Leads Online

Police Department

Confidential

Background

The Durham Police Department is responsible for the investigation of crimes, both nonviolent and violent, and providing the highest level of customer service to the citizens of the City of Durham. The mission of the Durham Police department is to work with the community to minimize crime, promote safety, and enhance the overall quality of life in the city.

In doing so, the Durham Police Department needs to have access to as many available resources as possible to generate leads for their criminal investigations in order to solve crimes, apprehend suspects and fugitives, and gather the necessary evidence that leads to convictions in order to minimize the city's crime, promote safety, and enhance the overall quality of life.

Durham Police Department was introduced to Leads Online early in the company's existence, when at that time Leads Online capabilities were less than the established capability of Durham PD. Currently, the investigative and lead generating capability of Leads Online far exceeds the capabilities of Durham Police Department.

Current Business Problem

The Durham Police Department needs a solution to streamline investigations and provide meaningful intelligence and data to generate leads to assist in the arrest and convictions of criminals to reduce crime, improve public safety and the overall quality of life in Durham.

Current Pain Points

•Durham Police Department currently has manual processes which could be streamlined, automated, and made more efficient with the use of Leads Online

•Officers go through heavy paperwork requirements to get court orders , subpoenas and other necessary resources to gain access to information relevant to investigations

•Property crime clearance rate is low, ranging in 10-15% clearance rate

•Public perception of law enforcement and their effectiveness could improve

•Durham Police Department has staffing issues. There aren't enough officers to investigate all the crimes. The department carefully picks and chooses which cases to pursue and assign for investigation based on solvability factors

•There isn't a direct solution for examining or obtaining information outside of the jurisdiction leaving suspects who have left the jurisdiction harder to track and pursue

Analysis of Police Proposed Solution: LeadsOnline

• Founded in 2000, Leads Online is a sole-source provider in their service offering for investigative solutions, harnessing partnerships with over 20,000 businesses who are offered free access for reporting requirements, and over 5000 law enforcement agencies nationwide including neighboring municipalities as well as federal agencies like the FBI and ATF

• Platform conducts automatic analysis on case solvability and interacts with other law enforcement agencies as well as external data sources like the National Crime Information Center (NCIC).

• Leads Online does not have any direct competitors, as the company is a solesource provider of the specific services and data sets it provides access to

• The only leading industry competitors, again who do not offer the same services or dataset, operate in providing streamlined open-source intelligence analytics

• Durham PD endpoint technology supports the LeadsOnline application for system administration

• LeadsOnline cybersecurity controls meet the Durham cyber security standards

• There are various known North Carolina municipal police departments who utilize Leads Online, including Raleigh, Cary, Wake County, Chapel Hill, Durham County, and Fayetteville.

Analysis of Alternative Option: Whooster

This alternative option was the only alternative option identified during market analysis.

Whooster

• Private For-Profit data intelligence and asset management software company, founded in 2013, based in Buda, Texas that allows for integration and visualization of various data sets to improve decision making and assist in intelligence related to criminal investigations

• Unlike Leads Online, the platform does not conduct analysis on case solvability, nor does it interact with other law enforcement agencies, and integrate with prime law enforcement databases like NCIC.

• Unlike Leads Online who focuses solely on law enforcement and public safety, Whooster maintains a customer base outside of the law enforcement industry as well as outside of the United States, which can be a risk concerning data security

• Like Leads Online, Whooster can integrate with CellHawk Technology, a phone forensics software, which is owned by Leads Online\

• Unlike LeadsOnline, Durham would have to host Whooster locally and would be completely responsible for configuring system and ensuring compliant cyber security controls
