THE

SILENT WORKFORCE Citizens throughout Cedar Rapids play a large role in how the city operates. The community has been recognized nationally for the active engagement of residents in decision-making and long-term planning.

However, there are individuals who do even more than participate in public input and share their ideas and concerns with Council and staff.

Many citizens partner with the city on progressive ideas, new initiatives and cost-saving services.

A core of volunteers that exceeds the total number of city employees serves the community with over 30,000 volunteer hours each year. This edition pulls back the curtain so you can see the direct impact these citizens have on our community.

1,000 ACRE P A R T N E R S H I P

Before Iowa was settled, pollinator habitat covered most of the state and central United States. Over 95 percent of tall grass prairies that developed more than 10,000 years ago have slowly disappeared. The loss of habitat causes many problems, but restoring pollinator populations is one that a group of dedicated Cedar Rapids area residents hope to remedy.

ollinators play a critical role in maintaining diverse ecosystems and in the production of our food.

75 percent of plants in the world require pollination by an animal. Pollinators contribute to the production of more than 30 percent of our food and increase the value of the nation’s crops by $15 billion dollars. The decline of pollinators, including bees and butterflies, has been significant. Some estimates put today’s population of monarchs at less than 5 percent of the population 15 years ago. The loss of pollinators is related to the use of herbicides and elimination of necessary habitat in the ecosystem.

Clark McLeod and Cam Watts created the Monarch Research Project to address their concerns about the long term implications of the dwindling population of monarchs and other pollinators. The group developed a system of rearing monarchs using tented, protected environments. In a natural setting, monarch eggs only produce a few mature butterflies. However, using bio tents, McLeod and Watts saw that 90 percent of the eggs produced butterflies.

developing additional habitat up to 1,000 acres within Cedar Rapids boundaries during a 5 year window.

Currently, the city maintains approximately 125 acres of prairie within the public park system and right-of-ways.

With McLeod’s idea and enthusiasm, Gibbins worked with City land managers to identify acreage suitable for habitat conversion not only within parks, but also sewer and water detention basins, right-of-ways, property managed by the Utilities Department and Eastern Iowa Airport, and portions of City golf courses. The plan requires a conversion of approximately 175 acres per year to reach the five year goal with implementation to begin during the spring of 2017. “We are extremely excited about this program and could not do it without Clark McLeod and his team. Initiatives like this are key to the City successfully leading important environmental issues and illustrate the benefits of public/private partnerships,” Gibbins said.

In addition to their work raising monarchs, McLeod saw the potential of using urban public land to increase pollinator habitat. He approached the City of Cedar Rapids with a request for a commitment to convert unused public land into prairie and initiated a partnership that has become the 1,000 Acre Pollinator Initiative.

In support of declining pollinator populations, Cedar Rapids Parks Superintendent Daniel Gibbins proposed

Mowed turf does not provide habitat for pollinators, so setting aside portions of public property that had previously been mowed is an important change. “It is significant for the city to set the example,” said McLeod, “They are a large land owner and are setting an example for the rest of the land owners. We need to get away from grooming every acre and change people’s mindset as to what is beautiful,” he concluded.

Monarch Research Project volunteers plan to share the City’s commitment as an example with home and business owners across the county and in surrounding counties. They will urge private land owners to participate with a goal of converting 10 percent of mowed turf to pollinator habitat each year. “This is definitely a journey. We are not going to transform a community overnight, but we will make significant changes in the next five years,” McLeod said.

To assist with the conversion, the City’s IT department is creating a geographic map that will identify pollinator zones that can be converted as funds are available to purchase native seed and other supplies needed. The Monarch Research Project volunteered to help with the fundraising effort.

In support of the 1,000 Acre Pollinator Initiative, Becki Lynch, a volunteer with the Monarch Research Project, master gardener, and Noelridge Greenhouse volunteer, will assist with creating a showcase for pollinators in Noelridge Park. Flutterby Acres will use four 12 x 12 bio tents provided by the Monarch Research Project to grow black swallowtails and monarchs.

A pollinator garden habitat has been planted next to the tents where the pollinators will be released. The theme for all of the gardens at Noelridge in 2016 is “Pollinator Paradise.”

While pollinator challenges are significant, the involvement of community members committed to finding solutions will definitely provide an impact in Cedar Rapids. “This is one problem that is solvable,” said McLeod.

These groups serve a crucial function in the public process, assisting staff and City Council in making decisions on behalf of their neighbors, coworkers and friends.

THE CALL State Farm helps kids learn to make 911 calls.

“I

t felt real. This helps in case I really need to call for help,” said Lara Secl, a third-grader in Mrs. Megan Goldensoph’s class at Grant Wood Elementary School, after completing a 911 training scenario.

Each year, firefighters and State Farm agents and agents’ assistants descend upon 30 local elementary schools to teach children how to recognize an emergency and call for assistance.

Given photographs of different types of simulated emergencies and non-emergencies, students identify which pictures would require activation of the 911 system. The students then use an actual phone to dial 911. The phone is connected through a simulator to a firefighter who picks up the phone call and acts as the emergency dispatcher. The students are required to describe the emergency, and then provide their name, address, and telephone number. The dispatcher will often ask the students for specific information or provide instructions for what the student should do next if this was an actual emergency.

Kelly Souza, agents' assistant at Gary Shubatt Insurance, has been assisting Cedar Rapids firefighters with training elementary-aged children for 9 years. She is one of a dozen State Farm employees who volunteer their time. Souza says, “It is a perfect way for us to partner with a community agency and get involved with the youth of the community. In our jobs in the insurance industry, we educate adults and teenagers. This is a way that we can reach out to younger children.”

State Farm Insurance representatives have been assisting the Fire Department for over 15 years.

They help the students through the scenarios to help build confidence.

The training has real-world applications. There have been at least two documented cases in which children used their training to actually call 911 for an emergency. One scenario involved a child who found his father unconscious and suffering from a heart attack. The child was able to call 911, describe the emergency, and get the tiered medical response of police officers, firefighters, and ambulance personnel to deliver out-ofhospital emergency care.

CITY MANAGER’S 1 BAG CHALLENGE DRAWS DEDICATED VOLUNTEER

M

any residents have been picking up litter around their neighborhoods as part of the City Manager’s 1 Bag Challenge, a program that encourages Cedar Rapidians to help eradicate litter one bag at a time.

And a few have collected hundreds of bags on their own including Denise Covington, who has collected around 300 bags of litter and even volunteered to help assemble the bag and glove litter kits for the program.

“Denise’s enthusiasm and willingness to pitch in and help with the City Manager’s 1 Bag Challenge program is really appreciated,” said Vince Snyder, Litter and Illegal Dumping Officer and coordinator for the 1 Bag Challenge Program.

“I hope others see her dedication and decide to participate in the 1 Bag Challenge or our Adopt-a-Road litter removal program this year.”

The City Manager’s 1 Bag Challenge officially kicks off on April 1, 2016, and runs through late fall; however, litter collection kits can be picked up at most City buildings as early as March. Residents can easily grab a kit as soon as the snow melts and help the City clean up any litter that has accumulated during the winter months.

“We try to make it simple for residents to get involved with the 1 Bag Challenge,” said Mark Jones, Solid Waste and Recycling Superintendent. “Once they fill a bag, they just have to place it next to their GARBY cart on their normal garbage collection day, and our crews will pick it up.”

The special City Manager’s 1 Bag Challenge bags do not require an extra $1.50 sticker, and if residents do not have a GARBY cart, they can dispose of the litter bag as they would their regular trash.

In January of 2015, the City of Cedar Rapids and several partner organizations were awarded a grant to help improve water quality and soil health while reducing the amount of water traveling downstream. One producer, Nick Meier, who has a farm near La Porte City, has been implementing practices on his farm to improve water quality and will continue to further those efforts with the aid of the Middle Cedar Partnership Project. Below is a feature piece on Nick Meier and the MCPP. The story, by Tim Hoskins, originally ran in the Iowa Farmer Today and highlights how individuals around the region are helping improve life in Cedar Rapids.

L

iving and farming upstream from Cedar Rapids, Nick Meier likes the approach Cedar Rapids has taken to work with farmers to improve water quality.

Meier, who farms in Black Hawk County, [has farmland] located in the Miller Creek watershed. This feeds into the Middle Cedar River watershed, which in turn affects Cedar Rapids’ water quality and quantity.

In January, Cedar Rapids and the Iowa Department of Agriculture announced $2 million in funding from a USDA watershed conservation program in addition to $2.3 million matched by area partners, according to a USDA news release.

The Middle Cedar Partnership Project targets 2,417 square miles from south of Waterloo to north of Vinton in Black Hawk, Tama and Benton counties.

Meier no-tills and strip-tills his land. He has planted cover crops on his farm. He recently had a saturated buffer installed in an existing buffer along one of his fields, and also [installed] a bioreactor.

A saturated buffer is installed in the ground between a tiled field and surface water. The saturated buffer has the groundwater carried by tile lines diverted from being drained directly to the surface.

At a diverter box, the water is sent to other tile lines under the buffer. This allows uptake by the perennial plants in the buffer and denitrification in order to keep nitrate out of the surface water. Some of the diverter boxes are designed with different chambers, allowing water to drain directly to the outlet during heavy water movement.

Meier is also working with his crop consultant, Shannon Gomes, to use Adapt N, a nitrogen recommendation software. The system uses variables including soil type and weather data to estimate how much nitrogen is needed for a crop.

In addition, he variable rates his phosphorus and potash applications.

“We are trying to avoid regulations,” Meier says, referring to other parts of the country with mandatory farming practices.

That is why he likes the city of Cedar Rapids’ willingness to work with farmers upstream to improve water quality.

Steve Hershner, Cedar Rapids utilities director, says the idea of partnering with farmers is natural since part of the city’s economy relies on grain processing. And, the funding is important because he knows many practices have a significant cost for farmers to implement.

Cedar Rapids’ wells are positioned on the north side of the city, near the Cedar River. Water quality for the city is affected by upstream practices by farmers.

Therefore, the City of Cedar Rapids is working with farmers in five watersheds — Miller Creek, Headwaters Miller Creek, Wolf Creek, Rock Creek and Pratt Creek — that feed into the Cedar River.

Hershner says the partnership shows various organizations have an interest in improving water quality.

The project is about water quantity as well. After the 2008 flood in Cedar Rapids, he says some of the practices are aimed at improving water infiltration in the soil upstream to help with future flood mitigation.

Meier’s conservation practices are part of the Miller Creek Water Quality Improvement Project.

Shane Wulf, project coordinator, says this is the second year for the project. Last year, cover crops were the most popular project farmers tried and many experimented with various cover crop mixes to test which worked the best on their farm.

In addition, he says a couple bioreactors have been installed.

Wulf says outreach such as field days, workshops and bus tours are an important part of this effort.

“We have to get out and get people to think,” says Meier.

All of these practices have one goal in mind: voluntarily improving water quality.

“Dedicated volunteers like you enable us to nearly double the number of pets adopted into new homes,” stated Diane Webber, Program Manager at Animal Care and Control, during a recent meeting with a dozen volunteers at the shelter.

W

hile daily cleaning and care assistance at the Animal Care and Control shelter are critical components of their efforts, volunteers also coordinate adoption outreach events, provide transportation services for the animals to adoption locations or veterinarian visits, and continuously update PetFinder photographs and biographies. According to Rick Kemmann, “To be a volunteer at the shelter requires a fundamental understanding and love of animals, and a willingness to do whatever needs to be done.”

To become a volunteer, individuals are required to take an orientation course to learn Animal Care and Control responsibilities and expectations. Volunteers are provided guidance for protecting the health and safety of the animals, as well as themselves. Proper attire, basic animal handling skills, and cleaning protocols are highlighted. Volunteer Paul Westlake said, “The orientation sessions and hands-on training provide confidence and help ensure that you are helping the animals.” Orientation sessions are held once a quarter and dates are posted on the shelter’s website.

Volunteers like Kris Brown coordinate a partnership with PetSmart, 4810 1st Avenue NE, where adoptable cats from Animal Care and Control are made available at their store. Whether animals are adopted at the shelter or PetSmart, volunteers often provide education to potential new owners by providing them with advice on how to integrate pets into the home, understand normal animal behavioral issues, and recommend pet supplies to purchase.

Foster care is another important role for volunteers. Dogs and cats are taken in by volunteers to teach the pets socialization skills and increase their likelihood of successful adoption integration. Once a pet is adopted, volunteers may contact owners to see if there are any issues with the pet. Volunteers then provide counseling (such as through the Cat Retention Program) in hopes of finding solutions so pets do not need to be surrendered at the shelter.

In 2015, volunteers provided over 6,000 hours of service, including working fundraisers such as PAWS in the Park, PAWS for the Holidays Open House, and PAWS for Love.

Each year, garden enthusiasts meet several times per week throughout the year to plant flowers, design flower beds for competition, coordinate educational programs for the public and assist with exhibits and special events. “My background in art is the main reason — I consider myself a working artist as well as a business man. Our charge is interesting for me — our job on the commission is to do a number of things: engage the community with public art, but also with projects on public grounds.”

“Public art is very important; it brings an aesthetic appearance and sophistication to a city. Part of why I got involved was as an employer — we want people to want to work here and live here. My contribution is to do this through visual arts. Having interesting public artwork is critical. We have the red sculpture at the public library by an internationally known artist, the two pieces of art outside the Museum of Art, also by an internationally known artist, and to top it off, Greene

“We act as the recommending body to City Council for new artwork, or pieces purchased for the city. In every part of the budget for a new city building, two percent goes to public art, and we make recommendations for that.

This year we are working on a plan to inventory all city-owned artwork and the condition of the art. We are also looking at future places public art could go, such as integrated into the flood control system — walls, levees, and gateways.”

AS A CITIZEN, WHY DO YOU THINK IT’S IMPORTANT TO TAKE AN ACTIVE ROLE IN YOUR COMMUNITY? “I live in this town, I’ve grown up here my whole life; this is my city. If I’m not involved in my city, then I’m not being a good citizen. It’s so easy to get involved in something that interests you, and have the ability to make real change.”

WHAT WOULD YOU SAY TO SOMEONE WHO IS THINKING OF GETTING MORE INVOLVED WITH THEIR CITY GOVERNMENT? “Try something for a year, it’s essentially 12 meetings. Try it out and see if it fits.”

“Bill understands business, is passionate about art, and understands the needs of artists and the artistic community. He brings this passion and professional background to the VAC and is instrumental in sharing this vision and artistic appreciation with the community.”

BUILDING A STRONGER COMMUNITY THROUGH VOLUNTEERISM NAME: Jim Vancura VOLUNTEERING ROLE: Board of Adjustment since 2015 WHAT INSPIRED YOU TO WANT TO GET INVOLVED WITH THE BOARD OF ADJUSTMENT (BOA)?

“I ran into longtime friend, Bill Vernon, who is a current and longtime member of the BOA, and he asked me if I had an interest in serving on the Board. After several minutes of conversation, I became very interested and did some research on the City’s website. Two days later I sent in my application.”

WHAT’S YOUR FAVORITE PART OF SERVING IN THIS ROLE? “The interaction we have with citizens who appeal to the Board to get approval to construct their various projects.

They can range from a homeowner who wants to build a deck on the back of his house, to a large developer who is constructing a huge building.”

FOR ANYONE WHO ISN’T FAMILIAR WITH THE BOARD OF ADJUSTMENT, CAN YOU HELP DESCRIBE WHAT YOUR WORK ENTAILS? “For anyone to construct a new house or building, or to add a fence or deck to their current home, they must obtain a permit from the Cedar Rapids Building Services Department. All of these new [or similar] projects must follow Chapter 32 of the Cedar Rapids Municipal Code. If for some unique reason they cannot follow or meet the code, residents can try to obtain a variance from the Board of Adjustment. A Variance Application is presented to the Board, which is made up of five Cedar Rapids citizens. Our responsibility is to review the Variance Applications, and decide if they should be granted or not. The staff at the Development Services Department does a great job of presenting their assessment of the situation and then we hear directly from the applicant. Many times, due to unique circumstances, the Variance is granted. Other times, we must make the difficult decision to not allow the project to be built.”

AS A CITIZEN, WHY DO YOU THINK IT’S IMPORTANT TO TAKE AN ACTIVE ROLE IN YOUR COMMUNITY? “I think it is important for everyone to be involved in the organizations they are a part of. Volunteering for a

committee can give you an inside look at what it takes to run this city. The people that you become involved with all have great pride in their city and it is rewarding to share the enthusiasm.”

WHAT WOULD YOU SAY TO SOMEONE WHO IS THINKING OF GETTING MORE INVOLVED WITH THEIR CITY GOVERNMENT? “I am sure everyone can find something that piques their interest. Get involved. These committees are always looking for good people.”

Quota partners with Cedar Rapids Police and Options of Linn County to provide books to kids.

C

hildren have received over 41,000 books over the past 10 years thanks to a unique program developed by Quota International in cooperation with the Cedar Rapids Police Department. In October 2015, Quota International of Cedar Rapids celebrated the 10-year anniversary of the Cops ‘n’ Kids Reading Program. This program provides a great opportunity to encourage literacy and foster positive interactions between children and police officers in our community. Quota has donated over 41,000 books to the Cedar Rapids and Marion Police Departments, with the vast majority in Cedar Rapids. Officers and Quota members provide books to children in our community targeting kids who may not have many, if any, books they can call their very own.

So who is Quota International of Cedar Rapids? Founded locally in 1940, Quota is a non-profit organization dedicated to helping hearing impaired individuals and disadvantaged women and children. Volunteer members donate countless hours to a number of ongoing and special service projects.

One of the organization’s most successful projects is the Cops ‘n’ Kids Program. In Cedar Rapids, Quota International partners with the Cedar Rapids Police Department and the Cedar Rapids Community School District. They recently added a new partner, Options of Linn County. Their consumers assist with cleaning and labeling gently used books.

Officer Glenn Kieler read to students and leave them with a book provided by Quota. Each student at these schools receives a book every year. Additionally, Quota supports the schools by providing books for special events.

Recently, Quota International celebrated their 10-year anniversary at Garfield. Along with the Police Department, Quota members had a fun celebration with books and treats for all Garfield students. Another important component of our Cops ‘n’ Kids program is the neighborhood “Reading Corners,” where families can drop in to read and take books home for their families.

The Cedar Rapids City Council, with the support of the University of Iowa Community Credit Union, recognizes five of these individuals each year with a donation of $1,000 to the charity of their choice and recognition during Resident Appreciation Day at the Downtown Farmers Market on June 4.

Nominate someone who demonstrates exceptional support for the community, exhibits the responsibilities of strong citizenship or develops projects or initiatives that benefit other residents. YOU STILL HAVE TIME TO FIGHT LEAD HAZARDS

Residents can now access hundreds of pages of historic information from their own living rooms.

The City of Cedar Rapids continues to partner with Linn County Public Health to administer a unique grant to fight the dangers of lead-based paint. The Hazard Hunters program provides funds to reduce lead hazards associated with childhood lead poisoning and support the health and wellness of families and children.

Funding for the grant is made possible from the Housing and Urban Development Department (HUD). The program is open to Cedar Rapids households. Homeowners and investment owners eligible to apply for funding include: households with children under the age of six (or where children frequently visit) in residences built before 1978, and who have a household income that does not exceed 80 percent of the area median income determined by HUD. “This ongoing program has a primary prevention focus,” says Linn County Public Health’s Ann Olson. “Funds are still available to address lead hazards before a child becomes lead poisoned.”

HISTORIC DATABASE GOES PAPERLESS A new online database makes historic property details available right from your keyboard. The online public database showcases locations and characteristics of local historic properties. Residents, property owners, and local developers will have the opportunity to learn if a property has been surveyed for historic significance, see if it is potentially eligible for tax credits, or simply learn more about a local historic property. The information in the database has been collected from multiple architectural and historic surveys, which includes nominations to the National Register of Historic Places. “When you think of historic preservation, the word ‘technology’ doesn’t usually come to mind,” says City Planner Jeff Hintz, staff liaison to the Historic Preservation Commission. “This is a unique tool that allows historic information to be much more accessible to all residents. Hundreds of pages of documents have been organized and placed in an interactive map that is accessible for anyone.” Residents can view the database at www.Cedar-Rapids.org/HPC.

CONTINUING THE TWO-WAYS

M

any changes have taken place downtown as part of an overall effort to support transportation options for all road users, and encourage safer travel speeds. This past summer, work was completed to convert segments of 2nd and 3rd Avenues from one-way to two-way travel. Pedestrian and bike accommodations were also added. Other conversions that took place in 2015 included 4th Avenue SE, from 5th Street to 19th Street; and 8th Street SE, from 4th Avenue to 12th Avenue.

Moving forward to 2016, work will continue on twoway conversions. Traffic flow on 7th Street SE will be converted from one-way to two-way from 4th Avenue to

12th Avenue. Additional pavement improvements will also take place on 3rd Avenue, between 6th Street SW and 5th Street SE. This will include pavement rehabilitation, improving sidewalk ramps to ensure they are compliant with the Americans with Disabilities Act, adjusting the angle of the parking on the 3rd Avenue bridge to increase access and maneuverability for motorists, and making additional pedestrian and bicycle safety improvements.

Work is underway with the railroad to secure new crossing arms and gates that would support two-way traffic, allowing the City to close the gaps in our two-way network.

PAVING FOR PROGRESS CONTINUES ROAD IMPROVEMENTS Paving for Progress, now in its second year, has completed 43 projects and approximately 15 miles of roadway improvements to date (for comparison, Cedar Rapids runs north to south approximately 13 miles — the miles improved through Paving for Progress would run the entire length of the city from north to south). The 10-year Pavement Management Plan was finalized in 2015, and fresh pavement condition data is already being collected in order to keep the plan relevant to Cedar Rapids’ current street conditions. Residents will see a variety of projects taking place the summer of 2016. Approximately 30 projects are currently under design. Some upcoming projects include: 42nd Street, West Post Road, Edgewood Road, B Avenue and others. WAIT LESS. WORRY LESS. RIDE MORE! Cedar Rapids Transit launches mobile app for bus tracking.

R

iding the bus in Cedar Rapids is now easier than ever, thanks to the Cedar Rapids Transit Division’s new mobile app. The app allow users to view bus routes on their phone or other mobile device, track buses in real time, and view or text to determine when the next bus will arrive at their location. The new app will greatly increase the convenience of using public transportation by allowing riders to track bus arrival times down to the minute, right from their phone. Riders can watch the map as buses move along their route and time their arrival at the bus stop as necessary. This will eliminate the need to sit outside waiting for the next bus to arrive — a benefit that will be helpful year-round, but especially in the winter months.

ADDRESSING SIDEWALK RAMPS

“The RideCRT app uses the latest technology available in order to make taking the bus more convenient,” said Brad DeBrower, Cedar Rapids Transit Manager. “Our goal is to make riding the Cedar Rapids transit system as easy as possible for current riders, and also to encourage more ridership. By providing better transportation options, we are increasing the overall quality of life for our residents.”

The City of Cedar Rapids is working to bring its sidewalk ramps into compliance with the Americans with Disabilities Act (ADA) to create a more walkable, accessible community for all residents, regardless of age or ability.

To ensure users with mobility or vision impairments can still access the sidewalk, curb ramps must meet specific standards. The public can assist in identifying ramps that are not accessible. COST-SHARE PROGRAM ALLOWS RESIDENTS TO SAVE UP TO $2,000 AND IMPROVE WATER QUALITY

A

Stormwater Best Management Practices (BMPs) CostShare Program will provide Cedar Rapids residents financial and technical assistance in implementing stormwater BMPs designed to improve water quality and reduce the amount of stormwater runoff.

Financial assistance will help cover the cost of materials and/ or contractor labor for completing the projects. Projects can range from rain gardens and bioretention cells to pervious pavement and soil conditioning. The City will provide partial reimbursement up to 50 percent of the project cost or $2,000, whichever is the lesser value. Projects will be awarded while funds remain available, on a first-come, firstserved basis, and anyone subject to the stormwater utility fee will be eligible for participation in the program.

“This program is a win-win scenario for residents and the City,” said Jon Durst, sewer superintendent. “For half the cost, homeowners can improve their property and play an active role in improving the City’s water quality and helping decrease the amount of runoff. In turn it reduces the potential for property or infrastructure damage that can occur if the sewer system is overwhelmed by runoff.”

The enhanced system allows more targeted messaging. For example, a message about a garbage delay will only go to individuals who will be impacted by the delay, rather than anyone who's subscribed to garbage and recycling updates.

SPRING LEAF VACUUM COLLECTION BEGINS APRIL 4

tarting Monday, April 4, the Cedar Rapids Solid Waste & Recycling Division will be operating leaf vacuum trucks. The trucks will run through Friday, April 29. Residents can expect collection of leaves on their regular garbage day unless the trucks are slowed by weather or volume. If the service is slowed by weather or volume, the Cedar Rapids Solid Waste & Recycling Division will strive to reach the property the next day.

Residents should place leaves in long rows on the grass or parking area beside the street for collection. Leaves must be kept out of the street and away from obstacles like mailboxes, sign poles and trees.

The vacuum truck will not collect leaves from alleys. Leaf piles should be free from brush and debris. Sticks and twigs can be placed in the YARDY cart for collection and litter should be bagged and placed in your garbage can. Please do not park cars in front of leaf piles; the truck will not be able to collect the leaves.

City of Cedar Rapids Summer Swim Passes Passes provide admission to Open, Family, Adult, Lap Swims and Water Exercise as age appropriate.

Schedules for pools, programs/water features may vary. (See page 54-55.) Valid May 22-September 5, 2016.

• You must present your pass to enter the pool.

• Passes are non-transferable and non-refundable.

• Replacement cards may be purchased for $5 if cards are lost or stolen.

• Children under the age of two years as of May 1 will receive a pass without a photo.

• Passes may be revoked for pool infractions and misuse with no refunds.

GENERAL POOL RULES GENERAL RULES

• Everyone entering the pool must pay or have a valid season pass. Infants under six months are free.

• Actual swim attire is required.

Fibers from street clothing damage the pool filter. (Sorry, no basketball shorts.)

• Deep End Test: To use diving boards or swim in water over 5 feet, you must take the test at any pool where you swim each year.

• Concessions are available.

No outside food, beverages, alcohol or coolers.

OPEN AND FAMILY SWIMS

• Children ages 5 & under must be supervised by an adult within arm’s length.

• Youths ages 6-10 must be supervised by an adult or responsible person at least age 14.

• Water and float toys allowed only at Family, Evening and Weekend Swims.

• Water wings/floaties, large inner tubes, swimsuits with removable floats and life jackets are not allowed.

• Snorkels, masks that cover the nose and diving sticks are not allowed at Open or Family Swims.

LAP SWIMS

• For ages 15 or older. Children may not attend with swimmers. Youths, ages 11-14, may attend lap swim at Jones or evening lap swim at Ellis. Only lap lanes are open at this time.

• A walking lane is available at some sites. A lap lane is available at Ellis Pool during Open Swims.

• Lap swimmers are allowed entry into the locker room 10 minutes prior to the starting time and into the pool at exact starting time.

• Always circle swim. Stay to the right of the black line in your lane, swimming counter-clockwise.

• Noodles are not permitted.

HEALTHY SWIMMING • Shower before entering the pool.

• Do not swim for two weeks after you or your child has had diarrhea.

• Non toilet-trained children must wear swim diapers. Swim diapers may be purchased at the pool.

• Changing stations are available in all restrooms.

ADULT 50+ SWIMS

A swim for ages 50 or older.

ADULT SWIMS

A swim for ages 18 or older with no slides available.

PUBLIC SWIM FACILITY CLOSING POLICY Pools and aquatic centers may not open or may close early for the following reasons: • Air temperature below 70 degrees (Lap Swim: air temperature below 60 degrees) • 20 people or less in the facility for a period of one hour (50 people or less at Noelridge and Cherry Hill) • Lightning/severe storm in area • Mechanical problems • Poor water quality • Special events/situations • Darkness • Maximum bather limit reached (When pool reaches capacity, patrons may be turned away and referred to another facility) • Other reasons deemed necessary by Parks & Recreation

End of season event will be held on Sunday, July 17. Requirement: Child must be able to swim 25 yards without stopping to participate. Please have a T-shirt size ready when you register.

Classes not making the minimum enrollment may be cancelled.

Maximums are not guaranteed.

AGE REQUIREMENT

If your child turns the minimum age required within 30 days of the start of the program, they may be registered for that program unless an exception is noted otherwise.

IMPORTANT: If your child does not meet the age requirement, the computer will reject your registration and your child will not be enrolled. In this instance, you cannot register online. Call the Ambroz Recreation Center office, 286-5731.

WEATHER CANCELLATIONS

Classes are cancelled if dangerous weather conditions exist at the time of the lesson. Dangerous weather conditions are lightning and/or a severe storm. Call the appropriate pool for cancellations.

Cancelled classes may not be able to be made up.

COOL WEATHER

Lessons are held even on cool days. Swimmers might not be in the water if it’s too cold.

POOL CLOSINGS

If a pool is unexpectedly closed, lessons are also cancelled with no guarantee of being made up.

HEALTH REQUIREMENT

If your child is sick, he/she may not enter the water for two weeks after the last episode of diarrhea.

The purpose of this class is to expose the child to water adjustment skills. Front kicking, underwater exploration, and entering and exiting the water will be covered.

SCHOOL AGE LEVELS

If you are certain that your child can complete the “TO PASS” skills, then register them for the next higher level if he/she is the appropriate age.

LEVEL 2 FUNDAMENTAL WATER SKILLS (5-10 yrs.)

Four year-olds may participate if they have passed Level 1 SKILLS INCLUDE: • Bobbing • Floating unsupported • Front/back glides • Combined stroke unsupported TO PASS: • Enter chest deep water, front float, roll to back float, return to vertical (Repeat starting with back float) • Swim using combined front stroke, roll to back and float, return to front and continue swimming LEVEL 3 STROKE DEVELOPMENT (5-10 yrs.) Cedar Rapids Parks & Recreation manages 96 parks and trails on 4,171 acres of land. In addition to urban parks of all sizes, there are many acres reserved for park expansion and flood control. Use our online Parks Finder to locate a park and view its amenities at http://bit.ly/crparks.

Splash pads are ready to keep kids cool from May 21 through September 4, 2016. They are located at Cedar Valley, Cleveland, Daniels, Hayes, Hidder, Jacolyn, Noelridge, Redmond, Time Check and Twin Pines Parks.

Trails Cedar Rapids Parks & Recreation maintains a variety of hard surface and crushed limestone recreational trails. If you make a complete tour of all the park trails, you will travel over 24 miles.

Noelridge Greenhouse *NEW* TOURS

Greenhouse tours are available for all ages Monday-Friday, 7:303pm. Noelridge Volunteers will lead tours of the greenhouse and gardens with an emphasis on how to attract pollinators to your garden. Live caterpillars and butterflies will be available to view July-September. Please call (319) 286-5762 in advance to schedule a tour. Admission is free.

Off-Leash Dog Parks The City operates two off-leash parks. Cheyenne Off-Leash Dog Park is located on Cedar Bend Lane SW, off Old River Road and K9 Acres is located in Squaw Creek Park at 5200 Golf Course Road, Marion.

Permits are required to use these facilities. Season passes may be purchased at: Parks & Recreation Dept.

Park Pavilion Rental Rent one of 24 pavilions in the City parks at any time up to one year in advance of the intended use date. The first date for pavilion rental in the spring is April 16, 2016. They are rented for two use periods: 9am-3pm and 4-10pm.

Sizes range from 7-30 tables.
