TWO WEST SIDE ICONS BECOME ONE. TWO LONGSTANDING CATHOLIC GIRLS’ schools, Mother of Mercy and McAuley High School, will be shuttering after the 2017–2018 school year and reopening in fall 2018 as one entity, Mercy McAuley High School. With a combined 160 years of proud tradition and history between the two, the schools— both sponsored by the Sisters of Mercy—didn’t take the decision to merge lightly. Still, many West Side families were riled. The defi ning factor? Decreased enrollment in Catholic schools locally and nationwide. “Our primary concern is the well-being of the young women we serve,” says Sister Jane Hotstream, president of the Sisters of Mercy—South Central Community. “Our goal is to offer affordable and sustainable Catholic, Mercy education to our current students and future generations, and a healthy enrollment provides a solid platform for making that vision a reality by creating opportunities for expansion of curriculum and activities for years to come.” Here’s a look at some of the stats for both schools, and what we know so far about the new Mercy McAuley. —BAIHLEY GRANDISON

Opening in Walnut Hills in August 2017, Cincinnati Public Schools’ new Spencer Center for Gifted and Exceptional Students will create an enriching environment for academically advanced children in third through eighth grades. TWO YEARS AGO, JAMES N. GAMBLE MONTESSORI HIGH SCHOOL didn’t have a theater program. But thanks to a new grant from the Cincinnati-based Educational Theatre Association, students from Gamble and five other schools are making their stage debuts. And more are joining each year. “It was fun and a good experience,” says seventh grader Justice Woods, who played the lead role in Gamble’s production of Annie JR. this year. Woods describes herself as “really shelled in,” but working on Annie JR. helped her meet new people. Launched in 2015, the three-year JumpStart Theatre program equips underserved schools with the materials, faculty coaching, and funding (valued at $12,000 annually) to execute an hour-long musical—from the ground up—over the course of one school year. Schools choose from a selection of Music Theatre International Broadway Junior productions, which are edited for length and content for young performers. “It’s like a musical in a box,” says program manager Ginny Butsch. Tom Frank, musical director of Gamble’s theater program, says theater gives students the opportunity to experience their “first applause, and that’s a life-changing moment. It builds their confidence in immeasurable ways.” After the three-year grant period, schools are tasked with using their new fundraising skills and knowledge to keep their theater programs viable going forward. schooltheatre.org/ programs/jumpstarttheatre — E . Know a teen whose idea of art is Instagram’s Earlybird filter? Lisa Morrisette wants to help change that. As manager of the Taft Museum’s Artists Reaching Classrooms (ARC) program, she wants to “create 21st-century museumgoers.” ARC gives high school art teachers an opportunity to immerse their students in Cincinnati’s visual arts community, exposing them to what a career in the arts is all about. Students visit the museum, where they are introduced to the collection. They also visit an artist’s studio and meet professionals to learn about their careers. (Past participants include local comic book author Carol Tyler and urban landscape artist Marlene Steele.) At the end of the year, each school selects seven students to have their artwork framed and hung at The Public Library of Cincinnati and Hamilton County. “What is fantastic about the exhibition is that students get their art professionally framed and displayed in a public setting,” Morrisette says. “And we get to share with visitors the work these students have created in response to their year-long participation in ARC.” Kelly Shields, a digital media arts teacher at Kings High School, has students participating in ARC for a second time. “My students have been so inspired by the professional artists who have visited my classroom,” Shields says. “It really has given my students insight into creative careers, and I know they appreciate it.” Those interested in applying should do so soon—applications for the 2017–2018 school year close in June. taftmuseum. org/education/arc —J E N N I F E R M E R R I T T

is a fundamental pillar of society, paving the way for children to become productive members of the community and creating a common understanding of the world around us. Yet education is also a nebulous creature. By necessity, it morphs and evolves as the world itself morphs and evolves around us. Change within the constructs, execution, and evaluation of education is necessary, of course—and good. But change also comes with growing pains. Educators today are tasked with navigating the new and sometimes cloudy waters of educational evolution, and that’s not a small assignment. Here are your CliffsNotes of today’s most pressing topics in education. PUT TO THE TEST Two years ago, Common Core testing in Ohio looked quite different than it does today. The state was using two test providers: PARCC (Partnership for Assessment of Readiness for College and Careers) was used for math and English tests, while AIR (American Institutes for Research) was used for science and social studies tests. Acquiescing to administrator voices calling for a unified testing platform, Ohio switched—hastily—to using AIR tests for all subjects in 2015–2016, which meant ousting the PARCC versions of math and English tests and implementing AIR versions instead. It was progress, to be sure, but the AIR tests haven’t been perfect. Cincinnati Public Schools Superintendent Mary Ronan says one concern is that the newly added AIR tests for math and English were not as thoroughly “field tested” as other standardized tests, which is the process used to weed out confusing questions that do not accurately measure a student’s comprehension of a subject. Though the new

test questions had been field tested in other states, the swiftness of the platform switch did not allow time for field testing specifically for Ohio’s market. Susan Lang, Superintendent of Wyoming City Schools (who was named 2017 Ohio Superintendent of the Year by the Buckeye Association of School Administrators), says another limitation is AIR’s inability to provide “individualized analysis of each student’s performance on each item”—which, she stresses, should be a primary goal of any test. Yet another conundrum is the new requirement in 2016–2017 for all tests to be completed online, which not only presents a logistical hurdle for districts having to scramble together the resources to administer the tests, but it also puts at a disadvantage students who might not have internet or computer access at home. “It’s an equity issue,” Ronan says. “You’re testing the kids’ lack of computer skills versus their literacy.” Above all, educators are leery of the sheer number of Ohio’s required tests—24, to be exact, compared to just 17 required nationally. Those numbers don’t even include college admissions tests like APs, SATs, and ACTs, the latter of which are newly required for all 11th graders. Lang says that while standardized testing is inherently good and necessary, “it’s the frequency that’s the issue.” Ohio requires testing that goes beyond federal standards, and administrators—and parents—aren’t convinced those extra tests are necessary. A rising number of parents are choosing to opt their children out of testing—a choice the Ohio Department of Education does not prohibit, but one that can affect the veracity of a district’s report card, because not all students’ performance is accounted for. The tides of testing change are also affecting Ohio’s graduation requirements. The long-used Ohio Graduation

Tests (OGTs) will be completely phased out after 2017, and a new point-based system—requiring students to earn at least 18 points from end-of-course exams throughout their high school career—takes effect for graduates in 2018. While students can pick up extra points via AP and College Credit Plus (CCP) tests, Ronan would like to see other points awarded for “soft skills” such as volunteer hours and stellar attendance when students are just a point or two shy of graduation. Still, she says: “I do agree with the proposed ODE changes to the 2018 graduation guidelines.”

UP-AND-COMING LEGISLATION The Trump administration’s initial budget proposal for 2018 included a $9.2 billion cut for the Department of Education—a 13.5 percent reduction from 2017—and it has caused some handwringing over the future of services like after-school programs and AmeriCorps. Programs like these are “vital,” says Aiken High School Counselor Sandi Horine, to public school efforts to care for students’ holistic well-being. House Bill 610, a bill proposed in January 2017, is another topic buzzing around teachers’ break rooms. It seeks to create a federally funded voucher program that would provide financial assistance to students wishing to opt out of public school to attend private schools. If enacted, the bill would repeal President Obama’s Every Student Succeeds Act (ESSA), which upheld a bundle of federally funded “title” programs that have been in effect, in various forms, since President Johnson’s administration in 1965. Proponents of House Bill 610 say “school choice” encourages healthy competition, and thus better schools. Naysayers argue the bill would redirect funding away from public schools and widen the achievement gap between lower- and higher-income schools. Because Ohio already has one of the most comprehensive voucher (or “schol-

The two have introduced legislation to make teaching the loop-y, joined penmanship a requirement for Buckeye schools, as the practice has fallen out of favor nationwide with the implementation of Common Core standards. Cheryl Kilgore, a 30-year veteran of Ohio schools, sees the benefits of cursive—so much so she still teaches it to her second-grade students at Oak Hills Elementary, even though her district dropped the requirement eight years ago. “I’ve done my research,” she says. “Time after time, the child writing in cursive repeatedly shows a higher order of thinking.” She believes learning cursive also improves reading comprehension. “My students who struggle with cursive are my poorest readers,” she says. “I see a correlation there.” Research backs her up. One 2015 study showed that at about fourth grade, knowledge of cursive begins to show advantages in spelling and word comprehension, as the strokes of script may help children convert letters into words. The apparent benefit even goes up to the college level—a recent report by The College Board found that students who wrote their SAT essay seemed to score slightly higher than those who simply typed it up. Still, Kilgore is no luddite. Her students use Chrome Books, and she is an avid Facebook and Twitter user. “It’s not an unwillingness,” she says. “I just think developmentally, handwriting is crucial.” Not everyone agrees. Kilgore says some colleagues feel their students’ time is better spent with devices, given that their inclusion in life is inevitable. It’s also telling that legislation similar to what Brenner and Slaby proposed has been written before in Ohio and elsewhere, but made as much of a mark as a dried-out pen. And yet, Kilgore can’t imagine students not at least understanding cursive. “A lot of our older documents are in cursive,” she says. “How else would you read the Constitution?” — J E N N I F E R M E R R I T T

arship”) programs in the country, the state will likely feel less impact from a federal voucher system than states like Kentucky that don’t have a voucher program. In fact, Ohio has such a robust system that vouchers go untaken each year. More concerning to Ronan are the proposed changes to the “portability” of Title 1 funding, which is the funding allotted to public schools with high concentrations of low-income students. Under the proposed changes, if students receive a voucher to attend a private school, their Title 1 funding would leave their current public school and be transferred to their new school. “It seems fair, but the problem is, it’s taking the money to a school that doesn’t have a concentration of poverty, and now the students that are left have less funding,” Ronan says.

ADDRESSING EMOTIONAL HEALTH Recognizing that mental, physical, emotional, and social well-being are integral factors in a student’s ability to learn, schools are ramping up creative wrap-around services to help students overcome barriers to education—some of which are funded with

federal dollars that are on the chopping block of the new federal budget proposal. At Aiken High School, students have access to three free meals a day, a washer and dryer, a school-based health center, after-school programs that provide tutoring and a quiet place for homework, and professional therapy services. Horine says the awareness and handling of mental and emotional health issues have been especially pressing issues in recent years. Some students suffer from what Horine calls “repeated trauma”—a series of destabilizing events such as eviction, neighborhood violence, and hunger— that often manifest as defiance or depression in the classroom. Part of the effort to help students cope with and overcome these issues is giving them tools to “make rational decisions” and “not be in fight-or-fl ight mode all the time,” Horine says. Suicide threats are also on the rise, particularly in African-American children, according to a 2015 study by The JAMA Network. “[Su icide] ca n be a n ideat ion contagion,” Horine says, and coun-

Districts across the city are taking proactive measures to educate students and faculty on the warning signs of suicidal students. Mental and emotional health issues are not limited to inner-city schools, of course. “Children are coming to school with different stresses today than they did even five years ago,” says Lang, citing the effect that Ohio’s state-wide heroin epidemic has had on children coming from addicted homes. While Lang hasn’t seen drug addiction in Wyoming, it is becoming a problem statewide. Social media bullying and LGBTQ issues, especially as they relate to emotional health, are additional frontiers that educators are navigating as social and cultural paradigms continue to shift and evolve. “With the increase in social and emotional issues across all demographics, counselors serve an important role in school districts today and can help families by being a guide on the side,” Lang says.

CINCINNATI PUBLIC SCHOOLS WILL EXPAND ITS MULTICULTURAL OFFERINGS THIS FALL, DEBUTING A NEW SPANISH language school on the West Side at the former North Fairmount facility. This magnet school, Leap Academy, will cater to preschool through third grade—with a new grade added each year until classes are offered through sixth grade. The school launches at a time when Spanish fluency is on the rise, with more than 52 million people in the U.S. speaking the language, a tally eclipsing even the number of Spanish speakers in Spain itself. Some estimates from the U.S. Census Bureau predict that by 2050, the U.S. will have more Spanish speakers than any other country in the world. Research shows plentiful benefits, both in and out of the classroom, in raising kids to be bilingual from a young age: better communication skills, increased analytical and social aptitude, enhanced reading and writing competence, and greater awareness and appreciation for other cultures. At a time when it’s more important than ever to serve students’ diverse needs, having local opportunities to broaden awareness from the get-go is a win-win for all. — B A I H L E Y G R A N D I S O N

he 2016 election was one for the record books. But despite the polarizing presidential results, Hamilton County saw clear wins for public program funding: The Great Parks Levy passed easily, the Hamilton County Children’s Services Levy was renewed, and most notably, Issue 44— commonly known as Preschool Promise—passed with a large majority. But what exactly was Preschool Promise, and how will its passage impact our local schools?

For the last decade or so, the conversation about preschool in Cincinnati has been all about access. The majority of educational stakeholders agreed that preschool was a crucial readiness step for children entering kindergarten. “Over the last 10 years our community has gained greater understanding that kindergarten readiness is important,” says Stephanie Byrd, interim executive director for Preschool Promise. Research from the RAND Corporation found that preschool education “helps prepare students for kindergarten—developmentally, academically, and socially—and is also associated with lasting positive outcomes.” But historically, there haven’t been enough seats in quality preschool programs for all the 3- and 4-year-olds in the region. As a result, many of these children spend those years in unregulated day care settings or with family members, with little to no preparatory curriculum. “We know we don’t have enough quality preschool seats,” Byrd says. She explains that there are around

9,000 3- and 4-year-olds in the city of Cincinnati. “We estimate that 7,700 children will want to participate. There are about 7,100 preschool slots, and only about 40 percent of them are quality. Our challenge and our opportunity is to increase the number of quality seats, especially in communities where access and resources have historically been limited.” Cincinnati Public Schools and other districts have prioritized access (by launching programs such as the Rising Stars Academy to provide hundreds of new districtsponsored preschool spots), and have now turned their attention toward quality. They have leveraged relationships with United Way of Greater Cincinnati, Cincinnati Preschool Promise, and other partners to maximize impact and reach as many local students as possible. The idea was this: a $15 million tax levy for Preschool Promise (which was part of a $48 million levy with Cincinnati Public Schools), to be spent on expanding quality preschool offerings in the region and aligning existing preschool programs with state standards. As reported by NPR, “over 60 organizations in the city came together to endorse Issue 44; and approximately $1.2 million was spent to promote the issue.” The only local organization to go on record against Issue 44 was the Coalition Opposed to Additional Spending & Taxes (C.O.A.S.T.). They claimed that the tax increase proposed by the levy was too high, and that CPS’s challenges with school rankings rendered them undeserving of additional funding. Despite these objections, Issue 44 passed easily, with a 38-point lead. According to Janet Walsh, di-


rector of public affairs for Cincinnati Public Schools, “Cincinnati Preschool Promise was out there first articulating a wonderful vision that really caught fi re. The coalition that came together and worked tirelessly in collaboration to support Issue 44 became incredibly diverse,” she says, “and expanded well beyond what it started as into all sectors of the community; that contributed to a historic win.”

MOST OF US KNOW THE TERM “FOOD

deserts,” those low-income areas with limited access to whole foods. But “quality desert” is a relatively new metric that educators use to track disparity in our region’s preschools. According to Cincinnati Public Schools, a quality desert is “a neighborhood in which there is a deficit of 100 or more quality preschool slots than needed for the number of children who live there.” And as with food deserts, quality deserts are most likely to impact vulnerable children from low-income families. There are 13 such quality deserts in Cincinnati, in neighborhoods such as Lower Price Hill, Winton Hills, Avondale, Evanston, and Bond Hill. By CPS’s count, 41.6 percent of the city’s preschoolers entering kindergarten in the district’s 2015–2016 school year were not on track, according to state standards. “We want to see more of our students coming in kindergarten-ready,” says Walsh. The Kindergarten Readiness assessment (formally known as Birth Through Kindergarten Entry - Learning and Development Standards) helps educators identify key concepts and skills that children need to develop before the age of 5 to succeed in a kindergarten setting. These include

social and emotional development; approaches toward learning (things like attention span and creativity); cognitive knowledge; language and literacy; and motor development. Early experience with these concepts helps students far beyond kindergarten. The RAND Corporation also studied Cincinnati specifically, and found

REGARDLESS OF WHAT THEIR ZIP CODE IS AND WHERE THEY GO TO PRESCHOOL, THEY SHOULD HAVE THAT EQUAL FOOTING.” that “high quality is a common element among preschool programs with the largest effects on school readiness.” According to Vanessa White, implementation project lead for Preschool Promise, quality and equity of access—not just quantity—is perhaps the important part of improving our educational system, and of preparing preschool-aged children for kindergarten and beyond. “Every child deserves a strong start,” White says.

“Regardless of what their zip code is and where they go to preschool, they should have that equal footing.” To that end, CPS has made quality ratings a centerpiece of the Preschool Promise program (now called Cincinnati Preschool Alliance). Since the passage of Issue 44, Cincinnati Preschool Alliance’s mission is twopronged: to increase access, via tuition assistance, and to increase the quality of existing programs—specifically in low-income neighborhoods— through a five-star state rating system called “Step Up to Quality.” By 2020, any program in Ohio that receives state funding for a preschool must participate in this program and have at least one star. By 2025 they must have three stars. Rating requirements include staff qualifications, community partnerships, and administrative practices. Issue 44 asked the community for a huge investment in public education, and the leadership at Preschool Promise, United Way, and Cincinnati Public Schools is predicting real results: “By 2020, we want 85 percent of the children in our 10-county region to be kindergarten-ready,” Byrd says. This is a lofty goal considering the current deficits, but program administrators are realistic about their first steps: “We know that quality preschool is one of the best ways to prepare children for kindergarten and to close the gaps that show up early in a child’s education,” Byrd says. If Preschool Promise pulls it off, we’ll feel the benefits for decades in our public school system and beyond. “Imagine the impact of this, of getting those students ready for kindergarten,” Walsh says. “This can have a lasting effect for getting these kids out of poverty and for the entire community.”

there’s one way that won’t restrict where you go to school. Advanced Placement (AP) classes have been around a long time, but they’re increasingly important as a way to get ahead before graduation. According to Wyoming High School Principal Ashley Whitely, the benefits go beyond college credit. “Students get to experience college curriculum with additional opportunities to demonstrate effort and mastery through homework, quiz, or project grades, instead of the minimal number of tests given in a college classroom.” The appealing part for parents? Students taking AP courses can earn college credit for the cost of the test, rather than

the price of tuition. The cost of each exam is $93, while the cost of one credit hour at most colleges is several hundred dollars. In some cases, students have entered their freshman year of college with sophomore standing thanks to AP credits. How does AP stack up against other advanced course options? “Though International Baccalaureate and College Credit Plus offer other options for rigor, AP provides a nationwide commonality,” Whitely says. “AP demonstrates the academic rigor that colleges like to see.” As AP courses are more in demand, area schools are working to boost their offerings.
