If there ever were such a thing as an ordinary day in war, May 27, 1969, was it. Army Sgt. Charles Fleek, a 21-yearold Northern Kentuckian who hadn’t fi nished high school, was in charge of 10 men. They were on alert for the enemy. Told to engage if the fi ght seemed fair. His men called Fleek “Hillbilly.” In the Ohio River town of Petersburg in Boone County, where he grew up, he was known as “Chalkie.” He had been ordered off light duty aff orded to shorttimers about to be sent home. This was one last mission. The working-class distillery employee was drafted like the rest of his men. But he had a by-the-book manner that worked to protect his men. He was on his 308th day in Vietnam. They all wore loose-fi tting uniforms with no underwear or socks to be more eff ective in the subtropical climate. On that day in 1969, the men of Charlie Company were sent to wait in ambush in the dry heat in an abandoned French rubber plantation that was a free-fi re zone, an area in which U.S. troops were told they could shoot anything that moved. Explosions could be heard in the distance as other units drove the North Vietnamese Army (NVA) soldiers toward their position. It was after 4 p.m. Because the platoon, positioned in the Binh Duong Province about 50 miles north of Saigon, was outnumbered, orders were not to fi re without reason.

Fleek noticed when a pair of NVA soldiers spotted the ambush. He yelled at his men to engage the enemy. Fleek and his men opened fi re. The men were bunched unusually close to one another in a nearly Ushaped defense. Then, a grenade landed next to Fleek. Most of the men didn’t see it. Fleek shouted a warning. Then he smothered the grenade with his body. His body absorbed the blast, which shattered him. Five feet away, Pvt. Milton Johnson took his share of the explosion. A medic ran to help the dying sergeant. Both of the injured were taken out by medivac. Fleek likely breathed his last in the helicopter. Johnson would See FLEEK, Page 2A

U.S. Army Sgt. Charles Clinton Fleek is the only Medal of Honor recipient from Boone County, Kentucky. Fleek was credited with valorously saving the lives of eight men when he was killed May, 27, 1969, in the Binh Duong Province in Vietnam. The Petersburg resident threw his body on a grenade, absorbing much of the blast. President Richard Nixon awarded the medal to Fleek's family in Feb. 16, 1971, at the Whitehouse. He was awarded two Bronze Stars, two Army Commendation Medals for

Heroism in the prior actions. ❚ For an April 30, 1969, action he was awarded the Bronze Star Medal for Heroism with “V” device (fi rst oak leaf cluster). Fleek, while on a reconnaissance mission, came under fi re from a well concealed enemy fortifi cation. During the initial contact, several casualties were sustained. The highest award for valor in the U.S. military is The Medal of Honor. More than 3,500 men and one woman have been awarded the medal since President Abraham Lincoln signed a bill Dec. 21,1861 creating the medal, according to a Department of Defense report. Sgt. Charles Clinton Fleek, of Petersburg, Kentucky, was posthumously awarded the medal Feb.16, 1971. Fleek’s medal approval went through 11 commanders before President Richard Nixon granted his approval. U.S. Navy Admiral John S. McCain Jr., father of Sen. John McCain, was the eighth highest ranking military offi cer to recommend that the honor be bestowed.

Forever after, to the rest of us, he would be known as a hero. For Pvt. Thomas Cuthbertson, Pvt. Joe Williams, Spc. Emil S. Kosco, Pvt. George Kelly Jr., Pvt. Stephen F. Kyle, Spc. Paul Burke and Spc. Avelino G. Moura, he would be the man who let them come home and live the rest of their lives.

Those men Fleek’s face and his sacrifi ce come to mind every time George Kelly Jr., 71, sees his fi ve children. On that May day in 1969, he was less than 10 feet from Fleek. “I’ll just say that I’m grateful until I stop breathing. I’ll never stop thinking about him,” Kelly said. The Denver man wonders what he would have done if the grenade had landed next to him. “What if it was the other way around, how would that work?” Kelly said. He is troubled that he has no answer for that question. Avelino Moura, a Portuguese immigrant, had been 5 feet from Fleek, his back turned from the center of the circle, fi ring his M-16 at the enemy beyond, when the grenade exploded. He kept fi ring. For his actions that day, he was awarded the Army’s Commendation Medal For Heroism for disregarding his own safety while placing “devastating fi re on the insurgents’ positions.” He came home, eventually settling in Lake Carmel, New York. Moura, 71, raised two sons on a bricklayer’s salary. He is a grandfather. Spc. 4th Class “Butch” Kosco of Stow, Ohio, kept fi ring that day as well. He was awarded a Bronze Star, went home to the woman he’d married a month before being drafted and to the telephone company job he had previously held. With his wife, he raised a son and daughter. He has four grandchildren. When he thinks of Fleek, he notes again how much time the sergeant had already spent in country and how he was almost home. Dennis Harvey was about 30 yards away when Fleek lunged on top of the grenade. He heard him scream. Harvey watched medic Richard Kerkhoff try desperately to save Fleek. Kerkhoff broke down, Harvey remembers, after Fleek was taken away by medivac. He must have known there was little chance he would live. Kerkhoff died a little more than three weeks later in another fi refi ght.

Harvey, who is 70, has both their names, along with nine other names of people killed in the platoon in a year’s time, in a room in his Saginaw, Michigan, home. He works there every day.

His family Fleek wrote to a childhood friend early in his tour. The letter is dated Sept. 28, 1968. “I sure will be glad to get back home and see everybody,” he said. “I didn’t know I had so many friends till I came over here.” He told his friends a little about Vietnam and about his own faith, calling God his point man. Two days after Fleek died, his brother Wayne spotted two men in Army uniforms in front of the house, said Tracy, Sgt. Fleek’s sister-in-law. Fleek’s parents were still in bed when Wayne invited the Army offi cers, telegram in hand, into the family’s Front Street house. “When they told him, Wayne passed out or just dropped to the ground,” Tracy said. “He was just devastated.” The week he died, 242 Americans gave their lives for their country. Life magazine printed the pictures of the dead, “to put a face on the war.” Fleek was among them. Sgt. Fleek was buried in Petersburg Cemetery. In August 2018, a stretch of Ky. 20 that travels downhill toward a river valley was named in his honor. See FLEEK, Page 4A

Fleek immediately took up a fi ghting position in a bunker to place devastating fi re on the hostile force while the base at Dau Tieng was under attack. “When several snipers were reported to be in the area, (then) Specialist Fleek was instrumental in spotting and silencing

their positions,” according to the medal citation. ❚ For an Oct. 26, 1968, action he was awarded the Bronze Star Medal for Heroism. Newport on the Levee is now smoke-free. The 380,000-square-foot, town-center-style shopping center recently adopted its new no-smoking and no-vaping policy, according to a spokeswoman for the Levee. The Levee has also partnered with St. Elizabeth Healthcare to promote healthy living with a series of wellness classes at the mall, including yoga, dance and tai chi that will be open to the public. St. Elizabeth will also provide free smoking-cessation classes for Levee tenants.

“We take our role in the community very seriously when it comes to wellness and health, so when Newport on the Levee approached us about a partnership, we were eager to help," said John Mitchell, chief operating offi cer at St. Elizabeth. There is a "very real need in our state and in our community to off er education and activities to help the public understand the very serious consequences of smoking and the negative eff ects of a sedentary lifestyle,” he said. The no-smoking policy is part of a larger vision to transform the Levee into a "community hub of activity and gathering,'' said Barney Estes, the Levee's general manager.

A Turfway Park and Belterra Park jockey has died after a car crash according to Florence Police. Euclyn “Pede” Prentice, Jr., a Virgin Islands St. Croix native, died Monday after his car struck a bus. Police said Prentice struck the driver’s side of a TANK bus in the intersection of Houston Road and Hansel Avenue around 12:33 a.m. Monday. “The passenger car suff ered serious damage as a result of the collision, causing the vehicle’s operator to require extrication from the vehicle,” police said. Prentice was transported to St. Elizabeth Hospital Florence where he was pronounced deceased. Turfway Park said they were “heart-

broken” over Prentice’s death. “We are heartbroken at this tragic news and off er condolences and prayers for Pede’s family at home and his racetrack family here in Kentucky and Ohio. Rest in blessed peace, Pede,” a post from Turfway Park said. According to the Virgin Islands Consortium, “the tragic news quickly spread on social media after Mr. Prentice’s brother confi rmed the passing in a post on Facebook.” Police said there were no injuries to the driver and passenger in the TANK bus. The cause of the accident is currently under investigation. Anyone who may have witnessed the accident is asked to please contact the Florence Police Department at (859) 647-5420. Right now, I’m waiting for a rhubarb custard pie to fi nish baking. As I was assembling the pie with the help of granddaughter, Ellery, age 4 (yes, it’s that easy), I was wondering how many of you eat and/or grow rhubarb. Maybe you know rhubarb as the “pie plant.” Technically, rhubarb is a vegetable, not a fruit. Strawberry rhu-

Rosy red rhubarb sauce OK so if you don’t want to make the pie, be adventurous enough to cook up this easy rhubarb sauce. Lovely over ice cream, plain cake, stirred into plain yogurt or oatmeal. No real recipe, but here’s how I do it: Ingredients Rhubarb, chopped up Sugar Instructions

barb pie is a rite of spring. If I would have had any strawberries left after making strawberry shrub (a recipe I’m sharing soon), I would have tossed some in with the pie. Honestly, though, I think it’s perfect as is – a bit of tartness to go along with the sweet. We used to have a thriving rhubarb plant. My husband, Frank, sealed its fate when he drove over it with the tractor. Twice. So the rhubarb for the pie came from neighbor Bob, who gifted me with enough for a pie and more. As for my new rhubarb plant, I put a large stake in front of it. Here’s hoping…

Measure rhubarb. For every 2 cups, use about 1⁄ 2cup sugar. Place rhubarb and sugar with a bit of water (not too much, just enough to keep it from sticking) in a saucepan. Bring to a boil, lower to a simmer and cook until it starts to thicken nicely, about 20 minutes or so. It gets thicker as it cools. Store in refrigerator up to a month or freeze up to 6 months. Good add ins: Minced ginger root or crystallized ginger, or a splash of vanilla (add vanilla after cooking)

Rhubarb custard pie Pat Jarvis is a student of mine and shared her rhubarb pie recipe with me a while back. Here’s my adapted version. “My very favorite pie”, Pat told me. Ingredients

Bake at 400 for 15 minutes, reduce temperature to 350 and bake 30-35 minutes more. Serve with a dollop of whipped cream, or warm with a scoop of vanilla ice cream. Tip: Bake pies on bottom shelf

3 large eggs 11⁄ 3 cups sugar 1 teaspoon vanilla 3 tablespoons flour 1 teaspoon nutmeg or 1⁄ 2 teaspoon mace 4 cups fresh rhubarb, diced small, or frozen, thawed Instructions Preheat oven to 400. Whisk together everything but the rhubarb. Stir in rhubarb and pour into prepared pie shell.

Closer to the heat source means a crisper bottom crust. Freeze it! No need to peel rhubarb. Just cut up the stalks, lay in a single layer on a cookie sheet, freeze hard, uncovered, then transfer to containers. Done! Rhubarb is good for you This tart “fruit” contains calcium and vitamin C along with fi ber and other nutrients.

I’ve always known that my skin, and what I decide do with it or do to it, is up to me. But now, Kentucky wants to change that with a new proposed ban when it comes to tattoos. The Kentucky Department for Public Health fi led proposed regulations on tattooing that includes prohibiting tattoos on scarred skin. Doctors stress that it’s important some scars remain visible for continued monitoring (such as cancer scars related to melanoma). However, proposing a ban on tattooing any and all scars is extreme. Make recommendations, sure. Educate me as to when it’s not appropriate, yes. But at the end of the day, it’s still my skin and what I choose to do with it is still up to me. My skin issues started young – in kindergarten. I developed thick patches of fl aky, itchy plaque psoriasis on my knees. My mom covered the patches with strips of medicated treatment tape. Doctors wouldn’t treat me until I was older so mom shared her medicine with me. Psoriasis was an autoimmune disease we shared. My skin worsened as I got older and I developed patches on my legs, arms, back, scalp, and even on my face. The

stress of adolescence made it angry. Any skin trauma, simple sunburn, or scraped elbow resulted in a scab that turned to a psoriasis patch. Kids loved to tease me about it and ask me if it was contagious. In high school, I underwent UV light therapy in an attempt to control it. It helped, but nothing cured. I just lived with it. Doctors treated psoriasis like a vanity disease and so I did, too. Then something wonderful happened. When I got pregnant with my daughter in my mid-20s, my skin disease went into pregnancy-induced remission and stayed there for six years. It was wonderful. No more itching or fl aking. But when the patches of psoriasis healed they left behind white spots. Spots that never tanned or darkened. If I was lucky, it freckled. I still felt unattractive and self-conscience. I still felt the need to explain the discolorations in my skin. Then, I decided to get a tattoo. I wonder now if these spots on my skin are considered scars according to this proposed ban? Who would make that judgment call? How would a ban be enforced? Would I need a permission slip from my dermatologist? Would I be turned away for a tattoo in Kentucky if this proposed ban becomes a thing? Surely, a tattoo artist is not expected to make medical judgments. The artist also doesn’t have to do any work he or she is uncomfortable with. Waivers and

consent forms exist for a reason. Because the onus is, and should always be, on the person getting the tattoo. I loved my tattoo instantly. For once, I had something on my skin that I wanted there. Something that I chose and was proud of. I actually enjoyed the way my skin looked. I felt I had some sort of control and my skin felt beautiful. I think that’s what bothers me the most about this proposed ban – the loss of control. For so many people who decide to turn a scar into a beautiful tattoo, it gives them some sort of control over their trauma. It helps the healing. Psoriasis crept back onto my skin in my 30s along with joint pain. I was diagnosed with psoriatic arthritis. Thankfully, the prescribed biologic injections cleared my skin. I got a second tattoo. I plan to get more. Disease-ridden or not, this skin is mine and I enjoy having some control of its beauty. Our lives become works of art – from our words, actions, clothing choice, hair color, makeup, and tattoos. Kathy Kennedy has given a lot to her students at the Northern Kentucky-Ohio Volleyball Club, a good number of whom have taken those gifts and become major players for Power 5 colleges. What’s more, those volleyball players are giving back now that Kennedy has retired from coaching volleyball after 35 years of mentoring young players. With Katie Wesseling, who is also retired, Kennedy founded the NKYVC, which is in its 20th year. The club has been the starting point for many of Northern Kentucky’s all-time best high school volleyball players, plus many Cincinnati standouts. More than 200 players have secured college volleyball scholarships in that time, including several to top-level Division I programs. Dozens of former players gathered in Newport May 18 to celebrate Kennedy’s career. Kennedy and several players gave speeches at the gathering. “It’s a great opportunity to say thank you to people who have impacted my life in so many diff erent ways, in my development as a coach, a person and a mentor,” Kennedy said May 17. “When you’ve done something this long, you hope you have left a little impact. I’m grateful for the fact they’re going to come and hang out with me. We keep in touch and as they go into their careers and their families. And at one point they realize what it all meant: When your boundaries are being pushed, then they reach out. It’s very melancholy but it’s time for the next generation of coaches to pick up the gauntlet and move forward with new ideas.” Kennedy, 53, also retired last year from her corporate career at Canon, where she’s a sales representative. Kennedy offi cially stepped down from the club in late 2018, handing the reins to Jill Hunt, a Ryle teacher and Notre Dame Academy graduate who has been coaching with the club for 19 years. “It’s a thankless job, coaching,” said Gretchen Stephenson, who has helped with NKYVC. Her daughter Lainey, a Notre Dame grad, plays for Wright State. “You don’t make a lot of money doing it. We don’t have many parent issues because Kathy manages it. The coaches just had to coach; they didn’t have to do anything else. She believes in paying the coaches really well. A lot of clubs just do per diem. She pays salary and per diem and made it worth their while to stay in the club.” Kennedy also serves as a resource for young women after they graduate from college – serving as their reference on job applications and helping them fi nd connections in the volleyball coaching ranks. Kennedy’s philosophy is for her althletes to use the sport as a vehicle to accomplish bigger goals. “She was working 50-60 hours a week at Canon and a lot of people don’t realize that,” Stephenson

said. “She’s putting 30-40 hours a week into volleyball and traveling. She always found time for those kids, and now she’s relaxed and she was able to leave on her own terms.” Alumni of the club are spread out and made plans to come to Newport. That included Michelle Davis, a 2001 Notre Dame Academy graduate who went on to star at Michigan State. She fl ew in from Oregon. Hillary Otte Maigret, a 2006 St. Henry District High School graduate, played in the state tournament for the Crusaders and went on to a strong career at Xavier University. “She’s probably one of the most genuine people I have ever met. She doesn’t put on airs. You know when she likes you and she enjoys being your friends. She doesn’t fake anything.” Maigret was St. Henry teammates with Stephanie Niemer, arguably the best player in the history of St. Henry and the University of Cincinnati. Niemer got her start in the NKYVC and played there for several years. Niemer, who is playing professionally in the Phillippines, left the NKYVC for another club before graduation but was already a Division I prospect by then, Stephenson said. Most of Notre Dame’s top players in recent years have started at NKYVC, and they come back to help. That includes Morgan Hentz, a Stanford University junior who has become the top libero in Division I, leading Stanford to two national championships in the past three years. Hentz was part of a star-studded team that in 2013 fi nished seventh in the Open division of the national championships, the club’s highest fi nish to that point. Other college players include Notre Dame graduate Abby Thelen, a fi rst team all-Big East honoree from Seton Hall; and Purdue standout Hayley Bush from Ryle, who is representing the Boilermakers on a Big Ten all-star team that will travel to Japan in June. Lauren O’Conner, an all-time great at Scott High School and a University of Kentucky standout, played at NKYVC. Stephenson said Kennedy is an innovator by nature. She was the fi rst to start Pre K-U10 volleyball training and the fi rst to off er “Boot Camp” style clinics, NKYVC was the fi rst to off er to any girl who wished to participate in club volleyball a way to do that. Among Kennedy’s strengths are her honesty. She is upfront with her players and college coaches about a player’s potential. Stephenson said she has built strong relationships with college coaches because those coaches know she will only promote players who can help them, and she worked to fi nd colleges that were the right fi ts for all her players. NKYVC will continue to grow, Kennedy said. The club opened a new building in Wilder two years ago. Kennedy, who played high school volleyball in Wisconsin, will spend time with her family there and volunteer for several causes she hasn’t had time to before.

Northern Kentucky University partners with Florence Elementary NKU and FES is partnering together to achieve success with kindergartners through college students. The program began in the spring of 2016 and just completed its seventh semester at Florence Elementary. Teachers mentor the NKU College of Education students. NKU students report to Florence four days a week, instead of the traditional two-day placement, collaborating with the teachers and fulfi lling three of their fi ve courses on site. The students become committed Knights for the Season, some even participated in school functions outside of their school day. New Northern Kentucky University President Ashish Vaidya made a site visit to Florence Elementary for a tour and talk with students regarding the program. According to Vaidya, the College of Education is the “most important

The idea started as a spark between two NKU alumni, Dr. Tammie Sherry, Associate Professor of Literacy Education, and Principal Lisa Resing. It has expanded from 20 students to 30 students in the professional literacy session. A total of 132 educators have passed through the doors of Florence Elementary since the program started. Vaidya visited a couple of classes. Before leaving the campus President Vaidya visited the NKU room showing the Norse spirit and core values in the form of a wordle stating, community, leadership, collaboration, preparation, encouraging, model, instruction, literacy, culture, and faculty. BOONE COUNTY PROPERTY VALUATION ADMINISTRATOR INSPECTION PERIOD FOR THE PROPERTY TAX ASSESSMENT ROLL REAL PROPERTY The Boone County real property tax roll will be opened for inspection from May 28th through June 11th, 2019. Under the supervision of the Property Valuation Administrator (or one of the deputies) any person may inspect the tax roll. This is the January 1, 2019, assessment on which state, county and school taxes for 2019 will be due by December 31, 2019. The current tax roll is in the office of the Property Valuation Administrator in the County Courthouse and may be inspected between the hours of 8:30 a.m. and 4:30 p.m. EST, Monday through Friday and between the hours of 9:00 a.m. and 12:00 p.m. EST on Saturday, June 1st and June 8th. Any taxpayer whose assessment has changed from the previous year should have received a Notice of Assessment postmarked by May 24th from the Property Valuation Administrator’s Office. These envelopes were stamped with a red “ASSESSMENT NOTICE” on the outside to help you identify it. Conference with the PVA Office Any taxpayer desiring to appeal an assessment on real property made by the PVA must first request a conference with the PVA or a designated deputy. The conference may be held prior to or during the inspection period. Please bring any information that you feel is evidence of why you think your property assessment should be changed. The most valid evidence is comparable sales of homes and land similar to yours, as we must assess property at Fair Cash Value, per the KY Constitution. Appeals made by persons other than the January 1st property owner, or a representing attorney, must include a letter of authorization from the owner. County Board of Appeals Any taxpayer still aggrieved by an assessment on real property, after the conference with the PVA or designated deputy, may appeal to the county board of assessment appeals. The conference with the PVA office must occur before you are able to file an appeal with the county board. The taxpayer can appeal his assessment by filing in person or sending a letter or other written petition stating the reasons for appeal, identifying the property and stating the taxpayer’s opinion of the fair cash value of the property. The appeal must be filed with the county clerk’s office no later than one work day following the conclusion of the inspection period, or by June 12th, 2019. Please contact the Boone County Clerk’s office for more information. Any taxpayer failing to appeal to the county board of assessment appeals, or failing to appear before the board, either in person or by designated representative, will not be eligible to appeal directly to the Kentucky Claims Commission. PERSONAL PROPERTY Appeals of personal property assessments shall not be made to the county board of assessment appeals. Personal Property taxpayers shall be served notice under the provisions of KRS 132.450(4) and shall have the protest and appeal rights granted under the provisions of KRS 131.110. The following steps should be taken when a taxpayer does not agree with the assessed value of personal property as determined by the office of property valuation administrator; (1) He or she must list under protest (for certification) what he believes to be the fair cash value of the property. (2) A written protest must be filed directly with the Department of Revenue, Office of Property Valuation within 30 days from the date of the notice of assessment. (3) This protest must be in accordance with KRS 131.110. (4) The final decision of the Department of Revenue may be appealed to the Kentucky Claims Commission.
