Cincinnati and Northern Kentucky have been frenemies for at least 170 years. And that doesn’t look like it’s going to change any time soon. If all goes according to schedule, by the end of next year two music venues and two massive, neon observation wheels will stare each other down from across the 1,000-foot wide Ohio River. On the Cincinnati side at The Banks development, work has started on the garage that will go underneath a general admission concert hall that will accommodate a 4,000 indoor and 8,000 outdoor. A few thousand feet south in Newport, another concert promoter has broken ground on a general admission concert venue that will seat 2,700 indoor and 7,000 outdoor. The battle has lasted more than 170 years. What will end the rivalry between Cincinnati vs. Northern Kentucky? “Oh,” said Covington Mayor Joe Meyer. He then paused for about 30 seconds, mulling the question over. “That’s one of those things that’s tough to answer. I just don’t think Cincinnati considers Northern Kentucky competition at all. They don’t even think about it. We’re beyond the scope of their worldview.” The Enquirer reached out to Cincinnati Mayor John Cranley. He was unavailable for comment. From rival baseball teams to bridges, Northern Kentucky and Cincinnati have swiped at each other for almost two centuries. Here’s a look at some of the highlights during the past two centuries from the rivalry between Northern Kentucky and Cincinnati:

broke out between Cincinnati and Northern Kentucky in the 1840s over a subject familiar to anyone following local politics: bridges. Ever wonder why the Roebling Suspension Bridge doesn’t line up with any of the streets? Because many leaders in Cincinnati didn’t want it. “Our streets line up perfectly,” Covington’s current mayor said about the layout of Cincinnati and his city. “The bridge is placed in the middle of the block to make it more diffi cult to cross. That was 170 years ago. We’re still living

with the eff ect of that.” Up until the 1840s, Cincinnati and Northern Kentucky lived side-by-side rather amicably, said Paul Tenkotte, a professor of history at Northern Kentucky University and author of several local history books, including Covington. Talk began in the 1830s about bridging the Ohio River. At the time, unless you had your own boat, you had to take a ferry across the river. Ferry service was inconsistent. If the Ohio River fl ooded or the river was too low, you were stuck on one side.

The idea of a bridge didn’t sit well with many Cincinnati businesses and politicians. It would “make Cincinnati, Covington and Newport, for most purposes, one city,” Ohio Sen. Alfred Kelley fumed in February 1846, the Enquirer reported. Kelley feared people would move out of the state to Kentucky and “resulting in a partial depreciation of the price of real property in Cincinnati.” The Enquirer, which backed the bridge project, took a dim view of this See DIVIDE, Page 2A

Ark Encounter sued by local board of education for undervalued property Benjamin Tobin

The Grant County Board of Education has sued Ark Encounter and the county’s property valuation administrator for undervaluing the life-size replica of Noah’s Ark in Northern Kentucky. This undervalued property has allowed Ark Encounter to underpay taxes owed to the board, according to the lawsuit, which was fi led in the Grant Circuit Court on July 1. For the 2017 tax year, the Grant County PVA assessed Ark Encounter’s property at $48,068,200. However, the education board challenged this number in a 2018 appeal to

the Grant County Board of Assessment Appeals. Using statements and documents generated by Ark Encounter, the board said the property has a true fair cash value of $130 million, which is more than 2.7 times the original valuation. Why does this property valuation matter to the board? Taxes. Ark Encounter paid the board $275,911.47 for the 2017 tax year. But if the property had been valued higher, the board said it would have gotten approximately $746,200 from Ark Encounter — more than $470,000 of what it actually received. According to the lawsuit, the Grant County Board of Assessment Appeals denied the education board’s requested reassessment of the property. The

board subsequently appealed this decision with the Kentucky Claims Commission, which in turn granted a motion to dismiss the tax appeal jointly fi led by Ark Encounter and the Grant County PVA. The board is looking to have this decision reversed and to be recognized to have standing to appeal the assessment of Ark Encounter’s property. Donald Ruberg, the attorney representing the board in the lawsuit, told the Courier Journal that the Ark Encounter’s property is “without a doubt” worth more than what the PVA valued it at. He pointed to an affi davit from Ark Encounter’s accounting fi rm fi led with the Kentucky Tourism Development Finance Authority that said construction

and other start-up costs for the Ark amounted to more than $72 million. “I don’t think there’s any ill motive or bad intent,” Ruberg said. “The PVA has just never been trained to assess arks. I don’t know of any PVA in the commonwealth that could.” Meanwhile, Ark Encounter fi led a motion to dismiss this lawsuit on July 23. Grant County PVA Eli Anderson deferred all questions to the county’s attorney, Stephen L. Bates II, when contacted by the Courier Journal. The attorney declined to comment. opinion as “characteristic of the narrow mind of Mr. Alfred Kelley.” Ohioans not only feared competition from Northern Kentuckians, they also feared runaway slaves would have an easier time escaping over a bridge into Ohio, according to the Ohio Historical Society. Ohioans who opposed slavery also objected to slaveowners being on the board of the Covington & Cincinnati Bridge Company, which was based in Covington where slavery was legal, Tenkotte said. The Ohio General Assembly, at the behest of Cincinnati business owners, in 1849 refused to grant the Covington & Cincinnati Bridge Company a charter. The legislature also stipulated the bridge couldn’t connect with any street in Cincinnati. This would make the bridge company buy up more property. “The thinking was, ‘We pay for these streets. Now we’re going to give access to a for-profi t company in Covington with some slave owners on the board and give them free use of our streets to put ramps on?” Tenkotte said. “Let’s make it harder and more expensive for them.” And it did delay the bridge for a decade. Then the Civil War happened. Union troops were forced to fl oat pontoons for use as a makeshift bridge across the Ohio River. said. The Roebling Suspension Bridge opened Dec. 1, 1866.

Reds vs. Stars The next battle between Cincinnati and Northern Kentucky happened on the baseball diamond. While it’s true Cincinnati in 1869 gave birth to professional baseball when the fi rst team, the Cincinnati Red Stockings, the modern Cincinnati Reds might not exist without a long-forgotten team in Covington. The 1869 Red Stockings folded in 1870 after two years. When professional baseball returned to the region, it was in Northern Kentucky. A Civil War veteran returned to his home in Covington and started a baseball team, the Covington Stars, in the late 1860s. The amateur club attracted a following, eventually turning pro in 1875. Professional teams would come to Covington to play them, including the Covington White Stockings, which became the modern-day Chicago Cubs. When businessmen in Cincinnati saw crowds of 3,000 around the base-

ball fi elds of Covington, they saw an opportunity, said Cam Miller, a Covington native and Dayton, Kentucky, resident who makes documentary fi lms for the Cincinnati Reds Hall of Fame. Another pro-team in the adjacent town of Ludlow, also played for a few months in 1875. “In Cincinnati, they saw the success,” Miller said. “They sent telegrams to each other.” Those telegrams led to the Cincinnati Red Stockings reforming in 1876, becoming a charter member of the National League. The Red Stockings owners lobbied the National League to implement rule prohibited any Major League team from being within fi ve miles of another. That left the Covington Stars the odd team out. “Cincinnati crushed them,” Miller said. “Covington couldn’t compete.” Stars players went on to other major league teams. Now it’s hard to imagine Cincinnati without the Reds. But it might never have been if it wasn’t for a Covington team Cincinnati quashed. “There is an argument to be made the Reds would not exist today if Covington was not as good as they were,” Miller said.

Companions in corruption It wasn’t always a grudge match between the two sides. In the late 19th and early 20th Century, political “bosses” ruled Cincinnati and Northern Kentucky with an iron fi st. Under the boss system, both sides of the river got along famously, Tenkotte said. In his book on the history of Covington written for the city’s bicentennial in 2015, Tenkotte writes about “fl oaters.” These were people sent by Cincinnati’s Republican boss, George Cox, and the Democratic bosses of Covington to vote in each others’ elections. “On an important election day in Cincinnati, all of a sudden the Cox people would ask Covington to send people to help us vote,” Tenkotte said.

Cincinnati’s airport location in Kentucky has often bemused and confused visitors. You have to land in Kentucky because of indecision on the Cincinnati side and a coordinated campaign in Kentucky during the 1940s. From the 1920s to the 1940s, if you fl ew into Cincinnati, you fl ew into Lunken Airport. Lunken, being located along the Ohio River, often fl ooded and was covered in fog. Once the United States entered World War II, federal offi cials wanted another airport in Cincinnati for the Army Air Corps to train. Cincinnati leaders, however, couldn’t agree on a location for a new airport. Kentucky leaders could. They wanted an airport in the fl at, open expanse of Boone County. Then Northern Kentucky congressman Brent Spence (yes, of later bridge fame) wrote an editorial in the Cincinnati Post, “Kentucky Could Get Cincinnati Airport.” Enquirer stories from the 1940s credited Spence, Kentucky Gov. Happy Chandler and then-senator and future vice president Alben Barkley for convincing President Franklin Delano Roosevelt’s administration to pay $2 million to build an airport in Boone County. As commercial air travel grew, that airstrip in Boone County grew to become the Cincinnati/Northern Kentucky International Airport. So Cincinnati’s airport is in another state.

Brent Spence Bridge languishes No landmark symbolizes the struggle between Northern Kentucky and Cincinnati more for most people today than the Brent Spence Bridge. The bridge wasn’t controversial when it opened Nov. 25, 1963, the day President John F. Kennedy was buried. During the opening ceremony a week later, there was a 21gun salute to honor the slain president. The biggest debate was the name, whether to name it after the veteran Kentucky congressman Spence or Kennedy. Kentucky’s governor at the time went with Spence and named a bridge in Louisville after the late president. As a result, Spence’s name is synonymous with the word “functionally obsolete.” That’s how the Federal Highway Administration classifi es the Brent Spence Bridge now. The bridge carries double the traffi c it was designed for in one of the nation’s busiest shipping corridors that extends from Michigan to Florida. If you break down on the bridge, good luck. There are no emergency lanes. Plans have languished for 30 years on a $2.6 billion renovation of the bridge and construction of an additional bridge alongside it.

While the bridge was built at a cost of $10 million with federal money authorized by Congress and the administration of President Dwight Eisenhower, the bridge is now largely the responsibility of Ohio and Kentucky. Members of Congress have told Cincinnati and Northern Kentucky it’s up to them to decide how to spend their allocation of federal transportation money. And both sides can’t agree. Ohio has maintained tolls need to be on the bridge to pay for it. Kentucky residents have balked at that suggestion, saying they’d pay the bulk of the tolls since they use the bridges across the Ohio more than Cincinnatians.

That still rankles those in Covington. Is it possible to bury the hatchet? Kansas and Missouri recently made a pact to stop off ering incentives in the Kansas City region that lured businesses across state lines. This region seems a bit farther away from any such truce. Coca-Cola Consolidated, the largest Coke bottler in America, announced in July it would shift 400 jobs from its Madisonville bottling plant to a new warehouse in Erlanger. The U.S. Playing Card Company moved from Norwood to Erlanger in 2009. “Geez, who was it that moved the jobs from Covington to Cincinnati?” Meyer said. “Who was it that couldn’t stand the idea of Newport having its own big wheel.” Oh, that’s right. There are those observation wheels.

Battle of the big wheels Soon it’ll be Cincinnati’s 200-foot SkyStar vs. Newport’s 235-foot SkyWheel. A 150-foot, neon wheel has spun on Cincinnati’s riverfront since September 2018. The St. Louisbased parent company, SkyStar, has plans for building a bigger one, a permanent wheel, this one 200-feet tall, once the company reaches an agreement with Hamilton County for a long-term lease, which is expected soon. Not to be outdone, Newport’s SkyWheel is being built in Holland and will be shipped at some point in the next year, Newport Mayor Jerry Peluso told The Enquirer. Peluso doesn’t see it as competition or a rivalry. Though he’s quick to point out Newport’s wheel will be bigger. “The SkyWheel in Newport will have a bigger and better view,” Peluso said. “For one, it is bigger and taller, and you’ll be able to see a panoramic view of the entire area.”

Shepherd’s salad with za’atar The request from a Northern Kentucky reader was for a Turkish type salad “with za’atar instead of sumac, a few olives and either feta or goat cheese.” I fi ddled with a favorite recipe and adapted it. Now you’ll have to go to taste on most of this. Ingredients 1 head Romaine lettuce, chopped 1 cucumber, diced small Several tomatoes, diced small Enough red onion, sliced very thin, to taste

Bell peppers? Up to you Dressing About 1⁄ 3 cup each: olive oil and lemon juice Cumin to taste Salt and pepper Za’atar for garnish (optional but good - can use sumac) Instructions Just mix salad ingredients together except for cheese.

Feta or goat cheese

Whisk dressing ingredients together and pour over salad.

Favorite olives (I like Greek)

Add cheese and sprinkle with za’atar.

I’ve been doing a lot of teaching from my gardens. A couple weeks ago, daughter-in-law Courtney and her neighbors visited with their kids. We spent time down at the river near our home looking for crawdads and shells. By the time we walked back on my old country road, the kids were anxious to do two things: feed the chickens crawdads and pick veggies and herbs for the supper recipes. When you give kids free reign in a garden, it’s pretty amazing to see how adventurous they become with trying new foods. Tomatoes, peppers, basil, parsley, and mint were picked for tabouleh. Cucumbers and more tomatoes, along with oregano and chives topped a Romaine salad. Stevia and lemon verbena added a citrusy, sweet taste to vitamin water. Edible fl owers garnished a Belgian endive water lily appetizer made with herbed cream cheese. Looked fancy, but easy enough for even the littlest ones. Recently, I had a class here again, this time with my friends cooking from the gardens. My husband, Frank, grilled fl at iron steak rubbed with an Italian herb blend I made, and my friends made the sides and dessert. Romaine lettuce starred again in one of the salads – this time with a Turkish twist. That’s the recipe I’m sharing today, and it goes by more than a few names, one of which is shepherd’s salad. Tip: Sumac vs za’atar First, let’s talk about sumac. (Last week I talked about edible wild staghorn sumac berries that grow on bushes here but the spice sumac for salad is completely diff erent). Sumac is a spice native to the Middle East. The dark red berries grow on bushes. The berries are dried and ground. Sumac lends lemony tartness to dishes and the color is beautiful. Za’atar is a spice blend with sumac and herbs, like oregano, thyme and marjoram. Sometimes it contains sesame seeds. The taste is delicious. Brrr! Store sumac and za’atar in freezer for longer shelf life. No sumac or za’atar on hand? No worries, just add a bit more lemon juice. Try it, you’ll like it! There's one more election residents in Northern Kentucky will be able to weigh in on in November. Governor Matt Bevin decided the special election to fi ll the 63rd House District seat will take place on Nov. 5. Former Rep. Diana St. Onge, R-Fort Wright, announced her resignation from the job in July as she planned to

move to California with her husband. That prompted both political parties to fi nd a candidate to run for her vacant seat. Local Democrats chose Josh Blair, of Erlanger, as their nominee. It'll be a familiar race for Blair, who ran against St. Onge in the 2018 election for the state seat. Republicans nominated Kimberly Banta, a retired educator from Kenton County, to be the GOP candidate for the

special election. The district tends to favor GOP candidates. In 2018, St. Onge earned about 60 percent of the vote against Blair. In 2016, St. Onge ran unopposed. Kentuckians will also vote in the gubernatorial race on Nov. 5. Incumbent Gov. Matt Bevin is the Republican nominee and Attorney General Andy Beshear is the Democratic nominee. The 63rd House District includes parts of Boone and Kenton Counties.

SCHOOL NEWS Villa senior builds outdoor classroom Villa Madonna Academy senior Gary Turgeon, of Florence, built an outdoor classroom on Villa’s campus for his Eagle Scout project. The Florence teenager drew up plans and assembled a team of volunteers that included family, friends, and classmates. They put put in concrete footers, assembled benches, and constructed a platform. Turgeon’s classroom sits in a shaded area overlooking a lake. Chemistry and art students were among the fi rst to take advantage of the new space. Turgeon is a member of BSA Troop 717. UNION — The Ryle Raiders bounced back from its season-opening loss last week to Covington Catholic with a dominant 34-10 win over the Conner Cougars Friday evening. As far as the Ryle off ense was concerned, it was the Kyle England show. The senior running back had his way with the Cougars defense all night, rushing for four touchdowns. With Ryle quarterback Braydon Lyons struggling through the air (2-of-5 in the fi rst-half), England bulldozed his way to touchdown runs of 16 and 23 yards. “(England) was awesome tonight, but I have to give credit to that off ensive line as well,” Ryle head coach Michael Engler said. “They came ready to play and we knew we were a good football team. I don’t know what happened to us

last week. We lost to a pretty dang good CovCath team. We’re better than we showed last week.” Ryle’s Elijah Cusick took some of the workload off England to begin the second-half, breaking multiple tackles on his way to a 19-yard touchdown. The Raiders ensuing onside kick attempt went out-of-bounds and the Cougars took full advantage after beginning the drive at midfi eld. Conner’s Jared Hicks found a wide-open Justin Daniels down the right sideline for 45yards. Hicks punched it in from the 2yard line two plays later. Just when it felt like the Cougars might steal momentum, the Raiders crossed into Cougar territory and handed it to England juked his way to another score — this time from 46 yards. With the Raiders already up big to begin the fourth quarter, England scored his fourth touchdown on a 15yard run up the right sideline. “This was getting back to Ryle foot-

Highlands will attempt to defend its Ninth Region championship this year. The Bluebirds were 23-5 overall, with three of the losses to Sacred Heart, including a 2-1 heartbreaker in the state championship game. Highlands won the 36th District title and its fi rst regional championship since 2010. Highlands graduated four seniors, including all-time leading scorer Lindsey Meyer, who signed with Northern Kentucky University, and also lost second-leading scorer Maria Wiefering. The Bluebirds return a veteran team, led by defender Lauren Deckert, off ensive playmakers Chloe Bramble and Maria Broering, and keeper Maggie Hinegardner. Notre Dame, led by head coach Da-

vid Gronotte, will look to reclaim the regional throne after Highlands snapped its seven-year championship streak. The Pandas will regroup with a deep and versatile lineup that includes four seniors. NDA graduated seven seniors from last year’s 13-7-3 team that won the 35th District. Soccer was a spotlight in the Kenton County school district last season, as all three of its programs had banner years in three diff erent regions. Simon Kenton won the Eighth Region championship, advancing to the state round of 16 with a 17-7 record and 32nd District championship. Dixie Heights compiled a 15-5-2 record and was 34th District runner-up. Meanwhile, Scott, under rookie head coach Brian Runyon, won its fi rst-ever 37th Dsitrict championship and advanced to the 10th Region fi nal, going 119-1 overall.

Ryle, 10-11 last year, will look to defend its 33rd District championship in what is the Ninth Region’s most competitive district. Boone County, 15-5-2 last year, graduated all-time leading scorer Rielyn Hamilton. Cooper was 155-1 last year behind Stephanie Grome, Northern Kentucky's leading returning scorer (29 goals).

Northern Kentucky is mourning legendary football Roy Lucas Sr., 77, who died Monday, Aug. 26. His brother is basketball legend Jerry Lucas, who starred at Ohio State and in the NBA. Roy’s son, also named Jerry, is currently head football at Martha Layne Collins High School in Shelby County, Kentucky. His other son, Roy Lucas Jr., was head at Lloyd Memorial High School and is currently the quarterbacks coach at Simon Kenton. He spent 24 seasons as head coach with fi ve diff erent high schools in between his tenures in college coaching. Jerry Lucas led Collins High School to back-to-back Class 4A championship-game appearances, beating Highlands in 2013. “The most important lesson I learned is showing young men that asking them to be disciplined, to do the right thing, to be accountable doesn’t mean you don’t love them,” Roy Jr. said in an Enquirer article in May. “It’s a way to show love.” Roy Sr. had a stroke earlier this year, and supporters organized a party in his honor in May, with many former players attending. “I think it’s super for his former players to do this,” said Roy’s older brother, basketball hall-of-fame member Jerry Lucas, who came from Florida, including his fi ve children. “He had a big impact on their lives. It speaks to the kind of person he is.” Roy was preceded in death by his parents, Mark and Jean Lucas. He is survived by his wife of 58 years, Beverly Lucas of Erlanger; his sons, Roy (Molly) Lucas Jr. of Independence, and Jerry (Ruth) Lucas of Shelbyville, KY; his brother, Jerry Lucas of Florida; and his sister-in-law, Gail Stamper of Lexington, KY. Roy also leaves behind his grandchildren, Neyo, Eli, Abby, JR, and Joe.

COMMUNITY NEWS Vaping is LiveWell Florence battle front Written by: Patrick Moynahan The latest battlefront for opponents of tobacco use in Northern Kentucky is vaping. LiveWell Florence, a community health coalition, has begun to target ecigarettes, electronic devices that vaporize a liquid mixture for the user to inhale. Many of the mixtures contain nicotine, some in higher amounts that tobacco cigarettes, according to the American Lung Association. “We are appalled at the rapid rate of increase in vaping in our high schools and middle schools,” said Mary Price, co-chair of the LiveWell Florence steering committee. She told members of the Rotary Club of Florence at a recent meeting that students don’t realize the dangers. “They can get addicted fast,” she said. “They don’t realize that within a week, two weeks, they are addicted.” LiveWell Florence grew out of the 2016-2020 Community Health Improvement Plan for Northern Kentucky. A group of citizen volunteers created LiveWell Florence to drive initiatives to promote tobacco-free public spaces, walkable communities and healthy eating. The group won a $100,00 grant in 2018 to advocates for smoke-free city policies. They also supported legislation in the 2019 Kentucky General Assembly that made public schools tobacco-free. In the future, LiveWell Florence hopes to provide free NRT (nicotine replacement treatment) for people who want to kick the smoking habit, according to Price. Combatting vaping now is a greater challenge than combustible tobacco, she said. LiveWell Florence is working with Boone County Schools to develop

awareness programs and “quit classes” for students. “Unfortunately, there is not a lot of research on what works in people that young,” Price said. “We are trying to fi gure that out as we go.” LiveWell Florence fi gured out how to improve healthy eating with help from Florence Christian Church, the FreeStore Foodbank and Kroger. The church provides space for a monthly food distribution program and Kroger donated fruits and vegetables. The partnership makes it possible “to provide healthy produce to people who otherwise might not be able to aff ord it or access it,” Price said. To improve physical activity, LiveWell Florence has created three neighborhood walking routes in the city to date. The organization also purchased a “spin art bike,” which enables youngsters to create an art project while pedaling, to use at community events to promote increased physical activity. LiveWell Florence collaborates with the Northern Kentucky Health Department, St. Elizabeth Health Care and the Center for Great Neighborhoods in implementing goals of the community health plan. The Rotary Club of Florence, Kentucky (serving all of Boone County) is a community service organization focusing on “service above self.” The club meets weekly on Mondays at noon at the Hilton Airport located at 7373 Turfway Road. Obituaries Sean Michael Peak FLORENCE - Sean Michael Peak, 32, of Florence, KY, passed away unexpectedly on Monday, August 19, 2019 in Florida. He served with honor in the United States Marine Corps achieving the rank of Corporal. As a Marine, he fought in Iraq and Afghanistan as an Infantry Mortarman. He had a love for all sports that he shared with his two boys. Currently, Sean worked at ADM Wild Flavors and was going to college to get his Accounting degree. Sean is survived by his loving wife, Robyn Anne (nee: Backus) Peak and sons, Carson Daniel and Connor Alan Peak. He also leaves behind his parents, Bruce and Diana Peak, sisters, Sara Renee and Angela Nicole Peak, along with numerous family, friends, and his Marine Corps Brothers. Sean was preceded in death by his brother, Lance Corporal Adam Daniel Peak, killed in action in Afghanistan, 2010. Visitation will be held on Thursday, August 29, 2019 from 4:00pm to 8:00pm at Lakeside Presbyterian Church in Lakeside Park, KY. Funeral services will be held on Friday, August 30, 2019 at 10:00am at Lakeside Presbyterian Church. Burial will be held at Floral Hills Memorial Gardens in Taylor Mill for family and close friends with Military Honors to follow.
