T
he city of Goodyear is fortunate to have outstanding elementary, middle, and high schools serving our students and families. These schools, and their leadership, work diligently each day to prepare West Valley youth to be healthy, happy, and successful members of our community.
While many cities and smaller communities across the state and country are served exclusively by one local school district, the city Mayor of Goodyear is served by six public Georgia Lord school districts – four elementary and two high school – in addition to a number of excellent private and charter schools throughout our community. Though the city does not have jurisdiction or authority over these school districts, private or charter schools, Goodyear’s elected officials and staff have excellent relationships with each, and work in partnership with their leadership and staff to support our Goodyear students and families. For example, the city’s annual Building Blocks to Great Schools education summit brings together education advocates from the public, private and non-profit sectors to discuss strategies and opportunities to support student and family success. This is just one example of the creative tools and strategies deployed by our city to better understand the needs of the education community, and identify solutions and opportunities to support our students. We are so thankful for our fantastic education partners, and we wish all Goodyear students and families a happy new school year!

Each year, more than 78.8 million kids, teens, and adults enroll in school. oodyear is a growing community with a rich past and promising future. The purpose of Goodyear’s citizen-driven General Plan is to guide decision making in the community ensuring we grow according to our shared vision: create a highly desirable and sustainable place for all to live, work, visit and play.
Land-use classifications are an important tool with regard to the vision of the General Plan. However, determining the best use for land is not always easy, nor does it stay constant. The experts predicted the development bubble would continue to grow, particularly in Arizona. However, reality did not live up to those expectations. Thus at times, it is necessary to reexamine certain areas. This is particularly true in a community like Goodyear which is only 10% built out. Sometimes as a council, we are confronted with difficult decisions regarding applications for land-use which align better with what the free-market is dictating. The important
thing to remember is maintaining balance when making these determinations. Bringing jobs to Goodyear keeps residents from traveling to the East Valley, and will bring additional rooftops, which will then bring retail. But one step leads to the other. As I meet with residents throughout the community, retail (restaurant and entertainment venues) is certainly the most desired type of development. Unfortunately, retail development has slowed substantially. The box stores have gotten smaller and the number of retailers have decreased. Retailers make their decisions on where to establish locations based largely on daytime population. Previously zoned small retail corners throughout the city are often not going to be viable in today’s market, especially to those of popular demand. Although it might be disappointing to a neighborhood area, we need to keep an open mind and seriously consider other types of development for certain areas as we are approached by land owners. Our goal as council is to make decisions which are in the best interest of the entire community. We look forward to continuing to build the kind of Goodyear in which residents and visitors can live, work and play. August 2017

Traffic Safety Tip This month: Speeding / Following too close
M
any collisions are due in part to vehicles following too closely.
Arizona law (A.R.S. 28-730.A) states the driver of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent. As we head into monsoon season, it’s important to note the posted speed limit is the maximum you can drive under ideal conditions. If blowing dust or rain is present, the reasonable and prudent speed may be lower than what is posted. When the ground is wet, the stopping distance is increased so it’s important to adjust speeds to present conditions. Goodyear Police want the roadways to be safe. Be careful not to speed or follow too closely to another vehicle – it’s not worth the possibility of a ticket, or becoming involved in a collision which may cause injury. #GTK Good To Know What’s the speed limit in school zones?

ids are going back to school this month, so this is a great time to remind residents about school zone laws and clear up some confusion.
Two frequently-enforced laws are speeding in a school zone and crossing a school zone crosswalk. Designated school zones have a strict 15 miles per hour (mph) speed limit. This starts at the first school zone/15 mph sign and ends when the vehicle has completely passed the crosswalk. Unlike other speed zones, 15 mph is an absolute – this means even one mph over might result in a citation. School zone crosswalks are unique in that a vehicle may not enter the crosswalk while a person is crossing, regardless of the pedestrian’s position. The vehicle must wait until all pedestrians are completely out of the crosswalk, including the crossing guard. An important reminder: violations of these statutes carry double the normal fine. Please be patient around schools and in school zones. School areas are often congested at the start and end of the school day. However, nothing is more important than the safety of the children. Arizona Revised Statute Title 28, Article 10 regulates school zones.

Getting to School Safely by Amy Bolton
W
e were at Mabel Padgett Elementary to photograph the students’ excitement to be back at school. At the end of the photo shoot, I walked away with much more than fun pictures and a few quotes for this article. To see in person the amazing potential in these children left me with a deep sense of admiration for the outstanding work our teachers, bus drivers, parents of young children, school resource officers and school administrators are doing with the up and coming leaders of this country.

As the red sign goes up, Sarah, in an orange vest, puts her own safety at risk, stepping out in front of traffic to pause the morning commute. As the crossing guard, she safely ushers children into Mabel Padgett Elementary School every weekday. As the school’s art teacher, she helps bright young minds express themselves creatively. Sarah and I are standing roadside in the morning sun. I can hear the kids on the playground laughing. The giggly laughter is infectious. I ask Sarah if she has any children of her own: “No, but I have 800 here I love,” she says.
It is a community effort to keep kids safe on their way to and from school so they can reach their potential. Now that school is back in session, join me in staying aware at the wheel near schools. Vehicle Safety

Buckle Up! China Grace, a first-grader, is only six years old but she already knows what she wants to do when she grows up. “I want to fix boo boos and give medicine to sick people.” As her ponytail sways from side to side, she explains that her mommy is a doctor. “Mommy drives me to school,” she says. “We wear our seatbelts and I use a booster seat.” When I ask why it’s so important to be safe on the ride to school she tells me, “you could get a broken bone and you can’t just go get a new one.”
‘Roll’ Model Wearing his matching helmet, Jonathan rides up to me and proudly shows off his new bicycle. After he tells me he wants to be a YouTube star when he grows up, Jonathan explains, “I meet up with my buddies and we ride to school together. But when we get to the crosswalk, we have to walk our bikes.” Jonathan knows wearing his helmet every time he uses his bicycle is important. “You have to protect your brain,” he tells me. As a fifth grader and one of the older kids on campus, Jonathan’s commitment to wear his helmet makes him a great role model, or as the Goodyear Police Department’s ‘Lids on Kids’ program puts it – Jonathan is a good “roll model” because he wears his helmet for all wheeled sports.
All Aboard Olivia, a fourth grader, is a pro at taking the bus to school. “I’ve been taking the bus since kindergarten,” she boasts. “We have this pass that we scan when we get on and off,” explains Olivia as we walk up to the bright yellow bus. “I’ll show you!” she tells me as she guides me to get on the bus. Olivia’s confidence is evident as she climbs the steps that require a big step for her tiny legs. I make the climb right behind Olivia while my mind finds a dusty old memory of the last time I was on a school bus. For a second in my head it’s 1990, and I’m hearing the smash hit ‘U Can’t Touch This’ on a static filled battery operated radio complete with telescoping antennae. The technology aboard the bus pulls me back into 2017. I see three overhead cameras and seatbelts for the first row. Olivia, a future chef, takes her seat and explains the rules of riding the school bus. “Nothing is allowed in the aisle,” she points out.
Look Both Ways With the last bunch of kids safely on school grounds, Sarah turns her attention to the group of children walking together toward the school. “We encourage them to walk in groups and always stay in the crosswalk,” Sarah says. The city makes sure crosswalks are well marked. Each summer, school crosswalks are evaluated to determine if they need to be restriped before school starts. Our little group walks together toward the school office where the kids are about to head back to class. We say our goodbyes to the future chefs, doctors, teachers and entertainers who make their way back to class.
Safe and Secure Of course we all know safety is a priority at schools. The Goodyear Police Department has four school resource officers (SROs) who are paired with different schools in the city. They are specially trained police officers who help students, teachers and parents while maintaining a presence on campus. Known for their ability to have fun and relate to students, the SROs also help keep an eye on children as they make their way to and from school.

I
peel my legs off my car seat and walk in the searing summer sun across the parking lot. It is so bright out that I can barely look toward the sky and see the words “Desert Thunder” on the building to confirm I am at the right place. I open the door and am immediately grateful for the cool blast of air that greets me. When my eyes adjust to the indoor lights, I see a bunch of happy kids playing games. Battleship. Twister. Frisbee. I am instantly jealous I’m not seven years old anymore. These kids are having a great time. They are happy and playful and nobody looks bored. What stands out to me though is that the staff is mixed in with the kids, playing along and having just as much fun. “We have a theme each week and a daily schedule,” Richard says. He is one of the people who designs and staffs the summer-long recreation program. “We put quite a bit of effort into making sure we are programming the summer with presentations and activities so that the kids can enjoy themselves and learn something. That’s why parents bring their children back year after year.” “The summer recreation program is an amazing experience for my son,” says Susan, parent to 12-year-old Graham, who has been at the summer recreation program four years in a row. “The staff really enjoys being with the kids, and I’m so impressed with the quality and affordability. Keeping him active at the Goodyear summer recreation program is a great way to help him build social skills and set him up for success for the coming school year.” Mercy, the summer recreation site leader, agrees. “Participation in sports, dancing, music classes, and art programs provide children with an opportunity to make behavior choices and build healthy learning habits, such as asking questions, time management and goal setting,” she tells me. She has been a part of Goodyear’s recreation family for years and draws on her experience as a mom to five and a
grandmother of two to know how to keep kids engaged. As the parents and several children come and go during our chat, she doesn’t miss a beat. I can see how she effortlessly transitions between educator, counselor, manager and caregiver. “Our recreation programs really help build a bridge between the community, the schools and the city,” Mercy tells me. I know what the adults think, but l wanted to hear from the kids (and I wanted to make a paper plate Frisbee), so I follow Richard over to a table where brother and sister duo Owen and Taylor join me. Owen is a fifth grade student at Odyssey Preparatory Academy in Goodyear and Taylor is in kindergarten. They have both participated in several sessions of Goodyear’s summer recreation program, as well as the city’s soccer and basketball leagues. Owen, a future scientist, proved to me he can solve a Rubik’s cube in less than one minute. We talk about their pets Puggles and Noah as we take a few selfies. Taylor, a future veterinarian, is whisked away by another young lady who gives me a quick hug and takes off. As I reluctantly wrap up my visit, a Frisbee lands at my feet. I toss it to the crowd and make my way toward the door that will bring me back to my adult reality. While I’m not a teacher or expert researcher, I am a mom. My gut tells me the opportunity for these children to explore diverse interests, make new friends and learn in a fun environment through any form of recreation is helping not only build great memories, but is helping them learn skills that can translate to success in the classroom. on Kids program
aimed at educating parents, caregivers and students about the importance of wearing a helmet while taking part in wheeled sports. Since helmets are the single most effective piece of safety equipment for riders of all ages, the Goodyear Police Department strives to increase their usage. To motivate students to wear helmets, Goodyear Police officers show up unannounced at schools to catch kids in the act of doing what is right and reward them with prizes for their positive behavior.
They also: Provide helmets to students in need. Educate children who are not wearing helmets about the importance of doing so. Distribute educational materials to students and parents. Promote helmet use through morning announcements, assemblies, and open houses.

If a participant wishes to cancel a program/reservation, the participant must notify the Recreation Department at least five business days (excluding holidays) prior to the start of the program/reservation date to receive a partial refund. A 20% or $5 administration fee (whichever is greater) will be deducted from the amount that was paid. Scholarships
Youth scholarships are available to Goodyear residents 17 years of age and younger. Scholarship applications and additional submission requirements are available on-line at goodyearaz.gov/scholarships or in the Recreation Office.

Fall Volleyball (7-15 yrs) Recreational League (7-15 yrs)
This league is for girls who are new to the sport and want to learn the fundamentals of volleyball, participation and fun are top priority. Equal playing time is guaranteed for each player and modified rules are used to promote equal play.
Competitive League (12-15 yrs)
This league is geared towards players with previous experience and are ready to incorporate a more advanced skill set into their game. Modified rules are used and there is no mandatory substitution or playing time rules. The league is intended for players with experience only. Register: July 3 – August 11 Cost: Recreational League $90 ($100 non-resident), Competitive League $105 ($115 non-resident) Save $10 by registering online! Game Days: Saturdays, September 16-November 11 between 8 a.m. and 3 p.m. Practice begins the week of August 28 Participants will hear from their coach between August 17-24 Location: Various gyms within Goodyear City Limits

Fall Baseball This league will help players develop the skills necessary to become successful players and will address the advanced techniques of fielding, hitting, pitching, speed, agility, quickness and eye and hand coordination. Participants must provide their own glove, pants, and cleats.

This is a 6-week introductory baseball skills clinic for boys and girls ages 4 to 6. This clinic will include instruction in throwing, catching and fielding balls, running the bases and hitting off of a tee. Children should wear tennis shoes or non-metal cleats and bring their own glove and water bottle. Adult Softball League Get off the couch, dust off your glove, polish up those cleats and get a group of friends together to take part in our recreational adult softball program. Leagues play a doubleheader, 14-game scheduled with a season-ending single elimination tournament.

In order to ensure the safety of all participants, volunteer coach requirements include: • Must be 18 yrs of age • Submission of Volunteer Application • Pass Fingerprint Clearance • Pass Background Check • Abide by the Code of Conduct Because of the commitment, you are making to coach during the week and weekends; the City of Goodyear Recreation Division will provide: • A credit on your recreation account to use towards a future program at the end of the season • Opportunity to request players on your team • Information pamphlets, coaches clinics and/or packets • Field/Gym practice space • Exclusive Coaches Shirt

American Red Cross - Lifeguard Training Course Those interested in being a lifeguard MUST complete a lifeguard certification course that teaches many skills that will last a lifetime. This course provides entry-level participants the knowledge and skill to prevent, recognize and respond to aquatic emergencies and to provide care for breathing and cardiac emergencies, injuries and sudden illnesses until EMS personnel take over. Price includes books, training and both CPR/AED & Basic First Aid certification cards if student successfully passes the course. Participants must attend ALL scheduled classes.
