There was recently a torrent of activity on the Ohio River as BB Riverboats moved its new cruise hub and bar to its permanent home in Newport. The former dock for Argosy Casino in Sioux City, Iowa has been in Covington in July while the structure was renovated. Work on the new facility isn’t completely finished, but Terri Bernstein, whose family owns BB Riverboats, said the company hopes to have it open by early March. Bernstein said kitchen space for Current Cater-

ing, a company’s catering arm, was really what drove them to spend about $2 million remodel the dock, which sits on a floating barge. However, the new facility will be three times the size of BB Riverboats’ current Newport launch hub, and an event center will seat as many as 200 people and will feature an outdoor, wrap-around deck that will offer guests a view of the Cincinnati skyline and a full-service bar. BB Riverboats’ old dock has been moved near the Taylor Southgate. Bernstein said the company has several potential buyers interested in the structure.

BELLEVUE - Longtime Bellevue residents are taking on new roles in the city. Frank Warnock became the new city administrator and David Fessler was appointed as city attorney. Their new roles became official at the city council meeting on Wednesday, Jan. 9. “With the addition of Frank and Dave, we have a great management team who will work with our elected leaders and bring both experience and fresh positive ideas to the city,” newly elected Bellevue Mayor Charlie Cleves said. City Administrator Keith Spoelker resigned on Jan. 1. He will, however, continue to serve as a consultant during a one-month transition period through the end of January. Warnock is leaving his post as assistant city manager of Covington to serve in Bellevue. “It’s time for a new beginning, both for the city and for me personally,” Warnock said. Frank He first moved to Warnock Bellevue in 1984 to attend Chase Law School. Warnock lived above Boots’ Body Shop on Fairfield Avenue before moving to Harrison Avenue. He and his wife now live on Grandview Avenue. Warnock served as Bellevue’s city attorney for 10 years before being appointed as Covington’s full-time city solicitor in 2005. Currently, he serves as the chairperson of the Local Government Committee of the Northern Kentucky Bar Association, president of the Boys & Girls Club in Newport, and in December, the Northern Kentucky City and County Management Association named him the 2018 City Administrator of the Year. David Fessler, the new city attorney, is a Bellevue native and current resident. He is a graduate of Bellevue High School, where he served as student council president, played on the 1977 state champion football team, and served as captain of the track team. David In 2018, Fessler was Fessler inducted into the high school’s Hall of Distinguished Alumni. He currently serves as president of the Bellevue Education Foundation. Fessler graduated from Salmon P. Chase College of Law at Northern Kentucky University in 1986. He’s the senior partner of his own law firm, Fessler, Schneider & Grimme, where he focuses on civil litigation, federal cases, personal injury, and probate. One of the fastest growing U.S. ports is in Northern Kentucky and has an Amazon boost to thank for it, according to Forbes. According to Forbes contributor Ken Roberts, four of the fastest growing ports (which for Roberts are airports, seaports and border crossings) are in Texas and have oil to thank. But at Cincinnati/Northern Kentucky International Airport, Roberts said Amazon’s comings and goings are helping the expansion. Northern Kentuckians already know part of the story. Bright blue semi-trailers emblazoned with “There’s more to Prime. A truckload more,” are now a staple of the commute. We all know Amazon has selected Northern Kentucky’s airport for a hub that could bring 3,000 jobs. For Roberts, the story of CVG “is not one of boom and bust all too familiar to those Texas ports. It is one of just boom, pure and simple.” “The story can be told by talking about avionics and aviation and about pharma and medical devices, but it can be told, increasingly, by talking about Amazon and its brown smiling boxes,” Roberts said. At CVG, Passenger and cargo numbers are rising, flight costs are down and low-cost carriers like Allegiant and Frontier keep adding flights. In October, CVG’s CEO Candace McGraw highlighted those changes. “CVG is experiencing a lot of positive change, including growing our passenger traffic by more than 31 percent over the last two years,” McGraw said. “Also, cargo tonnage has grown more than 50 percent over the last two years and we’re now the eighth largest cargo airport in North America.” 2017 was also a success story for the airport. For the first time in its history, CVG officials said it experienced annual cargo tonnage of more than 1 million tons, which is about 2 billion pounds. It was a 27 percent year-over-year increase, nearly four times the North American average of 7 percent, according to airport officials. The Amazon hub is still under construction and in 2017 when the deal was announced, Amazon said it would build several facilities on nearly 920 acres of CVG land, including a 3 million-square-foot sorting facility and a 350,000-square-foot loading dock. It also plans to build enough ramp space to house 100 cargo jets, more than what DHL has. Amazon already has a sorting facility near CVG, but airport officials weren’t certain whether work there will complement efforts on the airport grounds.

Driver accused in toddler’s death didn’t appear on OVI charge in NKY Terry DeMio Cincinnati Enquirer USA TODAY NETWORK

The arrest in Newport on Dec. 22 was run of the mill. An unresponsive man behind the wheel of a running car was booked for drunken driving and possession of a controlled substance. What happened in the Kentucky courts was run of the mill, too. The arrested man, Satwinder P. Singh, posted $250 in bond and was warned by a judge not to break any laws. But he did. On Dec. 31, Cincinnati police say, Singh was driving while impaired again when he struck and fatally injured a toddler while his parents were pushing him in a stroller. “It’s unfortunate. It’s incredibly tragic,” said Bruce McClure, a Northern Kentucky University law professor and lawyer. Even so, McClure added, the criminal justice system in Kentucky worked as it should in Singh’s case. The toddler, Dameon Turner Jr., 2, was on the Hopple Street overpass above Interstate 75 on New Year’s Eve when a Dodge truck jumped a curb and struck him. Dameon died the next day from his injuries, and Singh, 31, of Downtown Cincinnati has been indicted on aggravated vehicular homicide, aggravated vehicular assault and leaving the scene of a crash, all felonies. He’s in the Hamilton County jail. The crash that killed Dameon happened just nine days after Newport police found Singh unresponsive in a maroon 2016 Chrysler 200 Series on the Northern Kentucky city’s Monmouth Street. Here’s how the situation in Ken-

tucky unfolded: The midsize car that Singh was inside was still in drive, headlights on and running on Dec. 22, the Friday before Christmas when Newport police arrived. “The operator ... was passed out and leaning to his right,” a Newport police report states. Singh didn’t respond when the officer tried to wake him, knocking on the window. “I broke out the rear driver side window,” the police officer stated in a report. Still, Singh didn’t wake up. The officer said the smell of alcohol was strong on Singh and throughout the car, and when Singh did wake up, he

appeared to be lethargic and slurred his words. Singh told the officer he’d had several beers several hours earlier and claimed he was driving his wife’s car, court records show. The police report states that the officer saw a crack pipe in plain view, checked below it through a pile of items in the center console of the car and found a second pipe. The officer also found a “large white rock” that tested positive for cocaine, court records show. The officer added that a shopping bag on the floor in the car contained an undisclosed amount of cash, and noted in the incident report that the vehicle’s registration tags had expired on Oct. 31. In addition, he couldn’t find any insurance papers. The officer arrested Singh and took him to the Newport Police Department. Once there, Singh blew a 0.072 on a blood-alcohol tester. He was charged with operating a vehicle while intoxicated, possession of a controlled substance (the suspected crack rock), driving without insurance, having drug paraphernalia and the vehicle registration violation. Police took Singh to the Campbell County Detention Center, also in Newport. Judge Cameron Blau set bond for $250 cash and Singh was locked up. Bond “isn’t to punish him or keep him,” said McClure. “The idea is, ‘will he come back?’ You make an educated guess.” Singh posted bond and left the same day, court records show. In doing so, he was required to follow the judge’s orders not to use alcohol or drugs and not to drive any motor vehicle.

He was not to violate the law or use or have a firearm or any other weapon. The restrictions that Blau set are standard for an OVI case. Singh was to report for an appearance at the Campbell County Courthouse on Dec. 27. But he never showed up, which pushed the case to a new level of court action. “Look what Judge Blau did when he did not appear,” McClure noted. “He pulled the trigger right there. He hits him with a big bond ... saying it’s not to be modified and issues a bench warrant, which says, ‘get him and bring him back.’ “ Court records show Blau issued a warrant charging Singh for his failure to appear and ratcheted the bond up to $5,000 cash. “Do not amend cash bond,” the judge’s memo reads. The next day, after another no-show, Blau moved the case to the felony court, under District Court Judge Karen Thomas. He kept the bond at $5,000 cash and scheduled a preliminary hearing for Jan. 1. But by then, Singh had been arrested again, this time for the crash in Cincinnati that resulted in Dameon Turner’s death. McClure said the legal system worked in the Northern Kentucky case as intended. “For every bad actor that we get, we get hundreds who aren’t,” McClure said. “With cases like these, we look for an answer in the court system (of why Singh was let go),” he said. “In this case, the answer isn’t there.”

quires little attention. Serve some fire crackers on the side. They stoke up the heat quotient with red pepper flakes. A word of advice: do not leave fire crackers out uncovered. Why? Tom Feie’s triple award winning chili This is one recipe worth spending time on. Ingredients 11⁄2 pounds ground beef 2 tablespoons vegetable oil 3 pounds chuck roast, trimmed and cut into 1⁄2” cubes 2 oz. chili powder 1 tablespoon cumin powder 3 bay leaves 1 teaspoon kosher salt 1-2 teaspoons black pepper 1 teaspoon red pepper flakes ⁄2 teaspoon each: oregano, thyme and paprika

2 large onions, diced 2 ribs celery, diced

1 teaspoon beef bouillon

All I had were Ritz regular crackers. Yummy, even though they were a bit salty. Feel free to use salt free crackers. And you decide how much heat you want.

2 cans stewed tomatoes 24 oz. spicy V-8 juice 1 cup pepperoncini peppers, diced

Ingredients

4 oz. pepperoncini juice

48-60 crackers, either salt free saltines, regular saltines or Ritz round crackers

1 tablespoon Tabasco

⁄4 cup oil

1 pkg., 1 oz. dry ranch dressing salad mix 1-2 tablespoons crushed red pepper flakes (I used 1 tablespoon plus 1 teaspoon) Instructions Spray 2 cookie sheets. Preheat oven to 325. Whisk oil, salad mix and pepper flakes together. Either lay out the crackers in a single layer on the cookie sheets and brush with oil mixture on top of each, or place crackers in a large bowl, pour oil mixture over and mix gently to coat crackers on both sides. Then place in single layer on cookie

Instructions Brown ground beef in large pot, remove and drain. Add oil and brown chuck roast and remove roast. Add herbs and spices to oil and cook over low heat, 2-4 minutes.

Add remaining ingredients and bring to a low boil, reduce heat, cover and simmer 3 hours or until roast is tender.

Bake until coating is absorbed and crackers turn golden, about 5-6 minutes or so. Cool and store at room temperature.

Taste and stir while it cooks and adjust seasonings. Remove bay leaves. Yield: approximately 8 quarts

Even though we have had a very mild winter, this could change very quickly. For that reason, it is important to closely follow local weather forecasts and warnings and be familiar with winter weather terminology. This knowledge could save lives. Listening to a National Oceanic and Atmospheric Administration (NOAA) All-Hazards Weather Radio is one of the best ways to monitor severe winter

weather notices. Severe winter weather can completely immobilize an area. Heavy snow, blizzards or ice storms are a potential killer of people, pets and livestock. So, when weather forecasts predict extremely harsh weather, make advance safety plans in case the conditions develop. Explanations about some winter weather terms you might hear on radio or television broadcasts are listed below. A winter storm warning is issued in anticipation of a combination of heavy snow, freezing rain or sleet. This warning usually is issued six to 24 hours be-

fore the weather is expected to begin. A winter storm watch alerts you to the possibility of a blizzard, heavy snow, freezing rain or sleet. The outlook is issued when forecasters believe winter weather conditions are possible. A blizzard warning is given for sustained or gusty winds of 35 miles per hour or more and falling or blowing snow that limits visibility to one-fourth mile or less.

These conditions should persist for at least three hours. The wind chill is based on the rate of heat loss from exposed skin caused by the combined effects of wind and cold. A winter chill advisory (based on air temperature and wind) is issued when wind chill temperatures are expected to be between 20 degrees below zero or colder. When accumulations of snow, freezing rain, freezing drizzle and sleet cause significant inconvenience and moderately dangerous conditions, a winter weather advisory is issued. Many of us may be taking a closer look at our money and budgets with all that is happening in the world. Getting the most from our food dollars may mean changing a few habits and practices. It is possible to stay within a budget and prepare nutritious and appealing meals. However, to truly save money and provide your body with the many nutrients it needs, most of foods will have to be prepared at home with very few convenience items used. First, take a close look at what you spend on food during a week or month. Write down the amounts spent each time you purchase any type of food or beverage from a restaurant, convenience store, vending machine or grocery store. You might be surprised as just how much money you spend each week on food and beverages for yourself, your family, and others. As you work to save money on food, the following basic steps may help you through the process. Plan. At least weekly sit down with a calendar and write down what meals and foods you plan to eat in the coming days. You will have to consider the times you’ll be away from home and the special occasions to celebrate. Planning will help you with your grocery shopping. Use a shopping list. Write out a shopping list based on your menu plan. Take inventory of what you have on hand, so you know what you will need to purchase. Also consider the specials at local stores when considering what

to purchase. Buying store brands or generic brands will generally save you money. Coupons may or may not be a money saver depending on the item; carefully compare the cost of the item to its competitors. An example would be cooking whole chicken one day and making chicken salad for the following day’s lunch. One cooking time, two meals, two different menu items. One dish meals are also great time and energy savers. Usually one dish meals have an abundance of cheaper grains and vegetables as their base with less of the more expensive meat ingredients. Don’t forget to include your family in the planning and preparation process. Food that is purchased and not eaten is a waste of money and resources. Saving money on food starts with by looking at what you are doing now and deciding to take some small steps toward a new and improved habit. Before ringing in the New Year, small businesses are encouraged to be on guard against a growing wave of identity theft and W-2 scams. Regardless of the size of the company, the sensitive tax data about their employees is highly valued information and sought after by identity thieves. In fact, this scheme has become one of the more dangerous phishing email scams.

The emails appear to be from an executive or organization leader to a payroll or human resources employee. The email will typically start with a simple greeting and then will quickly escalate with a demand for all the organization’s forms W-2, typically in PDF or spreadsheet format. Because payroll officials believe they are corresponding with an executive, recipients may quickly respond to the email without checking the source, and it may take weeks for someone to realize a data theft has occurred. That is until an employee goes to file their taxes and learns someone else has filed on their behalf.

Generally, the criminals will quickly take advantage of the theft, sometimes filing the fraudulent tax returns within a day or two. This scam is such a threat to taxpayers that a special IRS reporting process has been established. Should such a breach occur, businesses are encouraged to report the incident to their employees, to the IRS, and implement their cybersecurity plan protocol. In addition, payroll service providers may also be requested to file a complaint with the FBI’s Internet Crime Complaint Center and a report with their local law enforcement agency. Em-

ployees affected by the incident are recommended to take steps to protect themselves from identity theft. The FTC’s www.identitytheft.gov provides guidance on general steps employees should take. Cincinnati Enquirer readers voted Newport High School boys basketball as the Northern Kentucky Team of the Week, based on votes tallied Jan. 4. Our basketball teams receive a feature that runs the following week. NEWPORT – Rod Snapp wants his Newport boys basketball team to get plenty of experience in tournaments. The goal is to win the biggest tournaments of all, particularly the Ninth Region Tournament in March. Newport last won the Ninth Region in 2010, breaking a 48-year drought, and Snapp doesn’t want the school to wait that long again. “Right now I stress about peaking,” Snapp said. “Peaking later on in the season, not now. I hope we have some good games right now and be consistent. We’ve been inconsistent this year.” Newport recently had a three-game losing streak. The losses were the highly ranked University Heights from Hopkinsville, led by Xavier signee KyKy Tandy; to defending state champion Covington Catholic, and to a strong Cincinnati Hills Christian Academy team. The Wildcats got a test intournament action at the Traditional Bank Holiday Classic in Lexington. The Wildcats beat preseason 10th Region favorite George Rogers Clark in overtime, then beat Simon Kenton and Lexington Catholic before falling to Tandy’s UHA squad in the finals by 26, 85-59. “I felt we could go to the finals if we beat Clark,” Snapp said. “I knew they were a good ball team. They’re one of the top teams in the 10th Region. It’s a tournament. You approach it like a district, All ‘A’, region. You play and survive. If you get beat, you’re just playing games to place. Head men’s basketball coach John Brannen, who used to be an assistant at football heavyweight Alabama, is clearly a fan of the sport after bringing something that might be found in Nick Saban’s playbook to BB&T Arena Friday, Jan. 11. NKU went viral over the weekend after the Norse ran an unorthodox inbounds play with 11.8 seconds left in their eventual 68-64 win over Wright State. With the Norse leading by three, 6764, Dantez Walton was set to inbound the ball. The other four Norse players in action joined him on the baseline, spread out. Then, when Walton accepted the ball from the official, the other four ran upcourt like they were wide re-

ceivers, running routes of various lengths and shapes. Walton inbounded to Tyler Sharpe on the short route less than five yards away, but the Raiders were confused enough by the action that the Norse were able to play keep-away, with Walton and Drew McDonald also handling the ball until Sharpe was fouled in the frontcourt with 2.8 to play. Sharpe made one of two foul shots to clinch the win, a sweet one for the Norse, who lost both meetings with the Raiders last season. The play gained national attention over the weekend. Scott Van Pelt made that the focus of his nightly “Best Thing I Saw Today” segment on ESPN SportsCenter. Major sports news sites reported on the play. “This year, he’s bought in,” Snapp said. “He’s 6-4, guards the better players. Long, athletic, high IQ and feel for the game. NOTICE OF ADOPTION OF ORDINANCE The Board of Commissioners of the City of Newport, Kentucky, at a meeting held on January 14, 2019, gave second reading to, and adopted, the following ordinance: AN ORDINANCE OF THE CITY OF NEWPORT, KENTUCKY AUTHORIZING THE ISSUANCE OF $1,500,000 PRINCIPAL AMOUNT OF GENERAL OBLIGATION NOTES, SERIES 2019; APPROVING THE FORM OF NOTES; AUTHORIZING DESIGNATED OFFICERS TO EXECUTE AND DELIVER THE NOTES; AUTHORIZING AND DIRECTING THE FILING OF NOTICE WITH THE STATE LOCAL DEBT OFFICER; PROVIDING FOR THE PAYMENT AND SECURITY OF THE NOTES; CREATING A NOTE PAYMENT FUND; MAINTAINING THE HERETOFORE ESTABLISHED SINKING FUND; AND AUTHORIZING ACCEPTANCE OF THE PROPOSAL OF THE PURCHASER OF THE NOTES. This Ordinance authorizes the issuance of general obligation notes (the "Notes") by the City of Newport, Kentucky (the "City") for the purpose of financing the costs of the acquisition and installation of capital improvements for various City departments (collectively, the "Project"). Provisions are made for the application of the proceeds of the Notes; for the establishment of a Note Payment Fund and Construction Fund; for the maintenance of a Sinking Fund; and for certain covenants of the City with respect to the Notes. The Notes are to be sold on a private negotiated basis to Branch Banking and Trust Company in accordance with a proposal submitted for the purchase of the Notes. The Notes have a final maturity date of January 17, 2024 and bear interest at a rate of 3.27% per annum, payable on January 17 and July 17 of each year. As required by KRS 83A.060, the following Section 1, 7 of the Ordinance is set forth in its entirety: "Section 1, 7 -- General Obligation; Maintenance of Sinking Fund. The Notes shall be full general obligations of the City and, for the payment of said Notes and the interest thereon, the full faith, credit and revenue of the City are hereby pledged for the prompt payment thereof. During the period the Notes are outstanding, there shall be and there hereby is levied on all the taxable property in the City, in addition to all other taxes, without limitation as to rate, a direct tax annually in an amount sufficient to pay the principal of and interest on the Notes when and as due, it being hereby found and determined that current tax rates are within all applicable limitations. Said tax shall be and is hereby ordered computed, certified, levied and extended upon the tax duplicate and collected by the same officers in the same manner and at the same time that taxes for general purposes for each of said years are certified, extended and collected. Said tax shall be placed before and in preference to all other items and for the full amount thereof provided, however, that in each year to the extent that the other lawfully available funds of the City are available for the payment of the Notes and are appropriated for such purpose, the amount of such direct tax upon all of the taxable property in the City shall be reduced by the amount of such other funds so available and appropriated. The City has heretofore established a sinking fund (the "Sinking Fund"), which is hereby ordered to be continued and maintained as long as the Notes shall remain outstanding. The funds derived from said tax levy hereby required or other lawfully available funds shall be placed in the Sinking Fund and, together with interest collected on the same, are irrevocably pledged for the payment of the interest on and principal of all bonds and notes issued under the Act and TaxSupported Leases, as defined in the Act, when and as the same fall due. Amounts shall be transferred from the Sinking Fund to the Note Payment Fund at the times and in the amounts required by Section VI hereof."
