Then Kelly was recruited to work in the White House as an aide to First Lady Hilary Clinton in 1992. Kelly states that the Clinton Administration was implementing a groundbreaking national technology agenda, which she wanted to support. She transferred to the U.S. Department of Commerce, where she led some of the Administration's key technology initiatives. For example, Kelly served as a senior policy advisor to four Secretaries of Commerce. The President nominated, and the Senate confirmed Kelly to be the Assistant Secretary of Commerce for Technology Policy. In that role, Kelly was a liaison to, and advocate for, the technology business community and led Presidential and Cabinet-level technology initiatives.

When Kelly earned her law degree, she started working as an attorney at a national law firm to negotiate and structure technology business deals. This included joint ventures, strategic alliances, venture capital transactions, licensing and marketing agreements, and arrangements for systems integration projects.

During Kelly's tenure as Assistant Secretary, she learned that most organizations—whether start-ups or global giants—were not leveraging Federal Government policies, programs, and funding as well they could be to advance their business and competitive goals. Hence, after leaving the government, Kelly founded TechVision21 to help companies, universities and science and technology non-profit organizations take advantage of Federal government support for research and technology development and deployment in an economy driven by technology and innovation.

Kelly is known for her entrepreneurial drive and is a nationally recognized technology policy expert. She is a thought leader who has spent three decades serving the high-tech industry in various fields.

Today, as the President and CEO of TechVision21, Kelly has led the company to become an innovation strategy powerhouse with a passion for advancing clients' leading-edge innovations.

n idea to leverage technology to help clients develop a strategy for engaging with the Federal government, shaping its research and technological agenda and creating compelling messaging for advocacy to advance client interests positioned the Honorable Kelly H. Carnes as the trailblazer to follow.

TechVision21 is a specialized consulting firm providing a wide range of services to its clients. It monitors and identifies opportunities for Federal funding that can support projects to advance client technologies or initiatives. Kelly asserts, “When those opportunities arise in the form of Federal Requests for Proposals, we provide intensive support in developing high-quality, competitive, must persevere, work through the tough problems, constantly assess what you are doing right or wrong, listen to the customer, and keep your eye on the future.

My philosophy is that we can do well at TechVision21 while doing good by supporting clients that contribute to U.S. economic growth, prosperity, and competitiveness.”

TechVision21 has helped its clients secure more than $100 million in grant funding to advance their cuttingedge technologies in areas such as microelectronics, nanotechnology. clean energy, and manufacturing. It also helped clients support research centers and regional technology-based economic development initiatives. TechVision21 also provides analysis to help several Federal departments better understand their STEM workforce and the challenges they face in meeting their needs for scientists and engineers. Based on this analysis, the team helps them develop and execute STEM workforce development strategies.

Kelly mentions that she is fortunate to have an outstanding staff with decades of experience in Federal technology policy, the U.S. innovation system, and the dimensions of U.S. competitiveness. She shares, “We also have a network of independent experts and consultants we can bring into large projects or when the specific knowledge needed is not resident in our permanent staff. Our values are to provide our clients with our best and most honest advice based on our experience and customized services that meet their specialized needs.”

“Our staff and network of experts are professionals dedicated to providing the highest quality work products and meeting deadlines even if that means working late into the night or weekends,” explains Kelly.

According to Kelly, the past two decades have been a tough time for U.S. manufacturing. Tens of thousands of manufacturing establishments closed, resulting in millions of people losing manufacturing jobs. Kelly believes that there is a golden opportunity to strengthen manufacturing by leveraging emerging technologies to create new products and transform the manufacturing process. She says, “A host of new technologies—artificial intelligence, sensors, the Internet of Things, autonomous systems and robots, biotechnology, nanotechnology, AR/VR, and more—are revolutionizing the way we make things. So, I would like to see widespread deployment of these technologies to lower costs and make manufacturing smarter and more flexible to make it easier

TechVision21's work involves a high level of collaboration with clients and its staff. Kelly expresses that collaboration is made easier as they all work remotely and can connect virtually. One result of the pandemic is that TechVision21 clients can now engage with busy Federal policy makers and program managers without coming to Washington. The TechVision21 team

“You must persevere, work through the tough problems, constantly assess what you are doing right or wrong, listen to the customer, and keep your eye on the future. Also, do not hesitate to get a mentor or ask for advice from a seasoned business owner or expert in your field. Many are happy to share their hard-won wisdom. Also, in many regions, economic development agencies have established a range of services to help entrepreneurs and business networks share information. Take advantage of them.”

Bequeathing Brilliance

Kelly understands that nanotechnology has been advancing but under the public's radar. Many consumer products incorporate nanotechnology in many cases —clothing, cosmetics, batteries, sports equipment, food packaging, even toothpaste. It is also a foundational technology in advanced microelectronics. “Manufacturers are just getting warmed up, and we are going to see many new nano-based products on the market with unique properties. Nanomedicine is poised to scale and will likely revolutionize diagnostics, therapeutics, and drug delivery. In fact, nanoparticles are instrumental in the mRNA COVID vaccines that have saved millions of lives. When nanotechnology started being commercialized, we helped several nanotech start-ups engage with the Departments of Defense and Energy. We stand ready to help other companies that may need some Federal support to develop new products applying this remarkable technology,” notes Kelly.

Kelly knows that starting and running a business is very rewarding, and she encourages those who have a promising idea or invention and are hungry to start their business to take a risk and try. With numerous game-changing technologies emerging, the

“We have many latent entrepreneurs in this country. About two-thirds of U.S. adults believe they have the knowledge and skills to start a business, but only 12 percent of adults intend to start a business in the next three years. Narrowing that gap would be good for the American people and building generational wealth, for our economy, U.S. competitiveness, and the country!” Kelly concludes.

side, running a business is hard work. Kelly says, “Don't expect success overnight; building a business takes time. You will have great days with successes, but you will also face challenges, perhaps even failures, that set you back, and, some days, you will feel like throwing in the towel. Even Steve Jobs, with revolutionary technology, struggled for years to get backers and Apple off the ground. Eventually, it changed the world, and now is one of the world's most valuable companies.”

In my journey with IEC Telecom, there are quite a few accomplishments about which I feel excited. Undertaking a global marketing role, I set an objective to centralize communications and develop a strong internationally recognized brand with unified positioning. In four years, IEC Telecom's

Its portfolio includes many satellite products (from handsets to VSAT services), solutions, and value-added services. IEC Telecom Group has offices across eight countries: Denmark, France, Kazakhstan, Norway, Singapore, Sweden, Turkey, and UAE.

The power of IEC Telecom as a brand is growing. In less than four years, we've scaled up our marketing communications from region-by-region to a truly global scale. At IEC Telecom, we believe that Satcom can bridge this digital divide to empower communities with education, public services, and corporate development, aiding tremendous growth in developing regions across the world.

What would be your advice to budding women entrepreneurs who aspire to venture into the industry?

First, stay up to date with industry trends as key leverage. It is particularly essential in the marketing world, where losing momentum can leave even the most seasoned professional behind the competitive curve. Second, step out of your comfort zone. Print advertisement is fading away, giving way to paid social media ads. The latter, in turn, will lose the battle to new ways of marketing promised by the Metaverse. Progress is fluid. Dare to experiment, yet do it wisely.

If given a chance, what change would you like to bring to the industry?

At IEC Telecom, we're gradually shifting our focus from the material world of hardware to the virtual space of smart apps and digital services. We believe this is crucial to success in an ever-evolving business landscape that is being defined by adaptability long into the future. We've been observing two significant trends in connectivity – (1) the increasing number of Satcom players will lead to an oversupply of satellite services, thus, earmarking airtime as an essential element of the communications infrastructure, and (2) the Metaverse is the near future, not just a futuristic concept, increasing the demand for 'always-on' connectivity.

What, according to you, could be the next big change in the industry? How is your company preparing to be a part of that change?

There's a famous quote from the novel The Three Musketeers by Alexandre Dumas: "All for one and one for all!" This is the way we treat each other at IEC Telecom Group. The company is built on a strong feeling of belonging and mutual support. I believe this is one of the key drivers of our success.

Inspired by her vision, we at CIO Look caught up with Hilda to learn more about her journey and contribution to healthcare.

During Hilda’s time at TOI, she has spearheaded a number of innovative new programs, bringing best-inclass medical care into the community setting. She helped co-found Innovative Clinical Research Institute (ICRI) in 2011, which serves as the research arm to TOI. Today, ICRI manages 100+ clinical trials and serves as a leader in the advancement of new cancer treatments. It allows thousands of patients to access cutting-edge treatment in their local communities. Clinical trials aren’t the only specialized treatment Hilda has brought to her clinics. In 2019, TOI launched outpatient transfusion and stem cell transplant programs.

As one of the largest community-based oncology practices in the country, TOI is delivering on the promise of value-based healthcare and putting patients first.

As the demand for their services increased, The Oncology Institute grew alongside its payor partners, innovating new ways to expand access to high-quality cancer care. When Hilda and Richy started TOI, valuebased cancer care was uncommon and relatively unknown, but that did not deter them. Hilda started her career in finance but made the switch to healthcare when she and her husband, Dr. Richy Agajanian identified a gap in the healthcare system. They saw the cost of oncology care skyrocketing and knew it was unsustainable. Together, they decided to start their own practice, focusing on patient satisfaction and outcomes. After opening the practice in 2007, they found that their model of highly specialized, community-based care delivered excellent outcomes while managing costs.

Expanding Value-based Approach for Benefiting Patients Everywhere

The mission, vision, and core values at TOI inform every decision by leadership and every interaction between teammates and patients. The team at TOI is driven by four core values – genuine empathy, better together, strive for excellence, and unwavering integrity. By keeping the experiences and needs of others at the forefront, collaborating with colleagues, remaining committed to continual improvement, and serving as an honest and reliable partner, TOI teammates create an environment that is beneficial for patients and each other.

Brief our audience about your journey as a business leader. What challenges you had to overcome to reach where you are today?

I left the corporate world after a 20-year marketing exec journey that took me around the world. I always say two gifts took me away from the corporate world. First, I got laid off, and second, I got laid off in 2008, when there were no other VP Marketing roles readily available. I had to take time to slow down and reconnect to myself. My father passed away one month after I was laid off, and as I reflected on the life values he taught me, I embarked upon a 17-month reflective journey of reconnecting to

From that moment, I never looked back. I knew there was a different journey ahead for me.

What, according to you, could be the next big change in Coaching industry? How is your company preparing to be a part of that change?

I followed a lot of the formulas and shiny stars out there – teaching the pain-based conversations. I got caught into the shiny claims of success and switched my business over to this approach several years ago, and with that came a drop in business. I also sounded like all the other mundane coaches out there following the same formulas. When I switched my marketing back to speaking to my clients desires and all that was possible, my business grew exponentially. I love helping my clients expand what they think is possible in their business, and speak their own clients' love language. So much more powerful – and together we're raising up the energetic vibration of our world to a much higher frequency, instead of playing to uncertainty, fears and doubts.

ong ago, there was a perception that women could not lead and play effective roles in society or businesses. But today, we can see that they have gone beyond all prejudices and are playing a pivotal role in every field. They have crossed over all the barriers, and today women are the drivers of most successful businesses and are the most resourceful asset to many businesses all over the world. The leadership of women is evolved over the years and is continuing to evolve. They might have faced challenges in their evolution, but they have been determined to thrive in the world of business, and they have proved their value to the world.

Understanding how female leadership has evolved over time can help us tap the potential for their advancement in the future. The evolution of women's leadership is not an abrupt thing. It has been happening for long years, and this evolution will continue to happen in the future. Since the event of the collapse of Lehman Brothers in September 2008, progress for women leadership has proven quite more substantial. Women leaders have proved that they are capable of taking the right decisions. They have proved that they understand the strategy and are rational in their approach. They have the vision, mission, and guts to play the role of leadership without being afraid and drive the businesses in the appropriate direction of growth and development.

Today, women realize their potential and act on their greatest strengths to address the challenges that minimize their efforts to build successful, rewarding, and sustainable careers. Women leaders today are choosing not to give in to the thought process of someone else. They have their own thought process and the opinions of wrong people do not provoke them. Women’s perception of themselves as potential leaders today has undergone a remarkable shift. They address

They are defeating all prejudices and biases, setting the standard of exemplary leadership, contributing to the businesses profoundly, and proving their excellence. Women leaders have become more confident that they can contribute significantly to any field. The Impacts of Pandemic on IndustryTrucking

Ellen founded the non-profit organization, Women In Trucking Association Inc. to encourage and support women in the trucking industry. The mission is to make women aware of career opportunities and to mentor and assist them as they become more successful in their roles. Ellen's most recent position was Manager of Recruiting and Retention Programs at Schneider National, Inc. Her role included identifying issues that caused driver turnover and then promoting corporate initiatives to retain and engage drivers

Shippers and receivers were also hesitant to accommodate drivers' biological needs and closed their washrooms as well. Some offered outdoor temporary potties, but these were typically unisex and often unheated (not to mention Tounsanitary).makematters

That's when the hero driver was suddenly ostracized for not being in compliance with the vaccine mandates. Early mandates required companies with one hundred or more employees to require vaccinations, so drivers left the larger companies and turned to those not affected by the mandate. Many drivers became owner-operators, so they had more autonomy over their careers.

heroes at the beginning of the pandemic have now left the industry to avoid these mandates, and as evidenced by recent protests, they have decided to resist. This is created even further divide between drivers and often their carriers, but specifically with the government. The future will reveal whether our professional drivers will return to hero status in the coming years. The pandemic showed the importance of the industry but resulted in a more divided work force.

worse, it was hard to get personal protective gear to our drivers on the road. They couldn't find hand sanitizer or masks at most truck stops and unless they could return to their home terminal, they just didn't have the items they needed to protect themselves and to keep their trucks sanitized.

The initial reaction was to prohibit people from gathering to halt the spreading of the virus. Restaurants were closed as sit-down seating was banned. This meant that professional drivers who formerly could stop at a truck stop and enjoy a relaxing meal could no longer have this luxury. The problem was that a tractor trailer cannot fit through a driver through fast food restaurant, and no one was allowed inside to order, so that food option was no longer available.

An independent and self-reliant type of person is also less likely to accept directives from their government or employer, which was reflected in the low vaccination rates of professional drivers. Some estimates are as low as half of the driving population were, or are, fully vaccinated.

Suddenly rest areas were closed because the states did not want to provide facilities for fear of spreading germs. This affected all drivers, but for our female commercial drivers the consequences were more dire. Without a place to stop for relief, drivers had to resort to other measures, such as port-a-potties in the trucks or aligning routes to find available facilities.

During the early months of 2020 there was a great deal of uncertainty surrounding COVID 19. No one could be certain if they were taking the proper precautions and drivers were especially vulnerable. Not only were they expected to continue delivering the nation's freight, but they were also experiencing unbelievable challenges just to do their jobs.

Over the months, as the virus transitioned into various names and levels of impact, the trucking industry continued

Once a vaccine was available, things changed. Everyone was encouraged to become vaccinated to protect themselves and their families and colleagues. The typical driver spends many hours alone in the cab of a truck. Many are attracted to the trucking lifestyle because they are independent and self-sufficient and resist working in an environment that requires a great deal of supervision.

to deliver the products consumers demanded. While the trend to work from home increased, it didn't apply to our professional drivers.

Some companies required drivers to be vaccinated to even pick up or deliver on their property. Others had mandates because they were government contractors. The lists changed often as mandates were subjected to legal
