Goodyear City Council Calendar From January through June 2011, many of the Work Sessions will be devoted to developing the Fiscal Year 2011- 2012 Budget which starts on July 1, 2011. We hope our citizens will come to the meetings to see the budget presentations and hear the discussions or watch it live or on replay on the City’s website: www.goodyearaz.gov. From a timing standpoint, adoption of a tentative budget is currently scheduled for the May 23rd Regular Council meeting with final adoption scheduled for the June 27th Regular Council meeting. Because the timing of the meetings listed below goes so far out in the year, meetings can be cancelled, added or start times can change with 24-hour notice. Gary Gelzer Fills Temporary Council Vacancy Gary Gelzer was appointed to fill a temporary vacancy on the Goodyear City Council, and was sworn in on January 10. Gelzer fills the vacancy left by former Vice Mayor Georgia Lord in November 2010. Lord had two years left on her term of office, and stepped down in compliance with Arizona’s “resign to run” law in order to run in March for the two years remaining on the term of former Mayor Jim Cavanaugh, who resigned in November. Gelzer resigned from his position as a Planning and Zoning commissioner to serve on the City Council until a permanent councilmember is elected to fill the seat this spring. An election is scheduled for March 8, and if necessary, a run-off election will take place in May.

Gelzer has lived in Goodyear since 2000, served on the Gary Gelzer is sworn in by Justice Michael Simonsen Planning and Zoning Commission since 2003, the 2003 -13 General Plan Committee, Citizen Bond Committee, Citizen Tax Committee, Citizen Budget Committee, and the Higher Education Committee. Gelzer retired in 1991 from the Navy Reserve as a lieutenant commander.

Council Corner Improving transportation for our citizens has been one of our City’s top priorities. After nearly 10 years of planning and hard work, Goodyear now has a beautiful, permanent Park and Ride facility that connects local commuters with downtown Phoenix, via Valley Metro Express Bus Route 562. Three express buses leave the Park and Ride at 20-minute intervals each weekday morning, beginning at approximately 5:30 a.m. As the West Valley grows, we hope to add more buses to better serve the citizens of Goodyear, Avondale, and Litchfield Park. Since 2008, Southwest Valley commuters have been using a no-frills temporary Park and Ride lot near West Valley Hospital. Now, there are more than 400 covered parking spaces, bike lockers, plenty of shade, and beautiful desert landscaping. “Cotton Columns,” by Jim Gallucci Sculptor Ltd. is a public art work featuring Egyptian-style stainless steel columns which are dramatically lit every evening just after sunset and before dawn each day. Residents of Goodyear, as well as citizens of our neighboring cities, are invited to use the Park and Ride whenever they use alternative transportation like the express bus, carpools, or bicycles. It’s free, comfortable, convenient, and a big step towards a greener world. Even if you don’t carpool or ride the express bus, I invite you to drive by and have a look at this practical, beautiful facility. The Goodyear Park and Ride is located right behind Lowe’s Home Improvement Center at 13183 W. Cornerstone Blvd., just north of I-10 and west of Dysart Road.

From the Acting Mayor As 2011 begins, I find myself appreciating the strong sense of community for which Goodyear is known. Our residents, businesses, private and non-profit organizations, City staff, community leaders and members of the City Council come together, in person and in spirit, contributing to our success as a city. The Estrella Mountains, Goodyear Ballpark and our lovely parks are some of the places people meet, make new friends, and forge the future. In the company of one another, we celebrate events such as the Star Spangled 4th, Homeplate for the Holidays, and Make-a-Difference Day. Together we enjoy public art and support programs like the Homeless Youth Connection and Fill a Need. Our volunteers contribute more than 24,000 hours of time each year and use their talents to make the community a better place. Using fiscally sound policies, the City continues to cut the cost of government while preserving nearly the same level of services. With the arrival of Suntech, the world’s largest maker of solar panels and its first U.S. plant, and Sub-Zero, the leading manufacturer of American-made luxury refrigeration systems, Goodyear is poised to maximize opportunities and bring new jobs to the area as the economy begins its recovery. Transportation and commuting is easier and safer than ever, now that Interstate 10 has been widened and the new Park and Ride near Dysart and the freeway is open. As we embark upon this new year, I am confident that Goodyear’s collaborative efforts will continue and our community will enjoy a prosperous future. Joe Pizzillo

As we enter into a new budget season, it makes me think about how important sales tax is as a revenue source for our General Fund. Sales tax represents more than half – 54% – of the General Fund revenues which make up the “pot of money” that pays for day-to-day operations in our city for departments that don’t generate fees to support all of their services. These departments include Police, Fire, Parks and Recreation, Ballpark, Economic Development, Community Development, Engineering, and all administrative functions such as ITS, Human Resources, City Manager’s Office, and Finance. Only the Water, Wastewater, and Sanitation departments are supported by “enterprise funds” made up of fees that cover their entire operations. The General Fund revenues made up almost half (47%) of the City’s entire revenues last year and will likely represent about that much in the coming year. This makes the General Fund one of the most significant of the City’s 90+ funds. Since the General Fund is so heavily reliant upon sales tax, I’d like to thank all of you who participated in “Shop Goodyear” this year and hope you will continue to spend your money in Goodyear year round to support your city services. I’d also like to acknowledge our generous merchants that sponsored “Shop Goodyear” this year. You will find their names displayed to the right as a big THANK YOU. Foreign Trade Zone (FTZ)

Helps Goodyear Attract Jobs and New Business Goodyear is among a select group of communities recently approved for a new Foreign Trade Zone (FTZ) in the West Valley. The Greater Maricopa Foreign Trade Zone (GMFTZ) was formed and is administered by WESTMARC, and comprised of several West Valley communities. GMFTZ was approved by the U.S. Department of Commerce’s Foreign Trade Zones Board on December 22, 2010. Goodyear has two General Purpose FTZ locations: Palm Valley 303 and Goodyear Gateway South. Goodyear Crossings Industrial Park has also applied to the Foreign Trade Board for General Purpose FTZ status within the GMFTZ.

The FTZ designation is a valuable tool that is useful in attracting and retaining businesses, and creating new job opportunities. Businesses in FTZs are treated as though they are outside U.S. Custom’s territory, and merchandise that is being repacked, assembled, manufactured, displayed, or placed in storage can be brought into the FTZ duty-free. Imports can be moved more quickly, without full customs formalities. Businesses in Arizona FTZs are also eligible for substantial reductions on real and personal property taxes.

The incentives offered by the FTZ designation will help Goodyear attract more businesses, like Sub-Zero, Inc., the Wisconsin-based maker of luxury refrigerators and freezers, which was attracted by the FTZ and is already planning to bring more than 380 jobs to the area when it opens its new facility in Goodyear this year.

Goodyear Park and Ride Now Open

Goodyear celebrated the Grand Opening of the new Park and Ride on December 15, 2010. The 12-acre Park and Ride features more than 400 covered parking spaces, bike lockers, a “Kiss-and-Ride” drop-off station, restrooms and plenty of shade. Parking is free for commuters who ride the bus, bike, or carpool. Goodyear’s new Park and Ride connects Southwest Valley commuters with downtown Phoenix via Valley Metro Express Bus Route 562. Since the express route was first introduced in July 2008, commuters have been using a temporary parking lot near West Valley Hospital until the permanent facility opened in December. Goodyear extends its special thanks to West Valley Hospital. Nationally recognized sculptor, Jim Gallucci, created the art elements which are incorporated into the project’s architectural design. The Goodyear Park and Ride was designed by Jacobs Engineering in Phoenix and built by Tempe-based Nesbitt Contracting Co. The $3.7 million cost was funded with federal stimulus dollars.

Business Registration and Fee Due Now Water and sewer rates change this month. The utility bill for a residential customer who uses 8,000 gallons per month is increasing by about $4.64 per month, up from an average in 2010 of $93.78 to $98.42 in 2011. Customers pay for the volume of water used each month, based on a four-tier system. Beginning this January, the cost of the least expensive water rate tier will increase by 5 cents per 1,000 gallons. High and very high water users are now charged higher rates to partially offset the higher cost of providing that service. To estimate how the new rates affect your bill, compare your 2010 water bills to the chart below. In addition to volume charges, customers pay base fees for water and sewer. These base fees are increasing for all customers. The amount of the cost increase depends on the type of residence or business, size of meter, and whether you live inside or outside Goodyear city limits. Check your utility bill for details. Five Ways to Save in Winter 1. Turn off sprinklers and irrigation systems whenever we have more than one inch of rain. To measure rainfall, pick up a free rain gauge at City Hall or the Public Works Administration Building. 2. Reduce how often you water all plants while weather is cool. Water vegetables and annuals weekly. Water desert plantings and Bermuda grass no more than once a month. Winter grass needs water every 10 to 14 days. 3. Catch rain water coming off your roof in buckets. Cover buckets to keep dust and leaves out. Use the free water to mop, wash your car, and water container plants. 4. Don’t drain your pool unless it needs repairs. You’ll save 15,000 to 24,000 gallons of water, as well as avoid additional wastewater fees. Remember to use water wisely during the winter quarter, and you’ll save on sewer bills all year long. 10

The $75 annual permit fee was due December 31, but a grace period is in effect through January 31. Failure to register and pay the fee can result in fines of up to $500. A business permit is required for any person or company doing business in the City of Goodyear, including homebased businesses. Nonprofit organizations, churches, and schools are exempt. Individuals and sole proprietors must include proof of citizenship, such as driver’s license, passport, visa, etc. along with the application. Registration helps sales tax auditors confirm that all businesses are collecting and paying their share of taxes. Mail or hand deliver registration renewal forms or new registration applications along with cash, check, or money order for $75, to City of Goodyear Business Permit Registration, 190 N. For all City of Goodyear water customers (homes south of I-10), the key to keeping your sewer bill low throughout next year is to minimize the amount of water you use during January, February, and March of this year. The City estimates the amount of water your household puts down the sewer based upon your average monthly water consumption during these three winter months. The City averages the amount of water you use in January, February, and March to determine your Winter Quarter Average (WQA). Once a year, in May, sewer bills are adjusted using your new WQA. You will never be charged more than your WQA. However, if you conserve and use less water, you will be billed at the lower amount.

The Estrella Mountain Quilters of PebbleCreek donated an incredible gift to the Goodyear State Centennial Committee to help them raise money toward their efforts to renovate the Litchfield Station Train Depot. The quilt that they donated for future raffles is traditionally pieced using a flying geese pattern – a pattern was chosen for its mass Southwestern appeal. A member of the Centennial Committee asked the quilting group to donate a quilt and they were honored to do so, donating all the materials and working hundreds of hours from October through December to complete it. At 80” wide by 100” long, the quilt will fit a king-size bed. Raffle tickets will be sold at all City events during 2011 and at Goodyear City Hall. 11


Hundreds of Volunteers Help Goodyear Save Big Since July 1, 2007, volunteers have contributed more than 43,000 hours of service to the City of Goodyear. That pencils out to a total savings of nearly $800,000 for the City. In 2011, the City expects the value of these volunteer hours to top $1 million. Volunteers worked a record 24,000 hours last year, about twice the number of hours than the previous year, according to Judi Switanek, volunteer coordinator for the City. “The contribution of time and dedication from our volunteers is just amazing,” Switanek said. “The value of the work hours they put in last year is more than $400,000.” Many new volunteers were added last year to help out during Spring Training at Goodyear Ballpark, Switanek said. During the 2010 Spring Training Volunteer Statistics season alone, 200 volunteers put in 10,000 work hours at the 2007 - 2008 6,674 hours value $130,204.86 Goodyear Ballpark, for an annual 2008 - 2009 12,633 hours value $245,203.86 cost savings of $184,000, according 2009 - 2010 24,310 hours value $419,864.50 to Parks and Recreation Director Mike Svetz. “Our volunteers work TOTAL 2007 - 2010: 43,616.5 hours value $795,274.22 as ushers, ticket-takers, and as transportation assistants driving carts carrying guests between the parking lots and the gate,” Svetz said. “Our volunteers are key to our operation here, especially during Spring Training.” Judi Switanek said volunteers also put tremendous time, talent, and effort into working in virtually every department in the City. “They help handle administrative tasks like filing and staffing the reception desk at City Hall. Shop-With-A-Cop Goodyear police officers, volunteers, and Police Explorers chaperoned 39 local children during the annual Shop-WithA-Cop holiday shopping spree, hosted by Walmart and Target. Chick-Fil-A Restaurant provided breakfast for the young shoppers. Each child received a $200 gift card, and was accompanied by a shopping helper who offered guidance and gift suggestions. Funding for the event was provided in large part by $8,600 donated from the proceeds of the PebbleCreek Fall Home Tours, which over the years has become the main sponsor of Shop-With-A-Cop.

Fill a Need Program Eases Troubled Times The holidays brought more than good tidings to 28 families and 110 youngsters. Through the Fill a Need program, Goodyear volunteers donated and delivered Christmas gifts, children’s toys, household items, and food boxes to the grateful arms of neighbors, easing their financial hardships and troubled times this holiday season. Families are referred to the program by individuals through an application process, and recipients are selected based on need. Residents, City employees, and local businesses helped donate and wrap items in time for delivery to the families on December 18. In addition to toys, gifts and holiday dinner fixings, basic items such as toothbrushes, new socks, and laundry detergent were at the top of many wish-lists. With this program, the identities of families are kept confidential. People who have lost jobs and exhausted their savings, single parents with young children and unexpected medical emergencies, and other ordinary men and women facing trying times received a helping hand this holiday season.

Help for the Homeless City of Goodyear employees donated $1,000, the proceeds of an employee fundraising effort, to the Homeless Youth Connection in December 2010. Homeless Youth Connection is a non-profit whose mission is to feed, clothe and obtain safe shelter for homeless young people living in Goodyear and the West Valley. APS Peak Solutions Program

Representatives from Arizona Public Service Company and Comverge presented a $5,335 check to Vice Mayor Pizzillo in support of the City’s participation in the APS Peak Solutions Program on December 6. Peak Solutions is a voluntary program that encourages large electrical consumers to use less power if events occur which might affect delivery. This helps APS avoid producing high-cost electricity during periods of heavy demand. The program runs from June through September, and is called for by APS only when temperatures and other factors that could impact electrical demand and production occur. Goodyear sincerely thanks APS and Comverge for supporting the City’s participation in the program and its support of energy efficiency and conservation.

Donates Food and Funds During the 4th Annual PebbleCreek Autofest held at Goodyear Ballpark and coordinated by La Kreme Kustom Events, the PebbleCreek Classic Car Club collected more than 5,000 pounds of food for the Agua Fria Food Bank and raised money for two organizations in Goodyear. During the December 13, 2010 Council Meeting, the PebbleCreek Car Club presented two checks totaling $2,500, split between the YMCA Teen Action Council and the New Life Center.

Sabrina Solie, Human Resources Specialist for the City of Goodyear, spearheaded the program this year. Monetary contributions this year exceeded those of any previous year, and it took three large trucks brimming full to make the deliveries.

Goodyear’s Parks and Recreation Department and the Sanitation Division have partnered with sponsor Hickman’s Egg Ranch to create a green waste pilot program. Parks and Sanitation staff members collect green waste material such as landscape trimmings that would normally go to the landfill. Hickman’s hauls it to their processing plant where the materials are chipped and ground into small pieces. It’s then mixed with hen manure and made into high-grade fertilizers and compost material that is sold at local hardware stores and nurseries. The green waste you put at the curb and the waste that is generated from our City parks and right-of-ways could be the raw ingredients of eco-friendly fertilizer you can use around your home. Important Information Goodyear Recreation Registration

If you are new to City of Goodyear Recreation, a household account (each family member’s name, address, phone numbers, e-mail, and birthdays) must be established before registering for the first time. Proof of residency, if you live in Goodyear, birth certificates for all minors under 18 years old, and a photo ID for each parent or legal guardian are required when setting up a household account. Only parents or legal guardians are allowed to register minors. Registration is required for all classes. Registration may be accepted online or at the Goodyear Recreation Office at 3075 N. Litchfield Rd., 8:30 a.m. to 5 p.m., Monday – Friday. Please note: non-refundable convenience fees apply to all online transactions. Not all classes are available for online registration. Refund Policy for All Programs

If the participant wishes to cancel enrollment or does not participate in a program, the participant must notify the Parks & Recreation Department at least five days before the start of the program to receive a refund. No refunds will be issued less than five days prior to the start of the program or reservation date. There are three refund options: 1) Parks & Recreation Household Account: If the customer wants the refund posted to his/her account, a credit for the paid amount minus the online convenience fee charge will be issued. This amount must be used within one year of the issue date.

2) Check Refund: If the customer paid by cash or check and would like a check issued from the City Finance Department, a 20% or $5 administration fee (whichever is greater) will be deducted from the amount that was paid. A check will be mailed within two weeks. 3) Credit Card Refund: If the customer paid by credit card and would like to credit his/her credit card, a 20% or $5 administration fee (whichever is greater) will be deducted from the amount that was originally paid minus the online convenience fee charge. A credit card refund will be issued within three days.

The City of Goodyear offers scholarships to all Goodyear residents to make our programs more affordable for families. Participants must meet the following requirements: 1. Pool Rental

The Goodyear Swimming Pool is available to reserve for private parties April 4 – September 4. Please call the Pool Manager at 623-882-7352, for availability. Reservations are required 14 days in advance. The fee includes the use of the pool facility and lifeguards (see fee schedule below). Payment is required at the time of reservation. There is a maximum of 160 swimmers for pool rentals. Please know the number of swimmers at the time of reservation. Swim Lessons

Lessons are organized by age and ability; four students per instructor for Preschool Levels, six students per instructor for Learn-to-Swim Levels 1 to 3, eight students per instructor for Learn-to-Swim Levels 4 to 6, and 12 students per instructor for Parent and Child classes. Swim lesson sessions consist of 8 classes; 2 weeks/4 days per week. Students must be the required age by the first day of the session. Schedule depends on staff availability. Not all levels are offered at the same times. Make-ups cannot be arranged for any reason, including illness. Instructors will notify participants if a make-up class will be scheduled. Fees are non-refundable five days prior to the start of the session. Refunds or credits will not be issued. This swim lesson program requires parent involvement. You can help by providing for your child’s safety around water at all times, maintaining enthusiasm and a positive attitude about learning to swim, ensuring that your child attends each swim lesson (unless they are sick), applying water safety rules and the fundamental skills your child is learning. We encourage purchasing a participation book for $2 at registration. Swim Assessments Swim assessments are mandatory for swim lessons. Instructors will be available starting April 19 and on select dates at the Goodyear Pool to evaluate participants for placement. Please bring swim suit and towel. Registration continues until registration deadlines. Registration is by lottery on the dates and times determined by team priority. Adult sports programs register as teams, not as individuals. There is no online registration. Forms are available at the City of Goodyear website, www.goodyearaz.gov, at the Parks and Recreation Office, or can be e-mailed to team managers.

Adult Sports

Our adult sports programs offer excellent recreational opportunities for Goodyear residents age 18 years and older. Emphasis is placed on healthful competition in a recreational atmosphere. Leagues are organized, conducted, and administered by a professional staff with expertise in league formation and equal competition in order to offer the best recreational experience possible. The registration fee pays for: officials/umpires, trophies/plaques or gift cards for first and second place league finishers, award shirts for first and second place tournament finishers, uniforms (Little League), game balls, equipment, marketing/advertising, lights, maintenance, field supervisors, and score keepers.

Co-Rec Sand Volleyball (“Rec” League) Teams are responsible for officiating their own games and keeping score. Rally scoring will be used; best two out of three wins match. Third game is played as a tie-breaker. Register in person only at the Goodyear Recreation Office, April 4 – April 22 until filled. Registration is based on team priority levels. Free Agent lists are available only to registered team managers in person at the Goodyear Recreation Office. To add a player, e-mail your name, age, address, home phone, work phone, cell phone, skill level, positions played, league and night of play you are interested in, and proof of Goodyear residency. You must be at least 18 years of age. Player Free Agent forms are distributed to Basketball, Flag Football, Sand Volleyball, and Softball managers. Youth Sports VOLUNTEERS NEEDED FOR YOUTH SPORTS! Be a volunteer coach or team parent in our award-winning youth sports program. You must be at least 18 years of age; complete an application at the Recreation Office, 3075 N. Litchfield Rd.; attend the mandatory coaches meeting; and adhere to the Coach’s Code of Conduct.

Pee Wee FUN-damentals (3 - 5 yrs)

A six week clinic designed to introduce boys and girls ages three to five to the fundamentals needed to play organized sports such as baseball, soccer, football and basketball. Clinic focuses on basic motor skills of kicking, punting, throwing, catching, shooting, striking, and running through games and activities adapted for younger development levels. Children should wear tennis shoes and bring a water bottle. Participant’s age determined as of first class date. First time participants must show proof of age in the form of a birth certificate. A supervised, drop-in recreation program designed for Goodyear youth, who are enrolling in grades one through six. This fun, educational, and exciting program features on-site activities as a part-time, drop-in format. This program is designed to enhance the overall physical wholeness and conditioning for young athletes. This camp will focus on skills sets that will include agility, flexibility, running, jumping, and throwing fundamentals. Instructor, Maurice People, a renowned sprinter and coach and coauthor of the 2005 book “Sprint Secrets: Reaching Your Olympic Dreams,” brings his knowledge of collegiate and Olympic success to teach young athletes the fundamentals relevant for multiple sports. Maurice is the 1973 NCAA Gold Medalist in the 400 Meter, holding numerous world-records and a member of the 1972 United States Olympic Track and Field team. Max: 20. Challenger Little League (4+ yrs) The Challenger Division of Little League is a program for mentally and physically disabled youth to enjoy the full benefits of Little League participation in an athletic environment structured to their abilities. However, whenever possible and with reasonable accommodations, disabled youngsters should participate in unrestricted league play provided their participation is possible and fair within the standard rules and regulations of Little League. More than the skills of baseball learned through the experience; the value of the Little League Challenger Division is found in the proven therapeutic and socialization benefits of participating in sports, the strengthening of the participants’ selfesteem, the opportunities to mainstream into other divisions of play, and the disciplines of teamwork, citizenship and fair play which are hallmarks of the Little League program. Little League Baseball/Softball is a program of service to youth who reside in the City of Goodyear. Little League Scholarships

Goodyear Little League Scholarships are dedicated to increasing participation rates from our public schools. Goodyear Little League Scholarships provide underprivileged and at-risk teenagers and youngsters the opportunity to participate in baseball and softball leagues. Scholarships give hope and encouragement to youth ages 4 -18 that may not otherwise recognize their potential by participating in leagues. Because our goals focus on helping a specific group of student athletes, there are criteria for qualifying to receive Goodyear Little League Scholarships. If you are new to City of Goodyear Recreation, a household account (each person’s name, address, phone numbers, e-mail, and birthdays) must be established before registering for the first time. Proof of residency, if you live in Goodyear, and a photo ID are required for each adult when setting up a household account. Adults can only register themselves or their spouse for a trip or activity. Please note: non-refundable convenience fees apply to all online transactions. Meditative Knitting Meditative knitting incorporates therapeutic use of repetitive hand movements, rhythmic breathing, and cognitive centering accompanied by soothing music. Participants will experience the benefits of meditation, strengthen social bonding, enhance existing knitting skills or learn new knitting skills. April 14 - Downtown Phoenix Tours The historic Smurthwaite House is one of the few remaining 19th Century buildings in Phoenix. The Pioneer & Military Memorial Park, adjacent to it, is the final resting place of some of Arizona’s most notable pioneer citizens.
