Renovation of Goodyear’s Litchfield Station Depot was chosen by the Goodyear State Centennial Committee as its project to celebrate Arizona’s 100th birthday on February 14, 2012. This train depot was the final cross-country stop for Goodyear executives from Ohio who were visiting their cotton fields at Goodyear Farms in Arizona. They used the cotton for their tires. The depot sat near what are now Litchfield Road and MC 85. Executives heading to Goodyear’s headquarters (now Litchfield Park’s City Hall) and its nearby little hotel (now the Wigwam) were instructed to “follow the palm trees” that still exist along Litchfield Road.

Plans Arizona Centennial Events Car Show & BBQ to Raise Money to Make Historic Depot Centerpiece of Future Train Park

Renovation of the Litchfield Station Depot was chosen by the Goodyear State Centennial Committee as its project to celebrate Arizona’s 100th birthday on February 14, 2012. The train depot, chosen as one of Arizona’s official “legacy” projects, is now planned as the centerpiece of a future train park in the area of the City-owned 90-acre Operations Center currently being planned near the Public Works Administrative Building at 157th Avenue and Estrella Parkway. Several Valley cities have similar train parks where children can ride a train around the park over bridges and through tunnels.

The City’s Centennial Committee has worked for two years to find a permanent location for the train depot which is being temporarily stored by the City. It is estimated that the depot renovation will cost almost four hundred thousand dollars. The citizen committee hopes to raise awareness for their fundraising efforts with a huge sign of the depot similar to the big “baby” sign along I-10 at Cotton Lane.

Antique and Classic Car Show & BBQ - April 30 The committee’s first planned fundraising event will be Saturday, April 30 from 10 a.m. to 2 p.m. on the lawn outside Goodyear Ballpark on Estrella Parkway, south of Yuma Road. Get up close and personal with antiques such as Model As and Model Ts; hot rods; newer antiques such as ’57 Chevys and classic Mustangs and enjoy a BBQ luncheon under a tent on the lawn. Centennial Quilt Raffle An 81” x 91” king-size quilt done in traditional “flying geese pattern” was donated by Estrella Mountain Quilters of PebbleCreek to help raise money to renovate the historic train depot.

The quilt is appraised at $775 not including the hundreds of hours spent making it. Raffle tickets for $5 each or 6 for $25 can be purchased all year long at the Southwest Valley Chamber of Commerce, Goodyear City Hall, or the Parks and Recreation Office at Fire Station 183. The quilt will hang in the lobby of City Hall until the drawing for the raffle winner on February 14, 2012. Raffle tickets for the Centennial Quilt can also be purchased at the Car Show & BBQ. 2

From the Acting Mayor

Goodyear has worked hard to reduce costs by being smart about the energy we use. We’ve installed efficient HVAC units, motion sensors for office lights and added alternative fuel vehicles to our fleet. We’re trimming carbon emissions by offering paperless billing, and turning tree and shrub trimmings into “green

waste” fertilizer through a partnership with a local farm. We’re considering the benefits of power purchase agreements, installing photovoltaic solar arrays, and other innovative ways to curb our carbon footprint.

Goodyear takes environmental concerns seriously.

You may already know photovoltaic systems make electricity you can use. Did you know the utility company buys back extra power you generate but don’t use, reducing your energy bills?

Having someone knowledgeable to talk to about solar power could help you understand how it works, what it costs, and if it’s for you. Attend a free presentation by an AZ Smart Power solar coach on March 24 from 6 to 7 p.m. at City Hall in Room 117. AZ Smart Power is a non-profit organization that doesn’t install or sell equipment: they provide information to help you make decisions. Goodyear’s website has details. Council Corner

It has been an honor and a privilege to serve the citizens of Goodyear for the past 12 years. Because of term limits, I will be leaving office in June.

It was an exhilarating experience to be elected to Council after walking door to door and getting acquainted with most of the voters. Knowing they had confidence in me, made me work very hard over the years. Being on City Council is not an easy job, but it is rewarding knowing you are the City’s fiscal stewards and helping create a place where families can thrive.

We have done a tremendous job putting Goodyear on the map during my years on Council. When I started on Council, Goodyear was mostly cattle, sheep and cotton. Today, it is a remarkable city. Wherever I go with other city officials, people thank us for the job we have done. I have to thank our staff because they are our greatest asset. Under excellent management, they have maintained our high level of services and programs during difficult times.

I am most proud of being named an All-America City and our joining the Cactus League. While timing of the ballpark may not have been opportune economically, it is definitely one of our best assets. I am also very pleased with the major companies we have attracted recently and the many jobs they have created. Now, with the mall coming, we are truly becoming a balanced community.

My only regret is that I could not see the City Center completed while in office, but it was a wise economic decision to delay it. Once the recovery is fully underway, I’m sure the City Center will be completed so it can become the “heart and soul” of this wonderful community.

I look forward to a bright future together.

Good News on the Retail Front

Mall Coming in 2014 City Manager John F. Fischbach

As we enter our 2011/2012 budget season, we have been greeted with some very good news on the retail front – a nice change after such a long recession!

You’ve all probably read in the paper by now that Westcor will open the regional mall in Goodyear in Fall 2014, in time for holiday shopping. We have waited a long time for this announcement, which was made by the CEO of Macerich, the parent company of Westcor.

While we will not see construction sales tax from the mall in the coming fiscal year, we will receive its construction sales tax for the following three years. The construction sales tax and the retail sales tax dollars the mall generates will go a long way toward helping us close the structural deficit we’ve experienced since the ballpark came online.

While some Valley cities are still facing much larger deficits, we anticipate ours to be a very manageable $3 million in the coming budget year. It should be about three years before we fully recover.

We have waited anxiously for the January sales tax report because January actually represents December 2010 holiday sales. We are happy to report that our January sales tax figures are very good! Through the first seven months of this fiscal year, total sales tax collections are above forecast by 5.06% or $901,961.

Total retail sales tax figures are up 11.21% compared to a year ago, fueled greatly by restaurant sales tax figures that have gone up steadily and were up a huge 24% over the same month last year!

The City is also anticipating strong sales tax receipts this spring as a result of spring training. Additionally, we have reports that more than 425,000 square feet of retail move-ins occurred in the first half of this fiscal year between July and December 2010. This is the largest number since the recession began. So, there really is light at the end of the tunnel!

Please join us for a Public Forum on the budget on March 23 at 6 p.m. in City Hall. Your input is needed to ensure our 2011/12 budget can deliver services to you at the levels you desire.

Reverse 911 for Cell Phones

for Goodyear Residents When disasters strike or emergencies happen, Goodyear residents can receive Reverse 911 calls on their cell phones, and register up to three cell phone numbers per household or e-mail. The mobile contacts are then linked to their home addresses. Once registered, residents receive messages on their cell phones wherever they are, anytime there’s an emergency in the area or involving their home.

Reverse 911 is a perfect tool to keep parents, children, and caregivers in the know when there are fires, law enforcement activities, and other dangers in their area.

To register up to three mobile phones for Reverse 911, visit www.goodyearaz.gov, click on the Reverse 911 registration icon and enter the information requested.

A confirmation e-mail will be sent within 24 hours, along with instructions for activating the service.

Then your cell phone numbers will be added to the list of contacts for the Community Emergency Notification System provider and Maricopa Association of Governments.

Public Forum on Goodyear’s 2011-12 Budget Wednesday, March 23 6 p.m. at City Hall The public is invited to attend the Goodyear Public Budget Forum from 6 to 8 p.m. on Wednesday, March 23 at Goodyear City Hall, located at 190 N. Litchfield Rd. City officials would like to have the public’s input on the budget as it is being prepared. The final budget will be presented to the City Council for tentative approval this spring.

A short presentation will include explanations of the budget process, forecasted revenues and operating expenditures, and more. There will also be small round tables set up for discussion addressing various budget topics.

Symphony Returns to Lakeside Setting

Don’t miss the performance of the “Phoenix Symphony Pops in Goodyear,” presented by the West Valley Arts Council at 7 p.m. on Sunday, April 10 at Estrella’s Lakeside Amphitheatre, 10300 S. Estrella Parkway in Goodyear. Pack a picnic, bring a blanket, and enjoy an evening of popular and classical music under a canopy of stars with The Phoenix Symphony. This West Valley favorite includes a pre-concert performance by the Symphonic Winds.

No alcohol, glass containers, or pets (except for special assistance animals).

Gates open at 4 p.m. Arrive early and enjoy the children’s craft area and a pre-concert performance by the Symphonic Winds at 5 p.m. Phoenix Symphony performs at 7 p.m.

Goodyear in ACTION Benefits from Reds Charity Game

The Cincinnati Reds play a special charity spring training game at Goodyear Ballpark at 1:05 p.m. on March 2. The Reds will donate their proceeds from sales of tickets, food, merchandise, and parking to Goodyear in ACTION, an organization that promotes, educates, and motivates people in Goodyear and the West Valley to live healthier lifestyles. Project Five

Promotes Good Citizenship Project Five is a new public service campaign created by the Goodyear Youth Commission which offers models of good citizenship for teens. Using Facebook, Twitter, and YouTube, Project Five hopes to have 500 followers by the end of the school year. See the video at www.youtube.com/myprojectfive.

Project Five targets young people ages 12 through 17, encouraging them to adopt five simple practices: 1. Speak up – Make your voice heard 2. Lend a hand – Help others in need 3. Show respect – Treat others with equality 4. Be courteous – Thoughtfulness and good behavior are key 5. Lead through example – Be a model of good citizenship Project Five was founded to promote a positive and proactive mentality among our young generation, and encourage them to engage in public service. Project Five reaches out to young people using social media tools like YouTube, Twitter, and Facebook. It will also be featured at Goodyear events and in local schools.

Fire Hydrant Paint-a-thon

Goodyear’s fire hydrants are about to get a facelift. High school students from several faith-based organizations will work together on March 12 applying new coats of special paint onto about 300 fire hydrants. Bulk trash are items that are too bulky to fit in the trash container such as tree limbs, furniture, and appliances. DO NOT place bulk trash on driveways, sidewalks, electrical boxes, cable boxes, mail boxes, light poles, water meters, landscape, or where it may be a hazard to pedestrians or vehicles.

• Place bulk trash in the street, next to the curb.

• Brush should be cut to 4’ lengths.

• Grass clippings must be double-bagged.

Photographer Joe Trevino at Goodyear’s Next

“Hot Coffee”

Don’t miss the next “Hot Coffee” at 7 p.m. on Thursday, March 31, at Ground Control Coffee, located at 14140 W. Indian School Rd. Photographer Joe Trevino will discuss his recent project, photographing Goodyear. Several of Trevino’s photographs were purchased by the City using grant funding and will be displayed in civic buildings. Trevino, who holds a Masters of Fine Arts degree in Photography, took hundreds of images of Goodyear’s landscape and people at work.

Shakespeare in the Park Southwest Shakespeare Company will perform “Romeo and Juliet” at 3 p.m., April 2 at the Bullard Wash Park amphitheater. “Shakespeare in the Park” is funded by a grant from the Arizona Commission on the Arts and a sponsorship by Westcor. Admission is free and parking is available at the nearby Estrella Marketplace, located along PebbleCreek Parkway, north of McDowell Road. The amphitheater, in Bullard Wash Park, is located behind the Staples store.

Handicapped parking is available.
