Improvement to Land Ratio (ILR) is the value of the improvement(s) on a parcel divided by the value of the land of that parcel. An ILR lower than 1 indicates a situation where an owner may redevelop the property because the improvement(s) value are worth less than the land value. There are several reasons why this situation might exist. The building(s) may be old or dilapidated, or the structure may be small relative to the size of the parcel. ILR can also be low because the value of the land has risen at a faster rate over time in relation to the improvement. Usually, the reason why ILR is low is a combination of these and other factors.
