Before moving to Arizona, Councilmember Barber spent 20 years in television news as a health and consumer investigator reporter and producer. She has worked at television stations in Omaha, Houston, San Francisco, and Denver. She holds a degree in Broadcast Journalism from the University of Nebraska-Lincoln. Through The Funds for American Studies-Institutes of Political Journalism, Councilmember Barber interned and studied at Georgetown University in Washington, D.C. Councilmember Barber has been a Goodyear resident since May of 2005, and resides with her husband Jim and daughter Emma.

I heard all about it when I made a December visit to fans in chilly Cleveland and Cincinnati. I am happy to report the reception couldn’t have been warmer. Of course, it helps to invite people to Arizona when it is cold and rain is threatening to become snow on a cloudy day. But you never really know what people are thinking until you extend the invitation. Everyone had heard of Goodyear, but some were more familiar than others. The reporters I spoke with were the most familiar with our city. While one jokingly asked if we had a McDonald’s restaurant, others repeatedly asked how far we were from the airport. Those who have already visited were curious about new restaurants and other amenities added to the community.
Spring training first came to Arizona in 1947. The Cleveland Indians were one of the two teams that started the Cactus League. Local business leaders at the time worked hard to bring the “Tribe” and the New York Giants to the state because they saw the potential benefits to the local economy.

Barber is the co-founder and executive director of the wellness non-profit Arizona in ACTION. She was recognized last year by the Southwest Valley Chamber of Commerce for the work of her organization and its kids bicycle helmet safety program, Lids on America Kids® Program. She also was a key member of the citizen team that helped Goodyear win the All America City award in 2008.

If the fans are any indication, Goodyear is growing among Ohio’s baseball faithful with every season of Cleveland Indians and Cincinnati Reds spring training. Our economy is winning as a result of that enthusiasm.
But this is why my visit was so important. I was able to market our great city to Ohio fans. After all, that is what spring training is all about. People may come for the game, but they eat at restaurants, shop in local stores and stay in our hotels, investing tourism dollars that support jobs and make our city stronger.
Welcome New Council Member The co-founder of an Arizona non-profit agency has been selected by the Goodyear City Council to fill the remainder of the late Councilmember Gary Gelzer’s term on the panel. New council member Jennifer Barber was appointed into Goodyear City Council in November and will serve until June.

They assumed fans would be tired of dreary winters and would be eager to follow their hometown teams to sunny weather. Sixty-five years later, they were right. New studies just released show spring training and the year-round events that take place at the ballparks around the Valley together generate an estimated $632 million in annual economic benefit to our region. Whether the money is spent in Goodyear or Mesa, that kind of annual investment from tourists helps everyone and, based on the response from fans in Ohio, translates into a heck of a lot of hamburgers! Goodyear Ballpark Celebrates 5th Anniversary Whether you like to watch fireworks, collect player autographs or watch your kids run the bases, the 5th Anniversary season of spring training baseball at Goodyear Ballpark will be full of special moments in the warm spring sun.
The team will be made up of Major League Baseball players from Canada or with Canadian heritage. The team is in Arizona practicing for the 2013 World Baseball Classic, MLB’s version of an Olympics event featuring teams from around the globe.
A full schedule of special days and promotions is being planned for fans with tickets to Cleveland Indians or Cincinnati Reds spring training baseball games. Kids can run the bases after games on Saturdays and Sundays. Seniors are invited to “stroll” the bases after Tuesday games. And everyone can play catch in the outfield after the games on March 13 and 14!
Goodyear is making plans to celebrate the Canadian invasion. “We want our friends from Canada, whether they live in Goodyear or elsewhere in the area, to come and enjoy this special treat,” said Goodyear Mayor Georgia Lord.
If you collect autographs, you can meet Reds and Indians players before games on February 23, 27, 28 and March 6 (1:05 p.m.), 21 and 26. Special tickets are distributed before the gates open on autograph days.
The City will announce plans to mark Team Canada’s visit as details become available. Fans can buy tickets to the game by visiting Goodyear Ballpark Ticket Office or online at www.reds.com/spring.
Fireworks are planned on several nights in the spring while the final game of the season, March 30, is Fan Appreciation Day. Autographed team memorabilia and other items will be given away each inning. If you just like to save money on great seats, then the Early Bird Discount is for you. Tickets in the Outfield Box and Outfield Reserved sections on weekday games between February 25 and March 8 are half off if purchased by February 24.
Ballpark is Tops for Spring Training Experience For the second time in three years, Goodyear Ballpark has been voted tops in the Cactus League! Readers of the Phoenix New Times again in 2012 named the Ballpark the “Best Place to See a Spring Training Game.”

Mayor Lord Visits Cleveland and Cincinnati Baseball fans in chilly Ohio got a warm reminder about spring training from Goodyear Mayor Georgia Lord last month when she visited Cleveland and Cincinnati to promote ticket sales to games in Arizona in February and March.
Spring Comes Early to Goodyear Ballpark Great seats are now available for all 34 spring training games scheduled this February and March at Goodyear Ballpark.
Mayor Lord visited Cleveland and Cincinnati radio and TV stations to remind fans to buy tickets and book trips to sunny Goodyear. She also spent several hours at the Goodyear Ballpark booth at RedsFest, inviting fans to make the trip this spring.
Games start early this year with an afternoon contest between the Cleveland Indians and Cincinnati Reds on Friday, February 22 at 1:05 p.m. The 2013 season marks the fifth anniversary of the ballpark with special events and promotions planned to celebrate the milestone. The World Champion San Francisco Giants visit three times, while the Los Angeles Dodgers, hometown Arizona Diamondbacks and Chicago Cubs each visit twice. The ballpark plays host to six night games this season, including one between the Reds and Team Canada. The Reds and Indians close out the season in a 12:05 match-up on Saturday, March 30.
“If they have been to Goodyear already, they love it,” Mayor Lord said. “Fans really like our ballpark and they love the weather,” she added. Attendance has shown steady growth since the ballpark opened but the City and both teams continue to work to make Goodyear an annual trip for Reds and Indians faithful. 4

Vision for Goodyear’s Future Bears Public Signature
Goodyear Ballpark Among Leaders in Year-round Economic Impact Study
The vision statement that will guide Goodyear’s general planning process has been completed with the help of our citizens’ General Plan Committee and residents who attended the G.A.I.N. Community Festival and a Community Visioning Workshop this past fall.
A new study on the economic impact of spring training ballparks around the Valley has Goodyear Ballpark among the leaders when it comes to delivering year-round benefits to the local economy.
The statement is the first step in the planning process meant to chart a path for Goodyear’s growth and development through 2025. It will impact the outcome of not only the Goodyear 2025 General Plan, but also the Transportation Master Plan and the Parks and Recreation Master Plan.
The study by Elliott D. Pollack & Company of Scottsdale was commissioned by the non-profit Cactus League Baseball Association. It considered the impact of spring training facilities in the months beyond the traditional spring training baseball season. Goodyear Ballpark ranked among the highest in every category studied. In events held only at Goodyear Ballpark in 2011, the facility generated $6.1 million in total economic output, which was 30 percent of economic output generated in this category by all 10 Cactus League ballparks.
Using the ideas collected at G.A.I.N. and a Community Visioning Workshop, the General Plan Committee created the following draft statement:
For events held in several ballparks such as tournaments that used Goodyear and facilities in other cities, Goodyear again collected more than its share of the benefit. Goodyear’s estimated impact was $12.3 million, 20 percent of the total impact Valley-wide.
Create a highly desirable place for all to live, work, visit, and play by fostering a sustainable community with diverse destinations connected throughout the city, encouraging growth by offering opportunities for cultural, educational, and economic development, while recognizing our assets, history, and open spaces, and maximizing partnerships and collaboration.
Year-round team spending at Goodyear Ballpark was higher than the average among the 15 teams that train in Arizona each year. The Cincinnati Reds and Cleveland Indians combined for $9.9 million in economic output in Goodyear in 2011, more than double the League average of $4.6 million per team.

How Do You See Goodyear in 2025? Bring Your Ideas to Share at Open House Meetings in February The City is still at the very beginning of the process of creating the content for the Goodyear 2025 General Plan, Transportation Master Plan, and Parks & Recreation Master Plan, meaning now is a great time to get involved in these important planning efforts. The three open house meetings will provide an opportunity to learn more about the Goodyear 2025 planning projects and allow you to offer your thoughts on what might be included in these documents that will guide the City’s future. All the Open House meetings are scheduled from 6 to 8:30 p.m. Because of the open house format, you may attend any time that is convenient.
Overall, researchers measured Goodyear Ballpark’s economic impact in the months before and after spring training in 2011 at $36 million, 17 percent of the total impact of $210 million generated by all 10 ballparks in non-spring training months.

“We work hard at securing quality multi-day events that attract a large number of participants from across the nation. These visitors spend time and money in Goodyear during their stay. This report demonstrates that the Ballpark is an economic catalyst for the City and the Southwest Valley,” said Nathan Torres, Interim Parks and Recreation Director and General Manager for the Goodyear Ballpark. He said he expects the 2012 numbers to be even better, especially with the addition of several more large-scale events such as USA Baseball, Perfect Game, and Prospect Wire.
Pedestrian Underpass Pedestrians will now have a safe place to cross busy Litchfield Road at Wigwam Boulevard. The Arizona Department of Transportation (ADOT) is constructing a pedestrian underpass on Litchfield Road, approximately 2.5 miles north of Interstate 10, that will include public art, landscaping, and other improvements. The underpass will cross east to west under Litchfield Road to the north of the Wigwam Boulevard intersection. Litchfield Road will be closed until March 8 between Wigwam Boulevard and Village Parkway. Use Dysart Road or Sarival Avenue as alternate routes. Conserving Water Lowers Sewer Bills
for Customers South of I-10 For all City of Goodyear water customers (homes south of I-10), the key to keeping your sewer bill low throughout next year is to minimize the amount of water you use during January, February, and March of this year. The City estimates the amount of water your household puts down the sewer based upon your average monthly water consumption during these three winter months. The City averages the amount of water you use in January, February, and March to determine your Winter Quarter Average (WQA). Once a year, in May, sewer bills are adjusted using your new WQA. You will never be charged more than your WQA. However, if you conserve and use less water, you will be billed at the lower amount. Remember to use water wisely during the winter quarter, and you’ll save on sewer bills all year long. 7

Goodyear Neighborhood Services invites residents to visit www.goodyearaz.gov/index.aspx?NID=350 to register their Neighborhood Alliance and Homeowner Association. This registry is a tool created by the City to help residents identify appropriate individuals to contact regarding public projects, meetings, and other City-related matters.
Two dozen deserving children in Goodyear went shopping with police officers last month as part of the City’s annual Shop with a Cop program, buying holiday gifts for their families with funds donated by PebbleCreek residents.
Fill-A-Need The City of Goodyear Fill-A-Need program brightens the holidays for families in need by helping to connect them with gifts and donations from City employees, residents, and local businesses. The program provides gifts for children such as toys, clothing, and school supplies as well as household goods needed by their families (toiletries, non-perishable food items, etc.).
The annual event treats kids to breakfast, this year sponsored by Chick-fil-A; a visit by Santa Claus courtesy of the Goodyear Police Department; and a shopping trip supported by the Walmart store on Estrella Parkway. The kids had plenty of help on their day around town. Thirty-two Goodyear Police officers, including Chief Jerry Geier, four PD staff members, nine PD volunteers, and three volunteers from the Cancer Treatment Centers of America pitched in to make the day special. Children were nominated for the event by officials at the schools they attend. The PebbleCreek Home Tour Committee raised close to $9,000 to pay for the shopping spree, enough to also help support this year’s Fill-A-Need program in Goodyear.

The City of Goodyear will be offering Community Emergency Response Team (CERT) training to Goodyear and Litchfield Park residents. While CERT discusses and teaches how you can help your neighbor during a disaster situation, the classes also focus on how you can take care of yourself until first responders arrive. Classes are held Tuesdays and Thursdays from 6 to 9 p.m., February 19 – March 14 at Goodyear City Hall, 190 N. Litchfield Rd. The training classes consist of Preparedness, Fire Suppression, Medical Operations I, Medical Operations II, Light Search and Rescue, Psychology and Team Organization, Terrorism, and Pulling It All Together (mock exercise).

Saving a Life November 12, 2012 started out as a normal day in the life of 14-year-old Giordano Lui. This was until his mother’s long time boyfriend suddenly became gravely ill and stopped breathing. Through Giordano’s quick actions in calling 9-1-1 and his ability to remain calm during this life or death situation, a more positive outcome was achieved for William Day. Giordano was recognized by the firefighters who responded that day and presented him with a lifesaving award for his actions.

VIPS Recognized VIPS (Volunteers in Police Service) were recognized by Chief Jerry Geier at a recent City Council meeting for their continued dedication and support to the Goodyear Police Department. To date, the VIPS have volunteered more than 7,100 hours of service, exceeding their numbers over the previous years. “The VIPS are our eyes and ears in the community. They focus on residents and visitors to ensure safety, creating a valuable tie to members of law enforcement and the community they serve,” said Chief Geier.
The Fill-A-Need Committee would like to thank all the residents, volunteers, City employees, and local businesses for their generous contributions to the program. This year, they delivered gifts and food boxes to 30 families, helping 103 children in Goodyear and 61 children in Mobile. Special thanks to the local businesses and groups that sponsored families, held fundraisers, or made monetary contributions to purchase gifts for the families:

City Replaces Old Phone System Project Delivered Nearly $300 Thousand Below Budget

Cleaning out the medicine cabinet just got safer with the new drop box for expired, unused or unwanted prescription medicines at the Police Administrative Building at 175 N. 145th Avenue. Liquid products should be sealed in their original container. Syringes, injectables, illegal substances, mail, and trash are prohibited. A project to replace the City’s outdated and unreliable telephone system has been completed and is about $300 thousand below the budget approved by Council almost two years ago. The City Council authorized the project in its FY 2010-2011 budget with the goal of reducing system outages, cutting maintenance costs, and providing better communication services to constituents and City employees alike. The project was completed in mid-December. In addition to the initial savings, the system is expected to reduce annual operating costs by as much as $100 thousand a year over the next five years. 9

Celebrate the cultures and heritage of nations from around the world at the Goodyear/Avondale A Tale of Two Cities Parade & Festival International Celebration. The parade begins at 10 a.m. at Litchfield and Thomas roads. Bring your folding chairs, blankets, food and drink and settle in anywhere along the parade route for a fun and colorful morning of floats, marching bands, horses, clowns, dance troupes, and vintage cars. After the parade, walk or drive to the festival at the corner of Dysart and Thomas roads on the Estrella Mountain Community College campus. The festival starts at noon. Admission is free and includes multi-cultural entertainment, unique gourmet food, a kids’ zone, bouncies, vendor booths, and fun contests.

Sunday, February 17, 2013, the Integrated Medical Services (IMS) Arizona Marathon will be sweeping through the West Valley, winding its way through desert scenery in the shadows of the Estrella and White Tank mountains. The event includes a full marathon (Boston Marathon qualifying), half marathon, marathon relay, and a 5K walk/run. Each family member’s name, address, phone numbers, e-mail, birthday, proof of Goodyear residency, birth certificates for all minors under 18 years old, and a photo ID for each parent or legal guardian are required when setting up a household account. Refund Policy for All Programs If the participant wishes to cancel enrollment or does not participate in a program, the participant must notify the Parks & Recreation Department at least five days prior to the start of the program to receive a refund. The leagues are governed by official ASA and City of Goodyear rules. Games are played at Goodyear Community Park and officiated by ASA certified umpires. The men’s slow-pitch softball league plays 6 p.m. to 10 p.m. on Monday, Tuesday and Wednesday nights. The co-rec slowpitch softball league plays 5 to 9 p.m. on Sunday and 6 to 10 p.m. on Friday nights. Glory Days Wood Bat League
Goodyear Parks & Recreation offers a fun league during the fall and winter months that is different from the regular softball program. This new softball league starts Thursday, January 17, 2013. It’s the local wooden bat softball league and many of those who compete fit the mold of baseball purists. This league will prove to be one of the most unique and most fun leagues to play in. The challenge of playing the game with a wood bat will bring in teams who want to see how they can play the way our fathers and grandfathers did before the introduction to aluminum, alloy or composite bats. Teams with strong defenses can play and have a chance to win what are usually low scoring games. If you want defense, base running and that real baseball stuff, then play wood bat.

Challenger Little League (4+ yrs) The Challenger Division of Little League is a program for mentally and physically disabled youth to enjoy the full benefits of Little League participation in an athletic environment structured to their abilities. However, whenever possible and with reasonable accommodations, disabled youngsters should participate in unrestricted league play, provided their participation is possible and fair within the standard rules and regulations of Little League. More than the skills of baseball are learned through the experience. The value of the Little League Challenger Division is found in the proven therapeutic and socialization benefits of participating in sports, the strengthening of the participants’ self-esteem, the opportunities to mainstream into other divisions of play, and the disciplines of teamwork, citizenship and fair play. Pee Wee FUN-damentals (3 - 5 yrs)
This clinic introduces boys and girls to the fundamentals of organized sports such as baseball, soccer, football, track, and basketball. The clinic focuses on basic motor skills of kicking, throwing, catching, shooting, and running. Children should wear tennis shoes and bring a water bottle. Parent participation is required. Participant’s age determined as of first class date and must show proof in the form of a birth certificate. Drop-In Summer Recreation Program
A supervised, drop-in recreation program designed for Goodyear youth who will be enrolling in grades 1 through 6 for the upcoming 2013-2014 school year. Trained and experienced staff will provide a variety of fun and educational programs including indoor/ outdoor activities, clubs, games, mini tournaments, big-screen movie days, swimming at Goodyear Swimming Pool, field trips, guest instructors, and speakers. This fun, educational and exciting program features on-site activities as a part-time, drop-in format. The program is limited to 80 participants. Spring Girls Volleyball League Recreational League (7 - 14 yrs) Designed for new players to the sport, the Recreational League is for girls who want to learn the basic fundamentals and skills of volleyball where participation and fun are top priority. This level is highly recommended for players that just want to have fun and learn the sport. Equal playing time is guaranteed for each player on a team, and modified rules are used to promote equal play. Knee pads are required and must be provided by the player. Competitive League (12 - 14 yrs) The new Competitive League differs from the Recreational League in playing rules and emphasis. Modified high school rules are used and there is no mandatory substitution or playing time rules. The league is intended for players with experience only. March 11 – Arizona-Sonora Desert Museum The Arizona-Sonora Desert Museum is a world-renowned zoo, natural history museum and botanical garden, all in one place! A household account, including each family member’s name, address, phone numbers, e-mail, and birthday, must be established before registering for City of Goodyear Recreation activities and trips. Proof of Goodyear residency and a photo ID are required for each adult when setting up a household account. Registration is required for all classes. Registration may be accepted online or at the Recreation Office (Fire Station 183) at 3075 N. Litchfield Rd. from 8:30 a.m. to 5 p.m., Monday – Friday. Registration cannot be accepted by e-mail or phone. Non-refundable convenience fees apply to all online transactions. Not all classes are available for online registration. Adults may register themselves or their spouse for a class. Payment is due at the time of registration and will be non-refundable after registration deadline. Trip Transportation
Transportation will be provided for most trips. Trips may include lots of walking, standing for long periods of time, flights of stairs, and uneven pavements. Transportation requires negotiating two to eight stairs getting in and out of a vehicle. People unable to use stairs are responsible for personal assistance.
