Editor’s note: Information included refl ects this article’s original publication date – July 29. Seventeen-year-old Shantell “Shannie” Pooser has been infatuated with fl ight attendants for years. She has multiple medical disorders and constantly fl ies from her home near Columbia, South Carolina, to Cincinnati Children’s Hospital Medical Center for treatment. Last October, American Airlines and PSA Airlines named her as an honorary fl ight attendant, letting her give safety demonstrations and hand out snacks. Through her numerous fl ights and time working on-board, Shannie has befriended many of the fl ight attendants. When those fl ight attendants heard Shannie was going to Cincinnati for one of her most vital surgeries yet, they wanted to do something special for their “princess.” Getting off the plane at Cincinnati/Northern Kentucky International Airport on Monday, her jaw dropped as she saw a wheelchair decorated with balloons. Flight attendants rolled her out to her princess castle, where a section of the seating area had been decorated with cardboard castle walls centering around a carriage backdrop. Cinderella came out to meet Shannie, and as soon as they heard the Disney music playing, both began dancing. Shannie reveled in the attention of the large crowd that had gathered as she showed off her moves to the applause of the audience. Shannie’s energy and attitude was evident as she moved across the fl oor, full of life despite her illness.

Northern Kentucky's newest library comes with an amphitheater and a wall of windows allowing natural light to stream inside a reading lounge. Boone County Public Library's Hebron Branch offi cially opened with a ribbon-cutting and open house Monday, July 29. The 26,000-square-foot library is located off a roundabout at 1863 North Bend Road, Hebron. The library cost about $10 million to build and furnish, said Library Director Carrie Herrmann. A fund set up by the library's Board of Trustees nearly 20 years ago allowed the library to pay off the new branch all at once instead of borrowing any money, Herrmann said. The library off ers unique features not found in other Boone County libraries.

didn’t give up hope. Cincinnati Children’s Hospital was the only one out of 20 hospitals that off ered to help Shannie. She’s fl own to the hospital for multiple surgeries since 2016. Shannie’s doctors told Miller-Berry that Shannie is one of the oldest patients they’ve seen with her condition. Last year, Shannie’s health worsened. Her airways are 87 percent obstructed, and she has trouble breathing, especially when she sleeps. Shannie came to Cincinnati on Monday for a prosthetic tracheotomy, which, if successful, will help her breathe. Doctors said this surgery is her last chance. Without the surgery, she was given sixto-nine months to live. With Shannie’s other diagnoses, the surgery only has a 10 percent chance of success. If the surgery succeeds, Shannie will have an apparatus coming from her neck. Her mom said she’s going to wear scarves to cover it, causing MillerSee SHANNIE, Page 4A

Natural products, natural light The one-story building used natural products in construction, including stone, said Herrmann. There are lots of windows throughout the building, she said. “One entire side of this building will be windows to let the natural light in,” Herrmann said. The westward looking wall of windows has a wooded area view. There is also an outdoor patio unique to the Hebron Branch, she said.

actually has a fair number of small local theater groups," she said. "But, they don’t have a lot of space. Community members can book just like any other space, to do a play there."

In calculating the rankings, each of eight categories was assigned weightings based on the average of three years of data from an annual national survey that asked a total of more than 50,000 people to prioritize each subject in their state. The categories are health care, education, economy, infrastructure, opportunity, fi scal stability, crime and corrections and natural environment. Ohio ranked No. 7 for opportunity. Her dream job Shannie has dreamed of being a fl ight attendant since she began making the trek to Cincinnati for her many surgeries. After she and her mom befriended the fl ight attendants on one trip, they took her to the cockpit to meet the pilot, and that desire grew even more. For her birthday last October, American Airlines helped organize a planethemed party. they took Shannie and her friends on a plane and let Shannie give safety demonstrations for her guests. At that time, she was given a pin and named an honorary fl ight attendant. On the few fl ights she’s been on since, she’s worn the uniform and performed her fl ight attendant duties. Once the plane reaches a safe altitude, Shannie hands out snacks. She chooses what to give the guests, but they don’t seem to mind and eat whatever they’re given. Shannie loves giving the safety demonstrations. Her mom said her face lights up as she buckles the seat belt or motions toward the oxygen mask. Being a fl ight attendant is only one of many items on Shannie’s bucket list that her mom is determined to help her accomplish. Shannie hopes to meet Barack Obama, Bruno Mars, Alicia Keys and Miley Cyrus. She wants to challenge Ellen DeGeneres to a dance battle, which she is convinced she would win. A welcome fi t for a princess On Monday, as Shannie made her way to Cincinnati, each stop got bigger and better. Her home airport in Columbia, South Carolina, was decorated with blue streamers, her favorite color. Miller-Berry thought that was amazing in itself but was surprised when at their layover in Charlotte, North Carolina, airline employees greeted Shannie as soon as she got off the jet bridge, showering her with attention. The airport was decorated with a princess theme similar to Cincinnati but not as grand, Miller-Berry said. She said she thought for sure that was the end of it but was surprised once again at the welcoming party in Cincinnati. The plane drove into the gate between two fi retrucks, spraying water in a salute. Shannie was met with the decorated wheelchair and brought over the see the rest of her surprises.

She began dancing as soon as she heard the music. Her mom said that’s just her personality. “That’s her every day,” Miller-Berry said. “She’s a dancer. She’s an entertainer. She loves to sing, and for an audience like this, oh yeah, she was bound to perform.” The surprise took a lot of coordination between the airport staff , including American Airlines, PSA airlines and all of the people working on decorations. All of the decorations and food were donated, as were Shannie’s fl ights. Those staff members organized this because of the bond they’ve formed with Shannie. They often work the same fl ights and have spent a lot of time with Shannie on her many trips to and from Cincinnati. “My life is so enriched because of knowing her,” said Valarie Butler, a fl ight attendant with PSA Airlines. Shannie’s surgery is scheduled for 10:30 a.m. Tuesday, and she will remain in Cincinnati with her mom for two-to-three months as she recovers.

A former Northern Kentucky high school teacher indicted on two counts of grand theft received his jail sentence July 22. Bryan Bentley, 37, is accused of stealing more than $100,000 from multiple organizations while working at Ryle High School in Union, Kentucky. A judge sentenced Bentley to 65 days in jail, which he will serve in the Clermont County Jail beginning Nov. 1. Court documents say Bentley did return some Bentley of the money, but he was still responsible for restitution in the amount of more than $19,000, which he is repaying. Bentley, who has a master’s degree, surrendered his teaching license as well. Offi cials with the Clermont County Sheriff ’s Offi ce said in June 2018 that their investigative unit was contacted in November by offi cials in Kentucky about an investigation involving funds taken from a student-related organization. The probe revealed that Bentley used more than $52,000 from the organization without authorization for personal reasons between January 2015 and October 2017. It’s alleged to have occurred while he was treasurer of Future Business Leaders of America (FBLA). Bentley was terminated prior to the Clermont County Sheriff ’s Offi ce involvement.

An Iraq War veteran said she was denied lodging in Northern Kentucky because of her service dog. The veteran fi led a complaint claiming the Wildwood Inn Tropical Dome and Theme Suites in Florence had violated the Americans with Disabilities Act. On Thursday, July 25, the U.S. Attorney’s Offi ce for the Eastern District of Kentucky announced the complaint

was settled. The offi ce did not release the name of the veteran. The offi ce said the veteran has posttraumatic stress disorder. The veteran’s complaint alleged that she and her husband attempted to check into the inn, but staff requested to see medical paperwork or verifi cation that her service dog was certifi ed. But the ADA does not allow such requests. The vet, a recipient of the Bronze Star with valor, was ultimately turned

A new study has determined which roads are the most dangerous to travel during the summer and some of them run through Greater Cincinnati. The study from a Secure Life analyzed three years of traffi c fatality reports to fi nd out which roads had the highest number of fatal car crashes from May through September. The data used in the study came from the National Highway Traffi c Safety Administration. Kentucky’s most dangerous road, US 27, passes through Campbell County. I-75 is on the list for both Kentucky and Ohio and I-70 is on the list for both Indiana and Ohio. There were 160 deaths on I-10 in Florida during summertime in 2015, 2016,

and 2017, that’s the most of any road on the list. In South Carolina, I-26 ranks No.2 and it’s a major road used to get from Cincinnati to Hilton Head. Interstates that make the list in multiple states include: I-40, I-75, I-90, I-10, I-94, I-20, I-25, I-35, I-5, I-65 and I-81. The driver facing charges in the fatal January Boone County crash that killed a mother while driving her twin sons to school was denied a lower bond Wednesday, June 24 in court. He has two prior DUI convictions, court documents said. Darrin Carroll, 43, of Union, wore ankle shackles and handcuff s as he pleaded not guilty to all charges that Wednesday. He remains in jail on a $250,000 cash bond. Carroll was accused of having drugs in his system while driving during the fatal crash that killed 45-year-old Amy Skiba on Richwood Road, according to court documents. Both of Skiba’s 12year-old boys suff ered non-life-threatening injuries when the crash happened around 7:20 a.m. Jan. 9. Skiba was a former school guidance counselor in Boone County Schools. She retired early to spend time with her family, according to a Jan. 10 Enquirer article. Carroll has been charged with second-degree manslaughter, three counts

of fi rst-degree wanton endangerment, operating a motor vehicle under the infl uence (third offense-aggravated circumstances), and speedCarroll ing. The right axles of a 2003 Chevrolet fl atbed truck Carroll was driving went off the road, police said in a Jan. 9 Enquirer article. The truck then crossed the center line and struck an oncoming Honda driven by Skiba head-on. Defense attorney Donald L. Nageleisen’s request for a lower bond, possibly as low as $100,000, would be too lenient, said Circuit Court Judge Richard A. Brueggemann. “I don’t know with it being a third DUI I can be as generous as you want me to be,” Brueggemann said. The risk Carroll could reoff end is the concern, said Jason Hiltz, the lead prosecutor on the case for the Commonwealth’s Attorney of Boone and Gallatin counties. In 2012, Carroll pleaded guilty to an aggravated DUI charge, his second offense. A police offi cer stopped Carroll after seeing the vehicle he was in almost

run off the road June 10, 2012, on Dixie Highway in Walton, according to the arrest report. The offi cer noted in the arrest report that Carroll missed heel-to-toe on every step. His license was suspended for a year and he was sentenced to 14 days in

jail. In 2011, Carroll was arrested on a Boone County warrant on his fi rst DUI charge. He pleaded guilty and was sentenced to one day jail time and a 90-day license suspension. Carroll has a history of driving infractions in addition to the two DUIs. And in 2014, he was charged with burglary and leaving the scene of an accident as well as criminal mischief and alcohol intoxication. The police report said a car registered to Carroll’s address crashed through a fence and left the scene of an accident. Offi cials withdrew the charge of leaving the scene of the accident and Carroll was given diversion on the burglary charge. The charges of criminal mischief and alcohol intoxication were dismissed. Nageleisen said Carroll’s family could pay up to a $100,000 bond. Carroll is a lifelong Boone County resident who has school-age children, Nageleisen said. Brueggemann said he didn’t want Carroll’s family to suff er while he is jail, and off ered to let the defense pursue work-release with the condition his whereabouts are known at all times. A pre-trial conference is set for 9:30 a.m. Aug. 21.

Two men were arrested in Florence wearing bulletproof vests after they were found driving a stolen car that was involved in a bank robbery in Mason, police said. Jermaine Clark, of Grand Rapids, Michigan, and Steven Smith, of Zanesville, are facing charges of receiving stolen property, fl eeing or evading police

and wanton endangerment after the incident. On July 24, Florence Police noticed a car on Ky. 18 near Mall Road that was involved in a bank robbery in Mason earlier that day. The Dodge Charger Hellcat was reported stolen from Michigan, according to police. When offi cers attempted to make a traffi c stop, the driver quickly accelerated and fl ed from offi cers south on I-75 from Ky. 18. Florence Police offi cers attempted to pursue the

vehicle, but lost sight of it, offi cers said. Shortly after, police said the car was involved in a crash at the intersection of I-75 south and Mt. Zion Road. One woman was injured in the crash, and the driver and passenger of the Hellcat fl ed on foot, according to offi cers. Clark and Smith were apprehended near Woodspring Apartments and were wearing bulletproof vests, police said. They were found in possession of proceeds from the bank robbery in Mason.

Clark, robbery suspect and driver, has been involved in six bank robberies since January in several states, Florence Police said. Clark has been charged with felony receiving stolen property, fl eeing or evading police, wanton endangerment, felony assault, and other traffi c-related off enses as a result of the pursuit. Smith has been charged with felony receiving stolen property, fl eeing or evading police and wanton endangerment. Both suspects were in the Boone County Jail.

Pork tenderloin perfect for high roasting Rita’s Kitchen Rita Heikenfeld

Here’s why I turned my oven on to 450 degrees during this blistering heat wave. It’s all due to a bargain at the grocery. Pork tenderloins were on sale – buy one, get one. So I brought home two packs with two tenderloins each. I planned on freezing them, but had forgotten that my refrigerator freezers were packed tight. I decided high roasting all four was the best plan, so that’s what I did. I had some leftover barbecue ribs rub which I used to season the pork. And you know what? The kitchen really didn’t heat up that much, since the meat cooked in about 20 minutes or so. The pork was juicy and tender and I had plenty to share with neighbors. I served it with a quick basmati rice pilaf – all I did there was sauté a bit of the rub in a little olive oil in a saucepan, added rice and when it turned golden, I poured in chicken broth. By the time the pork was done, rice was, too.

You can do as many tenderloins as you want with this recipe. After trimming, rub all over with olive oil. Then sprinkle on the rub or your favorite seasoning, patting to make it stick. I used a couple teaspoonfuls for each side. Place in roasting pan and if you want some pan juices, pour a little broth or white wine around the meat, not on top. Roast until temperature reaches 140-145. (Poke an instant read thermometer into center.) Meat may still be a bit pink, but safe to eat.

Really good on all kinds of meats. Sprinkle some on grilled veggies, too.

2 tablespoons plus 1 teaspoon salt

Mix together:

2-3 teaspoons sweet paprika

⁄ 3 cup garlic powder

2 teaspoons allspice

3 tablespoons chili powder blend

To give it more of a “kick”: add 1 teaspoon chipotle chili powder

A group of local businessmen has bought the Florence Freedom and will keep the team at its current stadium. As part of the deal, Freedom Baseball Club, LLC has acquired the professional baseball team from Canterbury Baseball, LLC. Freedom Baseball Club, LLC is comprised of four general partners – David DelBello, formerly of Procter & Gamble and president of DelBello Holdings; Brian Bortz, president of Towne Building Group; Danny Heilbrunn, owner of DJH Management; and Matt Kappers, managing director at Concordia Financial Group. DelBello will assume the role of chief executive offi cer of Florence Freedom. Heilbrunn will become vice president of business development. Kappers will serve as CFO and Bortz will serve as vice president of facilities. “We are thrilled to work with the city of Florence as we continue the tradition of Frontier League baseball in Northern Kentucky,” said DelBello. Through the acquisition, Florence Freedom will remain at UC Health Stadium, which has a capacity of 4,500. The stadium is owned by the city of Florence. “The city is excited by Freedom Baseball Club, LLC’s acquisition of our hometown team - the Florence Freedom,” said Florence Mayor Diane Whalen. “Their love and passion for the game is apparent, and we are looking forward to a long-term partnership with them as we learn more about what the future holds for our team and UC Health Stadium.”

Canterbury Baseball, LLC previously was led by Clint Brown, who acquired Florence Freedom in 2004 while the team was in bankruptcy. He and his wife, Kim, played an integral role in helping the team become a successful fi xture in the community. Clint Brown died unexpectedly in January 2018, at which time Kim Brown became president of the company. The college football season is scheduled to begin on Aug. 24. By the time the season rolls around, there could be three local quarterbacks all starting at Big Ten schools. Or, they could all be relegated to backup roles. Indiana’s Peyton Ramsey (Elder), Minnesota’s Tanner Morgan (Ryle) and Penn State’s Sean Cliff ord (St. Xavier) all fi nd themselves in battles to be the starter under center. Sportsbook Review has all three of schools listed near the bottom of the Big Ten position rankings due to uncertainty at the position. Only Rutgers is ranked lower. Ramsey, a redshirt junior, was a starter all of last season, and four times his freshman season. Last season he went 295-for-447 passing (66%) for 2,875 yards, 19 touchdowns and 13 interceptions. He also carried the ball 111 times for 354 yards and fi ve touchdowns. Although he is the incumbent, Michael Penix is expected to push him. “As we approach the 2019 season, we have three quarterbacks that I believe are all capable of leading our football team,” Hoosiers head coach Tom Allen said at the conference’s media day. “Peyton is a young man, the returning starter who has done a tremendous job for us. Obviously as the returning starter, he’s the guy they’ve got to beat out.” At Minnesota, redshirt sophomore Morgan took over for Zack Annexstad midway through last season and led the Golden Gophers to a 4-2 record. In addition, he led the school to its fi rst win at Wisconsin since 1994 and a bowl win against Georgia Tech. He fi nished the season 89 of 152 passing for 1,401 yards, nine touchdowns and six interceptions. He also rushed for 51 yards and a score. Morgan and Annexstad are expected to compete for the job for the 2019 season as well. Redshirt sophomore Cliff ord is the most likely of the trio to be a starter this season. It is assumed the job is his, but Nittany Lions coach James Franklin isn’t expected to name a starter anytime soon. The job opened up for Cliff ord when the quarterback he was expected to be competing with, Tommy Stevens, transferred to Mississippi State. Annual organ concert set for Aug. 4 The 10th annual Founders’ Day Organ Concert at Dry Ridge Presbyterian Church is Sunday, Aug. 4 at 2 p.m. “This year’s program is titled Great Hymns of the Faith,” stated Julie Donahue Dry Ridge Presbyterian Music Director. The pipe organ will be featured during some of the pieces while other selections will include an ensemble. Selections such as Precious Lord, Take My Hand and Duke Ellington’s jazz standard Come Sunday will showcase the historic hand pumped Hook & Hastings circa 1870s pipe organ and the talent of the ensemble musicians. The concert concludes with an oldfashion hymn sing led by the Conrad Family Singers. On the fi rst Sunday in August, the community joins the present day Dry Ridge Presbyterian Church congregation in celebrating the founding of the fi rst congregation in Grant County. On the fourth Sunday in August, 1791, nine settlers and two Baptist ministers established the Old Baptist Church on the Dryridge between the present day communities of Dry Ridge and Williamstown in Grant County. The church fi rst met at a block house called Campbell’s Station and in 1799 a meeting house was built in the vicinity of the blockhouse. “How wonderful that after 228 years the church is still relevant to the Grant County community of Dry Ridge,” remarked Donahue. Why does the church have this historic pipe organ? In 1856 the organ was promised to Pastor Elder William Conrad for saving abolitionist Cassius Clay’s life as he rode through the county. For ten years trombonist Bill Gemmer served as Music Director for the Dee Felice Cafe in Covington, and he is presently enjoying his performances with The Pete Wagner Orchestra, Dave Greer’s Classic Jazz Stompers and the London Street Band. This is Bill’s second appearance in the Founders’ Day Concert and he is pleased to be serving today as Music Director. Talented organist Joseph Rogers currently performs with Pete Wagner Orchestra and serves many churches as a substitute organist. The Cincinnati Conservatory of Music graduate has performed at the Omni Netherland and Beverly Hills Supper Club in the Cincinnati area. Calling all fun enthusiasts. On Saturday, Aug. 17, The Bill & Betsy Scheben Care Center is hosting a “BBQ, Band’s & Brews” festival fundraiser to support their center. This event will be held at the Florence Lion’s Club in Florence, Kentucky. We are excited to “What She Said” as our headlining band for this year’s event. We are also so excited to partner with The Wooden Cask Brewing Company, (Newport) who will be serving their best beer and wine all night! There will be something for the whole family. That includes infl atable slides, Kona Ice, dinner, raffl e prizes and more.

The Blacktop League will open its 26th season this August when play tips off . Games begin on Monday, Aug. 19, will end by Thursday, Oct. 10 and are played on Monday through Thursday evenings. Northern Kentucky Young Professionals to host Bourbon and Boards Young professionals looking to give back to their local communities on a more strategic level are invited to attend Bourbon and Boards, hosted by Northern Kentucky Young Professionals (NKYP) on Wednesday, Aug. 7 from 5-7 p.m. Attendees of Bourbon and Boards will have the opportunity to connect with representatives from nearly 40 local nonprofi ts looking to engage young professionals on their boards of directors, as well as with other area young professionals while enjoying a bourbon tasting. “Joining a nonprofi t board is a great way to make a signifi cant impact on an organization, while also developing leadership skills,” said NKYP Community Involvement Committee co-chair Ellen Bates. “From marketing and event planning to technology support and fundraising, being part of a board allows young professionals to leverage their time and skills to strengthen the community at large.” Bourbon and Boards will take place at the River’s Edge at Newport Landing (101 Riverboat Row, Newport, KY 41071). NOTICE Please take notice that Duke Energy Kentucky, Inc. has applied to the Kentucky Public Service Commission for approval to revise its Home Energy Assistance (HEA) rate for gas service and electric service for residential customers. Duke Energy Kentucky’s current monthly HEA rate for residential gas customers is $0.10 per month. Duke Energy Kentucky’s current monthly HEA rate for residential electric customers is $0.10 per month. Duke Energy Kentucky seeks approval to revise these rates as follows: Duke Energy Kentucky’s monthly HEA rate for residential gas customers would increase to $0.20 per month. Duke Energy Kentucky’s monthly HEA rate for residential electric customers would increase to $0.20 per month. The rate contained in this notice is the rate proposed by Duke Energy Kentucky. Upgrade the meter 2. transmitter to a version compatible with the District’s meter reading software, if needed, and install any associated software that may be applicable at the time of installation. The customer will be responsible for the cost of the new transmitter unit and any additional monthly fees passed from the vendor to the District that may be associated with the more frequent readings. Proposed Tariff Original Sheet No. 6 - Section I, paragraph 16: Upon customer re16. quest, the District will provide testing of the water coming into the structure because of a water quality concern with unaltered water produced by the District. The tests offered are limited to analytical methods that can be performed in-house by staff. The primary analyses offered are chlorine, Total Coliform, E.coli, and routine chemical parameters (alkalinity, aluminum, calcium, chloride, conductivity, copper, fluoride, hardness, iron, lead, manganese, pH, temperature, turbidity, sodium and sulfate). The necessary testing to investigate the concern with the unaltered, District-produced, water will be determined by the District. Laboratory testing services deemed to be appropriate by District staff are provided free of charge, provided the water has not undergone additional conditioning, and has not been altered in some manner by the customer. The number of samples and type of tests performed will be determined by the District based on the possible cause of the concern. A customer will be charged if a request is made to test water that has been altered by the customer, such as a faucet treated by a whole-house filter, a filtered refrigerator tap, or after a water heater. If a customer requests analyses that are above those deemed necessary by the District, then the customer will be charged for the testing. The District will charge for samples that are part of a lead testing program within a school or daycare. The District will charge other utilities, including the District’s wholesale customers, for analyzing samples collected within the other utility’s or wholesale customer’s system. The District will charge for tests on samples that are not from District customers, such as those collected from a cistern or private water well. The District reserves the right to waive charges under special or emergency circumstances. Water testing performed by the District’s laboratory will be billed under the District’s Invoice Billing Policy – see Section XII. Proposed Tariff Original Sheet No. 12 - Section VIII, paragraph 5: 5. A deposit shall be required if one or more of the following conditions exist for the applicant (hereinafter referred to as “Cust o m e r ” ) . a customer has h d i

had, on any previous or current NKWD District account, service disconnected three or more times in the preceding 12-month period, or a documented history of water service theft. a. The customer has unpaid balance from a previous NKWD account regardless of location. b. The customer has on any previous or current NKWD account had service disconnected for non-payment within the previous 2 years. c. The customer has on any previous or existing NKWD account has two or more checks returned by the bank. d. The customer has in the previous seven (7) years or during the course of their NKWD service filed for Chapter 7, 11, 12, or 13 Bankruptcy. e. Any customer that cannot provide a satisfactory credit rating, payment history with this or another utility may be required to pay a deposit to ensure outstanding bills will be paid. Proposed Tariff Original Sheet No. 13 - Section VIII, paragraph 9: Any customer that 9. has had or has two checks returned by the District’s bank for insufficient funds (or for any other reason) applicable to any previous or existing District account within a twelve-month time frame must pay charges due via another method of payment for the subsequent twelve-month period beginning with the date of the first returned check. Proposed Tariff Original Sheet No. 14 - Section IX, Type 1 – Underground Leaks: In cases where it shall be found after an investigation that a leak is underground and not subject to detection by ordinary method s , and where the customer if is free from negligence in causing or failing to report the leak, the District will make an adjustment on the customer’s bill for this type of leak. An underground leak is defined as a leak in the customer service line between the meter and the premises. Multi-family buildings and mobile home parks with master meters are not eligible for Type 1 adjustments. The customer is required to submit in writing a request for this type of adjustment. The written request must include the location of the leak and the date the leak was repaired, including receipts for the repair costs. This adjustment will be calculated on the billing period(s) that would be e a ffected by the leak not to exceed two billing periods. The leak will be based on the customer’s average bill plus one half of the lost water due to the leak. Accounts Customers are eligible for an underground leak adjustment of one once per year twelve-month period with a limit of three leaks total. Proof must be submitted verifying the service line has been replaced before a fourth adjustment will be approved. Proposed Tariff Original Sh t N 14 S ti IX

Sheet No. 14 - Section IX, Type 2 – Unknown Leaks Resulting in a High Consumption, paragraph 1 and Item 2: An Account A customer can be eligible for a courtesy adjustment for an unknown leak and/or unknown plumbing malfunction . where it shall be found after an investigation by a District employee, and a licensed plumber, that the cause for high consumption is unknown. 2. The customer is required to submit a letter in writing requesting an adjustment for an unknown leak resulting in high consumption together with a receipt of findings by the licensed plumber. The letter should also state that the customer has done due diligence at investigating the property for any possible leaks, and has found no evidence that would cause an escalation in consumption that was recorded on the meter for the account. Proposed Tariff Original Sheet No. 15 - Section X, paragraph 2: In the event that 2. an outside meter is blocked by a parked vehicle or other object, including but not limited to a car, truck, trailer or boat, the District has the right to have the object moved or towed. The District may require the customer to pay for all costs associated with moving the object. Proposed Tariff Original Sheet No. 15 - Section X, paragraph 4: If a bypass pipe is 4. installed in a building by the District in relation to an interior water meter relocation, the District shall only be responsible for maintenance, repair and/or replacement of the bypass pipe for a one-year period commencing from the date that the bypass pipe is installed. After the one-year period, any maintenance, repair, and/or replacement costs shall be borne by the property owner of the building where the bypass pipe is located. Proposed Tariff Original Sheet No. 16 - Section XII, paragraph 6 : Unless otherwise 6. specified in this tariff, invoices or bills shall become delinquent on the date indicated on the bill, which is thirty (30) days after the billing date. Once considered delinquent, a 10 percent late penalty charge will be included and shown as a separate line item on subsequent bills or invoices. Proposed Tariff Original Sheet No. 16 - Section XII, paragraph 7: The District re7. serves the right to transfer a customer’s unpaid invoice to the customer’s water account, if an account exists. Proposed Tariff Original Sheet No. 17 - Section XIII, paragraph 2: Service connec2. tions in developments requiring rock boring as a result of a developer’s failure to install crossover conduits will be billed for the full cost of the installation under the Invoice Billing Policy, less the connection fee paid at the time of application. will apply to service connections tapped to water mains installed by a developer and put into service after January 1, 2020. Upon request from a customer for an enlargement of a service connection, the cost to enlarge the service shall not exceed the cost of a new service connection installation for the applicable enlarged service size. In situations where the District is already planning to replace the customer’s existing service connection through a main replacement project or through a maintenance work order, the customer may notify the District of their desire to enlarge the service connection that serves their property and will only have to pay the enlargement cost between the replacement cost the District was planning to incur and the cost necessary to enlarge the service connection. Proposed Tariff Original Sheet No. 17 - Section XIII, paragraph 3: If a prospective 3. water customer requests location of a water service connection in a location that differs from the District’s recommended location, and it is feasible to install the service connection in the location desired by the customer, then the District will bill the customer under the Invoice Billing Policy for the full cost of the service connection installation, less the service connection fee paid at the time of application, if the cost of the installation exceeds the service connection fee. After the tapping fee has been paid, the District shall tap the distribution main and install the service connection from the distribution main to a meter setting and point of service, which will be located behind the curb or an area determined by the District to be placed in a manner that is safe to perform maintenance on such meter setting. Proposed Tariff Original Sheet No. 18 - Section XIII, paragraph 8: A customer desir8. ing a reduction, enlargement or relocation of an existing service connection shall make application at the District’s office and sign a water service connection contract and pay a service connection fee or deposit based on the desired new service size. The District will bill the customer the full amount of the actual service installation under the Invoice Billing Policy, less the service connection fee or deposit amount paid, or refund the difference if the actual cost is less than the deposit or service connection fee. In situations where the District is already planning to replace the customer’s existing service connection through a main replacement project or through a maintenance work order, the customer may notify the District of their desire to reduce or enlarge the service connection that serves their property and will only have to pay any additional costs between the replacement cost the District was planning to incur and the cost t d

necessary to reduce or enlarge the service connection. Proposed Tariff Original Sheet No. 32 - Section XX, paragraph 3: The District reserves the right to transfer a customer’s unpaid fire hydrant fee or any other related fees (such as replacement/repair costs caused by damage or theft) to the customer’s water account, if an account exists. Proposed Tariff Original Sheet No. 33 - Section XXI, paragraph 3: A non-reporting user’s report shall be presumed to be 0.03 0.3 percent of the utility’s total water sales for the A noncalendar month. -reporting user may present evidence of its actual usage to rebut the presumed usage. The utility should consider this evidence and may adjust the presumed usage amount accordingly.

The public notice published on July 4, 2019 regarding the proposed Northern Kentucky Water District tariff contained an error, and has been withdrawn. It is replaced by the following public notice: Northern Kentucky Water District provides notice of its proposed tariff revisions that will impact terms and conditions of service. The revisions and text changes contained in this notice are to be proposed by Northern Kentucky Water District to the Public Service Commission on or about July 29, 2019 to be effective on August 29, 2019. In the text below, underlined words are proposed additions to the tariff, and words with lines through them (strikeouts) indicate proposed deletions. Any text with no underlines or strikeouts indicates existing, unchanged tariff language. Northern Kentucky Water District is proposing the following tariff revisions: Proposed Tariff Original Sheet No. 4 - Section I, paragraph 3: Upon approval of 3. an Application for Water Service, whether Residential or Commercial, water service will be connected in accordance with 807 KAR 5:006 by ensuring the water is turned on at the meter which services the address listed on the application as either the “Service Location Address” or “Property Address” on the Residential or Commercial Application for Water Service, respectively. The applicant, or co-applicant, will be responsible for all charges, including, but not limited to, the fixed service charge as shown in “Section II – Retail Water Rates 3, Fixed Service Charge” for the respective meter size and interval billing period from the date water is connected and available for use, and every billing period thereafter until water service is terminated. Proposed Tariff Original Sheet No. 5 - Section I, paragraph 14: 14. a. The normal billing and reading cycle for NKWD the District is a quarterly basis, except for Subdistrict accounts. If a customer wishes to change from quarterly to monthly cycle the following criteria must be met: 1. Submit a written request along with an explanation of why the billing change is needed. This will be reviewed by the District on a case-by-case basis. 2. The average quarterly consumption must be a minimum of 2000 Hundred Cubic Feet per quarter.
