W. 27th Street Reconstruction

Reconstruction and improvements to W. 27th Street are on schedule for completion in 2024, to coordinate with the opening of the new Cedar Falls High School. The project was extensive including improvements to the water main, storm sewer, sidewalks, trails, roadway lighting, landscaping, and multiple intersection improvements. A new signal was installed at Hudson & W. 27th Street to fit the expansion of added turn lanes. The intersection of Greenhill & W. 27th Street changed to a roundabout. Two new high school entrances were completed with roundabouts.

In the spring of 2022, crews started the first phase of the project of widening the four lane section of pavement adjacent to the McLeod Center to include new trail connections, intersection improvements for visitors accessing the McLeod Center and UNI Dome, and new underground utilities. Work was completed in the first phase prior to the first home football game of the UNI Panthers, in fall 2022.

Work during 2023 extended from UNI campus westward, including all the roundabouts. The Greenhill & W. 27th Street intersection features a UNI sign welcoming eastbound drivers into campus. Later in the 2023 season between semester breaks, crews rebuilt the W. 27th Street and Hudson Road intersection with a new traffic signal, ADA crossing paths, and turn bay extensions for game day and future high school traffic. Other improvements during the 2023 season included extending water main, installing new storm sewer, and placement of trail connecting the trail on Hudson Road to the new high school.

New High School

This coming August, Cedar Falls Schools will open our new high school! After the community approved the bond vote in June 2019, and we broke ground in spring 2021, construction has been ongoing and will continue in the coming months.

Through the front doors the students (and community) will see entrances to the Martin Bros. gymnasium and the auditorium. The athletics areas include an auxiliary gym, strength and conditioning, cardio, wrestling room, team rooms, locker rooms, and more. The music area has rooms for choir, orchestra, band, individual practice rooms, small group practice rooms, and a state-of-the-art auditorium and stage. This new building will support our excellent arts and athletics programs for years to come. On the north side of the building are four learning communities including classrooms, science labs, small group spaces, and professional learning communities for the faculty.

This new high school represents more than just a building; it symbolizes a commitment to educational excellence and the future of Cedar Falls. The school promises to offer a dynamic learning environment fostering innovation, critical thinking, and personal growth. Thank you to the citizens of Cedar Falls for making it possible. Be Prepared for a Flood

With the arrival of spring, it is important to be prepared for the possibility of flooding, particularly along the Cedar River. The following information is a reminder of what to do if we experience a flood event this year. Become familiar with some important terms which will help identify the threat and hazards associated to flooding.

FLOOD WATCH: Flooding is possible. Tune in to NOAA Weather Radio or local radio and television for information.

FLOOD WARNING: Flooding is occurring or will occur soon; if advised to evacuate, do so immediately.

FLASH FLOOD WATCH: Flash flooding is possible. Be prepared to move to higher ground. Listen to NOAA Weather Radio or local radio and television for information.

FLASH FLOOD WARNING: A flash flood is occurring; seek higher ground on foot immediately.

You can contact the Planning and Community Services Division to find out whether your property is located in a flood hazard or floodway area. They can give you more information regarding the depth of flooding during a 100-year flood event, past flooding problems in your area, and ways to prevent flood damage to your home if it is located within a flood hazard area. The City has information about flood hazards, flood insurance, and floodplain development regulations and keeps copies of flood maps in paper and digital format for public viewing. The City website is a great source of flood information, including a Cedar Falls flood brochure and a link to the Iowa Flood Center, with up-to-date articles about flooding and predictions for the entire state.

In addition, there is a link to the National Weather Service Advanced Hydrologic Prediction Service where real time data for the Cedar River gauge located at Cedar Falls is provided by the U. S. Geological Survey. For the website link click on the Cedar River Information–Hydrograph on the upper left menu of the Flood Information page www.cedarfalls.com/flood. Anyone can sign up for automated updates to this gauge via email or text. For more information on USGS WaterAlert visit accounts.waterdata.usgs.gov/wateralert

The public is encouraged to sign up for email or text notifications for flooding and related issues by going to www.cedarfalls.com/NotifyMe and subscribing to Flood Announcements.

The City of Cedar Falls participates in the National Flood Insurance Program (NFIP) and the Community Rating System Program (CRS). The CRS is a voluntary incentive program encouraging communities to go beyond the minimum flood insurance program requirements to reduce flood risks. The goals of the CRS program are to reduce or avoid flood damage to flood insured properties, strengthen and support the insurance aspects of the NFIP, and foster comprehensive floodplain management. By participating in the CRS program, flood insurance premiums are discounted based upon a scale of 1 to 10—the lower the rating, the higher the discount. Nationwide 1744 communities participate in the CRS. Cedar Falls is one of 13 CRS communities in Iowa and one of only 201 communities in the nation ranked as Class 5 or higher. The Class 5 rating provides a 25% discount to insured properties in the 1% annual (100-year) flood zone.

The Federal Emergency Management Agency is adopting updated Flood Insurance Rate Maps effective May 8, 2023. Grills

NFPA reports an average of 8,900 home fires are caused by grilling each year. Here are some fire safety tips for the grill:

• Grills create very high temperatures. Keep some clearance from combustibles to prevent a fire.

• Make sure children and pets stay at least three feet from the grill to prevent burns.

• Clean the grill often to prevent grease buildup. Failing to clean the grill before and after use is a contributing factor in nearly 20% of all grill structure fires. Open the grill cover before igniting.

• If you use charcoal or another solid fuel, make sure embers are completely cooled before disposing in a metal container.

• Charcoal lighter fluid can be dangerous if added after coals are lit. Charcoal chimney starters and electric charcoal starters are safer.

• Propane gas grills give you a quick start up, but make sure connections are tight—check with a light soap and water solution.

• If you smell gas, turn off the grill right away.

• Remember that about half of all grill injuries are the result of some type of thermal burn.

Outdoor Fire Pits

The City of Cedar Falls requires recreational fire pits to be at least 20 feet from any building. Following a few simple safety tips can keep your family safe while enjoying the great outdoor life of our community.

• Never leave young children unattended near a fire in the pit.

• Fill a bucket with water and set it next to the pit before you even begin building the fire.

• Avoid throwing leaves, pine cones, pine needles, and paper into the fire. They catch fire quickly and could result in dangerous, floating embers.

• Unless there’s an emergency, avoid dumping an entire bucket of water on the fire to put it out. Instead, spread the pieces of fuel as far apart as possible and gently sprinkle water over them until there are no more glowing embers. This prevents the scatter of embers and a thick cloud of smoke.

• Toast your marshmallows over the embers rather than the flames. This not only gives them a perfect golden crust, but prevents them from catching on fire.

Dryers

This is a great time of year to catch up on spring cleaning. If you have the space for a clothesline, it’s also a great time to dry your clothes outside during the warmer months.

If your family utilized a clothes dryer, keep in mind that the leading cause of clothes dryer related fires is not keeping them clean. Clearing out the lint trap takes just a few seconds; be sure to clear it out every time you toss a load in. The NFPA also recommends cleaning out the vent pipe at least once a year. With the wonderful spring weather around the corner, pick a day and clean it out as well.

Road Construction and the Radar Trailer:

As the warm season arrives, so does road construction throughout the city. In many of these areas such as the Main Street corridor, traffic routes are re-routed through neighborhoods that aren’t used to the increase in traffic. The Cedar Falls Police Division asks everyone to please be considerate when diving through these areas, by going the speed limit and watching closely for pedestrians and children playing.

The Cedar Falls Police Division radar trailer can be requested for your neighborhood to help reduce the amount of motorists exceeding the speed limit on your street. The goal is to increase speed awareness and traffic safety. The radar trailer is moved around throughout Cedar Falls streets in response to citizen requests, especially in the detoured areas of high traffic. If you would like to have the radar trailer on your street please call (319) 273-8612. Please specify what block number you think the trailer would provide the greatest benefit to your neighborhood.

CF1Stop: An Easy Way to Access Property Information

CF1Stop.com is a useful tool for homeowners and contractors alike.

The City of Cedar Falls has a web portal called CF1Stop which allows users to track all permits and licenses related to their properties. In addition, the site allows users to submit concerns to our code enforcement officer to observe.

There are multiple user levels in the system.

Without an account, citizens can search for permit activity on all properties within city limits. By using the search bar citizens can look for permits and licenses. These searches will show issuance dates, applicant name, and status.

A registered user can view both the general search information as well as detailed information for all addresses where they are linked. If the homeowner logs into CF1Stop.com, they can see all permits that have been issued to the property, even before their ownership. Any permits issued after 2017 will have in-depth information about occupancy and inspections. Also, all documents related to the permits will be accessible to the property owner. In addition to being able to search for information, a registered user can utilize CF1Stop.com to apply for permits and licenses, schedule inspections, and upload additional documents as needed. Finally, a registered user could also view any Code Enforcement violations open for their property or the status of a violation they report.

Grass & Prairie Plantings

It’s time once again to remind our citizens of necessary care regarding grass and other plantings within your yard and public right-of-way adjacent to your property.

City Ordinance Section 17-246 states grass, weeds, and volunteer growth must be kept at a height of 8" or less. However, there are a few exceptions to the 8" rule. Prairie plantings are allowed as long as they are planted per our ordinances and do not create a nuisance. If you are interested in having prairie grass, a rain garden, or butterfly garden please be sure to follow these guidelines:

1. Prairie Grass species must be recognized and identified by a governmental agency. If you are interested in planting prairie grass you will need to submit your seed list, location of the plantings, and a maintenance plan to the Public Works Department. This is not required for plantings within a smaller designated bed on your property.

2. Plantings other than turf grass must be kept 18" from any adjacent street, curb, public sidewalk, or alleyway. They also must not obstruct visibility for pedestrians or vehicles.

3. Any plantings in the public right-of-way cannot exceed a height of 24" from the top of curb.

4. There may be other considerations at the City’s discretion.

5. The prairie plantings must be properly maintained. We hope these guidelines help you understand the ordinances for grass and prairie plantings. If you need additional information, please call Code Enforcement at 319-268-5186, or the Public Works Department at 319-273-8629.

Residential Electronics and Hazardous Materials Drop-off Event

Spring Event: Hosted by City of Waterloo on May 11, 2024 (9 am–1 pm) at the Waterloo Waste Water Treatment Plant (3505 Easton Avenue). Twice per year, the Black Hawk County Solid Waste Management Commission co-sponsors drop-off events for household toxic materials and electronics. BOTH events are open to ALL Black Hawk County residents to get rid of approved items from their homes and garages (some fees may apply). Business waste will NOT be accepted at this event. This event is staffed by community volunteers whom will unload your items for you. All event expenses are paid for by the Black Hawk County Solid Waste Management Commission.

Registration is required for this event to reduce wait time and reduce vehicle idling during the event. Registration is anticipated to open April 12th and close at 3:00 on May 10th. To register and for additional details visit WasteTrac.org.

Residents interested in participating should visit WasteTrac.org/springdrop-off-event to register for the event and view the list of accepted items, or call the Waste Trac Education Office (319-266-8722) by May 8.

Volunteers needed to make Collection Event a Success

Approximately 50 volunteers (age 16+) are needed from 8:00 am–1:00 pm to make these community events possible! Volunteers assist with unloading items, directing traffic, surveying participants, and making this event run as efficiently as possible.

Land Use Permits for Sheds, Fences, Decks, and Swimming Pools

Summer is just around the corner. Did you know you need a Land Use Permit to build or install a shed, fence, deck, or swimming pool? Even if you have been advised that you don’t need a Building Permit, you will almost always need a Land Use Permit. Obtaining a Land Use Permit ensures your investment meets local zoning codes, and can help you avoid conflicts with underground utilities, changes to storm water drainage patterns that may cause flooding, and disputes with neighbors.

When you or your contractor apply for a permit, you provide a drawing showing where a new shed, fence, deck, or swimming pool is proposed related to your lot lines, house, and other improvements. The Planning Division reviews this based on your zoning district and works to identify any easements to be avoided. We can help you identify easements on file for the property.

There are generally two types of easements: utility easements and storm water drainage easements. Structures or improvements like a shed, pool, or deck are not allowed within a utility easement. In some circumstances a fence may be allowed if it doesn’t interfere with the underground utilities; but you do so at your own risk. If the City or CFU must work in an easement, any improvements in this reserved space are subject to removal and replacement at your expense.

What is a drainage easement? A drainage easement indicates the location of a drainage swale or ditch, which may seem like just a low spot in your lawn. When it rains, water will flow to this low area and drains toward a storm sewer or storm water detention basin to help control flooding. Development of any kind is prohibited within a drainage easement because it can block or change the flow of water during a rainstorm, causing damage to your property or your neighbor’s property. Any small improvements like a raised garden, shed or fence can have a significant impact. Keep in mind that if you have placed any improvements in a drainage easement, you may be responsible for any damage caused.

In addition to obtaining a Land Use Permit, the improvement you are planning may require a Building Permit. Please check with the City’s Inspection Services Division at (319) 268-5161 to see what permits are needed. Last, but not least, you should always remember to call “Iowa One Call” (dial 811) before you do any digging, so any underground utilities can be marked and avoided.

The Cedar Falls Transfer Station accepts stereos, VCR and DVD players, vacuums, fax machines, home phones, video game systems, handheld electronics, record players, hair dryers, curling iron, countertop appliances, lamps, treadmills, space heaters, holiday lights, cable/ satellite equipment, fans, cables and many other items with a cord to recycle at no cost. Even Computers and Console televisions are accepted for $7.50 each. Call 319-273-8629 with questions.

Street Maintenance

Spring is the time to focus on cleaning and patching streets after the wear from snow plowing and freeze thaw cycles of winter. Potholes develop from moisture penetration that freezes and causes the street to deteriorate. Loose material along with residual fall tree debris leave an unsightly mess once the snow melts. Street maintenance staff begin as early as weather permits to begin cleaning and repair of city streets.

Pothole Repair

Pothole repair with hot mix asphalt usually begins in May when the local plant opens for operation. Hot mix patching is typically applied on deeper repairs and larger patches. Another permanent type of repair method that is utilized, and can be performed when hot mix is not available, is injection patching. This permanent repair method uses asphalt emulsion and aggregate to inject into potholes. Injection patching can be used on all types of street failures and works well on shallow deteriorations where hot mix asphalt does not adhere. Both methods are SUDAS approved and are commonly used by state, county, and city jurisdictions.

Street Sweeping

Street sweeping is an important part of Public Works Operations. Not only for aesthetic purposes but also for environmental reasons. After the winter season the city deploys two street sweepers to collect road debris from the streets. These sweepers operate at a slow speed and are equipped with a watering system to reduce dust and to aid in the collection of smaller debris. This process is critical as it reduces debris from entering storm sewers that lead to streams and rivers.

The Public Works Department’s goal is to sweep all city streets at least four times a year. Typically, one round of sweeping requires just over a month to complete. Street crews begin operations as soon as the threat of snow is gone, finishing in late November or early December, depending on weather conditions.

Spring Yard Waste Disposal Options

Yard Waste Drop-Off & Compost Facility

Located on the 300 block of East Main Street

This facility is for use by Cedar Falls residents only. Residents may be asked for proof of residency such as a driver’s license or vehicle registration. The facility is open daily (weather permitting) from dawn to dusk.

Permissible disposal includes brush, logs, leaves, garden waste, and grass clippings. Please, no dimensional lumber, landscape timbers, demolition material, garbage, or plastic containers.

Quality wood mulch and compost is available to residents free of charge during normal operating hours. Residents are required to “load their own” so be sure to bring shovels.

Transfer Station

The Transfer Station accepts yard waste daily during normal operations ($29.50/ton). Mondays are reserved for yard waste only. As an alternative, residents are encouraged to utilize the Seasonal Compost Facility for yard waste disposal needs.

Monday-Friday from 7 am–5 pm

Last load taken at 4:45 pm

Saturday 8 am–3 pm

Last load taken at 2:45 pm

Remember, according to city and county ordinance, all loads must be covered or secured.

Spring Curbside Yard Waste Collection Options

Yard waste carts will be emptied in April on Mondays at a reduced cost of $5/dump.

Remember to place your yard waste cart at the curb by 7 am and remove the cart from the curb no later than 8 pm the day of collection to avoid unwanted service.

Do not overload carts; the weight limit is 250 pounds. Please do not deposit dirt, sod, or ashes in the yard waste carts. Please place carts at least three feet away from other objects.

July–September yard waste is collected every other week: July 1, 15, 29; August 12, 26; September 9 and 23. Due to holidays, no yard waste collected on May 27 or September 2.

Extra Garbage

One extra refuse bag is allowed per household. The bag must have an approved pink Cedar Falls Bag Tag attached. Place the bag with the tag attached on top of your garbage cart so the driver can see it. Bag Tags can be purchased for $1.25 each at the following locations:

• Transfer Station and Recycling Center, 1524 State Street

• Fareway Grocery, 4500 S. Main Street

• Hy-Vee, 6301 University Avenue

The charge for bulk items is $10 per stop, for 10 items or less. For over 10 items, the charge is $20 per stop, for up to 20 items. The Cedar Falls Community Foundation (CFCF) is delighted to introduce its latest addition to the Board of Directors, Kim Manning. Manning brings with her a wealth of experience, having recently retired from her position as Executive Director of the Cedar Falls Tourism and Visitors Bureau. The Cedar Falls Community Foundation is excited to announce the launch of its newly redesigned website, accompanied by a refreshed logo and tagline. This initiative reflects the Foundation’s commitment to serve the community better and enhance user experience.

Hearst Center for the Arts Master Plan

The Hearst Master Plan is available for view on www.thehearst.com.

On October 24, the Hearst hosted a public open house to unveil a proposed facility Master Plan. At that event, City staff and OPN Architects were on hand to show visuals of their approach to research and narrow down site plans, interior layouts, and exterior concepts to update the 1989 facility. Plans include an increase in art education space, ceramics lab, performance space, art storage, gallery display, and staff workspace.

Additionally, the Master Plan addresses updating critical infrastructure such as restrooms, elevator, electrical and plumbing, roof, and parking lot. From the start of this project, City staff and stakeholders such as the Cedar Falls Art & Culture Board and Friends of the Hearst have prioritized keeping the Hearst Center at its original location on Seerley Boulevard, preserving the natural beauty of the gardens behind the facility, and improving the operations of the Hearst through increased space for programs.

The next important step in this project is to use information provided in the Master Plan to conduct a Fundraising Feasibility study to ascertain avenues of financial support for the construction of an updated Hearst Center.

A First for The Hearst! BIG IDEAS: tiny art Competition & Exhibition Opens March 1

The Hearst is thrilled to announce “BIG IDEAS: tiny art”, an opportunity for Cedar Valley locals to create new, fresh, and fun artwork for the public this spring and summer. There are no entry fees, but submissions must adhere to specific, tiny size requirements. Artists can pick up a free official tiny art container at the Hearst Center to guide their submissions. The competition challenges creators to produce tiny fine art in a traditional medium, such as drawing, painting, or sculpture. The culmination of this competition will be an exhibition where the public can vote for their favorite pieces. Two Best-In-Show awards will be given— one based on popular vote and the other selected by a jury of local art experts. The popular vote begins at the opening reception on May 30th, featuring refreshments, activities, and magnifying glasses for detailed viewing. Thanks to support from Arts Midwest and Friends of the Hearst, free artist workshops will be offered this spring to help inspire you. CONSTRUCTION UPDATES

North Cedar Heights Area Reconstruction Project—Phase 1A & 2

The phased work of the North Cedar Heights Area began in July of 2023, with a small community of houses located atop the Cedar River’s bluffs next to Hartman Bluff State Preserve, north of Grand Boulevard. The goal of this reconstruction effort is to assist with the current challenge of snow removal, trash pickup, sanitary service, storm water control, and even passing oncoming vehicles.

Phased reconstruction of the North Cedar Heights Area—Phase 1A will continue this spring. The City’s contractor, Dave Schmitt Construction, began Phase 1A in early July of 2023. They completed Stage 1 of Phase 1A this winter, including the slope stabilization along the northern edge of West Ridgewood. Stage 2 of Phase 1A will continue this upcoming spring. Stage 2 on W. Ridgewood Drive is being reconstructed, including sanitary sewer, water main, storm sewer, and full depth asphalt with a concrete curb and gutter/edging from Greenwood Avenue to the stage break with a small portion of Greenwood Avenue at the intersection of W. Ridgewood Avenue.

W. Ridgewood Drive Reconstruction Limits

Phase 2 work which will consists of Timber Drive from Greenwood Avenue to Grand Boulevard, E. Ridgewood Avenue to Greenwood Avenue including a portion of Greenwood Avenue, and Woodland Drive and is currently in bid letting stages. Construction will get underway this spring. The reconstruction for Phase 2 will include sanitary sewer, water main, storm sewer, and full depth asphalt, with a concrete curb and gutter/edging.

Urban Prairie Strips

Maintaining turf grass involves frequent mowing, fertilization, and often irrigation. In contrast, native flowers and grasses have deep roots that enhance infiltration and typically do not require irrigation once established. One effective way to manage rainfall runoff from your yard and downspouts is by installing a strip of native plants downslope in your yard. Not only do these native plant strips capture runoff, but they also create diverse habitats that attract pollinators such as butterflies and bees, while enhancing the beauty of your property.

If you are considering converting a portion of your lawn to native flowers and grasses, you can explore resources on designing and installing these gardens at www.iowastormwater.org. It is essential to familiarize yourself with the city’s ordinances regarding prairie grass and wildflowers on private property before planning your gardens. Compliance with setbacks and the selection of suitable species are crucial. Prior to transforming areas of your yard into a native garden, it is advisable to consult with the Public Works Department at (319) 273-8629 to ensure the chosen species are approved for the designated planting locations. This is not required for plantings within a small area in your property.

Orchard Hill Park Renovations

During the summer of 2024, there will be some notable improvements coming to Orchard Hill Park, located off Primrose Drive just behind Orchard Hill Elementary School. These improvements will include a new shelter (already on site), eight new pickleball courts, and a significantly larger parking lot with a wider driveway. These improvements will set Orchard Hill Park as the destination pickleball location in town, while maintaining access to the existing ball field and open grass field to the south and west, respectively. Anticipated work will primary be during the summer, between school years.

CONSTRUCTION UPDATES

2024 Alley Reconstruction Project

The 2024 Alley Reconstruction Project consists of two City alley being reconstructed into a permeable alley and three City alleys are being constructed with new concrete surface. This project is funded by the Storm Water Bonds and Street Construction Fund. The following alleys will be under construction this year—construction begins this spring and will be completed this Fall.

The alley between Washington Street and Main Street (W. 1st Street to W. 2nd Street) as well as the alley between Main Street and State Street (E. 3rd Street to E. 4th Street) will be paved back with an inverted crown to capture the storm water. Reconstruction will include new storm sewer infrastructure with a center intake in the alley to collect the storm water, and give it a direct route to the City’s storm sewer system. The east–west section of alley between Washington Street and Main Street (W. 1st Street to W. 2nd Street towards Main Street) will be paved back with an inverted crown to direct storm sewer to the intake.

The alley between Franklin Street and Clay Street (W. 5th Street to W. 6th Street) will be reconstructed with a concrete surface and an inverted crown to capture storm water on and adjacent to the alley and direct the flow to the roadway into the City’s storm sewer. The inverted crown will help capture storm water and alleviate any water build up in yards or on the alley.

The two remaining alleys, between Bluff Street and Grove Street (E. 11th Street and E. 12th Street), as well as the alley between Clay Street and Washington Street (W. 14th Street to W. 15th Street) will be reconstructed as permeable alleys. The permeable alley system consists of the installation of two concrete edge restraints with a band of permeable pavers down the center of the alley. Below the surface is a rock chamber that will store the storm water the alley captures and percolates into a tile line beneath. The tile line is a direct route for the storm water captured in the alley to the City’s existing storm infrastructure under the adjacent streets.

There are two goals with the 2024 Alley Reconstruction project. The first is to reconstruct alleys requiring frequent maintenance. The second goal is to help the City’s storm water management system with the installation of the permeable alleys.

The permeable alleys consist of a perforated pipe under a clean rock storage chamber. On top of the rock storage chamber is the surface of the alley, which will consist of two, four foot concrete sections, with a four foot permeable paver strip between the concrete sections. The two concrete surface sections are sloped to capture storm water and direct it to the center permeable paver strip. There it filters through the rock before collecting into the subdrain and flowing to the existing storm sewer.

Since 2014, various alleys throughout the City of Cedar Falls have been reconstructed to the permeable alley system to help with the City’s storm water management. This project helps reduce the number of alleys that require frequent maintenance and also improves the City’s overall storm water management.

Main Street Reconstruction Update

Construction is back with an earlier than anticipated start to the 2024 construction season. Beginning approximately one month ahead of the typical construction season, this project saw its first closure take place at the intersection of Main Street and W. 12th Street/Waterloo Road, expanding one block in each direction. This is a full road closure, as the contractor will be removing and replacing the sanitary sewer, water main, storm sewer, sidewalks, and driveway approaches. Of greater significance, this intersection will be reconstructed as a full roundabout, eliminating the traffic signal that stood there previously. Masonry columns and cast stone sign walls will be in the center of the roundabout, similar to other roundabouts across town. As the project progresses, the contractor will also dig up the roadway north of 18th Street, and work north until meeting back up at the 12th and Main Streets intersection.

Other remaining work from the 2023 construction season includes the gateway arch sign at 7th Street, the roundabout landscaping and sidewalks/trails at the Seerley Boulevard intersection, and one remaining segment of the southbound lanes of Main Street, just north of University Avenue. Cedar River Recreational River Area and Riverbank Improvements Project

The City of Cedar Falls contractor, Peterson Contractors Inc. of Reinbeck Iowa, will be continuing this spring with the Cedar River Recreational River Area and Riverbank Improvements Project by focusing on the downtown riverside including installation of the Turtleback Landing.

The overall project includes the construction of seven (7) instream structures, new trail segments, riverbank improvements, and installation of a new river art plaza as part of the upland improvements to project. Construction is being phased between the instream improvements and the upland improvements. Below are the limits of construction for each phase:

Phase I: Gateway Park Instream Improvements—Winter 2023

Phase II: Downtown Instream Improvements—Spring of 2024

Phase III: Upland Improvements—Summer of 2023

Over the past few winter months, crews have completed four (4) of the instream structures on the Gateway Park side and two (2) instream structures on the downtown side. All the structural wave plates have been constructed to varying elevations to allow for use at different water elevations throughout the course. The largest constructed instream structure called Clay Hole, features 3 wave plates in parallel on the downstream side of Gateway Park.

The last phase of the project will be the upland improvements including installing of the new River Art Plaza and other landscaping amenities to the existing Gateway Park on the river left side of the project.

Highway 58 & Ridgeway Reconstruction

The Iowa Departement of Transportation, and their contractor, Peterson Contractors Inc. of Reinbeck, Iowa, will be continue this spring with the Highway 58 & Ridgeway Avenue Reconstruction project by focusing on improvements at the Ridgeway Avenue and Nordic Drive intersections.

Proposed

The overall project includes US 20 ramp interchange improvements, Ridgeway Avenue intersection improvements, Nordic Drive intersection improvements, Highway 58 corridor improvements up to Viking Road, two (2) culvert replacements, trail connections along Ridgeway Avenue, a new signal on the southerly US 20 ramps, and updated underground utilities. Traffic is to be maintained throughout construction with only lane width and turning movement restrictions. Below is the sequence and the limits of construction for each phase:

Phase I: Westside of HWY 58 & US 20 Interchange Improvements (2023)

Phase II: Eastside of HWY 58 & US 20 Interchange Improvements (2023)

Phase III: Eastside of Ridgeway & Highway 58 Intersection Improvements (2024)

Phase VII: Final Completion & HWY 58 work between Ridgeway & Viking (2024-2025)

During the 2023 construction season and into the winter months, crews finished the first half of the project by completing the new Highway 58 and US 20 interchange section of the project. Improvements included new US 20 ramps, reconstruction of Highway 58 south of Ridgeway Avenue, placement of a new box culvert south of Ridgeway Avenue, a new signal south of the US 20, and grading operations along the corridor.

With the upcoming traffic pattern changes between phases, help keep everyone on the road safer. Drive with caution, obey the posted speed limit and other signs in the work area, and be aware that traffic fines for moving violations are at least double in work zones. As in all work zones, you should stay alert, allow ample space between vehicles, and wear seat belts.

West Viking Road Reconstruction

The City of Cedar Falls will be going out to public bid for the West Viking Road Reconstruction project this spring with construction starting in the 2024 summer construction season. This project will be built by the City of Cedar Falls in coordination with Black Hawk County. The overall project is estimated to take 18 months to complete and will include improvements from Union Road to Hudson Road.

Design changes started in January of 2024 for a roundabout intersection at Viking Road and Innovation Drive based on public comments during public meetings and by Council Goal Setting discussions for traffic calming along the corridor. Improvements at the roundabout will feature a single lane roundabout with pedestrian ADA accommodations, truck apron for larger vehicular turning movements, central roundabout landscaping, and underground utility improvements associated with the added roundabout.

The overall project includes the reconstruction of West Viking Road from Union Road to Production Drive, construction of Innovation Drive from the new West Viking Industrial Park to Viking Road, intersection improvements at Hudson Road, a new trail system along the corridor, storm sewer installation, watermain extension to Union Road, Viking Road overlay at Hudson Road, a single lane roundabout at Innovation Drive, and curb & gutter installation on Viking Road from Hudson Road to Production Drive. Below is the expected sequencing and limits of construction for each phase:

Phase I: Innovation Drive Connection & Watermain Extension (2024)

Phase II: Viking Road Improvements from Hudson Road to Production Drive (2024-2025)

Phase III: Viking Road Reconstruction from Production Drive to Innovation Drive including the roundabout intersection improvements at Innovation Drive (2025)

During the spring months, final design will be brought forward for Council review and approval, Right of Way needs will be addressed, and public bidding will take place to select a contractor. Final construction schedules will be addressed and provided once a contractor has been brought on board.

Calling All Artists for the 18th Annual ARTapalooza event!

Are you an artist who is eager to display your work? ARTapalooza features nearly 50 regional artists who display and sell their work at booths set up along the meandering Main Street. This is a juried art show, applications are due by May 1st and you will be notified of your status by June 1st. We are looking for artists that work in the mediums that include but are not limited to, ceramics, paintings, metal sculptures, fiber, jewelry, photography, drawing, printmaking, upcycling, and mixed media, among others.

ADOPT A BLOCK: Help to keep your assigned block free of weeds in the pots, and flower beds. Make sure all flowers throughout are thriving! The schedule for this opportunity is very flexible.

Rosie the Riveter was a name used to encourage women to work during WWII to take the place of the men who were fighting the war. Iowa had 70 businesses that used women to meet production of military needs. Linda Betsinger McCann, author, was able to speak with 35 women who had worked as Rosie’s. Some worked in Iowa and others went to the West Coast.

This exhibition features works by African American artists who have helped to shape the contemporary art conversation in the Bay Area and beyond. Cedar Falls Earth Week: April 22–26, 2024

Organizations, businesses, and citizens are all invited to make a difference through clean-up events, plantings, and education as we work together to keep our community beautiful.

“As a recognized Bird-Friendly Community and member of Tree City, USA, Cedar Falls is home to a wide variety of natural resources. There is so much local pride in helping those resources flourish,” said Amanda Huisman, Communications Specialist for the City of Cedar Falls. “During the past three City Earth Week events, we have seen many area organizations make a major impact by conducting a clean-up activity. We look forward to that number growing even greater this year!”

Cedar Falls Earth Week encourages all businesses, individuals, and neighborhoods to participate by conducting an organized clean-up activity and picking up litter in their areas. The City will be highlighting businesses on social media throughout Earth Week so send photos of your organization’s efforts to amanda.huisman@cedarfalls.com.

Participants can get clean-up gear, including free blue 30-gallon collection bags, at the Public Works Complex (2200 Technology Pkwy), Transfer Station (1524 State St.), City Hall (220 Clay St.), Rec Center (110 E. 13th St.), and Hearst Center for the Arts (304 W. Seerley Blvd.) during normal business hours. Once filled, the blue bags can be brought to the Transfer Station or deposited near the shelter areas at Overman Park, Holmes Park, Clay Street Park, Seerley Park, Valley Park area (near the Cedar Falls Skate Park), Neighbors Park, and Pfeiffer Park for pickup. For other areas please contact Public Works at (319) 273-8629 to arrange a special pickup. Trash must be bagged and secured before collection. Please do not overfill trash bags and always ensure they are tied tightly at the top.

During Earth Week, citizens can also follow Cedar Falls on Facebook @CityCF to hear from the City Horticulturist for eco facts and tips including steps the public can take to benefit the local pollinator population. The City will be broadcasting tree and butterfly milkweed plantings throughout the area which can be viewed via Facebook Live (follow @CityCF on Facebook for information on dates and locations).

“Our City Parks team has been working regularly with citizens, including the Cedar Falls student organization the Monarch Club, to implement more butterfly milkweed gardens around the community,” said Parks Supervisor Brett Morris. “The public can visit these Monarch habitats at the Hearst Center for the Arts, Clay Street Park, Central Park, and the State Street area. Our goal is to continue to increase that number which is also why the City is in the midst of creating its own milkweed nursey near the Community Gardens and we look forward to sharing updates on that project as it flourishes.”

Parking

Enjoy FREE parking from June 1–July 31, 2024, in the 22nd Street West and 22nd Street East-South lots on College Hill while UNI students are on break. Please take advantage of the FREE parking while supporting the College Hill businesses!

Always be mindful of the City’s 48-hour ordinance, which prohibits parking longer than 48 consecutive hours on publicly owned streets or lots. Vehicles in violation of this ordinance are subject to citation and tow at the owner’s expense.

Panthers on Parade

Cedar Falls Tourism, in partnership with the University of Northern Iowa, has launched Panthers on Parade. From May through October 2024, 27 life-size TC mascots will be placed at sponsored locations throughout Cedar Falls and the Cedar Valley.

Local artists were selected by sponsors to give each statue a unique look relating to the business and/or showing off UNI Panther pride. Many assisted in making this project a reality including UNI staff, city staff, local businesses, artists, and contractors. Many mascots will remain on display beyond the initial May-October 2024 event so that residents and visitors will be able to enjoy for years to come.
