In the City fall 2012

Welcome!

! New

Welcome to the fall issue of the In the City guide, a City of Airdrie publication. This is your guide to all that is Airdrie — from where to recycle your pumpkin after Halloween, how to register for the excellent programs offered at Genesis Place, to how to buy tickets for the 2012-13 Bert Church Theatre season. In this issue you’ll find a summary of the Community Standards bylaw. Make sure you’re familiar with the bylaw and come to the city council meeting October 1 for the public input session. If you’re a homeowner of a newly constructed home, you’ll want to know more about the supplementary assessment taxation notice you will receive and the supplementary assessment process found in the Taxation section.

Genesis Place AQUATICS fall 2012

A 10-level program for children five to 12 years of age Level 1 The 10 levels allow for solid progression. Children learn competitive and survival strokes and build their distance and speed while focusing on making safe decisions in, on and around the water. In each level, participants are evaluated based on performance criteria and progress to the next level once all of the criteria have been successfully completed.

Swimmers receive an orientation to water and the pool area and work on floats, glides and kicking. Swimmers build their endurance by working on the 5 metre front swim.

Level 2

Swimmers work on propulsion skills to move through the water and to remain at the surface. Swimmers work on the front swim (five metres) and learn about deep-water activities and proper use of a personal flotation device (PFD). Fitness activities include the 10 metre flutter kick and a 10 metre distance swim.

Level 3

This level provides an introduction to diving and teaches swimmers how to make wise choices about where and when to swim. Endurance is achieved by building strength in the flutter kick and a 15 metre swim.

Level 4

This level introduces the front crawl (10 metre) and back swim with shoulder roll (15 metres). Swimmers work on kneeling dives, surface support (45 seconds, deep water) and developing a greater sense of self-safety by understanding their own limits. Endurance is built through a 25 metre swim.

Level 5

This level introduces the back crawl (15 metres), sculling skills, whip kick on the back, stride dives and treading water. Front crawl increases to 15 metres. An introduction to safe boating skills is also included. Endurance is developed through a 50 metre swim.

Level 6

This level refines front crawl with a focus on hand entry and breathing (25 metre), back crawl with a focus on arm positions and body roll (25 metres), and introduces elementary backstroke (15 metres), safety on ice, and rescue of others with throwing assists. Swimmers demonstrate the front dive and their ability to tread water in deep water for 1.5 minutes. Endurance is built through dolphin kick and a 75 metre swim.

Level 7

This level builds skills and endurance for the front crawl (50 metres), back crawl (50 metres) and elementary back stroke (25 metres) and introduces whip kick on the front. Swimmers learn about airway and breathing obstructions, reaching assists and stride entry. Swimming endurance is increased to a 150 metre swim.

Level 8

This level is an introduction to breast stroke (15 metres) and feet-first surface dives. Swimmers learn about the dangers of open water, hypothermia, the performance of rescue breathing on children and adults, and standing shallow dives. Swimmers participate in timed treading water activities using the eggbeater kick for three minutes to improve their ability to remain at the surface in the event of an unexpected fall into water. Endurance is built on a 300 metre swim. Front crawl and back crawl distances are increased to 75 metre each.

Level 9

This level reviews the front crawl (100 metres), back crawl (100 metres), elementary back stroke (50 metres) and breast stroke (25 metres), and encourages swimmers to combine different kicks for fitness (three minutes). They also work on head-first surface dives and learn about wise choices, peer influences and self-rescue from ice. Endurance is built through a 400 metre swim.

Level 10

This level is a final assessment of the strokes for technique and distance (front crawl 100 metres, back crawl 100 metres, elementary back stroke 50 metres, breast stroke 50 metres and sidestroke 25 metres). Swimmers learn about sun safety, rescue of others from ice, and head-first and feet-first surface dives. Endurance is built using the dolphin kick (vertical) and a 500 metre swim.

What is FCSS? Airdrie Family and Community Support Services program is an 80-20 cost sharing between the Province of Alberta and the City of Airdrie.

What does it do? Airdrie FCSS provides funding support to local volunteerbased not-for-profit agencies delivering preventive social programs in our community.

What are preventive social programs? Preventive social programs are activities and services that use proactive, intentional and assertive strategies to help individuals, families and the community become prepared for and resistant to crisis.

How much does the City of Airdrie contribute into preventive social programs? Generally, the City of Airdrie contributes more than its 20 per cent share into preventive social programs. This is because the City believes in the importance of enhancing the social well-being of residents.

If you woke up to a fire in your home, how much time do you think you would have to get to safety?

Fire is unpredictable and moves faster than most people realize. Having a tried and true escape plan with two ways out is essential to ensuring your family’s safety should fire break out in your home.

According to the National Fire Protection Association (NFPA), one-third of households estimate they thought they would have at least six minutes before a fire in their home would become life threatening. Unfortunately, the time available is often less.

Airdrie Fire Department recommends the following tips for planning your family’s escape:

Fire facts • On average, there are four destructive home fires every day in Alberta • Home fires are responsible for the majority, 65 per cent, of fire deaths in Alberta • Home fires are responsible for the majority, 58 per cent, of fire injuries in Alberta That’s why Airdrie’s Fire department urges residents to “Have two ways out!” This year’s fire prevention week focuses on the importance of fire escape planning and practice.

Fire Prevention Week

Have TWO Ways out!

www.fpw.org October 7 to 13

• Make a map of your home. Mark a door and a window that can be used to get out of every room. Be sure to include all hallways and stairs. • Be sure all windows and doors can be unlocked or opened. • Choose a meeting place outside in front of your home. This is where everyone can meet once they’ve escaped. Draw a picture of your outside meeting place on your escape plan. • Write the emergency telephone number for the fire department on your escape plan. • Have a grown-up sound the smoke alarm and practice your escape plan with everyone living in your home. • Keep your escape plan on the refrigerator and remind grown-ups to have your family practice the plan twice a year or whenever anyone in your home celebrates a birthday. The reality is that when fire strikes, your home could be engulfed in smoke and flames in just a few minutes. It is important to have a home fire escape plan that prepares your family to think fast and get out quickly when the smoke alarm sounds. What if your first escape route is blocked by smoke or flames? That’s why having two ways out is such a key part of your plan. Visit www.3minutedrill.alberta.ca for more information.

Small steps for a sustainable Airdrie The small things we do add up. Although it isn’t always easy to change the way we do things, our efforts make a positive impact on our community today and for tomorrow. The AirdrieONE Sustainability Plan, adopted by council, outlines 10 common goals to guide our actions over the next five to 10 years as we create a more sustainable community, and ensure a high quality of life for today’s citizens and those to come. Each of us has a part to play in reaching our 10 common goals by the small steps we take. Here are some ways to make small changes that make a big difference.

Use water responsibly, it is our most precious resource • Install low flow toilets, showerheads and tap aerators in your home. • Fix all toilets and tap leaks. • Turn off the tap while brushing your teeth. • Keep a jug of water in the fridge for cold drinking water, rather than running the tap.

Save energy and money on your utility bill • Look for the ENERGY STAR® label when buying new appliances. • Install a programmable thermostat to automatically adjust your home’s temperature settings when you’re sleeping or away. • Use a power bar to turn off your electronics.

Power of the consumer • Use your buying power to support environmentallyresponsible businesses and products. • Shop locally whenever possible.

Getting around sustainably • Use the bus, a carpool, your bike, or your own two feet to get to work or school, rather than driving in your car alone. • Avoid unnecessary idling. If you’re stopped for more than 60 seconds – except in traffic – turn off the engine. For more sustainability information and tips visit airdrieone.ca.

Reduce waste bound for the landfill • Recycle as much as possible through Airdrie’s two recycling depots. • Purchase products with less packaging when shopping. • Try reusable shopping bags and containers, instead of disposable ones.

Parks and Pathways Vandalism • One act of vandalism can cost up to $4,500 for removal and approximately $11,000 to repair • Vandalism is a daily act and Parks strives to remove graffiti or repair any act within 24 hours • Parks staff often attend to vandalism and graffiti on playground structures, which can delay play on our playgrounds To report any vandalism, please call Parks at 403.948.8400 or Airdrie RCMP at 403.945.7267.

Pathways (Parks) • The City has approximately 84 kilometres of active network of trails that Parks maintains throughout the year. This includes 65 kilometres of asphalt pathways and 25 kilometres of connected concrete walks. The City upholds a strong demand and drive to provide for a walkable community.

Please be aware that as fall/winter conditions set in, the ground surface under the structure can change too. Enjoy our parks and playgrounds and be aware of puddles, ice and harder surfaces. Other structures include outdoor fitness equipment on northeast side of East Lake and at Nose Creek Park. This equipment provides equal and open access to fitness and healthy active living. This area is called “The Green Gym”. Be sure to watch for the new western themed play structure being installed at Jensen Park, which should be complete by August 2012. The City of Airdrie Parks team welcomes any comment or concerns and encourages residents to contact us directly at 403.948.8400.

• Each kilometre of pathway requires maintenance including sweeping, snow removal, ice sanding/ salting, repairing potholes and cracks, glass clearing and the removal of vandalism.

Playgrounds A playground is a place with a specific design where children can play. Modern playgrounds often have recreational equipment, many of which help children develop physical coordination, strength and flexibility and provide recreation and enjoyment. All Parks department staff attend a Canadian Safety Playground Inspection course, they conduct monthly safety inspections on each playground within the city and have repairs done when required to ensure the safety of playground users. The City of Airdrie has 60 existing playgrounds which cater to children anywhere from two to twelve years of age, depending on the equipment.

Fall watering = happy trees Trees and shrubs undergo a fairly complex physiological change in fall, triggered by shorter days and cooler nights. All energy created in the leaves is drawn into branches, trunks and roots to be stored over winter. These carbohydrates are then used in spring to break the buds and produce new leaves and flowers. There are some ways you can help your plants make it through this tough time. One of the biggest stressors for plants is winter drought; this is especially true in our region because of those drying Chinook winds. Watering all of your trees and shrubs really well just before the ground freezes is a great way to combat this problem. The best time to water is when night time frost starts to become common. The ice in the soil will help to regulate underground temperatures and will be needed when the ground thaws in the spring. Organic mulch (e.g. wood chips, compost, mulched leaves) applied to garden beds will act as an insulator, reduce moisture loss and will biodegrade into the soil to add valuable nutrients next spring. In areas where you can’t add compost (e.g. lawns), you could try deep root fertilization next spring. Deep infrequent watering of your trees and shrubs, especially when they are newly planted (within the last five years) will make a major difference in the health and beauty of your yard, by encouraging deep roots that will help the trees thrive.

Community Standards bylaw Airdrie’s Community Standards bylaw is a comprehensive reference for Airdrie land owners and occupants. The Community Standards bylaw protects public health and safety, the environment and public and private property. Citizen responsibilities are clearly outlined and open communication with neighbours is encouraged.

Acceptable times and noise levels are outlined in this bylaw. Daytime is 7 a.m. to 10 p.m. Monday to Friday and 9 a.m. to 10 p.m. Saturday, Sunday and holidays. Lawn mowers and power tools can be used during daytime hours.

Section 3 - on and around your property:

Administration and enforcement: Details of rights, notices, tickets and fines are outlined in sections 5 through 10.

Land owners and occupants are generally responsible for their premises and adjacent sidewalks. This includes keeping land free of animal feces, wrecked vehicles and loose garbage; clearing sidewalks of snow and ice within 24 hours of snowfall, and not piling the snow on the street. Snow blowers can be used but any other type of motorized vehicle, like an ATV, is not allowed on sidewalks at any time.

A public input session will be held October 1 at City Hall where Airdrie citizens can provide feedback on this bylaw. Citizens can also send comments and feedback to community.standards@airdrie.ca.

Owners and occupants are responsible for fence and building exterior maintenance, including the removal of graffiti. Recreational vehicles must be moved off the street after 72 hours. From October 31 to April 30, recreational vehicles can’t be parked in a front driveway unless loading or unloading. Building materials must be neatly stacked and the amount of material must be reasonable for the project. Unless a project has begun or is beginning within 30 days, building materials can’t be on the site. Waste bins, including construction bins, must have a cover or lid. Construction bins should be three metres away from any building. Excavations, drains and ditches should not become safety hazards and must be eliminated. Parking pads in front yards can be the width of the front garage or if there isn’t a garage, 50 per cent of the lot width. Parking pads can be extended into the side yard if the pad is on the garage side of the house.

Section 4 - Noise control Good neighbours use a common sense approach to how their actions affect others. Noise levels should not disturb the peace of others at any time.
