Symmes Township bows out of police study Silverton and Sycamore Township will participate Jeanne Houck Cincinnati Enquirer USA TODAY NETWORK
Symmes Township has decided not to participate in a police services study in which forming a joint police district with Silverton and Sycamore Township was one option to be explored. Silverton and Sycamore Township remain on board, however, with the analysis of policing needs, staffing and efficiencies that the University of Cincinnati Institute of Crime Science offered to conduct at a cost of $10,000 per community. Discussion of a study was fueled by the decision last year of the Hamilton County Sheriff ’s Office — which patrols the trio of communities and others – to make billing changes to both reduce overhead costs arising from the policing contracts and increase the See POLICE, Page 1A

The doors of Oakley's beloved children's bookstore Blue Manatee have closed, but it's only goodbye for now. In December, the owners announced that it was time to close up shop but were searching for someone to take over. Now the search for the Blue Manatee's Charlie Bucket is over, the owners announced this week. While Blue Manatee isn't exactly Willy Wonka's Chocolate Factory, the

shop and its owners have a whimsy of their own. After the announcement, many community members wanted the chance to snag a golden ticket and of course, they had to go through a rigorous vetting process. The bookstore has been a staple for young readers since 1989. John Hutton and Sandra Gross purchased the Blue Marble and renamed it the Blue Manatee in 2001 and have operated the shop ever since. Hutton said they received more than 160 inquiries, at one point they got 3-5 an hour. There were "curious one-liners to heartfelt e-novellas" and people from all walks of life, including "one particularly passionate 7.5-year-old." That 160 was cut down to a final six.
"All of them among the most amazing, passionate, articulate make-theworld-better people I have had the pleasure to meet. Thus, an incredibly difficult decision in that respect, but in terms of the vision for Blue Manatee and its higher calling, our path was clear," Hutton said. The owners haven't named a successor yet and are taking time to regroup. A tentative reopening has been scheduled for early March and once agreements are signed, the new owner will be announced. "We hope that you will spread the word far and wide and support this new Blue Manatee and team! The plan is truly visionary, a veritable, hopefully everlasting, Gobstopper," the owners said.
Mariemont gets funding for $43 million face-lift Randy Tucker Cincinnati Enquirer USA TODAY NETWORK
Mariemont High School is getting a multi-million facelift with help from The Port, formerly the Port of Greater Cincinnati Development Authority. On Wednesday, Jan. 16, The Port voted to issue up to $45 million in bonds to help finance repairs and upgrades to the high school at 1 Warrior Way in the Village of Mariemont, including new classroom construction. Voters passed a permanent Improvement levy last November to cover the cost of the project, now estimated at about $43 million, according to Tom Golinar, Mariemont City Schools' treasure. TriHealth heart surgery moving to Bethesda North Anne Saker Cincinnati Enquirer USA TODAY NETWORK
TriHealth says it plans to centralize cardiac surgery at Bethesda North Hospital, cutting back heart care at Good Samaritan Hospital. System officials said they believe the consolidation, spurred in part because of a shortage of surgeons, will improve outcomes for patients. Mark Clement, TriHealth’s president and chief executive officer, said it’s not known yet how much the change will cost. “Plans do call for both converting existing space at Bethesda North for additional procedure rooms as well as con-

years as the hospital system expands Bethesda North in Montgomery for the new TriHealth Heart Hospital. “By bringing these two excellent program sites together, we are confident we can build a cardiac surgery program that will be second to none in the region when it comes to service, clinical expertise and patient outcomes,” Clement said in a statement. “We are making this decision with the best interest of our patients in mind,” said Dr. Stephen Lewis, TriHealth’s system chief for cardiac services. “The medical evidence shows a clear correlation between cardiac surgery site volumes and clinical outcomes.” Between 2014 and 2018, Good Samaritan, located in University Heights, performed an average of 307 heart surgeries a year. Bethesda North did about 364 a year. TriHealth has planted big ambitions at Bethesda North, which also is erecting a new cancer center. TriHealth is building a neuroscience institute at Good Samaritan, about a mile and a half from the new UC Health Gardner Neuroscience Institute. St. Elizabeth Healthcare in Edgewood also is building a separate cancer hospital. Clement said the decision to consolidate cardiac surgery had been under consideration. “The recent departure of some of our heart surgeons and the increasing demands that operating surgery programs at two separate sites place on physicians and staff necessitated this transition take place now,” he said. “Consolidating our two programs to one site reduces the on-call schedule and other demands on surgeons, especially at a time when there is a national shortage of cardiac surgeons,” Clement said.
amount of money it recoups in overtime costs from the villages and townships it serves. Beginning Jan. 1, new contracts negotiated with the sheriff ’s office will be based on a simplified billing method that sets a single hourly rate of about $56.63, which includes a charge for overtime and applies to every deputy assigned to contract communities. Previously, communities were assessed fees based on the differing salaries of the individual deputies working for them. The sheriff ’s office hopes the changes will halve the $4 million it says it loses annually on the contracts - which it says it can ill afford with the Hamilton County commissioners having cut the budget of the sheriff ’s office by $5.5 million this year. Silverton and Sycamore Township agreed late last year to participate in the police study. Symmes Township, which has a contract with the sheriff ’s office that ends in March 2020, recently decided to pass. “This topic was discussed, voted on and was disapproved,” Symmes Township Trustee Phil Beck said. “The concern is that Symmes has not yet initiated negotiations with the sheriff, so the timing is not right to expend $10,000 to participate in a study of alternatives.” Silverton and the sheriff ’s office have negotiated a threeyear contract that Silverton Village Manager Tom Carroll exTom Carroll pects the Hamilton County commissioners and Silverton Village Council to approve later this month. Nevertheless, “Silverton is still ready to proceed with UC's study,” Carroll said. Whether the University of Cincinnati Institute of Crime Science will ask Silverton and Sycamore Township to pay more with Symmes Township’s exit is unclear. Sycamore Township’s contract with the sheriff ’s office ends April 1. “I believe our agreement with UC was $10,000 for our portion of the study, but I don't recall any contingencies or requirements that all three communities had to participate,” Sycamore Township Trustee Tom Weidman said. “We have approved the $10,000 and plan to proceed without participation from Symmes. “This study will provide us with police service metrics and help us to better allocate our police funds and staffing,” Weidman said. “We had total trustee support for the study and we are hoping to gain better insight into how we can better serve our residents in Sycamore Township with safety services.”

Children’s clothing retailer Gymboree Group Inc. announced Jan. 16 that it has filed for Chapter 11 bankruptcy protection and it will close around 800 Gymboree and Crazy 8 stores in the United States and Canada. The San Francisco-based company also said in a press release it is pursuing sales of its high-end children’s fashion line Janie and Jack, of which it operates 139 stores nationwide, as well as the online platform for Gymboree and its intellectual property. The company said its Gymboree, Crazy 8, Janie and Jack stores and online platforms remain open at this time and will continue to serve customers. Ever want to make homemade goetta? Here’s how Rita’s Kitchen
Rita’s Goetta
Rita Heikenfeld
The weather report is calling for several inches of snow. A goetta making day! Granddaughters Eva, Emerson and Ellery are coming to spend the night, so when they wake up to this winter wonderland, they’ll start the day with a hearty breakfast of goetta and eggs. (Husband Frank will have to shovel a path to the chicken pen so the girls can fetch the eggs). Goetta is a stick-to-your ribs kind of dish. But guess what? It originated in Cincinnati and Northern Kentucky, not in Germany. For the history, recipes from readers, and step-by-step photos of this recipe, check out my site.
Tips from Rita’s kitchen ❚ Goetta is not hard to make, but the technique can’t be rushed. ❚ Fresh pork shoulder/butt is the traditional cut of pork to use. ❚ Pinhead oats are sometimes called steel cut oats and require a very long cooking time. Do not substitute regular oats. ❚ Savory has a peppery flavor.
Do you make goetta? Share your goetta recipe/stories! Rita Nader Heikenfeld is an herbalist, educator and author. Find her blog online at Abouteating.com. Email her at rita@com munitypress.com with “Rita’s kitchen” in the subject line.
My German in-laws’ recipes don’t include beef broth, poultry seasoning or savory. Those are my additions to boost flavor. Cook meat and veggies on top of the stove and finish goetta by cooking oats and the cooked meat in the slow cooker. Ingredients 3 pounds fresh pork shoulder/butt, cut in half to fit pan 3-4 cups each: chopped onions and celery (include celery leaves) 4 dried bay leaves 3 tablespoons salt and 1 tablespoon black pepper or more to taste 1 nice teaspoon poultry seasoning (opt) 2 teaspoons savory (opt) 8-10 cups water or more if needed, or half beef broth and half water 2 pounds pinhead/steel cut oats Instructions Put meat, onions, celery, bay and seasonings in large pot.

oats, stirring to blend. Put lid on and cook on high 2-3 hours, stirring occasionally, until oats are thoroughly cooked, tender, and mixture is very thick. If necessary, add more water as oats cook, but be careful.
Strain meat and vegetables through colander. Save liquid. Shred meat. Push some of vegetables through colander. I add both to the oats.
The mixture, when cooked, should be pasty, and thick enough for a spoon to stand up in without falling over. Oats should be difficult to stir.

to cook, covered, for about 1 hour, stirring occasionally. Add seasoning if needed. Remove bay leaves. Line bread pans with sprayed foil. Put goetta in, smoothing tops. Cover and refrigerate for 12 hours or so to set up. Store in refrigerator a week or several months in freezer. To serve: We fry it with bacon until both goetta and bacon are crisp on both sides. Or in bacon grease.

Viewpoints Plastic bag bans hurt the poor, don’t help the environment Gil Spencer Guest Columnist Community Press USA TODAY NETWORK
Bad news for Ohio’s anti-plastic bag brigade. Our state legislators in Columbus have voted to prevent environmentally-conscious local officials from putting a 10-cent tax on plastic shopping bags. Boo. Hiss. The idea behind such environmental taxes is that if our civic stewards can increase the cost of plastic bags, fewer of them will end-up in "landfills, storm sewers, waterways, farmland and forests." That no Ohio city has yet enacted such a ban didn’t stop legislators from trying to nip local taxing plans in the bud. After all, our own Mayor John Cranley has proposed such a tax as part of his Green Cincinnati Plan. A similar tax has been proposed in Cuyahoga County. And just recently, here on this is very editorial page, the case has been made for outlawing plastic grocery bags altogether. Just a few months ago, Kroger announced (to huzzahs far and wide) it would be discontinuing the use of plastic bags at all of its stores by 2025. Will any of these efforts actually help the environment and reduce global warming? Probably not. At least that was the finding of Denmark’s Environmental Protection Agency
which released a study on plastic bag use earlier this year. The Danes found that plastic bags have the lowest environmental impact of virtually every alternative for carrying groceries. How about that? According to the study, a single shopper would have to reuse a cotton bag 2,000 times before it equaled the environmental impact of one disposable plastic bag. A paper bag would have to be reused 43 times (assuming it would holdup to the wear and tear) and recycled plastic bags 84 times. The study also found that light-weight plastic bags have a smaller carbon footprint than practically any other alternative and much smaller than cotton bags. Denmark wasn’t the only country to come to such a finding. The United Kingdom did too. The fact that a lot of plastic can be found in our oceans is certainly cause for some concern. But given that the U.S. is only responsible for about 1 percent of that sort of pollution, reasonable people will question the solutions proposed by our American green scolds. The vast majority of ocean litter comes from Asia; specifically China, Vietnam, Indonesia and a few other countries. It would be great if those countries would do as good a job as we do of collecting our garbage and disposing of it responsibly. For me, the worst things about proposed taxes and bans on plastic bags is how unfairly it treats the people at the

bottom of our economic system. Next time you see some old lady coming out of a grocery store with a couple of plastic bags full of necessities and getting on a bus to go home, think about how much harder it would be for her to tote all that stuff in bulky paper bags or cloth carriers. In 2007, the People’s Republic of China banned the use of plastic bags for its people and received much praise America’s green community. Presumably less happy were the millions of middle and lowerclass Chinese shoppers who were forced to lug their groceries home in heavier and less manageable paper and cloth bags. But that’s what you get when you live in a totalitarian state that doesn’t have to answer to voters.
Here in this country the environmental "community" does it best to convince the hoi polloi of their duties to Mother Earth. Rich, environmentally-sensitive liberals don’t care too much if the lives of the less-rich are made more difficult by edicts that do nothing to actually help the environment. Based on the results of the Denmark study, it has to make you wonder whether our green friends really care about the consequences of their proposals or just want to flex their virtue-signaling muscles. Or worse, they just want to boss the rest of us around. Me, I stopped wondering years ago. Gil Spencer is a Hyde Park resident and member of the Enquirer Board of Contributors.

Hour of Code was in held in early December, kicking off a worldwide effort to teach students about coding. At the Seven Hills School, lower school students on both campuses participated. On the Doherty Campus, students of all ages participated in the event, held during Computer Science Education Week. Kindergarteners and first-graders did unplugged coding, working offline and coding on paper. In Unit II, students used a computer program to make an ozobot, a tiny robot, move independently. Students coded the ozobots for movement, distance, speed, and light effects. Unit III students continued to work on their Grand Encounters, programming robots to move and speak about
historical events. At Lotspeich, librarian Lori Suffield and science teacher Natalie Wildfong taught coding classes to celebrate the week. “We did a lot of unplugged coding, or coding offline, in pre-kindergarten to third grade,” Wildfong said. “Students took part in a variety of investigations where they had to meet different objectives by building and manipulating various materials. We used marble runs, drawing, grids, ozobots, and other materials throughout the unit.” Lori Suffield worked with second- through fifthgraders for Hour of Code activities. In one class, students used block coding in the program Dance Party. Students programmed a person to dance with different music. “It’s a great introduction to coding,” Suffield said. Taylor Evans
Summit freshman wins student melody contest Summit Country Day School freshman Irene Calderon, Hyde Park, is one of two winners of the Cincinnati Symphony Orchestra’s student melody contest. A professional composer, Meng Weng, will now develop Irene’s “The Moon in my Rearview Mirror” into a full-scale piece. Irene The new piece will debut Calderon at the “One Giant Leap” concerts on Tuesday, Feb. 26 and Thursday, March 28. “As usual, Irene took the ball and ran with it,” said Robert Browning, Director
of Instrumental Music at The Summit. “She came to me with two different melodies she composed on the piano. We talked about making a few minor changes and notating the melody. Nevertheless, this was all her. I’m sure her studies with Theresa (Merrill) in the Music Theory class were a big help also.” Summit band students as well as students in the fifth and sixth grade were already planning to attend the CSO’s Young Person’s Concert series. That means they will hear the premiere of Irene’s melody as played by the CSO. Nancy Berlier, The Summit Country Day School

Tracey Netzel UNION TOWNSHIP - On Wednesday, January 9, 2019 Tracey Anne Netzel (nee “Bradley”) stepped into the Lord’s eternal embrace, after a courageous battle with breast cancer. Tracey is survived by her husband of 28 years, Joseph R. Netzel, her four children: Joe, Jr., Elizabeth, Jack & Emma, her parents John & Janet Bradley and her four siblings: John, Jr. (Joy), Sherry Weigel (Mark), Leslie Kennedy (David) & Amy Florence (Steve) & 11 nieces/nephews. Born and raised in Milford, OH, Tracey was a tireless contributor to community activities surrounding Milford youth sports and Milford schools, including serving as a board member of the Milford Schools Foundation. A celebration of Tracey’s life will be held at Horizon Community Church in Newtown, OH, on Thursday, January 17th. The church will host a visitation from 4:00pm to 6:15pm that evening. That will be followed immediately by a funeral service in the chapel at Horizon at 6:30pm. Tracey’s immediate family will lay her to rest in an interment service at Gate of Heaven Cemetery (Montgomery, OH) at 2:00pm on Friday, January 18th, 2019. Later the day of the 18th, the family would be honored if friends would join for a celebratory reception to honor Tracey at the Terrace Park Country Club from 4:00pm to 8:00pm. The family looks forward to reminiscing with guests about, among other things, the various large, sometimes unwieldly, Halloween and New Year’s Eve parties and pub crawls Tracey hosted through the years. In lieu of flowers, Tracey and her family request memorial contributions be made to either of the following: Camp Kesem (campkesem. org), or Horizon Community Church (horizoncc.com/giving) www. evansfuneralhome.com
