FROM THE CITY MANAGER The flood event that took place in September 2016 was unlike any this community has experienced. The sense of urgency and overwhelming amount of help was largely driven by memories of 2008. Our entire community demonstrated an intense desire to prevent a similar tragedy that would impact our City, residents and businesses for years to come.

Very early in preparing for the rising crest, we saw a tremendous outpouring of people determined do their part to fight back the flood waters and save homes, businesses and belongings. Residents of all ages filled and hauled sandbags and prepared food for workers. Local contractors left jobs to help build and monitor flood protection. Trucking companies offered hauling services and storage. Businesses allowed employees to use work time to join the effort. Local non-profit organizations started raising funds to support impacted businesses before the river even crested. The list goes on and on.

Within the City organization, employees were also stepping up to the challenge. Our Public Works Department gets credit for much of the heavy lifting, but so many others played a crucial role as well. Our Fleet Division supported the effort by placing and moving equipment where it was needed. Finance employees coordinated purchasing of needed supplies. The Police Department planned for security and safety of people and property. The Communication Division worked to disseminate timely and accurate information to residents as well as local and national media. Information Technology created maps and other documentation needed to facilitate coordination of efforts and communicate effectively both within the City and to residents. Parks and Recreation employees moved equipment and worked to protect our many parks facilities. Employees from many departments worked the 211 phone lines to help coordinate volunteer requests and answer resident questions.

This is just a small sampling of the many, many tasks that were taking place behind the scenes—day and night— throughout the City.

I cannot say thank you enough to the city employees, contractors, engineers, residents, communities, and countless others who stepped up to assist when we needed it most. While we didn’t survive this event completely unscathed, we did survive. And in many ways we are a better community because of this shared experience.

A COMMUNITY UNITED For eight years the City of Cedar Rapids had been making plans for temporary flood protection while working towards a permanent solution. Between September 22 and 30 the plans were put to the ultimate test. Over those days the community went through an amazing and harrowing experience and responded with determination, commitment, compassion, and solidarity.

olunteers were needed and the request went out. From local colleges and high schools, they came. From volleyball and football teams to band and choir members, they came. From senior citizens and individuals with disabilities to young children, they came. From a few blocks away to across the city, they came.

They postponed activities, rescheduled life events and set aside prior plans in order to serve the community. They sandbagged, moved furniture and served meals. They worked from the crack of dawn and on through the night. They did not go home until there was nothing else they could physically do.

WATERS In times of immediate crisis, plans must be executed swiftly both in the field and in the operations room. As the Cedar River crest predictions climbed, personnel from multiple departments mobilized an immediate flood protection response that was constructed in less than three days to fight off the river.

edar Rapids is no stranger to flood threats. The City has a well-orchestrated response plan that outlines key areas of the community and the measures that need to be implemented as flood waters rise. While seasoned floodfighters, the river’s second-highest crest on record required staff to design, engineer, and construct new techniques within hours to help address changing conditions in the field. THE PLAN — a combination of earth berms and sand-filled HESCO barriers that stretched for miles, thousands of sandbags, and hundreds of storm sewer pumps/ plugs — provided protection on both sides of the river and worked to fight off water above ground and underneath.


The willingness of contractors to just drop their private projects in the face of an emergency, even at potential financial risk to them on those projects, amazed me.�

ith crest predictions reaching record levels, the City quickly mobilized and partnered with countless local contractors and design firms to construct the berm levees and design the HESCO barriers — identifying the most effective height, width, and location based on rising river elevations.

Thank you to all of the city employees, contractors and volunteers working so hard to protect our city. We are proud to be a part of this strong community! Your efforts do not go unnoticed. We appreciate you!

To address the risk below ground, crews deployed a system of pumps and plugs to stave off water from getting into the city through the storm sewer system. The orchestrated effort required neighborhoods on both sides of the river to transform into military-style construction zones. Once complete, staff monitored the system for breeches 24 hours a day, often responding in the middle of the night to immediate risks that had the potential to jeopardize the entire system. When water began threatening the NewBo District through the storm sewer system early on September 26, the field crew was able to work with engineering staff to identify the most effective storm sewers and intakes they could plug to cut off the rush of water.

I will never forget... in the wee hours of the morning as we looked in to a storm sewer feeding water towards NewBo and Downtown from the wet side of the wall. It was a high stress situation that required some quick thinking. It felt for a few minutes that all the work was going to be lost as water was quickly rising. at the Central Fire Station, was operations central, where staff worked 24 hours a day to monitor and mitigate emerging problems. The Incident Command System (ICS) is a management system designed to enable effective and efficient domestic incident management through a combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure. Representatives of the ICS during the flood event included Communications, Finance, Fire, Police, Public Works, and other City departments. In preparation for potential emergency situations, all City of Cedar Rapids employees receive National Incident Management System training so that they are able to recognize and participate within an Incident Command System in the event of an emergency.

The stakes were too high and the situation was very stressful, but it was extremely cool how City employees, private contractors, private consulting engineers, our City officials and leaders, other government agencies, and countless citizen volunteers all worked together. Over that 7 day period, we were one giant team, all working together, all working toward the same goal. We did this. We pulled it off. I’ve heard people outside of Eastern Iowa say that other communities can learn from what Cedar Rapids did.� - Dave Wallace Sewer Utility Engineering Manager

The Incident Command team was a collaboration of City departments working to prepare, coordinate and execute response to the flood event. I am very proud of the dedication and commitment of all participants to protect our community. While we certainly don’t want a major incident in our community, I think citizens should feel a sense of confidence that there is a team of professionals prepared.”

In addition to local law enforcement, Cedar Rapids received assistance from the Iowa National Guard, Eastern Iowa Airport Safety Officers, Iowa Department of Corrections, Iowa State Patrol, Lisbon Police Department and Mt. Vernon Police Department. More than 850 public safety professionals worked to keep the community safe throughout the flood event.

SECURING

PERMANENT PROTECTION C

edar Rapids has not been idle since 2008. While measures have been put in place to significantly reduce our flood risk, permanent flood protection needs have never been so apparent. This fall, residents will see the construction of the first permanent flood control measures since the adoption of the Flood Control System Master Plan in 2015. The project consists of a levee which will run from south of the Sinclair site to 12th Avenue SE near the African American Museum. This levee will provide immediate protection for the NewBo District up to a 40 year flood — eliminating the need for temporary measures up to the 20 foot river crest. Upon completion of the entire Flood Control System, this levee will protect to the 2008 flood volume. This $14 million project also includes a 4.4 acre detention basin that will have the capacity to store rain water up to 4 feet deep, and a pump station with a capacity of 2,500 gallons per minute to pump rain

water back into the river. These improvements will be completed by the end of 2017. In addition to these measures in the Sinclair area, construction on a second pump station in NewBo Parking Lot 44 will also be underway in Fall 2016 and completed in 2018. These combined efforts represent a $20 million investment in permanent flood control for the low-lying NewBo/Sinclair area. Plans are also moving forward for an earth berm on the Czech Village side of the river. Utility removals will begin Spring 2017 in preparation for levee construction in 2018 or 2019. Cedar Rapids continues to pursue congressional funding, while making improvements through Community Development Block Grant funds and State funds for immediate flood control protection measures. River - 1, Cedar Rapids - 1 I always have been proud of calling myself an Iowan, specifically a Cedar Rapidian. No more so than the last few days.

Cedar Rapidians humble me to my core because of their outpouring of service to the community the past four days.

C

edar Rapidians showed the nation how a community can come together when facing a seemingly insurmountable challenge — and win. Over seven exceptional days, people demonstrated unprecedented pride, commitment and determination in protecting their city. The hashtag CRStrong quickly spread across social media sites and photos depicted messages of strength and resiliency. Cedar Rapids became a city that would not go down without a fight. In a battle against the river, Cedar Rapidians did everything possible to make sure the community came out on top.

BACK ON OUR FEET We should perhaps take a moment, and be very grateful for each other, and recognize the amazing efforts and compassion shown during this difficult time. This level of community support doesn’t just happen, and it doesn’t happen everywhere. Thank you, Cedar Rapids! I am so grateful and proud to call you my home!”

The businesses in the evacuation area lost up to two weeks of revenue due to flood preparation, evacuation and clean up. For many small businesses, this was a critical, substantial loss. Mayor Ron Corbett called on residents to visit at least 10 flood-affected businesses in October to help them get back on their feet. He asked cyclists to visit 15 times. The response to the #CRgavelchallenge was overwhelming. Photos of citizens patronizing affected businesses “flooded” Twitter and Facebook. The top winner was named honorary mayor for a day, and two others received gift cards to affected businesses. With the holiday season quickly approaching, residents are urged to continue to show support to businesses that were affected by the 2016 flood.

This new center is the first municipal 12:00 - 6:00 p.m. building specifically built for recreational programming in Cedar Rapids. It replaces the Time Check Recreation Center that served as a neighborhood center for the northwest area and provided Cedar Rapids Parks & Recreation programs for the entire city.

T

he new building is 16,000 square feet and includes a full-size gymnasium, activity room, game room and community room with dividers. The gym can be divided and used as three separate volleyball courts or two small basketball half courts.

The activity room is a great space for small gatherings. Our game room provides hours of entertainment with billiards, foosball and table tennis. Come relax and read a book in our lounge area. Our community room can be divided into two separate rooms or used as one large meeting room. Table and chairs are provided and a small catering kitchen is available for use. A projector and screen can be rented for a minimal fee.

RECREATION CENTER ADMISSION Enjoy hours of entertainment that includes access to the game room (billiards, foosball, table tennis) and the gym (basketball, volleyball, etc.) when available. Admission Pass: Patrons fill out a form that provides emergency information and has a parent’s consent signature for those under age 18. Complete the form at CRREC.org. Replacement cards are $2. Admission Fee: $1 Youth, $2 Adult, $2 Senior (60+), or Punch Pass (See page 35.) Please note: Facility policy prohibits youth ages 5 and under from using the facility unless accompanied by an adult or in a program. The pool has locker rooms equipped with showers, hair dryers, electrical outlets, and baby changing tables. Bring your own padlock or rent one from the pool. (You will be required to leave your I.D. at the desk when you rent a lock. It will be returned when you return the lock.) Personal locks must be removed daily. Cedar Rapids Parks & Recreation is not responsible for locks or for lost or stolen items.

GENERAL POOL RULES: • Children age 5 and under must be supervised by an adult within arm’s length. • Youth ages 6-10 must be supervised by an adult or responsible person at least age 14. • Children’s swimsuits with permanent built-in floats are permitted but not recommended. Lifejackets and suits with removable floats are not permitted. • Actual swim attire is required. Fibers from street clothing damage the pool filter. (Sorry, no basketball shorts.) • Swim diapers are required for children who are not toilet trained. They are available from the pool cashier for $1.

The City operates two off-leash parks. Cheyenne Off-Leash Dog Park is located on Cedar Bend Lane SW, off Old River Road and K9 Acres is located in Squaw Creek Park at 5200 Golf Course Road, Marion. Permits are $32/year with up to $10 in discounts. Permits are required to use these facilities. Purchase them online at CRREC.org, by phone (319-2865566) or in person at: Parks & Recreation Dept. Sledding Hill Sledding hills are located at Bowman, Jones and Shawnee Parks. They open when enough snow accumulates to completely cover the hills. Please observe the Safe Sledding Tips posted at the parks and at CRREC.org.

Cross-Country Ski Trails Cross-country (Nordic) ski on a trail near your home, or venture out to enjoy trails throughout the city. Trails are located at Cherry Hill Park, Ellis Golf Course, Jones Golf Course, Twin Pines Golf Course, and the Sac and Fox Trail. They are opened, marked, and groomed when a solid base of heavy snow 6 inches deep is achieved. Call the Winter Sports Hotline for trail openings and conditions.

aTrails Cedar Rapids Parks & Recreation maintains a variety of hard surface and crushed limestone recreational trails. If you make a complete tour of all the park trails, you will travel over 24 miles. Visit LinnCountyTrails.org for trail maps.

Facility Rentals BENDER POOL Reserve the pool now for your party from December 2 - May 7. Large inflatables are also available for $40 per 2 hour block. Call 319-286-5566. Garden plots are available to rent to new gardeners beginning at 8:00 a.m. on March 8 at:

Rent one of 24 pavilions in the City parks up to one year in advance of the intended use date. The first date for pavilion rental in the spring is April 15, 2017. They are rented for two use periods: 9:00 a.m.-3:00 p.m. and 4:00-10:00 p.m. Sizes range from 7-30 tables. Rates vary based on size.
