Welcome! In the previous issue of this department’s Activities Guide, I spoke about forecasting, developing strategic plans and creating a framework that moves this community forward. As that evolution takes place and the calculation of change proceeds, we wanted to make sure you, the citizen, have an opportunity to see what we believe can happen. For the past six - eight months we have been working to develop those “quality of lifestyle” amenities and now invite you to learn more about our vision.

Our Vision for

A Community on the Move

Bond Proposal


First-Rate Recreation Desirable Destination The Fayetteville-Cumberland Parks & Recreation Department has a vision for our future . . . a vision of a community on the move. A countywide bond proposal would enable us to build outstanding new facilities to provide residents throughout the area with affordable, close-to-home options for recreation, sports, and entertainment. These wonderful facilities would make it more attractive and more convenient for people to enjoy an active lifestyle doing things they love. What’s more, world-class venues included in the bond proposal would propel Fayetteville/Cumberland County to become a prestigious destination for competitions and other events. Projects covered by the bond were strategically selected based on a sound evaluation of what would best serve our community’s recreational needs – and generate new revenue for our county. The Fayetteville-Cumberland Parks & Recreation Master Plan, first developed in 2006 and overseen by the City Council and County Commissioners, served as the basis for the bond package. In creating this Master Plan, we looked at the rapid growth of Cumberland County, conducted a detailed study of local demographic data and existing recreational resources, and gathered extensive public input.

Designed to enhance quality of life for local residents and foster economic growth, projects covered in this bond proposal include:

u Performing Arts Center The bond proposal also includes funds for renovations to existing parks and buildings, greenway acquisitions and development, park land acquisitions, and planning and development.


A Worthy Investment Several of the facilities included in this bond proposal would be able to operate with little or no general fund support. However, it is important to note that, as facilities of Fayetteville-Cumberland Parks & Recreation, membership costs and entrance fees would be affordable for the citizens of our community. Memberships would be offered at different levels (family, couple, senior, etc.), and daily passes would be available for those who come less often or could not afford a yearly membership. In addition, the new facilities would be available for school athletic programs and recreational activities. These facilities would have the added economic advantage of job creation, and they would provide other opportunities for generating revenue through: u Local, regional, state/multi-state tournaments, swim and track meets, and other competitions u Rentals for a wide range of public or private events u Vendor leases for concessions u Lessons and classes u Associated fees such as locker rentals and pro shop sales u Corporate sponsorships Attracting competitions and other events would lead to additional revenue for our county through hotels, restaurants, retail locations, and local attractions.


Multipurpose Aquatic Center Encompassing approximately 120,000 – 140,000 sq. ft., this spacious multipurpose center would house diverse facilities. The Aquatic Center/Natatorium would feature an indoor Olympic-sized (50-meter), eight-lane pool with spectator seating for 1,500, a recreation pool with play structures, and complete locker room facilities. The Senior Center would be designed to house current Parks & Recreation senior programming and staff. An array of excellent facilities – designed to provide enriching activities for our senior population – would include a library/computer room, game room, art room, dance studio, video/theatre room, café, conference room, and office space.

A large Fieldhouse (approximately 58,000 sq. ft.) would include a 200-meter, six-lane indoor track, a multipurpose floor for indoor tennis and soccer, wrestling, gymnastics and other activities, along with spectator seating.

Also available in this multipurpose center would be a 5,000 sq. ft. fitness room and community spaces including a special events area/meeting room/banquet hall, caterer’s kitchen, café, studio, and wellness center.

Picture the possibilities for fun and fitness this extraordinary center would provide for local residents of all ages – and for competing athletes from near and far.

This facility would be built in a location that’s easily accessible and central to Fayetteville/Cumberland County (specific location to be determined)..

Tennis

Center

This professionally appointed center would feature 22 lighted courts with covered changeover stations – 4 clay courts, 17 hard courts, and a championship court with spectator seating for 1,500. Complete locker room facilities, meeting rooms, a pro shop offering retail sales and racquet restringing/regripping, and food concession areas would also be included.

Imagine what this world-class facility, with affordable fees, would do for those who love tennis or would love to learn – and, for making our community a prime location for tennis events.

The specific location of this facility is to be determined.


Sports Complex Our vision for a community on the move includes this 50-acre sports park with eight lighted baseball/softball fields – four adult and four youth size – and seven soccer/football fields. A 15,000 sq. ft. clubhouse would house concessions, catering service/banquet facilities, and meeting rooms. Outdoor amenities would include an 800-meter walking trail, three picnic shelters with barbeque areas, and two children’s playgrounds. What a wonderful addition this park would be to our community for youth and adult leagues and team play, including local, regional, and state-wide tournaments, as well as for those who just want to get out and play. The Sports Complex would be built on city-owned property on Fields Road.

Community Aquatic Center

A large, outdoor facility, the community aquatic center would have a 50-meter, eight-lane pool with spectator seating for 600, a 13,300 sq. ft. leisure pool, and a tot/spray pool with a slide. Other features for the comfort and enjoyment of those who frequent the aquatic center would include a group pavilion, 12 shade structures, snack bar, bathhouse, and changing/locker rooms.

Helping meet our county’s significant need for swimming facilities, the aquatic center would provide warm-weather fun and fitness for thousands in our community. This beautiful facility would also be attractive for local, regional, and state swim meets.

This center would be located in the unincorporated area of Cumberland County (specific site to be determined).

Neighborhood Aquatic Centers The bond proposal would allow us to develop four outdoor neighborhood family aquatic

centers, each with an eight-lane pool, a 9,200 sq. ft. leisure pool with zero beach entry, and a tot pool with slide and play features. All four centers would be appointed with a 15 ft. deck, eight shade structures, snack bar, bathhouse, and family changing/locker rooms.

What a benefit it would be for families and neighbors to have such an amazing facility nearby. Local swim meets and larger events could also be held at the neighborhood aquatic centers. Three of these aquatic centers would be located inside the city limits – in the College Lakes, Westover and Stoney Point Recreation Center areas, and one would be located in the half city/half county Crystal Springs Recreation Center area.


Splash Pads What a way to beat the Fayetteville summer heat! Our plans call for developing eight “zero depth” splash pads located throughout our area. Each 3,000 – 4,000 sq. ft. facility would consist of six – seven water features and two shade structures. It’s important to note that the splash pads are designed to use recycled water. Picture the fun and the opportunities to hold events such as birthday parties, team celebrations, and more. Proposed locations for the splash pads are Falcon, Wade, Godwin, Gray’s Creek, Eastover, Lake Rim Park, North Cumberland County, and a site to be determined inside the City of Fayetteville.

Skateboard Park This unique facility would give skateboarders a dedicated space to skate and practice their amazing moves. It would provide others with a chance to learn from experienced teachers in a controlled environment. The 20,000 sq. ft. in-ground concrete park would feature banks, ledges, streets, bowls, and fencing. Lighting, viewing stands, and concession areas would contribute to the professional quality of the park. With this first-rate skateboard park, Fayetteville would gain recognition as a great place for competitions in a thrilling sport that continues to grow in popularity. The location of this facility is to be determined.

Cape Fear River Park Taking full advantage of this natural resource, we would develop riverfront property to create a beautiful park with a boardwalk along the river, small amphitheater, boat docks, open green lawns, and walking/jogging/biking trails that connect to the Cape Fear and Linear Park trails. Our plans also call for renovating an existing structure for a freshwater aquarium or a museum. Park amenities would include picnic shelters, children’s playgrounds, concession/vendor areas and water features. Imagine Fayetteville becoming a “riverwalk city”! Cape Fear River Park would be a great attraction for local residents as well as visitors from near and far. Amenities such as the picnic shelters would be available to rent for private events, and the amphitheater would offer concerts and performances.


Neighborhood/Community Parks Six new parks would provide more green spaces close to home – and more fun – for residents throughout our area. Covering approximately 7 – 25 acres (depending on the location), each park would offer walking trails, a children’s playground, multipurpose fields, and a picnic shelter with barbecue grills. Proposed locations for the neighborhood parks are Beaver Dam, Gray’s Creek, South Gate, Bailey Lake Road, Montclair, and the Sunnyside Elementary School area.

East Regional & Crystal Springs Recreation Centers

Two new centers would provide nearby recreational opportunities for residents in currently underserved areas of our community. The 20,000 sq. ft. recreation centers would both include a gym, two multipurpose rooms (one large; one small), and a fitness room, as well as staff offices. These recreation centers would also be ideal for youth sports tournaments, afterschool programs, summer day camps, classes, and meetings or other events (with room rentals).

One center would be located in the eastern portion of Cumberland County (Cedar Creek), and the other in the south central portion of Fayetteville in the Crystal Springs area (half city/ half county).


Performing Arts Center Also included in this bond proposal is a 40,000 sq. ft. Performing Arts Center. This versatile facility would feature a 1,000-seat auditorium as well as art and exhibition galleries. In addition to providing the capacity for a wide variety of performances, this center would be a place to learn, with classrooms and training studios. A large dining room, catering kitchen, and ballroom would provide an attractive place for banquets and other events.

The location of this facility is to be determined.

Our Bond Proposal The estimated cost of these projects is $76,000,000. Bond funds would be raised by a property tax increase of 3 cents per $100 assessed value. That means for a home valued at $100,000, property owners would pay an additional $30 a year.

Between Clark Park and Jordan Soccer Complex GENERAL INFORMATION The trail is a 10-foot wide paved path for walkers, joggers, bicyclists and others utilizing non-motorized transportation. It winds for nearly four miles through a beautiful blend of trees, plants and wildlife with spectacular views of the river. The terrain can be flat or slightly hilly. In addition to the wooden bridges, including one covered bridge, there is a 700-foot boardwalk through the marsh and wetlands near Clark Park. Along the trail are interpretive signs explaining the wildlife and plant life found in the area. There are more than 700 species of plants and trees, and 150 species of birds. The River Trail area is also home to an unusual combination and diversity of hardwood trees. Frogs, lizards and turtles are common sights, with an occasional deer. The trail is designated as part of the East Coast Greenway. The Greenway is a series of urban trails and greenways that will eventually connect from Maine to Key West, Florida, similar to the Appalachian Trail.

The trail is open 365 days a year from 8 a.m. to dusk. Restrooms are located at the Jordan Soccer Complex and at the Clark Park Nature Center during Clark Park’s operating hours. Portalets are also located along the trail. There are two locations to stop for water. Benches and tables are available to rest and enjoy the solitude. Security call boxes are provided intermittently along the trail for immediate emergency response. The trail is actively patrolled or otherwise monitored. Warm weather brings out mosquitoes and other insects. Insect repellant should be worn. The trail is not a loop. Plan your walk so that you will have transportation waiting where you finish. The trail is open for walking, jogging, bicycling and rollerblading and other non-motorized transport. Please respect private property and remain on the trail or within a designated trail area, such as an overlook. Trash should be placed in receptacles provided. Keep the trail beautiful. Pets must be leashed. Owners are responsible for cleaning up after their pets. Some sections of the trail are steep and therefore hazardous. Bicyclists are to maintain speeds under 15 mph and yield to pedestrians. Carefully control your bike on slopes.

TRANSPORTATION MUSEUM

Fayetteville Area Transportation Museum 325 Franklin Street, 433-1457, 433-1458, or 433-1944; Tues.-Sat. 10 am-5 pm

GENERAL INFORMATION The Fayetteville Area Transportation and Local History Museum is located in the restored 1890 Cape Fear and Yadkin Valley Railroad Depot. Two floors of exhibits highlight transportation and local history through guided tours, exhibitions, educational programs and media productions. The Historic Properties section manages city owned historic sites and buildings to include the Market House and oversight through the Fayetteville Historic Resources Commission of the two National Register Districts and Local Landmarks. Admission is free.

Transportation Museum Tours

The museum offers self-guided or guided tours and includes two educational videos. School groups and clubs up to 60 people are welcome and can be accommodated at one time.

Downtown Walking Tours

Group Walking Tours of 2-4 hours feature downtown historic sites and buildings and can be designed to fit a group’s particular needs and include sites the group requests. A place for tour members to stop and eat can be arranged during longer tours if necessary.

Local Government Programs

This program complements school classes or any group that wants to learn about our local government. Held inside City Council Chambers, this class allows students to learn the role of local government and how it operates. Students role-play various positions in the Council Chambers and are allowed access to and given a tour of the Emergency 9-1-1 Center.

Research

The Historic Properties Section serves as a repository of local history information and offers directional guidance for people researching local history subjects.

Farmers Market

The Farmers Market is hosted on the museum grounds every Wed. and Sat. Fresh, locally grown vegetables, fruits, eggs, honey and other farm products are offered for sale. Other offerings include plants, flowers, crafts and much more. In conjunction with the Farmers Market, the museum offers a special exhibit on Early Farm Life. The museum and annex is open to the public during market hours.

Fourth Friday at the Museum

The Fayetteville Area Transportation and Local History Museum is alive with activities on 4th Friday. In addition to the museum and annex being open, the grounds will host various venues of interest to the general public. The new location for Arts Alive will be in front of the museum and will feature artists and craftsmen exhibiting their work. Most 4th Friday’s will also feature vintage automobiles. Other venues may include live music or historical demonstrations. The 4th Friday Program runs Jan.-Nov. from 6-10 pm, unless cancelled due to weather conditions.

Fourth Friday at the Market House

The Market House, which is Cumberland County’s only National Historic Landmark is open to the public on 4th Fridays from 6-10 pm, and will feature a different local history exhibit each month. Upcoming 4th Friday Exhibits include: Sept. Oct. Nov. Dec. Jan.

The Fayetteville Area Transportation and Local History Museum is constantly creating new exhibits, and adding new material and artifacts to old exhibits. New exhibits include: Last chance to view the Fayetteville Banking Exhibit which will end on Oct. 8. The exhibit includes a selection of old Fayetteville bank notes, ledgers, bonds, and other artifacts to showcase the colorful days when local banks printed their own money. From the earliest days of banking in North Carolina, Fayetteville was a leading center of commerce and banking. “Cumberland County Goes to War” is a new and large exhibit commemorating the sesqui-centennial anniversary of the American Civil War. This exhibit features artifacts, pictures, documents, and educational panels which explore Cumberland County’s war experience both on the battlefield as well as the sacrifices made on the home front. “Railroad Police, Railway Express, Crooks, and Hobos” is a new exhibit which examines crime and law enforcement on the railroads. This exhibit includes pictures, artifacts, and educational panels. “Fayetteville Druggists” is a new exhibit that traces the history of druggists in Fayetteville. This exhibit includes pictures, artifacts, and educational panels. “Heroes Homecoming” will open on Nov. 4 and serves as a tribute to local veterans who served during the Vietnam Conflict. The exhibit will include wall-mounted panels containing profiles of local Vietnam veterans, supplemented with a display of weapons, uniforms, military gear, and war trophies.

Historic Haunting

The Fayetteville Area Transportation & Local History Museum will be one of the stops on this years “Historic Hauntings.” This year, visitors will tour the grounds and old Cape Fear & Yadkin Valley Depot as they experience the brutal and gory incidents involved with railroading accidents. Historic Hauntings, an event sponsored by the Fayetteville Dogwood Festival is scheduled for Oct. 19-21 and 26-28. A special tour of Cross Creek Cemetery will also be offered. Veterans Day Vintage Car Show

The Fayetteville Area Transportation and Local History Museum, Cape Fear Mopars, and the Hope Mills Cruizers will sponsor a vintage car show on the museum grounds on Nov. 12 from 9 am-1 pm. The entry fee is free. Awards will be presented for the following three categories; “Best Car or Truck pre1989”, “Best Car or Truck 1989 to Present” and “Best of Show”.

Historic Downtown Trolley Tours

The staff of the Fayetteville Area Transportation & Local History Museum will be working in conjunction with the Fayetteville Trolley in order to provide Historic Downtown Tours. Tours have been developed that include a “Historic Downtown Tour”, Historic Church Tour”, and a “Military Tour.” Customized historic tours may also be provided upon request. Speakers Bureau

A Speaker’s Bureau is available for organizations in need of a program. The Museum staff can speak on any aspect of local Fayetteville/Cumberland County history and a wide range of military history topics related to the Fayetteville/ Cumberland County Region.

Military Programming

The Museum specializes in early Fayetteville/Cumberland County Military History Programming, which includes living histories, lectures, and exhibits.

Museum Annex

The newly opened Museum Annex building focuses on the history of automobiles and airplanes in Fayetteville and Cumberland County. To ensure that a wide range of vintage vehicles can be seen by the visitor, the display vehicles will be changed out on a periodic schedule. Cars from the early 1910s to the late 1950s will be on display over the course of the up-coming year. Exhibits include display cases, narrative panels, and environmental displays to reveal a wide range of automotive and aviation history. The circa 1920s gas station exhibit recreates the look of a country gas station. Minor details like a checker board out front, a vintage telephone, and jars of preserved food on the shelves will take the visitor back in time. Attached to the gas station is a replica of an early service garage with tools and miscellaneous automotive items on display.

TRANSPORTATION MUSEUM

New and Rotating Exhibits

Additional display cases and narrative panels explain the evolution of the automobile as it pertains to local history. Exhibits highlight local service stations, car dealerships, tires, major highways, and much more. Among the display cases is a, “Can you name it” case filled with old automotive items. This entertaining display will test your knowledge of automotive history. Included in the new Annex building are also displays on early aviation, public transportation, the Fayetteville Fire Department and local law enforcement. Additional exhibits cover the early years of Fort Bragg and Pope Air Force Base. These exhibits complete the picture of how transportation has evolved and changed our daily lives. The Annex building is open from 10 am-4 pm; Tues.-Sat.; admission is free.

RIVERSIDE DOG PARK/COMMUNITY GARDEN 5

Riverside Dog Park 555 N. Eastern Boulevard

GENERAL INFORMATION This Fayetteville facility has gone to the dogs – literally! The Riverside Dog Park, located near the Cape Fear Botanical Gardens, opened in Sept. 2008 and was an instant success. A joint effort between the Bark for a Park Committee and Fayetteville-Cumberland Parks and Recreation Department, Riverside Dog Park is open each day dawn to dusk; dogs outside the enclosed area must be on a leash. A small enclosure is provided for small dogs that weigh less than 25 pounds and another, larger area is set aside for larger dogs. All dogs must be legally licensed and have current vaccinations; tags must be securely attached to the dog’s collar. Have fun with your dog at Riverside!

Fayetteville Community Garden Intersection of Vanstory and Mann Street

GENERAL INFORMATION Fayetteville has a community garden, a 5 acre tract of land with plots available to citizens for the planting vegetables, flowers and herbs. The concept of community gardening is very simple; patrons rent space and FCPR supplies garden boxes, compost and water. The garden is organic in nature therefore no chemicals or synthetic herbicides, insecticides, fungicides or fertilizers will be allowed. Plots are raised beds approximately 20 ft. by 20 ft. Gardening is a wonderful activity for all ages and can be physically and mentally engaging. The potential benefits are endless. Plots may be rented for $25, with the option to renew in Jan. of each year. For rental information contact FCPR administrative office. (910) 433-1547. GENERAL INFORMATION Festival Park, located at the corner of Ray Avenue and Rowan Street in downtown Fayetteville, has been described as the “crown jewel of downtown.” Consisting of 14 acres, it opened in April 2007, and created a class venue consistent with the quality of life that is our community’s hallmark.

GENERAL INFORMATION Clark Park is the city’s second largest regional park and is considered a gem by those who frequent it. It was designed, and remains a natural woodland area dedicated to preserving the environment and educating the public on North Carolina plants and wildlife. Three trails wind through the park and along the Cape Fear River. The Nature Center showcases both static displays and live animals. Park rangers educate visitors at the center, along the park trails and through school visits. Rangers conduct events at the park such as nature fairs, basic astronomy and animal print tracking and much more. A visit to the Nature Center can include a picnic at one of the eight tables on the back deck overlooking the woods and waterfall. For those interested in walking, jogging or bicycling, use the main parking lot to start a visit to the Cape Fear River Trail, a four mile paved linear trail running between the park and the Jordan Soccer Complex. A sign at the corner of the parking lot directs patrons to the trailhead.

Educational Field Trips

The rangers at Clark Park Nature Center offer a variety of ranger-guided environmental interpretative programs dealing with natural history, flora and wildlife for organized groups. A ranger will guide you through nature center as you discover the many exhibits and live animals. Your group will also learn about the native plants, animal signs, habitats and more as we traverse the park’s trails. These programs are free and by reservation only.

Outreach Programs

A ranger can come to your location and lead a nature program for your class on a variety of topics. Reservation in advance required. Cumberland County Schools - Free. Other groups $25 per 1-1.5 hour program. Meet the Animals: using live and mounted animals, skulls and skeletons, this program explores the five vertebrate classes of animals, their adaptations and habitats. Length 1.5 hours; $25/program. Environmental Mobile Unit (EMU)

Clark Park utilizes a twenty-four foot mobile educational trailer that enables rangers to provide outreach programs for schools and community groups and events within Cumberland County. Cape Fear River Trail Golf Cart Tours ***SENIORS***

Camping can be an added part of your adventure by staying overnight at Clark Park. A semi-primitive campground is available for rent that includes a fire-ring and outdoor restrooms with a cold shower. There is no electricity. An advance reservation with payment is necessary. RHODES POND ADVENTURES Fayetteville-Cumberland Parks & Recreation and the NC Wildlife Resources Commission (NCWRC) have partnered to bring programming to Rhodes Pond. Located in the north eastern part of Cumberland County, a few miles from Godwin, this historical, black-water, 460-acre cypress pond is equipped with a boat ramp and fishing piers for the sportsman to enjoy. The NCWRC have plans to update their recreation facilities at this location. From Fayetteville take I-95 N to exit 65. Turn right on GodwinFalcon Rd. then make the first left on Sherrill Baggett Rd. until it ends on Dunn Rd., turn right onto Dunn Rd and go about 1/4 mile to entrance of the parking lot.

Canoeing Rhodes Pond

Park rangers will lead a canoe tour on Rhodes Pond. No experience is necessary to participate in this paddling adventure, however, it is helpful. Most of our canoes have three seats with backrests for the paddlers. For those who do not wish to paddle a middle seat is provided. The calm water of this majestic pond makes it ideal for those wanting a relaxing float. Seniors are encouraged to participate. You will be captivated by the natural beauty of the one of our counties most overlooked gems. All equipment is provided. Lake Rim Park offers ranger-led environmental and history programs. Beginning Fly Tying Course

This beginning Fly Tying Course is designed to provide the student with a basic knowledge of fly tying tools, materials, patterns, and tying techniques. Basketball

Registration for boys and girls basketball is Oct. 1-Dec.1 for ages 5-17. Ages 5 and 6 will participate in a 6-week instructional program on Sat. mornings. Ages 7-17 will participate in league play. Season starts Jan. 7. Birth certificate, 3 proofs of residence and fee are required at the time of registration. Indoor Soccer

1. Participants must be residents of Cumberland County. 2. Residents of the Hoke County, Harnett County, Sampson County, Robeson County, Bladen County or any other county are not eligible to register. Hope Mills residents will be eligible to register in Zone 2 if the town does not offer the same program (example: volleyball, Little League). For spring baseball and softball: due to Little League boundaries, residents of Fort Bragg register with the Town of Spring Lake. 3. The registration period will be held for 2 months for each sport. 4. Three (3) proofs of residence will be required at the time of initial registration. It is recommended that one of the proofs of residence be a school document. Proofs of residence will be required the first time a child is registered, every 2 years as the child ages, and when there is a change of address. REGISTRATION GUIDELINES (Youth Team Sports)

TRADITIONAL team sports, defined as winter basketball, spring baseball, spring softball, fall soccer, football, and volleyball. These programs are governed by strict registration zone enforcement and residency requirements, player drafts, no pre-formed teams, and a minimum play rule for each player.

NON-TRADITIONAL sports are also offered – indoor soccer, summer basketball, fall baseball, fall softball. These programs are similar with the exception that scores and won-loss records are not kept, drafts are not conducted, pre-formed teams are allowed, and registration zones are not enforced.

(TRADITIONAL) If a participant is found to be out of zone improperly, they will be removed from that roster but permitted to play on a team in their home zone. 11. (TRADITIONAL) Drafting options for zones with multiple centers: a. Option 1: all centers within the same zone are allowed to conduct a zone draft that includes all players registered within their zone. (this is the only option available for Little League Baseball/Softball) b. Option 2: each center will be allowed to form their own teams if they have the minimum # of players. c. If a center does not have enough players to form their own teams, their players will be placed into a draft with the other centers in their zone or placed on teams at another center in their zone. Unique circumstances will be addressed in writing through the lead athletic coordinator and athletic director. 12. A late registration period will be held up until the date of the player draft. $5 late fee will be charged. 13. After the player draft, late registration (on a space available basis) will last until the close of business on the day prior to the first game. $5 late fee will be charged. 14. (TRADITIONAL) New legal players will be assigned to a team using the FCPR draft. 15. (TRADITIONAL) Returning legal players who register prior to the draft will be placed on their previous team roster. 16. (TRADITIONAL) New or returning legal players that register after the draft will be placed on a team according to program needs, if a roster spot is available. 17. (TRADITIONAL) A player draft will be held if there are enough players for more than 1 team.

Participants will have the opportunity to be a part of a team that will put together an internet based web cast. The show is youth focused and youth ran. Participants will begin by having training sessions that will teach them the necessary skills and equip them with tools they will need to successfully run and develop the show. After the training session, students will have the opportunity to shadow experienced professionals for different areas of interest such as hosting, interviewing, video taping, video editing and other areas. Students will have the chance to come up with topics as a team, and cover community events to broadcast on the show. Community figures and experienced professionals will be working closely with our group of students in the collaborative efforts in creating an effective and successful broadcast. PARALYMPIC PROGRAMMING Today, there are more than 21 million Americans with a physical disability. In the past few years, thousands of military personnel have sustained serious injuries during active duty. Research shows that daily physical activity enhances not only and individual's self-esteem and peer relationships, it also results in increased achievement, better overall health, and higher quality of life. However, despite these findings, most individuals with physical disabilities do not have the opportunity to participate in any regular sports activity. We are working hard to change that in Fayetteville and Fort Bragg. Fayetteville-Cumberland Parks and Recreation became an official Paralympic Sport Club in April, 2011. FCPR is inspiring athletes to achieve their dreams. Through education, sports programs and partnerships with community organizations, medical facilities and government agencies, Paralympics – Fayetteville-Cumberland is making a difference in the lives of many physically disabled people every day.

Buddy Soccer

Buddy sports serve as an introduction to Paralympic sport by teaching the basic concepts of team sports. FCPR offers Buddy Soccer starting in Oct. Soccer is played with a buddy. All participants must have a disability to play. Volunteers are needed for buddies.

Teen Leaders

The Teen Leaders program has been created to allow local teens the opportunity to learn and grow while mentoring and working with others. This program is perfect for teens looking to expand their horizons! Teens will be provided with transportation from MWMS and CFHS to the Stedman Recreation Center as well as other sites, as scheduled. (Participants from other school districts are welcome to participate when providing their own transportation.) Little Miss Pumpkin Patch is Stedman Recreation Center’s first fall pageant. This is a small scale semi-glitz pageant with a fall theme. Semi-glitz allows girls to dabble in the fun of pageantry but avoids overly elaborate practices of a full glitz pageant. Stedman Recreation Center is not a part of an official pageant system. We try to avoid rigid traditional pageant standards and primarily focus on allowing girls an opportunity to experience the “fun” of pageantry. There will be three age divisions: Division I: 3-4 yrs Division II: 5-8 yrs Division III: 9-12 yrs Girls will compete in various categories in their quest to win the grand title of Little Miss Pumpkin Patch. There are also opportunities to win several sub-categories. Stedman Recreation Center pageants emphasize creativity and individualism. We encourage all girls to participate and have fun. The Gilmore Therapeutic Recreation Center is the hub for Special Olympics Cumberland County. Special Olympics Cumberland County is a branch of Special Olympics North Carolina (SONC). Special Olympics Cumberland County provides year-round sports training and competition for more than 300 children and adults with intellectual disabilities. Fayetteville is proud to be the home of the North Carolina Veterans Park. The first state park dedicated to military veterans – young and old…living or decreased…from all branches of the Armed Services; Army, Navy, Marines, Air Force, and Coast Guard. With its rich military heritage, Fayetteville is the perfect place to house the North Carolina Veterans Park. The city’s beautifully revitalized downtown is a fitting location, given the spirit of renewal embodied in the park. What’s more, North Carolina is proud to call itself the “Most Military Friendly” state, and the Veterans Park incorporates many natural and architectural elements that represent the state. Symbolic features pay homage to the veterans from all 100 counties of North Carolina and represent the citizens who support them. A 3,500 square foot Visitors Center anchors the park near the entrance. The Visitors Center includes a Service Ribbon Wall made of fused glass, representing every service medal awarded since the Civil War, as well as a unique chandelier made from 33,500 “dog tags” (service member identification tags). There is also an interactive globe that allows you to pinpoint a location and learn about the heroic events that happened there.

The primary theme of the North Carolina Veterans Park (NCVP) is a “Veteran’s Journey: life before, during, and after service.” The secondary theme is rebirth and healing. This park represents that redevelopment.

Outside the Visitors Center is the North Carolina Soils Wall, built with soil collected from the state’s 100 counties. Native soils from North Carolina are featured and used throughout the park. The Community Lawn area features the Story Garden, which is an interactive structure where you can listen to touching personal accounts of veterans’ military experiences and their lives today. More Than Just Parks and Recreation In addition to Police and Fire, Fayetteville-Cumberland Parks and Recreation (FCPR) was one of the first responders to the tornados on April 16, 2011.

Upon first report by emergency management, FCPR began immediate shelter coordination to open three recreation centers within the affected areas and FCPR buses were en route to transport citizens in need. FCPR staff were some of the first who began immediate efforts using both small and heavy equipment to clear streets and right of ways to allow emergency and service vehicles means of access. FCPR also initiated the start of debris removal transporting waste to a nearby holding area. Additionally, FCPR staff delivered water and ice to residents, cleared school grounds and put to use the versatile talents of the department through many hours of devoted service.

In partnership with Cumberland County Schools, FCPR offered E.E. Miller Recreation Center as the transitional location for Ben Martin Elementary School. This temporary location operated from April 20-22 and allowed 475 students to begin to return to a normal schedule. Approximately 160 citizens were served through shelter operations from April 16-27 and even more were assisted through other means of operation. Although not often credited as a first responder, FCPR is proud to be able to service its citizens in this way and always stands at the ready.

Fayetteville-Cumberland Parks and Recreation announces a project to provide art-centered programs to children with the help of a grant from the Arts Council of Fayetteville/ Cumberland County. “The Cultural Arts Division offers a variety of opportunities for the arts-minded individuals of our community,” said Parks and Recreation Director Michael Gibson. “We’re adding depth to our programs by increasing cultural arts opportunities to meet the needs of residents. Program participants can expect to enrich their creativity and illuminate their minds.” The Cultural Arts Division offers classes taught by Arts Council qualified instructors at recreation centers, as well as summer arts camps. Each arts camp concentrates on one specific discipline and provides an opportunity for more intensive study in a small group setting. Half-day camps will be offered according to the selected artists’ schedules – either one or two week long sessions. Currently there are 12 arts camps scheduled for this summer. “The Arts Council is proud to partner with FayettevilleCumberland Parks and Recreation,” said Arts Council Executive Director Deborah Martin Mintz. “Project Support Grants for 2010-11 will help fund 27 projects facilitated by 19 non-profit organizations in our community. These projects help strengthen our community through festivals and concerts, youth education programs, art therapy classes for cancer patients and so much more.”

Free Text Service Notifies Citizens Fayetteville-Cumberland Parks & Recreation is now offering a free text service to notify citizens of rainouts or other important alerts. Parks & Recreation staff researched text services beginning last year, but all of the services required payment. A suggestion from a new staff member, who previously used the service, led to the department rolling out the program recently. “The text service is free and easy to use,” said James McMillan, recreation division manager for the department. “We’re excited about this interactive form of communication because it quickly notifies our participants, or participants’ parents, that a game or activity has been changed. It’s an efficient way of getting information to our customers and we invite them to sign up for this service.”

This is the first year my youngest child has played Rec Ball. My older son has played rec ball for several years. I must say I have been very impressed with Coach Bell and Coach Armstrong, 5-6yr old basketball for Eastover area at the Armstrong School. Both coaches show skill for the game and LOTS of patients working with the children. They have 20 plus kids to keep on track and they do a wonderful job. My daughter, Isabella, LOVES going each Saturday to practice and talks nonstop about how much she likes basketball. I want to give a HUGE thumbs up to these 2 coach’s for all their hard work! I wanted to come on here to let the county know what a great program this has been for my twins (the 6U Basketball camp held at Armstrong Elementary). The coaches are wonderful and very caring. They spend equal time with each child and everything is a very positive experience for my twins and our family. We had to miss a couple sessions this season because of illnesses, but would really hope to see the same coaches next year when my twins return for another season. It is also my hope that our last session next week includes a satisfaction survey for parents to fill out. Eastover-Central Recreation Center/Gilmore TRC

I would like to compliment your employees for their service and help to the Eastover Senior Citizens Club. We wanted to show movies which were in a VHS format a the Eastover Recreation Center and their equipment did not handle VHS format. When I inquired if the department had equipment that would do this, I was advised to check with Mrs. Scruggins at the Gilmore Center because she had the equipment and know how to do this. Mrs. Scruggins not only had the equipment and expertise for this but she carried it to Eastover and set it up - ready to go. Ms. Labador and her staff took care of everything for us at the meeting today. Everybody performed as if we were very special to them. Kudos to Jaime, Amelia, David and Clint for a job well done. Senior Center

Congratulations to the both of you for a GREAT spring picnic for the Senior Citizens. I have never attended one in the past that was not first class but this one surpassed all previous ones. The new shelter and paved areas were a great improvement and much safer for old folks to maneuver around in. The entertainment was very enjoyable, the Karaoke lady is to be commended. The food was outstanding. AND you two ladies did a magnificent job of keeping up with or staying ahead of everything. We are blessed to have such leadership.
