This collaboration between Cedar Falls Tourism and the University of Northern Iowa showcases 27 six-foot-tall fiberglass replicas of UNI’s beloved mascot, TC, each uniquely designed by Iowa artists and sponsored by local businesses. This adventure offers a fun way for people of all ages to explore Cedar Falls and the Cedar Valley.

2024 Business & Industry Appreciation Awards & Representative Citizen Award

On Thursday, May 2, the City of Cedar Falls and Cedar Falls Utilities honored local businesses and organizations, as well as the Representative Citizen of the Year, at the Hilton Garden Inn.

This year’s honorees included:

Agape Therapy

Continued Investor Award

Agape Therapy is a private, locally owned Therapy and Wellness clinic. In January of 2024 Agape celebrated its 38th year! They focus on a collaborative three phase model of care. Agape’s individualized services include PT, Hand Therapy, Personal Training and other wellness services. The gentleGYM is one of Agape’s featured developments and is designed for individuals managing chronic pain and multiple health issues. It includes a warm pool, a gym space, assessments, programs and a one-of-a-kind Healing Suite. In August Agape opened up Agape Performance. This building was designed to offer therapeutic fitness and movement classes as well as another area for young athlete and non-athlete development! Agape Therapy wants to continue to serve the Cedar Valley with progressive, effective, compassionate and individualized care!

John Deere Product Engineering Center CFU Energy Innovator Award

The John Deere Product Engineering Center was excited to partner with Cedar Falls Utilities to develop a load reduction strategy (i.e., Curtailment Plan) during times when power production is at peak capacity. This strategy reduces the chance of needing to implement short-term forced outages (rolling blackouts) to local businesses during power shortages. The John Deere Product Engineering Center is proud to support efforts to maintain reliable power to the community many of their employees call home.

Cedar Falls Bicycle & Pedestrian Commission, Cedar Valley Trails & George Wyth State Park Quality of Life Award

The mission of the Bicycle and Pedestrian Commission is to improve the quality of life, general health, safety, and welfare in Cedar Falls through the increased opportunity for safe walking, bicycling, and other active modes as viable means of transportation and physical and recreational activity.

After years of flood damage that resulted in its closure, George Wyth’s Cedar Valley Lakes Trail was revitalized in 2023 thanks, in part, to the fundraising and advocacy efforts of the Cedar Valley Trails Partnership. The organization was able to raise over $105,000 toward repaving the 1.4 mile stretch of this important Cedar Valley Trail, which reopened to the public on September 20, 2023.

North Cedar Neighborhood Association Quality of Life Award

The North Cedar Neighborhood Association appreciates this recognition from Cedar Falls Utilities and the City. Our organization was challenged to raise over $55,000 for the decorative benches, bike racks and 10 streetlamps for the Center Street Enhancement Project. The citizens of Cedar Falls, business supporters and other service organizations all donated to the project. Within a short period, the NCNA was happy to present to the City of Cedar Falls a check for that amount. This was an example of a neighborhood working together with all of Cedar Falls helping to beautify the Center Street corridor. The NCNA board doesn’t get it done without great volunteers.

Holiday Hoopla Committee/Community Main Street Tourism & Entertainment Award

For the last 15 years Santa Claus has made his grand entrance into the Cedar Falls Downtown District and in a different and unique way. The committee affectionately known as the Hoo Herd took on the task that year 15 should be the best yet, and Santa arriving on a giant rocking horse did not disappoint.

George Wyth State Park is located between Waterloo and Cedar Falls and connected by the Cedar Valley Lakes Trail. Flooding of 2016 and 2018 damaged a large section of this trail. With the COVID-19 Relief Recreational Trails Program and donations from the Cedar Valley Trails Partnership and local individuals we were able to complete this project. This trail is also part of the American Discovery Trail and Great American Rail to Trail.

Joyce Coil

Representative Citizen Award

The 2024 recipient of the Representative Citizen award lights up when she speaks about “servant leadership,” what she terms a call to action on behalf of the community. Joyce Coil served on many boards, including Western Home Communities Board, Cedar Falls Historical Society, the Cedar Falls School Board, and is well-known as an activist for education. She states, “I learned early I couldn’t ask people to join me if I was not willing to do the work also.” Cedar Falls is proud to congratulate servant leader Joyce Coil as this year’s Representative Citizen.

Public Safety Heartsaver Course

Cedar Falls Public Safety will offer American Heart Associationsupported Heartsaver First Aid CPR AED (2-year certification, 4 hours). The AHA is science-based CPR guidelines and is the leader in first aid, CPR, and AED training. Cedar Falls Public Safety will conduct this training at 4600 S. Main Street on June 2nd, 2024, from 1-5pm. Price will be $50/person.

The AHA’s Heartsaver First Aid CPR AED course trains participants to provide first aid, CPR, and use an automated external defibrillator (AED) in a safe, timely, and effective manner. Reflects science and education from the American Heart Association Guidelines Update for CPR and Emergency Cardiovascular Care (ECC) Who should take this course?

The AHA’s Heartsaver First Aid CPR AED Course is designed for anyone with little or no medical training who needs a course completion card for their job, regulatory (e.g., OSHA), or other requirements, or anyone who wants to be prepared for an emergency in any setting. It’s a great course for coaches, babysitters, lifeguards, or teachers. What does this course teach?

Patrol Camera Upgrade

Cover Your Cone with Cedar Falls Public Safety

Cedar Falls Public Safety is once again teaming up with 4 Queens Dairy Cream this summer to offer a sweet incentive for families practicing safe bicycle etiquette.

Cedar Falls is home to over 100 miles of hard-surfaced, multi-use trails. Cedar Falls Public Safety Bike Patrol helps monitor the areas to ensure all users have a safe experience. Officers are identified by their bright yellow shirts marked with the words ‘Bike Patrol’ alongside the Cedar Falls badge. During the upcoming months, they will also carry coupons for free small ice cream cones from 4 Queens Dairy Cream in Cedar Falls. The coupons are part of the Cedar Falls Public Safety ‘Cover Your Cone’ campaign and officers will distribute them to kids they see wearing their bike helmets.

“Our goal is always safety so we are excited to continue our partnership with 4 Queens Dairy Cream to offer the community this fun program,” said Cedar Falls Lieutenant Gavin Carman. “It’s just an extra way to positively reinforce the importance of helmet use, which is particularly important for kids so they can continue the habit as they grow.”

Check Your Helmet

For ideal protection, parents should always check to ensure their child’s helmet is properly fitted. To do this, put on the helmet and rock it back and forth to make sure it does not move too much. After that, grab the bottom of your chin strap and, if you can only fit one or two fingers through the strap, you are all set.

Friendly Reminders for Trail Users

As many bikers, walkers, and runners share our trail system throughout the summer, please keep in mind these guidelines:

1. Pay attention to other users by looking ahead and listening behind.

2. Slow down and use a bike bell and announce ahead of passing.

3. Avoid taking up the left half of the trail.

4. Travel at an appropriate speed for the conditions, including slowing at blind corners.

5. Yield courteously without assuming you have the right of way.

In summary, awareness and relative speed are common safety factors. From e-bikes to dog leashes and everything in between, following these guidelines can help ensure everyone has a safe and pleasant experience on our trails.

Public Safety recently went through a complete system upgrade on patrol cameras. After approval by the City Council, a contract was made with Axon. Each patrol vehicle has three cameras, recording continuously, and a license plate reader. This reader will alert the patrol officer of vital information such as Amber Alerts, wanted persons, and stolen vehicles. Additionally, all staff members were issued a body-worn camera. Included in the service agreement with Axon is ongoing upgrades, cloud-based storage, and customer support. These cameras replace our previous model, which was coming up on 10 years of usage.

Patrol Gator

Cedar Falls Public Safety Officers will be out on the Patrol Gator all summer throughout the city and on the trails. As officers are patrolling, they will have water on board to hand out to those that need it. The summer Gator Patrol will also have an EMT with medical response capabilities when needed out on the trails.

The Patrol Gator is a great asset, especially with Cedar Falls’ extensive recreational trail system. Please take the opportunity to stop and interact with our team as you see them out on the trails this summer.

The gator is and will continue to be a great tool for the Cedar Falls Public Safety Department and the community as a whole.

Home to local dining, entertainment, and shopping opportunities, the Cedar Falls Downtown District has a wide variety of parking options to fit your needs including FREE 15-minute, 2-hour, 3-hour, 4-hour, and 24-hour parking. To help serve visitors and residents in the area, parking enforcement hours are 9 a.m.–8 p.m., Monday–Saturday. A reminder that the dedicated 15-minute parking drop off pick up zones are always designated for this purpose only.

Coming Soon! A new Parks Master Plan

The Cedar Falls City Council recently approved funding for an update to the City’s Parks Master Plan. Kickoff of the planning effort is anticipated in October. The public will be invited to provide input for the plan, so stay tuned for updates this Fall! Why do we need a new Parks Master Plan? The current Master Parks Plan was adopted in 1996, so many, if not most, of the goals having been accomplished. As the city continues to grow, new parks and open space are needed to meet the needs and desires of the community. In addition, the physical activities preferences have changed since 1996. Walking and biking remain popular, but new sports such as pickleball have become popular. We will seek feedback from the community on these preferences. Specific guidance is also needed to establish fair and consistent policies and requirements for dedication of land for neighborhood parks in new subdivisions and to establish funding priorities for improvements to existing parks and trails. The City strives to be inclusive of all people who desire to live, work and play in Cedar Falls, so the parks plan needs to reflect those values.

With consultant assistance, the city will develop a comprehensive Parks Master Plan that includes an assessment of all our existing parks, open space and trails and is reflective of the community needs and preferences for future parks and recreation facilities. The consultant will assist with community outreach, conduct research, identify best practices that may be appropriate in Cedar Falls, and include specific recommendations for implementing the plan over time.

We encourage everyone to participate in this planning effort. In addition, if you are part of an organization that advocates for or helps plan for parks, trails, and recreational areas in the community and would like to be a part of this conversation, please email michelle.pezley@cedarfalls.com with your organization name and contact information. Residential Electronics & Hazardous Materials Drop-off Event

Twice per year, the Black Hawk County Solid Waste Management Commission co-sponsors drop-off events for household toxic materials and electronics. BOTH events are open to ALL Black Hawk County residents to get rid of approved items from their homes and garages (some fees may apply). Business waste is NOT accepted at this event.

The Fall drop-off event is on Saturday, September 7, from 9 a.m.–12:30 p.m. at the Cedar Falls Public Works Complex (2200 Technology Parkway). Registration is required to reduce wait time and vehicle idling. Registration is anticipated to open August 2, and close at 3 p.m. on Friday, September 6. Acceptable Items Include:

• Household cleaners, mercury thermometers, LED/fluorescent bulbs (limit of 10 tubes per household), etc.

• Liquid lawn and garden products including fertilizers, herbicides, and pesticides

• Automotive batteries and chemicals such as engine cleaners, brake fluid, waxes, etc.

• Hobby products including stains, varnishes, paint removers, adhesives, etc.

• Propane tanks and other flammables

• Electric items like vacuums, holiday lights, power tools, humidifiers, lamps, etc.

• Flat panel TVs/computer monitors and other audio-visual equipment including stereos, VCR’s, DVD players, game systems and speakers

• Computer equipment including towers, laptops, tablets and other handheld devices. All hard drives will be shredded after the event.

• Each vehicle may bring two Cathode Ray Tube (CRT) containing devices for free; additional CRTs are $5 each (with no limit). Please bring exact cash only. Bills larger than $20 will not be accepted. CRTs are TVs/computer monitors with a big bump in the back.

Not Accepted:

• No more than ten 4 foot or longer florescent light tubes

• Paint

• Laundry detergents, soaps, cosmetics, and medications

• Automotive oils, oil filters, and antifreeze

• Grills, lawn mowers, tires, or non-hazardous waste

• Fire extinguishers, smoke detectors, radioactive materials, asbestos, or ammunition

• Any container larger than 5-gallons (no drums)

• Appliances (including microwaves, dehumidifiers, air conditioners, water heaters, refrigerators, light ballasts, etc.)

• Items from schools, businesses, farms, non-profits, or governmental entities

The previous events served 400 residents resulting in the collection of over 27,000 pounds of electronics for recycling. Collection dates have not been set for 2025.

Volunteers needed to make collection event a success! Approximately 50 volunteers (age 16+) are needed from 8 a.m.–1 p.m. to make these community events possible! Volunteers assist with unloading items, directing traffic, surveying participants, and making this event run as efficiently as possible. Community groups or businesses whom provide five volunteers can be recognized on promotional materials for the event and on the post-event handouts. Did you know that you do not have to wait to dispose of your electronic items? No need for appointments or waiting for a collection date. The Cedar Falls Transfer Station accepts stereos, VCR and DVD players, vacuums, fax machines, home phones, video game systems, handheld electronics, record players, hair dryers, curling iron, countertop devices, lamps, treadmills, space heaters, holiday lights, cable/satellite equipment, fans, cables and many other items with a cord to recycle at no cost. Even computers and console televisions are accepted for $7.50 each. Call 319-273-8629 with questions.

Report Illicit Discharges

Did you know anything that makes it to the street or a storm inlet will likely get into our ponds, streams, and rivers? Since there is no treatment for our stormwater, it is important that only rain water makes it to the street. Common pollutants in our rivers are trash, sediment, nutrients (Phosphorous and Nitrogen in particular), oils, fats, and bacteria.

An illicit discharge is when anyone intentionally, or by accident, discharges anything that is not rain water or ground water in the street, storm sewer inlet, or in a water body. This includes pool water, soil (sediment), trash, soapy water, grass clippings, oils, etc. If you smell something unusual or see any color, oil, or large amounts of foam in a ditch, creek, or being discharged into the street or storm sewer inlet, make sure to report this immediately. If you see a disturbed area without controls to keep the soil from getting to the sidewalk or street, you should report this as well. If you work at a restaurant/kitchen where the grease trap is outside, make sure it is maintained to avoid any fats, oil, or grease to overfill and reach the storm sewer. If you see someone discharging anything to the streets or sewers, or if you observe water that has a different color in a stream, pond or river, please call 319-268-5511 or after hours at 319-273-8668.

Please help our water bodies by picking up or mulching grass clippings and leaves, and by cleaning leaves and grass clippings from the inlet or catch basin downhill from your property. Adding a buffer strip of plants before water leaves your property is a great way to filter excess pesticide and fertilizer. Be a responsible pet owner and pick up their waste and dispose of it in the garbage. Please wash your car in a commercial car wash to avoid any potential for water pollution, as the carwash water goes to the water reclamation plant.

We can all help! Anything that makes it to the street can end up in our streams. Make sure to report possible issues.

Downspouts and Sump Pumps: Where should my water go?

While all the rain we have had so far this year is greatly appreciated after last year’s drought, it can create nuisance issues. Here are some tactics you could implement to reduce problems in your neighborhood:

• Direct all sump pump and downspout outlets towards your front or rear yard rather than your neighbors yard.

• When possible, outlet the sump pump and downspout towards grass or plantings rather than a hard surface to allow the water to absorb into the ground rather than surface draining to the street or sidewalk.

• If available, consider connecting sump pumps to the City Storm sewer system. Contact Engineering at 319-268-5161 for more information.

• Install a rain garden.

• Use a rain barrel to collect the rainwater to use for plant watering.

Reminder that per city ordinance, all sump pump and downspout outlets must be kept a minimum of 10 feet from your property line.

Summer Yard Waste Collection

July through September 2023, yard waste is collected every other week as follows:

Yard waste IS collected on: July 1 , 15, 29; August 12, 26; and September 9, 23

NO yard waste collected on: September 2 (Labor Day)

Yard Waste at the Transfer Station—1524 State Street

Monday–Friday 7 am–5 pm (Last load taken at 4:45 pm)

Saturday 8 am–3 pm (Last load taken at 2:45 pm)

The Cedar Falls Transfer Station accepts yard waste exclusively on Mondays. They also accept yard waste in smaller quantities throughout the rest of the week. There is a charge of $29.50/ton or $0.75/bag. A $7 minimum fee applies for quantities under 400 lbs.

Bulk Item Collection

The charge for bulk item collection service is $10 for up to ten items, or $20 if the number of items exceeds ten. Extra fees apply for recycling of appliances, computers and televisions.

Large item pickup is available for residents with an active Cedar Falls refuse account. Pick up is scheduled on your regular refuse collection day. To schedule a pickup, call the Public Works Department at 319-273-8629 between 7 am and 4 pm, Monday–Friday. Large items should not be placed at the curb any sooner than the evening before the scheduled collection. This service is limited to large items only and not intended to be a service for extra garbage, moving boxes, etc. More information related to bulk item charges can be found under “Public Works” at www.cedarfalls.com. Continued Development Plans for Hearst Center

In February a Hearst Center Master Plan was presented to City Council by OPN Architects. The Plan was developed through work with stakeholders of the Hearst Center, including the Cedar Falls Art & Culture Board, Friends of the Hearst Board, and staff. OPN Architects unveiled an enhanced layout for the facility, aiming to incorporate additional space for performances, educational activities, and exhibitions. This expansion is essential to meet the growing operational demands and to modernize the infrastructure of the current 35-year-old building.

Moving forward, the next phase of planning will involve the Art & Culture Board and the Friends of the Hearst undertaking a Fundraising Feasibility Study. The objective of this study is to assess the viability of various financial avenues to secure approximately $6.9 million required for the implementation of the proposed enhancements outlined in the Hearst Master Plan. All potential sources of funding will be explored, including state and local grants as well as individual contributions.

The feasibility study is expected to span several months, during which a thorough evaluation will be conducted. The aim is to present a finalized study along with recommendations to the City by the end of 2024. Stormwater Rate Increases

FY25 BUDGET

On April 15, the City Council held the formal public hearing on the FY25 budget. Fiscal Year 2025 goes from July 1, 2024 to June 30, 2025. At the hearing, the City Council approved a tax rate of $11.86 which is an increase from the $11.40 tax rate in FY24. The residential rollback (the amount of property taxed) decreased from 54.65% to 46.34% for FY25. Therefore, considering the combination of these factors, residential properties could see an approximate 12% decrease for FY25. However, keep in mind that if your property saw an increase in assessed value, that will cause your taxes to increase. For example, if your property saw a 20% increase in assessed value, you would see an increase in your property taxes of approximately 5.86%.

The rollback on commercial and industrial properties remained the same at 90%, however the first $150,000 is taxed at the same rollback percentage as residential or 46.34%. The tax rate for these properties is the same as residential at $11.86.

Effects on all classes of properties vary based on assessments by the County, and rollback percentages set each year by the State of Iowa.

The stormwater fee was first implemented in FY07. The increase on a residential home will only be 29 cents per month (or $3.48 annually) in this third year. The increase in rates are necessary to fund various projects related to improving our watershed and protecting the water quality as listed on the City’s Capital Improvements Program. These projects may include drainage improvements, watershed assessments, bioretention cells, and permeable alleys.

For the average household (based on 700 cu. ft. of water used), this means on your August bill there will be an increase of $3.21 per month.

CONSTRUCTION UPDATES

City Announces Name for New Cedar River Recreational Area

The City of Cedar Falls is excited to announce the new Cedar River Recreational Area will be named Gateway Water Trail.

The City invited the public to submit names for the area in April 2024. After receiving hundreds of submissions, a final three were chosen by the Cedar River Recreational Naming Committee comprised of representatives from Cedar Falls Tourism, Recreation, Community Development, and Communications.

In a reflection of the town’s history and location, the final entries were Millrace River Park, Gateway Water Trail, and Red Cedar Waterway. The public voted for their favorite of the three selections online from May 10–17, 2024. Gateway Water Trail was crowned the winner after receiving more than 50 percent of the popular vote.

“The public response to this campaign and the pride our community has in the area has been incredibly positive,” said Amanda Huisman, City Communications Specialist. “We thank everyone that took the time to submit ideas and vote for this exciting new chapter in Cedar Falls history and we can’t wait to watch this project come to life.”

About the Cedar River Recreational Project

The Cedar River Recreational Project construction kicked off in 2023, after years of evaluation, planning, and permitting. It presents a transformation for both the City of Cedar Falls and the Cedar River. Located between Main and First Street and adjacent to the Downtown District, this feature unites Peter Melendy Park on the southside of the river with Gateway Park on the northside. This exciting new attraction connects residents and visitors to the city, improves river safety and accessibility, enhances aquatic life, provides a variety of recreational opportunities including kayaking, canoeing, fishing holes for anglers, and paddling, as well as enhances the parks and trails on either side.

Education and historic preservation were also integral to the project as Gateway Park will feature information about the importance of the Cedar River to the expansion of Cedar Falls and the river’s vital role in the ecological and historic development of the watershed. The southside of the river includes the new Turtle Back Landing where water enthusiasts can park their watercraft and explore the area. Cedar River Recreational River Area and Riverbank Improvements Project

The City of Cedar Falls contractor, Peterson Contractors Inc. of Reinbeck Iowa, will be completing construction this summer of the Cedar River Recreational River Area and Riverbank Improvements Project. The project includes the construction of seven instream structures, new trail segments, riverbank improvements, and installation of a new river art plaza as part of the upland improvements to project. Construction is being phased between the instream improvements and the upland improvements. Below are the phase limits of construction:

Phase I: Gateway Park Instream Improvements— Winter 2023/24

Phase II: Downtown Instream Improvements— Spring of 2024

Phase III:

Upland Improvements—Summer of 2024

In the summer of 2024, crews will be focusing on completing upland improvements on both sides of the river. On the downtown side, the remaining improvements will include new park signage, staining of the concrete turtleback shell, placement of the turtle head, and landscaping adjacent to the newly placed features. On the Gateway Park side, crews will be working to build the new river art plaza, associated paving of river trails to the instream features, placement of boulder terracing, installation of benches, and new landscaping to tie the project into the existing park.

All the structural wave plates have been constructed to varying elevations to allow for use at different water elevations throughout the course. The largest constructed instream structure called Clay Hole, features three wave plates in parallel on the downstream side of Gateway Park.

North Cedar Heights Area

Reconstruction Project—Phase 1A & 2

The Phased work of the North Cedar Heights Area began in July of 2023, a small community of houses located atop the Cedar River’s bluffs next to Hartman Bluff State Preserve, north of Grand Boulevard. The goal of this reconstruction effort is to assist with the current challenge of snow removal, trash pickup, sanitary service, stormwater control, and even passing oncoming vehicles.

Phased reconstruction of the North Cedar Heights Area—Phase 1A will be wrapping up this Summer. The City’s Contractor, Dave Schmitt Construction, began Phase 1A in early July of 2023 and have completed Stage 1of Phase 1A this last winter including the slope stabilization along the northern edge of West Ridgewood. Remaining work for Stage 1 will include seeding and sodding and any remaining punchlist work. Stage 2 of Phase 1A is currently ongoing and will continue into the early Summer. Stage 2 on West Ridgewood Drive is being reconstructed, including sanitary sewer, watermain, storm sewer, and full depth asphalt with a concrete curb & gutter/edging from Greenwood Avenue to the stage break with a small portion of Greenwood Ave at the intersection of W. Ridgewood Avenue.

West Viking Road Reconstruction

The City of Cedar Falls has started construction on the West Viking Road Reconstruction project between Union Road and Hudson Road with Peterson Contractors Inc. of Reinbeck, Iowa. The project will include the reconstruction of West Viking Road from Union Road to Production Drive, construction of Innovation Drive from the new West Viking Industrial Park to Viking Road, intersection improvements at Hudson Road, a new trail system along the corridor, storm sewer installation, watermain extension to Union Road, Viking Road overlay at Hudson Road, a single lane roundabout at Innovation Drive, and curb and gutter installation on Viking Road from Hudson Road to Production Drive. Below is the expected sequencing and limits of construction for each phase:

Work in the summer of 2024 will include the first three phases that will conclude by Thanksgiving for winter shutdown with the roadway opened by means of temporary pavement between the existing and newly constructed roadway surfaces. Crews are focused on reconstructing the roadway with placement of new underground utilities on the closed stretch of West Viking Road at where the new Innovation Drive roundabout will be placed towards Production Drive. Simultaneously, crews will be taking material from the roadway reconstruction to start building the new trail segments to the east. Additional work to the east will be completed along the corridor including work at Hudson Road southbound turn bays, a trail extension from Hudson Road westerly, curb with storm sewer along the northern side of Viking Road, and an asphalt overlay adjacent to Hudson Road.

2024 Street Restoration Project

The 2024 construction season is underway and the anticipated restoration of the following road segments: Lone Tree Road (from Ford Road to Hiwatha Road), Greenhill Road (from Hudson Road to Ashworth Drive), Nordic Drive (from its dead end past Westminster Drive), Grand Boulevard (from Timber Drive to Galloway Avenue), Linden Avenue (from Delta Drive to Hudson Road), and Laurel Circle (from Hudson Road to Laurel Circle). The planned restorations involve asphalt overlays (and any milling or sawing as necessary). Of notable importance, the overlay along Greenhill Drive will still allow for bi-directional traffic patterns at all times, utilizing head-tohead traffic to prevent a full road closure, and the mill and overlay along Lone Tree Road is slated to begin after the Labor Day holiday.

Main Street Reconstruction

CONSTRUCTION

UPDATE: Construction continues moving along Main Street. As the construction at the intersection of W. 12th/Waterloo Road is shaping up with the new roundabout and its associated landscaping, the contractor has continued southernly with the underground utility reconstruction while the paving and landscaping contractors keep at it. Once vehicular traffic is restored at this roundabout, a short-term closure at the intersection of State Street at Waterloo Road will take place to tie in the new sanitary sewer. Nearly all remaining work from the 2023 construction season is completed, including the gateway arch feature at 7th Street, with both the southern and northern ends wrapped up. As a reminder, the planned limits of complete reconstruction for this construction season are from 11th Street to 18th Street. The last intersection slated for reconstruction is the 18th Street intersection. This will be reconstructed as a roundabout during the 2025 construction. Major Thoroughfare Plan and Street Connectivity Standards

The City of Cedar Falls is preparing an update to the Major Thoroughfare Plan and proposing street connectivity standards. The plan is outdated and no longer useful, last updated in 1983. The Major Thoroughfare Plan identifies the major street corridors within the city and illustrates how they will be extended in the future. It is an important planning tool when designing new neighborhoods and budgeting for City road projects. These changes will help to ensure that streets are well-planned so traffic can circulate efficiently throughout the community as we grow and so all modes of travel are supported (driving, cycling, and walking).

You might think that this is just a technical document and not something that affects your daily life. However, here are some of the problems that may result if streets are not well-connected:

• Increased travel times within and between neighborhoods;

• Increased traffic congestion on major streets;

• Disconnected routes that make it uncomfortable or even unsafe to walk or bike to neighborhood destinations, such as schools, parks, and shopping areas;

• Increased speeding and driver frustration;

• Increased emergency response times;

• Compromised quality of life for property owners along streets overburdened with traffic;

• Inefficient routing for utilities and services such as refuse pick-up and snow plowing.

It is anticipated that the draft plan will be presented at a Planning and Zoning Commission meeting this summer. The draft plan will be made available at that time for public review and comment with public hearings to follow. Final adoption is anticipated by the end of the year. The Rosenthals: The Show Must Go On! Victorian House Museum, 308 W 3rd Street; Tuesday–Saturday, 10 am–4 pm; Sunday, 1–4 pm Vaudeville! Before radio, TV, YouTube and TikTok, entertainers crisscrossed the United States via railroad and by Model T, bringing music, laughs and sometimes outlandish acts to stages in towns and cities of all sizes Cedar Falls hosted vaudevillians in its theatres, but Cedar Falls was also home to the nationally known Vaudeville couple: Lew and Mabel Rosenthal Lew and Mabel worked under the name of “Rose & Severns” and played venues from coast to coast and into Canada Their home on Grand Blvd was always open to their fellow vaudevillians, whether for a day or two, or longer for those down on their luck Learn about this fascinating couple and their work and life together, in our featured exhibit for 2024

PERSONAL TO POLITICAL: CELEBRATING THE AFRICAN AMERICAN ARTISTS OF PAULSON FONTAINE PRESS

This exhibition features works by African American artists who have helped to shape the contemporary art conversation in the Bay Area and beyond.

The show covers a wide range of prints that include an array of abstract and formal imagery. Narratives that speak to personal experiences and political perspectives are woven throughout.

At the heart of this show is a Berkeley based fine art print studio— Paulson Fontaine Press—who over the past two decades has developed an unparalleled roster of internationally celebrated artists-artists like Martin Puryear, Kerry James Marshall, and the Gee’s Bend Quilters–who characterize the fresh perspectives that are today’s avant-garde.

Personal to Political: Celebrating the African American Artists of Paulson Fontaine Press was organized by Bedford Gallery at the Lesher Center for the Arts, Walnut Creek, CA.

Support for this exhibition and programing is provided by the Iowa Arts Council, which exists within the Iowa Economic Development Authority.

Celebrate art from times past with local artisans showcasing their crafts. Squatters on Red Earth is a one-man touring play that explores the positive relationship that the Amana Colonies have had with the Meskwaki Indigenous people.

Synopsis: The Amana Inspirationists fled religious persecution in their homeland in Germany only to become part of the white settler land grab in the United States. The Inspirationists sought productive land hidden from the rest of the mainstream society in the Iowa River Valley where they encountered the Meskwakis and their long agricultural tradition. The two groups, both agrarian and communal with strong spiritual beliefs, managed to live together peacefully, with a mutual respect for the ecology and sacredness of the land.

Forrest McCurren comes from the heart of the heartland, where the foothills of the Ozarks meet the Big Muddy: The Middle-of-Missouri. Blazing his own trail while stylistically tipping his hat to the songwriting giants of the past, McCurren wields the magic of lyricism to cast a light on the many intricacies of everyday life set against vignettes of Middle America. Tackling topics such as: wise words from waitresses, heartbroken high school football standouts, and tattooed trailer park lovers, McCurren writes songs for good people that got bad grades in school, are drunk on dreams, and still trying to figure out if life is sour or sweet.

Try pottery wheel-throwing outdoors while enjoying the Hearst Center Patio and Sculpture Garden. Each potter is given up to 5 lbs of clay and two hours to work with assistance from our staff. Select your pieces to be fired, which will be trimmed and glazed by staff and available for pickup later in the summer. Experience with wheel-throwing is recommended, but not required. Indoor Park is a drop-in program where parents of preschool age children can bring their children to the Rec Center Gym where toys and play equipment will be available to the children providing a safe controlled climate park environment during the winter months

Age: Parents and preschool age children only We do not allow older siblings in the gymnasium during indoor park Children 9 months and older will be required to pay the admission fees

DOGGIE DIP

At The Falls Aquatic Center, tentatively scheduled for August 19 from 6–8 pm

Any licensed dog who wants to swim may bring 1–3 owners with them to the pool Admission is $5 per dog (includes one adult owner); additional owners are $5 each Season swim passes will not be honored All those entering the pool area should be prepared to get wet!

2024 Sidewalk Assessment Project

The Sidewalk Assessment Project is a yearly project administered by the Engineering Division, where public sidewalks are inspected for deficiencies on a ten-year cycle. The City is divided into ten zones and one zone is inspected each year. By City Ordinance Section 19-183, abutting property owners are required to reconstruct all broken or defective sidewalks when notice is given from the City of Cedar Falls.

Each zone is inspected a year before the project is bid and constructed to have time for the homeowners to replace their out of compliance panels themselves. Letters are sent to notify homeowners that they are a part of the project in early fall and are given until the end of June the following year to complete the corrections. The City also follows up with a second notice sent in April. This notice is a fillable form the property owner returns to the City, selecting whether they would like to replace the deficient sidewalk panel themselves or have the City add it to the Sidewalk Assessment Project.

After the June deadline, the Engineering Division finalizes the Sidewalk Assessment Plans and Specifications for that year’s project and places the project out for bid. The City awards the contract to the lowest bidder and construction begins. Once construction is complete, the breakdown of expenditures is created dividing the cost of the project out to the respective properties and sent through City Council. After the breakdown of expenditures is approved, the bills are sent out to respective properties and owners have 30 days to pay at City Hall. If you do not pay within the 30 days, bills are sent to the county to be placed on your taxes. At this time bills are handled by Black Hawk County. This process is then repeated yearly for each zone.

The 2024 Sidewalk Assessment Project has roughly 417 properties as part of the project. The contractor awarded the contract is JQ Construction out of Washburn, Iowa. Construction should begin around the middle of July and be completed within 60 working days. Once the project is complete, the Engineering Division will close out the project with the contractor and create a breakdown of expenditures. The assessment for each property will be mailed out to respective property owners around the first of the new year. The figures show how sidewalks are evaluated when inspected.

CONSUMER FIREWORKS WITHIN CEDAR FALLS

In 2022, the City Council passed the new ordinance allowing fireworks on July 4th every year, along with specifically selected days by the City Council each year. For 2024, consumer fireworks ARE PERMITTED within the city limits ONLY on July 4 from 9 am–11 pm and July 5 & 6 from 9 am–10 pm The sale of consumer fireworks continues to be allowed within the City of Cedar Falls per state law. All retail sales locations require a license from the State Fire Marshal before selling fireworks. Fireworks are not allowed to be used on City property without special permission.

FIREWORKS SAFETY

Staying safe and following simple safety tips can help you and your family enjoy the holiday season. Please be safe and courteous with fireworks:

• Obey the laws and regulations for the use of fireworks.

• Read and understand the safety labels on your fireworks before you light.

• Children should only use fireworks with direct and responsible adult supervision. Children ages 5–9 have the highest risk for injuries from fireworks.

• Do not drink alcohol and use fireworks!

• Wear safety glasses and ear protection when shooting fireworks.

• Always have a hose and a bucket of water with you.

• Dispose of fireworks in a bucket of water and not in your neighbor’s yard.

• Only use fireworks outside in a clear area, at least 20 feet from vehicles and buildings.

• If the firework does not fire, do not relight. Wait 20 minutes and then soak it in water.

• Do not experiment with homemade fireworks. Do not alter fireworks.

• Do not carry fireworks in pockets or clothing, and do not shoot fireworks toward anyone.

• Do not bring pets to a fireworks display.

• If you have pets, put them inside the house when fireworks are going off.
