Alex Voland’s son Elijah was a whirlwind of energy until the October day when the 4-year-old woke up unable to move, “like an old man.” “I didn’t know what the word lethargic mean until I saw it in my son,” Voland said Thursday. “He wasn’t eating a lot, then we tried to stand him up. He took two steps and collapsed.” Voland raced Elijah to medical care, and doctors at Cincinnati Children’s Hospital Medical Center said Thursday he appears to have acute flaccid myelitis, a strange and rare paralysis that mainly afflicts children between 4 and 8. The U.S. Centers for Disease Control and Prevention have not yet confirmed that Elijah has the disorder because that confirmation takes a long time. But his Children’s Hospital doctors say Elijah has the symptoms, and they are treating him accordingly. His legs have been paralyzed, but he is doing intensive physical and occupational therapy every day that his mother says he treats like a game. The CDC says the incidence of acute flaccid myelitis is less than one in a million, but the number of cases has been rising since 2014. No one yet knows the cause of the illness, although the CDC says it could be virus-borne. Some children have recovered fully, and others still contend with long-term paralysis. Elijah is under the care of Dr. Josh Schaffzin, an infectious disease specialist, and Dr. Marissa Vawter-Lee, a pediatric neurologist. At a hospital news conference, the doctors said the cases of acute flaccid myelitis begin with cold symptoms. Most children recover quickly on their own from a cold, Schaffzin said, but parents should “trust their gut, and if something doesn’t seem right, and your child is not getting better, get help.” The Ohio Department of Health first reported the outbreak in the Buckeye State last month. At least five Ohio children have contracted the illness. Elijah is not counted among those five since the CDC has not confirmed the

case. The disease is treated with the same kinds of interventions for brain and spinal cord injuries, such as physical or occupational therapy. The doctors said Elijah was not the first case of acute flaccid myelitis at Cincinnati Children’s, but they declined to go into details to protect patient privacy. Vawter-Lee said developing a prognosis will take a long time. “This is something we must go week by week and month by month," she said. Voland, 24, is a U.S. Army veteran who served in Kuwait and now is a full-time student at Northern Kentucky University. She and Elijah live with her grandmother in the Burlington-Hebron area, although “right now, we’re living in the hospital.” She said she had to quit her job at Guitar Center to stay with her son, but her campus friends and community at Hebron Baptist Church have been supporting her with a GoFundMe page and other fundraisers. Right now, Elijah can move his left leg and ankle a bit and can take some steps when fully supported. He tells his mother that his legs are broken. “I like to say, we’re on this road, this is the new normal,” Voland said. “He’s going to be OK regardless because I’m his mom. We’re going to keep on going.” For the Postmaster: Published weekly every Thursday. Three toddlers, all younger than 4, were unsupervised in a neighborhood after walking out of a Florence, Kentucky, daycare, according to police and a witness. They roamed a residential neighborhood off Oakwood Drive around 5 p.m. last Thursday. The area is located behind the Little Friends Child Care. The toddlers had earlier exited the facility through a rear, unlocked door, leading them into a fenced playground, according to the Florence Police Department. Police said they then opened an unsecured gate, taking them into yet another fenced area, from which they escaped through a gap in the fencing. Several witnesses who saw the children returned them to the daycare, at 7220 Turfway Road, police said. "The witnesses located them running around by Oakwood Dr.," police wrote. Becky Weschler was driving on Oakwood when she saw "the youngest one in the street," she told The Enquirer Friday. The other two were in the grass of an apartment complex. The youngest looked to be about 18 months old. They were alone, wearing "jammies" without jackets, she said. A bystander told her he'd earlier seen the children farther along Oakwood and had told them to get out of the street. When Weschler and another good Samaritan attempted to return the children to the daycare, Weschler said an employee first ignored them and then tried to turn them away, saying the facility wasn't missing any children. "Then the lady checks something and was shocked ... and rushed them inside," Weschler said. Weschler estimated the children were outside for about 15 minutes after she first saw them. "It made me sick, to see this baby in the street and there’s no adult around," she said. "I know how fast (drivers) come through there, and just to see this baby standing there alone, it was sickening and alarming." Beth Fisher, a spokeswoman with the Division of Regulated Child Care, the licensing authority at child centers in Kentucky, said Little Friends is under investigation. Fisher said she couldn't provide details during an ongoing investigation, but she said generally facilities found out of compliance may be subjected to additional inspections, punitive action or loss of license. Florence Police are investigating further and may file criminal charges.

Boone County Clerk Kenny Brown recovering from heart attack Chris Mayhew Cincinnati Enquirer USA TODAY NETWORK

Kenny Brown, the elected clerk of Boone County, was released from the hospital Monday following treatment for an election night heart attack. Brown shared his good news on Facebook and earned 268 "likes" in less than an hour. Brown had a heart attack hours after learning he won re-election to a third four-year term. The Republican suffered a heart attack at about 11:30 p.m. Nov. 6 at home in Florence, said acting Clerk Dawn Sprtizky. He had left the clerk's office in Burlington about 11 p.m., Spritzky said.

Boone County Election Supervisor Dawn Spritzky said the entire staff is praying for Kenny’s quick and speedy recovery. Brown, a Republican, was first elected clerk in 2010. He defeated Democrat Amy Ferguson 28,882 votes to 12,619 votes, according to unofficial returns published on Cincinnati.com. Republican U.S. Rep.Thomas Massie, R-4th District, joined hundreds of people wishing Brown well Nov. 11 on Facebook. His post stated: “Please say a prayer for my good buddy Kenny Brown. Thank you.” Brown was not available to comment for this story.

Campbell County is among the Kentucky counties with the highest rates of children living outside the home, and advocates blame the opioid epidemic. Campbell ranked 113th of 119 Kentucky counties measured, and tiny Elliott County in Eastern Kentucky ranked at the bottom. That's just one of 17 measures of child wellbeing in the 2018 Kentucky Kids Count data book, which the nonprofit Kentucky Youth Advocates released. The organization is a

nonprofit that advocates for policies to improve children's lives. The latest book shows the rate of children in outof-home care rose in 92 counties, “fueled by parents struggling with addiction." In Campbell County, 93 of 1,000 children are living outside their home. Boone County's rate, at 10.8 per 1,000 children, is much lower but doubled in comparison with the baseline years, 2011-13. The data also show a lot of improvements, including math proficiency and graduation rates, among Kentucky kids. Here are four other takeaways: ❚ Kentucky has made

progress in the percent of children living in poverty with improved rates in 93 out of 120 counties. Still, nearly one in four Kentucky kids live in poverty. ❚ In 119 of 167 school districts, the rate of high school students graduating on time has increased. Boone, Campbell and Kenton counties' rates were among those that improved. ❚ Kentucky made progress with middle schoolers proficient in math, up to 47.7 percent in the 2017-18 school year from 40.7 percent in the baseline academic year, 201213. In Campbell County, all school districts but the Campbell County Schools showed improvements. Boone County Schools dipped while Walton-Verona Independent's percentage improved. And In Kenton County, Ludlow Independent math proficiency dropped, but the rest of the districts improved. ❚ The percentage of women smoking during pregnancy, including those in Boone, Campbell and Kenton counties dropped. ❚ Kentucky reached its highest-ever percentage of children with health insurance, at 96.7 percent. Increases were seen in Boone, Campbell and Kenton counties, and Boone County was the No. 1 county in the commonwealth, with 97.8 percent of children insured.

Oven mac & cheese, many different ways Rita’s Kitchen Rita Heikenfeld

A few weeks ago I asked for macaroni & cheese recipes that don’t use Velveeta for Peggy, an Eastgate reader. I thought maybe I’d get a few recipes for Peggy. Not! I got a lot of really yummy tasting recipes, some heirloom, some ultra healthy, some in between. I won’t have room to share all here, but will share them on my site. Here’s one I know Peggy, and you, will like. With all the “busyness” that preparing for Thanksgiving brings, this would be a satisfying meal any day of the week. Or as a side for the holiday feast.

This decadent mac and cheese uses queso and cream cheese as a base as opposed to Velveeta or a roux.

Oven baked mac & cheese Kathryn Blackburn’s recipe from a friend is so easy. “I have taken it several places and everyone loved it,” she said. The recipe starts with uncooked macaroni, cheese, etc. cooked in the oven from start to finish.

RITA HEIKENFELD FOR THE COMMUNITY PRESS

Church cookbook mac & cheese

Andrea’s restaurant-worthy mac & cheese

Mary Heeney’s recipe is a small batch recipe. “From our church cookbook,” she told me.

Andrea Cruikshank is one of my editors, and she was the first to share a recipe. Andrea said “I came up with it myself while trying to replicate Eagle’s mac & cheese. Not exactly like theirs, but so good. No Velveeta, no roux. I have tried recipe after recipe for mac & cheese that uses a roux and the flour flavor is always so prevalent. This eliminates that process but is still a Velveeta-free option!”

Ellie Krieger’s mac & cheese Reader Judy Mattingly likes this one a lot. This recipe has the kick of cayenne and dry mustard.

Boone County Extension Mac & Cheese surprise Cathy Fellows works at the Extension office and teaches free nutrition classes for adults. She shared a recipe from University of Ky. dieticians that “sneaks in squash and oddly very little cheese.” As Cathy said, it’s a good way to get kids, including her daughter, to eat veggies. If you want a decadent, creamy mac & cheese, today is your lucky day. Ingredients 1 pound cavatappi pasta (any short pasta)

Instructions

1 regular sized jar white Queso dip

Boil the pasta al dente. Drain.

8 oz. smoked Gouda

Shred cheeses into bowl.

8 oz. sharp white cheddar plus more to sprinkle on top, if desired (I didn’t need any more on top)

In medium-large pot, combine butter, cream cheese, Queso dip, sour cream, heavy cream and Chardonnay, and stir constantly to melt cream cheese and butter over medium heat. Once melted, continue to stir and cook a bit longer to cook alcohol out of wine.

8 oz. cream cheese Dollop or 2 of sour cream (I used 2 tablespoons) ⁄2 (4 tablespoons) butter

1 1

Add cheeses and stir constantly over heat until completely melted.

Splash or two of Chardonnay (a cheap unoaked variety will do)

Add pasta and coat thoroughly. Pour into 9x13 dish, including every last bit of sauce.

⁄2to 1 cup heavy/whipping cream (to desired consistency)

Panko breadcrumbs, if desired, to taste (I sprinkled a nice amount on top)

Top with breadcrumbs and extra cheese if desired and broil a few minutes until cheese melts and crumbs are golden.

Viewpoints Planning and preparing now can help your holiday gatherings Extension Notes Diane Mason Columnist

It is the time of year when families and friends begin gathering to enjoy foods, feasts and festivities. From a gathering to watch the game to the table laden with turkey and the fixings, it is important to plan. Take some time to consider all the events coming up in the next few weeks or months. Begin planning menus and start purchasing items that can be easily stored.

SUBMIT YOUR LETTERS, COLUMNS

Clean out the cabinets, refrigerators and freezers to make room for any items that may be coming into the house. Remember that frozen meats are best thawed in the refrigerator before preparation. Some large roasts, whole turkeys and other items may take several days to safely thaw in the refrigerator. It is usually estimated that every five pounds of turkey requires at least 24 hours of thawing time in the refrigerator. If taking hot or cold items to another venue, ensure they are maintained at safe temperatures throughout travel and service. Coolers, when properly packed and used can help ensure foods stay safe for consumption.

Plan for needed tables, seating and service ware. Clean and organize spaces that will be used for coat storage during events. Look through the bathrooms that others will use and remove any items that others shouldn’t have access to including medications. Planning and preparing now can help make your holiday gatherings less stressful, more enjoyable, and may just save you some money.

between the rivals a month ago. Cooper led 14-0 before the Cougars rallied on a late TD by Hicks to win 19-14. This one was for higher stakes. The seven miles between the schools was by far the shortest distance between two playoff opponents tonight in Kentucky, and the second time the Cougars and Jaguars had met in the playoffs (Cooper won 14-6 in 2015). “Every time we play Cooper, no matter the sport, it’s al-

1A State Quarterfinals Frankfort (8-3) at Beechwood (9-2) Kickoff: 7:30 p.m., Friday The Tigers last lost to Frankfort in the 2013 third round. Frankfort ran past Ludlow 60-42 in a wild shootout, gaining nearly 300 yards on the ground against the Panthers. Beecwood is coming off a dominating 50-6 win over Kentucky Country Day. Each team had a first-round bye. The winner hosts Crittenden County or Campbellsville in next week’s 1A state semifinals. Picks by Enquirer staff: Beechwood (Weber, Springer, Hatch, Snodgrass, Dermer, Richardson). 2A State Quarterfinals Glasgow (11-1) at Walton-Verona (10-2) Kickoff: 7:30 p.m., Friday The Bearcats host the Scotties in search of their first-ever regional championship. Glasgow is a four-time state runner-up, the last time to Holy Cross in 2011. The Scotties were a semifinalist last year. Their only loss was 48-21 to last year’s 4A state champion, Franklin-Simpson. Glasgow is outscoring foes by an average of 40-14 this season. The Scotties are primarily a running team, averaging over 300 yards on the ground. The winner hosts Murray or Mayfield in next week’s 2A state semifinals. Picks: Glasgow (Weber, Snodgrass, Dermer, Richardson), WaltonVerona (Springer, Hatch). 5A State Quarterfinals Highlands (10-2) at Covington Catholic (12-0) Kickoff: 7 p.m., Friday The game of the year is here. The most competitive version of this game on paper in recent years could very well live up to the hype. Highlands gave CovCath the biggest test of its 27game winning streak Oct. 12, losing 2114, and the Bluebirds came away feeling they should have won the game. Highlands shut down the Colonels’ passing game more than anyone has during the streak. The Colonels had one sustained scoring drive and gained their other two touchdowns on very short fields after Highlands turnovers. Highlands also short-circuited several scoring opportunities with

Conner rallies to beat rival Cooper, 20-19 James Weber Cincinnati Enquirer USA TODAY NETWORK

HEBRON, Kentucky – Playing not far from their houses, the Conner Cougars relied on a “backyard” play Friday night as two rivals with similar names hooked up once again in a high-stakes battle in round two of the KHSAA 6A playoffs. Jared Hicks’ 63-yard touchdown pass to senior Tate Niederman with nine minutes to go in the game lifted Conner to a 20-19 win over rival Cooper Friday night. Conner (9-3) plays at Madison Central in the regional finals. Cooper finishes 5-7. The winning play came on a third down from the Conner 37. Hicks rolled out to the right sideline. With Cooper players converging on him, Hicks lobbed the ball a few yards to Niederman on the sideline. The speedy senior then took off and outran everyone for a score and Conner’s first lead of the game. “It was a backyard play right there,” Hicks said. “Me and Tate, we’ve been throwing balls forever, as long as I can remember, in the backyard playing around. That’s what it was. It was a run-pass option, I waited a little bit, a little bit too long, but it worked out for us in the end." “Fake to the back going the other way,” said Conner head coach David Trosper. “He’s able to read the outside linebacker. If the outside linebacker comes, he can dump it. He strung it out a little bit and forced the backer to come. He was able to dump it over everybody and Tate did the rest.” On Cooper’s next drive, sophomore quarterback Jeremiah Lee found Michael Armour deep over the middle, and he made a juggling catch for a 60-yard touchdown. The play was called back by penalty, and the Jaguars never threatened again. The game unfolded much like the regular-season game

Highlands gained 334 yards against the Bearcats, and won on the strength of forcing six turnovers as Anderson rushed for 244 yards. The Highlands defense will need another big effort against the Colonels. Casey McGinness has rushed for 1,774 yards and 29 touchdowns this year, and has another 293 yards and four touchdowns receiving. Michael Mayer has 765 receiving yards and 10 touchdowns, and Jack Coldiron 550 yards and six scores. Caleb Jacob has 2,306 yards and 23 passing touchdowns. The winner travels to Pulaski County or Southwestern In next week’s 5A state semifinals. Picks: CovCath (Weber, Springer, Hatch, Snodgrass, Dermer, Richardson). 6A State Quarterfinals

Conner (9-3) at Madison Central (9-3) Kickoff: 7:30 p.m., Friday Conner has not won a regional title in three decades and heads to Richmond to face a team looking for rare history of its own. The Indians haven’t been to a regional final since 2004, the year of Conner’s last district championship before this season. Defense has been a hallmark for the Indians, who have allowed nine points per game in their nine wins. They edged Tates Creek in a 13-10 defensive struggle last week, and seem to play similar to the Cougars, who have also relied on a running game and tough defense. The winner of this game travels to the 6A state semifinals against the winner of the regional final between Scott County and Simon Kenton. Picks: Conner (Weber, Hatch, Snodgrass, Richardson), Madison Central (Springer, Dermer). Scott County (9-3) at Simon Kenton (10-2) Kickoff: 7:30 p.m., Friday A battle of tough defense and rushing attacks. The Pioneers have rushed for an eye-popping 525 and 353 yards in their two playoff wins, and allowed only seven points to Henry Clay last week. Scott County and its

ways going to be a close game,” Hicks said. “It’s a fun atmosphere to play in.” Things did not start auspiciously for the Jaguars, who fumbled the opening kickoff, with Parker Hitzfield recovering for Conner. The Cougars could not get a first down and gave it back to the Jaguars. After a pair of punts, Cooper took over at its 14-yard line. A 39-yard run by Anthony Witschey put the Jaguars in Conner territory. On third-and-goal from the 9, Lee ran off tackle and scored a touchdown. The PAT was short and it was 6-0. Conner’s next drive resulted in a punt and a long return by Armour to the Conner 38. Two plays later, Lee found senior Michael Webster over the middle with a pass and he evaded tacklers to the goal line for a TD. The PAT was good and Cooper led 13-0 two minutes into the second quarter. Conner didn’t get its initial first down

until the next drive. After a short Cooper punt, Conner took over at the Cooper 14. After a dropped pass by Conner that would have been a touchdown, Conner went for it at the Cooper 8 and Hicks’ pass went incomplete. Cooper couldn’t get a first down and punted to its own 31. Conner took over from there. A 16-yard pass from Hicks to Niederman set up the Cougars for firstand-goal from the 4. Abdon took it in with 16 seconds to go in the first half, and it was 13-7. In the third quarter, Lee was shaken up briefly and missed a handful of plays. Armour replaced him at QB and rushed for a 21-yard gain into Conner territory. Lee returned and fired a 24-yard strike to Dillon Perry, who made a tough catch at the goal line for a score. Cooper went for two and failed, a play which would loom large in the end, and it remained 19-7. Conner drove 80 yards on its next drive. Abdon scored his second TD of the game, scoring on fourth-and-goal from the 2 with 13 seconds left in the third quarter. Teddy Schul’s crucial PAT made it 19-14.

To date, over 136,780 books have been distributed to children, schools, food pantries homeless shelters and other nonprofit agencies, in Greater Cincinnati and Northern Kentucky. “The need in the community is great and exceeds the number of donations we are collecting,” said Angela Laman, president of Adopt A Book.“A donation of books from the Toys for Tot Literacy Program would help us meet the need in establishing more personal libraries for those in our community,” said Hannah Laman, cofounder of Adopt A Book. Community member are asked to describe in 300 words or less how the organization you’re nominating can help the UPS Store and Marine Toys for Tots Foundation meet its mission to pro-

Nominations came by made now through Saturday, Dec. 15 at this link: https://www.theupsstore.com/bookgiveaway A judging panel will select winners from the nominations, using the following criteria: organization serves disadvantaged children (40 percent); clearly defines the mission and impact of the organization (30 percent); compelling description for need/usage of books and educational resources for children (30 percent). Adopt A Book was started by 15-year-old twins, Hannah and Alexander Laman, in 2011. The children, who love to read, were inspired to act, after they heard about children in Cincinnati who didn’t own books. Alex wants to continue to “make a difference” in providing more books to kids and Hannah “loves hearing the stories on how the books are im-

pacting the kids that receive them.” Toys for Tots Literacy Program reported that children’s illiteracy remains an issue in the United States as disparities between socioeconomic groups persist. In America, a quarter of children grow up without learning how to read and 47 percent of fourth graders from low-income families read below the basic level. Additionally, there are gaps in access to books at home as the Kids & Family Reading Report from Scholastic reported households with an income of $35,000 and under own an average of 69 children’s books, compared to 127 books in households with incomes higher than $100,000. “We need to get books into the hands of less fortunate children living in poverty,” said Osman. “Independent reading at home leads to major literacy increases. That’s the solution, that’s the key, and we can break this cycle of poverty.” Monetary donations can be made payable to: Adopt A Book, and mailed to: 11918 Foxgate Way, Loveland, Ohio 45140. NOTICE Please take notice that Duke Energy Kentucky, Inc. has applied to the Kentucky Public Service Commission for approval to revise its Demand Side Management (DSM) rate for gas service and electric service for residential and commercial customers. Duke Energy Kentucky’s current monthly DSM rate for residential gas customers is ($0.040856) per hundred cubic feet and for non-residential gas customers is $0.000000 per hundred cubic feet. Duke Energy Kentucky’s current monthly DSM rate for residential electric customers is $0.003035 per kilowatthour and for non-residential customers is $0.005091 per kilowatt-hour for distribution service and $0.000463 per kilowatt-hour for transmission service. Duke Energy Kentucky seeks approval to revise these rates as follows: Duke Energy Kentucky’s monthly DSM rate for residential gas customers would increase to ($0.018491) per hundred cubic feet and for non-residential gas customers would remain at $0.000000 per hundred cubic feet. Duke Energy Kentucky’s monthly DSM rate for residential electric customers would decrease to ($0.000061) per kilowatt-hour and for non-residential customers would decrease to $0.005024 per kilowatt-hour for distribution service and would increase to $0.000637 per kilowatthour for transmission service. The rate contained in this notice is the rate proposed by Duke Energy Kentucky. However, the Public Service Commission may order a rate to be charged that differs from this proposed rate. Such action may result in a rate for consumers other than the rate in this notice. The foregoing rates reflect a proposed decrease in electric revenues of approximately ($4.56) million or (1.39%) over current total electric revenues and an increase in gas revenues of approximately $1.29 million or 1.28% over current total gas revenues. A typical residential gas customer using 70 ccf in a month will see an increase of $1.57 or 2.2%. A typical residential electric customer using 1000 kWh in a month will see a decrease of $3.35 or (3.5%). A typical nonresidential electric customer using 40 kilowatts and 14,000 kWh will see a decrease of $1.06 or (0.1%). A nonresidential customer served at transmission voltage using 10,000 kilowatts and 4,000,000 kWh will see an increase of $787.94 or 0.3%. Non-residential gas customers will see no change in their bills from this application. Any corporation, association, body politic or person may by motion within thirty (30) days after publication or mailing of notice of the proposed rate changes, submit a written request to intervene to the Public Service Commission, 211 Sower Boulevard, P.O. Box 615, Frankfort, Kentucky 40602, and shall set forth the grounds for the request including the status and interest of the party. The intervention may be granted beyond the thirty (30) day period for good cause shown. Written comments regarding the proposed rate may be submitted to the Public Service Commission by mail or through the Public Service Commission’s website.
