Understanding Your Tax Implications

Since beginning my career with the city in 1992, I’ve witnessed Buckeye grow and evolve in ways I never could have imagined. From my early days as Library Director, to Town Manager and as your Councilmember since 2016, I have had the privilege of working alongside so many dedicated individuals committed to making our city the best it can be.

One of the aspects of my service that brings me great pride is my role as the Council Liaison to the Buckeye Youth Council. The passion, creativity and leadership I’ve seen in our youth have been truly inspiring. Watching them engage with their peers and their community reminds me that the future of Buckeye is in good hands.

I’m also incredibly proud of our commitment to open spaces and parks, ensuring that our General Plan includes space for open areas and that community master plans allocate places for parks. Creating these spaces has allowed us to preserve our natural landscapes while providing areas where residents can enjoy the beauty of Buckeye’s desert surroundings. This commitment to open spaces is a testament to what we can achieve when we work together to balance growth with conservation.

Throughout my time here, I’ve always believed that Buckeye’s greatest strength lies in its people—your resilience and community spirit are what make this city truly special. Whether it was serving on the Buckeye Union High School District Governing Board or simply being a neighbor in our downtown area, I’ve been fortunate to build deep, lasting relationships with many of you.

On November 5, 2024, Buckeye voters made history by approving the city’s first General Obligation Bond in nearly 40 years! Your support means we can now move forward with critical improvements to public safety and transportation, setting the stage for a safer, more connected Buckeye.

What’s Next After the Bond Approval?

With the passage of Proposition 494 and Proposition 495, here’s what you can expect: The Public Safety Improvements included in Proposition 494 will play a vital role in enhancing the safety, preparedness and effectiveness of Buckeye’s first responders. Here’s how each component will benefit the community:

New Fire Stations

The addition of permanent fire stations near the Westpark and Victory neighborhoods will offer several key benefits:

• State-of-the-art safety features designed specifically to support the health and well-being of our firefighters including modern equipment and living quarters.

• Reduced response times: With new stations strategically placed in these growing areas, emergency crews will be able to reach residents faster, providing lifesaving assistance more efficiently. This is especially crucial for medical emergencies, fires and other urgent situations where every second counts.

• Capacity for growth: As Buckeye continues to expand, these new stations ensure that we stay ahead of the curve, capable of supporting the increasing population without sacrificing service quality.

Public Safety Headquarters

Plans for a new Public Safety Headquarters will bring the police and fire departments together under one roof, delivering multiple advantages:

• Improved coordination and communication: Having both departments working side by side in the same facility will enhance their ability to share information, make decisions faster and collaborate during emergencies, ensuring a more unified approach to public safety.

• Increased operational efficiency: A centralized location reduces the need for back-andforth communication between separate buildings and makes resource sharing more efficient, improving the day-to-day functionality of both departments.

• Enhanced recruitment and retention: A modern facility provides a professional and appealing work environment, helping to attract and retain top talent in both fire and police services. A well-equipped headquarters can boost morale and create a sense of pride in the community and workforce.

The inclusion of new, specialized training spaces ensures that Buckeye’s public safety teams are fully prepared for the demands of a growing city:

• Defensive tactics training: A dedicated area for defensive tactics will give police officers the opportunity to hone their skills in a controlled environment, enhancing their ability to protect themselves and others during dangerous situations.

• Scenario-based exercises: These facilities allow both police and fire teams to engage in realistic training drills, from active shooter simulations to emergency response scenarios. This hands-on practice is invaluable for developing quick, effective reactions in high-pressure situations.

• Updated communications center: A modernized communications hub will ensure that dispatchers can relay information quickly and accurately, improving response times and resource allocation. It will also support technological upgrades to keep pace with the demands of a growing city.

Overall Benefits

• These investments in public safety infrastructure will lead to a safer, more resilient Buckeye. With state-of-the-art fire stations, a centralized headquarters and comprehensive training facilities, our first responders will have the tools, resources and support they need to serve our expanding community at the highest possible level.

• By focusing on the future needs of Buckeye, these improvements not only enhance current safety standards but also prepare the city to meet challenges that come with growth, ensuring that residents continue to receive top-tier service as the community thrives.

Traffic Infrastructure Upgrades (Prop 495):

The passage of Proposition 495 will allocate funds for much-needed traffic infrastructure improvements throughout Buckeye. Here’s how we’ll use these funds to make commuting safer and more efficient:

Widening Roads

• Miller Road (Broadway to Warner): We will add a lane in each direction, along with a dedicated middle turn lane, making travel smoother and safer. A permanent traffic signal will also be installed at the Warner intersection, reducing congestion and improving traffic flow.

• Watson Road (Lower Buckeye to Durango): By adding two northbound lanes, Watson Road will have three lanes in each direction all the way to I-10, making it easier to travel across the city. A permanent traffic signal at the Durango intersection near Inca Elementary School will also improve safety for students and families.

• Jackrabbit Trail (Thomas to Indian School): Adding a lane in each direction will eliminate existing pinch points on Jackrabbit Trail. A permanent traffic signal at the Thomas intersection will further enhance safety and accessibility.

In addition to widening roads, new traffic signals will be installed at critical intersections across the city, making our roadways safer for drivers and pedestrians alike. Initially, signals will be added at:

• Rainbow Road and Sundance Parkway

• Sun Valley Parkway and I-10

• Jackrabbit Trail and Thomas Road

Lighting Sun Valley Parkway

New lighting will be installed along portions of Sun Valley Parkway near Tartesso and Festival, improving visibility and safety for night-time drivers.

Project Timelines: What to Expect

We know you’re excited to see these improvements, and we are too! However, large projects like these take time. While things won’t happen overnight, we are committed to moving forward efficiently and making sure your tax dollars are put to work as quickly and effectively as possible.

Initial design and planning phases will begin in early 2025 with some roadway improvements to start construction in early 2025 as well.

Roadway and public safety construction projects will roll out in phases, with timelines tailored to minimize disruption to your daily routine while maximizing impact on traffic flow and safety.

We will keep you informed every step of the way, providing regular updates on project progress, estimated completion dates and any impacts to local traffic or services.

A Farewell Message from Former District 3 Councilmember

As my time on the Buckeye City Council comes to a close, I want to express my gratitude for allowing me to represent District 3 and serve this incredible community. Since my election in 2012, I’ve been proud to support Buckeye’s growth and transformation, from founding the Buckeye Youth Council to championing initiatives like the “Read On City” literacy program and the Arizona SciTech Festival, which have empowered our youth and strengthened education. Advocating for economic development and advancing public safety infrastructure has also been a priority, ensuring our community remains vibrant, secure and prepared for the future.

Buckeye is not just where I’ve served—it’s a community I deeply cherish. I have loved being part of this city’s growth and working alongside so many dedicated residents to shape its future. While I am stepping down from this role, I look forward to continuing to contribute to Buckeye’s success in new ways. Thank you for your trust, support and collaboration; it has been a privilege to serve you.

Welcome New District 3 Councilmember Curtis Beard

Born and raised right here in Buckeye, I have a deep love for this community and all it has to offer. As an entrepreneur, I currently run my family’s small business in the heart of Downtown Buckeye. Additionally, I’m a real estate agent—a passion I’ve pursued for many years.

My family’s roots run deep in this charming city, with businesses here dating back over 65 years. I’m a true Buckeye native: I grew up here, attended school here and now have the privilege of operating multiple businesses and raising my family in this wonderful community. My wife and I, along with our three incredible kids, are proud to call Buckeye home and plan to do so for many years to come.

As your councilmember, I aim to bridge the gap between our citizens and local government, encouraging open dialogue with council members, the mayor, and city staff. I’ve dedicated my career to serving the community I hold so close to my heart. Through my work, outreach and mentoring, I strive to be a trusted advocate for inclusivity and opportunity, ensuring that everyone in Buckeye feels empowered to thrive.

I’m excited to bring new life to Buckeye while honoring its history and traditions. As our city continues to grow, my goal is to help build a vibrant, resilient community that stays true to its roots.

As your councilmember, I am committed to open communication and collaboration. I welcome conversations with residents and encourage community engagement to ensure every voice is heard. Whether it’s addressing neighborhood concerns, supporting small businesses, or planning for Buckeye’s future, we’re in this together. Understanding Your Tax Implications

With the passage of these bonds the city has been authorized to issue debt. Early next year Buckeye City Council will be presented with options to target the initial debt issuance towards projects that will have an immediate impact on improving traffic flow and safety and public safety. City Council has committed to keeping the Total Tax Rate at or below $2.25. Buckeye’s current primary property tax rate is $1.60. If the bond were in place this year, it would have added a $0.65 increase, translating to about $115 annually for the average Buckeye household based on the median Limited Property Value.

Important Note: The Limited Property Value used to calculate taxes is different from the Full Cash Value or Market Value of your property, so make sure to use the correct value when estimating your impact.
