FLORENCE – Residents of a Kenton County retirement community got more than steak, burgers and shrimp for lunch last Thursday. A big surprise came when the bill arrived for about 14 older adults and their caregivers. A secret angel paid their bill at O’Charley’s in Florence. Now they want to say thanks. “I think we’re just so overwhelmed with the kindness and the surprise of the situation,” said Julie Price, community relations director of Emerald Trace, an almost 2-year-old senior care facility on Turkeyfoot Road in Elsmere. Mostly in their 80s, residents arrived on wheelchairs and walkers looking forward to having whatever they wanted for lunch, including beer. Tracie Morgan, who led the group, would divvy up the bill later but prepared to pay for it on her credit card. That’s when the unanticipated happened. The bill came for $207.14, but the server had a message. “She said, ‘It’s paid for. Your check has been voided for everybody,” Morgan said. Morgan was momentarily confused, thinking maybe her card was declined, she laughed. But the generosity of the secret donor sunk in quickly. The group from Emerald Trace was stunned and delighted. “I didn’t think there were still people like that,” said Morgan, of Walton, “but there are. See ANGEL, Page 1A

By all accounts, the first day of service for the Rising Star Casino ferryboat the MS Lucky Lady was a success. More than 150 vehicles were ferried across the Ohio River Saturday in the Lucky Lady’s first full-day of limited service. On its website, Rising Star Casino proclaimed the day as “triumphant.” “The ferryboat should drive traffic to the beautiful towns of Rising Sun and Rabbit Hash, while providing more convenient access to our resort amenities, including gaming, dining, golf, our hotels, and RV Park,” said CEO of Full House Resorts Dan Lee. “We recently refurbished our Pavilion and main hotel, offering guests a new resort experience.” The ferry’s launch comes about one month later than anticipated. The Lucky Lady was christened in July and expected to launch in August. The launch was reportedly delayed until this weekend, however, due to weather and delays in paving the road to and from the ferry launch ramp.

Four former caregivers at St. Elizabeth Edgewood campus have been indicted on charges that they abused an Alzheimer's patient in 2015, Kentucky Attorney General Andy Beshear announced. The criminal indictment said three employees improperly restrained a patient, which included placing a therapy bag on the patient to act as a weight to restrict his movement. Another caregiver observed the abuse and neglect but failed to stop the actions, Beshear said. The four people charged are Ellyssa Klein, 26, of Fort Myers, Florida; Sandra Nobbe, 28, of Florence; Ashley Flower, 30, of Cincinnati; and Gary Ray, 71, of
Cincinnati. Each has each been charged with one count of knowingly abusing or neglecting an adult. The charges follow an investigation into the incident after a lawsuit filed by family members of Vincent Sorg said workers for St. Elizabeth Healthcare and its psychiatric care partner Sun Behavioral Health strapped down Sorg overnight using a table and heavy water weights on his legs. Sorg died of causes unrelated to the incident, the lawsuit said. While the suit doesn't claim that the hospital's actions directly caused Sorg's death, it does state that his overall health deteriorated. "When the matter first came to light in the summer of 2015, St. Elizabeth immediately removed the four individuals from patient care functions, pending the outcome of the investigation. Since

While the anonymous donor was described as a woman and her daughter, no more can be divulged, restaurant employees said. The effort by Emerald Trace to thank the donor caused a bit of a “Facebook storm,” said Price, of Independence. “So many people are kind just for kindness’ sake and they don’t expect anything in return,” Price added. “It’s a morale booster for everybody.” O’Charley’s hostess Michelle Bates said the Emerald Trace group is always welcome. “They were just a hoot from the time they walked in the door.”

Dog leash used in child beating, dad says Max Londberg

A dog leash was used to whip a 3year-old boy in Northern Kentucky, according to the boy’s father. Jaxsin Fellows suffered facial abrasions, a swollen eye and chipped teeth. He needed five stitches. His father, Nick Fellows of Erlanger, Kentucky, said his son’s mother, Karen Spurlock, told him a dog leash was used in the beating. Spurlock and her boyfriend, Shane C. Sasher, face criminal abuse and seconddegree assault charges in the incident. They initially blamed the boy’s injuries on a fall down stairs, the Boone County Sheriff ’s Office said. The pair “thought he was deceased” the morning after the alleged assault, the sheriff ’s office said. Sgt. Philip Ridgell said he and other investigators were appalled by what they discovered. “In my experience, it’s one of the worst (cases) I’ve seen,” Ridgell said. custody of Jaxsin. More than $1,200 has been raised toward a $10,000 goal. Nick Fellows said he also hopes to donate to another family suffering similarly and to ProKids.org of Cincinnati, which works to break the “vicious cycle of child abuse and neglect.” Jaxsin had been staying with his mother and Sasher in the 10000 block of Irish Way in Union, Kentucky at the time he was beaten, according to Ridgell. forcement that Jaxsin had “significant facial injuries consistent with abuse,” including abrasions and contusions beneath his eyes and to his forehead, temples and cheeks. Over the course of a three-day probe, the sheriff ’s office said, investigators learned the boy was alone in the residence with Spurlock and Sasher the night before. After suffering separate assaults, the sheriff ’s office said, the victim was given Motrin and put to bed. Spurlock and Sasher attempted to wake him up the next morning, and before he awoke they believed he may be dead.
Detectives found inconsistencies in their statements, according to authorities. Spurlock said Sasher told her not to report the initial injuries the boy suffered from the first assault. Neither Spurlock nor Sasher has confessed to meting out the abuse, Ridgell said. They’re charged equally because they were the only ones in the home when the alleged abuse occurred. Spurlock and Sasher’s bonds were set at $100,000, Ridgell said. They remain in custody at the Boone County Jail. A preliminary hearing was set for Oct. 1.

A Fort Mitchell man was in court Tuesday after he received anatomically correct dolls resembling children from China, police say. Scott L. Phillips, 41, is facing charges related to possession of a matter portraying a sexual performance by a minor. “My first reaction when I heard about this case is who on earth makes a sex doll that represents a child," Kenton County Commonwealth Attorney Rob Sanders said. According to court documents, federal and state authorities tracked a package from China to Phillips' home on Chelsea Drive in Fort Mitchell. warrant at the home. When officers went inside they found a doll that looks like a girl between 7 and 9 years old and another doll that looks like an infant female. Now the question is a legal question of whether or not nude dolls constitute a sexual performance by a child," Sanders said. Sanders said this is the first case of this type that has come to his office. “Specifically, I didn’t see anything that would prohibit it in Kentucky,” said FOX19 legal analyst Michael Allen. Allen said there is something called “The Creeper Act” currently being debated in Congress. It’s official name is Curbing Realistic Exploitative Electronic Pedophilic Robots. It would ban child sex dolls. “There are currently no laws in the U.S. to prevent the proliferation of child sex dolls,” said Congressman Dan Donovan, of New York, the sponsor of the bill. The bill was introduced in the U.S. House of Representatives this past year. The judge in Phillips' case continued the hearing until Thursday to give both sides and opportunity to write their opinions in a legal brief.

With the abundance of seasonal peppers, I wasn’t surprised to get requests for a vintage favorite: stuffed bell peppers from Western & Southern Corporation. Western & Southern’s cafeteria’s stuffed bell peppers Originally published in their employee magazine sometime in the 1960s. Meat and rice stuffing 4 large or 5 medium peppers 11⁄2 pounds ground beef ⁄4 cup chopped onions

1 cup tomato sauce made from recipe below 3 tablespoons flour 1 teaspoon black pepper ⁄4 cup rice (cook according to package directions, in salted water, until done and stir in pepper.)

Tomato sauce 3 cans, 10-1/2 oz. each, condensed tomato soup 24 oz. tomato juice 2 teaspoons salt Pinch of black pepper Mix all ingredients and bring to a boil.
Set aside one cup sauce to use in stuffing. The rest will be poured over peppers as they bake. Stuffing Over medium heat, cook and stir beef until crumbly. Add onions and continue cooking until meat starts to brown. Remove from heat, add flour and mix well. Add seasoned rice and reserved one cup of tomato sauce. Mix and set aside. Peppers Cut peppers in half vertically. Remove seeds. Put in boiling water just to soften. Remove from heat and let set for 20 minutes. Drain. Stuff peppers with meat mixture. Put in baking pan and pour remaining sauce over peppers. Bake in 350 degree oven about1 to 1-1/2 hours or until peppers are tender. Baste peppers with sauce during baking.

Cyclist-hating Facebook group retreats after criticism Cameron Knight

The Greater Cincinnati cycling community was abuzz this week when it became aware of a once public Facebook group called "NKY Hates Bicyclists." Images of deadly crashes involving bikes were applauded in the group. Frequent posts were made insulting cyclists with homophobic slurs. One post claimed a driver who had hit a cyclist was doing his "civic duty." Since the beginning of the week, the group has become closed, instead of public, and changed its name to "Share the Road." "We are fed up with the bicyclists riding 3 and 4 wide on roads like route 8 as if they own the road," the description of the group now says. "It’s time for them to find a bike trail or a road with a bike lane instead of impeding traffic!" Once the group caught the attention of cyclists and some of the material on the page was reported the Facebook, an admin of the group said: "There is a crybaby snitch among us... This a feelings free zone – behave according." Another administrator made a post explaining the group was just making jokes. "The point of this page is to be fun, give people an outlet to 'let the hate out of their heart' and just have a good time," he wrote. Then later in the comments posted a meme of Donald Trump with the text: "That was just for show. Exterminate these a*******." Local cyclist Derek Drifmeyer didn't find any of the posts amusing. "I've led too many memorial rides to take anything like this as a joke," he
said on Facebook. "I've seen children lose their parents and grandparents, parents lose their children, had widows crying next to me while reading the Ghost Rider poem." In 2016, he participated in a memorial ride for Michael Prater who was killed in by an intoxicated driver in Anderson Township. Lawyer Steve Magas has represented a number of victims of bicycle-related traffic crashes. He said the basic arguments the group makes have been going on for over a century: Cyclist don’t obey traffic laws, they don't pay road taxes, they aren't insured and don't have a license to be on the road. Magas said all these arguments are easily debunked, but this Facebook group went beyond this. "These people's vulgarity took it to the next level,” Magas said. “Maybe they were joking, but the way it came across was, 'Wouldn’t it be funny if someone got ran over?' ” Magas said legally, the people in the group aren't doing anything wrong. But added cyclists have reported it to police. He's joined others in archiving as many as the posts as he can. "People can say whatever they want," Magas said. "But if one of these people ends up hitting a cyclist at some point, an argument could certainly be raised that the person may have done it intentionally.” He said that could open the driver up in court to paying not only compensatory damages but also punitive damages and criminal charges. The Enquirer sent messages to all the Facebook accounts listed as administrators for the group requesting comment. Noone had responded at the time of this report.

While schools are teaching important topics like language skills, math, and science, there are many skills and much information children need to learn at home. To be ready to launch into adulthood and independence, children need to have mastered some basic life skills that will serve them well into old age. Managing money. This includes knowing how to save money, make change, balance a bank account, use credit properly, and pay bills on time. With today’s automated systems it is still important to track money earned and spent as mistakes can be made and
need to be corrected in a timely manner. How to do laundry. Children can begin learning this skill at a very young age as they sort clothes by color and weight or type. As they age they should be able to properly use a washer and dryer with the appropriate cleaning supplies. Cooking. Eating out might be seem like an option but in reality, it can be costly and without good decisions, can lead to poor eating habits. Young children can stir and measure. As they age knife skills and equipment operation can be added to the skill sets. Every child should know how to prepare some basic healthy foods and recipes, and shop for and properly store groceries. Cleaning. From washing dishes to vacuuming and cleaning a bathroom to mopping a floor, these skills will help
control germs and pests, and reduce asthma and allergy triggers. While homes don’t have to be spotless, they should be clean and organized. Learning to put things away can be learned at a very young age. Assigned chores and responsibilities can help build these important life skills. Communicating. Texting and social media are certainly popular. However, knowing how to make an appointment with a banker or healthcare professional, or communicate effectively during a face-to-face interview are critical skills for future success. In addition, knowing how to write full sentences and proper letters are still important skills. Carry on conversations without a phone in your hand or other distractions while making eye contact with the children in your life as often as possible.
Skills learned at an early age can be built on as the years pass. Take some time to ensure the children in your life have mastered some of the basic skills that will help them successfully launch into adulthood as competent, independent individuals. The school supplies are packed, the meal menus are planned for the upcoming sports and extracurricular activities, shoes and new clothes are bought with the hopes your child won’t outgrow them in the next few weeks. Everything appears to be ready to go for the new school year or, so it seems. There’s one more little detail to check off the list. Have you had ‘the talk’ with your child about online security? What about the online games they play? Do they know who they’re interacting with and understand what information they should keep to themselves? Let’s face it, the age bracket where electronic devices are introduced is becoming younger and younger. Toddlers are becoming adept at swiping, clicking and hovering more so than some adults. By the time many of these kids start elementary school, they’ve mastered key search terms in Google or figured out how to use Alexa to do a little early Christmas shopping. Then along comes middle school and they’ve figured out how to get around parental control soft-
ware with a little help from their friends. When they start high school, well, unless you’ve got a degree in computer programming, these students will have all the latest and greatest in technology figured out quicker than some of us will. How do you keep your child safe from what’s lurking on the Dark Web? Talk to them. Have open, honest, conversations about practicing online safety. Help them understand that chatting with a stranger online is the equivalent of talking to a stranger on the street when an adult isn’t around. When playing popular online video games, consider emphasizing that it is critical for them to not share any personal information like their real name, birthdate, hometown or address with other online players. Set boundaries. Clearly communicate your expectations on how household electronics are to be used whether they are provided by the school or reside in the home. Set behavior expectations for online privileges and tie them to a reward system for grades or chores. The line must be drawn that having access to the internet, streaming shows, watching a movie or playing games is not necessarily a right but a privilege. Keep all devices in a public area. Monitor what the child is doing online,

Let them know the cell phone, tablet, laptop or PC stays in the family room, kitchen or another common gathering area so that the screen is visible always. Write down all the usernames and passwords and follow the same internet guidelines you would for your own accounts. Check the privacy settings and consider parental controls. Regularly review the privacy and security policies on the websites your children frequent. Websites change default privacy settings from time to time - and parents will want to know who can see a social

Halloween is such an exciting time with all the fun costumes and sugary treats, it is easy to forget that there are some potential dangers. So here are some tips to make sure the evening is full of treats rather than tricks. Costume Safety ❚ Make sure your child’s costume can be seen by passing cars. Choosing a bright and reflective costume is highly suggested, however if your costume is on the darker side, adding strips of reflective tape can be just the trick. ❚ Avoid costumes that drag the ground or can become easily tangled around your feet that could cause your child to trip and fall. ❚ Avoid masks that restrict vision or
interfere with breathing. ❚ Dress for the weather, which may mean adding layers to a costume if the temperature drops. Preparing for Visitors ❚ Make sure your outdoor lighting is in good working order. Replace bulbs if necessary. ❚ Remove any hazards in your yard that may cause a trick-or-treater to fall such as lawn equipment, toys, bikes or gardening equipment. ❚ Restrain pets or remove them from the entry way. Even friendly pets can become nervous or frightened by visiting goblins. Trick-or-Treating ❚ Children should never trick-or-treat alone. Children under 12 years of age should be accompanied by an adult. Older children should travel in groups. ❚ Preplan the route your children will take so everyone is clear about which
homes you have selected to visit. ❚ Stay on paths and sidewalks. If there are no sidewalks, walk on the left side of the road, facing traffic, so motorists are more likely to see you. ❚ Ensure each child has a flashlight to help them avoid trips and falls in the dark. ❚ Avoid unfamiliar animals, especially dogs. ❚ Avoid houses that are not well-lit. Ryle senior Olivia DiPaolo shot a fiveover-par 75 and eighth-grader Sophia DiPaolo added a 77 as the Raiders girls' golf team claimed the 6th Region championship, last Thursday, at Twin Oaks Golf and Plantation Club. Juniors Catilyn Richards and Maddy Stanton added scores of 87 and 98 and senior Grace Grant shot a 105 to round out the Raiders' top five. The regional victory sends the Raiders to Bowling Green and next week's state championship tournament. Notre Dame Academy placed second in the region and also advances to next week's state finals. Senior Lauren Abner shot an 81 to lead the way for the Pandas. She was followed by freshman Clare Hooper (83), and seniors Lauren Meese (86) and Annie Gronotte (92). Freshman Hannah Rice shot a 94. Northern Kentucky also advanced three individuals to the state tournament out of the 6th Region. Walton-Verona junior Hannah Hall recorded a score of 79, while Newport Central Catholic junior Brooke Bihl recorded an 84 and St. Henry senior Lauren Mays shot an 87. The 6th Region tournament had been rescheduled due to inclement weather. Previously, at the 8th Region tournament at Longview Golf Club, Bishop Brossart junior Abby Cook recorded an eight-over-par 80 to advance to the state tournament. The state tournament was scheduled at Bowling Green Country Club on Oct. 1 with a practice round. The two-day tournament was scheduled for Oct. 2 and 3.

Cincinnati Enquirer readers voted Conner High School football as the Northern Kentucky Team of the Week, based on votes tallied Sept. 21. Our football teams of the week receive a feature that runs the following week. When their starting quarterback went down with an injury during the second game of the season, the Conner Cougars could have folded. That’s what last year’s team did, losing five straight games to close out the season, including a 64-0 playoff defeat. The 2018 Cougars are not that team. They have proved that to themselves and their fans by bouncing back with three straight wins, outscoring opponents 82-31 during that stretch. The Cougars’ resiliency earned them Cincinnati Enquirer’s Football Team of
the Week honors. After losing to Simon Kenton in the same game junior quarterback Jared Hicks went down, Conner has defeated Scott, Dixie Heights, and Newport Central Catholic to improve to 4-1. “It was tough at first, but we had some guys step up when they needed to and we made it work,” said senior offensive lineman Hunter Couch. “Once Jared went down, we knew we were going to have to get meaner.” The Cougars have adapted on the fly. Garrett Coghlan has filled in at quarterback. Running back Christian Webster has taken on a much larger load. He has carried the ball 78 times for 627 yards and seven touchdowns. ing on a heavier workload. “More than anything, you just want to help your team win any way you can. I know that if I stay in there as long as I can, I can help my team,” he said. “I knew I had to step up and take on a bigger role.” Two years ago, the Cougars won nine games. Last season, the program backslid to a 4-7 campaign. There was something missing, and this year’s seniors were determined to fill that leadership void. They met frequently in the offseason and continue to build team camaraderie throughout the season. “We decided from the first meeting that we had to step up and make it happen to avoid having a season like last year,” said Couch. “It was miserable and we knew we couldn’t have anything like that again.There’s a lot more leadership this year. This is a completely different year.” The improved leadership means that Webster may be piling up impressive individual statistics, but he could not care less. It means that Couch selflessly shifted from defensive line to starting right guard when teammate Owen Baynum went down with an injury and is prepared to play both ways now that temperatures are declining. The Cougars stay late and watch film together. They go out to eat together after every game. “We have leadership

In the tournament final against host Louisville Holy Cross, Villa Madonna edged out a 2-1 win behind goals from Kessans and Anna Eisner. Overall, Villa Madonna is 8-6-2 this season and Eisner leads the team with nine goals and six assists.

That has provided more adversity during the rainy month. The Cougars have maintained their focus and positivity even when practicing in a gymnasium with their backup quarterback. They have goals they want to reach together, and they have been able to overcome adversity together. “One thing that’s special about our team is that no one ever complains,” said Couch. “We just go out and play.”

The Herb Society of Greater Cincinnati awards horticulture scholarships The Herb Society of Greater Cincinnati has awarded six financial needbased scholarships, three to Cincinnati State Technical and Community College students, and three to University of Cincinnati students. A total of $8,500 has been awarded for academic year 20182019 to the very deserving students. Hannah Carter is a Sustainable Horticulture student at Cincinnati State, currently working at Bloomin’ Garden Center. Her long-term goal is to have a positive impact on environmental issues including storm water management, soil conservation and landscape sustainability. She also has a strong interest in public horticulture, becoming an active steward for her community. Tyler Engel is a horticulture student at the University of Cincinnati, growing up on a small farm in Morrow, Ohio. After two combat tours in Afghanistan serving four years in the US Army, he began his studies. His ultimate career goals are to work as a greenhouse manager, a master grower, or a maintainer at a botanical garden or conservatory. Robert (Bobby) Hammond is pursuing a degree in Horticulture at the University of Cincinnati, working at Berger Farm and Garden Center. His career goals start with education and gaining certifications that will help with his advancement in the industry. He is planning to become ISA Certified and hopes to move from the garden center to a wholesale plant nursery.

Long term she would like to be involved in educational science programs as a horticulture educator, and be an advocate of nature promoting the importance of plant life. David Mullis has completed his first year in the Landscape Horticulture program at Cincinnati State. He is currently
working at West Hills Greenhouses for his summer co-op, where he has planted annuals, perennials, tropical plants, and fall crops of pansies, mums, cabbage and kale. He enjoys working with customers and in the future he is interested in greenhouse management and plant propagation. Morgan Pencek is working toward a degree in Horticulture at the University of Cincinnati. Her goal is to purchase land in Cincinnati to create an educational homestead, providing opportunities for the public to learn about green living, gardening, and the environment. If traffic on the Cut-in-the-Hill on a rainy day is any indication, it would seem that Kentuckians are the worst drivers in the Greater Cincinnati area. Well, a new study backs that up. Kentucky is the third worst state to drive in the rain, according to Safewise. (We're blaming the beautiful rolling hills). SafeWise, a national safety organization, analyzed the number of fatal car crashes due to rain in each state using 2016 crash data from the National Highway Traffic Safety Administration and National Weather Service statistics. Kentucky had 67 fatal car crashes in the rain in 2016, or 1.51 incidents per 100,000 people, according to the study. Our southern friends in Mississippi (1.54 crashes per 100,000) and Arkansas (1.65 crashes per 100,000) ranked above

Kentucky unveils new travel ID and license look

You get a star on your Kentucky driver's license in 2019 if you apply for a federally acceptable ID for boarding an airplane or entering a military base. Kentucky Transportation Cabinet officials on Monday released images of new federally acceptable travel IDs and driver's licenses at Louisville's airport. Regular driver's licenses will contain the phrase "Not For REAL ID Purposes" in reference to the federal REAL ID Act of 2005. The U.S. Department of Homeland Security requires the statement on licenses non-compliant with REAL ID. Congress imposed stricter ID standards based on recommendations by the National Commission on Terrorist Attacks Upon the United States, better known as the 9/11 Commission. The new credentials, known as Confident Kentucky, have increased counterfeit protection with a nod to iconic Kentucky images, according to a KYTC news release. A 3D-appearing Kentucky State Capitol building dome, the goldenrod, the state flower and state seal are among images showcased on the IDs. “We’re taking a holistic approach to enhance the security of the state’s most trusted identity credentials,” said Department of Vehicle Regulation Commissioner Matt Henderson. Residents will receive their new IDs or driver's licenses in the mail 5-10 days after applying for a new or renewed license at their county circuit clerk office. All IDs and licenses will be printed in one spot instead of in each county circuit clerk office. This is a departure from past practice which allowed you to get your photo taken, wait a few

Three human cases of West Nile virus have been reported in Northern Kentucky, according to health officials. The Northern Kentucky Health Department said Thursday that the cases were all reported this summer. Residents in the area should take steps to prevent mosquito bites, which is how West Nile spreads. The virus does not spread by human-to-human contact. The Health Department recommended using insect repellent and wearing long-sleeved shirts and long pants. Only about 20 percent of infected individuals develop symptoms, which can include fever, headache, vomiting and diarrhea. One in about 150 people suffer more serious, even fatal effects. Anyone who suspects they are infected should contact a medical professional, the Health Department advised. Mosquitoes breed in standing pools of water, such as clogged gutters, poorly maintained swimming pools and open containers. "(West Nile virus) has been in local populations of birds and mosquitoes for many years now," the Health Department said, "which is why individuals should take steps to protect themselves from mosquito bites through the summer and fall seasons."

People will have to choose whether they want a travel ID or driver's license. Noticeable changes in Kentucky credentials include a switch to laserengraved grayscale portraits instead of color photos, according to the release. Laser engraving images on new, higher quality card material is more tamper-proof compared to traditional Kentucky IDs. Licenses will remain oriented horizontally for cardholders 21 and older and vertically for those under 21. An eight-year standard driver’s license
will cost $43. A, and an eight-year Voluntary Travel ID license will be $48. Four-year licenses are half the cost. Non-U.S. citizens (excluding permanent residents) will pay a $30 application fee to cover federal verification charges and processing. Driver's licenses, permits and personal ID cards issued prior to implementation of the new credentials will remain valid until their expiration date. People applying for a travel ID will have to present two documents establishing their identity and residency to authorities. Commodity Charge (Monthly Billings) Phase I
On or about September 28, 2018, Northern Kentucky Water District will file an application with the Kentucky Public Service Commission for authority to adjust its rates for water service in two phases. Northern Kentucky Water District proposes to place the Phase I rates into effect on but no sooner than October 28, 2018 or a date determined by the Public Service Commission, and the Phase II rates into effect on but no sooner than October 28, 2019 or a date determined by the Public Service Commission. The proposed rates will produce total additional annual revenues of $6,217,178. The Phase I rates will produce additional annual revenues of $3,118,991. The Phase II rates will produce additional annual revenues of $3,098,187. The percentage of increase will be an overall increase of 11.6% to Northern Kentucky Water District. The percentage increase is 5.8% on current revenues upon the Phase I rates becoming effective, and an increase of 5.8% on current revenues upon the Phase II rates becoming effective. The average residential* customer bill will be adjusted approximately 6 cents per day, or $1.92 per month from $34.94 to $36.86, or $5.76 per quarter from $104.82 per quarter to $110.58 per quarter upon the Phase I rates becoming effective. OFFICIAL PUBLICATION SUMMARY OF BOND ORDINANCE AND NOTICE OF SECOND READING OF BOND ORDINANCE The Boone County Fiscal Court, at a meeting to be held at 8:30 a.m. on October 23, 2018, at the Boone County Court House, 2950 Washington Street, Burlington, Kentucky 41005, proposes to give second reading to, and adopt, the following ordinance: AN ORDINANCE OF THE COUNTY OF BOONE, KENTUCKY AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS, SERIES 2018 IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $4,400,000 (WHICH AMOUNT MAY BE DECREASED AS NECESSARY); APPROVING THE FORM OF BONDS; AUTHORIZING DESIGNATED OFFICERS TO EXECUTE AND DELIVER THE BONDS; PROVIDING FOR THE PAYMENT AND SECURITY OF THE BONDS; CREATING A BOND PAYMENT FUND; MAINTAINING THE HERETOFORE ESTABLISHED SINKING FUND; AUTHORIZING ACCEPTANCE OF THE BID OF THE BOND PURCHASER FOR THE PURCHASE OF THE BONDS; AND REPEALING INCONSISTENT ORDINANCES. This Ordinance sets forth general rules, regulations and conditions for the issuance of general obligation bonds by the County of Boone, Kentucky (the “County�) in an aggregate principal amount not to exceed $4,400,000 (the “Bonds�) for the purpose of (i) financing the costs of acquiring, constructing, installing and equipping improvements to public golf courses owned and operated by the County (the “Project�), and (ii) paying the costs of issuance of the Bonds. Provisions are made for the authorization and issuance of the Bonds; for the application of the proceeds of the Bonds; for the establishment of a Bond Payment Fund and maintenance of the previously established Sinking Fund; and for certain covenants of the County with respect to the Bonds. The Bonds are to be sold at public, competitive sale, and shall mature, or be subject to mandatory sinking fund redemption in varying amounts over a period of twenty years. The Bonds pledge the full faith and credit of the County and provision is made for the collection of a tax to pay the principal of, and interest on the Bonds, subject to certain credits, as provided in Section 7 of the ordinance. As required by KRS 83A.060, the following Section 7 of the Ordinance is set forth in its entirety: “Section 7 -- General Obligation; Maintenance of Sinking Fund. The Bonds shall be full general obligations of the County and, for the payment of said Bonds and the interest thereon, the full faith, credit and revenue of the County are hereby pledged for the prompt payment thereof. During the period the Bonds are outstanding, there shall be and there hereby is levied on all the taxable property in the County, in addition to all other taxes, without limitation as to rate, a direct tax annually in an amount sufficient to pay the principal of and interest on the Bonds when and as due, it being hereby found and determined that current tax rates are within all applicable limitations. Said tax shall be and is hereby ordered computed, certified, levied and extended upon the tax duplicate and collected by the same officers in the same manner and at the same time that taxes for general purposes for each of said years are certified, extended and collected. Said tax shall be placed before and in preference to all other items and for the full amount thereof provided, however, that in each year to the extent that the other lawfully available funds of the County are available for the payment of the Bonds and are appropriated for such purpose, the amount of such direct tax upon all of the taxable property in the County shall be reduced by the amount of such other funds so available and appropriated. Pursuant to an ordinance heretofore adopted by the County (the “Sinking Fund Establishment Ordinance�), there has heretofore been established with the County a sinking fund (the “Sinking Fund�), which is hereby ordered to be maintained and continued as long as any of the Bonds shall remain outstanding and unpaid.
