Academy, and the health department’s orders meant he also missed the fi rst games of the season. He’s trying to keep up with schoolwork, but it’s been hard not being able to ask a teacher a question. He hasn't decided on college yet. He’s surprised to be in the middle of a national controversy. “I didn’t think it would be this big a story,” he said. “We’re kind of a small town.”

He realized that fetuses are hugely protected in the womb.” In 1962, Wadman said, a young Swedish mother of young children and married “literally to a drunken sailor” ended a pregnancy at four months. Offi cials then took the fetus, without the mother’s consent or knowledge, to the Karolinska Institute in Stockholm. Its lungs were removed, packed on ice and fl own to the Wistar Institute in Philadelphia, where Hayfl ick cut them into pieces and replicated the cells. The mother learned only much later what had happened to the fetus when Swedish colleagues of Hayfl ick tracked her down for her health history. The lung cells became the gold-standard vehicle to grow viruses for measles, rabies, rubella and chickenpox, Wadman said. The process of producing vaccines weakens or kills the virus, so that it does not cause disease. When injected into a human, the cells with the virus cause an immune response but don’t make the person ill. The “daughter” fetal cells from the

Most states give vaccination exemptions Forty-seven states, including Kentucky, give religious or philosophical exemptions to mandatory vaccination of school children, according to the National Conference of State Legislatures. The only states that don’t are California, Mississippi and West Virginia. The outgoing head of the federal Food and Drug Administration recently sounded an alarm about a growing number of outbreaks of diseases such as measles that can be controlled with vaccines. Dr. Scott Gottlieb said in a recent interview with CNN that “some states are engaging in such wide exemptions that they’re creating the opportunity for out-
breaks on a scale that is going to have national implications.” If “certain states continue down the path that they’re on, I think they’re going to force the hand of the federal health agencies,” added Gottlieb, who is leaving the Trump administration at the end of March. Dr. Jerome Adams, the U.S. Surgeon General, this month echoed Gottlieb’s concerns. He signaled during a trip to the Pacifi c Northwest that he backed efforts in Oregon and Washington state to roll back vaccination exemptions, Kaiser Health News reported. Wadman said the Northern Kentucky case is the fi rst high-profi le abortion-related complaint she has heard about the chickenpox vaccine. “It has arisen more in the context of the rubella vaccine. There’s an irony here, because with rubella, if you get that disease when you’re pregnant, it’s just devastating to the fetus.” The vaccine for rubella, also called
German measles, was developed after the United States suff ered an epidemic in the 1960s when thousands of babies were born blind, deaf or with heart defects. In 2003, an anti-abortion group in Florida called Children of God for Life petitioned the Vatican to rule on the morality of vaccinations with the WI-38 or MRC-5 cell lines. In 2005, the Pontifi cal Academy for Life decided Catholics should petition drug companies to develop alternatives. Yet the Vatican also said Catholics could use the vaccines if there was a danger of severe illness. “We fi nd, in such a case, a proportional reason in order to accept the use of these vaccines in the presence of the danger of favoring the spread of the pathological agent, due to the lack of vaccination of children,” the academy ruled. The Vatican called on Catholics to push pharmaceutical companies to develop alternative vaccines that do not use the cell lines.
Catholic groups continue to press pharmaceutical makers to change their vaccines. Children of God for Life, a website that’s described as a “world leader in the campaign for ethical vaccines,” says it has collected more than 630,000 signatures of groups and individuals that want “ethical alternatives in future products.” But vaccine makers have “zero fi nancial incentive to go back and reinvent the wheel,” Wadman said. “These vaccines have a decades-long record of safety and eff ectiveness. It would be expensive (to produce an alternative), and not a gain for the company at all.” Dr. Carl Fichtenbaum, an infectious disease specialist at UC Health, said that because chickenpox is highly contagious, “If people decide not to get vaccinated, it aff ects the herd. People may have the right to make an individual decision, but when that decision aff ects people around them, it’s not really an individual decision. You’re making a decision that aff ects other people’s lives.”

I was weeding my patch of elderberries when I spied more than a few blackberry vines poking through the soil. The funny thing is when we planted the blackberries originally, they seemed far enough away from the elderberries. Lesson learned: blackberries are like mint – new growth springs from the mother plant, roams, then roots wherever it fi nds soil. I dug up the vines and worked up a good appetite in the process. After all that weeding, I wasn’t about to fi x anything that took a lot of time or eff ort for supper. That’s why I made these sautéed pork chops with an orange Dijon pan sauce. Kentucky adds health workers to attack Burlington rising HIV infections; will start in NKY teacher Terry DeMio
Cincinnati Enquirer USA TODAY NETWORK
Northern Kentucky and other places in the commonwealth are about to get additional public health workers and other new resources to focus on preventing HIV and other infections that can come with injection drug use. State and local health authorities and University of Kentucky health experts were in Northern Kentucky on Wednesday to announce the program that will start in Northern Kentucky. It will provide public health specialists and technology to fi ght HIV and other blood-borne diseases that are plaguing the region. “This is a very proactive and very progressive and unique program,” said Dr. Ardis Hoven, an infectious diseases expert at UK and a consultant with the Kentucky Department of Public Health. The program will start in Northern Kentucky because of an HIV surge noted in 2017. The region’s HIV cases jumped 84 percent in 2017, with 46 cases that year compared to 25 the year before. There were again 46 cases in the health district’s region in 2018. “With the increasing number of HIV cases linked to injection drug use, it is imperative we enhance services, education and outreach to vulnerable populations and prevent further spread of infectious disease, said Dr. Jeff Howard, commissioner of the Kentucky Department of Health. While Northern Kentucky’s HIV infection rates seem to be outpacing those statewide, health authorities want to prevent additional breakouts in the commonwealth. “We are reaching out to other coun-
ties and districts,” said Hoven, medical director for the harm reduction initiative. Jeff erson County and the Louisville metro area are among places that raise concern because of they, too, have a large population of injection drug users, she said. The program will include pilots to give access to care and support for people living with HIV and those at highest risk of getting it. Specialists will be embedded in needle-exchange programs to help clients there get access to care. The new program will also help educate health-care providers and students training in substance use and mental health disorders, the health offi cials said. Public health has long anticipated the spread of blood-borne infectious disease because of the opioid epidemic. Drug users often share needles and have limited access to sterile syringes and injection equipment. While Kentucky has stepped up needle exchange operations, with more than 50 operating in the state, the federal Centers for Disease Control and Prevention says the state needs more accessible exchanges and testing and treatment of blood-borne infections. The CDC issued a report in 2016 showing that 220 counties nationwide, including 54 Kentucky counties and 11 in Ohio, were vulnerable to HIV outbreaks then. The analysis was done after tiny Austin in Scott County, Indiana, experienced an HIV outbreak beginning in 2015 traced to injection drug use of the opioid Opana. A CDC team was back in Northern Kentucky and Cincinnati last fall, at the request of local offi cials in the face of

rising HIV cases. Discussions of prevention programs have been underway for a few years, Hoven said. The Kentucky Cabinet for Health and Family Services’ Department for Public Health and the University of Kentucky have established the Kentucky Income Reinvestment Program to fund the new initiative. The money was generated through the Kentucky AIDS Drug Assistance Program, which provides HIV medications for low-income people. It’s not certain yet how much the project will cost, said Jana Collins, research protocol manager for HIV programs at the Bluegrass Care Clinic at the University of Kentucky. She expects Northern Kentucky to be ready to go in about two months. Northern Kentucky is likely to be able to hire three risk-reduction specialists and get any tech support, hardware and software the department needs for prevention eff orts and data collection, Hoven said. She said one goal is to track people who use the services and learn whether they get treatment. Health director Dr. Lynne Saddler said she’s looking forward to the new help. “The additional talent and resources provide tremendous support for addressing the CDC’s recommendations for eff ectively reaching people at risk to prevent new HIV infections and provide more comprehensive services to those individuals who are infected,” Saddler said.

We are looking into the matter and will share more in- Furnish formation when it is available.” Court records show Furnish was charged with cocaine possession and pleaded guilty on Jan. 27. A Newport Police offi cer stopped Furnish in his vehicle at 2:31 a.m. on Jan. 18 on 10th Street after fi nding in the state database that it was not insured, according to court documents. The offi cer wrote in Furnish’s citation he could smell marijuana and in a subsequent search found a powder substance that Furnish said was cocaine. Furnish also told the offi cer he had smoked marijuana before driving. Furnish was charged with failure to produce insurance, possession of cocaine and possession of drug paraphernalia. On Tuesday, March 5, IHM parents received an email from administrators stating Furnish had resigned from his position with the school.

Sports NKU players accuse Norse women’s basketball coach of bullying, abuse Sarah Brookbank and James Weber Cincinnati Enquirer USA TODAY NETWORK
A player on Northern Kentucky University women's basketball team has accused the head coach of being emotionally abusive and the university of silencing allegations. The university says it is investigating the claims. Taryn Taugher, the lone senior on NKU women's basketball team, wrote a post in The Odyssey alleging emotional abuse by head coach Camryn Whitaker. Taugher also alleges that Northern Kentucky University's athletic department is willing to "silence the multiple emotional abuse allegations." The Odyssey is similar to a blog site, where contributors publish content. It is popular with college students. In her post, Taugher alleges that she has been a "punching bag" since her fi rst practice in June 2016. In the 2017-18 season, Taugher played in all 31 games with fi ve starts. Whitaker has been with NKU since 2016. Prior to that, she coached one season at University of Kentucky and three at University of Dayton. "These verbal attacks were mostly behind closed doors, in her offi ce, on what she liked to call the "crying couch" where it was your word against hers. Where she could get you alone and tear you apart. These meetings were mostly done weekly and before games, so you were so messed up from your beat-upsession that you couldn't possibly play well by game time," Taugher wrote. Taugher's post came 19 days after the Norse played their last game of the season. Taugher said she had one year of eligibility with the Norse after this sea-

son, but was told by Whitaker that the coach wouldn’t decide whether to grant her that year until after this season ended. That forced Taugher to change her major. On Monday, three players mentioned in Taugher’s column confi rmed her accounts on social media. Taugher said that Reece Munger, a sophomore on this year’s team, was punished for bringing her parents into a meeting. “This infuriated Coach Whitaker, and since this happened on game day, she forbid Reece from coming to shoot around before the game, the game itself, and in the locker room and proceeded to tell the other players that Reece was a
"f****** bad friend and teammate,” Taugher said in her column. Munger announced Monday she would be transferring, and both of her parents backed up Taugher’s claims on social media accounts.
More sports coverage Kasey Utrecht, who played until 2017, tweeted on Sunday night that she had met with athletic director Ken Bothof and the Title IX offi ce during the 2016-17 season. Utrecht was punished for socializing with Shar'Rae Davis. After that, players had playing time taken away for socializing with Utrecht. “When Kasey (Utrecht and Shar'Rae
(Davis) were spotted sitting next to each other on the bus in the middle of a fourgame road trip, Kasey was again reprimanded and played only a few minutes in the game. Shar'Rae did not play at all and was forced to sit alone at the end of the bench. Word quickly spread that if you associated with Shar'Rae, then your playing time would diminish and you would face the wrath of Coach Whitaker. Shar'Rae sat alone on the bus, in the restaurant, and was even moved into her own hotel room when everyone else had a roommate.” Davis repeated all of this in a long video post on Facebook on Monday night. The university did not comment on Taugher’s claims, instead releasing a statement Monday night that it would look into them further. “The university is aware of complaints surrounding the women’s basketball program,” the statement, written by NKU director of public relations Anna Wright said. “We recognize the courage it takes to share personal stories." NKU said it took complaints seriously and they have been "thoroughly reviewed separately by the Title IX and Athletics offi ces, and addressed in accordance with university policy." The university said there are ongoing eff orts to improve communications and relationships between the program’s leadership and student-athletes. "We are committed to fostering a safe, healthy and inclusive learning environment for anyone who is a part of our campus community. Our students’ voices will be heard and the Athletics offi ce will continue to monitor and assess our programs, taking appropriate corrective actions as needed," NKU said. The Enquirer will update this article.
Walton-Verona coach Grant Brannen steps down James Weber
Cincinnati Enquirer USA TODAY NETWORK
WALTON - After leading Walton-Verona to its best season in school history, Grant Brannen has stepped down as head boys basketball coach. Athletic director Kyle Bennett said via email that Brannen resigned Monday, March 25 and would continue to teach at the school. Brannen led the Bearcats to a 28-7 record this past season and their fi rst berth in the KHSAA Sweet 16 since 1942. The Bearcats won a game in the tourney for the fi rst time in their history and lost to Campbell County in the quarterfi nals. Saints coach Jeff Hans has lost just 11 games in his eight seasons at the helm. Five of those defeats came in his fi rst year. Three days after guiding Thomas More to its most recent national championship, he was still receiving congratulatory messages from proud alumni. “It’s about building the program, not just a team for a year. That’s what we want to have, the tradition that everyone can be proud of,” said Hans. “I’m getting texts from alumni on Tuesday telling me they’re still smiling, still glowing. That’s what it’s all about, creating that family that you’re a part of forever.” The Saints were led by this season's national Player of the Year, Madison Temple. While she earned several individual accolades, the two national championships she helped her team win are far more important to her. “It’s the culture of it all. We’ve had great leaders. Everybody understands their role. Players don’t get upset about not being able to play. We have vocal leaders and those who lead by example. We have people who hold you accountable,” Temple said.

“It was really special winning it all this year with the group of girls we had. You can just tell that we love playing together and we love playing for one another and we want to make plays for one another.” Moss and Temple played one season together. Not surprisingly, it ended in a national championship. Moss, now an assistant coach at the University of Charleston, recognized Temple’s talent and leadership abilities right away. “I knew she was special her freshman year, just playing with her, the way she carried herself throughout the season. She didn’t act like a freshman. She was always very mature,” Moss said. “I knew she would be big for Thomas More. I knew it was just a matter of time before she won Player of the Year and they won another national championship.” Moss initially matriculated at the University of Florida, but after one year realized that she wanted to play closer to home. Temple suff ered two serious knee injuries in high school that caused her to miss out on critical recruiting seasons. Both players could have gone elsewhere or called it quits on basketball altogether, but were drawn to the winning environment that Hans and his staff have established at tiny Thomas More in Crestview Hills, Kentucky. “I think a lot of kids want to stay close to home. They can go to Thomas More. I think the Cincinnati and Northern Kentucky area is ridiculous right now with producing women’s basketball players,” Moss said. “Why don’t we go play at the powerhouse that is Thomas More and we can still go home and have a meal and get our laundry done at home?”

BY TRENTON CHARLSON / EDITED BY WILL SHORTZ Trenton Charlson is a 2018 graduate of Ohio State University with a degree in English and a concentration in creative writing. ‘‘Sadly,’’ he says half-jokingly (I think), ‘‘there is no crossword-puzzle major at Ohio State.’’ Five of Trenton’s previous nine crosswords in The Times were named ‘‘Puzzle of the Week’’ by the blog XWord Info. This is his first Sunday puzzle. — W.S.
