Goodyear’s annual Fall Festival – G.A.I.N., is a wonderful opportunity to celebrate our neighborhoods and the sense of civic pride that makes Goodyear so special. In the spirit of this civic engagement, I encourage all residents to get involved in planning the future of our City by participating in the General and Master Plan efforts currently underway. These vitally important planning processes include the 2025 General Plan, the Transportation Master Plan, and the Parks and Recreation Master Plan. Councilmember Bill Stipp

Many of our residents might be surprised to hear this statistic: 50% of the City’s total water use goes toward residential use with half of that going for outdoor use; mostly landscaping and irrigation. Only some of that water returns to the groundwater through soil and rocks and into the underground layer of water known as the aquifer, while the rest evaporates.

Started in October of 2012, the Goodyear 2025 General Plan is a two year process intended to identify an overall vision for the Goodyear community. This allencompassing plan will help determine the City’s direction in the critical areas of economic development, sustainability, parks, housing, transportation, and land use. This is your opportunity to share and incorporate your vision into the future planning of our City.

The Transportation Master Plan will set the stage for how we move throughout our community and how we connect to regional transportation systems. It will include strategies for transit, cars, trucks, bicycles and pedestrians, as well as other transportation modes. Developing a sound strategy for transportation is vital to ensuring a strong local economy and improving the quality of life for all Goodyear citizens.

Over the next year, your City council will be making decisions that will ensure we have an abundance of safe, sustainable and affordable water supply for years to come; 100 years at least and beyond.

Because of that, The City of Goodyear’s Water Resources Division is focusing on educating our residents on exterior water use conservation.

While we continue to encourage our residents to learn proper conservation techniques, the City is responsible for recycling and reusing water as required by state law. Because we live in the desert, it is essential that we all ensure the future of our water supply. In doing so, the State of Arizona requires that water providers in the Phoenix area replenish the groundwater we pump with surface water (water from lakes, rivers, or effluent). Essentially, we must put back in the ground what we take out. To meet that requirement, the City collects all the water used indoors through sewers and sends it to our water reclamation facilities for cleaning. We then recharge a portion of that reclaimed (cleaned) indoor water back into the aquifer at the Soil Aquifer Treatment site where reclaimed water is piped to basins which allow the water to seep down into the aquifer. Within a couple years, the City will build wells that will take less space to recharge water and eventually handle a greater volume. The State of Arizona maintains a water bank, similar to a savings account, that tracks water stored and recovered (pumped out) by its water providers. The water we reclaim and recharge partially replaces the water we pump out of the aquifer for our customers. This partially meets the City’s replenishments obligation, but we need to do much more.

The Arts & Culture Commission will be creating a community art installation using recycled water bottles. Bottles will be cut, colored, and melted to create unique individual masterpieces that will be assembled together to make a chandelier to be hung in a City building.

Ramping Up Community Policing Efforts: G.A.I.N. Event at Goodyear Fall Festival Goodyear Ballpark, October 19

That rings true for 13-year Goodyear resident Kevin Cooley who lives in the Northwest Subdivisions near Central Avenue, Van Buren and Manzanita with his wife and two of his three children.

Citizens of all ages can learn more about what the Police Department has to offer in the way of opportunities in community policing and youth programs at its annual G.A.I.N. (Getting Arizona Involved in Neighborhoods) event from 5 to 8:30 p.m. on Saturday, October 19 at Goodyear Ballpark as part of this year’s Fall Festival.

For more than a year, Cooley has been a Neighborhood Block Watch captain for the Arnold Manor and Manzanita neighborhoods and also is vice president of his neighborhood alliance.

G.A.I.N. is held in most Arizona cities and towns during October, providing a great opportunity for residents to meet one another and to build relationships with City officials.

Now, they are applying what they’ve learned and helping to renew and expand the Police Department’s Community Services Unit under Police Chief Jerry Geier. And so far, it’s paying off as residents and City employees now are saying “Just ask the Erics” when it comes to learning how to become involved in community policing or how to monitor suspicious activity in a neighborhood. 4

“We wanted to show that there was a community awareness to help deter what was going on at night,” said Cooley. “Our vigilance is walking around. It has been very effective. We’re staying vigilant. When we see something suspicious, we’ve been giving tips to police. Because of that, the neighborhood has become a nicer place to be.”

The following is a summary of programs and events for citizens who want to get involved: From this past summer’s community safety meetings to enhance safety education with children, to the “Coffee with a Cop” quarterly series or providing tips to Neighborhood Block Watch members, more people are becoming involved and youth interest is returning to the department of pursuing careers in law enforcement. These programs and events are helping to bring awareness to residents as the City continues its goal of providing quality services, maintaining the quality of life, and improving public safety.

A partnership between police, homeowners, and apartment managers through its Crime-Free Multi-Housing and Neighborhood Block Watch program is helping to lower the amount of crimes throughout Goodyear, thanks to the success of more community involvement and residents providing tips to police.

“It provides an easy exit for tenants that are undesirable for an apartment complex,” Officer Webster said. “This program provides better involvement between police and apartment managers to make things safer.”

The men and women of the Goodyear Police Department rely on citizens to become a part of the City’s “community policing” programs by reporting suspicious activity, participate in training and programs that create awareness, and take responsibility for their neighborhoods, as well as encouraging the youth to get involved.

It’s just been a little more than a year ago that Goodyear Police Officers Eric Whittington and Eric Webster attended a national conference on community policing and Block Watch programs hosted by the National Sheriff’s Association in Phoenix.

Crime-Free Multi-Housing and Neighborhood Block Watch

Crime-Free Multi-Housing is a program in which apartment managers require tenants to sign paperwork agreeing not to participate in any illicit activity or commit crimes on the property.

Goodyear residents who get involved in their neighborhoods are leaders in community pride and ultimately can be the City’s best defense against crime.

“We want to get the word out on these programs and events,” Officer Whittington said. “More residents are becoming involved. Our citizens are definitely taking more of an ownership role in their community. Becoming involved is a good way to make your city a better and safer place to live, and a good way to get to know your neighbors.”

See How the Police Department Works Twice a year, Goodyear residents have an opportunity to get an up-close and personal look at the internal workings of the Goodyear Police Department.

The Goodyear Police Department’s Community Services Division’s first “Coffee with a Cop” meeting on June 27 providing an opportunity for residents to meet with police officers and ask questions about issues in their neighborhoods was a success, and now will become a quarterly event. Nearly 30 people turned out for the inaugural event at the Sugar and Spice Café at 14970 West Indian School Road covering topics ranging from traffic issues to child safety issues. Now, police are ready to have that “second cup” with residents. Residents were invited to join Officers Eric Whittington and Eric Webster at Oasis Bagels at 17650 West Elliot Road in Goodyear on October 8 for the second Coffee with a Cop meeting. Residents met with the officers, shared ideas, asked questions, and learned how to keep family and homes safe from crime. “The Coffee with a Cop meeting was a huge success,” Whittington said. “We believe that residents are the greatest resource in keeping neighborhoods safe and homes secure. It’s a great opportunity for citizens to meet with officers in an informal setting and talk about concerns.” “A lot of people don’t call the police or are afraid to call the police because they think we’re too busy. If people see anything suspicious or out of place in their neighborhood, they are urged to call police,” Whittington added. “These coffee talks give us an opportunity to address concerns that residents may have and let them know when to call the police.” Visit www.goodyearaz.gov for the future schedule of Coffee with a Cop.

The next Goodyear Citizens’ Police Academy is scheduled to begin in mid-January and will last 14 weeks. Goodyear Police Officers Become “Regulars” in Schools as Sub-Station Pilot Program Catches On What began as a daunting presence in a number of Goodyear elementary schools, now is a common and welcome sight. In the days following the Sandyhook Elementary School shooting tragedy in Connecticut last January, the Goodyear Police Department was swift to act with school officials at Mabel Padgett Elementary. They bolstered safety in Goodyear schools by implementing a sub-station pilot program placing a police officer in Mabel Padgett Elementary School to monitor campus activity and interact with the students and staff. The program in Goodyear, which recently began its first full school year, immediately gained national attention and within a month, the department expanded the program into Centerra Mirage School in the Avondale Elementary School District and Weststar Elementary in the Liberty Elementary School District. “It doesn’t seem like a change anymore,” said Gina DeCoste, principal of Mable Padgett Elementary School, which has 860 students. “We feel like the officers are a part of the community, and we’re working with them. It’s helped us to feel safer, and it seems safer outside the building.” Not only is the presence of officers such as Sgt. Dwayne Pollard, Mark Moncada, and Justin Hughes common in the hallways at DeCoste’s school, but the sight of marked cars in the parking lot adds an extra level of comfort for parents dropping off and picking up their children from school. “It’s like they’re part of the staff and they can get some of their work done here,” Decoste said. “The kids see them and talk to them, and it’s good for the officers to be looked at as role models.”

The Goodyear Police Department is always looking for a few more good teens and young adults to best prepare them for a career in law enforcement. The Goodyear Police Department’s Teen Explorer program teaches teens interested in a law enforcement career the details and dynamics of police work. The program also mentors teens, teaching them the importance of responsibility, professionalism, leadership and strong character.

Meghan Adair, who is in her second year as president of the Parent/Teacher Organization at Mabel Padgett, has two children at the school. She said that everyone had a sense of relief and comfort when parents were informed that police officers would be working there. “I know a lot of parents voiced concerns (about school safety) when this happened,” said Adair, whose husband is a Phoenix police officer. “It happened pretty quickly. Everyone had a sense of relief and comfort and it made everyone feel at ease.” “I believe that a police department and the schools are two of the most important things in the community, and with them working together, I feel it brings a sense of community in our schools,” Adair added about the program. “For this to come together and ensure our kids safety is a good thing for the community.”

On November 2, Goodyear Ballpark (1933 S. Ballpark Way) will be converted into a football field. For the last seven years the Goodyear Police Department has squared off against the Goodyear Fire Department in this annual fundraiser. This year, Police and Fire are teaming up and playing against Luke Air Force Base’s team to raise money for two great causes: the Southwest Valley Phoenix Children’s Hospital and the Wounded Warrior Project. The Wounded Warrior Project assists injured military personnel in a variety of ways including financial assistance, public awareness, and programs assisting in the recovery process. Gates open at 5:30 p.m.; kick-off is at 6:30 p.m. The cost is $5 per person or $20 for a family donation. Police, fire, and military displays will be on hand including fire trucks, police vehicles, rock walls, and large inflatables for children and adults. Sponsorship opportunities are available. Police are Looking for a Few Good Teens to Join the Teen Explorer Program

The Explorers meet twice a month to learn about specific areas of police work, such as K-9 and criminal investigations, training exercises such as building searches, shooting a firearm, and get to go on ride-alongs. Additionally, Explorers help with City events, like the annual ShopWith-A-Cop and G.A.I.N. (Getting Arizona Involved in Neighborhoods) events, while conducting traffic control and distributing information. How to apply to become an explorer: • Teens must be at least 14 years old and in high school. Teens can stay in the post until they turn 20, which is when they can apply for a police officer position. • They must submit a detailed application that includes personal information, information on any drug or alcohol use, and references. • After the application, those selected must complete an oral board interview with a panel of four police officers and a current Explorer. • They then must pass a background check that includes police and school records and listed references.

Please transport waste materials in a cardboard box in the trunk or truck bed.

Once in the post, teens must: • Maintain a C grade average. • Attend all Explorers meetings. • Attend school. • Attend all special events. • Have no disciplinary issues in the post.

to Offer Financing Tips, Networking Opportunities, and Prepare Businesses for Healthcare Changes The Goodyear Small Business Summit, which will offer tips and networking opportunities, will be held from 7:30 a.m. to 1:30 p.m. on Thursday, October 24 at the Hampton Inn and Suites, 2000 N. Banner Health Opens Primary Care Health Center Banner Health opened its first primary care health center in Goodyear that will fill an important need in the community. Mayor Georgia Lord and several council members attended the grand opening and toured the new Banner Health Center in Estrella at 9780 S. Estrella Parkway. The center, which opened to the public on July 10, is designed to support high quality, convenient health care for the entire family. “The new Banner Health Center in Estrella will be a great asset for the Goodyear community,” Mayor Georgia Lord said. “This healthcare facility will benefit our residents by providing necessary primary care services for our growing population.” For more information about the new Banner Health Facility, please visit www.bannerhealth.com.

ASU Entrepreneur Program at the New Library As small business owners and entrepreneurs plan to set up shop in Goodyear following the arrival of the F-35 Fighter jet pilot training expansion at Luke Air Force Base, there will be a place for the upand-coming business owners to research their ideas before they take flight. When the new Goodyear Branch of the Maricopa County Library system is completed, it could include space for the business leaders of tomorrow to work and brainstorm through a partnership in an incubator program with Arizona State University.

F-35 Squadron at Luke AFB

Immediately following the Department of Defense’s announcement of Luke Air Force Base receiving three additional squadrons of the new F-35A Lightning II fighter jet, Goodyear City officials are excited and say that the City is poised and prepared to fully support the Air Force’s mission and objectives as a strategic location to bolster the success of the program. “We are excited at the announcement that Luke Air Force Base is expanding the number of squadrons,” Goodyear Mayor Georgia Lord said. “Not only is this a good sign for Luke Air Force Base, it is a good sign for the region’s economy. The F-35 project will have a huge economic impact on the West Valley and in Goodyear, and will create jobs.”

During the Goodyear City Council work session on July 8, Tracy Lea, Venture Manager at Arizona State University’s SkySong incubator center unveiled its Alexandria Model, a program that is planned inside an approximate 1,000-square-foot room in the new Goodyear Branch Library to serve as an entrepreneur and innovation center for those pursuing ideas and business projects. The Alexandria Network strives to offer viable options for open spaces in libraries, which are adapting to the digital age.

“We are a military community, and we fully support our military families,” Lord added.

City leaders are excited about the program, which will help to provide entrepreneurs the tools, resources, and mentors to get on the pathway of development. Goodyear City Council will vote on finalizing the agreement with ASU and currently are fine-tuning the final details of the plan.

Two brand new training facilities are currently being constructed at Luke in preparation of receiving the F-35A fighter jets. An operations building will open later this year, while the 145,000-square-foot academic center is planned to open in mid to late 2014.

“We appreciate SkySong because we know of its successes,” Goodyear Mayor Georgia Lord said. “I’ve heard of and seen the successes there, and we look forward to having our successes here.”

In addition, Goodyear is located well within the 200 miles and 48 hours of delivery time required by the DOD for support businesses for the F-35 program that can be easily accessible from Interstate 10 and the Loop 303, which is scheduled for completion next year.

Having a business “incubator” in Goodyear is one of City Council’s initiatives and the City’s Development Services Department has been working with SkySong in south Scottsdale to make a center a reality in Goodyear for a little more than six months.

The first three F-35A squadrons are scheduled to begin arriving at Luke Air Force Base next year. Over the next several years, Luke will operate 170 aircraft; 144 will be the F-35A while 26 F-16s will remain for foreign military training.

SkySong’s Tracy Lea said the center could have a military focus. Luke expects to see $260 million of construction over the next decade and other support businesses are expected to open with the arrival of the F-35A fighter pilot training program next year. During the meeting, Lea said, “The Alexandria Concept will create a wonderful pipeline for development. It’s been extraordinary working with this group of people in this city, and I believe this is such a rich environment for this to take flight. The West Valley has some amazing growth right now. Goodyear is creating a terrific growth pattern in and of itself.” The library, budgeted at $1 million, will include 9,600 square feet that will feature a 1,600-square-foot multi-purpose room in addition to the 8,000 square feet of library space at the Venida Business Park. The library will replace the current one at North Litchfield Road and Van Buren Street. 9

Goodyear Names Paul Luizzi New Fire Chief The City of Goodyear has a new Fire Chief. Meet Paul Luizzi, the second fire chief in the history of the Goodyear Fire Department. City officials announced on September 23 that Luizzi will serve as the City’s Fire Chief, succeeding Mark Gaillard, who retired earlier this year. Luizzi, 43, has served as Goodyear’s Interim Fire Chief since April when he was asked to review and manage the Department’s response to the findings of an outside audit of the Fire Department. Luizzi joined the Goodyear Fire Department in April, 2007 as the Battalion Chief over Emergency Medical Services. Since then, he has served twice as Interim Fire Chief, Deputy Fire Chief, and Interim Deputy City Manager.

Ever since the City of Goodyear expanded the city limits to the south, the need for a major roadway has been part of the planning. The Sonoran Valley Parkway Project is a muchneeded roadway and a logical step in the expansion of transportation in the region. It will provide convenient access to the West Valley, including into Goodyear and Mobile. With that in mind, six years ago, the City of Goodyear applied to the Bureau of Land Management (BLM) to build the 15 to 18-mile road that would provide improved access for fire, police, and emergency services. The Sonoran Valley Parkway would provide faster travel for residents to and from the Mobile area and will serve future growth that is expected to occur in this area. The City of Goodyear must go through the proper studies as outlined by the federal government including identifying an alignment, the number of lanes, the development need, as well as evaluating the potential impacts and benefits. Identification of an alignment is just the first step in a long and rigorous process. It will take years to finalize a road design, acquire right-of-way, and obtain funding for this project.

The Sonoran Valley Parkway

At this point, the plan for the Sonoran Valley Parkway proposes to initially develop two lanes with future expansion to six lanes when needed based on traffic demands. Although a specific location for the roadway remains under consideration, it would originate at Rainbow Valley and Riggs roads and proceed southwest to SR 238 into Mobile. It would travel through Bureau of Land Management property in the “Rainbow Valley” area, to the west of the Estrella Mountains.

The Bureau of Land Management manages public lands and evaluates the environmental impacts of constructing, maintaining, and operating a 250-foot-wide right-of-way. Citizens can read the Draft Environmental Impact Study (EIS) at: http://www.blm.gov/pg data/content/az/en/prog/lands/svpp-eis.html. Publication of the Final EIS will occur later this year or early 2014, followed by a “Record of Decision” from the BLM that will identify the preferred location of the Parkway. The City is in the planning phase of this process. There is no funding allocated to the design and construction of this road. However, it is important that the City take reasonable steps to satisfy a legal requirement that may ultimately be in the best interest for Goodyear’s future planning and growth.

Goodyear Arts & Culture Commission Lions and Tigers and ART… Oh My!

The Goodyear Arts & Culture Commission is currently working with a local middle school and offering an afterschool theater program. The production of The Wizard Oz will be the focus of the eight-week program that meets three days a week from 3:45 to 5:15 p.m. The Commission is very excited to provide instruction in performing and visual arts at a school that has been underserved in arts education. The students will be learning about performing on stage, creating costumes, and designing and building sets for the production. The program will conclude with three performances: two at the school for the students and families to enjoy the talents of their children and finally an outdoor community performance will be offered on November 23 at 3 p.m. at Loma Linda Park, 400 E. The City of Goodyear is seeking artwork that reflects the spirit, culture, and future of Goodyear. If you are a Goodyear resident, digitally submit your work before November 8, 2013 for a juried competition that will feature your work on the front cover of the Goodyear 2025 General Plan. The winner will receive $500 and the artwork will become a part of Goodyear history through the distribution of the General Plan. Each family member’s name, address, phone numbers, e-mail, birthday, proof of Goodyear residency, birth certificates for all minors under 18 years old, and a photo ID for each parent or legal guardian are required when setting up a household account. Goodyear Recreation Programs Refund Policy If the participant wishes to cancel enrollment or does not participate in a program, the participant must notify the Parks & Recreation Department at least five days prior to the start of the program to receive a refund. No refunds will be issued less than five days prior to the start of the program or reservation date. Refund options: Parks & Recreation Household Account Refund: If the customer wants the refund posted to his/her account, a credit for the paid amount minus the online convenience fee charge will be issued. • Check Refund: If the customer paid by cash or check and would like a check issued from the City Finance Department, a 20% or $5 administration fee (whichever is greater) will be deducted from the amount that was paid. Challenger Little League (4 -18 yrs) The Challenger Division of Little League is a program for mentally and physically disabled youth to enjoy the full benefits of Little League participation in an athletic environment structured to their abilities. More than the skills of baseball is learned through the experience. Adult Softball League

(18+ yrs) Goodyear Recreation Division offers adult softball in either Men’s or Co-Rec leagues. The league is governed by official ASA rules and any amendments that are specific to City of Goodyear’s leagues. Games are played at Goodyear Community Park and officiated by professional ASA certified umpires. Each team’s coach needs to register his team and pay at the lottery or at walk-in registration. At the conclusion of the season, a single elimination playoff will be held with the brackets being based on that season’s standings after the sixth and/or eighth week of play. Each participant must sign the roster before taking the field. Transportation and Activity Level Ratings Transportation will be provided for most trips and provided bus, school bus, or City van. Transportation may require negotiating two to eight steps getting in and out of a vehicle. Individuals unable to manage will be required to arrange for their own assistance prior to trip departure. GREEN - Activity requires minimal physical exertion appropriate for most individuals. Participants can expect leisurely walking on mostly flat surfaces, minimal standing/waiting, and few stairs. YELLOW - Activity requires moderate physical exertion and is somewhat physically demanding. Participants can expect significant walking, standing, stairs, and uneven surfaces. RED - Activity is demanding with significant physical exertion; designed for individuals who lead active lives and are comfortable participating in up to five hours of physical activity per day. Trip may include exposure to high altitudes and narrow/enclosed areas.

January 21, 2014 – Yuma Day Trip Our first of four stops will be a guided tour of Yuma Territorial Prison State Historic Park. Walk through the actual strap iron cells and solitary chamber of Arizona Territory’s first prison. Second stop will be on your own. There are restaurants and shops for you to enjoy as you tour this old historic town. Third stop is a guided tour of the beautiful, 10-acre Yuma Quartermaster Depot State Historic Park. Other exhibits describe the amazing engineering feats that brought irrigation water to the Yuma Valley. The fourth stop is Dateland, Arizona for their worldfamous date shake, ice cream, and/or sandwich from Quiznos. Lunch is on your own. Price includes admission for both tours and coach transportation. February 25 – Grace Museum of America The Grace Museum of America is located in Cave Creek, Arizona, nestled amidst scenic mountains of the Sonoran Desert. The museum was started by Grace Voss Frederick (1905-2009 ) and houses a collection of historical objects from significant times in American History. The museum documents America’s “transition from a primitive country to a great nation.“ Come see it all – the evolution from the outhouse to indoor plumbing, candles to electric lights, horses to autos, and radio and TV to outer space and the computer.
