From the Mayor I hope that you’ll join me in taking the opportunity to thank the veterans and military personnel in your lives as we celebrate Veterans Day this month.
A
s I reflect on the efforts of our active duty military personnel, countless veterans, and thousands of military families who have given so much Mayor in service to our great nation, I Georgia Lord am overwhelmed with gratitude. Thanks to the service of my husband, Ron Lord, who served in the United States Air Force for many years, I understand the family experience associated with this profound service. My heart aches for the men and women who gave the ultimate sacrifice to protect our precious freedoms, and I empathize with those servicemen and servicewomen who have missed, and will continue to miss, milestones and celebrations like birthday parties, holidays, vacations, and special occasions with their families while deployed across the world. Our family’s various duties and assignments were both challenging and rewarding, and required tremendous adaptability. We developed strong bonds with other military families on the various bases which we visited, and shared in the challenges, struggles, victories and joys experienced by American veterans and military families. I am so thankful for my husband’s military service, and for my family’s opportunity to serve in our own capacity, and I am eternally grateful to our brave veterans, and the strong families serving alongside them.
Council Corner Hello, Goodyear!
T
he season is upon us for giving thanks, and I couldn’t be more thankful for all of you. The residents are one of the many reasons why Goodyear is such a wonderful place to live, work and Council Member Joanne Osborne play. My husband and I have been fortunate enough to raise our family here, and we are truly blessed to call Goodyear home. During this season, I make an extra effort to pause and thank God for our military, and our Police and Fire departments for keeping us safe, as well as all of the volunteers lending a helping hand with the effects of the natural disasters throughout the year and across the nation. Not many of you know this, but I am a member of the National League of Cities’ Finance, Administration and Intergovernmental Relations federal advocacy committee, and I recently traveled
to Washington, D.C. to speak to several U.S. Senators and Congressmen about the issues affecting the city of Goodyear, and America as a whole. During this two-day advocacy trip, I shared how Community Development Block Grants have allowed for revitalization projects for Historic Goodyear, and the city’s use of Municipal Tax Exempt Bonds have helped build existing water and wastewater infrastructure, and a new water treatment plant. Lastly, I advocated to preserve the state and local tax deductions to prevent American taxpayers, specifically all of you, from being taxed twice on the same income, and continually expressed the importance of marketplace fairness. It’s times like these that I am so thankful for the opportunity to represent you, at all levels of government, and be the voice of our community. It is an honor to serve you, be blessed! Traffic Safety Tip
HOLIDAY TRASH COLLECTION SCHEDULE City offices closed and sanitation pickup changes
This month: Traffic Collisions
I
n the unfortunate event you’re involved in a traffic collision, move the vehicles off to the side of the road, into a parking lot, or other safe place away from traffic – only if it is safe to do so. Arizona is now tracking “secondary collisions,” which is an additional collision occurring as a result of the first. These collisions can be due to other drivers looking at the crash scene and not paying attention to their own driving, or by the original crashed vehicles blocking the roadway. Traffic-related incidents have been the number one cause of officer fatalities in the last 15 years. Fire and ambulance personnel face the same risk while attending to patients on the roadway. Tow-truck drivers are especially prone to being injured; on average, one tow-truck driver is killed every six days at collision scenes. Help reduce secondary collisions by paying close attention to emergency vehicles and personnel, taking care to slow down when approaching a collision.

Goodyear citizens rank the expansion of parks and recreation amenities as their number one priority for the city to pursue in the near future
Vacation rentals within the city of Goodyear
W
ith more than 300 sunny days a year, beautiful scenery, and easy access to many of the state’s top tourist attractions and sporting venues, it’s no wonder Goodyear is one of the fastest growing cities in Arizona. And with user-friendly vacation services like Airbnb and VRBO, it’s easier and more convenient than ever for homeowners to rent out property to eager travelers. But some homeowners who rent their property don’t realize they’re on the hook for taxes. All homeowners who engage in vacation rentals are required to have a business registration issued by the city of Goodyear, and they also need to register with the state for Transaction Privilege Tax – the Arizona Department of Revenue (ADOR) is responsible for collecting taxes on short-term vacation rental activities. Homeowners have two options: • They can register at AZTaxes.gov for a license to collect the tax themselves and pay online for homes/rooms they are renting out. • Or, they can allow an online lodging marketplace business, such as Airbnb, to collect and remit the tax on their behalf.
Bottom line: Homeowners who rent out a room or an entire house – either long-term or to travelers – need to register with the city of Goodyear and ADOR. For more information, visit www.azdor.gov. Senate Bill (S.B.) 1350 went into effect in January. It’s a law which prohibits cities and municipalities from banning the listing and use of short-term rentals like Airbnb, HomeAway, and others.

W
hen your job is keeping America safe, it can get a little stressful. I recently met up with two active duty service members stationed at Luke Air Force Base. We talked about how their pets help them keep things in balance. story continued on page 6

“She saved my life,” said Joe, a technical sergeant who currently serves at Luke Air Force Base as an instructor in the Weapons Division. Joe has given our country his youth – serving nearly two decades stationed all over the world. I met Joe in his 18th year of service, as he was readjusting to life in the U.S. after his fourth deployment. This time he was returning from Iraq where he spent nearly a year separated from his family. The ‘she’ that Joe is referring to isn’t a battlefield buddy. Nope. This ‘she’ stands about two feet tall, has two mesmerizing different colored eyes, a beautiful thick white and grey coat, and a wet nose. She is Bella, a four-year-old Siberian Husky/ Bulldog mix. We are sitting in the dog park at Goodyear Community Park giving freshly bathed Bella every opportunity to run around and sully up her pretty fur while we talk about how Joe benefits from having animals for emotional support. This conversation – about the invisible effects of deployment – is a bit ironic against the backdrop of birds chirping, blue skies overhead, and the peaceful buzz of traffic on Litchfield Road. Her mere presence in his life has helped Joe stay grounded and connected. “She gives me a sense of companionship that is very comforting,” Joe tells me. Bella runs by panting in the warm sun. She is enjoying this bonus day at the park like a child who gets a snow day from school. “I know she is there waiting for me when I get home. I work all different times of day, so she greets me when I get home and then we go out for a walk,” explains Joe. “She makes me have a routine and draws me outside.” Bella has given Joe a sense of purpose and normalcy. Unlike many of us who work in office, retail or even outdoor jobs, when he goes to work, Joe is dealing with tactics and strategies to keep America safe and free. That’s a big burden on any person. Bella brings it all back to the basics – she needs to be played with, walked, and fed.

Some veterans add animals into their lives for support to cope with feelings, anxiety, and relationships, but sometimes they are forced to say goodbye to their beloved animals as a result of a deployment. Sharmaine knows this all too well. When she was on her third deployment, she was forced to rehome her beloved dog Panda. That’s why it was so easy for her to say ‘yes’ to a friend when asked to foster Maisie, his American Pit Bull Terrier.
“I know how difficult it is to leave a pet behind,” reflects Sharmaine. “I definitely didn’t want this sweet dog left in a shelter, so I gladly accepted the responsibility to take care of Maisie when my friend had to deploy. I thought Panda would appreciate a friend. He couldn’t take her back, so she just became a permanent member of the family.” As a staff sergeant, Sharmaine is also an instructor in the Weapons Division serving at Luke Air Force Base. She teaches people how to coordinate air space in the classroom, but at home she is focused on being active with her dogs. “They just know how to add a sense of calm if I’ve had a stressful day,” says Sharmaine. The dogs are circling around our legs for a bit of a respite from the running. The panting is a sure sign they are getting the most out this doggie playdate. “I don’t need to say anything to them – they just know how to lift my mood. We have a lot of fun.”

“If I didn’t have Bella, who knows what my life would be like right now,” Joe reflects. “They are my kids,” says Sharmaine hugging the happy, muddy dogs. We watch Bella having a ball with Maisie and Panda in the cool mud. For their everlasting loyalty, unbreakable spirit and the sense of security they add to their families, the dogs are rewarded with hugs, affection and praise. Playtime is over. Rounding up these rambunctious dogs is like trying to pull kids away from a birthday party. You can almost hear them say, ‘Do we really have to go?’ as they dutifully respond to Sharmaine’s and Joe’s calls. We pack it up and head to the parking lot. The dogs are exhausted, but as they hop into their cars, they immediately beeline to the rolled down backseat window to give me a slobbery goodbye nod. I left knowing these dogs would get a good night’s sleep. Thank you to Sharmaine, Joe and all of the military personnel in our community, across America and deployed far away from their families. We know your service to our country lets the rest of us sleep in peace every night in our beloved America. We honor you, your families, your sacrifice, and your service.

Fur is Family Business Scissors snip, hair goes flying. It accumulates on the floor in colorful, pretty puffs. I watch Jolie as she patiently sits through her haircut. She generously allows me to intrude on her spa time. As the cutting continues, Jolie’s sparkly eyes emerge and her cute little face lights up with joy. I’m not at the hair salon – I’m at Puff & Fluff Grooming in Goodyear. Jolie is a Maltipoo under the care of Stephanie, the groomer, who has shaped her fur into a beautiful ’do worthy of her movie star name. In fact, Stephanie tells me many people drop their dogs off here, then go get their own hair done. Fascinated by the similarities between styling people and pets, I start asking the shop’s manager, Khrissy, lots of questions. Grooming, I learn, is not all about looks. Taking care of an animal’s fur through grooming helps to ensure the pet’s health. “Matted hair hurts the animal, and can cause bruises,” says Khrissy, who has three dogs of her own. She is so passionate about pets, she left her job in corporate America to pursue her desire for helping animals. The love these ladies have for other people’s pets is genuine, and the happiness of the animals in their care proves it.
Nineteen is Not Enough As soon as I open the door, I am greeted by Lea and the seven dogs she is wrangling. See Spot Clean is a Goodyear-based pet business where you can actually wash your own dog in elevated, specially designed tubs. Lea is a master at multi-tasking: answering the phone; talking to me; working with the dogs; greeting customers; and scheduling appointments. The dogs – freshly washed, trimmed and clipped – patiently wait for their turn to be picked up. A lady says, “Mommy is here!” and the dog is swept up and cuddles into the woman’s chest. As Lea steps over the other waiting fur babies, she tells me that she is living her dream. She works with dogs, grooms dogs, owns a three-legged rescue dog named Jewel (she proudly shows me on her phone like a doting mom), and she is currently fostering 19 dogs. Yes - 19 dogs. “It started with one, then two, then a litter, then two litters, and now I’m at 19, but I’ve had as many as 25 at once,” said Lea. As a foster fur mom, Lea socializes, rehabs, and trains the dogs so they are adoptable. Her reward, she says, is getting pictures of the pets as they grow up in their new families. Just then the door swings open, and a lovely white pooch sporting a pink collar leads her owner in. She’s here to get her nails clipped. As Lea goes to work, I learn that the beautiful client is named Nala, and she’s yet another rescue pet. Her human dad, Rick, says that she is a Dalmatian/American Pit Bull breed, and so sweet with the grandkids. “We take here everywhere, and she has even served as a team mascot for the Desert Edge baseball team. The kids just love her,” he beams. The beautiful Nala allows me to take her picture before she departs on to her next errand with Rick. Lea sums it up nicely: “These pets really are our family.”

In its 11th year, Wag & Tag features a variety of vendors aimed at the furry family members. From micro-chipping to vaccinations and even adoptions, the pet event also includes a demonstration by the Goodyear Police K-9 unit. The highlight of the event is the Best of the Pets costume contest that offers prizes for the: best dressed; best pooch smooch; best voice; best wiggle/waggle; and the best dog trick.

Improving: Employees’ Health
W
e expect that as our vehicles get more and more miles on them, they are going to need some preventative maintenance. Just as we assess the tread on the tires and the fuel in the tank of the trucks, the city assesses the health and wellness of the workforce. In March, the city’s Public Works Department implemented a voluntary, pre-shift conditioning program to decrease on-the-job injuries of sanitation workers. Before the program was in place, there was a year-over-year increase in the number of injuries. The severity of these injuries

also increased, resulting in people being out of work longer, stretching the healthy workers thin and exposing them to injury. Since the program began, injuries have been reduced to zero and the amount of time workers are in service went from 75 percent to 100 percent. Staying healthy, strong and in service is just one example of the many ways the people working for the city of Goodyear are dedicated to breaking down barriers to do what makes sense to improve city services. Behind this philosophy of continuous improvement in all aspects of city services is a commitment to ensure people living, working, shopping and visiting Goodyear have a delightful experience.

The Goodyear Branch Library is part of the Maricopa County Public Library system. There is a dedicated Children’s Area with age appropriate activities and four computers just for kids. Teens also have a space just for them with an area to be with friends, or enjoy something from the selection of teen materials. The library offers nine public access computers for adults and teens; a SMART Table and two early literacy computers for the kids; and a 30-minute fast track computer for visitors without library cards. The library offers programs for people of all ages in the large Community Room.

The city is served by multiple water, sewer, and trash providers. The city of Goodyear provides water for residents south of Interstate 10, as well as sewer and trash service throughout its boundaries. If you are unsure who provides your water/sewer/trash, call Customer Service at 623-882-7887. Start, stop, and pay for city of Goodyear services any time of day or night online at goodyearaz.gov/service. Walk-in service is available in the lobby of City Hall, 190 N. Litchfield Road, from 8 a.m. to 4:30 p.m., Monday through Friday (except city holidays). For questions or more information, email goodyearutilities@goodyearaz.gov or call 623-882-7887 during business hours. Twice each year, residents can drop off household hazardous waste at no cost during these city-hosted collection events. Proof of residency is required and some restrictions apply.
Pool Draining
City of Goodyear sewer service customers are required to obtain a pool drain permit. The application is online and takes one business day. The Goodyear Municipal Court is part of the integrated judicial system and has concurrent jurisdiction with the Justice Court on orders of protection, injunctions against harassment, and search warrants.
