Spring is finally showing up in many parts of this great country! As the snow melts away and the buds on the trees start to emerge, I am reminded that the changing of the seasons truly represents a new growth opportunity. Our entire Transportation Talk issue this month is focused on the topics of equity, diversity, and inclusion. I am still on my own journey to grow in my awareness and understanding of these issues and how they relate to our transportation field. I recently participated in a couple of thought-provoking discussions at work on anti-racism leadership and development. It was eye opening to recognize that the position of

Equity, Diversity, and Inclusion (ED&I) are topics that many of our partner organizations are also currently working through. While not a specific element of our 2020-2024 CITE Strategic Plan, ED&I is one of my focus areas for 2022. We have added a couple of dedicated sessions at our Annual Conference in Vancouver for our industry to explore these topics in a safe and open environment (see sidebar on page 13). I encourage you to take the time to read the articles, do your own research, and join me in this journey to becoming anti-racist leaders in our community.

As your President, I am also humbled to represent CITE at many of our events, including meetings with our partnership organizations. The Canadian Urban Transit Association (CUTA) held their first in-person national transit meeting in nearly two and a half years in Quebec City on April 3-5. I had the privilege of meeting with a number of transit leaders from across Canada and hearing how public transit empowers communities and keeps them moving.

I also had the opportunity to share many of the technical initiatives underway by CITE and ITE at the recent Transportation Association of Canada (TAC) Spring Meetings, held virtually in April 2022. As CITE President, I am a member of the Chief Engineers Panel, a national forum for information exchange, coordination, and collaboration. I provided highlights from CITE’s technical training sessions, presented updates on initiatives from ITE’s five key initiatives (Vision Zero, Smart Communities, Transportation and Health, Connected and Automated Vehicles, Mobility as a Service/Mobility on Demand), and shared a number of recent and forthcoming publications and products.

One of the other key focus areas for CITE in 2022 is increasing support for our student members. The pandemic has had a significant impact on our post-secondary environment, and it is important to find ways to bring our students back together at the student chapter level. I am excited to share that earlier this year, the CITE Board approved the creation of our newest student chapter at the University of Victoria! We look forward to connecting them with some of our local Vancouver Island Section members to support their continued growth and development. We will once again be holding a student chapter roundtable discussion at the Annual Conference to connect student chapter leaders from across the country and to discuss ways that CITE can increase the support for our students. The UBC Student Chapter will also be hosting a Student Leadership Summit in advance of the Vancouver conference in May, so stay tuned for more information.

Finally, I am super excited to welcome everyone back to our first in-person conference since 2019. The Vancouver Local Arrangements Committee has been working for almost four years to plan and deliver a joint CITE/QUAD Annual Conference in Vancouver, British Columbia. We look forward to welcoming transportation professionals from across Canada, plus our QUAD sections in Washington and Oregon, to the Sheraton Vancouver Wall Centre from May 29 to June 1, 2022. In addition to a robust technical program, the schedule includes annual CITE favourites like the Canadian District Collegiate Traffic Bowl, the Street Hockey Classic, and our Excellence in Transportation Awards luncheon where we will celebrate many of the amazing achievements of our members. Registration is still available, and I look forward to meeting you all in Vancouver!

The first day of spring came and went and, unfortunately for some parts of the country, winter would not let go. As I write this in mid-April, I’m watching light snow falling in Southern Ontario while our members in Manitoba are enjoying a record snowfall and school closures. Despite the

wintery weather, our spring events continue.

The ITE Spring Conference “Innovations that Work” was held successfully in March with over 700 virtual participants. It provided members with a great learning opportunity about the latest transportation trends. The ITE International Board of Direction (IBOD) also had a virtual check-in meeting in March.

The focus of this CITE Transportation Talk is on diversity and inclusion and hence I wanted to provide the membership with some background on what ITE is undertaking in this area. In 2019, ITE adopted a Diversity and Inclusion Policy which is available on ITE’s website at: www.ite.org/membership/ diversity-and-inclusion.

ITE believes that differences in background and experience enrich the culture and experiences of ITE for our membership as they do for the communities in which we live and work. Our personal experience and identity shape how people see the world and greater inclusion will provide a more thoughtful, open, and integrated sharing of ideas and experiences across the entire global membership. The greater diversity of ideas and experiences will help us to be in a position to tackle transportation’s biggest challenges and to develop the preparedness and resilience that ITE will need to address future challenges that cannot be currently defined.

Diversity, Equity, and Inclusion

The ITE Diversity and Inclusion Committee has launched an Inclusion Portal to provide an avenue for members to share an idea, concern, or suggestion to enhance inclusion in ITE. It is available as a tab on the ITE website. In addition, I would encourage members to join the ITE Diversity & Inclusion e-Community.

The April edition of the ITE journal was also focused on Diversity, Equity and Inclusion, and I would encourage you to read through the various articles as they provide many great insights on these topics and provides some background on the new Equity Committee that ITE has launched. The goal of this new committee is to develop tools, advocate, educate and set a leadership example in our profession making transportation equity a priority and changing the future of mobility for all users.

The Canadian District Annual Conference is coming up at the end of May in Vancouver, I look forward to interacting with many of you there. The ITE Annual Meeting is in New Orleans, LA from July 31 to August 4, the conference theme is “Investing in Our Future”. I am looking forward to the various sessions to gain insights on the ever changing landscape of our transportation profession. I hope to see many of our District members there; I am sure there is a place or two along Bourbon Street to catch up and chat.

For this article, I had the opportunity to talk to four currently practicing transportation professionals who shared some anecdotes about how their identity and personal experiences have impacted their practice.

This also often results in more frequent sharing of knowledge which benefits everyone in the room.

Frequent trains on those tracks served a nearby oil refinery and often, these long trains would stop in town, blocking Matthew’s ability to get to school. The issue was so frequent that the train conductor would sometime give students “late passes” to show in school when they didn’t show up on time.

Matthew noticed that most of his peers who lived on the south side and had to deal with this issue looked like him and knew that there was a reason for this.

Many communities in the US have a history of redlining, a historic discriminatory policy that classified areas where people of color lived as high risk and denied them federally-backed mortgages. This impacted people’s ability to build generational wealth through house ownership and prevented people from moving, leading to segregated neighborhoods that persist to this day. Many historically Black communities in the US are located near train tracks,

Work is underway on equity baselining exercises for the City’s Vision Zero program.

Throughout Canada’s history, Black, Indigenous, and people of colour have made meaningful contributions to society often under less-than-ideal circumstances. The following stories celebrate some of these Canadians who were builders, engineers, executives, and users of Canadian transportation systems. Hopefully, their stories inspire us to learn more about our collective past and encourage us to pursue an inclusive future that acknowledges the strength of Canada’s diversity.

We invite you to explore some of the milestones in equity, human rights and anti-discrimination struggles and policy in Canada’s history to provide some context for these stories. Growing up a Cowtown: Oliver Bowen and the Calgary LRT Amber Valley, Alberta was founded in 1905 by black settlers from the southern states looking to escape racism and segregation and the violence that it brought. Oliver Bowen’s father, Obadiah, and grandfather, Willis, arrived in 1913, filed for their homestead then settled the land, becoming part of one of the original black communities in Western Canada. Amber Valley would send its sons to serve in the First World War with the No. 2 Battalion. Then, in 1942 during the Second World War, when Oliver was born, the town would send its sons again to serve.

Oliver’s future, however, lay elsewhere. Maybe he figured the square mile homesteads ran on 80 x 80 chain lengths or that the imperial grid system would create spacing challenges in laying out a transportation network in metric. In 1965, Oliver had graduated from the University of Alberta’s civil engineering program and was hired as a special projects engineer at the City of Calgary with a population of about 311,000 (PDF, 137 KB).

The 1960s brought the construction of skeletal roads like Glenmore Trail, Anderson Road, and Shaganappi Trail, as well as the passing of Calgary’s streetcar era. The city was looking for a more balanced approach for the future of its transportation system, and the endeavour to deliver a new public transit system began in earnest.

At the helm of the project was Oliver Bowen who took on the management of the LRT division with a $144M budget in 1977. Construction of the CTrain system began in 1978, with the first 10.9 km from Anderson Road to 7 Avenue S.W. officially opening on May 25, 1981. It was a city-shaping project that came with risks—both political and technical—at a time of growing economic uncertainty in Calgary. Nonetheless, Bowen was known for his strong work ethic and openmindedness when approaching challenges. He was well received and respected by his peers and the CTrain was completed under budget and on time.

He remains an important figure along the continuum of black engineers, shining a light on black excellence.

Moving the Six: Frederick Langford Hubbard and the Emergence of the TTC Born in Toronto in 1878, Frederick Langford Hubbard was the son of Toronto’s first black elected official, William Peyton Hubbard. He married Grace Isabell Abbot, the daughter of Dr. Anderson Ruffin Abbot, the first Canadian-born black doctor.

His family roots trace back through the underground railroad to American slavery.

Hubbard worked for the Toronto Street Railway from 1906 to 1921 and went on to serve as the chair of the Toronto Transit Commission (TTC) from 1929 to 1930, the vice-chair in 1931, and a commissioner from 1932 to 1939.

The stock market crash of 1929 had a profound effect on Torontonians. By 1933, the unemployment rate in the city was 30 percent and those with jobs saw their wages drop by as much as 60 percent. Ridership at the TTC fell by some ten percent, while construction projects were initiated to provide work for employees. The transit workers’ union also made concessions by accepting pay cuts and reduced hours, which created workforce stability to avoid massive layoffs.

To address the falling ridership, the TTC jointly developed the PCC streetcar. It was technically modern, comfortable, stylish and could compete with the emerging automobile. By the close of the decade when it started to roll out, it was a hit that brought riders back to the TTC. The TTC had also integrated fare systems, coordinated construction and operation schedules, optimized and modernized equipment, and developed progressive labour policies. These helped deliver a good customer experience on a system that was safe, speedy, and reliable.

By 1936, there were 1,391 miles (2,239 km) of streetcar track, bus, and coaches in operation. Total revenue was $10,650,096 ($217M in 2022 dollars) and total assets were valued at $58,247,670 ($1.19B in 2022 dollars). The TTC were financially self-sufficient and had competitive farebox pricing.

By the end of Hubbard’s tenure in the late 1930s, the TTC was viewed as a successful model of publicly run transportation service. Autonomy from city hall to govern and manage the system’s operations and finances played a large role in this success. Hubbard was one of three commissioners appointed by the Toronto City Council; all of whom were regarded as local businessmen of considerable ability. He has been honoured with a heritage plaque on his family home, where he lived until his death at age 93.

FRENCH CANADA

In 1907, ninety-nine men lost their lives in the collapse of the Quebec Bridge. It was, and still is, the largest truss bridge in the world, crossing the St. Lawrence River near Quebec City. The historic disaster is synonymous with “The Call of the Engineer” and is the mythic source of the iron ring that engineers wear. Thirty-three of the men who lost their lives were from the Kahnawake Mohawk Territory on the south shores of Montreal. The loss of their lives was devastating to their community, however, their legacy loomed large in the eyes of their kin, and the disaster called “Shontoskwenne” (when the bridge fell) also became synonymous with Kahnawake Mohawk’s proud tradition of bravery and independence.

From the start, the Kahnawake Mohawks were noticed for their agility, grace, and apparent disregard for heights when they were walking on bridge spans. As described by one official of the bridge company, “They would climb up into the spans and walk around up there as cool and collected as the toughest of our riveters... They seemed immune to the noise of the riveting, which goes right through you and is often enough in itself to make newcomers to construction feel sick and dizzy.”

The Original Skywalkers: Kahnawake Mohawk Territory and the Quebec Bridge

This high level of skill exempted them from seeking government permissions to leave the reserve to work on bridge projects, which aligned with their preference to be self-sufficient.

Kahnawake skywalkers continue in this tradition as steelworkers and have since worked on such famous projects as Montreal’s Place Ville Marie, New York’s Empire State Building, the United Nations Building in Manhattan, and skyscrapers in Detroit and Boston.

An Unfinished Business Trip: Viola Desmond in New Glasgow, NS In 1946, Viola Desmond got in her car and drove the 400 km trip, alone, from Halifax to Sydney, Nova Scotia; only she never completed the trip. The infamy of her case helped to desegregate Nova Scotia and, 72 years later, there remains much to learn about her, and the events that led up to the fateful day at the New Glasgow movie theatre.

Viola was remarkable. Born in 1914 to a white mother and black father, she would have grown up watching the suffrage movement achieve the women’s right to vote, seeing the rise of women in the labour force through two world wars, and being part of the struggle for equal access and pay; but in many ways, she watched from the outside because of her colour.

She had to train outside of Nova Scotia to become a beautician, after which she returned with the skills and business savvy of an undeterred entrepreneur. She manufactured her own products, taught and trained in her own school, and created a distribution network to sell her products across the province extending into New Brunswick and Quebec. She franchised herself and was successful at it.

Successful enough that in early 1946, Viola bought herself a 1940 Dodge four-door sedan which sold for about $1,600, roughly 30% of the average annual household income at the time; she was among the 1 in 10 Canadians that owned a car at the time. Viola was ahead of the curve.

The auto industry knew that its future growth depended on female car ownership and catering to their unique needs, which included a reliable car, and paved infrastructure, and governments had turned to road construction to blunt the impact of the Depression. By 1938, all 804 miles of the Trunk Highway System were paved in Nova Scotia, and work had begun to pave the secondary County Roads.

A 1944 map shows that paved alternatives around New Glasgow were likely unavailable, so Viola likely had to take Provincial Highway 2 and Highway 4 with sufficient money for repairs, a hotel, and a movie. By all accounts, she should have made it to Sydney, but instead emerges on our 10 dollar note as a reminder of the struggle that exists between point A and point B. Viola Desmond held firm convictions that Black women ought to have greater access to employment opportunities outside their traditionally segregated sphere of domestic service. By extension, Canadian women are equal partners in the shaping, planning, designing, building, and managing of Canada’s transportation systems, and ought to have greater access and employment opportunities to all the spaces that will help ensure the next Viola gets there.

The Mobility Council had a full agenda for their Spring Meeting. As a reminder, the Mobility Council also has four Committees that are within the Council: Active Transportation Integrated Committee, Mobility Management Committee, Transportation Finance Committee, and Transportation Planning Committee. Highlights of the meeting included discussion of a pooled-fun project proposal on Shared Micromobility Services, a panel presentation on regional transportation planning, and a great discussion on focus issues, which included universal accessible design, mobility service data, critical issues in funding, and incorporating equity in planning.

The Active Transportation Integrated Committee (ATIC) continues to grow. Over 50 attendees at the Spring meeting learned about the Nanaimo Metral Drive Complete Street project, AT updates from integrated committees and on-going initiatives and volunteer opportunities.

The Active Transportation Snapshot project has completed its jurisdictional survey. ATIC continues to push for AT-related updates in TAC design guidance: 5 requests are already pending with other committees, among which resulted in 2 collaborations with other committees. Two new topics are under development. Topics include design related to continuous sidewalks, accessible needs, protected intersections including smart channels, AT near schools, and more.

ATIC is planning 3 sessions at the TAC conference, related to cycling facility design, universal accessibility, and emerging AT research, and a lunch‘n learn in the coming months.

• The council recommended the project for the Technology Achievement award category and the recommendation moved forward.

• The CAV task force transitioned into a CAV integrated committee with an approved Terms of Reference. The Chair and Vice-Chair was appointed. The committee will report to Technology Council.

• The council presented the strategic framework with three key themes of technical work: 1) Intelligent Transportation System, 2) CAVs, and 3) Digital application.

• Two projects were presented. Raheem Dilgir presented on “Vision Zero and the Safe System Approach” where the focus areas and strategic priorities were highlighted.

• Other presentation was on CSA’s group CAV standard Initiatives with an aim to develop requirements to promote safe, secure, and efficient deployment of CAVs in Canada and US.

Connected and Automated Vehicles Task Force Steven D. Kemp, P. Eng. Manager - Traffic Engineering and Operations, Regional Municipality of Durham

The Connected & Automated Vehicles Task Force met virtually on April 14, 2022 with 25 participants. There were four presentations as part of the meeting including Developing Highly Qualified Personnel, Cooperative Truck Platooning, CAV initiatives in Ottawa and Planning for Novel AV Business Models.

As part of the reorganization of the TAC committee structure, the CAV Task Force is expected to be disbanded and reformed as the CAV Integrated Committee reporting to the TAC Technology Council. The new Integrated Committee would hold its first meeting at the TAC Annual Conference in Edmonton. ITE members interested in CAV technology should consider attending the conference planned to be held in a hybrid in-person/virtual model on Oct 2-5 2022.

Geometric Design Committee Marcia Eng, P.Eng. Senior Transportation Engineer, Urban Systems Ltd. The Geometric Design Committee (GDC) held their Spring technical meeting virtually on April 4, 2022. Key updates from the meeting included the following: • The Access Management: Synthesis of Practice project reached funding request and will be launching soon.

• A project proposal for the GDG Chapter 4 - Cross Section Element Design Guide Update was submitted and approved to move forward for pooled-fund request.

• The Climate Change PIEVC workshops using Chapter 4 as a sample project will be held over four online workshops in advance of the Fall technical meetings in Edmonton, Alberta where a final session will be held in person to discuss the findings.

• Round table discussions on initiating sessions for design exceptions to share experience and lessons learned.

Road Safety Committee Farhad Shahla, P.Eng. Construction Project Manager, City of Mississauga The Road Safety Committee met on Apr 6, 2022.

Volunteer projects include Synthesis of Vision Zero and Safe System practices in Canada report, pending approval in Fall meetings, bicycle safety at interchange ramps working paper was approved by the committee as an internal TAC resource; lastly, safety of diverging diamond interchanges in Canada working paper is in-progress, pending approval in Fall meetings.

Other projects underway include online Road Safety Training Program, Road Safety Guide for Canada will be TAC’s third foundational document (MUTCDC and GDG are the others). Chief Engineers were to approve a funding formula for the road safety guide at the spring meetings. Once approved, the project will secure funding and proceed to an RFP.

The Traffic Operations and Management Committee (TOMC) met virtually on Tuesday, April 5. The meeting began with administrative items and an overview of TOMC’s strategic actions. This included discussion on emerging technologies and updates on the American Federal Highway Administration (FHWA) and US National Committee on Uniform Traffic Control Devices (NCUTCD). In the US, the Infrastructure Investment and Jobs Act has legislated that by May 2023, FHWA must issue Final Rule for new (11th) edition of MUTCD and every four years maximum thereafter, FHWA must issue subsequent updates.

The Editing & Publication Subcommittee is recommending that the Canadian Guide to Traffic Calming (2nd Ed.) be sent back to the Project Steering Committee to prepare a list of recommendations/amendments to be considered for approval

by TOMC for inclusion in the MUTCDC. The Committee heard a number of status updates on various projects, many of which are in comprehension testing or awaiting it. See the complete list of projects underway in the meeting minutes here (PDF, 195 KB).

When I started my undergraduate degree, I had big plans of getting a civil engineering degree with a structural major as a stepping stone towards becoming an architect. That plan quickly fell apart when I discovered that 1) I don’t enjoy structural design and 2) a civil engineering degree can be used for careers other than structural engineering.

I love a good fiction book and I just started The Strangers by Katherena Vermette. It’s a companion to the author’s first novel, The Break, which is an incredible story that has stuck with me for years now.

What is your favourite mode of transportation?

Public transit! I have very fond memories of taking transit throughout my childhood and adolescence and getting to see so many parts of my communities while on board. I also love being able to listen to my podcasts, stare out the window wistfully with my

Tell us about a project you’re proud to have worked on One that always comes to mind is the Transit Master Plan I worked on for Transit Windsor in Ontario during my time as a consultant, when my role required me to be more of a “jack of all trades” in transportation planning and engineering. The project was the first long-range planning study I was involved with from beginning to end and it was so special because we had the opportunity to re-design the city-wide transit network from scratch, with minimal constraints, which isn’t something that happens often. The project involved innovative tools for understanding travel behaviour, analysis of big data, and extensive public engagement to make sure that the solution was responding to the needs of riders in the best possible way. I think that the final plan will significantly improve public transit in Windsor over the next several years for the people who depend on the service today and that it will also help attract many new riders.

Don Henderson 1945–2022

It was with great sadness that I heard of Don’s passing on February 13 at the age of 76 with his family by his side. I first met Don 31 years ago at an ITE Greater Vancouver Section meeting.

He quickly became a great ITE mentor of mine and we collaborated on many initiatives over the years to strengthen the Canadian presence and identity within the ITE family.

Don graduated from the University of Manitoba with a Bachelor of Science (Civil Engineering) in 1967 and started his career with the Metropolitan Winnipeg Streets and Traffic Department. In 1970, Don returned to university to obtain his Master of Science Degree from Texas A&M University where he also worked for the Texas A&M Transportation Institute. In 1972, Don joined the Regional Municipality of Ottawa Carleton then became the Traffic Management Engineer for the City of Vancouver in 1977. There, he was project manager for the first computer-based signal system in British Columbia. In 2000, Don joined Bunt & Associates Engineering Ltd. as a Senior Transportation Engineer. Later, he started his own company and continued to work until he retired in 2015. Don loved his work as a transportation engineer.

He was a guest lecturer at The University of British Columbia and served as chairman of the National Committee on Uniform Traffic Control (NCUTC) for Canada. Don received the Transportation Association of Canada / Association des transports du Canada Award for chairing the NCUTC and the

preparation of the Manual of Uniform Traffic Control Devices for Canada. As a member of the NCUTC and other TAC committees, Don provided sound advice in preparing guidelines for geometric design, traffic calming, pedestrian standards, temporary traffic control, and provincial guide signs.

Don was a dedicated member of ITE for over 40 years. He held several elected offices including ITE Greater Vancouver Section President; CITE Secretary/Treasurer, Vice President, President, and Past President; and Canadian representative on the ITE International Board of Direction. He served on many committees (including Co-Chair of the 2010 ITE Annual Meeting in Vancouver), published and presented papers for ITE events, and served as moderator at many ITE conferences.

In 2009, Don was a very proud recipient of CITE’s most prestigious award, the H. Robert Burton Distinguished Service Award, recognizing a notable career in the field and dedicated service to CITE. Don was a steadfast, consistent, and trustworthy member of ITE and in 2010, became the second Canadian recipient of ITE’s highest honour—the Burton W. Marsh Award for Distinguished Service—for his long-term contributions to the Institute and the transportation industry.

Don’s family has requested that any donations in his honour be made to the Richmond Hospital Foundation or Parkinson Society British Columbia.

Don will be forever remembered.

Ryerson University Ryerson ITE hosted two virtual seminars in Winter 2022.

Monthly Seminar: Regulatory and Legislative Considerations for making Autonomous Vehicles (AVs) a Reality On January 25th, RITE hosted Sara Volo from the Ministry of Transportation to discuss the multitude of changes that must be considered to make a wide scale adoption of autonomous vehicles a practical reality on our roadways. She leads a team at the Ministry of Transportation’s Division of Transportation Safety, which conducts applied road safety research and evaluates the effectiveness of government policies. The topics explored in the seminar included rules of the road, driver licensing, enforcement and emergency response, responsibility, and liability.

Monthly Seminar: Tolling 101 – An Introduction to Tolling and Toll Highway Operations On March 25th, we hosted guest speaker Shakir Hussein, a Director of Traffic and Planning at 407 ETR, the world’s first all-electronic and premier open-access toll highway. Shakir presented an overview of toll highway operations. The seminar consisted of an informative discussion revolving around his experience in the industry and the basics of toll highway operations.
