Blaine CityConnect Due to Higher Disposal Costs Garbage Fees to Increase
Garbage fees for residents will increase in 2016. Most of the cost increase is due to a 17% increase in disposal costs at the Elk River garbage processing facility. In 2015 the cost to dispose of garbage was $64 per ton; in 2016 the cost will be $75 per ton. Blaine still has one of the lowest cost, full service garbage and recycling fees in the area. Beginning in January, 2016 the new fee structure will be: Unlimited service - from $43.95 to $54 per quarter (96 gallon cart or multiple carts) 68 gallon cart – from $37.95 to $42 per quarter (middle size cart) 38 gallon cart – from $27.45 to $31.50 per quarter (smallest cart)
How can you SAVE money on you garbage bill? The best way to save money on you garbage bill, especially households at the unlimited level, is to recycle as much material as possible. These days most household waste is actually recyclable. Dogs Must Now Be Leashed
Effective January 2016 dogs in the City of Blaine must be on a leash and under control while off the owner’s property. The ordinance change was fueled by complaints of dogs running at large in city parks and on other public property. The language in the previous ordinance was vague and some believed it allowed for dogs to run off leash. The ordinance is now clear, dogs must be leashed and under the owner’s control at all times when not on the owner’s property. In 2016 the City will be enclosing an area of Aquatore Park which will serve as an off-leash dog area. The project is still in the planning stages but is expected to commence in the summer of 2016. Off-leash parks in our area include: Bunker Hills Dog Park, Andover (550 Bunker Lake Blvd.) Locke County Park – Rice Creek Trail West, Fridley (71st Avenue east of University) Rice Creek Off-Leash Dog Area - 5959 Lexington Avenue in Shoreview

What is radon: • Radon is odorless, colorless gas that comes from Uranium in the earth. • Radon is found in nearly all soils. Get the facts: • Over 21,000 lung cancer deaths a year happen in the U.S. are from radon. • When inhaled, it gives off radioactive particles that can damage the cells that line the lungs. • The Minnesota Department of Health estimates that about one in three Minnesota homes have enough radon to pose a large risk to the occupants’ health over many years of exposure and that all homes be tested. • The Surgeon General has warned that radon is the second leading cause of lung cancer in the United States today. Only smoking causes more lung cancer deaths. If you smoke and your home has high radon levels, your risk of lung cancer is especially high. Garbage and Recycling Cart Placement Guidelines Each winter as we get more and more snow, it becomes harder to find a place for garbage and recycling carts at the curb. Please DO NOT place garbage and recycling carts in the street where they can be hit and damaged by snowplows. Not only will this create problems for the plow drivers, but is also creates problems for the garbage and recycling truck drivers as well as creating a great deal of litter left on the ground when the snow melts each spring.
Salt the Fish on Your Plate, Not the Ones in the Lake
Did you know that our creeks and lakes can be polluted during our winter months? Since the early 1950’s, our metro area waters have become increasingly salty. Chloride (salt) levels in our water have become so high that many metro area creeks are now considered unhealthy. According to the Environmental Protection Agency standards, many creeks around the state are unhealthy due to high chloride levels. Standards are being developed for lakes and soon we will be able to identify area lakes with high chloride levels too. Chlorides are applied on our roads, sidewalks and parking lots to melt ice. However, once dissolved in water, the salty mixture goes directly to our creeks and lakes from our streets and homes via our storm drain system. Chloride is considered a “conservative pollutant”, meaning it does not break-down into a non-toxic substance. Once chloride is in a stream or lake, it is nearly impossible to get rid of. Salt harms plants and animals, contaminates our drinking water, damages buildings, and corrodes vehicles, roads and bridges. Too much salt results in costly damages and serious environmental consequences. Even if your bag of deicer says environmentally friendly it does not mean it is friendly to our waters especially, if the word ‘chloride’ is listed in the ingredients. Tips to Keep Your Roads, Driveways and Sidewalks Safe and Our Waters Healthy Before the storm, apply a liquid deicer before snow storms to prevent snow and ice from building up. This is not a substitute for shoveling; it just makes it more effective. Shovel that snow. Shoveling, snow blowing, plowing and/or sweeping are all effective measures that will remove snow and minimize ice build-up. Less is better. When applying salt, if there are leftover crystals still visible then the salt has been over-applied. The left-over salt can be swept up and reused or disposed of in the trash. Temperature matters. At low temperatures, salt begins to become less effective. When the temperature falls below 15° F, consider using small amounts of sand for traction. Winter Parking Restrictions Snow Tunnels and Forts Do not allow children to build snow structures or tunnels in the snow banks at the end of driveways, in cul-de-sac or along roadways. Snowplows and other snow removal machinery may pass by at any time to remove snow or make space for future snow events. For your children’s safety, don’t let them play in the right-of-way!
City generally begins plowing after two inches of snow has fallen. To avoid a citation, keep vehicles off city streets until they have been plowed from curb to curb. This will ensure that the plow drivers can finish the job safely and efficiently. Don’t forget from November 1 to April 1, vehicles cannot be left on the street between the hours of 2 am and 7 am regardless of snowfall amounts. Help keep city streets safe and clear for everyone by keeping vehicles off the street until plowing is complete! Sec. 82-152. Parking during snowfall: It shall be unlawful to park or permit to be parked, or to continue to park or permit to stand, any vehicle upon any street after two inches (2”) or more of snowfall, until such time as the snow has been plowed from the street, curb to curb.

Did you know that residents have access to over 60 miles of trails and 80 miles of sidewalks throughout the City of Blaine and that most are available for use during the winter? Even though streets are the first priority, the majority of trails and sidewalks that provide connectivity to schools, libraries, businesses, parks, and open spaces are generally plowed in 1 to 3 days depending on the amount of the snow event.
The short answer is “yes”, but there are a number of State and local regulations which limit the use of a snowmobile in the City of Blaine. Generally, there is no snowmobile use west of Hwy. 65. Snowmobiles may not be used in any area zoned R-1, on any public property, or public roadways. To use a snowmobile on private property, the rider must have written permission from the property owner in their possession. There are a number of other requirements that also need to be followed. Before riding, check to make sure you are following all State and local requirements.

The City of Blaine capped off a year of celebrating its 50th birthday as a City on December 3, 2015. The final event recognized many residents, businesses, and organizations that have been active in Blaine during the past 50 years. Residents ranged in longevity from 26 years to 92 years. Businesses and organizations that have been around since 1943 through 1990 were recognized. Certificates of Recognition and City Council Proclamations were distributed to all. The evening concluded the 12 month celebration which consisted of a kick off birthday party, a skating event, presence at many existing events, a summer concert and pig roast, the 50 Park Challenge, and a Volksmarch. North Metro TV hosted a video booth where many in attendance shared their memories of Blaine, including experiencing the tornado, raising their families, what Blaine was like prior to being a City, and the history of their businesses.

Community Garden Plots
Interested in gardening but live in an apartment or townhome? Or maybe your yard is too shady? Consider renting a community garden plot. The Blaine Community Garden is located adjacent to Blaine City Hall’s south parking lot and consists of 48 plots. The city will prepare the soil for planting, mark each plot, and provide water access. Plots are approximately 15’ by 20’; half-plots are 15’ x 10’. Plots will be ready for use in early May. One plot per household. Registration forms are available online at B L AI N E PA R K S . C O M and at Blaine City Hall. The registration dates and priority for renting a garden plot will be as follows: •

Heroes and Helpers is a Huge Success For the sixth year in a row, the Blaine Police Department teamed with Blaine SuperTarget to make the holiday season extra special for some local children. This year members of the Spring Lake Park–Blaine– Mounds View Fire Department and the Police Department joined together to help the children complete their holiday gift buying. School social workers helped identify children from six local elementary schools, who needed an extra special holiday season. Target, with the help of employees, then put together a special holiday shopping event for each of these children. To make the day special, the officers and firefighters picked up the children at school prior to their shopping spree. Once they arrived at SuperTarget, children received a donated gift card to complete holiday shopping for their family members. Donations from Target and the Blaine Festival Committee were used to fund the donated gift cards. Funds were also set aside for non-gift
necessities such as food, underwear, socks, boots, and mittens. Target also gave the children a 20% discount on their purchases, and a bag of food items to take home with them. The children, many with shopping lists in hand, were paired with Police Officers, Firefighters Police Explorers, Community Service Officers, and Police Reserve Officers to guide them throughout the store. They were also treated to a meal at Target’s Food Avenue. After loading their carts and purchasing the presents, cops, firefighters, and kids gathered with Target employees to wrap the gifts. At the end of the day, the Police Officers and Firefighters returned the children home with bags of presents to share with their families so they could help spread the holiday cheer at home this season.
