After more than a decade, a local developer is once again planning to break ground on new development at the Ovation site along the Ohio River in Newport. If everything goes according to plan, construction could begin early next year on the first phase of the development. That would include parking, new roads and other infrastructure improvements, according to Tom Banta, managing director for lead developer Corporex Cos. LLC, based in Covington. When completed, the site is expected to include a mix of apartments and condos, restaurants, entertainment venues and hotels. The total project cost could approach $1 billion, The new development would include many of the same elements in the original plan announced in 2008, Banta said. Specifically, the original plan called for more than 900 residential units, 500-plus hotel rooms and about 380,000 square feet of restaurant, retail, entertainment space. But those plans could change dramatically. “We’re working on it, but there’s nothing we’re ready to announce yet,” Banta said. Corporex is planning to use $70 million of its own money to kick off development at the Ovation site, which was once a contender for the new FC Cincinnati stadium. Corporex on Monday received a

The Ark Encounter has installed a synthetic ice skating rink with the help of Hobby Lobby and Pure Flix. Answers in Genesis, the parent organization behind the Williamstown, Kentucky, ark attraction, said the rink is the biggest of its kind in the country. It’s nearly the length of a football field. Wine-soaked raisins a simple, sophisticated treat Rita’s Kitchen Rita Heikenfeld
Sometimes the simplest recipes are the best. The Chardonnay-soaked golden raisins I’m sharing fit that description. Not only is it easy, it’s quite sophisticated and morphs from appetizer to gift from the kitchen. I had a Kentucky reader concerned about chocolate with a whitish coating that developed on top. “What is it and should I toss it?” he asked. Read on to find out.
Readers want to know What is that white or gray stuff on chocolate? Is it safe to eat? First, the chocolate is perfectly safe to eat, it’s just not the prettiest kid on the block. White flecks, spots, streak, gray splotches are signs of either what’s called a “fat” or “sugar” bloom. Both are natural occurrences. Here’s why: Fat bloom: Occurs usually from temperature changes. Looks like a waxy whitish coating that forms due to cocoa butter or milk fats moving through and winding up crystalizing on the surface. You’ll see gray splotches on the chocolate. (It occurs more in less expensive chocolates that haven’t been tempered as well as the more expensive ones. Tempering is a process that stabilizes the sugars and fats). Sugar bloom:Occurs usually from moisture in the package drawing out the sugars, making them crystalize on the surface. This bloom is usually dry and might make your chocolate feel a bit sandy or gritty. Preventing fat/sugar bloom: Store chocolate in a cool environment. Some experts say the best temperature is 64 degrees. I have stored mine in the door of the refrigerator and in the pantry with equal success. Fixing fat/sugar bloom: No worries. If you don’t want to eat it, just melt it down. (I had to do this with some chocolate clusters I made).

Chardonnay-soaked golden raisins No vanilla beans on hand? Sub in a tablespoon of real (not artificial) vanilla. Double or triple this recipe if you like. Ingredients
Remove from heat, add vanilla bean, seeds and raisins. Let set 12 hours or so at room temperature. Drain raisins and bean, reserve liquid.

Return liquid to pan and bring to boil. You’ll have about 11⁄4cups. Reduce to 1⁄3 cup. The sauce will be deep amber. Stir in raisins and bean.

Store in refrigerator up to a month, and bring to room temperature before using.

Dec. 3 is recognized as American Association of Family and Consumer Sciences (AAFCS) Founder Ellen Swallow Richards’ birthday. Richards, was the first woman graduate of MIT, and National FCS “Dining In” day provides a specific opportunity to promote family and consumer sciences programs, tools, and professionals that support family mealtime. As a member of this group, I am joining my colleagues in asking families to make and eat a healthy dinner together on Dec. 3. “Research shows that family meals promote healthier eating, more fruits, vegetables and fiber; less fried food; and often fewer calories,” says registered di-
etitian and Academy of Nutrition and Dietetics spokesperson Angela Ginn. “And family meals do much more than put healthy food on the table. Beyond preparing the meal itself, we sometimes forget that mealtimes offer time to talk, listen and build family relationships. And it’s a chance for parents to be good role models for healthful eating.” Ginn offers ideas for adding more family meals to any family’s routine: ❚ Start slowly. However, many meals you eat as a family now, add one more to your weekly schedule. If school nights are too hectic for a family dinner, make it a leisurely weekend breakfast or lunch. After a few weeks, add another family meal to your schedule, ❚ Plan tasty menus together. Putting together a family meal does not have to be complicated or time-consuming. Let every member of the family choose a fa-
vorite item and build simple, delicious meals around them. Even small children can pick a main dish like tacos or pasta, a vegetable like a green salad or cooked carrots and sliced apples or fruit salad for dessert. ❚ Set the right mood. Food is just one important part of mealtime. Your table setting can improve the mealtime mood with very little expense: a candle, colored napkins and wipe-clean plastic tablemats for children. ❚ Talk! The conversations families have while eating together have a huge impact, as you share experiences and ideas, and pass along family values. Pick topics that are positive and allow everyone to talk. Even toddlers like to discuss topics like ‘What is your favorite color?’ or ‘What made you laugh today? ❚ Turn off the TV, phones and anything else that makes noise. They create

The holiday feast may be over but there may be food lingering in the refrigerator. While cold turkey or ham sandwiches or a hot turkey soup may use up some of the food that is left, there may be other items still waiting to be eaten. Using leftovers in a timely manner is a great way to stretch the budget and
provide quick meals for the family. However, leftovers have a shelf life for safety. They must be stored promptly and properly to ensure that they are not the cause of foodborne illness. Follow these tips to ensure your leftovers are safe to eat: ❚ Before the holiday, make room in the refrigerator and freezer for leftovers. ❚ Refrigerate leftovers within two hours of the food sitting at room temperature. Bacteria grows best at temperatures between 40 and 140 degrees F.
Use an appliance thermometer to make sure your refrigerator is set between 35 and 40 degrees F. ❚ For quicker cooling, divide leftovers into small portions in shallow containers. Stir foods to help them cool faster and do not overpack the containers. ❚ Do not allow leftovers to cool on the counter to room temperature. Work to cool them by stirring or spreading them out and then refrigerate or freeze. ❚ Label and date all leftovers. Eat or freeze any remaining leftovers within
three to four days. ❚ Reheat leftovers so the internal temperature of the food reaches 165 degrees F. Check twith a food thermometer. ❚ When reheating in a microwave, make sure there are no cold spots in the food where bacteria could survive. Stir and rotate food for even heating. Northern Kentucky Girls PG – Maddie Scherr, Ryle The 5-foot-11 junior averaged 16.2 points and 7.4 rebounds for the Raiders last year, who went 29-7 and won their first ever Ninth Region championship. Ryle reached the state quarterfinals. Scherr is considered one of the top players in the Class of 2020 and has received looks and offers from many high-DI schools. She is ranked second in Kentucky in the Courier-Journal coaches poll. G – Courtney Hurst, Conner The senior guard averaged 14 points per game last year for the Cougars, who went 23-9. She made 66 3-pointers. Hurst has committed to Thomas More. G/F – Zoie Barth, Highlands The senior guard averaged 19.2 points for the Bluebirds, who were 24-8 and 36th District champions. She hit 62 3pointers and also posted 6.1 rebounds per contest. F – Lauren Schwartz, Ryle The 5-foot-11 senior forward has signed with Rice. The versatile forward averaged 17.6 points and 7.6 rebounds last year, and was Ryle’s leading 3-point shooter, hitting 68 treys at 39.3 percent accuracy. She is ranked eighth in the state coaches poll. C – Chisom Iloegbunam, St. Henry The senior post player has been a double-double machine the past two years, averaging 15 points and 10.4 rebounds last season. Boys PG – Donnie Miller, Newport The top returning guard for the Wildcats, who were 24-7 last year, he averaged 10.4 points and 4.2 rebounds last season. He is one of several key returners for the Wildcats, who look to take aim at the Ninth Region title this year. G – Scotty Draud, Beechwood The sophomore guard and son of former Highlands legend Scott Draud is the top shooter in Northern Kentucky, averaging 20.6 points per game last season for the 18-13 Tigers. The Florence Freedom Frontier League baseball team is launching its first youth baseball league. Registration for the league began Nov. 26. The league is made up of T-Ball for ages 3-5 and coach pitch for children ages 5-7. Games will be played next spring at the team's UC Health Stadium. Florence Freedom players will serve as coaches in the league. “This is going to be a truly special league,” Freedom Vice President and General Manager Josh Anderson said in a press release. “The kids will receive hands on instruction and get to rub elbows each week with professional baseball players while playing all games where the pros play.” The T-Ball league will feature a weekly practice and game on Saturday mornings, while the older league will have a weekly practice and game on Monday nights. NKU’s Institute for Health Innovation receives grant to fight opioid epidemic Northern Kentucky University’s Institute for Health Innovation (IHI) recently received a $200,000 federal grant to address the opioid epidemic in rural Kentucky. The Health Resources and Service Administration’s (HRSA) grant will support expanding interventions for opioid misuse in Owen County, Kentucky. The IHI will also use the funds to develop innovative approaches for health-related workforce development in Owen County which could serve as blueprint for other rural communities. Owen County has one of the highest risk rates for drug overdoses in the region, combined with very limited treatment facilities and multiple barriers to accessing them. Rx Abuse panel “We are excited to maximize the resources of NKU and its commitment to population health to leverage national best practices and regional collaboration to close gaps in opioid use disorder services and expand early intervention and access to treatment and support in Owen County”, says Dr. Valerie Hardcastle, IHI executive director and vice president for Health Innovation. “This multi-pronged approach to opioid use disorder will significantly impact not only Owen County, but our entire region. “ Additional partners for the project include Northern Kentucky Office of Drug Control Policy, Three Rivers Health District, Owen County Schools, Owen County Drug Prevention Coalition and NorthKey, Owen County’s designated community mental health center. The IHI opened earlier this year to develop pioneering solutions to the health challenges facing the region. It drives change that directly addresses urgent unmet health needs. It is housed in NKU’s newest building on campus, the Health Innovation Center. The charges date to his time at another Kentucky high school football program and involved victims younger than 16, records state. Thomas Duffy, 69, has been charged with four counts of sodomy, court documents state. According to the Highlands Football website, Duffy was the head coach from 1988 to 1993. He lead the team to two state titles during his time at the school. The Lexington Herald-Leader reported that the charges stem from events that allegedly occurred while Duffy was working as Danville High School’s football coach, Danville police Assistant Chief Glenn Doan said. Duffy was the head coach from 1982 and 1983 at Danville, the HeraldLeader said. The victims in each of the charges were under 16 years old at the time, according to WKYT. Court documents said he was indicted on Nov. 20. He was given a $10,000 bond, which he posted. Duffy lives in Lexington, according to court documents.

NOTICE Please take notice that Duke Energy Kentucky, Inc. has applied to the Kentucky Public Service Commission for approval to revise its Demand Side Management (DSM) rate for gas service and electric service for residential and commercial customers. Duke Energy Kentucky’s current monthly DSM rate for residential gas customers is ($0.040856) per hundred cubic feet and for non-residential gas customers is $0.000000 per hundred cubic feet. Duke Energy Kentucky’s current monthly DSM rate for residential electric customers is $0.003035 per kilowatthour and for non-residential customers is $0.005091 per kilowatt-hour for distribution service and $0.000463 per kilowatt-hour for transmission service. Duke Energy Kentucky seeks approval to revise these rates as follows: Duke Energy Kentucky’s monthly DSM rate for residential gas customers would increase to ($0.018491) per hundred cubic feet and for non-residential gas customers would remain at $0.000000 per hundred cubic feet. Duke Energy Kentucky’s monthly DSM rate for residential electric customers would decrease to ($0.000061) per kilowatt-hour and for non-residential customers would decrease to $0.005024 per kilowatt-hour for distribution service and would increase to $0.000637 per kilowatthour for transmission service. The rate contained in this notice is the rate proposed by Duke Energy Kentucky. However, the Public Service Commission may order a rate to be charged that differs from this proposed rate. Such action may result in a rate for consumers other than the rate in this notice. The foregoing rates reflect a proposed decrease in electric revenues of approximately ($4.56) million or (1.39%) over current total electric revenues and an increase in gas revenues of approximately $1.29 million or 1.28% over current total gas revenues. A typical residential gas customer using 70 ccf in a month will see an increase of $1.57 or 2.2%. A typical residential electric customer using 1000 kWh in a month will see a decrease of $3.35 or (3.5%). A typical nonresidential electric customer using 40 kilowatts and 14,000 kWh will see a decrease of $1.06 or (0.1%). A nonresidential customer served at transmission voltage using 10,000 kilowatts and 4,000,000 kWh will see an increase of $787.94 or 0.3%. Non-residential gas customers will see no change in their bills from this application. Any corporation, association, body politic or person may by motion within thirty (30) days after publication or mailing of notice of the proposed rate changes, submit a written request to intervene to the Public Service Commission, 211 Sower Boulevard, P.O. Box 615, Frankfort, Kentucky 40602, and shall set forth the grounds for the request including the status and interest of the party. The intervention may be granted beyond the thirty (30) day period for good cause shown. Written comments regarding the proposed rate may be submitted to the Public Service Commission by mail or through the Public Service Commission’s website. NEWPORT HOMEOWNERSHIP DEVELOPMENT HOUSING PROJECT NOTICE OF SOLICITATION OF PARTICIPANTS “BRIDGING THE GAP T0 HOME OWNERSHIP� The City of Newport and Newport Millennium Housing Corporation III, an affiliate of the Neighborhood Foundations, are pleased to announce the development of three homes for affordablehomeownership in Newport, KY. Two of the homes which are located at 412 West 1oth Street and 1007 Isabella Street, are scheduled to be completed by the end of January, 2019, and the newly constructed home located 901 Central Avenue is scheduled to be completed later in 2019. The Kentucky Department for Local Government has made available funds to provide $30,000 in down payment assistance for qualifying households wishing to purchase one of these homes. The homes are being developed by Newport Millennium Housing Corporation III. The $30,000 in down payment assistance provided to each household participating in this program will be secured by a no interest, deferred payment, forgivable mortgage on the homes which they purchase. Each year the purchaser resides in their new home, $5,000 of the loan will be forgiven and will not have to be repaid. If the homeowner lives in their new home for six (6) years, the $30,000 loan will be completely forgiven and not repaid by the homeowner.
