The recent citizen participation in the rezoning of Palm Valley 303 hearing is a fine example of how interested citizens can truly make a difference in the outcome of development. At our January 14th meeting, Council approved the rezoning of the future Palm Valley 303 development from Agricultural Zoning to Planned Area Development (PAD) within Palm Valley, between Charles Boulevard and Camelback Road.

The backyards of several Palm Valley Phase V residential homes back up to Charles Boulevard.

Many of those neighbors attended the developer’s Citizen Review meeting, the Planning and Zoning meeting and the Council hearing on Palm Valley 303 because they had not been informed by their builder or real estate agent that light industrial, commercial and business park uses would eventually be developed to the north of them. These are the only uses allowed by law on that land, because most of Palm Valley 303 is within the 65 decibel noise contour area or the Accident Potential Zones of Luke Air Force Base.

By making Palm Valley 303 a PAD, rather than just changing it to Light Industrial zoning, we were able to “customize” the zoning more to make it a better development. Because these neighbors expressed their concerns, three key conditions were required of the developer that will result in less impact on the residential areas: • Lower allowable building heights and greater setbacks from the street as buildings get taller.

• Elimination of warehouse distribution and similar industrial uses within 300 feet of Charles Boulevard or adjacent to a residential property.

• Truck travel routes into and out of the project will be closely examined when specific development is proposed to lessen the impact on the nearby residents.

Additionally, no bay doors will front on Charles Boulevard and noise mitigation measures and outdoor lighting were addressed.

Zoning 101 Workshop

Most people don’t develop an interest in planning and zoning issues until it becomes a NIMBY (Not In My Back Yard) issue. Whether you have an interest as a NIMBY or just want to be a better informed citizen with a fundamental understanding of basic planning and zoning issues, we have a great workshop for you!

Goodyear’s Community Development Director Harvey Krauss is teaching a Planning and Zoning 101 Workshop on Thursday, April 3 from 6 to 8:30 p.m. at the Community Development Office, 195 N. 145th Ave., Building D in the Venida Business Park on the south side of Van Buren Street.

Harvey will answer such questions as: • What is a Planned Area Development?

• How does the General Plan guide us?

• What types of zoning are there?

• When are public hearings required?

• When is a special use permit required?

• What are stipulations?

Flowers, cookies, even homemade doggy biscuits have been arriving constantly at the Goodyear Police Department. The support has been overwhelming. To help Ricky and his family, a fund has been set up with Bank of America by the Goodyear Police Officers Association. Anyone interested in helping the family can donate to the official fund set up by GYPOA at the Bank of America under the name “The Officer Melrose Family Assist Fund.” This is the only official fund set up for Officer Melrose.

Yates GMC hosted a car wash for Ricky on February 23rd. The turnout was incredible! Both Goodyear Police and Fire as well as their families and citizen volunteers partnered to help make the event a success.

They were busy non-stop the entire time and, at one point, had over 50 cars in line! People came from Goodyear and neighboring cities to show their support as did members of various law enforcement agencies in the Valley – Sheriff’s Office, Peoria, Glendale, DPS, and Surprise. Over $8,000 was raised at the car wash and even after it was over people kept coming – “just to give a little” and to ask about Ricky.

Many thanks to all who participated in the car wash and sent flowers, food and gifts for Officer Melrose and his family and Zip. And, from the City of Goodyear and its residents a special “thank you” to Officer Melrose and all of our Goodyear Police officers who put their lives on the line for us every single day.

Our calls for service are ever increasing. We had 45,079 back in 2005 (just slightly less than our 47,497 population).

However, in 2007 that number skyrocketed 57 percent to 71,000 calls (far more than our 57,800 population).

Despite this increase, we have been able to hold our own in dealing with these calls for service by better prioritizing the calls into Priority 1, 2, 3 or 4 and matching response times to the severity of the situation. For the past two years, we have maintained very respectable average response times: • under five minutes for Priority 1 calls which are “emergencies with life in jeopardy,” • less than eight minutes for Priority 2 calls which are “immediate response to alarms and injury accidents,” • about 11 minutes for Priority 3 calls which are “urgent, but non-emergencies” such as suspicious vehicles or people and juvenile disturbances, and • just under 16 minutes for Priority 4 calls which are “crimes discovered after the fact.”

Goodyear citizens truly demonstrated what a caring community this is as soon as word got out that Officer Ricky Melrose had been shot in the line of duty. Thank goodness for the bulletproof vest that saved his life. Thank goodness Zip received only a minor wound to the ear. Unfortunately, however, a second bullet pierced Melrose’s thigh and caused some internal damage to his lower intestine and hip joint, an injury that will keep him off the job for several months. Ricky has been home from the hospital for three weeks, but faces a long road to recovery before he can return to active duty.

It’s been 62 years since Goodyear was incorporated as a city and, in all those years, we never had an officer shot in the line of duty. Until now. We are all very thankful that Officer Ricky Melrose is recuperating and we look forward to having him and his canine Zip back on the force as soon as possible.

These events made me stop and think about crime in our city.

How are we doing on crime prevention? So, I asked our Police Department to report their official crime statistics for the past three years.

It turns out to be both good news and bad news. The bad news is that the 2007 violent crime rate (consisting of homicide, rape and aggravated assault) is up over 2006. However, 2006 appears to be somewhat of an anomaly with an unusually low violent crime rate in comparison to other years.

The good news is that both our violent crimes and our property crimes were down 9 percent per capita in 2007 versus 2005.

Yet, during this time period our population increased by 10,400 people or 22 percent. That indicates our police have done a good job keeping our crime in check despite rapid growth.

This feeling of safety was conveyed by the respondents in our 2007 Citizen Survey in which 96 percent of our residents said they feel safe during the day and 90 percent feel safe at night.

Those are high numbers and haven’t changed significantly since our survey in 2004. Our goal is for those numbers to remain high in future surveys.

One way we have kept a handle on crime has been to work smarter by using Community Policing practices to proactively prevent crime at recognized trouble spots rather than react to it. For example, most of our auto thefts and vehicle break-ins occur in shopping center parking lots. During the holidays, when these areas were at their busiest, we increased our patrols in the commercial parking lots and were very successful in controlling property crimes.

In anticipation of population growth and new retail development, which add greatly to our calls for service, Goodyear hired 41 new sworn personnel in the past two years. By the end of this fiscal year, the Goodyear Police Department will have 93 sworn officers. With our population growth rate slowing, these latest crime statistics affirm that our staffing levels are anticipated to be adequate to get us through the upcoming lean economic years. But, rest assured, we will follow the Public Safety Citizens Advisory Committee’s recommendation to look for innovative ways to continue improving our policing methods and response times because your safety and your feeling of well-being is our job.

Neighborhood Day at State Legislature A large group of neighborhood leaders, Mayor James Cavanaugh, Vice Mayor Rob Antoniak, Councilmember Joanne Osborne and City staff spent a very informative day at the Arizona State Capitol where they learned about the 2008 neighborhood legislative agenda.

Another example is our policy of ZERO tolerance to gangs in our community. If we have the slightest indication of gang activity in our city, we shut it down. We have no formal gangs in Goodyear, and we will fight to keep it that way.

Some graduates of the academy have gone on to become Goodyear Police Volunteers, served on review boards, and became more active in the community after taking the class.

Electronics Any item with a circuit board can now be recycled at the White Tanks Transfer Station located at 18605 W. McDowell Rd. (at Perryville Road). Hours of operation are Monday through Friday, 7 a.m. to 4 p.m. and Saturday, 7 a.m. to noon (closed Sundays). You can contact the White Tanks Transfer Station at 623-853-1707 ext. 200. Acceptable items include computer monitors and peripherals, stereos (not speakers), cell phones, televisions, DVD players, cable boxes, and VCRs. Paint The best method of disposal for all types of paint is to “use it up, or pass it on.” Give to a neighbor, schools or other non-profit organizations. Remember, empty cans of paint are not hazardous and can be placed in your trash container. As long as latex paint is dry, and oil-based paint is hardened, it is not considered a hazardous substance. If latex paint is not dried, remove the lid and let the paint dry thoroughly. It can then be placed in your trash container. Mixing latex paint with kitty litter will make the paint dry faster. To store usable paint for long periods of time, cover the opening of the paint can with a piece of plastic wrap and seal the lid tightly. Store the can upside down, away from heat. Another disposal option is to contact a hazardous materials hauler, such as PSC or Envirosolve for proper disposal. Their contact information is listed in the green box below.

Rechargeable Batteries (nickel-cadmium, lithium) These are the batteries typically found in electronic equipment, such as cordless phones and cell phones.

Rechargeable batteries can be taken to any Best Buy, Circuit City or Radio Shack for free disposal.

Alkaline Batteries (AA, AAA, C, D, and 9-volt) These are the batteries that are purchased at the supermarket or drug store and have a low toxicity, making them safe to place in your trash container.

We will have a ribbon cutting ceremony, bouncer for the kids, food vendors, and local Goodyear sports organizations will be showcasing their talents during practice games. Every Goodyear resident is invited to see the City’s second community park.

Community parks are those that include many amenities.

This park grand opening is the culmination of a vision that began with public meetings for citizen input followed by a three-day charrette in which dozens of citizens let their imaginations run wild and created their plan for the Foothills Community Park.
