“I THINK that the Greens policy objectives and Labor policy objectives are not too far apart,” Greens leader Meredith Hunter has admitted in an exclusive interview with “CityNews”. She is the first Greens leader to confirm this policy coziness on the record. While it was always suspected, it has never been publicly admitted, especially not during the October election campaign that saw four Greens take the balance of power in the ACT Assembly, largely at the expense of the Labor Party. “That assists, in a way, because you can have discussion and reach some good outcomes,” she said. Hunter was reflecting on her rookie team’s first six months in the new Assembly. “A lot has been achieved from the initial euphoria of having four MLAs elected to getting down to the

hard yakka of supporting a government, to getting to what I believe is a good parliamentary agreement, and then settling into the Assembly,” Hunter said. “We are the third party now. Suddenly, this is an Assembly where negotiations have to go on.” And what of the Greens partnership with Labor? “Now, I am going to pull you up there; we are not in a partnership, it’s actually called ‘contract parliamentarianism’,” she said. “At the moment, we feel that that relationship is going along quite well. We had our first four-month review and we were able to see that real progress had been made against the agreement… but yes there is still some argy-bargy that will happen and you will see it in the Assembly and you’ll see it when we vote a different way – when we vote with the Liberals on a different amendment or whatever, but generally speaking at

this point, you know, it’s going quite well. “We have an agreement with the Labor Party which forms part of our relationship, but I don’t know how the Labor Party feels when we vote with the others, you’d have to ask them that. There have been a number of occasions in the last six months where it [the Greens-Labor agreement] hasn’t stopped Labor from going out and slamming us. Does that mean that there is a dummy spit and we go: ‘Well that’s it! It’s all over! Hand the keys over, it’s done!’ No. You have got to be a little bit tougher than that. “What has developed is a good working relationship with many ministers. It would, however, be fair to say that there are people (ministers) that are more enthusiastic than others (when dealing with the Greens).” “CityNews” asked her to name names, but she politely declined.

FOSTER kids in Canberra will now be able to cook, garden and participate in everyday activities on supervised visits with their parents, thanks to ACT Housing, Galilee and Bunnings. Judy Gleeson, from care agency Galilee, told “CityNews” that to date, it’s been difficult for children in out-of-home care (foster care) to interact normally with their families on scheduled visits. However, ACT Housing has just fulfilled a Galilee request for a Woden house, rent-free, for its children/parent-scheduled meetings. Bunnings has donated $3000 in materials, plus staff time, to help outfit the house and get it ready for family time. “We’re sourcing some kids’ recipe books, so the children will be able to cook with their parents,

Family Law Matters

Child Support Child support is a complex matter often causing anxiety and upset for those involved. Last year’s major changes to the Child Support Scheme affect everyone paying or receiving child support. How is child support administered? Separated and/or divorced parents in agreement can make their own arrangements about child support. Otherwise, the Child Support Agency administers the matter to ensure that parties meet their legal obligations to support their children. How does the Agency calculate child support? It does so by using the ‘child support formula’, taking into account such things as established costs of raising children, parents’ incomes and the proportion of care provided by each parent. The Agency sends an ‘assessment’ to parents advising the amount to be paid. The formula is detailed on the Child Support Agency website. What else should I know? Parents can agree to enter into a Child Support Agreement and two types exist—‘Limited’ and ‘Binding’. A Limited Agreement has a finite life span and deals with periodic payments which are equal to, or greater than, the amount calculated using the child support formula. A Binding Agreement can deal with other arrangements, including periodic payments of a lesser value than as assessed and lump sum payments which may suit parents wishing to offset ongoing support against the transfer of assets pursuant to a property settlement. A Binding Agreement can only be entered into after each parent’s lawyer certifies that independent legal advice about the agreement has been given. WHEN Adelaide educator Valerie Volk lost her husband Noel to multiple myeloma (cancer of the blood) in late 2008, she had already begun writing the poetry that would help her cope with the loss. Valerie was in Canberra recently as part of a trip around the country to launch her collection of poetry in major cities, at a book signing at Paperchain, Manuka. “In Due Season: Poems of Love and Loss” is a collection of moving poetry that demonstrates the strong emotions, from anger to grief, Valerie felt over the nine months of her husband’s illness. The road to publication began when Valerie was approached by a literary magazine interested in publishing an early poem written soon

after her husband’s diagnosis, “Tenebrae (for Maundy Thursday)”. “I was quite uneasy about the thought,” Valerie told “CityNews”. “I showed Noel, who checked it over and made some suggestions – he was a very astute critic – and said ‘go for it’.” After her husband’s death, Valerie was again approached to publish the collection, with a view to providing a resource for grief and loss organisations. Psychologists and grief counsellors are now using the book to help their clients cope with their emotions following significant losses. “I also discovered, as time went on, that I was trying to keep Noel alive in the words of the book, so it’s been very helpful to me personally.”

Sloth, tedium; the early retiree

HAVE you noticed those poor darlings on television, their beards flecked with grey, complaining that their plans to retire on their Super at 60 have had to be abandoned? Heart-breaking, isn’t it. Like hell it is. They are representatives of a breed that is becoming ever more common in the Australian polity – the premature retiree. I meet them all the time, either at Canberra dinner parties or our Tuross hideaway. They are a blot on the national escutcheon. And save, perhaps, for the three-toed South American sloth, they are the most boring creatures on earth. There are, of course, some honourable exceptions – those who have thrown themselves into charitable works to give a little back to society, for example – but those who simply vegetate are a waste of space. They have no conversation, no mission, no mental vim. They have prematurely folded their intellectual tents and faded away. They confirm a notion that I have harboured for some time now: that despite the nutritionists’ assertions that “we are what we eat” the truth is that “we are what we do”. Our vocations define us more than almost any other factor, including national-

As Treasury bureaucrats beaver away trying desperately to fashion a big increase in the pension for this year’s Budget, the more percipient among them will surely know that retirement in its present form is a concept that has come… and gone. It’s time for it to be retired. It began as a political confidence trick in Germany in the late 1800s when the Iron Chancellor, Otto von Bismark introduced an age pension to combat the agitations of the local Socialist Party. Otto had done his homework and set the retirement age at 65

in the knowledge that the average German worker would never make it that far. In Australia, the Commonwealth Government set up a scheme in 1908 with a 65-year retirement age for men and 60 for women – an odd differentiation when women live so much longer. Then, from the 1970s with indexation, it grew like Topsy until today it threatens to put a big hole in the Budget at a time when the Keating alternative – superannuation – has been crippled by the global financial meltdown. But the essential change since Otto ruled is that employment has been utterly transformed. The days of the industrial worker tied to his lathe for 40 years has been replaced by a world in which our capacity for change and development within our chosen fields is limited only by our imaginations… and the social forces created by governments to encourage us all to get the most out of life. That’s what the Treasury chaps – and our political representatives – should be inventing right now. IT’S been just over a year since Canberra’s hip, new wine bar Parlour opened in the redeveloped New Acton precinct. At the time its owner, Bria Sydney, was nearly five months’ pregnant. The feisty and visionary bar owner, who also owns the fashionable Knightsbridge Penthouse in Braddon, says it was tough, but all worth it. “I was born to be a mum, I think,” says Bria as “CityNews” photographer Silas Brown and I make funny faces in an attempt to get young Toby, now just over six months old, to smile for our camera. Bria is just turning 27 and is one of Canberra’s youngest success stories in the notoriously harsh hospitality game. She opened her Knightsbridge Penthouse bar in 2004. “I started working in cafes in Canberra when I was young – just for money and then when I travelled overseas after study to London, it’s just what you did – work in pubs and stuff like that,” says Bria. “I was working at Trinity Bar in Dickson and I was offered to manage another venue they had called Mortis (now Knightsbridge Penthouse) and I ended up buying it! “I guess working in bars just came naturally to me. I like dealing with people. I think my passion for it just came from working in it for so long – that and I love mixing drinks!” Bria and partner in life and business Ben certainly are a young couple on the go. With the success of Parlour, as well as Braddon, one would have thought they

we have had a baby-sitter, sometimes the grandparents – God bless ‘em! – and that’s been hard because I really hate being away from him. “Toby is easy – at the moment! But I don’t think that motherhood is supposed to be easy. “I couldn’t have done any of this – Parlour or Toby – without Benny,” she says. And what about the future – more bars and babies? “Bars I am not so sure about – we’ll have to wait and see – babies, definitely,” she says with a grin.

Gallagher goes shopping for Calvary HOW refreshing to see lateral solutions to longterm hospital problems from Health Minister Katy Gallagher. It is far better for the ACT Government to buy Calvary than to build a new hospital and let the current Calvary whither. This decision is not about whether or not the Little Company of Mary’s Calvary Public Hospital is delivering good hospital care – it has an excellent reputation. It is not about whether or not Calvary Health Care provides better management than the ACT Government – the ACT owns the Hospice, but it is managed by Calvary. Ownership provides much stronger controls and the opportunity for better co-ordination between hospitals. The Health Minister is exploring an option that requires a long, long-term view of what

is needed in hospital care as part the $1 billion health commitment over 10 years. The ACT is going to need substantial investment in hospital care over the next decade. There are issues of ageing, population growth and new technology that provide an imperative for investment in public hospitals. Even more dramatic is the growth in lifestyle diseases: Obesity provides a huge challenge, cancer and a range of other infirmities. Although it is important to invest substantially in preventing the increase in these diseases, governments cannot bury their heads about the growing need for a parallel investment

in more hospital beds and infrastructure. If the Government builds a new hospital, the current Calvary will simply become a huge white elephant. This does not suit the Government, the owners of Calvary Hospital or the community. Investment in capital infrastructure in a non-government owned facility is invariably problematic. In the past, the ACT Auditor-General has been critical of government investment in non-government assets because of the risk of lack of transparency. Additionally, although Calvary should be able to retain its private hospital, there should be a

transition period that would allow the Government-owned hospital to take over the private floors as public-hospital needs expand. This may mean negotiating land nearby for a new Calvary private hospital. Perhaps the Clare Holland House Hospice could be traded as part of the negotiations to reduce the investment for the ACT. This decision is not about who manages the ACT hospitals. It is about who owns and controls public infrastructure in the most effective way and, at the very least, this process indicates that some long-term thinking is taking place.

AS a new resident, I am disappointed the new airport terminal will not be an integrated transport hub and have an underground railway station for a future high-speed rail link between Sydney and Melbourne. More than any other location this city is the solution to the eternal second Sydney Airport dilemma – and that’s not simply because I was living there directly under the flight path. But a fast train arcing underground through the city via Civic, the Parliamentary Triangle and Woden would also

make Canberra a strong commuting option and a great way to ease Sydney’s sprawl while boosting the local population. It’s certainly staggering the Sydney train currently takes just under 90 minutes longer than the road journey and there isn’t a 6pm Friday express or a 6pm Sunday return. It will matter not one bit if you have an indoor taxi rank (or one on the roof) the real issue is the availability and reliability of the Canberra taxi system. It is the most unreliable and expensive system in Australia and until Aerial Consolidated Transport gets its act together and gets rid of the automated booking system and gets taxis on the road 24/7, there will be no point upgrading the taxi facilities at Canberra airport. Enjoying winter Fuel

By Helen Musa HE was Italian-American; she is JewishAmerican – and you’re dead right, Frank Sinatra and Barbra Streisand never performed on stage together, though they did tape a duet of “I’ve Got A Crush On You” in separate sessions. Now two energetic Las Vegas performers are recreating “The Concert that Never Was,” a meeting of the two musical superstars. We’ll get to see it on May 9 in a sophisticated mix of theatre and song. Sharon Owens and Sebastian Anzoldi were in Sydney for a brief tour in March last year. In a three-way phone hook up to Las Vegas, they both tell me the idea for the show was originally dreamed up by a Hollywood producer who bailed out, leaving the pair to write, produce and direct the whole thing. They’d met when they competed five years ago on a TV show, and when I talk to them, they’ve been performing six nights a week at the Riviera Hotel in Las Vegas. “We bring the two characters together in theatre, in dialogue… it’s conjecture rather than real, and some of it’s quite funny,” Owens tells me. As to the people they play: “I don’t think Sinatra cared much for Streisand,” Owens says, and also, apart from Streisand’s natural competitiveness, they belonged to two separate generations. They say it’s a pretty loose script, though it started out as heavily scripted. Over the years, they feel that they have earned the right to take liberties and

Show that never was, really is they do. Impersonation was easy enough for Owens, an experienced actress, but Anzoldi, a musician from a very young age with no background in musical theatre, caught on quickly. As for the music, she gets to sing “People”, “Evergreen” and “Woman in Love”, while he swings in with “I’ve Got The World On A String”, “Come Fly With Me”, “Fly Me To The Moon” and, his signature, “My Way.”

Probably their favourite bit in the show is where Sinatra croons “It Was A Very Good Year” while Streisand sings “The Way We Were”. And, yes, there is the inevitable tribute to Sinatra, who very nearly – but not quite – gets the last word. “The Concert That Never Was”, Vikings Club, Erindale, May 9.

ALTHOUGH it’s not officially winter, I’ve had my first hearty winter meal and it was soul satisfying. We decided to try Fuel in Manuka, having heard around the traps it was good. It was a cold night and I was pleased the staff were pro-active and recommended a dish on the specials board – braised and then ever-so-slowly cooked beef cheeks, so tender you could cut them with a fork ($27.90). The board promised they would come with “kipfler crush”, green beans and sweet onion jus. I was crushed there were no beans and just regular kipflers and wondered why the restaurant didn’t adjust the description on the blackboard. However, I got over it with the first bite and enjoyed the meal fully. My friend also wanted a dish to take away the chills and settled on the eye fillet. It was super tender and served with pecorino (sheep’s milk cheese), sweet potato mash, garlic and a red wine glaze ($28.50) – a decent size and well presented on the plate. Fuel used to be called The Tryst and, in honour of its predecessor there is a Caesar salad by the same name on the entrées list. But it was the mains we found attractive and we both agreed the house-smoked lamb rump and Tuscan braisedlamb shank looked inviting The wine list is not extensive, but

By Wendy Johnson attractive. The whites were all above $30, which I thought was a bit rich for some of the offerings, but good value for others (corkage if you BYO is $9.90 per bottle, by the way). The Wirra Wirra we ordered was out of stock, but the staff immediately offered another option from the same winery. Indeed, the service was good overall. And, for those with a sweet tooth, the espresso tiramisu on the specials board would no doubt hit the spot. Fuel has a good location in Manuka, on what is known as the “Lawns”. The outdoor dining area enjoys sun for most of the day and at night Fuel is fired up with some heavy-duty heaters that make it more than comfortable to eat outdoors. The décor is edgy and has retained the Tryst’s funky wrought iron sculptural elements. The table to the immediate right as you walk in has magazines available and is a comfy place to relax if you just want a coffee. Fuel, Bougainville Street, Manuka. Call 6239 4422. Musketeers to the rescue THIS Australianised version of the old Dumas adventure scripted by Lachlan Ruffy, retains the romance and the swashbuckling while adding a bit of corny humour and some slick Oz repartee. Backed by a bit of Verdi, Abba, Elvis and some Benny Hill, it proved fascinating to the crowd of under-sevens that it aimed to please. Director Jordan Best has taken on the complex task of training young actors with mixed experience, incorporating several adults into the cast, then leading them into a full musical production. Given the stereotypic nature of the roles, they created a credible entertainment despite some awkward moments. Musical director Carl Rafferty seated onstage at the piano, was a pivotal star of the show, injecting humour, drama and tenderness with his stylish playing, which seemed to inspire the

Unfortunately, the same enthusiasm could not be seen in the dancing, with lacklustre choreography, stilted gestures and moves ill designed for a cast that appeared to have little background in dance. This very nearly ruined the effectiveness of the acting and singing. But the Musketeers saved the day, pleasing the hand-clapping crowd of youngsters with a lively musical conclusion.

Farce at a nifty pace “L’Emmerdeur” (M) THE English title of Francis Veber’s twicebefore filmed ensemble piece is “A Pain In The Ass” (the Yank spelling, which shows how much they know). Derived from merde, “emmerdeur” is listed in neither my bi-lingual French dictionary nor “Nouveau Petit Larousse”. Kevin 07 recently apologised for uttering the Anglicised version on TV. Even without knowing any French, you can probably infer its English meaning that bears scant relationship to the film’s plot. It’s genuine farce, totally un-distracted by logic, moral impulsion or demands on the little grey cells. In a hotel room opposite the Palais de Justice in Nice, a hit-man (Richard Berry) prepares to assassinate somebody whom the flics are bringing to tell the court about his criminal associates. A press photographer (Patrick Timsot) has checked in next door determined to commit suicide because his wife (Virginie Ledoyen) has left him for her shrink (Pascal Elbé) who gives her better buzz in every department. These four, together with the bellboy (Laurent Paolini) who enters at precisely every wrong moment as is appropriate for farce, drive the film at a nifty pace. Its predictability is implicit, its final moments indefinite. Whatever meaning you impute to the title, you will come away knowing that you have laughed a lot. “Closed For Winter” (M) REGRETTABLY, Australian audiences may not rush to see James Bogle’s film from Georgia Blain’s novel. Its title is an enigma apparently unrelated to a story unfolding in the remnants of a fractured family, the father dead two decades earlier, elder daughter missing when, as children, she and younger sister Elise (an admirable portrayal from Tiahn Green) visit a nearby Adelaide beach, mother (Deborah Kennedy) dominated ever since by a near-catatonic obsession with press coverage of missing-children stories. The film’s core is how the residue of those misfortunes affects Elise (Natalie Imbruglia in adulthood), still feeling guilt for letting her sister wander alone into the sandhills. Although Elise plays sleepovers with Martin (Daniel Frederiksen), he’s too immersed in self for any relationship to work. My main issues with “Closed for Winter” are more about its intellectual density than Bogle’s direction. Leaving unanswered questions, while okay, is unlikely to benefit its word-of-mouth reputation. Ms Imbruglia, undoubtedly

physically attractive, did not persuade me that she has the essential intimate, smallscale high-impact skills for fighting back against the camera’s uncompromising eye in a film where the energy is more mental than physical. At Dendy

“Fast And Furious” (M) YOU may assume with some confidence that much of this movie, for rev-heads, muscle-car aficionados and people who’d rather not think about it, is computerised imagery and that whatever looks improbable in it isn’t reality. Director Justin Lin uses special effects to underpin a single-idea plot. Vin Diesel plays Dom, tough, bad but with some offsetting virtues, whose love died in a car crash that he suspects was not accidental. FBI agent Brian (Paul Walker) loves Dom’s sister and is coincidentally Dom’s good buddy. The story toys with Dom’s getting of revenge while helping Brian foil a plot involving transport drugs and money from Mexico. It’s an unbelievable, lightweight, drawnout demolition derby with hands slamming shifters through gates, pedals meeting metal, spinning wheels, smoking rubber, toned young female bodies and road manners best described as: “Why are cops never here when they’re needed ?” At Hoyts, Greater Union

Council calls for green stimulus THE ACT Government has been urged to introduce a “Green Building Stimulus Package” to increase economic activity in the building sector and improve the ACT’s greenhouse performance. According to Jeff House, ACT state manager of the Green Building Council, Australia’s commercial and residential buildings represent 23 per cent of all greenhouse gas emissions. “In the ACT, energy use in buildings accounts for around 73 per cent of greenhouse gas emissions. This makes buildings a significant player in the Territory’s effort to reduce emissions,” he says. “With vacancy rates increasing and activity in the construction sector falling as a result of the global financial crisis, the time is right for the ACT Government to introduce a range of measures that will both stimulate activity in the building sector and rapidly reduce our greenhouse gas emissions.” Mr House says tax incentives such as stamp duty and land tax concessions, rate reductions, and the abolition of the change-of-use charges, would have a positive impact on the green building industry in Canberra. A program to jointly fund the upgrading of old commercial stock is also recommended. “We look forward to seeing a Green Building Stimulus Package featured in the 2009-10 ACT Budget,” he says.

Tram plan needs more work

LIGHT rail can be a pleasant and effective mode of transport if it is properly integrated with existing transport modes and, provided it is adaptable enough to grow and change with the community it services, it can be a vital part of an integrated transport solution. Chief Minister Jon Stanhope has released a Pricewaterhouse Coopers report presenting the business case for light rail in Canberra. The report was commissioned by the Commonwealth Government after the ACT listed light rail as a project for co-funding through the Commonwealth’s Business Australia Fund. The report found light rail would cost around $2 billion and could reduce traffic congestion and greenhouse gas emissions with a benefit-to-cost ratio of 1.62. The report says that a high-frequency service between the town centres and Civic could encourage a shift for peak-hour traffic from car to rail. The central and most important part of any transport initiatives for Canberra should be an integrated, sustainable transport strategy, linked with other infrastructure planning and incorporating future growth and demographic changes in the ACT. And it would receive stronger support if the actual cost to Canberrans, for both building and maintaining the service were provided in more detail. This proposal needs further scrutiny: For the business case to be compelling, it needs to answer some questions relating to Canberra’s overall transport situation. For example, how would light rail on its own support the development of a future sustainable transport plan? Why is it a better solution environmentally, economically and strategically than other transport options, such as a rapid bus system on current roads? Importantly, its success hinges on its acceptance and use by all Canberrans. There would have to be safe and reliable parking for bikes and cars at the various stations (this is not included in the proposal’s cost estimates); the location of the destination stations close to workplaces and residential areas; and linkages between service modes – not discussed in the report.
