Welcome!
Total funding received: $82,800 As always, FCPR is safety conscious: in our recreation centers and parks, on ball fields and playgrounds, we take care that everyone is provided with a secure environment. This includes safety from others who are drawn to our population that can least defend themselves - children, seniors and special needs individuals. In 2007, FCPR implemented a background check program and has conducted thousands of checks on volunteer coaches, recreation center volunteers and Counselor-in-Training (CITs). Soon, we will take that policy one step further and require our volunteers to wear an ID Badge to each volunteer activity. The department will provide an ID Badge and lanyard to be worn during times of service (games, practices, camps, instructional programs, other recreation center programs). This will allow parents and others to help monitor the activities and ensure only approved volunteers are permitted with participants. It’s a small price to pay for the safety of our loved ones. We hope that you like and will support this new ID Badge policy – safety is everyone’s responsibility. Take care. Michael Gibson, Director, Fayetteville-Cumberland Parks and Recreation

Parks and Recreation departments typically offer lots of affordable options for people looking for quality programs and activities for themselves and their families. FCPR has always strived to maintain reasonable prices and competitive rates for recreational services; it’s not always an easy task but worth it to provide opportunities that appeal to our multi-cultural and diverse population. One that helps keep costs low is to supplement with grants funds. Local, Federal and State grants provide opportunities to offer new or expand current programs and facilities. Many grants require matching funds, some provide cash; in any case, it’s worth the effort to pursue funding from different sources. Most recently FCPR has received funding from:
Cumberland County Commissioners* Chairman: Jimmy Keefe Vice-Chairman: Dr. Jeannette M. Council Billy R. King Kenneth S. Edge Edward Melvin Charles Evans Marshall Faircloth

Michael Gibson, Fayetteville-Cumberland Parks and Recreation Director, was presented the Jack “Swede” Frauson Professional Award on August 2 at the North Carolina Recreation and Park Association 34th Annual Citizen Board Member State Forum. This award is presented annually to a professional employed by a tax supported public agency for outstanding work and accomplishments in parks and recreation in association with a parks and recreation board or commission. Mr. Gibson was nominated by the Fayetteville-Cumberland Parks and Recreation Advisory Commission for his leadership, hard work, dedication and vision. Mr. Gibson encourages staff to try new and different programs, to understand why some people don’t participate in parks and recreation programs and find ways to reach them and to always strive for a higher level of service. Under his leadership, programs have grown in all areas, specifically athletics, seniors and therapeutic recreation. Sports programs continue to expand to meet the growing needs of participants of all ages and offer not only the tried and true programs – football, basketball, baseball and softball, but include new sports such as rugby, lacrosse and street hockey. Michael Gibson is a true leader in the field of parks and recreation. He heads a department of approximately 163 full-time employees with a budget of close to $18 million and is responsible for all recreation centers, facilities and programs, parks and open space totaling 1,000+ acres. Mr. Gibson inherited a department that had recently combined and therefore funded by separate governments. Working with both the City of Fayetteville and Cumberland County, he has earned their trust by making it work efficiently and effectively - a feat in itself deserving of recognition. He constantly strives to expand current resources to provide additional programs and facilities where they are needed. Mr. Gibson deserves recognition for all of the good things that have resulted from his dedication to the parks and recreation field. He has been the catalyst behind the continued development of a parks and recreation department which is highly regarded by the community, receptive to community needs and requests and continues to strive to better serve the citizens of Fayetteville and Cumberland County.

www.ncveteranspark.org GENERAL INFORMATION
Fayetteville is proud to be the home of the North Carolina Veterans Park. The first state park dedicated to military veterans – young and old…living or deceased…from all branches of the Armed Services; Army, Navy, Marines, Air Force, and Coast Guard. With its rich military heritage, Fayetteville is the perfect place to house the North Carolina Veterans Park. The city’s beautifully revitalized downtown is a fitting location, given the spirit of renewal embodied in the park. What’s more, North Carolina is proud to call itself the “Most Military Friendly” state, and the Veterans Park incorporates many natural and architectural elements that represent the state. Symbolic features pay homage to the veterans from all 100 counties of North Carolina and represent the citizens who support them.
The primary theme of the North Carolina Veterans Park (NCVP) is a “Veteran’s Journey: life before, during, and after service.” The secondary theme is rebirth and healing. This park represents that redevelopment. www.fcpr.us
A 3,500 square foot Visitors Center anchors the park near the entrance. The Visitors Center includes a Service Ribbon Wall made of fused glass, representing every service medal awarded since the Civil War, as well as a unique chandelier made from 33,500 “dog tags” (service member identification tags). There is also an interactive globe that allows you to pinpoint a location and learn about the heroic events that happened there. Outside the Visitors Center is the North Carolina Soils Wall, built with soil collected from the state’s 100 counties. Native soils from North Carolina are featured and used throughout the park. Numerous fountains and sculptures help tell the story of a service member’s journey through their military career and beyond.

FEATURE: YOUTH DEVELOPMENT GRANT 25
Youth Development Grant Each summer Fayetteville-Cumberland Parks & Recreation proudly welcomes upwards of 75 teenagers into the Counselor In Training program. This program is designed to offer on-the-job training to teens in an environment that also fosters leadership, teamwork and personal growth. From this program, 17 Fayetteville-area teens from 10 area high schools, age 15-17 years, joined together in an effort to increase Outdoor Recreation among their generation. These 17 teens elected to participate in an overnight trip to Chapel Hill, NC to attend the 2013 Outdoor Nation Regional Summit, alongside FCPR staff. This event, hosted by Outdoor Nation at the University of North Carolina-Chapel Hill, was held to bring together those from the Millenial Generation who recognized the growing need for people in their communities to increase the amount of time spent outside, away from technology, and in their natural surroundings. FCPR teens had the opportunity to create a grant proposal for an outdoor recreation opportunity to be created in the City of Fayetteville, for possible funding by Outdoor Nation. Teens met for a brainstorming and design session and chose to design a Challenge Course, with the intent that it be placed along the trail at Clark Park, located near downtown Fayetteville, the city’s second-largest regional park.
These teens traveled to Chapel Hill, NC on Saturday, June 29, 2013 to attend the regional summit, participate in an overnight camping experience and present their proposal. As a result of their proposal and group presentation, FCPR was awarded a grant in the amount of $1,500 to begin to make their dream a reality! This challenge course, named The L.O.S.T. Island (Leadership, Opportunity, Stewardship and Teamwork) will provide countless area residents and visitors with a no-cost Outdoor Recreation opportunity, thanks to these teens! The cooperative effort of these local teens is truly remarkable and has been recognized as such by both the Fayetteville City Council and Mayor Tony Chavonne. With construction set to begin soon, it is only a matter of time before The L.O.S.T. Island can be enjoyed by both area residents and visitors to this great community. Please be sure to visit Clark Park in the coming year to enjoy this great contribution to the City of Fayetteville, made possible by the next generation of Fayetteville’s leaders.

FEATURE: “PARTNER IN PREVENTION”
Parks & Recreation Earns “Partner in Prevention” Designation to Protect Children
Fayetteville-Cumberland Parks & Recreation has achieved “Partner in Prevention,” a nationally-recognized public standard to end child sexual abuse (CSA). The designation was awarded for FCPR’s commitment to protecting children by training 100-percent of its full-time staff working in the after school L.E.A.P. program (Learning, Enrichment And Play) on how to prevent, recognize the signs and react responsibly to CSA. “Partner in Prevention” was created as a national standard to help parents and caregivers recognize organizations who take CSA prevention seriously by implementing policy and training staff. The training and designation award is provided by Charleston, SC-based Darkness to Light (D2L). D2L has championed the movement to end CSA since its founding in 2000 and now has education programs in 49 states and 15 foreign countries. James McMillan, Recreation Division Manager, led the department in this endeavor and is pleased with the achievement. “When a parent leaves their child in our care, they are entrusting to us their most prized and cherished possession. We take that responsibility very seriously. Seeking this national distinction is an avenue to acknowledge and validate that importance.” D2L’s training curriculum points out that CSA is pervasive in a society where it is repressed and not discussed. Thousands of organizations across the U.S. and Canada are now seeking out a dialogue for prevention and they are sending parents and the community a message with the Partner in Prevention distinction. By partnering with the Child Advocacy Center, McMillan hopes the department will heighten community awareness of CSA. “Our children need us. They can be empowered with awareness and choice, but the real responsibility for protecting children must be shouldered by adults.” To learn more about CSA prevention training or to enroll your organization in D2L’s “Partner in Prevention” program, please visit www.d2l.org. Please also contact D2L Program Coordinator Erika Rowell at 842-965-5444. To learn more about the L.E.A.P After-school Program, see page 26.

U.S. Paralympics manages extensive outreach initiatives, connecting with individuals with physical disabilities directly and supporting Paralympic organizations with program development. Increasing the availability of Paralympic sport programming for Americans with physical disabilities across the country is a key goal of the U.S. Olympic Committee. Through partnerships with existing organizations, such as Fayetteville-Cumberland Parks and Recreation, as well as the development of new programs, the U.S. Olympic Committee’s Paralympic Division is targeting 250 Paralympic Sport Clubs in American cities by 2012. Fayetteville-Cumberland is one of those new Sport Clubs. http://findaclub.usparalympics.org/ organization-detail.aspx?id=226
Paralympic Sport Club Fayetteville-Cumberland
Today, there are more than 21 million Americans with a physical disability. In the past few years, thousands of military personnel have sustained serious injuries during active duty. Research shows that daily physical activity enhances not only and individual's self-esteem and peer relationships, it also results in increased achievement, better overall health, and higher quality of life. However, despite these findings, most individuals with physical disabilities do not have the opportunity to participate in any regular sports activity. We are working hard to change that in Fayetteville and Fort Bragg. Fayetteville-Cumberland Parks and Recreation became an official Paralympic Sport Club in April, 2011. FCPR is inspiring athletes to achieve their dreams. Through education, sports programs and partnerships with community organizations, medical facilities and government agencies, Paralympics Fayetteville-Cumberland is making a difference in the lives of many physically disabled people every day.

COMMENT & KUDOS

Stedman Recreation Center
Just wanted to take a moment to let you know how much we appreciate your hard work! You and your team are the ones that goes unnoticed with all the behind the scene countless hours on putting everything together…On behalf of coaches and the community, I want to thank you and your team for making our jobs as coaches easier. Received from Bryan via e-mail, Feb. 23, 2013
Cliffdale Recreation Center
I just wanted to let you guys know you have the right person for the job at the Cliffdale Recreation Center. Mrs. Belinda Jackson is doing a GREAT job. I had not been to the rec center in a while and this rec center is a whole lot better than when I first visited. This rec center has been known to have a not so good reputation, but it is good to see someone such as Mrs. Jackson and her staff make a difference not only at this Rec Center, but in the community. And by the way, the Black History program on Saturday was excellent. This goes to show that change can sometimes be good. Received from Anthony via e-mail, Feb. 25, 2013
Senior Center
Just a note to tell you all that you have a truly exceptional employee in Mary Brymer. She truly serves the Senior Community in a very caring and professional manner. I have known her for about four years now and she always conducts herself in the way that a person of her position should. It is truly my pleasure to know her. I hope you all appreciate what a great caliber of person she is.
July 4th Celebration
Received from Carol via e-mail, May 3, 2013
My family and I attended the July 4th event at Festival Park yesterday and we had a great time. The music, the food and the fireworks were great; there was a great police presence and all of the officers we encountered were friendly and polite; and even in the gridlock to exit the park at the end most everyone was patient and gracious. This was my toddler’s very first fireworks, so my husband and I wanted it to be a special time. Please let your teams know that their hard work was appreciated by my family and I’m sure by hundreds of others. Thank you. Received from Dele via e-mail, July 5, 2013
