THE CITADEL ATHLETICS DEPARTMENT MISSION STATEMENT The mission of the Department of Intercollegiate Athletics at The Citadel is to develop, maintain, and continue to improve a well-rounded program of athletics geared to the aims and objectives of The Citadel, the Southern Conference, and the National Collegiate Athletic Association. In order to carry out this mission, all athletics personnel must be familiar with the athletics policy as approved by the Board of Visitors and the President of The Citadel: The Citadel policy on intercollegiate athletics includes a balanced program covering a broad spectrum of sports for men and women. The College will support this program to enable its representatives to be competitive in every respect. The Citadel will compete as a Division I institution under current NCAA and Southern Conference regulations. The athletics program will be conducted within the aims, standards, and objectives of The Citadel as a comprehensive military college providing a quality education. The Department of Athletics is committed to gender and minority equity in all of its programs. In addtion, for the safety and welfare of student-athletes, The Citadel maintains fulltime certified trainers, a college surgeon, and special orthopedic doctors to provide medical support services.

This year’s team will also be traveling to compete in an NCAA Sectional Qualifier in Fairbanks, Alaska against the 2008 National Champions from the University of Alaska Fairbanks. The Bulldogs look to gain quality experience from the trip as well as qualifying in the competition.

The 2008-09 Men’s and Women’s Citadel Rifle Teams are facing their toughest schedule since returning to varsity status in 2001. The addition of an upscale electronic scoring system to the range has made the Citadel a top choice for visiting teams. The new scoring system provides positive feedback during the team practice sessions and eliminates the possibility of scoring errors in matches. “Our NCAA match schedule includes Army, followed by TCU, Air Force, VMI, and ends with Alaska. Alaska won the NCAA Championships last year followed by Army and TCU,” Coach William Smith stated, when asked about this year’s schedule. The Citadel faces a touch season of competitors but feels they will gain valuable experience preparing for this year’s SEARC Championships on March 7-8, 2009. This year’s Championships will be held on The Citadel’s campus in the Inouye Marksmanship Center. The Bulldogs have many top shooters returning this season. Brandy Brown and John Charlton were the leading shooters for The Citadel last year at the SEARC Championships with marks of 569 and 563, respectively, and hope to lead their team to regain the top spot in the conference. Other Bulldogs hoping to add to the scoring are Patricia Thibodeau and Trey Herndon. Also bringing something to the team are Sophomores Stephen Kinn and Joseph Trippi. Freshman Joshua Anacay from Lexington, S.C. hopes to increase their scoring averages this year. For the women’s team Freshman Alison Hayes comes to The Citadel hoping to contribute to the team this season. The Citadel rifle team secured a second place finish in the SEARC Championships held at The Citadel Marksmanship Center last year. “I expect to regain the top spot in the SEARC conference this season. We have several returning team members and recruits shooting above our 2007 match Bulldog Marksmen 3

The Bulldog’s 2008-09 schedule includes one of the SEARC matches being held at The Citadel Marksmanship Center in October. The Bulldogs will also host numerous matches against Army, NC State, TCU, Akron, VMI and Air Force. The SEARC Championships will also be held in The Citadel Marksmanship Center on March 7-8. Even though the schedule seems one of the most challenging for the Bulldogs, they look for it to be one of the most promising as well.

Native Charlestonian William C. Smith has made great strides with the rifle program, moving it from a club sport back to an intercollegiate sport. Smith, 56, has guided The Citadel’s rifle club team the past eight years and serves as both the men’s and women’s head coach.

Smith’s goal for the team is to become an annual participant in postseason play. To help reach this goal, The Citadel completed construction of a new indoor shooting range facility in February of 2006. Rifle Scoring System

Each team declares four shooters before each match. Those four scores will count towards the overall team score. The Collegiate Sectionals NCAA Qualifier is a match that falls within a 4-5 day window. The top eight scores from smallbore and the top eight from air rifle from each sectional around the nation advance to the NCAA Championship. Men and Women scores can be combined for SEARC scoring purposes. NCAA scoring separates the males from the females.

Air Rifle - 0.177 caliber pellet (That’s 0.177 inch). - 10 meters from shooter to target. - Forty targets, one shot per target. - Each shot grades as 1-10. - Ten is a perfect shot. - A perfect score is 400. - Time limit is 1 min. 45 sec. per shot.

Smallbore - .022 caliber (Approximate size.) - 50 ft. from shooter to target. - Three shooting positions: (prone, standing, kneeling.) - Forty targets for each position, one shot per target. - Each shot grades as 1-10. - Ten is a perfect shot. - Perfect score is 1,200 (400 for each position). - Time limit (per shot): Prone - 1 minute Standing - 2 minutes The Citadel Rifle 2009-10 8


The Citadel Marksmanship Center The Citadel Marksmanship Center, completed in December of 2005, gives the Bulldog rifle program a top notch shooting facility that rivals any in the nation, let alone the Southeastern Air Rifle Conference. The new range saw its first competitive action on the weekend of Feb. 11-12, 2006, as The Citadel hosted a SEARC match and a NCAA sectional. The Citadel Marksmanship Center also hosted the SEARC Championships on February 25 and an open sectional on March 4, 2006. The Bulldogs plan to bid on hosting the NCAA rifle championships in the future. “The opening of The Citadel Marksmanship Center is a new beginning for competitive rifle at The Citadel,” stated head coach William Smith. “This will place our training on the same level as our Olympic shooters.” “It’s a new beginning for a team with a history of winning on the national level,” Smith continued. The Citadel Marksmanship Center is the state-of-theart facility in the SEARC and contains 16 points for smallbore/center fire and air rifles at 50 feet. In 2008 the marksmanship center received a technologically advanced upgrade in it’s scoring system. The new electronic scoring system will leave no room for personal judgement or error when scoring a shot. The system provides immediate recognition of the shot to the marksman. The metal target that is shot relays a signal that is accurate up to one tenth of a point, to the shooter. A perfect score is 10.9. The results are also relayed to a computer to compile them for each round and essentially the entire match. The Citadel Marksmanship Center is the premier shooting range in the SEARC.

President Fifth year The Citadel (‘73) The Citadel President Lt Gen John W. Rosa was born in Springfield, Ill., Sept. 28, 1951. After graduating high school in Jacksonville, Fla., in 1969, he was recruited to play football at The Citadel, the Military College of South Carolina. While at The Citadel, Rosa was the starting Bulldog quarterback in 1970 and went on to earn three varsity letters in football. He graduated from The Citadel in 1973 with a degree in business administration and was awarded a commission in the Air Force. A command fighter pilot with more than 3,600 flying hours, Rosa enjoyed an illustrious 32-year career in the Air Force. Among his career highlights, he was stationed in Lossiemouth, Scotland, as an American exchange officer flying the Jaguar for the Royal Air Force. He has commanded at squadron, group and wing levels at air bases in South Korea, Idaho, South Carolina, New Mexico and Georgia. He served as inspector general for Pacific Air Forces at Hickam Air Force Base in Hawaii and commandant of The Air Com-

mand and Staff College at Maxwell Air Force Base in Alabama. As deputy director for operations for the Joint Chiefs of Staff in Washington, D.C., he was in charge of the National Military Command Center and served as the military spokesman for the Pentagon when U.S. troops were deployed to Afghanistan and Iraq in 2002. In July 2003, he was named superintendent of the U.S. Air Force Academy in Colorado Springs, Colo., and in September of that year, he was promoted to lieutenant general. Rosa holds a master’s degree in public administration from Golden Gate University. He is a graduate of the Air Force Command and Staff College, the U.S. Army Command and General Staff College, and the U.S. Army War College. He has also studied at the John F. Kennedy School of Government and the Harvard Graduate School of Education. His awards include the Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit with oak leaf cluster, the Meritorious Service Medal with four oak leaf clusters, the Air Force Commendation Medal and the Combat Readiness Medal with two oak leaf clusters. He has flown the A-7, A-10, Hunter and Jaguar aircraft, F-16, F-117A, HH-60G and HC-130. On Jan. 3, 2006, Rosa returned to The Citadel where he serves as 19th president. He is married to Donna Kangeter, a Charleston native. They have two sons, Jonathan and Brad (‘03), and a grandson, Michael Bradley, who is the son of Jonathan and his wife, Elisha.

Director of Athletics Second year Duke (‘79)

The Citadel’s President Lt Gen John W. Rosa, Jr. named Larry Leckonby as the 11th athletics director at the South Carolina Military College in a press conference held at the Altman Athletics Center on June 13, 2008. Leckonby officially joined the Bulldog Family on July 15. Prior to The Citadel, Leckonby spent six years as a senior associate athletic director at the University of Maryland. Hired as the athletic department’s Chief Financial Officer in September 2002, he managed the department’s annual $51.2 million operating budget, capital projects and longrange financial forecasting. In addition, Leckonby was the sport supervisor for women’s basketball, assisted the Athletic Director with men’s basketball and football, and supervised the athletic business office, athletic ticket office and information technology. He was also responsible for coordinating departmental construction projects, which have included a $50.8 million expansion of the football stadium, as well as expansions to the Gossett Football Team House, new grass and field turf practice fields and the Field Hockey and Lacrosse Complex. He also served on several campus committees including the University Finance Committee and the University Facilities

Prior to accepting the position at Maryland, Leckonby served as the senior associate director of athletics at the University of Houston, appointed in January 1998. He was responsible for the daily administration of the department and specific areas of duty involving finance, planning, fund-raising and marketing. He also served as interim athletics director for six months in 2001 and 2002. Leckonby also worked as the associate AD for business affairs at Boston College for four-and-a-half years (1993-98), and the assistant AD for finance and operations at Old Dominion University for five years (1988-93). He was the ticket manager and assistant business manager at Boston University from 1982 to 1988, after beginning his athletics business career at the University of Massachusetts (Amherst) where he was an administrative assistant to the business manager beginning in 1981. A former lacrosse player at Duke University, he graduated with a bachelor’s degree in management science in 1979. He earned a master’s degree in sport management from Massachusetts in 1983. Leckonby is an active member of the College Athletic Business Managers Association. While serving on numerous finance and planning committees during his career, he also has helped direct several NCAA and conference championships including NCAA Baseball Super Regional events in 1999, 2000 and 2002. Leckonby and his wife, Cris, have two daughters, Hunter and Katie, and a son, William.

The Military College of South Carolina

The Citadel is a state-supported comprehensive military college with the mission of educating principled leaders through its Corps of Cadets. Males and females are admitted to the undergraduate residential Corps of Cadets. In addition to the day program, undergraduate and graduate programs are offered through The Citadel Graduate College (CGC) in the evening. The South Carolina Commission on Higher Education recognizes The Citadel as the only specialized four-year college in the state. The Citadel, founded in 1842, is a co-educational military college with a rich and storied history. Located in Charleston, S.C., the institution offers a classic military education for young men and women who seek a college experience that is intense, meaningful and academically strong. Graduates of The Citadel say that the disciplined lifestyle and friendships they forged here have a profoundly positive effect on their lives.

With an enrollment of more than 2,000, the Corps of Cadets is the nation’s largest military college program outside the service academies. All cadets are educated within a classic military system and about 40 percent of the graduating seniors earn military commissions. The remaining graduates attend graduate school or enter the job market.

Academic Programs... Because of the strength of the academic program, The Citadel has repeatedly been rated as a top regional institution in the annual rankings issued by U.S. News and World Report. The quality of the education at The Citadel combined with the availability of financial aid, the credentials of the faculty and the graduation rate earned the institution the citation of Best College Value in the South in 2007. With more than 80 percent of its students returning each year, The Citadel enjoys one of the best retention records in the country. The Citadel’s 14 academic departments offer five bachelor’s degrees in 17 areas, six master’s degrees in 17 areas and specialist degrees in two areas.

Corps of Cadets ... All undergraduate students at The Citadel are members of the South Carolina Corps of Cadets, which numbers approximately 1,900 and represent nearly every state, as well as more than 20 countries. While roughly 40 percent of the graduates each year go into the armed services, all cadets participate in an ROTC program. On most days, cadets have physical fitness training and military instruction in addition to their regular college classes. Weekdays end with a formation and required evening study period. Because The Citadel emphasizes corps unity, cadets cannot be married and all must live on campus in the barracks with their assigned company. Despite the challenges, cadets value their first year for the lessons in teamwork, selfdiscipline and time management. The Citadel’s evening college serves the Lowcountry by offering nationally accredited bachelor’s, master’s and specialist degrees scheduled around the student’s profession, family and lifestyle. Campus Enter the Gates

The Citadel sits on a 300-acre tract of land on the Ashley River. There are 28 buildings grouped around a large (10-acre) grass parade ground. The buildings around the parade ground include 10 classroom buildings, an administrative building, four barracks, a student activities building, infirmary, chapel, a field house and library. Just off the main campus are the football stadium, baseball stadium and alumni center.
