Helpful Information

Refunds

Full refunds may be requested three business days prior to the start of a program/season. Refunds requested within three business days prior to the start of a program/season may offer the potential for proration or a full refund. Registrations paid in cash or check will be refunded in the form of an WebTrac credit or city check; city check may take up to 30 days. Registrations paid with credit will be refunded via a personal credit refund or an WebTrac credit. Scholarships will remain non-refundable.

Satisfaction Policy: Patrons may request a refund at any time after the start of a program if they are unhappy with it. These must be submitted in writing or email and sent directly to the appropriate supervisor. The type of program will determine the amount of refund provided (this may be adjusted due to pre-advertised supplies purchased, etc.).

Accessibility

The Leisure Services Department believes that all individuals should be provided with accessible recreation opportunities. Upon request during registration, individuals with disabilities will be provided accommodations and/or one-on-one support to better assist in program participation. There is no additional cost to the registrant for this service. For more information contact Janna Beau at 563.589.4315.

Volunteering

The Leisure Services Department is always seeking help in providing improved services to the community. If you have a desire to volunteer time to assist with a program or clean a park, or would like to donate a tree or provide materials or money to improve a certain facility, please contact the office at 563.589.4263.

Public Transportation

The Jule provides public transportation to bus stops near many parks and recreation facilities including Flora and Sutton Pools, Carnegie-Stout Public Library, the Multicultural Family Center, Comiskey Park, and many others.

Youth ages 6-18 ride for FREE if they are able to show a school ID card. If not, it’s only $1 per year to purchase a swipe card! Kids under 5 should be accompanied by an adult or guardian.

Passes can be picked up at The Jule Intermodal Center (950 Elm St.) and City Hall (50 West 13th St.) during regular business hours. For additional information, including route and schedule information, visit www.JuleTransit.org or call 563.589.4196.

Everyone is required to create a new account!
1: Go to www.cityofdubuque.org/letsgo and click “SIGN IN / REGISTER” on the top right corner. Registration opens on May 2, but creating your account in advance will save you time when you go to register for classes, programs, activities, swim lessons, etc. Get started now and create your account today! Step 2: Click “Don’t have an account? Sign Up Now” under the WebTrac Login box. Helpful Information | How To Create A WebTrac Account

Step 3: Complete the “Create New Household” form. The required fields are in red. If applicable, don’t forget to add your family members by clicking the blue “Add New Member” box. When finished, click the green “Save” button at the bottom of the form.

Step 4: Explore the new WebTrac registration system! You can type in keywords, filter by age, type of program, months, recreation categories, locations, days of the week, season, and more! Then, come back on April 28 to register for programs and activities. For questions, contact the Leisure Services office at 563.589.4263.

After Hours Drop-off

Place your form and payment in a sealed envelope and drop off in mail slot in the drop-box located outside 1157 Central Ave. or Bunker Hill, 2200 Bunker Hill Rd. If paying by check, please make checks payable to City of Dubuque Leisure Services. To protect your personal information, if you choose to mail in, email, fax, or drop off forms and pay with a credit card, staff will call you at the contact number provided to process payment. Do not write your credit card information on forms.

$125 Family Scholarship

The Leisure Services Family Scholarship is a $125 household credit for income-qualified families (two or more related people from the same address). Scholarship credits can be used for:

Grab your favorite stuffed animal for a Teddy Bear-themed yoga class! Join Miss Sandra for this fun and creative class that will introduce children to the world of yoga. We will do yoga with our cuddly friends, enjoy some Teddy Bearinspired crafts, and learn tools to help calm our bodies and minds. Through animated poses, stories, music, crafts, and games, your little one will have loads of fun—all while learning valuable, well-being skills in the process! Join our new Yoga Book Club for adults, hosted by Joni Puffett. Enjoy the book at your own pace and come together with fellow readers for a morning of yoga and friendly discussion. New titles are selected quarterly. Upon registration, you will receive a copy of the selected book and accompanying journal by mail, along with details for our book club gathering. For our Fall selection, we will be discussing the book "The Year of Less" by Cait Flanders.

The Leisure Services Department provides an After School Basketball program to 4th and 5th grade students at all Dubuque Community School District elementary schools. The program emphasizes fundamental skills, team concepts, sportsmanship, participation, improved health/fitness and fun!

The program meets for 90 minutes following school dismissal. Practices are held two times per week for four weeks starting the week of Sept. 11 and running through Oct. 5. The program is instructed by members of the Loras College and University of Dubuque Men's basketball teams.

Hung Gar Kung Fu is a southern Chinese martial art training created for military defense in the southern Shaolin Temple. Hung Gar is centered on coordination, conditioning, discipline, and fighting application. Instructed by Michael Quam. This is an ongoing program. Registration is required.

Capoeira (pronounced cap-oh-air-uh) finds its roots deep in the culture of slavery in Brazil. Capoeira was a way for them to blend their past culture with their newfound culture in Brazil. The movements reflect the dances of northern Africa, and the martial arts were a way for the slaves to stay limber and practice self-defense. The movements of capoeira are like zumba, gymnastics, Tae Kwon Do, and African dance all rolled into one! Instructed by Michael Quam. This is an ongoing program. Registration is required.

Celebrated every year from Dec. 26 - Jan. 1, Kwanzaa is a week of festivities honoring African American culture and heritage. Outdoor Fun

Park Season Schedule

City parks are open year-round. Park amenities such as restrooms, pavilions, and drinking fountains close each season on the fourth Sunday of October and will re-open on the first Saturday of May. The road gates at Eagle Point Park and Miller Riverview Park & Campground are also closed during this time. Note, while vehicles are restricted, the two parks remain open and accessible to walkers and bikers during the off-season!

Places in Dubuque To Visit This Fall

Eagle Point Park

Eagle Point Park is one of the most outstanding parks in the Midwest. This park is 164 acres overlooking the Mississippi River and Lock and Dam No. 11. It also offers a stunning view of Iowa, Illinois, and Wisconsin.

Eagle Point Park is located at 2601 Shiras Avenue. Admission is $1 per car, $5 per bus. Bicycles and pedestrians are free. The park is open 7 a.m. to 10 p.m., Sunday through Thursday, and 7 a.m. to 11 p.m., Friday and Saturday. Eagle Point park will be open to vehicles through Sunday, Oct. 23.

Mines of Spain

Composed of untamed, wooded land, this 1,432-acre park offers hiking, hunting, paddling, picnicking, and cross-country skiing. There are six individual nature walks within the park, including those at the E.B. Lyons Interpretive Center and at the Horseshoe Bluff Site.

Mines of Spain is open yearround, with park hours of 4 a.m. to 10:30 p.m. The interpretive center is open year-round weekdays 7 a.m. - 3:30 p.m. and weekends 10 a.m. - 2 p.m. Please call to verify the center is open to 563-556-0620.

Four Mounds

Four Mounds and the City of Dubuque partner to help protect over 220 acres of largely undeveloped land along Upper Mississippi River.

Explore a .75-mile moderate trail over bluffland, high along the Mississippi River and through our woods and ravines. through forests and prairie. Hunting is not allowed on the grounds. Visitors are welcome to hike through open areas and woodland. Four Mounds is open to the public year-round.

Recreational Trails

The City maintains a comprehensive 53-mile bike/hike trail system which includes 28 miles of on-street routes and 25 miles of paved trails for walking, hiking, and biking. The off-road network includes trails at the John G. Bergfeld Recreation Area, Eagle Point Park, Port of Dubuque, Chaplain Schmitt Memorial Island, and Peosta Channel. The on-street network includes sections of the Mississippi River Trail through the Downtown and Historic Millwork Districts, and the Washington and North End Neighborhoods.

Bee Branch Creek Greenway

The Bee Branch Creek Greenway is part of our community’s infrastructure to control flooding, but it also serves as a beautiful linear park. The onemile greenway stretches from the heart of Dubuque’s North End to the Mississippi River at Chaplain Schmitt Island. It is home to a multi-use trail, scenic overlooks, an outdoor amphitheater, benches, lighting, rest areas, a garden, and a bioswale board walk.Lights along the the multi-use trail are on from dusk to dawn.

Veterans Memorial Plaza

Veterans Memorial Plaza opened in 2009 and included a curved wall dedicated to the branches of service and the wars they served. Flags flew high in the background bracketing an American flag with a POW/MIA banner below it. In the center, a 6-ton granite globe, 5-feet in diameter sat among pavers and benches, each sold to raise money for the project initially.

Funded entirely by the Dubuque Racing Association, a $3.2 million improvement project was completed in 2021. The project sought to honor all veterans by unifying and enhancing all existing nearby memorials. The improvements also included a new memorial for Chaplain Schmitt composed of a decorative swirling concrete path that transforms into an elevated boardwalk extending from the Veterans Memorial Plaza over the pond. A circular landing that contains a sculpture titled "Skyward" is located at the end of the boardwalk. An opening in the sculpture allows visitors to read a poem etched on the inside. At night, subtle colorful lighting honors veterans and adds prominence to the memorial.
