As a resident and representative of the city of Goodyear, I take tremendous pride in the outstanding recreation amenities available to our citizens. From our beautifully landscaped and well-manicured parks and walking trails to our state-of-the-art baseball stadium, the city of Goodyear provides comprehensive leisure opportunities for residents with diverse interests and avocations.

Each year, on November 11, we celebrate Veterans Day, a national holiday meant to show appreciation and support for the sacrifices made by American servicemen and women.

THEN YOU’VE BEEN SELECTED!

GOODYEAR CITY COUNCIL CALENDAR

Council Corner

From the Mayor

In addition to the management of community centers, parks, and pools, the Parks and Recreation Department houses the city’s Arts and Culture Division, which hosts popular events like the monthly Hot Coffee lecture series and “Ballet Under the Stars” in Estrella. These wonderful events and activities draw Council visitors from across the Valley, Member Sharolyn and further differentiate our Hohman city from others in the region. Our 17 parks cover over 220 acres within the city, and offer unique features like sport courts, picnic areas, and splash pads. Additionally, our city’s 12 neighborhood parks offer opportunities for recreation and relaxation close to home. They promote a strong sense of community that is richly enjoyed by our residents.

This year, the city of Goodyear will honor all of our military veterans in the inaugural Veterans Day event: A Tribute to Veterans. As the wife of a retired Air Force Colonel, it means a great deal to me to have Goodyear host such a special event.

Retired Admiral Vern Clark will be the keynote speaker and will share his experiences and the importance of service to our country. Admiral Clark served in the military for 37 years and is the retired Chief of Naval Operations for the US Navy, serving in that position and on the Joint Chiefs of Staff from 2000 to 2005. A Tribute to Veterans will take place at the Goodyear Ballpark from 2 to 5:30 p.m. We invite the public to help us celebrate at this community event that is free to attend.

The city of Goodyear views its investment in our Parks and Recreation Department as an investment in this sense of community. I encourage you to take advantage of our wonderful parks and recreation opportunities often!

Many Goodyear students will take part in this celebration. The Westar Elementary School Choir will sing the National Anthem, members of the Agua Fria High School ROTC will present the colors, and Desert Edge High School students will also participate. Attendees will have the opportunity to place a flag in the flag garden, to honor friends and family in the military. We hope to see you at Tribute to Veterans. It will be a wonderful way to celebrate the loved ones who wear a military uniform to uphold the red, white and blue!

Don’t Strangle Trees… Cultivate Them!

Fixing a Leak NOW Could Take You Out to a Ballgame in 2016

Fall months are a great time to plant trees. Lower temperatures mean less stress and allows trees time to develop roots before the spring dry season. Monsoon high winds are history, too. So stake trees only if it is needed. Trees that are staked improperly or too long will tumble from weakness during the first big wind. Always remove the stake from the nursery – it protects the trunk during transport.

Show us how low you can go! The city of Goodyear challenges all its households to show that they have fixed a leak or taken other action to decrease water use.

If you stake, allow them to move – strengthen trunks and roots by allowing them to sway a few inches – and use the two stake system. For more information on trees that thrive in the desert and how to get them started, call 623-932-3010.

If you can go lower on water use than you did last winter, you can go to a spring training baseball game at Goodyear Ballpark. Last year, over 700 households claimed tickets by saving over 3.6 million gallons of water during the contest period.

Best Practices and Lessons Learned (Panel of Goodyear Businesses) Enjoy a complimentary continental breakfast and lunch. Admission is FREE with two non-perishable food items to support the Goodyear Fill-A-Need Program

Pet Waste Pollutes Our Waters

Water bills in December and January will be used in the evaluation. Those eligible for two outfield box tickets compliments of the Cleveland Indians or Cincinnati Reds will be notified in February. Tickets will be for a game during Fix a Leak Week: March 14 – 20.

We all love our pets, but no one loves seeing pet waste – especially in public places. Besides being unsightly, it’s also a potential health risk. Leaving pet waste on the ground allows harmful bacteria and viruses to wash into the storm drain every time it rains, eventually making its way into local waterbodies.

SHOPPING IN GOODYEAR BENEFITS YOU, YOUR FAMILY, LOCAL BUSINESS, AND THE COMMUNITY!

Registered households will receive e-mails with tips on how to become more efficient.

Adopt these healthy habits and help protect washes, rivers, and wetlands: • Have extra baggies in the car when visiting a park with a four-legged friend. • Carry biodegradable plastic bags while walking a dog. Flushing pet waste is the best disposal method. • Carry enough baggies, as well as some extras to hand out to less conscientious dog-walkers. • Tie baggies either onto the leash or the dog’s collar. • Pick up pet waste from yard. Don’t hose it down the storm drain.

GOODYEAR’S ECONOMIC DEVELOPMENT DIRECTOR MICHELLE LAWRIE was selected as one of AZ Business Magazine’s 50 Most Influential Women in Arizona Business. The award recognizes business leaders as well as those in the medical field and government. Her selection makes Goodyear the first city to have a mayor – Mayor Georgia Lord received the award in 2014 – and economic development director to receive the honor.

Traffic Safety Tip

Neighborhoods to Host G.A.I.N. Events

CITY OF GOODYEAR STAFF WANTS TO HELP YOU STAY SAFE This issue: School Zones Arizona State Law ARS Title 28, Article 10 Two frequently enforced laws are speeding in a school zone and crossing a school zone crosswalk. Designated school zones have a strict 15 miles per hour (mph) speed limit. This starts at the first school zone/15 mph sign and ends when the vehicle has completely passed the crosswalk. Unlike other speed zones, 15 mph is an absolute speed, whereas other areas are “reasonable and prudent” speed zones. This means that at even one mph over the posted 15, a citation may be issued. School zone crosswalks are unique in that a vehicle may not enter the crosswalk while a person is crossing, regardless of the side of the road the pedestrian is positioned. The vehicle must wait until all pedestrians are completely out of the crosswalk, this includes the crossing guard.

G.A.I.N., Getting Arizona Involved in Neighborhoods, is a statewide day of celebration for the success of crime prevention through community involvement.

Fill-A-Need 2015 The Goodyear Fill-A-Need Program is gearing up to help brighten the 2015 holiday season for families in need by providing toys, clothing, school supplies, and household goods – all donated by city employees, residents, and local businesses. Monetary contributions and unwrapped items can be donated through December 11 at Goodyear City Hall, 190 N. Litchfield Rd. Applications and referrals will be accepted through October 23 for any Goodyear family in need of assistance.

Goodyear neighborhoods are encouraged to celebrate by planning their own community event on Saturday, November 7, 2015.

For more information, e-mail name and contact information to gyneed@goodyearaz.gov, call 623-882-7081, or visit Goodyear City Hall.

Mayor Georgia Lord will give an address on the state of the city of Goodyear. Tuesday, October 20 Desert Edge High School Performing Arts Center 15778 West Yuma Road

www.goodyearaz.gov/gain

Doors open at 6 p.m. The event is free.

An important reminder, as per state law, violations of these statutes carry double the normal fine. Be patient around schools and in school zones. School areas are often congested during start- and end-of day, however, nothing is more important than the safety of the children. Traffic-related questions can be sent to Goodyear PD Traffic Unit Sgt. J. Seabright at jseabright@goodyearaz.gov or call 623-882-7735.

Lids on Kids – Helmet Safety Kids are back to school and many are biking their way there. The Goodyear Police Department is committed to educating the public on safe bike riding practices. First and foremost, wear a bike helmet and wear it properly. According to studies, there is a significant decrease in head injuries as well as fatalities from bike accidents when bike helmets are worn properly. Follow these bicycle safety tips and helmet fitting steps for a safer bike ride for the whole family: • When riding a bike, scooter or skates, always wear a helmet, every trip, every time. • The entire family should always wear helmets when riding bicycles. Be a good role model. • Purchase a new helmet that meets the Consumer Product Safety Commission (CPSC) standard. • If the helmet is involved in a crash, replace it. • Follow the simple steps in the diagram at the right for proper fit. 6

OCTOBER/NOVEMBER 2015

Arts and Culture Commission Moves Forward with New Members and Projects As it nears its 10th anniversary, the Goodyear Arts and Culture Commission is moving forward with a mix of experience and new blood. This summer, Goodyear City Council welcomed four new members and one alternate to the nine-member commission: Laura Kaino, Rex Lambert, Kyann McMillie, Rosemarie Putnam and Kali Canedo (alternate), each serving a three-year term. They joined Chairman Brian Driscoll, Vice Chairman Katherine Miller, Commissioners Denise Bates, Karen Olson, Melinda Donovan, and Ex-Officio Bernadette Mills, Director of West Valley Arts Council and Goodyear resident. “Arts and culture continues to grow in the city due to the passion and dedication of these commissioners,” said Guylene Ozlanski, Goodyear arts and culture coordinator. “They provide knowledge and expertise on the arts that guides the city in planning future events, programs, and public artwork to meet the community’s needs.”

Pictured from left to right: Laura Kaino, Rex Lambert, Kyann McMillie, Kali Canedo, and Chairman Brian Driscoll. Not pictured: Rosemarie Putnam.

The Goodyear Arts and Culture Division was established in 2006 to create a distinct sense of place and cultural destination by integrating art into public spaces. Plans are underway for public art pieces at Goodyear City Hall, the Goodyear Library and a Veterans Memorial at Goodyear Ballpark. In its annual strategic plan, the commission’s goals also include: • To identify and support local artists through mentoring and education. • Remain up-to-date on arts trends and gauge community interest in arts opportunities. • Develop showcase opportunities for youth art. • Establish partnerships with local businesses, schools, churches, Southwest Valley Chamber of Commerce, and others to increase art opportunities in existing programs and events. “The commission has become more active in programs and events, the schools, art shows, public art projects, and the annual A Tale of Two Cities Parade and Festival,” said Brian Driscoll, Chairman of the Goodyear Arts and Culture Commission. “We recently added a Goodyear history exhibit displayed at various events. We’re also excited about the Performing Arts Center at Estrella Mountain Community College that will have its grand opening the weekend of November 6 – 7.”

Volunteer with the City of Goodyear!

Parks and Recreation Advisory Commission WORKING HARD TO BRING BEST SERVICE TO CITIZENS

The city of Goodyear hosts a variety of events and activities throughout the year, and it couldn’t be done without the huge hearts of volunteers.

Behind every good organization is a good board of directors. In the case of the Goodyear Parks and Recreation Department, it’s the Parks and Recreation Advisory Commission. Three years ago, City Council approved an ordinance to create a seven-member volunteer commission to serve as a liaison between the department and citizens.

This year alone, more than 700 volunteers committed thousands of hours in coaching and volunteering at city-wide events to assist the Parks and Recreation Department. We are always looking for potential volunteers who want to give back and make a long lasting impact in the community. If you’d like to volunteer, visit www.goodyearaz.gov/volunteer.

“The commission is the voice of the citizens,” Parks and Recreation Director Nathan Torres said. “They all are valuable volunteers who are involved in many facets of our programs and provide valuable input to city leaders about the direction of our parks.”

www.goodyearaz.gov/volunteer

On January 12, Kim Harris moved from being the alternate to a full commission member and Jerry Wilson became the new alternate. 10

The other current members of the commission are: Chairman Jennifer Silverstein, Vice Chairman Jon Richardson, Commissioners Brian Murphy, Karin Peters, Michael Padilla, and Raquel Landefeld. “The commission members are involved in the strategic and program planning, development of the capital improvement plan, the annual operating budget, revenue generation, park master planning, natural and cultural resource protection, and land acquisition,” Torres said. “They also play an integral role in the recreation, cultural, and social programs.” “We appreciate all of the hard work and hours they dedicate to making our parks some of the best places people of all ages can enjoy.” 11
